PSC 601: Contemporary Political Theory

The course deals with advanced aspects of modem and contemporary political thought. Themes for critical analysis include relationship between political theory and science of politics, knowledge and ideology, nationalism and imperialism, revolution and war, secularism and religious messianism, general wil! and popular sovereignty, decolonization and demo era tizatioris, class and division of labour, the nature of capitalist civilization and globalization. These will involve reference to the 19′ h and 20 lh century political theories particularly to the works of Hegel, Marx, Durkheim, Weber, Pareto, Gramscl, Satre, Mannheim, Lenin, Laski, Sung, Ake etc.

PSC 602: Research Methodology and Techniques

The course acquaints students with the methodology and techniques in political and social research. It covers such areas like research designs, formulation of research problems, variables and their relationships, operationalization of concepts, empirical references, hypothesis testing, sample methods, techniques of data gathering, analysis and interpretation, measures of variability, organization and description of’data, summary measures of characteristics and the logic of difference from sample to population.

PSC 621: Colonialism and Social Formation

This course will critically analyze pre-colonial African social formations and their semi-transformation under various stages of colonialism and neocolonialism; it will examine the articulation of social classes as well as the nature of contemporary African social formations.

PSC 622: Theory and Practice of Nigeria Federalism

Analysis of the theory of federalism with reference to a study of Federalism as a form of union with emphasis on the historical development of Nigeria federalism from historical legal form to a political-administrative form of union. The dynamics of federal system focusing on federal-state intergovernmental relation in Nigeria and their impact on political and policy process.

PSC 625: Public Opinion, Pressure Groups and the Nigeria Project

The course analysis the origin, nature and role of public opinion, pressure groups and related organizations in the Nigeria project particularly in the democratic process. The social dynamics in political interest aggregation and articulation.

PSC   626:   Theory   and   Practice   of   Local   Politics   and   Community Development

Theory and techniques involve conscious, deliberate efforts of human, social and economic development, institutionalization of the process of community development. Rational procedures of village, town or regional planning method of collecting and integrating important economic, social, political and physical facilities. Analysis of leadership structure, their relationship with the masses, occupational groups etc and their impact on government and politics at the local level. Examination of the various types of social organizations, leadership, system of social values and the factors facilitating effective community development projects. The role of politics and local governments in societal engineering and community projects.

PSC 627: Political Economy of Nigeria’s development

This entails a critical study and analysis of theories and practices of development in Nigeria. It examines public finance pattern and administration as well as the allocation in Nigeria. It will also examine alternative paths and strategies to debt management, foreign investment and related issues.

(iii) INTERNATIONAL RELATIONS AND STRATEGIC STUDIES

PSC 631: Theories of International Relations

A critical analysis and appraisal of analytical models of explaining the distribution of power, interaction among states, national interest and instruments of foreign policy. Concepts of functionalism, conflict resolution and bargaining as paradigms of international politics, pivotal roles of decision-making and communication in the theories of international system. The role of international law in international relations.

PSC 632: Diplomacy and Strategic Process

An Assessment of diplomatic theory and practice in contemporary international relations. Examination of the concept and practice of strategy in war and politics as well as ‘the relationship between strategic and conventional systems.

PSC 633: International Structures and Processes

This entails a critical study of international organizations and laws and their role in international conflicts and mechanism for international conflict resolution,

PSC   634:   Seminar on   Comparative   African Foreign   and   Strategic Policies

Comparative analysis of the external and domestic resources of foreign policy in Africa. Focus on African interaction interest and with developed states. The seminar will also attempts to improve Africa in interest in the global scene, the strategies used and the impact of competitive and international interaction on the global system and on African States.

PSC 701 Critical Issues in Political Theory and Methodology

The course entails further assessment of some critical themes, theories and methods in political science. This will necessary involve critical analysis of the social origins, nature and essence of politics, state and government, ends and means of political action; the theory and practice of power, authority and legitimacy in a democratic process; reactions, reform and revolution vis-a-vis the problems or challenges of postmodern political theory and theorization.

The course will also address key issues and processes in logic and methods of political research, research design, data collection and analysis. It covers areas like formulation of research and statistical hypotheses, testing, techniques hypothesis of data gathering, analysis and interpretation etc.

PSC 702 Globalization and Third World Social Formations

The evolution, nature, principles and implications of globalization as well as response by Third World Social formation to the challenges of globalization shall be critically analyzed. This will include a thorough examination of economic, technological, security, social, political, cultural dimensions of globalization. The issue of appropriate approach to the resolution of Third World Underdevelopment will also be critically addressed.

The writing and presentation of dissertation in the candidates area of specialization will be preceded by a successful public defence of prospectus (proposal presentation)

Survey of the critical themes in African political thought from the Ethio-Egyptian times to the present day. Topics include African consciousness, contributions to civilization and the challenges of contemporary civilization.

PSC 714:          Logic and Methods of Normative and Empirical Political

Analysis or scrutiny of the question of value and fact in political investigation and theory building. This involves critical examination of various aspects of political research process including data collection, analysis and interpretation techniques. Relationship between political inquiry and political theory will also be scrutinized. The philosophical framework, methodological possibilities and instrumental functions of normative and empirical political theories as well as patterns of explanation including functional and causal analysis will be examined. The role of quantitative and non-quantitative methodologies and approaches in data gathering and data analysis will also be investigated and interrogated

  • NIGERIAN POLITICS AND DEVELOPMENT STUDIES

PSC 723 Politics of Nigeria’s Development

This course will emphasize case studies and research projects in Nigeria’s political, social and economic development, it will examine the growth and development of dominant classes in Nigeria, public policy in the area of trade and foreign investment, the role of state in economic life, the history and distinctive character of labour and the nature of regional uneven development in Nigeria.

