UGC amends rules for PhD admissions

I n a landmark decision made by the University Grants Commission (UGC), aspirants for PhD admission will not be required to take university entrance exams.

The UGC has declared that beginning with the academic year 2024-25, PhD students will be given admission based on their National Eligibility Test (NET) scores.

The UGC Council approved new guidelines for PhD admissions under the National Education Policy (NEP)-2020. According to these guidelines, NET qualifiers will be eligible for three categories. Students with the highest NET scores will be placed in Category 1.

They will also be eligible for the Junior Research Fellowship (JRF), an assistant professorship, and PhD admission and fellowship.

They would have to give an interview for PhD admission, which will be based on UGC regulations 2022.

Following that, students with the highest percentage will be placed in the second group. These students will be considered for assistant professorship and PhD admissions.

Students who pass the exam but with a lower percentage will be placed in category 3. The candidate’s rank will be included in the final result certificate.

“For PhD admission, the net percentage of candidates in categories 2 and 3 will be considered for 70% weightage, while the interview will be weighted at 30%. The NET score in both categories will be valid for one year only, and if they do not participate in the PhD programme within that time frame, they will be ineligible for it. According to the circular released by UGC on Thursday, the candidate would have to retake the NET examination.

The University Grants Commission (UGC) has announced significant revisions to the Ph.D. admission process conducted via the National Eligibility Test (NET).

The University Grants Commission (UGC) has announced significant revisions to the Ph.D. admission process conducted via the National Eligibility Test (NET). These reforms, aimed at simplifying and unifying the admission procedure, signify a pivotal development in the realm of higher education in India. The official notice regarding the same was released today.

In a recent meeting held on March 13, 2024, the UGC announced its decision to leverage NET scores for Ph.D. admissions starting from the academic session 2024-25. This decision comes following thorough deliberation and recommendations from an expert committee tasked with reviewing the provisions of NET.

PhD Admissions through NET Scores!

Under the new guidelines, NET candidates will now be categorized into three distinct groups based on their eligibility for Ph.D. admissions:

Category-1: Candidates eligible for admission to Ph.D. programs with Junior Research Fellowship (JRF) status and appointment as Assistant Professors.

Category-2: Candidates eligible for admission to Ph.D. programs without JRF status but are qualified for appointment as Assistant Professors.

Category-3: Candidates eligible solely for admission to Ph.D. programs, without JRF status or appointment as Assistant Professors.

The eligibility of candidates for these categories will be determined based on their NET scores and subsequent interview/viva voce process. While JRF-qualified candidates will be admitted to Ph.D. programs based on interviews conducted in accordance with UGC regulations, candidates in Categories 2 and 3 will undergo a selection process wherein 70% weightage will be given to NET scores and 30% to the interview/viva voce performance.

Importantly, the validity of NET scores for candidates in Categories 2 and 3 will extend for one year for Ph.D. admissions.

The UGC has also announced that the notification and Bulletin of Information for NET June 2024 will soon be released by the National Testing Agency (NTA) on its official website.

These reforms underscore the UGC's commitment to enhancing transparency, efficiency, and accessibility in higher education, aligning with the objectives outlined in the National Education Policy 2020. Aspiring Ph.D. candidates are encouraged to stay updated with further announcements and prepare diligently for the upcoming NET examinations.

NEW DELHI: After proposing amendments to the existing guidelines for PhD programmes in March, the University Grants Commission (UGC) has now made extensive changes in regulations on PhD admissions.

As per the revised PhD eligibility criteria, candidates with a four-year undergraduate degree with a minimum 75% marks or its equivalent grade will be eligible for a PhD.

Such candidates can register after completing a one-year master’s programme after a four-year bachelor’s programme. Students who have completed a conventional three-year bachelor’s degree must complete a two-year master’s degree programme with at least 55% marks or its equivalent grade to be eligible.

Currently, several universities ask for MPhil dissertation for admission to PhD programmes, however, the National Education Policy (NEP 2020) does not endorse the degree. By scrapping MPhil, a preparatory degree for PhD programmes, in the new regulations UGC has aligned the admission requirements with the NEP 2020.

One of the primary changes is the scrapping of 2016 regulations that made publishing a research paper in a peer-reviewed publication a requirement for a PhD. A section of students has called the step one that could “hamper academic rigour” as well as impedes inclusivity in higher education. Despite the relaxation, the All India OBC Students Association (AIOBCSA) has urged the backward class PhD aspirants to work on producing quality research papers .

