Education in Pakistan— where are we?

Quaid-e-Azam Muhammad Ali Jinnah said, and I quote: “Education is a matter of life and death for Pakistan. The world is progressing so rapidly that without requisite advanced education, we lag behind others and may be wiped out altogether.” Education is essential in transforming a country’s current situation into a prominent position within the international community. A nation like Pakistan becomes even more dependent on it for socioeconomic development due to the successful transition of a significant segment of its people: the youth. A high-quality, market-driven primary, secondary, and higher education must be established to transform 63 per cent of young people into real wealth. Where does Pakistan Stand? According to the Economic Survey of Pakistan 2022–23’s executive summary, Goal 4 of the Sustainable Development Goals (SDGs) calls for Pakistan to change its education system into one that is high-quality and market-driven globally. These include enhancing access to education by establishing new schools, upgrading existing schools, improving the learning environment, digitizing educational institutions, promoting distance learning, and capacity building of teachers. But in practice, things are very different. In Pakistan, according to a labour force survey, the literacy rate in 2021 was barely 62.8%. Over the past many years, there have been very few, slowly increasing, marginal literacy rates. Only 1.77% of GDP was spent on education-related expenses at the federal and provincial levels in FY2022. Most UN organizations advise that 4% of GDP should be allotted for education spending. The highest percentage of GDP we have allocated to education in recent years was 2.12% in 2017–18. The standard justification for underfunding education has always been and continues to be a lack of resources. The current literacy rate in Pakistan is 62.3%. The region’s lowest GDP allocation to education, at 1.7%, is in the budget. Tertiary Education Affairs & Services received a budgetary allocation of Rs 74,609 billion; Pre-Primary & Primary Education received Rs 3,786 billion; Secondary Education Affairs received Rs 8,863 billion, and Administration received Rs 2 billion. The Higher Education Commission (HEC) allocated Rs 44,174 billion as part of the Public Sector Development Program (PSDP) for 2022–2023. As per the UN Annual Report 2021, one in four Pakistanis lives in poverty, with income-based poverty at 24.3% and multidimensional poverty at 38.3%; forty-two per cent (40.2%) of Pakistan’s children are stunted due to malnutrition. The rate of gender parity in schooling and the participation rate of women in the labour force (21.5%) are among the lowest in the area. Our Education System: In a world where education up to high school is a ‘right’ for all children and financed by the state, Pakistan is a country where the education system is the most polarized, dispersed, and unequal in the entire world. Education is a privilege in Pakistan; the level of parental or family income determines access to quality education. The more fees parents can pay, the more their child can study in a state-of-the-art and well-facilitated educational institute. For this purpose, both mother and father are working to fulfill the means and provide their children with quality education. The major drawback is that parents depend solely on the educational institutes for their children’s character-building and socioeconomic education, forgetting that their children need them the most to educate and train them. Although some high-priced private institutions offer good education, most private schools and institutions are low-priced, for-profit institutions, where the quality of education is also substandard. While millions have benefited from private education, it has also helped entrench and exacerbate already-existing economic and social inequities. The majority of public schools, except for some model schools, Danish schools, cadet colleges, and a few others, provide a poor quality of education. It is not to say that all state educational institutes are terrible and all private institutes are good. In the private, for-profit sector, tuition costs are correlated with quality, but that quality isn’t transferring practical knowledge and skills that can produce actual knowledgeable and well-disciplined pupils; instead, they are producing crammers and mnemonists racing for grades and medals, not knowledge and personal development. Why can’t Pakistan’s public education system compete with other countries? Many developing states are also making commendable efforts in this area, so it’s not simply the wealthy nations who have achieved this. Over the past few decades, the latter group has considerably enhanced the public sector’s ability to provide high-quality education to all students. If not with other countries, Pakistan’s public education system should try to at least compete with prestigious private schools and universities in the country. Should we not think about this? The core of science and education is the pursuit of knowledge. No reform and no national goal can be attained without informed public opinion. Pakistan places a low value on public education. Current social and political systems prohibit it from ever being. It is a human right, and human rights and education are not priorities in Pakistan outside of hyperbolic statements in seminars, manifestos, and policy declarations. Low priority is another term for resource limitations. We are all taught the hadith that urges us to seek knowledge everywhere, even in China, but we are at our lowest regarding implementation. We have lost the actual essence of education. A student’s intelligence and position are determined by their ability to cram, memorize, write, and achieve high percentages rather than by the moral values, ethics, skills, and knowledge they obtain. Grades do not define intelligence. The world has moved past impressing with position holders and gold medalists; instead, they are developing the notion of multiple intelligences, which is supported by research that shows that people do not only have one type of mental intelligence, such as that identified by an IQ test or exam. Instead, it advances the notion that there are nine different types of intelligence that each person possesses, and each of these types may be noticed and assessed in various facets of a person’s everyday activities. It is distressing to witness the rise in bullying, harassment, cybercrimes, and drug abuse among students at prestigious educational institutions. I wonder what kind of education we provide to knowledge seekers in our nation if it cannot eradicate illiteracy, awaken the knowledge of good and bad deeds, make people aware of right and wrong, or discern between halal and haram. Unfortunately, our educational institutions are producing degree holders rather than literates; that’s why Pakistan’s literacy rate lags behind the developed countries that focus on making skillful individuals with socioeconomic well-being, character building, and personality development.