PSC 724           Structures     and     Processes     of     Local     Politics     and

Community Development

Critical analysis of the prospects and problems of rational process of community (village/town) development in the rural and urban communities in Nigeria. Procedures for local or community planning, methods of collecting and integrating relevant facilities in community studies as an arena of interaction in Nigeria. Role of local government in community projects. Case studies of community development projects.

PSC 733 Advanced Diplomacy and Strategic Process

The course involves a critical analysis of diplomatic practices in contemporary international relations. It will also assess the principles and processes of strategy in war and politics as well as the relationship between strategic and conventional systems.

PSC 734           Political Economy of International Relations

This involves examination of the role of trans-national corporations and international financial institutions in the development and under development of world economies. It also includes analysis of the strengths and weaknesses of various initiatives to strengthen/weaken the economies of some, at the expenses of the others. Topics include regional integration, south south cooperation, WTO, NEPAD, the role of G8 and D8 etc.

In trying to interrogate the notion that the trouble with Nigeria is simply and squarely a failure of leadership vis a vis the nature and character of party politics, this paper focuses on the interplay between internal party politics which determines to a large extent the quality of elected leaders and the perennial leadership crisis in Nigeria. The paper is basically structured on data collected from secondary sources, which provides analytical insight that the unhealthy political party culture in Nigeria bears to a large degree the seed of leadership crisis in Nigeria. This study argued that the interplay of unhealthy internal party politics and the crisis of leadership in Nigeria have contributed largely to the underdevelopment of the Nigerian state and further widened the scope of divisive politics in Nigeria. In this regard, it is recommended that with a strong and independent electoral management body empowered by law will be a panacea to entrenching healthy political culture amongst political parties and political actors, which will invariably lead to improved leadership selection process thereby addressing the scourging effect of bad leadership.

INTRODUCTION

The practice of politics is universal and as such transcends across culture, age, but its nature, application and pattern varies across existing political culture which may change with time. It is imperative to note that politics in any society is inherently marked by power contestation, power allocation, resource control and distribution, policy formulation and implementation. The nature and pattern of this contestation is largely influenced by the existing political culture of a given society and this is determined by the character of the political actors. Political culture is therefore the ground norms, values, belief and general attitude system that shapes the political structure of any given society, hence, a major dimension of leadership crisis can be traced to the socio-cultural values of that society. This complex matrix of basic principles, ideas and values provides the foundation by which a society is governed. In effect, the apparent breakdown of social conscience and social responsibility bears in it the seed of bad leadership.

Since the inception of independent Nigeria, the Nigerian state has over the years experienced keen contestation among political actors over power, resources and other socio-economic benefits. As captured by Jega (2007) since the outset of what Huntington referred as the ‘third wave of democratization’ in the early 1970’s, the intellectual preoccupation with the concept and institutions of democracy has increased dramatically; particularly in Africa, where a long history of brutal authoritarian – especially military rule and its systematic displacement have raised serious concerns on the process of democratization and its inherent leadership crisis.

Arthur (2005) further asserts that when poverty of contemporary African leaderships, military gangsterism, ill-articulated, badly focused and poorly executed developmental programmes, a crippling debt burden, environmental and ecological disasters are added to these other incapacities, the picture that emerges is that of a country unsure of itself and uncertain about its future.

Unfortunately as espoused by Ake (1994), the political space in Nigeria is mostly illiberal, not desirably participatory, and barely representative and constrained by lack of accountability and bad governance. He further stated that many cases of transition to democracy in Africa have produced democracy without democrats and one without democratic dividends. While the main purpose of democracy is that of broadening political space, the political environment in Nigeria is highly exclusive and restrictive owed majorly to the character and functions of political parties vis a vis the ruling elite.

DEMOCRACY AND DEMOCRATIZATION IN NIGERIA

The idea of democracy crystallized from the quest to end absolutism of leaders over their people and society which culminated in the emergence of popular sovereignty and representative government. In effect, democracy is intended at a broad-based (popular) and active participation of citizens in the affairs of the state as such every democratic society thrives on the unfettered rights of citizens in choosing their representatives at elections. Thus, all modern democracies are identified by popular participation of the people. Scholars like Badru (2005), Im (2005), Babawale (2006), Jega (2007), Mimiko (2007), and Oddih (2007) have all underlined the imperative of democracy to good governance and development.

Accordingly, Kaldor and Vejvoda (2002) simply define democracy as a set of formal institutions and a way of equitable redistribution of power through popular participation; it is therefore through the aggregation of these expectations and its realization that democracy is expected to advance the interest of the people.  Democracy as a desirable form of government is aims to promote development and good governance especially in plural societies founded on principles that are consistent with human rights and fundamental freedom of citizens (Mimiko, 2007). Consequently, in underscoring the conditions for any society to be regarded as democratic, Dahl in Gberevbie (2014), argues that the existence of civil liberties, political participation, political pluralism are enabling conditions defining democratization. Similarly, Badru (2005), states that democracy represents, first and foremost, an increase in citizen political equality in terms of popular participation. Instructively, democracies world over are threatened by a closed up political spaces more so when the state is ethnically and religiously plural.