The UGC has asked higher educational institutes to initiate steps to implement new PhD regulation on Monday.

What are the changes in the PhD admission process?

The UGC has dropped the plan to reserve 60 percent of the total seats for applicants who have qualified the National Eligibility Test (UGC-NET) or Junior Research Fellowship (JRF). Universities and colleges will admit students through the NET or JRF entrance route as well as institute-level entrance exams.

The institute-level entrance test, however, must assign 70% weightage to the entrance test scores and 30% to the performance in the interview or viva-voce. “The entrance test syllabus shall consist of 50% of research methodology, and 50% shall be subject specific,” the new guidelines state.

Can MPhil students apply for PhD?

Even though MPhil has been scrapped in the new regulations, the UGC has made provisions for PhD admissions for those who already have an Mphil degree. Candidates who have completed M.Phil. programmes with at least 55% marks in aggregate or its equivalent grade in a foreign educational institute will be eligible for admission to PhD programme in India.

A relaxation of 5% marks has been provided to students who belong to historically marginalised Scheduled Caste, Scheduled Tribe and Other Backward Castes communities. The same relaxation has also been given to differently-abled, and Economically Weaker Section (EWS) students as well.

How will research supervisors be allocated in PhD?

Like before, eligible professors, associate professors and assistant professors can continue to guide up to eight, six, and four PhD candidates respectively at any given time.

In case of interdisciplinary or multidisciplinary research work, if required, UGC rules allow engaging a co-supervisor from outside the department, college or university.

Teachers with less than three years of service before superannuation will not be allowed to take new research scholars under their supervision. However, they can continue to supervise PhD scholars as co-supervisors before attaining the age of 70.

Earlier, teachers were allowed to take up MPhil students along with PhD scholars. After the new rules come into force, this will be discontinued. The new rules also allow supervisors to guide up to two international research scholars on a supernumerary basis “over and above the permitted number of PhD scholars”.

What are the new PhD academic requirements?

A PhD scholar will have to earn a minimum of 12 credits which should include a course in “research

and publication ethics”. As per the latest UGC regulations, a PhD candidate will have to appear before a research advisory committee to make a presentation and submit a brief report on the progress for evaluation every semester. In case the progress is unsatisfactory, the committee will “record the reasons” and suggest corrective measures.

All scholars will mandatorily have to undergo training in teaching, education, pedagogy or writing related to their chosen PhD subject. For this, four to six weeks will be assigned to earn credits.

To retain research integrity, the UGC regulations also direct institutions to use “ well-developed software” applications to detect plagiarism in research work. In 2018, the ministry of education had notified stringent measures to counter the long-standing issue of plagiarism in PhD thesis.

What are the part-time PhD UGC guidelines?

The eligibility conditions are the same for both full-time and part-time candidates. Like the former, the part-time candidates will also be assessed every semester.

In addition, the PhD candidates will also have to produce a no-objection certificate or NOC from their employer to be eligible. The NOC must specify that they will be given sufficient time for research work and they will be allowed to take time off to complete the course work.

Samir V Kamat, DRDO chairman, obtained his BTech (Hons) in 1985 from IIT Kharagpur and, in the next three years, completed his PhD from the Ohio State University in 1988. Amit Kumar at IIT Delhi did his BTech from IIT Kanpur in 1997 and obtained his PhD in 2002 from Cornell University. He is a Bhatnagar Award winner. Shubham Sahay at IIT Kanpur obtained his BTech from IIT (BHU) in 2014 and a PhD from IIT Delhi in 2018. At IIT Kanpur, students have routinely rated his teaching as outstanding.

I can cite any number of cases from our higher education institutes (HEIs) of outstanding teachers and researchers minus a PG degree. Globally too, we have many such examples.

Robert Burns Woodward entered MIT in 1933 for his UG programme but was excluded from MIT at the end of the fall term in1934 due to a lack of attention to formal studies. Later he was allowed to re-enroll in the fall term of 1935. Woodward obtained the UG degree in 1936 and a PhD degree in 1937. He was awarded the 1965 Nobel Prize in chemistry.

