  • New aspirants need to take care not to get brainwashed by one sided analysis of coaching-classes that “ just because so many philosophical topics are asked so you should blindly take philosophy as an optional subject And automatically you will get a ticket to IAS selection! ” – As per the latest annual report of UPSC uploaded on their website, the number of UPSC selection from Philosophy was 53 candidates among 1056 candidates selected in 2017 i.e. 7% (btw, It seems UPSC uploads the annual reports with a lot of delay so as to avoid controversies about selections)

What to do for Essay Preparation/Strategy/Booklist?

  • In the market there are lot of readymade books available for the essay. However, as far as the Civil Service exam is concerned they’re not very useful.
  • you have to manually gather the content and cultivate the skill for essay writing. Common resources include:
  • Last 3 years Yojana and Kurukshetra magazines: They are available in English, Hindi and other Vernacular languages. They can be downloaded for free from their official website: http://yojana.gov.in/Recent_archive_2018.asp (Tip: Replace the year in URL, when you want to access previous years). There is no need to read each and every article, at least go through the preface / Editor’s Note in the beginning of each PDF.
  • Last 3-5 years economic surveys available for free at https://indiabudget.gov.in/bspeecha.asp No need to read entire PDFs, just the introductions and conclusions of each chapter.
  • IGNOU MPS-003 module. Available for free at https://egyankosh.ac.in
  • NCERT textbooks, especially those related to Sociology, Political Science and World History.
  • Newspaper Columns: English (TheHindu or IndianExpress), Hindi (JanSatta). In the vernacular language newspapers (e.g. Divya-Bhaskar Gujarati etc)= the quality of the column is not worthy of civil service exam essays.
  • Ethics (GS Paper 4) related preparation would also come handy here.

Poverty Anywhere is a Threat to Prosperity Everywhere

Poverty is the Parent of Revolution and Crime. —Aristotle.

In our interconnected world shaped by technology, trade, and communication, the assertion that "Poverty in any corner poses a danger to prosperity everywhere" carries significant resonance. Despite poverty often appearing as a localized concern, its impact extends far beyond borders, influencing economies, social frameworks, and the overall welfare of humanity on a global scale.

The International Labour Organization (ILO) even has this principle enshrined in their Declaration of Philadelphia. While prosperity might evoke images of flourishing economies and a comfortable standard of living, it cannot exist in isolation from the realities of global poverty. 

One of the most direct threats poverty poses is to global economic stability. Impoverished regions often lack the resources to invest in infrastructure, education, and healthcare. This creates a cycle of limited economic opportunities, hindering their ability to participate effectively in the global market. Furthermore, widespread poverty translates to a diminished consumer base, impacting the profitability of businesses in prosperous nations that rely on exports. 

Poverty encompasses more than just a lack of material resources; it encompasses inadequate access to education, healthcare, sanitation, and opportunities for economic advancement. The World Bank defines extreme poverty as living on less than USD 2.15 USD/day, but poverty's dimensions extend beyond income thresholds to encompass multidimensional factors like education, health, and social exclusion. According to the NITI Aayog, the poverty line is set at 1,286 rupees per month for urban areas and 1,059.42 rupees per month for rural areas. 

At the local level, poverty manifests in various forms, including hunger, inadequate housing, and limited access to education and healthcare. In impoverished communities, individuals face heightened vulnerability to diseases, malnutrition, and exploitation. Children from poor households often lack access to quality education, perpetuating cycles of poverty across generations. Moreover, poverty can breed social unrest and crime, further destabilizing communities and hindering economic growth. 

Poverty takes a significant toll on economic development, both domestically and globally. In economically disadvantaged regions, productivity losses due to illness, malnutrition, and lack of education diminish human capital, hindering economic growth potential.

Moreover, poverty restricts market opportunities and consumer spending, stifling demand and hindering economic expansion. In the global context, poverty undermines international trade and investment, contributing to economic disparities between nations and impeding efforts toward global economic integration. 

In a local slum, families may be forced to live in overcrowded, unsanitary housing with limited access to clean water and proper sanitation. This can lead to the spread of diseases and exacerbate existing health problems.  The high cost of rent might force multiple families to share a single unit, limiting privacy and hindering hygiene. For example, Dharavi serves as a stark reminder of the living conditions faced by many families in slums worldwide. Overcrowding, inadequate sanitation, and limited resources continue to be pressing issues that need attention and solutions. Efforts to improve living conditions and provide better opportunities for slum dwellers are crucial for creating a more equitable society.  

The social consequences of poverty are profound and far-reaching. Poverty exacerbates social inequalities, marginalizing vulnerable groups and perpetuating cycles of deprivation. Moreover, poverty undermines social cohesion and stability, fueling resentment and discord within communities. In extreme cases, poverty can give rise to social unrest, conflict, and mass migration, with implications for regional stability and global security. For example, Afghanistan faces a severe humanitarian crisis and poverty, with nearly 28.8 million people in urgent need of support. The economic collapse, exacerbated by decades, has left millions of Afghans struggling against poverty and to meet their basic needs. Food insecurity is a critical issue, with 17.2 million people facing crisis or worse levels of food insecurity. 

