China Scholarship Council (CSC) scholarship program

Université Laval (UL) and the China Scholarship Council (CSC) have signed an agreement to offer a joint grant program allowing Chinese students who are eligible for UL programs to pursue higher education in research. The grants cover tuition fees, living expenses, and health insurance for up to 48 months, as well as a round-trip flight to Québec City (by the least expensive route) and visa application fees.

Canada Graduate Scholarships — Doctoral program

The objective of the Canada Graduate Scholarships — Doctoral (CGS D) program is to promote continued excellence in Canadian research by rewarding and retaining high-calibre doctoral students at Canadian institutions. By providing support for a high-quality research training experience to awardees, the CGS D program strives to foster impacts within and beyond the research environment.

The Canada Graduate Scholarships — Doctoral (CGS D) program is a federal program of scholarships administered by the Natural Sciences and Engineering Research Council of Canada (NSERC), the Canadian Institutes of Health Research (CIHR) and the Social Sciences and Humanities Research Council (SSHRC). Scholarships are awarded through national competitions by these three granting agencies.

The CGS D program supports and promotes research excellence in a wide variety of disciplines and broad fields of natural sciences and engineering, health and social sciences and humanities, including interdisciplinary and multidisciplinary research. This support allows scholars to concentrate on their doctoral studies more fully, to seek out the best research mentors in their chosen fields and to contribute to the Canadian research ecosystem during and beyond the tenure of their awards.

In addition to the CGS D, each agency has its own doctoral awards.

For all three agencies, only one application must be completed and submitted to be considered for both a CGS D award and either an agency-specific doctoral award (for NSERC/SSHRC applications) or any available doctoral Priority Announcements (for CIHR applications). CGS D awards are then offered for the top-ranked eligible applications in each agency’s competition.

Some eligibility requirements for CGS D differ from those of the agency-specific doctoral awards. Refer to the appropriate literature for NSERC , CIHR and SSHRC for further details as well as information on doctoral awards tenable at foreign institutions.

To be eligible to apply, you must

• be a Canadian citizen, a permanent resident of Canada or a Protected Person under subsection 95(2) of the Immigration and Refugee Protection Act (Canada), as of the application deadline
• have completed no more than 24 months of full-time study in your doctoral program or the PhD portion of your joint professional undergraduate/PhD program (such as MD/PhD, JD/PhD, DVM/PhD) by December 31 of the calendar year of application if previously enrolled in a graduate program
• direct-entry applicants must be enrolled in their doctoral program at the time of application
• if you have not previously completed or enrolled in another graduate program, you must be enrolled in your joint MD/PhD program at the time of application
• if you fall into this category, you have access to the 36-month window whether or not you were previously enrolled in a master’s program

Note: If you are eligible to apply to the Canada Graduate Scholarships – Master’s (CGS M) program, you may be able to maximize your potential period of funding by applying to the CGS M program for your first year of doctoral funding instead of the CGS D program. You are responsible for choosing the type of award for which you apply. See Other restrictions below for more information.

Number of months

Eligibility for CGS D is based on the number of months of full-time study, including summer months, toward the degree for which you are requesting funding by December 31 of the calendar year of application . Two terms of part-time study count as one term of full-time study.

Note: The agencies count all studies toward the doctoral degree for which funding is requested, whether or not they were completed at the degree-granting institution.

Fast-track and joint programs

Fast-track: If you were registered in a master’s program and subsequently transferred to a doctoral program (fast-track), the months of study completed are calculated starting from the date on which you transferred into the doctoral program.

Joint programs: If you are registered in a joint program and a master’s degree is obtained as part of the program (for example, MA/PhD, MSc/PhD), the months of study are calculated starting from the date on which you are officially registered in the joint program (including the master’s portion of the program).

If you are registered in a joint professional undergraduate/PhD program (such as MD/PhD, JD/PhD, DVM/PhD), only the months of study in the PhD portion will be counted.

Other restrictions

• You can submit a maximum of one scholarship or fellowship application per academic year to either NSERC, CIHR or SSHRC. Should more than one application be submitted, the eligible application submitted first chronologically will be retained. Nominations to the Vanier CGS program and applications to the Banting Postdoctoral Fellowships program do not count toward this limit (other exceptions may apply to CIHR internships)
• You cannot have already received a doctoral-level scholarship from NSERC, CIHR or SSHRC (does not apply to CIHR Fellowships)
• You cannot hold a tenure or tenure-track appointment concurrently with your CGS D award

An eligible doctoral program must include a significant research component that leads to the completion of a thesis, major research project, dissertation, scholarly publication, performance, recital and/or exhibit that is merit/expert-reviewed at the institutional level as a requirement for completion of the program.

Joint programs with a professional degree (for example, MD/PhD, DVM/PhD, JD/PhD, MBA/PhD) as well as clinically oriented programs of study , including clinical psychology, are eligible if they have a significant autonomous research component as described above.