Sayeef Salahuddin at the University of California Berkeley, who discovered the Negative Capacitance Transistors, received his BSc from Bangladesh University of Engineering and Technology in 2003 and a direct PhD from Purdue University in 2007.

It is not true that PhDs who have bypassed the PG degree will have inadequate knowledge of the core discipline, which will lead to degrading teaching or research standards. We may tend to dismiss the above examples as coming from only top institutes such as IITs, Purdue, and MIT.

Let us not underestimate the talent that is present in the university ecosystem of India. Since our admission processes are by elimination rather than selection due to intense competition, a huge pool of highly talented students who could not get into top HEIs is part of the university system. Once we provide the opportunity to the passionate students among these to move into a PhD programme after their UG degree, they will have the chance to blossom into outstanding teachers or researchers.

By keeping our University educational system too rigid, we are only keeping many talented students from reaching the pinnacle of their real potential. That is why the University Grants Commission (UGC) has announced the new four-year UG programme and flexible PhD regulations permitting these students with four-year UG degrees to join PhD programmes.

There is an erroneous belief that UGC has done this to produce more PhDs.

Getting into a PhD programme is also a long commitment requiring determination and hard work. The option of doing a PhD is only for those with the potential, passion, and focus for high attainment in a specific discipline. The goal of UGC in permitting students after a UG degree into PhD programmes is not numbers but quality.

As per NEP 2020, the four-year undergraduate programme offers an honours degree, with the last year dedicated to research or an honours degree with a primary focus on coursework. The new regulations will permit students from both categories to join PhD degree programmes. But how can students who have not chosen the research path in the fourth year be admitted to a PhD programme? After a four-year course-based UG programme, the student may work on an industry or university research project and gain research experience. Such students, too, should get an opportunity to join a PhD programme without being forced to do a PG degree. Or they can be trained in research methods during the beginning of their PhD programme.

In the UGC’s new PhD regulations, anyone who has completed a four-year bachelor’s degree programme in any discipline with a minimum of 75 per cent marks in aggregate or its equivalent grade is eligible for a PhD programme. UGC prescribes only the minimum qualifications for admission to a PhD programme. Universities can raise the bar to ensure that only the deserving are admitted to PhD programmes.

The four-year bachelor’s degree programme introduced in our university system is designed to equip the students with complex problem-solving, critical thinking, creative thinking, and communication skills. This training will accompany rigorous specialisation in a chosen disciplinary or interdisciplinary major and minor subject area.

A research study on the Nobel Prizes in chemistry, physiology, or medicine between 1901 and 2003 indicates that the majority of the winners who discovered their prize-winning results were aged between 31 and 40. Our creativity declines with ageing in most of us. India has almost 250 million students between 15 and 25 years old. The best among these need to be encouraged to get into research and innovation at an early age after their UG degree when their creativity levels are on an ascending trajectory if India has to become a world leader in research and innovation.

In a move aimed at streamlining the admission process for doctoral programs, the University Grants Commission (UGC) has announced that scores from the National Eligibility Test (NET) will be valid for PhD admissions starting from the 2024-25 academic session. This decision aligns with the National Education Policy (NEP) 2020 and addresses the challenges faced by candidates who currently have to write multiple entrance exams conducted by various universities for PhD admissions. PhD admission will be done based on UGC NET, and no separate exams will be required as per Mamidala Jagadesh Kumar, the UGC chairman.

The announcement came following the 578th UGC meeting held on March 13, where an expert committee's recommendations were considered. The NET is conducted twice a year, in June and December, to award Junior Research Fellowships ( JRF ) and select Assistant Professors for those holding master's degrees.

Jagadesh Kumar stated that the National Testing Agency (NTA) is planning to launch the application process for the June 2024 NET session next week. "From the academic session 2024-2025, all universities can use NET scores for admission to PhD programs in place of entrance tests conducted by different universities/HEIs," Kumar posted on X.

Under the new rules, candidates who qualify for the UGC NET will be eligible for three categories:

  • PhD admission with JRF and assistant professor posts
  • PhD admission without JRF and for assistant professor posts
  • Admission to PhD programs only

However, it's important to note that for creating a merit list for PhD admissions, 70 per cent weightage will be given to the UGC NET scores, while the remaining 30 per cent will be based on interviews.

The UGC NET June 2024 notification is expected to be released soon on the official website at ugcnet.nta.nic.in. It's worth noting that NET scores remain valid for one year.