Education System of Pakistan: Issues, Problems and Solutions

Introduction

It is mandated in the Constitution of Pakistan to provide free and compulsory education to all children between the ages of 5-16 years and enhance adult literacy. With the 18th constitutional amendment the concurrent list which comprised of 47 subjects was abolished and these subjects, including education, were transferred to federating units as a move towards provincial autonomy.

The year 2015 is important in the context that it marks the deadline for the participants of Dakar declaration (Education For All [EFA] commitment) including Pakistan. Education related statistics coupled with Pakistan’s progress regarding education targets set in Vision 2030 and Pakistan’s lagging behind in achieving EFA targets and its Millennium Development Goals(MDGs) for education call for an analysis of the education system of Pakistan and to look into the issues and problems it is facing so that workable solutions could be recommended.

What is Education System?

The system of education includes all institutions that are involved in delivering formal education (public and private, for-profit and nonprofit, onsite or virtual instruction) and their faculties, students, physical infrastructure, resources and rules. In a broader definition the system also includes the institutions that are directly involved in financing, managing, operating or regulating such institutions (like government ministries and regulatory bodies, central testing organizations, textbook boards and accreditation boards). The rules and regulations that guide the individual and institutional interactions within the set up are also part of the education system.

Education system of Pakistan:

The education system of Pakistan is comprised of 260,903 institutions and is facilitating 41,018,384 students with the help of 1,535,461 teachers. The system includes 180,846 public institutions and 80,057 private institutions. Hence 31% educational institutes are run by private sector while 69% are public institutes.

Analysis of education system in Pakistan

Pakistan has expressed its commitment to promote education and literacy in the country by education policies at domestic level and getting involved into international commitments on education. In this regard national education policies are the visions which suggest strategies to increase literacy rate, capacity building, and enhance facilities in the schools and educational institutes. MDGs and EFA programmes are global commitments of Pakistan for the promotion of literacy.

A review of the education system of Pakistan suggests that there has been little change in Pakistan’s schools since 2010, when the 18th Amendment enshrined education as a fundamental human right in the constitution. Problems of access, quality, infrastructure and inequality of opportunity, remain endemic.

A)    MDGs and Pakistan

Due to the problems in education system of Pakistan, the country is lagging behind in achieving its MDGs of education. The MDGs have laid down two goals for education sector:

Goal 2 : The goal 2 of MDGs is to achieve Universal Primary Education (UPE) and by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling. By the year 2014 the enrolment statistics show an increase in the enrolment of students of the age of 3-16 year while dropout rate decreased. But the need for increasing enrolment of students remains high to achieve MDGs target. Punjab is leading province wise in net primary enrolment rate with 62% enrolment. The enrolment rate in Sindh province is 52%, in Khyber Pakhtunkhawa (KPK) 54% and primary enrolment rate in Balochistan is 45%.

Goal 3: The goal 3 of MDGs is Promoting Gender Equality and Women Empowerment. It is aimed at eliminating gender disparity in primary and secondary education by 2005 and in all levels of education not later than 2015. There is a stark disparity between male and female literacy rates. The national literacy rate of male was 71% while that of female was 48% in 2012-13. Provinces reported the same gender disparity. Punjab literacy rate in male was 71% and for females it was 54%. In Sindh literacy rate in male was 72% and female 47%, in KPK male 70% and females 35%, while in Balochistan male 62% and female 23%.

B)    Education for All (EFA) Commitment

The EFA goals focus on early childhood care and education including pre-schooling, universal primary education and secondary education to youth, adult literacy with gender parity and quality of education as crosscutting thematic and programme priorities.

EFA Review Report October 2014 outlines that despite repeated policy commitments, primary education in Pakistan is lagging behind in achieving its target of universal primary education. Currently the primary gross enrolment rate stands at 85.9% while Pakistan requires increasing it up to 100% by 2015-16 to fulfil EFA goals.  Of the estimated total primary school going 21.4 million children of ages 5-9 years, 68.5% are enrolled in schools, of which 8.2 million or 56% are boys and 6.5 million or 44% are girls. Economic Survey of Pakistan confirms that during the year 2013-14 literacy remained much higher in urban areas than in rural areas and higher among males.

C)    Vision 2030

Vision 2030 of Planning Commission of Pakistan looks for an academic environment which promotes the thinking mind. The goal under Vision 2030 is one curriculum and one national examination system under state responsibility. The strategies charted out to achieve the goal included:

(i)                  Increasing public expenditure on education and skills generation from 2.7% of GDP to 5% by 2010 and 7% by 2015.

(ii)                Re-introduce the technical and vocational stream in the last two years of secondary schools.

(iii)             Gradually increase vocational and technical education numbers to 25-30% of all secondary enrolment by 2015 and 50 per cent by 2030.

(iv)              Enhance the scale and quality of education in general and the scale and quality of scientific/technical education in Pakistan in particular.