Selecting the appropriate agency

You should complete the agency application that is best aligned with your research subject matter to ensure that it is reviewed by experts in disciplines closest to your field(s) of study. For more information refer to Selecting the appropriate federal granting agency .

Incomplete applications may be rejected from the competition.

Where to submit an application

You must apply either through a Canadian institution or directly to the appropriate agency depending on your registration status at the application deadline date and/or your registration status in the calendar year of application. Failure to submit an application through the correct channel will result in your application being rejected .

To determine the correct channel, you must

• determine if an institution has a quota for your selected agency
• refer to the chart and supporting information in the Where should I submit my application? flowchart

If you are unsure of your registration status in the calendar year of application, contact your faculty of graduate studies (or its equivalent).

The term “quota” refers to the maximum number of applications an institution can forward to each agency’s national competition. Institutions receive separate quotas from each agency ( NSERC , CIHR and SSHRC ).

Institution deadlines

If you are applying through an institution, you must submit your application by the deadline set by the institution, which may be well in advance of the agency deadline.

Agency deadlines

If you are eligible to apply directly to one of the agencies (consult the Where should I submit my application? flowchart), you must submit your application using the appropriate agency application portal before 8:00 p.m. (ET) on October 17. If the deadline falls on a weekend, applications can be submitted the following business day before 8:00 p.m. (ET). Incomplete applications may be rejected.

Institutional review

The faculty of graduate studies (or its equivalent) at each Canadian institution is responsible for coordinating the institutional evaluation of CGS D applications. Institutions then submit applications according to their quotas for consideration to each agency.

Agency review

Agency selection committees review applications (whether sent directly to the agencies or via the institutions).

Institutions may recommend applications from self-identified Indigenous student researchers to the doctoral awards competition beyond their application quota. Self-identified Indigenous student researchers must agree to their personal information being used for this purpose by making the appropriate selection in the application form.

The Government of Canada has deployed additional funds to increase direct support for Black student researchers . CGS D applicants who self-identify as Black and provide consent to be considered for funds targeted towards specific groups may be selected to receive this funding. Each agency has a limited number of additional CGS D awards reserved for this initiative.

The evaluation of CGS D applications, whether by institutions or the agencies, is based on the following criteria:

In 2019, NSERC, CIHR and SSHRC, along with other Canadian research funding agencies, signed the San Francisco Declaration on Research Assessment (DORA) . The agencies are committed to meaningful assessment of excellence in research funding and to ensuring that a wide range of research results and outcomes are considered and valued as part of the assessment process. They will continue work to ensure that their strategies, policies and guidance align with DORA.

Applicants whose applications were submitted to the agencies, whether directly or via their institution, will be notified of results by April 30.

The agencies will publish the names (and other basic award information) of scholarship recipients on their respective websites.

Applicants and award holders must comply with the policies and guidelines set out in the Tri-agency research training award holder’s guide and in any other documents related to scholarship applications and awards.

The agencies reserve the right to interpret and enforce the policies and guidelines for their funding opportunities set out in their published materials.

Applicants may submit their application in the official language of their choice. Institutions must have mechanisms in place to review both English and French applications.

An IDSA will be provided automatically to eligible international students registered full time in a doctoral program at the University of Waterloo. Students must meet the academic progress requirements of their program, not have outstanding probationary admission requirements, and not be concurrently receiving tuition awards (e.g., PSI or Lazaridis Tuition Awards) or funding which exceeds the minimum PhD funding value from any government/industry sponsorship (except in the cases where an explicit MOU (or MOA) exists that specifies IDSA inclusion (e.g., Conacyt)), or self-funding.

International Master’s Award of Excellence (IMAE)

Effective May 1, 2019 (spring 2019 admissions cycle), the International Master’s Award of Excellence (IMAE) will be awarded to eligible international master’s students normally entering a research-based graduate program at the University of Waterloo. The award will be valued at $2,500 per term for a maximum of five terms. Faculties will nominate eligible students based on their award allocation and select recipients based on academic excellence as demonstrated through their application for admission to the graduate program and other criteria as identified by the Faculties.

The OGS program is funded by the provincial government to encourage excellence in graduate studies at the master’s and doctoral levels. It is a merit-based scholarship and awards are available to students in all disciplines of academic study. A small number of these awards are available to international students. Interested students can refer to our OGS web page for eligibility criteria and Waterloo’s internal application process.

The Trudeau Scholars Program grants up to fifteen new scholarships every year to outstanding doctoral candidates in the social sciences and humanities. The Foundation supports doctoral candidates pursuing research of compelling present-day concern, touching upon one or more of the four themes of the Foundation: human rights and dignity, responsible citizenship, Canada in the world, and people and their natural environment. Trudeau Scholars are actively engaged in their fields, in which they are expected to become leading national and international figures.

Trudeau Scholars are selected through a process that involves nomination by a university, an application supported by references and transcripts, internal and external review and selection panels, an interview, and the formal approval of the Board of Directors.

