HEC International Research Support Program IRSIP for Fellowship Abroad
The Higher Education Commission (HEC) of Pakistan offers a six-month research fellowship abroad to full-time PhD scholars enrolled in higher education institutions of Pakistan and AJK under its international Research Support Initiative Programme ( IRSIP).
The purpose of this Programme is to enhance the research capabilities of PhD scholars and also develop linkages between Pakistani and foreign institutions.HEC receives applications IOI IASIP throughout the year, and fellowships are awarded on a quarterly basis after a thorough evaluation of the application.

Eligibility criteria for HEC international Research Support Initiative Programme IRSIP
- Full-time PhD scholars, who are Pakistan/AJK nationals.
- Minimum two years of enrollment in PhD Programme and maximum up to 3.5 years.
- The coursework of at least t 8 credit hours
- He/She must have passed PhD admission test at the time of admission, as per Higher Education Commission of Pakistan's rules.
- He/She must have an approved PhD research topic and synopsis by the Board of Advanced Studies and Research (BASR) Of Directorate of Advanced Studies and Research (DASR) or equivalent body of the university.
- He/She must have an official acceptance/invitation letter for research from a foreign university/institute/laboratory. The university/institution must be listed in the top 200 university list as per Times Ranking of World Universities either in the general category or in the relevant subject of the applicant.
- The foreign supervisor should not be an ex-supervisor of the Local Supervisor.
- Scholars already availing any other local HEC Scholarship are also eligible to apply provided they must submit NOC from concerned HEC focal person.
How to Apply for HEC IRSIP Research Fellowship Abroad

International Research Support Initiative Program
Higher Education Commission of Pakistan is offering a six month research fellowship abroad to those students who are enrolled in full time PhD programs in Pakistan. This is providing exposure to the PhD scholars which will enhance the quality of research that they will be conducting in Pakistan. This opportunity also provides to develop linkages between Pakistani and foreign institutions.
The objectives of the program are:
- To enhance the quality of doctoral research in Pakistan.
- To create a critical mass of highly qualified manpower that could contribute towards the development of Pakistan.
- To facilitate assimilation, absorption and transfer of important and promising scientific and technological knowledge information to achieve repaid economic progress.
- To provide opportunities to doctoral students for training/ research work at advanced research labs of reputed universities abroad and to interact with foreign scientist working at frontiers of knowledge.

HEC Announces International Research Support Initiative Program For Ph.D. Scholars

The higher education commission of Pakistan has announced the international research support initiative program for Ph.D. scholars. The objective of this program is to provide better opportunities for students to work at the advanced research labs and to maintain the standard of local doctoral research according to the international standards. In this way, the connection between Pakistan and foreign institutions can be enhanced to explore avenues for further collaboration.
Eligibility criteria for IRSIP
Following is the eligibility criteria for the applicants to apply for the international research support initiative program.
- The full-time scholars of Ph.D. who are nationals of Pakistan/AJK are eligible to apply.
- The applicants can apply minimum after the completion of two years or maximum up to 3.5 years of degree.
- The candidates must have passed the Ph.D. admission test according to the rules of the higher education commission of Pakistan.
- The applicants should have an approved Ph.D. research topic and synopsis by the Board of Advanced Studies and Research of the Directorate of Advanced Studies or equivalent body of the university.
- The candidates have to submit an official acceptance letter for research from a foreign institute.
- According to the Times ranking of world universities, the institution must be ranked in the top 200 universities.
- The foreign supervisor in the relevant subject should not be an ex-supervisor of the Local University.
- The Ph.D. Scholars availing of any other HEC Scholarship can also apply in IRSIP and they have to submit NOC from concerned authorities.
Application Procedure for HEC IRSIP
For the submission of the application form the instructions are mentioned below.
- Applications for the HEC IRSIP can be submitted around the year.
- Applicants can apply after fulfilling the basic eligibility criteria announced by HEC.
- Incomplete applications for this program are not entertained in any case.
- Along with the application the candidates have to submit the required documents such as CV, copy of passport, copies of academic documents including Ph.D. coursework transcript that shows credit hours and grades attained in each course, and a copy of GRE result certificate.