This move by the UGC aims to provide a unified and streamlined process for PhD admissions across universities, reducing the burden on candidates who previously had to prepare for multiple entrance exams. By recognizing the national-level NET scores, the commission hopes to enhance the efficiency and accessibility of doctoral programs in the country.

UGC simplifies hurdles in PhD admission, introduces new criteria

New Delhi: The UGC has notified the criteria for PhD admission, including that for the entry of those who have passed the four-year combined degree course with 75% marks. It also removed the condition that, for awarding a PhD, the candidate should publish the findings in various journals.

The UGC criteria make it clear that there will not be an MPhil degree from now onwards. The new conditions come into being in the place of the 2016 criteria.

People’s views were sought on the draft amendment in March. The draft proposal to reserve 60% of the research seats in higher education institutions for the NET and JRF awardees was given up in the last phase. The current mode of admission will continue.

For PhD admission Pass the four-year combined degree course with 75% marks. If the mark is less, the candidate should pass the one-year PG course with 55% marks. Those who have completed the three-year UG course and passed the PG course with 55% marks can also apply. There is a concession of 5% for SC/ST, OBC, differently-abled, and economically backward sections. Those who have passed their MPhil with 55% marks can also apply.

Course period The course period will be a minimum of three years, including coursework, and a maximum of six years. There is a concession of two more years for differently-abled and girl students. Girls can avail of a maximum of eight months of leave for delivery and infant care.

Part-time Professionals will be allowed to undertake part-time research. The consent letter from the employer should be produced for the purpose. The letter should make clear that leave would be granted, including for completing coursework.

Research guide Teachers who have less than three years for retirement won’t have permission to allow new students to join. Professors can allow a maximum of eight students, associate professors six students, and assistant professors four students.

The condition that the research details have to be published in international journals will not be applied henceforth. That doesn’t mean that PhD students should entirely avoid it. Those who do high-quality research should always try to publish their findings.

Coursework is a crucial component of any doctorate programme since it lays the groundwork for both the Literature Review and the subject selection processes.

The coursework requirements guarantee that students understand their subject area in depth and breadth. The coursework helps students create a research and dissertation topic. Doctoral candidates might narrow their dissertation interests by completing courses that deepen their knowledge of a field.. The level of specialisation they take in their approach will determine the coursework that they enrol in.

A course on research technique, which may include experimental procedures, quantitative and statistical methods, and computer applications, is required to be taken as part of the course work that will be counted as pre-PhD preparation and will be required to be taken.

  • According to UGC Regulations 2016: Minimum Standards and Procedure for Award of PhD. Degree, a research scholar admitted to the PhD programme is required to complete coursework for a minimum of one semester.
  • During the first one or two semesters, all candidates accepted to the PhD programme must complete the coursework specified by the Department. In the event of maternity, female applicants may be granted a relaxation of two terms or semesters.
  • However, if the student is unable to complete the coursework within the prescribed time limit due to valid reasons, the student may file an appeal and the Vice-Chancellor (VC) may grant an extension of up to one semester based on the recommendation of the Appeals Committee (RAC).
  • Failure to complete coursework within the extended time frame may result in revocation of admission.
  • The Department may exempt candidates from the PhD coursework who already possess an M. Phil degree and have been admitted to the PhD programme, or who have already completed the M.Phil coursework and have been permitted to proceed to the PhD in an integrated course. All other candidates admitted to the PhD programme must complete the PhD coursework stipulated by the Department.
  • Seventy-five per cent (75%) attendance is required in coursework classes.
  • The coursework should be evaluated using both continuous assessment and a culminating exam.
  • The minimum passing grade for each exam is 55 per cent.
  • The objective of the UGC guidelines for PhD coursework is to ensure that doctoral candidates have a solid foundation in research methodology and are endowed with the skills necessary to conduct research in their chosen area of specialisation.

Unit II: Data Processing and Analysis

This unit covers data processing and distribution, tabulation of data, diagrammatic representation, and statistical manipulation of data including frequency of distribution, measures of central tendency, measures of dispersion, comparison, correlation analysis, regression analysis, and chi-square test.

Unit III : Basic Computer Studies

This unit provides an overview of computer applications.

Unit IV: Computer Application: SPSS

This unit covers an introduction to SPSS software, data entry and manipulation using SPSS, and data analysis using SPSS.