Vanier Canada Graduate Scholarship (CGS)

The Vanier Canada Graduate Scholarships (CGS) program was created to attract and retain world-class doctoral students and to establish Canada as a global center of excellence in research and higher learning. Vanier Scholars demonstrate leadership skills and a high standard of scholarly achievement in the social sciences and humanities, natural sciences and engineering, and health-related fields. Canadian and international students are eligible to be nominated for a Vanier Scholarship, which is valued at $50,000 per year for up to three years . 

The scholarships are administered by Canada's three federal granting agencies: the Canadian Institutes of Health Research (CIHR) , the Natural Sciences and Engineering Research Council (NSERC) and the Social Sciences and Humanities Research Council (SSHRC) .

Students wishing to apply for a Vanier CGS must do so through the Canadian university to which they are applying for doctoral studies. In an effort to support students in broadening their research horizons and seeking new challenges, the Vanier CGS program strongly encourages candidates to pursue their studies beyond the university that granted their undergraduate and graduate degrees. Based on university-assigned allocations, universities forward a limited number of nominations to the appropriate federal research granting agency (CIHR, NSERC, SSHRC) annually.

If a student is successful in the Vanier CGS competition, they must hold their award at the university that nominated them. The Vanier CGS cannot be taken to another university as it is not transferrable. Canada Graduate Scholarships - Master's (CGS M)

The CGS-M program supports students who demonstrate a high standard of achievement in undergraduate and early graduate studies.

Federal funding is made up of three granting agencies (CIHR, NSERC, SSHRC) that provide research funding for high-calibre master’s and doctoral students.

All research based master's and some course-based master's programs are eligible. Please check with your program.

You are encouraged to apply for awards when you have submitted your admissions application and received your University of Calgary student number (UCID). You are not required to meet the eligibility requirements in the terms of reference of an award when you apply, but if successful, you must meet the eligibility requirements at the time the award is paid.

Terms of reference

To be eligible for the Canada Graduate Scholarships-Master’s Program (CGS M) students must have achieved a first-class average, as determined by the university issuing the transcripts, in the last two completed years of study (full-time equivalent). At the University of Calgary, a student must have achieved a grade point average of 3.5 or higher in the last 2 years of study. Each institution has their own definition of first-class average. The University of Calgary does not convert scales.

CGS-M application eligibility requirements

Tri-agency Recipient Eligibility

The Tri-agency research training award holder’s guide governs eligibility for CGS-M, CGS-D, PGS-D, and Vanier funding offered through CIHR, NSERC, and SSHRC.

If you are a recipient of Tri-agency funding, you must review this guide prior to making any changes to your registration, employment etc. Contact [email protected] to inform the Faculty of Graduate Studies of any potential changes that may impact your funding.

The CGS M committee members will be drawn from the Graduate Scholarship Committee. The committee will be interdisciplinary/multidisciplinary in nature. 

Selection process

Each CGS M application will be reviewed by three committee members and assessed according to the Selection Criteria. Committee members will be assigned to applications based on field of research (health, natural sciences and engineering and social sciences and humanities). Indigenous students who apply to this competition and self-identify as Canadian Indigenous (FNMI) and provide consent in their application will also be considered for the Canadian Graduate Scholarships-Master's (CGS M) - Indigenous Scholars Awards and Supplements

Black student researchers  who apply to this competition and self-identify as Black and provide consent in their application will also be considered for the  support for Black student researchers .

Conflict of Interest

Committee members will declare a conflict of interest if their relationship with the student is other than an academic one; if they supervise or have provided a letter of reference for the applicant; or if they have a direct or indirect financial interest in the application being reviewed.

Note: An administrator in the student’s program or on the student’s supervisory committee (excluding the supervisor) is not considered a conflict unless they have provided a letter of reference for the applicant.

Research Portal opens September 1.  Applications are submitted electronically through the Research Portal.

The Tri-agency portal list of programs available at the University of Calgary includes research units and administrative offices as well as graduate programs. Transcripts

You are required to include official transcripts from all post-secondary institutions that you have attended, including the  University of Calgary , even if no grades were assigned or you did not complete the degree.

• If you are not currently registered as a master's student  at the University of Calgary, university transcripts must be requested from the  registrar .
• Complete the Transcript Request form and submit to  [email protected]  no later than end of day November 5 .
• The Graduate Scholarship Office will compile all your listed transcripts from your UCalgary Student File and format them into one file as required by the CGS-M portal .

Student responsibility

We will email the PDF file to you by November 24, and you will have to upload it to your application by the December 1st application deadline according to the application instructions .

It is your responsibility to ensure the transcripts provided to you are correct, complete, legible once uploaded and in the correct format.  Review the final version of your online application before it is submitted.

If you have not received your transcripts  We are unable to respond to any emails requesting updates on the status of your request prior to November 27, as this delays the overall process. If there are any concerns with your transcripts, you will be contacted. If you have not received your transcripts as of November 27, contact [email protected] .