A 2019 study by the United Nations Development Programme (UNDP) found a strong correlation between poverty, inequality, and violent conflict. This instability disrupts economies, hinders investment, and forces people to flee their homes, creating a refugee crisis that further burdens developed nations. For example, the Syrian Civil War, fueled in part by poverty and social inequality, led to a mass exodus of refugees to Europe, placing a strain on social services and security forces in host countries. 

Access to healthcare is a fundamental human right, yet poverty often deprives individuals of this essential service. In impoverished communities, limited access to healthcare facilities, medications, and trained healthcare professionals exacerbates health disparities and increases the prevalence of preventable diseases. Furthermore, poverty undermines public health interventions, hindering efforts to combat infectious diseases and promote maternal and child health. In many rural areas of Sub-Saharan Africa, poverty limits access to healthcare facilities. These regions often lack well-equipped clinics, hospitals, and trained medical professionals. 

Rural communities in India face a severe shortage of access to healthcare services. Public spending on healthcare is limited, and private healthcare primarily serves urban areas. Those in rural areas often travel long distances (up to 100 km) to access healthcare services. India suffers from a significant lack of qualified medical personnel in rural areas. The absence of efficient public health systems exacerbates the problem. High rates of poverty hinder access to healthcare. Nearly 90% of the population is not covered by insurance, and most costs are paid out of pocket or through loans. Rural areas experience disparities in health indicators due to poverty, including high rates of infant mortality, malnutrition, maternal mortality, low vaccination rates, and low life expectancy.  

Poverty creates a ripple effect that impacts many aspects of life, including education. Children from low-income families may not be able to afford good school, uniforms, or transportation, expenditure even if public education is free. This can prevent them from enrolling or fully participating in school. 

This lack of resources can hinder a child's ability to learn and keep them from achieving their full potential. It can also perpetuate the cycle of poverty, as children who don't receive a quality education may have fewer job opportunities later in life. 

Poverty and environmental degradation are closely intertwined, forming a vicious cycle of deprivation and ecological decline. Impoverished communities often rely on natural resources for their livelihoods, leading to overexploitation and environmental degradation. Moreover, inadequate infrastructure and sanitation facilities contribute to pollution and environmental health hazards, further exacerbating the burden on vulnerable populations.  

India's forests are under immense pressure due to deforestation driven by various factors, including agricultural expansion, logging, and infrastructure development. Tribal communities, often among the poorest in India, rely heavily on forests for their livelihoods, including for fuelwood, food, and medicinal plants. As forests shrink, these communities face increased poverty and loss of traditional knowledge, leading to a vicious cycle of deprivation and ecological decline. The struggle for survival can sometimes force them into unsustainable practices like illegal logging or encroachment on protected areas, further exacerbating environmental degradation. 

In an increasingly interconnected world, the impacts of poverty transcend national borders, reverberating across continents through trade, migration, and communication networks. Globalization has intensified economic interdependence, making prosperity contingent on the well-being of nations at all levels of development. Economic downturns in one region can have cascading effects on global markets, highlighting the interconnected nature of modern economies. 

Addressing poverty requires concerted efforts at the local, national, and international levels. International cooperation is essential for mobilizing resources, sharing expertise, and implementing effective poverty alleviation strategies. Initiatives like the United Nations Sustainable Development Goals (SDGs) provide a framework for collective action, aiming to eradicate poverty and promote shared prosperity by 2030. Moreover, international aid and development assistance play a crucial role in supporting impoverished communities and building resilient societies. 

Effective poverty alleviation strategies empower communities to become agents of change in their own development. Empowering marginalized groups, including women, indigenous peoples, and rural populations, is crucial for fostering inclusive growth and sustainable development. By investing in education, healthcare, and livelihood opportunities, communities can break free from the cycle of poverty and contribute to broader economic and social progress.

Management of Indian Border Disputes - A Complex Task

Border disputes have been a longstanding challenge for nations worldwide, often fueling tensions and conflicts. In the case of India, managing border disputes presents a multifaceted challenge due to its diverse geography, complex history, and intricate relationships with neighboring countries. 

Understanding the historical context of Indian border disputes is crucial for comprehending their complexities. Many of these disputes stem from colonial legacies, arbitrary border demarcations, and unresolved territorial claims. For instance, the India-China border dispute traces back to the McMahon Line drawn by the British in 1914, which China has never recognized. Similarly, the India-Pakistan border disputes, notably over Kashmir, have roots in the partition of British India in 1947 and subsequent wars between the two nations.

The geopolitical landscape significantly influences Indian border disputes, with regional powers vying for strategic advantages and territorial control. China's assertive territorial claims in the strategically significant Indian states/UTs pose a significant challenge to its security and territorial integrity. The Doklam standoff in 2017 exemplifies the geopolitical tensions between India and China, with both sides engaging in a standoff over territory claimed by Bhutan. Similarly, Pakistan's support for insurgent groups in Kashmir adds another layer of complexity to the India-Pakistan border dispute, exacerbating tensions and hindering peaceful resolution efforts.