In situating democracies in a more complex and plural society like Nigeria, Jega (2007) argues that where nation-states are large, covering extensive territories and population, and often ethnically and religiously plural, if not linguistically, modern formulations of democracy place less emphasis on direct popular participation, as much emphasis is placed on personal liberty, popular sovereignty and representative government with entrenched checks and balances to curtail the abuse of power. It is therefore this lack of checks and balances to curtail the abuse of power that has plagued the democratization process in Nigeria.

Hence, Nigeria’s democracy has been too weak, fragile and fluctuating since independence, and with a loose unity drawing together of over 250 ethnic nationalities by the British colonialists and a sharp religious divide, Nigeria continues to be enmeshed in the murky waters and grapples with the quest towards democratization which prior to the fourth republic was accentuated by series of military coup. As a result of the insatiable quest for power and the struggle to appropriate public good for private advantage, Nigeria is at best a democracy without democrats. As Jega (2007) rightly noted, for Nigeria political class leveraging on the existing fault lines, democracy is hardly desirable if it means popular empowerment of the masses, democracy is only desirable, if it can facilitate access to power, create a window of opportunity to loot public treasury and keep the people in constant control and domination.

In furthering this dominance and profiting from Nigeria’s socio-cultural, ethnic and religious differences, elections in Nigeria have in their nature been highly divisive along these fault lines thereby promoting the politics of exclusion. As expected democracy thrives on inclusivity and political awareness, as such democracy cannot be expected to promote the interest of the people adequately if the people are not fully involved in government as a result of their lack of political education. Democracy and democratization been the process of institutionalizing the principles and tenets of democracy are only robust to the extent to which elections are free and fair. In underlining the primacy of elections to the process of democratization, Ewelie & Eze (2023) argues that elections provides citizens with an opportunity to enter into a social contract with their leaders and through a free and fair ballot elect those who will represent them in government for the purposes of policy formulation and implementation so as reflect their yearnings and aspiration through the political parties.

PARTY POLITICS IN NIGERIA

Competitive politics is the bedrock upon which democracy thrives in any society. It is therefore a given that democracy is practically unattainable without a well-established political party, thus, political party forms the nexus between the administration of the state, the aspiration of the political elites on the one hand and expression of choice of voters through election on the other hand. Political parties are therefore formed as a necessity in any democratic society as structures by which voters make political choices as to whom is elected to govern. Accordingly, Neumann (1956) defines political party as an organization of society’s active political agents who compete for popular support with another group of persons holding diverse political views. This implies that political parties are formed based on ideologies and it is this ideology that drives the policy thrust of government and determines whether a political party is liberal or conservative.

Thus, the term political party is commonly associated with all organized groups seeking to acquire and exercise power, aggregate interest, mobilise and rally support for the candidates they offer for election into public offices, hence, Burke (2001), captures a political party as that body of men united by common purpose in promoting the joint endeavour of national interest based on particular principles which they all agree upon. It is this collective principle within a political party that scholars now commonly refer to as internal party democracy. It in this light that Simba (2011) posited that for any political party to be relevant in a democratic society, activities and decisions of such party must be influenced by the values of internal democracy.

Furthermore, the principle of internal party democracy has direct bearing on how candidates are selected, leaders emerge, policies are formulated and source of funding for party activities. So, it is critical that the internal arrangement, structure and coordination of political parties reflect democratic principles. Sadly, the history of political party in Nigeria is ridden with anti democratic practices and faced with enormous challenges amongst which are sectional, self seeking and dictatorial posturing, the scourge of godfatherism and the imposition of candidates, party indiscipline, violence, thuggery and money bag politics.

Consequently, as rightly observed by Omodia (2006), the lack of internal party democracy, ethnicization of party politics, poor political leadership, party indiscipline, lack of clear cut party ideologies and the politicization of key institutional guards like the police, judiciary, election management body and civil society are glaring weaknesses of the anti-democratic influence of political parties in Nigeria’s development trajectory. Interestingly, the formation of political parties in Nigeria has been largely influenced by parochial interest of acquiring power for selfish interest rather the acquisition of power for the redistribution of social good and justice. As a result, political contest has been greatly marred by malpractices, as the struggle to win and control state power is seen as an avenue or advantage by the ruling elites for personal gain (Oddih, 2007).

Hence, since the acquisition of power in Nigeria grants unfettered access to national wealth and determines who gets the most of what there is to get in any political community, being a member of a ruling political party becomes rewarding and very juicy. As a result, political membership has been very fluid and as Mbah (2011), Abimbola & Adesite (2012) notes defection or cross-carpeting which is commonplace or feature amongst Nigeria political actors connotes the irrational and unstable movement from mostly an opposition party to a ruling party or from a ruling party as a result of limited access to power or denial of party ticket an alternative platform. The effect of this scourge therefore makes it almost impossible to ascertain a true member of a particular party prompting Liebowitz & Ibrahim (2013) to state thus that “party membership is ephemeral as people engage in the political process for selfish reasons”, thus, the determining factor is the party that offers the closest access to the corridors of power, this goes to underscore that party membership in Nigeria has been minimally influenced by democratic principles and ideology.

LEADERSHIP CRISIS IN NIGERIA

Nigeria is daunted with a myriad of challenges, amongst which is the perennial leadership crisis. Over the years, Nigeria’s grave leadership crisis has generated a growing body of analyses trying to situate the cause and effect of leadership failure and its cost implication on democratization in Nigeria. As social capital continues to dwindle from one administration to another, the subject has been considerably and vigorously sustained. In contextualizing the political leadership conundrum in Africa, Ake (1996) notes that the current crisis in Africa will never be understood as much as the problem is construed to be an economic crisis, he further argues that not only is the crisis essentially political in character, it is also political in origin.