Types of scholarships

University scholarships -  Most universities will offer some kind of financial aid for international students, so your institution of choice should be your first port of call when considering funding. 

Financial scholarships -  These scholarships are based on the financial need of the students. The majority of these are only available for US residents but some universities will give out needs-based scholarships to international students.

Merit scholarships -  For students who are either academically gifted, were top sports players in high school or excelled in community or entrepreneurial work.

Country-based scholarships -  These scholarships are targeted at students from developing countries in particular.

Government-funded scholarships -  The Canadian government offers many scholarship programmes for international students, some of which are listed below.

Privately funded scholarships -  Sometimes private businesses or donors will fund scholarships for international students. These are also more likely to be targeted at developing countries and minority groups, or in specific areas of study.

Part scholarships  -These can range from a small one-off payment students can use towards their fees or a larger payment that is staggered to cover certain costs of going to university. 

Government and private scholarships

Vanier Canada Graduate Scholarships  - These were created to attract and retain world-class doctoral students. The scholarship is worth CAD$50,000 (£31,000) per year for three years and can be used towards a doctoral degree or combined master’s and PhD. 

Banting Postdoctoral Fellowships  - These are offered to international students doing postgraduate study in natural and social sciences or health sciences. 

IDRC Doctoral Research Awards  - These are for students from developing countries that are already studying at a university in Canada. 

NSERC Postgraduate Scholarships  -There are a number of Canadian government scholarships for students choosing to study in natural sciences or engineering.

Pierre Elliott Trudeau Foundation Doctoral Scholarships   These are open to foreign students applying to a doctoral programme in the social sciences and humanities. The annual value is up to $60,000 per scholar for a maximum of three years.

University scholarships 

 - These scholarships at the University of Toronto aim to recognise international students who demonstrate exceptional academic achievement. The scholarship will cover tuition, books, incidental fees and full residence support for four years.

 — For graduate certificate, diploma and advanced diploma students joining Humber in May, September and January. The funding equates to CAD$2,000 off student’s tuition fees over the course of their first year of studies.

 -These scholarships are worth CAD$60,000-$100,000 for a four-year degree programme for international students who have displayed academic excellence. The university is also offering bursaries for international student who have faced unforeseen costs due to Covid-19. 

 - The university dedicates more than $10 million annually towards awards, scholarships and other forms of financial assistance for international undergraduate students. 

Carleton University offers partial scholarships worth $4,000 - $16,000 to students who meet the admission average criteria of 80 per cent and above. 

 - These awards are open to students of any nationality who have applied to be full-time graduate students at the University of Manitoba . They are valued at $18,000  a year for PhD students or $14,000 a year for master’s students. 

 - The master’s of excellence awards are open to international master’s students starting a research based graduate programme. Students will receive $2,500 per term for a maximum of five months. 

 -There are a number funding opportunities for international students of up to $40,000. 

 -Scholarships are given to international students from undergraduate level up to PhD. The award is a partial tuition fee waiver of $3,500.

PhD Student International Research Scholarship

Research internship or field work outside Canada provides an international dimension to the educational experience of PhD students, but also deepens the student’s connections internationally and promotes the exchange of resources, expertise and opportunities.

PhD Student International Research Scholarship – Graduate Studies

The PhD student international research scholarship supports PhD candidates who are enrolled in the 2nd year of their PhD program and beyond to conduct research abroad for at least one term.

$4,000 (non-renewable)

Two competitions per year March 1 st and October 1 st .

Eligibility Criteria

The applicant must:

• Be a Canadian citizen, Permanent Resident, or Protected Person [under subsection 95(2) of the Immigration and Refugee Protections Act (Canada)] or international (visa) student;
• Be registered as a full-time student and have completed at least one year of studies or more of a PhD program at the University of Ottawa at the proposed time of travel; and have maintained a satisfactory academic progress.

Important: 

• The research must be undertaken outside Canada.
• Conducting research in the student’s country of origin will generally not be financed unless the student demonstrates that their research absolutely requires their presence in that country.
• Students enrolled in a cotutelle program before May 2023 are not eligible for this scholarship, as they are eligible to receive the cotutelle scholarship. Please note that due to the abolition of the cotutelle scholarship, students admitted to a cotutelle program (with the University of Ottawa as home university) as of May 2023 will be eligible for the international research scholarship. 
• The application must be submitted before travelling.
• Complete a pre-departure training
• Register University trips abroad
• Obtain approval if travelling to higher-risk locations

Applications must be made through the  Online Scholarships and Bursaries portal , which can be accessed through the uoZone portal, and must include:

• An up-to-date curriculum vitae uploaded;
• A non-official copy of the academic transcript;
• A recommendation letter from the uOttawa academic supervisor;
• If applicable, an invitation letter from the host professor or researcher at the proposed foreign academic or research-focused institution (including their contact information, the research location and the start and end dates of the stay abroad). If you are unable to provide an invitation letter from the host researcher, your academic supervisor must provide the details of your stay abroad.
• A one-page description of the research project and of the scholarly activities to be conducted at the foreign institution (objectives, methodology, expected outcomes and proposed timeline);
• A clear and detailed budget indicating the costs associated with the proposed research stay abroad; and,
• A one-page summary (maximum) report of the research abroad (results, outcomes, challenges) to be submitted one month from return to the Office of the Vice-Provost, Graduate and Postdoctoral Studies by e-mail at  [email protected] .