Problems: The issues lead to the comprehension of the problems which are faced in the development of education system and promotion of literacy. The study outlines seven major problems such as:

1)      Lack of Proper Planning: Pakistan is a signatory to MDGs and EFA goals. However it seems that it will not be able to achieve these international commitments because of financial management issues and constraints to achieve the MDGs and EFA goals.

2)      Social constraints: It is important to realize that the problems which hinder the provision of education are not just due to issues of management by government but some of them are deeply rooted in the social and cultural orientation of the people. Overcoming the latter is difficult and would require a change in attitude of the people, until then universal primary education is difficult to achieve.

3)      Gender gap: Major factors that hinder enrolment rates of girls include poverty, cultural constraints, illiteracy of parents and parental concerns about safety and mobility of their daughters. Society’s emphasis on girl’s modesty, protection and early marriages may limit family’s willingness to send them to school. Enrolment of rural girls is 45% lower than that of urban girls; while for boys the difference is 10% only, showing that gender gap is an important factor.

4)      Cost of education: The economic cost is higher in private schools, but these are located in richer settlements only. The paradox is that private schools are better but not everywhere and government schools ensure equitable access but do not provide quality education.

5)      War on Terror: Pakistan’s engagement in war against terrorism also affected the promotion of literacy campaign. The militants targeted schools and students; several educational institutions were blown up, teachers and students were killed in Balochistan, KPK and FATA. This may have to contribute not as much as other factors, but this remains an important factor.

6)      Funds for Education: Pakistan spends 2.4% GDP on education. At national level, 89% education expenditure comprises of current expenses such as teachers’ salaries, while only 11% comprises of development expenditure which is not sufficient to raise quality of education.

7)      Technical Education: Sufficient attention has not been paid to the technical and vocational education in Pakistan. The number of technical and vocational training institutes is not sufficient and many are deprived of infrastructure, teachers and tools for training. The population of a state is one of the main elements of its national power. It can become an asset once it is skilled. Unskilled population means more jobless people in the country, which affects the national development negatively. Therefore, technical education needs priority handling by the government.

Poverty, law and order situation, natural disasters, budgetary constraints, lack of access, poor quality, equity, and governance have also contributed in less enrolments.

An analysis of the issues and problems suggest that:

The official data shows the allocation of funds for educational projects but there is no mechanism which ensures the proper expenditure of those funds on education.

• The existing infrastructure is not being properly utilized in several parts of the country.
• There are various challenges that include expertise, institutional and capacity issues, forging national cohesion, uniform standards for textbook development, and quality assurance.
• The faculty hiring process is historically known to be politicized. It is because of this that the quality of teaching suffers and even more so when low investments are made in teachers’ training. As a result teachers are not regular and their time at school is not as productive as it would be with a well-trained teacher.
• Inside schools there are challenges which include shortage of teachers, teacher absenteeism, missing basic facilities and lack of friendly environment.
• Out of school challenges include shortage of schools, distance – especially for females, insecurity, poverty, cultural norms, parents are reluctant or parents lack awareness.

There is a need for implementation of national education policy and vision 2030 education goals. An analysis of education policy suggests that at the policy level there are several admirable ideas, but practically there are some shortcomings also.

It may not be possible for the government at the moment to implement uniform education system in the country, but a uniform curriculum can be introduced in educational institutes of the country. This will provide equal opportunity to the students of rural areas to compete with students of urban areas in the job market.

Since majority of Pakistani population resides in rural areas and the access to education is a major problem for them, it seems feasible that a balanced approach for formal and informal education be adopted. Government as well as non-government sector should work together to promote education in rural areas.

The government should take measures to get school buildings vacated which are occupied by feudal lords of Sindh, Balochistan and Punjab. Efforts should be made to ensure that proper education is provided in those schools.

The federal government is paying attention to the vocational and technical training, but it is important to make the already existing vocational and technical training centres more efficient so that skilled youth could be produced.

Since education is a provincial subject, the provincial education secretariats need to be strengthened. Special policy planning units should be established in provinces’ education departments for implementation of educational policies and formulation of new policies whenever needed. The provincial education departments need to work out financial resources required for realising the compliance of Article 25-A.

Federal Government should play a supportive role vis-à-vis the provinces for the early compliance of the constitutional obligation laid down in Article 25-A. Special grants can be provided to the provinces where the literacy rate is low.

Pakistan is not the only country which is facing challenges regarding promotion of literacy and meeting EFA and MDGs commitments. Education remains a subject which is paid least attention in the whole South Asian region. UNDP report 2014 suggests that there has been an improvement in other elements of human development such as life expectancy, per capita income and human development index value (in past 3 years); but there has been no progress in the number of schooling years. The expected average for years of schooling in 2010 was 10.6 years but the actual average of schooling remained 4.7 for all South Asian countries. In the year 2013 the expected average of number of years increased to 11.2 but the actual average of years of schooling of South Asian countries remained 4.7.  Regional cooperation mechanism can also be developed to promote literacy in South Asian region. Sharing success stories, making country-specific modifications and their implementation can generate positive results.