HEC approves 127 cases of PhD scholars for IRSIP
Islamabad - The Higher Education Commission (HEC) on Tuesday approved 127 cases of PhD scholars for International Research Support Initiative Programme (IRSIP), in addition to seven cases of Partial Support for PhD Studies Abroad. A statement issued said that the selection committee’s meeting was held at HEC Secretariat Islamabad, with Executive Director Dr. Shaista Sohail in the chair. Under IRSIP, HEC offers a six-month research fellowship abroad to full-time PhD students. The purpose is to enhance their research capabilities, and also develop linkages between Pakistani and foreign institutions. IRSIP provides exposure to PhD scholars in order to enhance quality of research conducted by them in Pakistan. The programme aims at creating a critical mass of highly-qualified manpower that could contribute towards socio-economic development of Pakistan. It facilitates assimilation, absorption and transfer of important and promising scientific and technological knowledge information to achieve rapid economic progress. It also provides training and research work opportunities to doctoral students at advanced research laboratories of reputed universities abroad. Similarly, Partial Support for PhD Studies Abroad is an initiative aimed at providing financial support up to US $ 15,000 to Pakistani scholars who are in final stages of their PhD studies abroad and need partial support e.g. tuition, thesis evaluation/submission fee, living expenditure, etc. without which their PhD degree programme will remain incomplete. Financial burden or time constraints are particularly problematic for overseas students. HEC has instituted this special financial scheme to provide relief to students facing such problems.

HEC awards IRSIP fellowship to 165 PhD scholars
The Higher Education Commission ( HEC ) held a ceremony today at the HEC secretariat to award a six-month fellowship opportunity to 165 Pakistani PhD scholars under International Research Support Initiative Programme (IRSIP). Chairman HEC Dr Mukhtar Ahmed graced the occasion as chief guest.
Starting with a focus on enhancing the quality of doctoral research, providing an opportunity for scholars to train at advanced labs of prestigious institutes and introducing Pakistani talent globally, HEC has distributed a total of 3199 awards under IRSIP.
Out of these fellowships, 966 have been awarded in the field of Biological and Medical Sciences, 831 in Physical Sciences, 576 in Agriculture and Veterinary Sciences, 471 in Social Sciences, 269 in Engineering and Technology, and 86 in Management Sciences.
Addressing the ceremony, Chairman of HEC said, “This project was conceived during the early years of HEC’s establishment to give dynamic research opportunities to students so they can make bright careers and serve the country.”
He urged the students to make the best out of this opportunity as it is being provided with a lot of investment, at a time when the country is facing a severe dollar shortage. He requested them to remember Pakistan for facilitating them.
Speaking on the occasion, the Executive Director of HEC Shaista Sohail shared the breakdown of this session’s awards. “The gender ratio of the awardees is very heartening as 47% of the awardees are female scholars, whereas 53% are male.”
Vice-Chancellor of Capital University of Science and Technology ( CUST ) appreciated the role of HEC’s scholarship division. “I was pleasantly surprised to see how thorough and inclusive the scrutiny process was, and I am really happy to see that HEC has picked the best Pakistani talent for this golden opportunity.”
Director of the National Centre of Physics ( NCP ) Prof Aslam Baig said, “The purpose of these fellowships is to enhance PhD work in Pakistan, each one of which costs a hefty amount. I would request you consider it a loan and think about ways to repay it to your country.”
The event was also attended by awardees, their families, university faculty and supervisors.

Information For Foreign Grants
This page provides information specifically for foreign applicants and recipients. Applications for research grant support from foreign organizations are treated as if they were applications from domestic organizations. There are a few exceptions which are highlighted on this page. This page also provides links to important information for foreign applicants as they consider and prepare applications and administer grant awards.
Important Resources
- NIH Grants Policy Statement (NIH GPS) is the policy source for terms and conditions NIH awards made to domestic and foreign organizations. It is also designed to be useful to those interested in NIH grants by providing information about NIH—its organization, its staff, and its grants process. The NIH GPS should be used extensively when applying for NIH grants and cooperative agreements and in management of NIH awards. There are links to the NIH GPS through out this document.
- The NIH Guide for Grants and Contracts is published daily and contains information on current grant policies, guidelines and funding opportunities. NIH issues hundreds of funding opportunities in the form of Program Announcements (PAs) and Requests for Applications (RFAs) to stimulate research in particular areas of science. Location and Time Zone of the NIH
The NIH main campus is located in Bethesda, Maryland on the East Coast of the U.S., just 10 miles from the center of Washington, D.C. From early November until March, this is GMT – 5 hours, and from March until November this is GMT – 4 hours. Note: Daylight Time begins in the United States on the second Sunday in March and ends on the first Sunday in November.