Selection Criteria 

Applications are evaluated by the Selection Committee according to the following criteria:

• The quality and feasibility of the research project and activities to be conducted in the foreign jurisdiction;
• The relevance and integration of the research project and activities in relation to the student’s thesis; and,
• The student's academic excellence.

It will be easier to simply list out top Graduate Assistantship opportunities to plan or apply for but you see, while you might know something and then think it is general knowledge, plenty of learners do not know what you know. Infact, the lack of information is so overwhelming that in my experience evaluating scholarship applications, many do not know what or why they have applied. Imagine walking into a room blindfolded?

Shocking, right?

So education begins from ground level up. In future articles, we will tackle how to apply successfully for a graduate assistantship, cold calling a professor, writing a great SOP etc (other strategies are listed in this interview ).

For this article though, we define Graduate assistantship and list some of them from the United States (US) that you may apply for.

What then is a Graduate Assistantship?

A Graduate Assistantship is walking the talk. A GA enables you get your education fully-funded in exchange for professional contribution to your major. So while your tuition is fully paid off, sometimes along with your housing and maintenance, it comes with working in your faculty. Like having a job while studying, only that for a GA, it usually entails academic/administrative work not bartending or housekeeping. GA advances your development more than a scholarship.

In the US of A, Graduate Assistantship is of 3 types:

• A  Graduate Assistant (GA) : Although a Graduate Assistant works with and assists students on a daily basis. they are not required to teach the students. The GA primarily works in administrative capacity with a member of the faculty or the school coach, yet the work of the graduate assistant should not be to do filing and clerical duty. Keyword is “should not”. It’ll however depend on faculty’s pressing needs at the time
• A  Graduate Teaching Assistant (GTA): The GTA is required to teach undergraduate students and mentor them. In some cases, the GTA is assigned to masters and doctoral candidates in rare circumstances where exceptional expertise or experience is shown. The teaching assignment is an opportunity to obtain depth of knowledge within the academic discipline. 
• A  Graduate Research Assistant (GRA) : The GRA is employed to aid the research of a faculty member in a capacity that enhances the student’s career and educational development. For the GRA, the research project typically results in a professional paper, thesis, or dissertation. Duties vary depending on the type of research project and may include laboratory experiments, library searches, data entry, preparation of reports, and other relevant assignments.

All graduate assistantships are professional positions that allow you to build the skills that employers are looking for. For master’s students applying to doctoral programs, an assistantship demonstrates that you are well-prepared to contribute to the department. Indeed, for many research fields, not having an assistantship during your master’s could count against you when applying to PhD programs.

How to Apply for a Graduate Assistantship (GA)?

GAs are typically awarded by a specific Graduate Course or Department or College. So you would most likely not be aware of a call for applications if you do not contact the department or college.

Canada’s University of Guelph announces UG scholarship for international students

This fall the university will be welcoming the same number of new international undergraduate and international graduate students as last year to its campuses with a majority of students expected to come from India.

Hyderabad: The University of Guelph in Ontario, one of Canada’s top comprehensive and research-intensive universities, is providing a new $2,000 Welcome to Canada President’s Scholarship to all admitted, undergraduate international students from outside of Canada.

President and vice-chancellor, Dr. Charlotte Yates, said, “this new $2,000 scholarship will be awarded in addition to the University’s International Entrance Scholarships valued between $5,500 and $9,500 that are awarded to international students entering post-secondary studies for the first time in recognition of their outstanding academic achievement”.

The University of Guelph is also guaranteeing residence for all years of study for international undergraduate and international master’s students. International PhD students have guaranteed housing for their first year of study, a press release said.

The university is located in the city of Guelph, which is ranked one of the top three safest cities in Canada and is just an hour from Toronto.

Health Insurance

COWAN Health Insurance is mandatory for all International and Exchange Students.

Quebec Government regulations require that all International and Exchange Students be covered by the health insurance coverage offered by their institution. 

International students at Bishop’s University are covered by the COWAN health insurance plan. Bishop’s will not accept any other health insurance policies. The only exception is for students who are eligible for and covered by the Quebec public health insurance plan (RAMQ).

COWAN Health Insurance

As soon as you register for your courses at Bishop’s, a health insurance fee (COWAN) will be automatically billed to your invoice for the semester. Other than being registered for your courses, no additional steps are required on your part to be enrolled in COWAN insurance.