Recommendations

• Technical education should be made a part of secondary education. Classes for carpentry, electrical, and other technical education must be included in the curriculum.
• Providing economic incentives to the students may encourage the parents to send their children to school and may help in reducing the dropout ratio.
• Local government system is helpful in promoting education and literacy in the country. In local government system the funds for education would be spent on a need basis by the locality.
• Corruption in education departments is one of the factors for the poor literacy in the country. An effective monitoring system is needed in education departments.
• For any system to work it is imperative that relevant structures are developed. Legislation and structure should be framed to plan for the promotion of education in the country. After the 18 th amendment the education has become a provincial subject, therefore, the provinces should form legislations and design educational policies which ensure quality education.
• Unemployment of educated men and women is a major concern for Pakistan. There should be career counselling of the pupils in schools so that they have an understanding of job market and they can develop their skills accordingly.
• Counselling of parents is required, so that they can choose a career for their child which is market friendly.
• There are two approaches to acquiring education: First, which is being followed by many in Pakistan is to get education to earn bread and butter. The second approach is to get education for the sake of personal development and learning. This approach is followed by affluent and economically stable people who send their children to private schools and abroad for education. The problem arises when non-affluent families send their children to private schools, and universities. This aspiration for sending children for higher education is wrong, because the country does not need managers and officers only. There are several other jobs where people are needed. Hence the mind-set of sending one’s children to university only for becoming officers and managers needs to be changed.

Conclusion:                                                        

The reforms required in the education system of Pakistan cannot be done by the government alone, public-private participation and a mix of formal as well as non-formal education can pull out majority of country’s population from illiteracy. Similarly, to make the youth of the country an asset, attention should also be paid to vocational and technical training.

Women in Pakistan often do household chores such as cooking and taking care of the children while men in Pakistani culture are the breadwinners . Many in Pakistan see them as worthy of a proper education because they need those skills to create a prosperous life for their family. This adds to the gender and education inequality that exists in the patriarchal society of Pakistan.

For the girls who have the opportunity to go to school, they often face obstacles such as rape and discrimination . The gender-based violence present in Pakistan often occurs through child marriage, domestic abuse and maternal mortality rates. Many girls marry before they turn 18 , and according to a 2018 article by TheirWorld, “In 2012 and 2013, 53.7% of married girls between 15 and 19 had never been to school.”

The gender discrimination that girls face in the educational system is an intergenerational problem. The United States has been working to aid Pakistan in furthering its educational system and obtaining education equality for girls.

USAID aims to help girls in developing areas gain access to education, diminish the gender gap and keep girls in school when they are at high risk of dropping out. According to the Pakistan Alliance for Girls Education, 22.7% of children drop out of primary school. In an attempt to change those statistics, USAID has constructed and repaired 1,607 schools and awarded scholarships to 19,000 students in Pakistan in the past decade.

Education in Pakistan is often poor. School budgets are frequently low, infrastructure is improper and teachers are illegitimate. Change must begin on the inside, starting with the intentions of the Pakistani government.

In past years, Pakistan has fallen short when it comes to financing education. In 2000, Pakistan spent 1.8% of its gross domestic product on education. In 2017, Pakistan spent only 2.9% on education . According to the Pakistan Alliance for Girls Education, “The government has allocated Rs. 83.3 billion for Education Affairs and Services in the federal budget for 2020-21.” While there are plans in place to help Pakistan’s economy and promote education, some organizations are working on a more personal level.

Save the Children is an organization that strives to create a better future for children by providing aid to healthcare, education and disaster relief. In Pakistan, the organization’s goal is to raise awareness about girls rights, work towards gender equality and help improve the country’s education system .

“We want to help every child, each one is important but we know girls need more help breaking down those barriers,” said Save the Children’s Vice President of Public Policy and Advocating, Nora O’Connell, in an interview with The Borgen Project. Save the Children’s Choices, Voices, and Promises program aims to educate children about gender and social norms to move towards equality. The program intends to teach boys about the obstacles that their sisters and friends in order to create a supportive, less divided community. “In some cases we see boys helping their sisters with their chores so they have more time to focus on their school work,” said O’Connell.

Save the Children also has programs about sexual and reproductive health, teachers as role models and a mentor program. According to O’Connell, the mentor program is a great way for adolescent girls to stay in school when they are at risk of dropping out. Save the Children pairs girls with mentors who may have dropped out of school due to marriage or pregnancy, in order to show girls they are capable of moving past social barriers.

Through continued work, education inequality in Pakistan should become a part of the past. Everyone deserves the right to an equal and proper education no matter their gender. Right to Education Programme launched in Pakistan aims to get 50,000 more girls in remote areas into school

UNESCO and the Government of Pakistan have officially launched a three-year Girls’ Right to Education Programme in Pakistan to support better access to quality education and skills for girls in remote areas of the country.

In a video statement at the inaugural ceremony in Islamabad on October 8, Director-General of UNESCO, Ms Irina Bokova said: “This major initiative reflects the deep commitment of the Government of Pakistan to support girls’ education as a human rights issue and as a breakthrough strategy for human development and peace.”