Consequently, Achebe (1989) notes that the trouble with Nigeria is simply and squarely a failure of leadership, the unwillingness or inability of its political leadership to rise to the responsibility and live up to the challenges of personal example. So in effect, one finds major obstacle such as social values and practices that are inimical to democratization and good governance as the driving force in the political turf of Nigeria. In his assessment, Asante (1991) asserts that on the whole, Nigeria’s political elites are not primarily concerned with strengthening the instruments of democratization but are basically concerned with the idea of self perpetuation of power. This was aptly captured by Mamdani (1995) in asserting that many members of Nigeria’s ruling class rather than facilitating democracy, actually do more than dam the waters of democratic and social reform. Hence, the political ruling elites continue to stiffen themselves against the sensitive demands of the people, loot the national treasury, export portions of the booty to foreign vaults, escape with the remainder to their ethnic homeland and firmly appease the starving majority with rhetoric (Kalu cited in Amadi 2014).

Increasingly, as policy formulation and implementation tilts towards the ruling elites, the intensification of power struggle becomes so absorbing that it overshadows even the corporate political survival, a core of statehood and as Maduekwe (1993) succinctly described it, Nigeria politicians like the proverbial dog, will chase every bone irrespective of the consequences thereof. This prompted Ake (1991) to rhetorically question thus, “why should African leaders, or any other leader for that matter, embark on a course of social distribution and transformation just because it is good for his country, if it is bad for his own political survival. This parochial interest and intense struggle for state capture has therefore resulted in the escalation of non democratic tendencies which has further alienated the masses from the ruling elites.

In what appears to be a reinforced pattern of domination that further weakens democratic institutions and deepens political apathy gap as a result of increased voter ignorance, lack of political education and disenfranchisement; the power of citizens’ participation at choosing their representatives through a free and fair election has weaned. As a result of the monetization of power politics and the use of violence as a means of state capture, political actors in Nigeria have turned politics into a dirty game and with the increasing culture of corruption and inefficiency, the ruling elites have failed to perform their roles in the society resulting the emergence of leadership failure.

CONCLUSION/RECOMMENDATION

Increasingly, as political parties fail to provide the needed democratic structure for leadership selection process, the crisis of leadership in Nigeria has continues to gain traction, thus as an imperative for the success and survival of any organization, the problem with the Nigeria society has been squarely that of bad and ineffective leadership. Unfortunately, partisan democratic competitions in Nigeria continues to lean towards divisive socio-cultural cleavages and sectional prejudices, while Nigerians have come to accept that the desperation for power and that its appurtenances would always make politicians to identify with these fault lines, political survival must not be sacrificed on the altar of our collective survival as a country. The manipulation of these ethno-religious biases continues to shape Nigeria’s fault-lines and has contributed adversely to Nigeria’s political instability and leadership crisis.

As a result of the weaponization of ethnic, religious and sectional biases, Nigeria ruling elites have found an easy but dangerous loophole in entrenching themselves to power and ripping off the vast voting population leaving a visible map of a distraught society. In effect, the problem of Nigeria is the weakening of key democratic institutions like the police, judiciary, legislature, and election management body, the rule of law and the polarization and infiltration of civil society, thus, when institutions of government are weak and are unable to reign the power of the state on its citizens (rule and the ruled), the greedy and insatiable quest for absolute power by political actors becomes very inimical to good leadership.

In taking into cognizance the strength of existing laws in Nigeria and particularly the 2022 Nigeria electoral act, the politicization of laws and its enforcement has been the greatest bane, and as such, the implementation of laws are at the whims and caprices of the of the ruling elite worsened by the shift in the internal balance of power between the organs of government in favour of the executive.  A far reaching solution to addressing this intricately complex crisis of leadership in Nigeria will require the independence of arms of government and key institutions of state in terms of funding and control.

The Department runs a four-year standard programme leading to a B.Sc Honours degree in political Science. Philosophy, Objective and Scope The B.Sc (Honours) degree programme in Political Science aims at serving a number of inter-related objectives. To ground the student in the philosophy and methods of political inquiry and analysis. The focus is on scientific inquiry into and analysis of the relationship between the state and man both as an individual and a member of social groups. Direct Entry Candidates Candidates for direct entry should have at least two General Certification of Education Advanced Level passes or the equivalent in any two of the following subjects: Government, History, Economics, English Literature, French, Business Management, Religious Knowledge, and Geography. Combined Honours degree are also available. General Studies Political Science and any one of the following disciplines: Economics, Sociology/Anthropology, Psychology, Philosophy and Religion. With the continued manifestation and intensification of poverty, child and maternal mortality, unemployment, HIV/AIDS and other economic problems in Nigeria after the expiration of the deadline set for the realization of the Millennium Development Goals, the preoccupation of the existing scholarships have been channeled in interrogating the fundamental impediments to the actualization of these goals. Factors such as lack of human capacity, inadequate and unreliable data system, lack of finance, poor coordination of the policy framework, and among others, were identified by scholars as the bane of the MDGs framework in Nigeria. As the global community moves into the post-MDG era, the study examined the role and relevance of Political Science in advancing the objectives enshrined in the Sustainable Development Goals in Nigeria. Employing the basic propositions emanating from the Marxist theory of the Post-Colonial State, the study, beyond the conventional positions of scholars, argued that the non-adherence to the dictates of politics was implicated in the failure of Millennium Development Goals in Nigeria. Also, the study utilized the secondary method of data collection largely drawn from official publication, journal articles and books while we analyzed the data using the content analysis. In the light of the foregoing, we suggested for more inclusion of political scientists in the formulation and implementation of policy frameworks relating to SDG initiatives, on one hand, and the application of basic principles of good governance which remains the core of Political Science, on another hand, in order to address the development challenges that confronting the Nigerian state.