Fees for the 2023-2024 academic year are as follows:

• From August 16 to December 31 (FALL): $396
• From January to August 15 (WINTER+SUMMER): $315
• From January to August 15 (WINTER+SUMMER): $469 New students in Winter
• From May 1st to August 15 (SUMMER): $290 for the students admitted in Spring

The dates of coverage for this insurance are as follows:

• Fall: August 16th to December 31st
• Winter: January 1st to April 30th
• Summer: May 1st to August 15th

* Please note that COWAN insurance is health and hospitalization coverage and does not cover dental care. International students, with the exception of exchange students, can have access to dental coverage thanks to the StudentCare plan offered by the Students Representative Council (SRC). For more information, please visit the StudentCare website or contact the SRC .

How to start?

As soon as you will be registered for your courses at Bishop’s, your contact information will be sent to COWAN.

You will receive a welcome email from COWAN Insurance at the start of the semester telling you how to proceed to open your account and access your insurance card.

Please note that this email will be written in both French and English; be on the lookout! Keep this email and follow its instructions carefully in order to access the online insurance portal. We recommend that you access your insurance portal at the start of the semester rather than waiting until you actually need to access health care services. You must present your health insurance card when accessing healthcare in order to avoid up-front payment.

On your portal you will have access to the coverage, a list of providers, and your insurance card. If you use the app, you will be able to use an electronic insurance card. However, please do not forget to print your insurance card and keep it with you just in case.

You can make your claims online through your COWAN online account. By making your claims online, you should receive your refund within 24-48 hours.

It is also possible to make your claim in paper format. To do so, you will need to complete and sign the following claim form ( Fre nch Claim Form / English Claim Form ) and mail it to the address indicated at the bottom of the form. You will receive your refund by cheque.

Pay your Tuition Fees

* Please note that if you need to see a doctor before you receive your health insurance card, you will need to pay any associated fees and keep your receipt. You will be able to claim a refund when you have your card.

International Insurance Waiver Request

Students registered for the current semester and taking classes remotely may exceptionally opt-out of the mandatory International Student Health Insurance during their time outside of Canada. To do so, you will need to fill out the form found on your myBU portal by going to ‘Student Financial Information’ in the Registrar’s Office section.

• Login to myBU .
• Click on Registrar’s Office.
• Click on International Insurance Waiver Request.
• Then send it to the email listed on the form.

Please note: If you revoke your insurance policy for any given semester (if you are taking your courses online and you are not physically in Canada), you take the risk of being refused coverage for any health problem that could be considered pre-existing should you return the following semester.

Dual Citizens

Students with dual citizenship and whose file at Bishop’s reflects their Canadian citizenship are not enrolled in COWAN insurance. You will need to communicate with the RAMQ directly to verify if you are eligible for provincial healthcare coverage, as eligibility is dependent on your residency intentions. Please note that when you take up residence in Quebec, even if you are a Canadian citizen, there is generally a 3-month wait period before you become eligible for the Quebec public health care plan (RAMQ). If you incur healthcare expenses during this time, they will not be reimbursed. If you wish to be covered by COWAN during this waiting period to protect yourself, it is your responsibility to contact Ms. Hassina Bitam (hassina.bitam@ubishops.ca) and request to be registered and billed. Accompanying Family Members

The mandatory COWAN health insurance for international students is individual coverage for the enrolled student only. Please note that if you are coming to study at Bishop’s and you are bringing your family (spouse, children) with you, you will need to take out a private health and hospitalization insurance policy for your spouse in order to comply with the conditions of your CAQ. Required conditions to study in Québec | Gouvernement du Québec (quebec.ca)

Children of international students:

If an international student is accompanied in Canada by his/her minor children, please note that as of 2021, children of foreign workers or international students may be covered by Quebec health insurance ( RAMQ ), as well as by the prescription drug insurance . There is no wait period for eligible children.

Régie de l’assurance maladie du Québec (RAMQ)

Students from Belgium, Denmark, Finland, France, Greece, Luxembourg, Norway, Portugal, Romania, Serbia or Sweden may qualify for the Quebec Health Insurance Plan  Régie de l’assurance maladie du Québec (RAMQ), even if they are not citizens of the country that has signed the agreement. Students who reside in a country that has signed an agreement with Québec must obtain the appropriate Social Security affiliation form before leaving their country of origin . To know the eligibility conditions for health insurance as an international student, visit the RAMQ website . Residents of France and Belgium are eligible for provincial prescription medication coverage in addition to health insurance.

After arriving in Quebec, and once you have your mailing address, you must apply online on the Régie de l’assurance maladie du Québec (RAMQ) website, and submit the following documents in PDF format :

• Social security affiliation form from your country of origin. Make sure that you have the most up-to-date version of the form.
• Verification of enrolment, available on the MyBU portal free of charge. Exception: Exchange students from France do not need to provide proof of enrolment with their RAMQ application.
• CAQ and study permit. Exception: one-semester exchange students.