Submitting an Application
Section III.1.A of each funding opportunity describes the type of institutions/organizations that are eligible to apply and Section III.1.B provides information on the type of individuals that are eligible to apply. In addition, Chapter 16 of the NIH Grants Policy Statement describes general eligibility requirements for foreign organizations.
Funding opportunities provide contact information for the IC’s scientific/research contact(s) (usually a program officer) who can answer questions about the scientific and/or technical aspects of the announcement; financial/grants management contact(s) who can answer questions about the administrative and budget aspects of the announcement; and peer review contact(s) who can answer questions about the peer review aspects of the announcement. Applicants are encouraged to contact these individuals to discuss their applications.

Application Requirements
Electronic submission of grant applications is required for most NIH application types. Applicants from foreign institutions and international organizations must fulfill some additional requirements to register for electronic submission of grant applications. Registration can be a lengthy process and foreign organizations are especially encouraged to register early. Electronic submission of grant applications is required for most NIH application types.

Application forms and instructions are identical to those required for domestic applicants. The forms needed to apply are customized to each funding opportunity. You must use the forms linked to the announcement to apply. Foreign organizations should be aware that budget requests must be prepared in U.S. dollar amounts and must be submitted in detail using the R&R Budget forms included with in the application package. Foreign organizations are not eligible to use the PHS 398 Modular Budget form. Limited Facilities and Administrative costs (8% of total direct costs, less equipment) are provided to support the costs of compliance with NIH requirements. Other information on allowable and unallowable costs can be found in Chapter 16.6 of the NIH Grants Policy Statement.
Peer Review
The peer review of applications from foreign institutions is the same as that for applications from U.S. institutions and is described in the NIH Grants Policy Statement Chapter 2.4: The Peer Review Process . In addition, the following are assessed as part of the review process and award decisions for applications from foreign institutions:
- Whether the project presents special opportunities for furthering research programs through the use of unusual talent, resources, populations, or environmental conditions in other countries that are not readily available in the United States or that augment existing U.S. resources.
- Whether the proposed project has specific relevance to the mission and objectives of the IC and has the potential for significantly advancing the health sciences in the United States

Post Award Issues for Foreign Recipients
When NIH awards a grant or cooperative agreement, it is formalizing its partnership with the recipient to ensure compliance with federal laws, regulations and policies. This protects the integrity of the overall scientific endeavor. Acceptance of a grant award from NIH carries with it the responsibility to be aware of and comply with the terms and conditions of the Notice of Award (NoA). By drawing funds from the payment system, the recipient agrees to the terms and conditions of an award.
The NIH Grants Policy Statement is a term of award and provides valuable information about the pre and post award requirements for NIH grants and cooperative agreements, as well as the general Overview of Terms and Conditions . NIH Grants Policy Statement Chapter 16: Grants to Foreign Institutions, International Organizations, and Domestic Grants with Foreign Components provides information specific for awards to foreign organizations.
The method of payment for foreign awards changed on October 1, 2012 and is therefore highlighted here.
For foreign awards issued prior to FY 2013 payment is made by the NIH Office of Financial Management (OFM) on a predetermined quarterly advance basis. See the NIH Grants Policy Statement Chapter 6: Payment for further information.
When a foreign component participates in a consortium arrangement, the funding and payment information should be reflected in the formal written agreement. More information on consortium arrangements can be found at NIH Grants Policy Statement Chapter 15: Consortium Agreements .

This trans-NIH program implements the Phase 0 Proof of Concept Partnership pilot program authorized in the 2011 SBIR/STTR Reauthorization Act (P.L. 112-81) .