The impact of politics can only be felt on the people through their participation in politics either positive or negative, this ascertain the level of legitimacy of such government. However, absence of political education in the society promotes electoral violence, divide the people along political parties, and promotes election malpractice and post-election crises. This paper therefore, aimed at finding out; the role played by political education on sustainable national development in Nigeria, with the view of examining the role of political education through the process of political culture which increases political awareness of the people and enables them to have incessant information about their political system. Furthermore, the concepts of political education and national development which serve as cordial points of discussion is exhaustively treated. Thus, the paper adopts secondary sources for data collection. The paper adopts the theory of political culture as its theoretical framework. The paper argues that, if political education is employed in Nigerian democracy, it will promote national unity, enhance nation building, promote political participation and it will help the citizens to hold those in government accountable for failures and accolade them for successes. The paper recommends that concerted efforts should be made to brings about political education of Nigerians citizen. This could be achieved by making political education compulsory at all levels of the educational system, televised on national media, state and private owned radios, television channels, telecommunication, publishing it on the social media and in the print media.

Over the years Political Thought has been described as a man's endeavour to consciously understand and solve the problems of life around him as an individual, a group, organization, and society in which he lives. It consists that form of discipline inquiry and rigorous investigations into the intellectual tradition or political philosophers like Plato, Aristotle, St. Augustine, Machiavelli, Karl Marx and other seminal political thinkers whose history consists of the evolution of men's thinking about socio-political problems over time. Consequently, this study discursively identified the method of teaching political science education, and then construed from the various perspectives of collections of thoughts and varying theories of the state across Epochs. Significantly, the study unearthed that, there exist remarkable discrepancies between the focus of political thoughts in the classical epoch as represented by the perceptions of Plato and Aristotle on one hand, and the prevalent ideas in the medieval era on the other hand, and then the nature of political thoughts between the Renaissance period and the Eras of Reason and Enlightenment. The study also shows the existence of some sorts of paradigm shift from what obtained in both the classical and medieval ages. The study concludes that, although the Classical Political Thoughts seemed unempirical and utopian; as they sought the emergence of politics and politicking not characterized by inequalities and injustices, yet their thoughts pattern have bearings towards the emergence of the modern day political system, and so recommends that, students and all learners in Nigeria, especially those at the elementary levels, should be adequately exposed to the history of their societal-cum-political development and civilization via political science education, to enable them have a rich knowledge of their societies'/states' historical evolution and, or development.

The study examined the role of political education and Information Communication Technology (ICT) for sustainable democracy in Nigeria. The paper conceptualized political education and IC T for sustainable democracy. The paper adopted observation and secondary methods of data gathering. The paper argued that electoral violence and fraud that marred conducted elections in Nigeria was due to decades of military rule that militarized the psyche of most Nigerians, and lack of continuous political education to redirect the militarized mentality they do display in electoral process, to democratized mentality to sustain democracy in Nigeria. The problem of national development in Nigeria is daunting given the unending spate of socio-political challenges. Among these challenges are high level of corruption, youth unemployment, ethnocentrism, religious fanaticism, political violence and thuggery and insurgency. This paper attempts to look at the role Social studies education, with its multidisciplinary approach, could play in intervening in this downward trend towards anarchy, lawlessness, gross underdevelopment and poverty. It is anticipated that the utilisation and the proper implementation of the civic education component of Social studies would engender salient social and national values of honesty, tolerance, social responsibility, patriotism all of which would translate into economic growth and economic development.

Q&A: Exploring ethnic dynamics and climate change in Africa

Evan Lieberman is the Total Professor of Political Science and Contemporary Africa at MIT, and is also director of the Center for International Studies. During a semester-long sabbatical, he’s currently based at the African Climate and Development Initiative at the University of Cape Town .

In this Q&A, Lieberman discusses several climate-related research projects he’s pursuing in South Africa and surrounding countries. This is part of an ongoing series exploring how the School of Humanities, Arts, and Social Sciences is addressing the climate crisis.

Q: South Africa is a nation whose political and economic development you have long studied and written about. Do you see this visit as an extension of the kind of research you have been pursuing, or a departure from it?

A: Much of my previous work has been animated by the question of understanding the causes and consequences of group-based disparities, whether due to AIDS or Covid. These are problems that know no geographic boundaries, and where ethnic and racial minorities are often hardest hit. Climate change is an analogous problem, with these minority populations living in places where they are most vulnerable, in heat islands in cities, and in coastal areas where they are not protected. The reality is they might get hit much harder by longer-term trends and immediate shocks.

In one line of research, I seek to understand how people in different African countries, in different ethnic groups, perceive the problems of climate change and their governments’ response to it. There are ethnic divisions of labor in terms of what people do — whether they are farmers or pastoralists, or live in cities. So some ethnic groups are simply more affected by drought or extreme weather than others, and this can be a basis for conflict, especially when competing for often limited government resources.

In this area, just like in my previous research, learning what shapes ordinary citizen perspectives is really important, because these views affect people’s everyday practices, and the extent to which they support certain kinds of policies and investments their government makes in response to climate-related challenges. But I will also try to learn more about the perspectives of policymakers and various development partners who seek to balance climate-related challenges against a host of other problems and priorities.