The RAMQ will communicate with you if they are unable to process your application for any reason. In the case of missing documentation, you will be able to submit documents online.

RAMQ average processing times are 60 business days. Since your insurance card will be sent to you by mail, and this is the method by which the RAMQ communicates with clients, you need to always make sure that you keep your address up to date with their offices.

During your studies, it is your responsibility to communicate with the RAMQ if anything changes in your situation (ex. : leave of absence from your studies).

The procedure will be the same for extending your health insurance coverage. For more information, call the RAMQ at 1-800-561-9749.

Forms you must obtain before arriving in Quebec

Belgium: Form BE/QUE 128-QUE/BE 128. Denmark: Valid Danish health card, obtained before you leave for Québec. Finland: Form SF/Q 4 issued by the social security institution. France: The appropriate form issued by the Caisse primaire d’assurance maladie (CPAM): * Form SE-401-Q-102 for degree-seeking students. * Form SE-401-Q-106 for exchange students, dual-degree students. Greece: Form GR/QUE 6 issued by the Social Security. Luxembourg: Form LUX-QUE4 issued by the Luxembourg Health Insurance Fund. Norway: Certificate from the National Social Security Office for social security abroad. Portugal: Form POR/QUE 4. Romania: Form ROU/QUE 106. Serbia:   Form SRB/QUE 14). Sweden: Certificate of social insurance in Sweden issued by the National Social Insurance Office.

Refund from COWAN insurance

Note that all international and exchange students, including those who may be eligible for the RAMQ provincial coverage, are still enrolled in and required to purchase coverage with COWAN. 

If you choose to apply for a RAMQ card, you will be eligible for a refund from your COWAN insurance fees upon receipt of the RAMQ card and providing there have been no claims with COWAN.

To be eligible for a refund, you must send a copy of your RAMQ card with the letter from the RAMQ indicating the coverage dates prior to the Bishop’s deadline. Please send PDF copies of the card and letter to acctrec@ubishops.ca and copy hbitam@ubishops.ca on the email .

Refund Deadline (last day of the semester): Winter 2024 refund deadline: April 25, 2024. Fall 2024 refund deadline: December 20, 2024

Studentcare (aseq).

StudentCare (ASEQ) is supplementary insurance, which means that it is not mandatory. However, it could be a good complement to the COWAN or RAMQ coverage! This insurance is coordinated by the Bishop’s University Students Representative Council (SRC). For more information, please visit their website or contact the SRC: src@ubishops.ca .

In your fees, international students pay for the SRC Enhanced Dental insurance (StudentCare) which includes dental insurance as well as travel insurance, access to legal services and the services of Empower Me . Pro-Palestine protests: How some universities reached deals with students

Many campus protesters have taken down Gaza solidarity encampments after colleges agreed to consider divestment from Israel.

College campuses around the world have exploded in recent weeks in protests by pro-Palestinian students and faculty members against Israel’s war on Gaza, in which more than 34,000 people have been killed.

In university after university, protesters are demanding that their schools sever any direct or indirect financial and academic links with Israel, including by divesting from companies with ties to Israel.

The protests have led to an array of different responses from universities. On Monday, Columbia University cancelled its main graduation or commencement ceremony. Many universities have called police and other law enforcement agencies on to campus. In the United States alone, more than 2,000 students have been arrested. Both protests and the campus crackdowns have also spread to other parts of the world – from Canada to Australia, and in multiple European nations. On Monday, students at Oxford and Cambridge in the United Kingdom also set up encampments.

Yet, even as tension continues to soar at several campuses, students and administrators in some universities have managed to negotiate agreements that have acceded to some of the demands of the protesters.

So how have these universities managed protests – and what deals have students and administrators struck in these cases?

What are the compromises universities and protesters have struck?

For the most part, the agreements that have helped calm tensions have revolved around a few common themes:

• Some universities have agreed to divest from companies with links to Israel, while others have said that they will consider the demands and take them up with bodies in charge of overseeing their investments. In some cases, universities have agreed to demands to disclose their investments, without committing to divest.
• Other universities, including some that have also conceded ground on divestment-related demands, have agreed to invest in setting up new centres or hiring new faculty in a bid to create greater awareness about Palestine.
• In exchange, students on these campuses have agreed to end their encampments.
• In some cases, universities have chosen to take no action to disperse encampments, allowing them to continue. These include Wesleyan University in Connecticut and the University of California, Berkeley.

Which universities have agreed to specific student demands?