Introduction

The University Grants Commission (UGC) has released the guidelines for PhD scholars in 2023 to ensure that the students are eligible for PhD. The main objective of these guidelines is to ensure that students get suitable opportunities and facilities for their doctoral studies. These guidelines mainly cover the following: 

  • An aspirant must have completed a four-year bachelor’s degree program in any discipline with a minimum of 75 percent marks in aggregate or its equivalent grade. 
  • Distance Learning (especially for women) has become an important option in India’s higher education system. Especially after NSIT introduced it as an alternative mode of study which is also supported by many universities like JNU, Jadavpur University etc. Which offer distance learning courses at undergraduate level as well as postgraduate level.

  • There will be no changes to what is considered as an extension of a regular course except for those. Who have taken up an internship or placement programme that extends beyond six months in duration. 

5) The number of seats eligible for approval by the University Grants Commission (UGC) in all PG courses should be at least 50% of the total seats available.

  • Self-financing mode (i) where a student pays for the course fee directly;

I have cleared my NET in NOV 22 and gave my pre PHD topic presentation on Dec 23 when called by university. My college did not started our PHD as we are 12 candidates and only one guide is available. New Delhi, 16 November 2022, UGC New Guidelines – The University Grants Commission (UGC) has issued new eligibility criteria and made amendments to the existing regulations for PhD (Doctor of Philosophy) degrees. As per the recent guidelines, candidates must secure 75% marks in a four-year undergraduate program and if they fail to do so, they have to apply for the master’s programme and score a minimum of 55% marks.

Note – 

  • The PhD scholars are now required to teach or provide research apprenticeship to the students for a minimum of 6 hours per week.
  • The working people can apply for part-time PhD programmes and provide a “No Objection Certificate” from the respective organisation.

UGC New Guidelines – Course Information

UGC New Guidelines – Eligibility Criteria

  • Candidates must have 1/2 year master’s degree after 3/4 years of bachelor’s degree with a minimum of 55% marks in total.
  • Those seeking admission after 4 years of the bachelor’s degree programme, must secure a total of 75% marks in aggregate.
  • Candidates who have completed the M.Phil. programme with a minimum of 55% marks are also eligible to apply for the PhD programme.

Note – The relaxation of 5% marks will be given to the candidates who belong to the categories of Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Class (OBC), and Economically Weaker Section (EWS).

UGC New Guidelines – Duration of the Programme

  • The programme shall be for a minimum of three years and a maximum of six years from the date of commencement.
  • The additional two years can be given through the re-registration process. However, the total period should not exceed eight (8) years.
  • Female candidates and Persons with disabilities (PwD) are allowed a relaxation of two years.
  • Female scholars can take maternity or childcare leave for up to 240 days.

UGC New Guidelines – Admission Process and Research Supervisors

  • Students are required to pass the entrance examination with a minimum of 50% marks. The entrance test will be course-specific.
  • Candidates will be called for an interview after the announcement of results. The weightage of the entrance test will be 70% marks and the rest 30% marks will be based on the performance in the interview round.

Research Supervisors

  • The faculty members who are working as Professors/Associate Professors in their institutions cannot supervise scholars of other institutions. They can work as co-supervisors for such institutions.
  • In multidisciplinary research work, institutes can appoint co-supervisors from other institutions or departments.
  • The faculty members who have less than three years of experience are not eligible to take research scholars under their supervision.

UGC New Guidelines – Evaluation Process

  • Candidates must complete the coursework within the allotted time frame and acquire a minimum of 12 credit points to produce a draft of the final thesis.
  • Candidates must create a presentation and present it in front of the Research Advisory Committee (RAC).
  • The institutions will check the plagiarism to detect the uniqueness of the content.
  • After the successful completion of plagiarism detection, candidates can submit the research work with a declaration of plagiarism-free content.
  • Candidates will go through the viva and interview process that will be conducted by the respective institutions.

In a recent notification, the University Grants Commission (UGC) has approved the use of National Eligibility Test (NET) scores for PhD admissions starting 2024-25 academic session. The decision will help streamline the admission process under the National Education Policy (NEP) 2020, to eliminate the need for multiple entrance exams.

 The higher education regulator arrived at this decision during its 578th meeting on March 13, based on the recommendations of an expert committee tasked with reviewing UGC NET exam provisions. The committee decided that the NET score will be used for PhD admissions in place of entrance tests conducted by various universities/HEIs.