The programme is supported by the Malala Funds-in-Trust agreement signed in Islamabad in 2014 by Ms Bokova and Mr. Baligh Ur Rehman, Pakistan’s Minister of State for Federal Education and Professional Training. It will be implemented over the next three years in twelve districts with particularly low enrolment, high illiteracy rates for adults, and in particular women, and poor retention of girls at primary school.

Working through local civil society organizations and at community level, the programme aims to get 50,000 more girls enrolled in primary schools, increase their retention and improve learning outcomes by supporting better access, improved quality and safe learning environments. 

Ms Bokova said: “There has been tremendous progress across the world, and in Pakistan, since 2000 – but there are still 31 million girls out of primary school worldwide, including 3 million in Pakistan. Together, we are committed to do everything to provide them with access to quality learning, to empower them to contribute fully to society.

“This is essential for the new Sustainable Development Goals, which recognize access to education as a human right vital for the sustainability of all development.”

The ceremony was attended by officials and representatives of the federal, provincial and area Governments of Pakistan, parliamentarians, civil society organizations, academia and development Partners.

Delivering the keynote speech, Mr. Baligh Ur Rehman expressed his gratitude to UNESCO Islamabad for its efforts in finalizing the programme and selection of the targeted districts together with the ministry.

He said: “We envision standardizing the education system in Pakistan in terms of curriculum, teaching, classroom environment and school facilities. Realizing the growing need and demands of modern education system the Government is aimed to introduce ICT in all schools in the country”.

UNESCO Representative to Pakistan, Ms. Vibeke Jensen expressed sincere thanks to the Government of Pakistan.

The inaugural ceremony ended with a performance from a group of students from Rawalpindi Grammar School highlighting the importance of girls’ education and empowerment.

It was followed by a panel discussion in which female representatives of Balochistan and Khyber Pakhtunkhwa provincial assemblies and representatives of civil society and academia shared their perspective on girls’ education. Ms. Maki Hayashikawa from UNESCO headquarters presented the global perspective on post-2015 Sustainable Development Goals focusing on targets and indicators for SDG 4.

It has also shaped by the influence of various civilizations. The early education system was primarily focused on religious education. Madrasas were playing a vital role in imparting knowledge. However, the British colonial era introduced a modern education system. This new system was emphasizing on English as the medium of instruction.

During the post-independence period, Pakistan faced numerous challenges in establishing a robust education system. Despite these hurdles, the govt made significant efforts to expand access to education & improve literacy rates. Today, Pakistan boasts a diverse education landscape that includes public and private schools, colleges, universities, vocational institutes & religious seminaries.

Current State of Education in Pakistan:

Its an admitted fact that progress has been made in educational system of Pakistan  but the current state of education in Pakistan is still a cause for concern., According to UNESCO, Pakistan has 1 of the highest out-of-school children rates globally as approximately 22.8 million children are out of school . This alarming statistic highlights the pressing need for interventions to ensure all children have access to quality education atleast at school level

Gender disparity is another significant issue plaguing the education system in Pakistan. Girls face multiple barriers like cultural norms, poverty & security concerns. These barriers hinder their access to education. This gender gap not only deprives girls of their basic right to education but also hampers the nation’s development potential.

Challenges Faced by the Education System in Pakistan:

The education system in Pakistan faces various challenges both systemic and socio-cultural in nature. Inadequate infrastructure, lack of trained teachers & scarcity of resources are major hurdles to providing quality education in Pakistan. Many public sector schools lack basic facilities like proper classrooms, electricity, clean drinking water & sanitation facilities. All these issues make it challenging for students to learn in a conducive environment.

Moreover socio-cultural factors like child labour, early marriages & societal biases against girls’ education perpetuate the cycle of illiteracy. These challenges are further exacerbated by govt policies that often fail to prioritize education or allocate sufficient funds for its development.

Initiatives & Reforms for Improving Education in Pakistan:

Despite the challenges, numerous initiatives & reforms have been undertaken to improve education in Pakistan. The govt, non-governmental organizations (NGOs) & individuals have played significant roles in addressing educational challenges.

The federal govt has launched programs like the National Education Policy, which aims to enhance access, quality & equity in education. Additionally the establishment of the PM scholarships, free laptops and fee reimbursement schemes have provided financial assistance to deserving students for enabling them to pursue higher education.

NGOs like Zindagi trust, Alkhidmat Foundation Pakistan, The Citizens Foundation (TCF), Akhuwat, Fauji Foundation, Bunyad Foundation and Developments in Literacy (DIL) have also made commendable contributions by establishing schools in remote areas & offering scholarships to underprivileged students. Moreover individuals like Malala Yousafzai, a Nobel laureate and education activist have raised global awareness about the importance of education and advocating for girls’ right to education.

Impact of Education on Society and Economy:

Education plays a pivotal role in shaping society & driving economic growth. A well-educated population is more likely to participate actively in civic affairs, contribute to the workforce and make informed decisions . Education empowers individuals to break free from the cycle of poverty by fostering social progress & equality.

Moreover education equips individuals with the necessary job oriented skills & knowledge to thrive in a rapidly changing global economy. By investing in education, Pakistan can unlock its human capital potential, promoting innovation, entrepreneurship & sustainable economic development.