• Northwestern University , based in Illinois, US struck a deal with its protesting students on April 29 to take down most of the tents. It allowed them, however, to continue their protest – just not through an encampment – until June 1. The university promised to provide students with ways to engage with the Investment Committee of the Board of Trustees, including re-establishing an advisory committee on investment responsibility in the fall (autumn). The advisory committee could consider divestment proposals from university members. The institute agreed to disclose its investments through its endowment funds to “internal stakeholders”, which include current students, faculty, staff and trustees. Northwestern also agreed to cover education at the university for five Palestinian undergraduate students.
• Brown University in Rhode Island agreed on April 30 that the Corporation, Brown’s highest governing body, would vote on divestment from companies affiliated with Israel during a meeting in October. In return, students cleared the encampments that had been in place since April 24.
• Also on April 30, students and administrators at Evergreen State College in Washington agreed to a pact. Students removed a week-long encampment. The university set up task forces to assess – among other things – investment policies and the possibility of divestment, and look at whether the school’s policies regarding grants help governments engaged in illegal occupations abroad.
• On May 1, the University of Minnesota announced a compromise under which it promised to provide protesters with information on public companies it has invested in. However, the university made it clear that non-disclosure agreements barred it from disclosing information about private companies that the school has invested in. It added that the administration had recommended to the University’s police department that it avoid arresting student protesters. However, the university said it will not ban employers from career fairs because it does not “support restricting student career opportunities”. Students had been demanding that firms with ties to Israel not be invited.
• Student protesters from Rutgers University in New Jersey reached an agreement with the administration on May 2. The university agreed to create an Arab cultural centre and hire staff and instructors who have knowledge about Palestinian communities alongside naming Palestine, Palestinians and Gaza in future communications. It also agreed to work with students, faculty and staff to support 10 displaced Palestinian students to complete their education at Rutgers. No students, staff or faculty involved in the encampment will face retaliation, the university promised. The students’ request for divestment is also under review.
• Goldsmiths University in the UK reached an agreement on May 3 after students set up encampments in the university’s library. Goldsmiths agreed to a new ethical investment policy. The protesting student group will have an opportunity to present their “evidence of Goldsmiths’ complicity with Israel” to the institute’s finance committee. Goldsmiths also agreed to name one of the media department’s lecture theatres after Shireen Abu Akleh, an Al Jazeera reporter who was killed by Israeli forces while she was on assignment in the West Bank. The institute will also conduct a review of the International Holocaust Remembrance Alliance (IHRA) definition of anti-Semitism which critics have described as so broad as to effectively bar most criticism of Israel.
• The University of California, Riverside  (UCR) issued a statement on May 3 saying an agreement has been reached to peacefully end the encampments. The university announced it would publish several details of its investments online. UCR’s School of Business has also discontinued multiple global programmes, including those in Israel. Students also want the university to ban the sale of Sabra Hummus, a packaged hummus brand owned by PepsiCo and the Israel-based Strauss Group, from campus. The university said it would review the demand.
• Thompson Rivers University (TRU) in Canada’s British Columbia also saw an agreement on Saturday, May 4, following negotiations, making it the first Canadian institute to see a deal. TRU’s student group called the People’s University of Gaza at TRU did not have encampments and began their push towards divestment through an email sent to the administration on April 30, a TRU student protester wrote in a statement to Al Jazeera. The TRU administration has agreed to disclose their investments within 30 days of the students filing a Freedom of Information (FOI) request. A student at TRU told Al Jazeera that they have already filed the request. Once TRU discloses its investments, students will draft a divestment proposal. However, TRU has refused to publicly condemn and demand an end to “acts of genocide in Gaza,” which was one of the students’ demands. “We will continue to engage with the institution on this matter,” a press release by the People’s University of Gaza at TRU said.

What’s happening on other campuses?

Columbia announced on Monday that there will be smaller, school-level ceremonies during this week and the next, instead of a large commencement.

Also on Monday, pro-Palestine student protesters at the Massachusetts Institute of Technology (MIT) resisted a university deadline to clear the encampment . This was after the institute’s president issued a warning letter to students where he asserted they would be suspended if they did not disperse voluntarily. Harvard authorities issued a similar letter to students on Monday, saying that the students who continue with the encampment “will be referred for involuntary leave from their Schools”.

Students at more than 100 universities are protesting across the US. Their counterparts in at least 20 campuses outside of the US are protesting and several of these protests are also encampments.

What are the reactions to the encampment deals?

While some students and those supporting them have welcomed the breakthroughs with university officials, others have criticised the deals as inadequate. Northwestern University is a case in point.

Immediately after the deal, two Palestinian students at the university said they were proud to “have a seat at a table that we’ve never had before,” student-run newspaper The Daily Northwestern reported. Similarly, the student protesters at Brown celebrated the deal after the encampment was dismantled.

However, not everyone has hailed the deals as a win.

The Daily Northwestern reported that some students were disappointed that the deal did not involve divestment.

On the other hand, critics of the pro-Palestine protests have also accused the universities of buckling under pressure in reaching the agreements.

On May 1, two graduate students and one first-year undergraduate student at Northwestern University sued the institute in a breach of contract lawsuit, saying that the university breached its own rules by allowing the encampments. The lawsuit also criticised the agreement for allowing student protesters to stay on campus until June 1.