Q: You recently published “ Until We Have Won Our Liberty ," which examines the difficult transition of South Africa from apartheid to a democratic government, scrutinizing in particular whether the quality of life for citizens has improved in terms of housing, employment, discrimination, and ethnic conflicts. How do climate change-linked issues fit into your scholarship?

A: I never saw myself as a climate researcher, but a number of years ago, heavily influenced by what I was learning at MIT, I began to recognize more and more how important the issue of climate change is. And I realized there were lots of ways in which the climate problem resonated with other kinds of problems I had tackled in earlier parts of my work.

There was once a time when climate and the environment was the purview primarily of white progressives: the “tree huggers.” And that’s really changed in recent decades as it has become evident that the people who've been most affected by the climate emergency are ethnic and racial minorities. We saw with Hurricane Katrina and other places [that] if you are Black, you’re more likely to live in a vulnerable area and to just generally experience more environmental harms, from pollution and emissions, leaving these communities much less resilient than white communities. Government has largely not addressed this inequity. When you look at American survey data in terms of who’s concerned about climate change, Black Americans, Hispanic Americans, and Asian Americans are more unified in their worries than are white Americans.

There are analogous problems in Africa, my career research focus. Governments there have long responded in different ways to different ethnic groups. The research I am starting looks at the extent to which there are disparities in how governments try to solve climate-related challenges.

Q: It’s difficult enough in the United States taking the measure of different groups’ perceptions of the impact of climate change and government’s effectiveness in contending with it. How do you go about this in Africa?

A: Surprisingly, there’s only been a little bit of work done so far on how ordinary African citizens, who are ostensibly being hit the hardest in the world by the climate emergency, are thinking about this problem. Climate change has not been politicized there in a very big way. In fact, only 50 percent of Africans in one poll had heard of the term.

In one of my new projects, with political science faculty colleague Devin Caughey and political science doctoral student Preston Johnston, we are analyzing social and climate survey data [generated by the Afrobarometer research network] from over 30 African countries to understand within and across countries the ways in which ethnic identities structure people’s perception of the climate crisis, and their beliefs in what government ought to be doing. In largely agricultural African societies, people routinely experience drought, extreme rain, and heat. They also lack the infrastructure that can shield them from the intense variability of weather patterns. But we’re adding a lens, which is looking at sources of inequality, especially ethnic differences.

I will also be investigating specific sectors. Africa is a continent where in most places people cannot take for granted universal, piped access to clean water. In Cape Town, several years ago, the combination of failure to replace infrastructure and lack of rain caused such extreme conditions that one of the world’s most important cities almost ran out of water.

While these studies are in progress, it is clear that in many countries, there are substantively large differences in perceptions of the severity of climate change, and attitudes about who should be doing what, and who’s capable of doing what. In several countries, both perceptions and policy preferences are differentiated along ethnic lines, more so than with respect to generational or class differences within societies.

This is interesting as a phenomenon, but substantively, I think it’s important in that it may provide the basis for how politicians and government actors decide to move on allocating resources and implementing climate-protection policies. We see this kind of political calculation in the U.S. and we shouldn’t be surprised that it happens in Africa as well.

That’s ultimately one of the challenges from the perch of MIT, where we’re really interested in understanding climate change, and creating technological tools and policies for mitigating the problem or adapting to it. The reality is frustrating. The political world — those who make decisions about whether to acknowledge the problem and whether to implement resources in the best technical way — are playing a whole other game. That game is about rewarding key supporters and being reelected.

Q: So how do you go from measuring perceptions and beliefs among citizens about climate change and government responsiveness to those problems, to policies and actions that might actually reduce disparities in the way climate-vulnerable African groups receive support?

A: Some of the work I have been doing involves understanding what local and national governments across Africa are actually doing to address these problems. We will have to drill down into government budgets to determine the actual resources devoted to addressing a challenge, what sorts of practices the government follows, and the political ramifications for governments that act aggressively versus those that don’t. With the Cape Town water crisis, for example, the government dramatically changed residents’ water usage through naming and shaming, and transformed institutional practices of water collection. They made it through a major drought by using much less water, and doing it with greater energy efficiency. Through the government’s strong policy and implementation, and citizens’ active responses, an entire city, with all its disparate groups, gained resilience. Maybe we can highlight creative solutions to major climate-related problems and use them as prods to push more effective policies and solutions in other places.

In the MIT Global Diversity Lab , along with political science faculty colleague Volha Charnysh, political science doctoral student Jared Kalow, and Institute for Data, Systems and Society doctoral student Erin Walk, we are exploring American perspectives on climate-related foreign aid, asking survey respondents whether the U.S. should be giving more to people in the global South who didn’t cause the problems of climate change but have to suffer the externalities. We are particularly interested in whether people’s desire to help vulnerable communities rests on the racial or national identity of those communities.

From my new seat as director of the Center for International Studies (CIS), I hope to do more and more to connect social science findings to relevant policymakers, whether in the U.S. or in other places. CIS is making climate one of our thematic priority areas, directing hundreds of thousands of dollars for MIT faculty to spark climate collaborations with researchers worldwide through the Global Seed Fund program. 

COP 28 (the U.N. Climate Change Conference), which I attended in December in Dubai, really drove home the importance of people coming together from around the world to exchange ideas and form networks. It was unbelievably large, with 85,000 people. But so many of us shared the belief that we are not doing enough. We need enforceable global solutions and innovation. We need ways of financing. We need to provide opportunities for journalists to broadcast the importance of this problem. And we need to understand the incentives that different actors have and what sorts of messages and strategies will resonate with them, and inspire those who have resources to be more generous.