Future of Education in Pakistan

In my personal views the future of education in Pakistan is bright as government is spending more on primary and higher education. Girls are being encourged to join schools. Interest free student loans are being disbursed by many banks. Lot of NGOs are contributing too in this sector. Akhuwat has launched first free university in Pakistan. HEC is arranging foreign scholarships for local students. Lot of new universities have been given charter. Lot of educational websites have been launched in Pakistan to promote education and serve this noble cause like studysolutions.pk and arqumhouse.edu.pk etc. Digiskills is providing access to free IT courses in Pakistan. TEVTA is also there for technical education.

New Initiatives

Many universities have also launched their online and distance learning programs to facilitate the students from remote areas. Sindh government is giving scholarships to large number of school going girls. New Single National Curriculum (SNC) has been launched in the country. Modern education is being introduced in Madaris. 2 years BA/BSc and MA/MSc  programs have been replaced with the 4 years BS programs. Lot of new BS programs have been launched as per the needs of local and international job markets.

Despite adopting English as an official language, Pakistan has never had a documented ‘English-in-education’ policy which makes it interesting to observe how the country’s education system has survived over the years. This chapter discusses the status of Pakistan’s ‘English-in-education’ policy and the challenges faced in its development. More specifically, it discusses the drawbacks of not having such a policy, and presents a critique of the reforms, proposals, and suggestions offered by the government, researchers, policymakers, and public figures. How Can The Education System In Pakistan Be Improved?

Education plays a vital role in strengthening a country, and it helps to open new horizons of success and prosperity for a nation. Pakistan being a developing country, is amidst an education crisis since its independence. A weak education system results in a myriad of problems for a country, and the low literacy rate and lack of interest of the Pakistani population in education is a massive obstacle in this 73-year-old country’s progress. 

The Pakistani education system has various flaws, and it has always failed to deliver the aspired results. Miscellaneous factors are involved in Pakistani education’s current miserable condition, and the limited education budget always tops the list. Gender discrimination, increasing poverty, societal norms comes after. Did you know Pakistan has the lowest education budget in the world? Pakistan needs to make a seismic shift in the way its education system functions to thrive in this competitive world, but change always starts from grassroots levels. We have jotted down some essential points on how to improve the education system in Pakistan. Please do, read those points.

• Identify and Address Issues Causing Low Enrollment:

One of the fundamental factors that our children are not in school is the alarmingly high percentage of Pakistani residents living under the poverty line. Approximately 24.3% of the population is under the national poverty line, so the children are often forced to work. The families see their children as a source of income and rely on their children’s daily wages, which is why enrolling in school isn’t possible. 

To address this issue and ensure that children get primary education, the laws prohibiting child labor should be implemented legally. Child labor must be condemned at every level, domestic or commercial, and the mass awareness campaigns in underdeveloped and rural areas about the significance of education in future earnings must be planned and executed. This is one of the principal ways to improve school enrollment at primary and secondary levels.

• Minimize Difference Of Standards In Schools:

The importance of state-funded and private schools in educating the youth cannot be disregarded. The notion that the private education system must be abolished will further aggravate the education problems in Pakistan. Did you know that one-third of all Pakistani students attend private schools? This is a massive percentage, but people from more prosperous backgrounds can only afford good private education in Pakistan. Due to sufficient resources, the facilities provided in private schools are far better than public schools in the country.

On the other hand, state schools have no sense of equality in terms of facilities. In some well-developed areas, the state schools have an ample number of school teachers with a developed infrastructure, while in most places, a primary school is set up under a tree. Similarly, the curriculum also has massive differences, creating issues when children progress to higher education levels. This issue needs to be discussed, and universal standards for government and private schools must be developed to ensure that every kid is getting adequate facilities and education.

• Decrease Focus On Education In English:

Unfortunately, South Asia’s colonial history is one of the fundamental reasons for Pakistani’s obsession with English, impacting the education system. Conversing in fluent English is often considered a measure of intelligence, which is why teachers and parents are focusing too much on teaching in a foreign language. English is undoubtedly a global language. Learning English is imperative to survive in the world, but at primary and secondary instilling, basic concepts in children are more valuable than getting better at a language.

Language is a medium of communication, and ideas and thoughts are shared suitably if the communication is carried out in a language everyone has good command over. Students and teachers are not entirely comfortable with the English language, which gives  a push to the rote system in education. Teachers develop a course in English and dictate it to the students, who memorize them to write it in the examination. This is how the whole education system is working for the past few decades. Teaching in the national language with the inclusion of regional languages will help students learn and grab everything efficiently.

• Educate Parents About Female Education:

Female education plays a crucial role in society’s progress and development, and awareness about this is relatively low in Pakistani society. Only 29% of females in rural areas of Pakistan get basic education, and the overall female literacy rate of Pakistan is 42%, which is significantly less than the male literacy rate. These statistics clearly indicate that Pakistani parents are still reluctant to enroll their female children in schools, even in this contemporary world.

The potential in Pakistani girls is infinite, and if given adequate opportunities, they are no less than anyone. Parents need to recognize this as they are a major obstacle in girls’ education. Most girls who cannot attend a school have unsupportive parents, or their parents cannot afford education expenses, so they are more focused on educating their male children. 