International law and established legal frameworks play a crucial role in managing border disputes. India has sought to rely on legal mechanisms such as arbitration, mediation, and international tribunals to resolve disputes with its neighbors. For instance, India and Bangladesh successfully resolved their maritime boundary dispute over territorial waters  in Bay of Bengal through arbitration by the Permanent Court of Arbitration in 2014. However, legal mechanisms are often limited by the willingness of parties to abide by their rulings and the complexities of enforcing decisions on the ground.

Diplomacy serves as a primary tool for managing Indian border disputes, requiring tact, patience, and strategic engagement with neighboring countries. India has pursued various diplomatic strategies, including bilateral negotiations, track-two dialogues, and confidence-building measures, to address border issues. The signing of agreements such as the Indo-China Border Peace and Tranquility Agreement in 1993 and the Line of Actual Control (LAC) Confidence-Building Measures in 2005 reflects India's commitment to diplomatic engagement with China. Similarly, the Simla Agreement of 1972 and Lahore Declaration of 1999 signify India's diplomatic efforts to manage border disputes with Pakistan.

Despite diplomatic efforts and legal mechanisms, managing Indian border disputes faces several challenges and obstacles. Historical animosities, nationalist sentiments, domestic politics, and military posturing often impede progress towards peaceful resolutions. Moreover, the asymmetry of power between India and its neighbors, particularly China and Pakistan, complicates efforts to find mutually acceptable solutions. The lack of trust, transparency, and communication exacerbates tensions and increases the risk of escalation, as evidenced by periodic border skirmishes and standoffs.

Examining specific case studies provides insights into the complexities of managing Indian border disputes. The Siachen Glacier conflict between India and Pakistan exemplifies the human and environmental costs of unresolved territorial disputes. Similarly, the India-China border standoff in Ladakh in 2020 underscored the fragility of peace along the LAC and the roadblocks in de-escalating tensions amidst competing territorial claims.

Border management of India requires sustained dialogue, confidence-building measures, and adherence to existing agreements. Prioritize diplomacy over military posturing to reduce the risk of escalation. People-to-people exchanges and cultural diplomacy can foster mutual understanding. Enhance transparency and communication channels to build trust and prevent misunderstandings. Engage in multilateral forums to address regional security concerns and promote cooperation. Pursue innovative solutions, such as joint development projects, to transform border regions into zones of peace and prosperity.

India shares a long border with Myanmar, much of which is mountainous and densely forested, making border demarcation challenging. Disputes have arisen over issues such as boundary pillars, illegal crossings, and insurgent activities along the border. Myanmar serves as a land bridge connecting South Asia to Southeast Asia. The proximity of Myanmar to India's northeastern states establishes a strategic link and facilitates regional connectivity.

The Free Movement Regime (FMR) agreement between India and Myanmar indeed has security concerns, particularly in addressing issues related to cross-border movement of insurgents, illegal immigrants, and criminals. The FMR is a mutually agreed arrangement between the two countries that allows tribes living along the border on either side to travel up to 16 km inside the other country without a visa. It was implemented in 2018 as part of the Indian government’s Act East policy. It can raise concerns about territorial integrity.

India and Bhutan have a unique relationship, with India providing significant economic and military assistance to Bhutan. While the border between the two countries is largely settled, some minor disputes exist over boundary demarcations and riverine territories. The Doklam standoff in 2017 involved a disputed area claimed by Bhutan, where Indian and Chinese troops were engaged in a tense standoff. India and Bhutan share a 699 km long border, which has been largely peaceful. 

Tensions between India and Nepal escalated when Nepal unveiled a new political map in 2020, laying claim to territories including Kalapani, Limpiyadhura, and Lipulekh in Uttarakhand, as well as Susta in the West Champaran district of Bihar. India objected to the map, stating that Nepal's claims were not grounded in historical evidence and amounted to an artificial expansion of its territory. This move reignited border disputes, particularly concerning the Kalapani-Limpiyadhura-Lipulekh trijunction shared by India, Nepal, and China, as well as the Susta area.

Kalapani is a valley that is administered by India as a part of the Pithoragarh district of Uttarakhand. It is situated on the Kailash Mansarovar route. Kalapani is advantageously located at a height of over 20,000 ft and serves as an observation post for that area. The Kali River in the Kalapani region demarcates the border between India and Nepal. The Treaty of Sugauli signed by the Kingdom of Nepal and British India (after Anglo-Nepalese War, 1814-16) in 1816 located the Kali River as Nepal's western boundary with India. The discrepancy in locating the source of the Kali river led to boundary disputes between India and Nepal, with each country producing maps supporting their own claims. Despite the open border between both countries and the people to people contact, the levels of distrust in Nepal about India have only increased.

Managing Indian border disputes is a complex and multifaceted task that requires a combination of historical understanding, geopolitical awareness, legal frameworks, and diplomatic strategies. Despite the challenges and obstacles, India has demonstrated a commitment to peaceful resolution through dialogue, negotiation, and engagement with its neighbors. However, sustained efforts are needed to address the root causes of these disputes and build trust and confidence for lasting peace and stability in the region. Only through constructive engagement and cooperation can India navigate the complexities of its border disputes and secure its territorial integrity and national interests.