How we have come to think about climate futures has predominantly been shaped by science-and expert-driven assessments. As research turns to the role of future visions as a driver of social change and overcoming political gridlock, political struggles are understood as conflicts over making (alternative) desirable futures socially performative. The recent advent of the new climate movements (NCMs) has given rise to the assumption that they could contribute to a re-politicization of climate politics by introducing alternative future visions. Their names and slogans articulate future expectations, such as futures "worth studying for" (Fridays for Future) or averting extinction (Extinction Rebellion). Yet, research on the politicizing qualities of the NCMs is inconclusive. I use a new framework for examining (de-)politicization dynamics to study public communication of German factions of both movements from 2019-2022. The results underscore climate movements' strong affiliation to science from their inception, yet over time, increasing attempts to adhere to principles of climate justice. However, climate movements still struggle to re-politicize climate futures beyond dominant positive visions of modernization and negative visions of collapse. I argue that this bounded politicization is indicative of the broader discursive dynamics that have weakened the ability to formulate alternative visions and visions and discuss to what extent the centrality of scientific imaginative logics and understandings of the science-policy interface act to inhibit the articulation of alternative visions.

Celebrating family firsts and resourcefulness in the Class of 2024

Lynn Larabi recalls that growing up in Northeast Philadelphia some of her earliest school memories involved students at the local library looking over her writing assignments, at her parents’ request. A few years later, her mother—who works at the local elementary school—paid the favor forward by offering Larabi’s help with homework to younger students. Larabi says this emphasized for her the cyclical nature of public service and community involvement.

“I’ve developed a passion for education policy and a passion for workforce development because you really see that spaces like libraries and community centers are needed for families like my own,” she says, in reference to the Free Library of Philadelphia, considering her parents—immigrants from Morocco—faced a language barrier and didn’t attend college. Larabi, a fourth-year student in the College of Arts and Sciences , channeled these passions into a political science major, public service internships, and community engagement.

She also says that observing her father’s experiences as a taxi driver has shaped her views of labor rights. Abderrahim Larabi says he has kept his “Penn Dad” hat in his car for the past four years, and that he’s a lucky dad to have her as his daughter.

“She works hard,” he says, saying she made his dreams of higher education and community impact come true. “In her, I see myself. She is my eyes. What she’s going through, it’s like I am going through.”

Larabi is among the one-in-five members of Class of 2024 who are first-generation college students, according to Penn First Plus . The resource hub uses this term for students whose parents or guardians did not complete a bachelor’s degree.

First-generation students at Penn have a diversity of interests and accomplishments, but from childhood through university they share some attributes and experiences: Resourcefulness in seeking out information, the navigation of unspoken social norms and the implications of generational wealth and, especially in the case of second-generation immigrants, self-imposed pressure to make the most of opportunities their parents provided.

Those in the Class of 2024 navigated all this on top of the unusual experience of beginning college remotely, due to the COVID-19 pandemic.

“We’re a population that is sprinkled everywhere. We all have different talents, different skills,” says Larabi, who, as president of the First-Generation/Low-Income Dean’s Advisory Board , surveyed students involved in athletics, Greek life, music, and more. “It’s an identity that you honor because it is a triumph to be at an institution like Penn as a first-generation student, and it’s up to us to have a community and have a support system.”

Her resilience as a first-generation student gave her the guts to start a pop-rock band, Menagerie . She says starting it alongside a group of friends has allowed her to show the Penn community that students of a variety of musical backgrounds and experiences can unite under a shared desire to perform and produce music.

Larabi says one of her favorite experiences at Penn has been her involvement in Ase Academy , a mentorship group for Black middle and high school students from West Philadelphia. “I am one of two mentors from Philly who is involved in this program, and that’s important to me because it’s almost like getting a chance to serve as a mirror to versions of my younger self that I didn’t have,” she says.

Larabi says she always believed in public service and the power of policy to enact change. She learned about the importance of local government interning at the White House Office of Intergovernmental Affairs , saw how to uplift youth as a United Nations Foundation intern, and saw her faith in public service increase serving as a campaign fellow for U.S. Rep. Gabe Amo of Rhode Island, also a child of African immigrants.

One of nine Thouron Scholars , Larabi is headed to the University of Oxford to pursue a master’s degree in evidence-based social intervention and policy evaluation.

Studying representation in films and festivals

As a communication major with a minor in cinema and media studies, Crystal Marshall says she began to have questions in film classes about who she was watching and why. Taking a course her second year on Black joy—with Chaz Antoine Barracks, an Annenberg School for Communication postdoctoral fellow at the time—provided further direction.

For the final paper for an independent study her third year, supervised by former Annenberg postdoctoral fellow Perry B. Johnson and funded by the Center for Undergraduate Research and Fellowships , Marshall examined the film canon, which she describes as a “subset of films people expect you to see to give yourself a degree of credibility.” Looking at lists from entertainment outlets, she found “there were very few films by women, very few films by women of color, and almost no films by Black women, so that was very concerning to me.”

She says going to the Cannes Film Festival last summer changed her life and she subsequently “went down a film festival rabbit hole,” volunteering at BlackStar Film Festival in Philadelphia and attending the Philadelphia Film Festival. She was co-director for this year’s Bifocal Film Festival, Penn’s first student-led film festival, and is co-president of Monolith Arts Collective, a group dedicated to showcasing the work of Black artists in West Philadelphia.

Marshall, who is a lso a Thouron Scholar , will pursue a master’s degree in film programming and curating at the University of London, Birbek. She says she also hopes to continue screenwriting.