There are many religious and social factors involved, but building girls’ schools can overcome this problem while parents from low economic backgrounds must be involved in community schools. Scholarships and education loans for female students must be offered in sufficient numbers; partnering with private sectors to build schools for girls in rural areas is another feasible option. There is a lot to be done for women’s education in Pakistan, and stakeholders must take the essential steps towards betterment as women constitute 48.54%% of the total Pakistani population.

• Transportation for School Children & Teachers:

In rural areas, transportation is a crucial issue and is the main reason why children are not enrolled in schools as the institutions are far away from their residential areas. Tertiary level state institutions provide limited transport facilities for their students, but this concept is absent at primary and secondary levels. Children have to handle the daily commute by themselves, which is an extra burden on the parents, so they are unwilling to send them to schools, particularly girls.

Safe and affordable or ideally free transportation is required for teachers and students because both are frequently absent due to the unavailability. Schools in distant areas must have a state-funded transport system to ensure regular attendance and productivity of teachers and students. Challenging modes of transportation exhaust children and reduce their capacity to learn, eventually affecting their annual performance. Transportation directly impacts the student’s capabilities to study, and its effect cannot be neglected at all.

• Incentives for Private Education Sector:

The current miserable conditions and productivity of public schools are out in the open, and it will not improve overnight. Extensive efforts and policies need to be formulated along with a sufficient budget for education to make the entire public school system more useful. One thing that can readily be done is to provide incentives and packages to private schools and institutions to give scholarships and charge fewer fees from deserving students from humble backgrounds. 

This would be a significant step for students in districts where state schools are not functional at all, and this way, underprivileged kids from such areas can also become a part of the education system.Private schools are profitable ventures, and offering free education to a few students will not be a massive concern for most of them. The government and education ministry should formulate policies that will direct private institutions to provide free education and dedicate 10% of their annual enrolment to needy students.

• Regularly Revise The Curriculum:

The world is progressing towards 6G technology and dazzling in the technological fields. However, here in Pakistan, we are still teaching the syllabus that our parents used to study decades back. The computer education that is, taught in our classes is very elementary and outmoded and doesn’t prepare our students well for the world’s competitive practical environment. This is also one of the principal reasons why unemployment is prevailing in Pakistan. 

The students of higher education institutions are studying outdated books and learning fundamental concepts. They are not aware and taught the recent developments, so when they arrive in the practical world, the requirements are high, which they cannot meet, leading to late employment or unemployment. This has some severe impacts and increases depression and the suicide rate in younger generations. The syllabus must be updated frequently, and new additions must be made regularly to ensure that the things and topics being taught are up to the 

mark and relevant and useful in the current world.

• Involve Teachers and Invest In Training:

An educational system cannot grow unless the teachers are included in policy making, and their feedback is taken into consideration. They are working practically. Their valuable feedback about what changes need to be done to become more productive and what modifications are essential will improve the education system to a much greater extent. Include them in the talks and take their advice to provide better education for the upcoming generations.

Another critical aspect is the teacher’s qualification. Educators must be encouraged to continue their learning alongside working as teachers. They must complete their bachelor’s education, and for that, salary incentives and scholarship programs specially designed for teachers can be started. Professionalism is vital for a teaching career. To learn new techniques, educational institutions must invest in annual training sessions that empower them to improve their teaching skills, soft skills, and teachers with higher competency levels should be given a raise to promote healthy competition among the teacher community.

• Equal Opportunities For Differently-abled People:

Did you know that according to the census held in 1998, 2.38% of the entire pakistani population is differently-abled? Differently-abled is a sensitized word for people with disabilities but these linguistic changes are essential for awareness but not enough to make them a productive citizen of Pakistan. They hold equal rights in education as well, which is often dismissed. There must be special schools for differently-abled children at all levels. 

An increase in quota in higher education institutions is also required to ensure equal access to opportunities like any other Pakistani. Former provincial education minister Zubaida Jalal came up with a national action plan to provide inclusive education for people with disabilities, however the implementation was not completed accurately, and  less effective results were observed. NGOs and the private sector are working diligently for such people. Still, a lack of interest is observed from government organizations, so change needs to be made to promote education for people with special needs.

• Focus on Vocational Education:

A one size fits all approach is not suitable anymore when providing education in the 20th century. Every student is unique and has its strengths. A sound education system helps students identify where their potential lies and gives them suitable relevant opportunities to succeed in that field. Unfortunately, the Pakistani education system is more focused on academic education, and a meager percentage of students opt for vocational education.Pakistanis are always focused on getting an education that will open gateways towards white-collar jobs, and there is also a social stigma attached to vocational education and the associated employment opportunities.

The state of vocational education is also deplorable in Pakistan, and very few institutes are providing quality education for such aspirants. This needs to be worked on, and awareness should be dispersed about the significance of vocational education to decrease unemployment after graduation. Vocational pieces of training can help students earn a handsome amount, and the cost of such education is also much lower. It takes less time to finish the studies, and the chances of getting hired are way higher because of less competition.