 Starting from the academic session 2024-2025, universities nationwide will have the opportunity to utilise NET scores for admissions to PhD programmes, replacing the need for separate entrance tests conducted by individual universities and higher education institutions (HEIs). This marks an important step in streamlining the admissions process and enhancing accessibility for aspiring doctoral candidates.

In a message to  Education Times , M Jagesh Kumar, chairman, UGC, said, "By leveraging the NET, which is conducted biannually, universities can offer greater flexibility to students, allowing them to utilise their scores from either session to apply for PhD programmes across various institutions.

This initiative is poised to benefit students in numerous ways. Firstly, it eliminates the need for students to prepare and appear for multiple entrance tests conducted by different universities, thereby reducing the burden of exam logistics and expenses. Additionally, the biannual administration of the NET provides students with increased opportunities to secure admission to their desired PhD programmes. We strongly encourage all universities to adopt NET exam scores for PhD admissions starting from the 2024-2025 academic session. This will contribute to fostering a more conducive environment for academic pursuit and scholarly advancement in our nation."

Currently, the NET exam is primarily used for Junior Research Fellowship (JRF) eligibility and assistant professor appointments. Conducted by the National Testing Agency (NTA) biannually in June and December, the UGC NET June 2024 notification will soon be available on the  ugcnet.nta.nic.in .

Beginning June 2024, the UGC NET qualified candidates will have three eligibility categories: Candidates who are eligible for PhD admission with JRF and assistant professor appointment, those eligible for PhD admission without JRF but for assistant professor appointment, and those eligible for only PhD programme admission.

In case of PhD admissions through NET, candidates in categories 2 and 3 will have their UGC NET scores contribute towards 70% of their merit, while the remaining 30% will be based on assessment through interview. This combined merit system will apply to both categories 2 and 3, with NET score having a validity of one year.

The results of NET will be declared in percentile along with the marks obtained by a candidate to utilise the marks for PhD admission.

In a significant move aimed at making the Ph.D. admissions process, the University Grants Commission (UGC) announced in a notice that National Eligibility Test (NET) scores will be accepted by the universities beginning with the academic year 2024-25. This decision by the UGC provides relief to students seeking admission to the Ph.D., previously had to take multiple entrance exams administered by various universities

As per the official notice by the commission, following recommendations from an expert committee, the university body made this decision at its 578th meeting held on March 13.

About UGC NET for Ph.D

The NET exam is conducted biannually by the National Testing Agency (NTA) in June and December, and serves two purposes: it awards Junior Research Fellowships (JRF) and selects Assistant Professors from among master's degree holders. 

Under the new process, starting from June 2024, all universities can use UGC NET scores for admission to Ph.D. programmes, this will replace the need for separate entrance tests conducted by individual universities or Higher Educational Institutions (HEIs). The NET result will be announced in percentile along with each candidate's marks, making them more suitable for PhD admission.

UGC NET Process for Ph.D. Admission

UGC NET qualified candidates will now be eligible for Ph.D. admissions in the following three categories:

  • Category 1 - Admission to PhD with JRF and appointment as Assistant Professor.
  • Category 2 - Admission to Ph.D. without JRF and appointment as an assistant professor.
  • Category 3 - Admission to the Ph.D. programme is required, not for the award of a JRF or appointment as an assistant professor.

According to the University Grants Commission (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022, candidates who qualify for a Junior Research Fellowship (JRF) will have to appear for the interview for admission to Ph.D. programmes.

For students in Categories 2 and 3, PhD admissions will be based on 70% test scores and 30% interviews. Admission to Ph.D. programmes will be based on the combined merit of NET scores and interview/viva voce performance. 

Note: NET scores obtained by candidates in Categories 2 and 3 will be valid for one year.

New Delhi: Academicians are wary of the University Grants Commission (UGC)’s latest regulation which says that students who have completed a four-year undergraduate course can now directly pursue a doctoral degree. Academics say these students will have no research experience and will be lost in the first few years of their study.

Another argument raised by academicians was that the implementation of the four-year undergraduate programme, as devised under the National Education Policy (NEP), has not been brought into effect in all universities. Since this undergraduation is a prerequisite for a direct entry into the PhD program, current students will have to continue to pursue a Master’s degree to be eligible for the same.