With parents who immigrated from Jamaica and didn’t go to college, Marshall, who is from Miami Gardens, Florida, says it was a big deal when she applied for the Thouron Award. She says being a first-generation student comes with a great deal of self-imposed pressure and she felt a sense of, “What did my parents come to this country for if I wasn’t going to go to college and be successful?”

Expressing his pride, her father, Leroy Marshall says, “she has strength and perseverance and here she is.” Seeing her matriculate, he says, “is remarkable.”

“UPenn was the last letter she got in that mail, and everybody was just screaming; we were jumping, and we were shouting. It was great,” recalls her mother, Claudett Marshall. She says at the time she wondered, “Can Crystal manage by herself? How is it going to work?”

Marshall has been working in the Penn First Plus office since the fall of her second year and says she didn’t realize the expansiveness of the first-generation and limited-income (FGLI) identity until working there. “FGLI is something that’s an applicable term even outside of the college setting because it is a big reality for people entering tight-knit industries like entertainment in particular,” she says, noting the industry is also competitive and full of people whose parents worked in entertainment.

First-generation advocacy and research

Jason Chu says a lot of people in his hometown of Sachse, Texas, never left the state, that there was the precedent of going to the local community college and getting a job in the Dallas area. But Chu says going to accounting competitions in high school and seeing students from other schools made him realize he should start looking outwards.

“When I was a sophomore, a senior at my school had gotten into Penn, and he was the first person who had gotten into an Ivy in a while, so that was kind of a mind-blowing moment,” says Chu, a Wharton School student with concentrations in finance and accounting. He searched for top business schools and says he also realized that Penn had a strong FGLI community with a lot of resources.

Chu, who is headed into investment banking in San Francisco after graduation, became a mentee in Penn First Plus’s Pre-First Year Program, Wharton’s Successful Transition & Empowerment Program , and the PEER Mentoring Program , helping Asian and Pacific-Islander students adjust to life at Penn. He went on to join the Wharton Undergraduate Society of Accounting, Wharton Asia Exchange, and Phi Chi Theta, a business fraternity.

Chu says he is passionate about sharing the first-generation experience and says peers may not understand his experience of working a job every semester—and sometimes multiple jobs—to pay rent and expenses.

Having been on the receiving end of help for a while, he says that once he could give back he sought out first-generation spaces. He became involved with Seven|Eight , a Penn community for first-generation Asian American and Pacific Islander students, and 1vyG, the country’s largest summit for FGLI students. Penn hosted the conference last year.

Chu’s honors thesis focuses on how first-generation students fare in the workplace after graduating. “First-generation students are a very understudied area in academia,” Chu says. “A lot of the research is centered around how these students do transitioning into college and how they do getting a job, but there’s kind of a drop-off in understanding how they do long-term, which was my goal.”

He says of his own experience, “I think being a first-generation student at Penn specifically, at an elite institution, is coming to realize the privilege that a person holds. I think coming to Penn I realized how much more power I have relative to the people I grew up with, and I’m trying to understand the best way to harness that toward helping the same people.”

His father, Minh Chu, says he always encouraged his children to at least get a four-year degree, that it will help them down the line and make looking for a job easier. He and Jason’s mother, Jade Tiuong, immigrated from Vietnam. They told Jason they would try to support him the best they could and are “very, very, very happy that four years passed and he’s about to graduate. He has grown so much, and I’m very proud,” Minh Chu says.

At michigan state university, frib advanced studies gateway season concludes with nobel laureate talk.

Attendees from around the United States took part in the final event of the season for FRIB’s  Advanced Studies Gateway (ASG) initiative on Sunday, 5 May, as Nobel Prize-winning physicist William Phillips gave a talk on the quantum reform of the modern metric system. The event drew several well-known scientists, former U.S. Department of Energy National Laboratory directors, and federal program managers, among others. 

Phillips’s talk concluded the 2023-24 schedule of public events hosted by FRIB. The season included live music concerts, Zoom talks, and in-person guest lecturers. The talk is available  online here . 

Over 800 people attended the 16 ASG events during the academic year, which included nine concerts and seven talks. Musicians such as violinist Dmitri Berlinksy and pianist Young Hyun Cho performed at FRIB in a collaboration with the  MSU College of Music . Speakers from Purdue University, the Massachusetts Institute of Technology, Harvard University, Duke University, and the University of Michigan, and other institutions delivered lectures on a variety of topics. 

ASG began in 2018 and brings together researchers, innovators, creative thinkers, artists, and performers from all fields. It strengthens ties between Michigan State University (MSU) and the community. Activities include research workshops, public talks, concerts, and special events that are free and open to the public. Dean Lee, professor of physics at FRIB and in MSU’s Department of Physics and Astronomy and head of the Theoretical Nuclear Science department at FRIB, is the host of ASG. Ten members of the National Academy of Science have given lectures as a part of the program. 

“The ASG events at FRIB have exceptional impact, attracting a broader public audience by showcasing researchers, innovators, artists, and performers from a variety of fields,” said FRIB Laboratory Director Thomas Glasmacher. “The success of the ASG program speaks to the interest that people across the nation have in programming that intersects science, technology, and the arts.”

FRIB also hosted two talks as part of the  Distinguished Nuclear Policy Lecture Series . The series is a partnership between MSU’s James Madison College and FRIB. It brings global policy experts to campus for talks about the political and scientific communities. In 2023-24, FRIB welcomed Eugene Rumer, senior fellow and the director of the  Carnegie Endowment for International Peace  Russia and Eurasia Program, and George Perkovich, the Ken Olivier and Angela Nomellini Chair and vice president for studies at Carnegie.