Final Words:

The Government of Pakistan alone cannot fix Pakistan’s education system, and every individual and private organization must strive and play their part in the progress of the country’s education system.  Collective efforts are the key to increase Pakistan’s literacy rate, and equal education opportunities for everyone is the only way to build a strong, prosperous Pakistan.

Importance of education for a nation:

For any country, the literacy rate determines its success.

The more educated the people are, the more the country will progress.

Thus, a country needs to have an advanced education system that provides quality education to its students and focuses on their well-being. It is important because children are the future of a country.

Education system of Pakistan:

Unfortunately for us, the education system of Pakistan is not very good. In fact, since its independence, Pakistan has been facing critical problems regarding the education system and is not paying much attention to it.

If Pakistan wants to progress, then it must pay attention to its educational system. Japan is a prime example of gaining progress through education.

Japan has always been very strict regarding its educational system and keeps the students a top priority.

This strategy has gained them a lot of progress and today Japan is one of the world’s most developed countries in the economic field.

Although we are also seeing some increase in the current literacy rate of Pakistan (almost 60%), the changes are way too low.

Keeping in mind the current economic situation of Pakistan, the education system of Pakistan has been affected the most.

Problems in the education system of Pakistan:

Insufficient attention to primary classes:.

One of the main problems is that the faculties of these institutions are not implementing the education policies set by the government.

Many of the schools don’t pay much attention to the primary level, not knowing that it makes the base of the student.

The burden of studies for higher classes:

So much stress is put into higher education. The institutions are more focused on getting their profit.

For this purpose, they are feeding countless information in their brains which the students are forced to swallow.

They only teach them to get good grades in the papers. As a result, students are also focused on getting good grades rather than attaining knowledge.

Expensive institutions:

Especially, private institutions have become so greedy for money. For colleges and universities, the fees can go up to more than lacs per semester.

For the government institutions, the merit for fields like medicine is increasing day by day. Thus, our educational system is also too focused on grades rather than skills and willingness to learn.

Pakistan is not an economically strong country. Most of the people cannot afford these expensive feeses. Thus, it is high time the government of Pakistan does something about it.

Barrier-building institutions:

Instead of uniting the nation, the education system of Pakistan is only building barriers due to different categories of education.

Cambridge schools only teach international syllabus and are highly expensive. Then we see the English medium schools that teach Pakistani syllabus but in English. These schools are also very expensive.

Then comes the Madarassah which gives religious teachings but does not focus on other educational aspects. And lastly, we have our government institutions that teach the syllabus in Urdu.

The government system should be at the top to encourage the study in Urdu to maintain the identity of Pakistan. These different categories are creating barriers making the government students seem less educated.

Ways to improve the educational system of Pakistan:

If the government starts to focus on its education system, almost all problems of Pakistan can be solved. We should not play with the future of the children.

We should set aside all of the politics and focus on the education system for the success of our country. There are several ways we can do so:

Same curriculum:

There should be only one curriculum followed by every institution, no matter private or government.

This will help to keep every child equal and hence they will be able to avail themselves of equal opportunities in the future.

The government should keep a close eye on the institutions to check whether the same curriculum is being taught.

Up to date syllabus:

The curriculum should be advanced at least yearly. We should keep the syllabus up to date according to the advancements especially in the fields of science.

Skillful teachers:

Teachers should be hired based on their skills to make the syllabus easy. They should have a simple manner of teaching.

Many teachers are highly qualified but their explanatory skills are very weak. Also, more teachers should be hired so that they are not burdened.

Currently, a teacher had to teach 30-40 students in a class which can be quite stressful. This number should be decreased to at least half so that teachers can teach easily.

Focus on primary level:

Attention should be given to the primary level. They form the foundation of a student.

Thus basic teachings should be given to the students that will help to groom their personalities and increase their confidence.

Lower the fees:

The fees of all the institutions (private and government) should be lessened to lighten the burden of parents.

Primary education should be made free of cost. Scholarships should be given to bright students or to the ones who cannot afford the fees.

Education without any discrimination:

Some are not given admission due to their race or religion.

Thus, it is important to take steps. We should go to such areas and teach them about the importance of education.

According to Nelson Mandela,

” Education is the most powerful weapon which you can use to change the world.”

Conclusion:

Education is the backbone of a country but unfortunately, our country fails to understand it.

However, it is our duty as citizens of Pakistan that if we want to see our country successful, we should raise our voices for the future of our children.

If we work together along with the government, then one day our country will certainly be among the most developed countries.

The heat is on, towards a climate resilient education system in pakistan.

Pakistan is highly vulnerable to adverse effects of climate change. Different parts of the country are exposed to different climate-induced hazards. Pakistan ranks 14 out of 163 countries in UNICEF’s children’s climate risk index of 2021.

The report, commissioned by UNICEF Regional Office for South Asia, examines the direct and indirect impacts of climate change on the education system; the education sector's response to climate change using seven key education systems components (i.e., policies, plans and strategies; finance; curriculum, teaching and learning; teacher capacity development; communication, coordination and partnership; school/community student participation platforms; monitoring, evaluation and accountability); and offers key recommendations to make the education system more resilient in the face of increasing climate change risks.