Rohit, Assistant Professor at the Jawaharlal Nehru University (JNU), said that in the Indian higher education system, every programme has served a purpose. The bachelors course introduces the student to a subject, master’s offers a specialisation, an M.Phil degree gives them an interim training to conduct research and then ultimately the PhD helps them establish themselves as a subject matter expert. The latest regulations disrupt this structure.

He said “It does seem like the UGC is trying to emulate the American system of an integrated PhD but it stands to do more damage than good. Without specialised knowledge in a discipline, no student can write a doctoral research paper, be it a humanities or a sciences student.”

Adding that the move will discourage students from joining doctoral programs, he argued “At JNU we have seen the academic rigour of students improve with time and degrees. Students who have not had excellent education in their undergraduate degree will naturally shy away from going for a doctorate when they are not able to perform on par with their contemporaries in their graduate degree courses or masters courses itself.”

Removal of M.Phil, master’s programmes 

Associate Professor Debraj Mookerjee of the Ramjas College in Delhi University said the scrapping of the clause mandating students to publish research papers in journals is a positive move. However, the decision to remove the M.Phil and master’s programme will force students to spend the first couple of years of the doctoral study in learning research methodology.

He said “The bachelors and master’s programme in our country is designed in a way where students do not get to conduct any research. While the M.Phil programme gave them the space to conduct a full-fledged research, its removal will pose an issue for aspiring doctorate students. They will be forced to spend the first couple of years of their doctoral study trying to figure out the process.”

Srikanth Kondapalli, the Dean of School of International Studies and a Professor of China studies at the JNU, said that while the move seems to be a measure by the UGC to implement the NEP, there are not enough undergraduate colleges with a four-year programme.

“The scrapping of the M.Phil degree made sense since it now makes the pursuit of a doctorate degree at par with universal standards. However, at JNU, where students from all regions and strata of the society come in, the M.Phil served as a preparatory course for those students who did not have the calibre to pursue a doctoral degree.”

He added, “Since the implementation of the NEP’s four-year-long undergraduate programmes has not been brought into effect in all universities across the country, this provision stands to help tech students more.”

On removal of the need for publishing research articles in peer-reviewed publications, Prof Mookerjee said, “For the past couple of years, we have witnessed an increase in the number of bogus journals in which students would pay money to get published. This provision will put a stop to publication of poor quality research papers.”

Learning right methodology is vital

Prof Pankaj Kumar of the Allahabad University said that the UGC has made the higher education institutions a field of rigorous experimentation. Research for all doctoral students has to be an endeavour that they can achieve only if they have an academic bent of mind and have the motivation to conduct research on their own.

He said, “Students have lost the bent for research post the coming of the internet. Most of their work is a simple copy and paste. In addition to this, with the removal of courses that teach them how to conduct research, students will not be able to conduct research.”

He added that pre-doctoral courses, at par with international standards, is the need of the hour so that interested students can learn the right methodology and design to work towards their doctorate degree.

The new PhD regulations — “University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022” — says a candidate should have a minimum of 75 per cent marks in “aggregate or its equivalent grade on a point scale wherever the grading system is followed”.

If not, the student has to pursue a one-year master’s programme and score at least 55 per cent.

The rules further say “A 1-year master’s degree programme after a 4-year bachelor’s degree programme, or a 2-year master’s degree programme after a 3-year bachelor’s degree programme, or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55 per cent marks in aggregate or its equivalent grade in a point scale wherever grading system is followed” will be required.

The UGC has removed the clause “publishing paper in a peer-reviewed journal” as mandatory for a PhD. The 2016 regulations had said that PhD scholars “must publish at least one research paper in a refereed journal and make two paper presentations in conferences/seminars before the submission of the dissertation/thesis for adjudication”.

The latest regulations by UGC have also brought in several provisions to improve the quality of research by students and aid provided by their mentors/guides. Women candidates and persons with disability will be given extra time to finish their research.

Scholars who were previously required to appear before the Research Advisory Committee to present their findings and progress once every six months will now have to do so every semester.

The new rules bars faculty members with less than three years of service left before superannuation from taking new students. While the move encourages the entry of an increased number of students into PhD programs, the previously proposed common entrance test for PhDs has been left out.

The new regulations also allow each supervisor to guide up to two international research scholars in addition to their domestic students.
