A Perth architecture studio is planning for the city’s growth as it expands its own footprint.

Architectus focused on future needs

When Architectus opened its Perth studio in late 2018 it had 10 staff on its books in the Western Australian capital.

The firm, which has more than 770 staff nationally, has since quadrupled its Perth staff numbers despite challenging market conditions.

It has done so by focusing on areas of need, and by adjusting its lens as the economic viability of projects changes.

The property development sector has faced multiple setbacks in recent years, as construction costs escalated beyond what was predicted and COVID changed the way cities functioned.

This has led to several projects stalling or being scrapped altogether.

As Architectus Perth studio principal Mark Black told  Business News , this shift meant the design industry needed to adapt.

“We are having to look at design slightly differently,” he said.

Mr Black , who joined Architectus in February 2020 from Hassell, said one of the biggest changes he had observed was a shift towards build-to-rent in residential projects.

“Residential for us is very broad [and] there are build-to-sell opportunities still out there [but] they’re incredibly hard to get up and running,” he said.

“In the build-to rent-space … there’s quite a spectrum of work within that. Whether it’s social [and/ or] affordable, a purely commercial market product or whether it’s mixing … uses that are all effectively residential product being built for rental purposes.”

A recent proliferation of purpose built student accommodation in Perth demonstrated this trend, Mr Black said.

Architectus is working with Sirona Urban on a $100 million, eight-storey apartment development in Fremantle, which is likely to have a build-to-rent component.

The 215-dwelling project was approved in December last year on a site previously earmarked for a DoubleTree by Hilton.

Additionally, the studio is working on DevelopmentWA’s replacement of Stirling Towers, on Smith Street in Highgate, with a build-to-rent development containing social and affordable housing.

Tetris Capital and Community Housing are behind that project, which is set to include more than 100 units.

Shared approach

In 2020, Architectus created a future vision for Perth, where more than 50 designers, graduates and industry leaders formulated a plan for the city.

The exercise is known as a design charette, meaning a workshop of ideas to create a masterplan for an area, with the outcome providing detailed plans to connect various precincts of Perth.

The space between Northbridge and the CBD was a key part of the vision, with the city’s need for a more seamless north-south connection identified as a catalyst for growth.

The plan included early renders for Edith Cowan University’s city campus, which were used in media and government campaigns spruiking the proposal.

ECU utilised Architectus ’ designs to secure funding for its city campus via the state and federal government’s $1.69 billion Perth Perth City Deal, and eventually got the project over the line.

National architecture practice Lyons, Perth’s Silver Thomas Hanley, and international studio Haworth Tompkins were awarded the contract to design the campus in mid-2021.

Architectus ’ future vision also included designs for an entertainment precinct in Kings Square featuring an 1,800-seat theatre at the home of the former Perth Entertainment Centre.

For this same site, in May 2022 the studio received planning approval for a 27-storey commercial tower in Kings Square valued at $180 million.

The Kerry Stokes -led project, via development company Flagship, sits within the $5.2 billion Perth City Link precinct.

Dubbed Kings Square 5, the proposal comprises 20 floors of office space, three co-working levels, a tavern, restaurant and conference centre.

The 4,153 square metre Kings Square site was put on the market in April 2023, however, casting doubt on the proposal’s future.

CBRE’s marketing campaign promoted the site as “one of the last landmark holdings offering scale within the CBD” with a current development application in place.

Architectus principal and national leader strategic projects Mark Mitcheson-Low , who helped establish the company’s Perth office, spoke about the challenges associated with working on commercial sites.

“Our original thoughts were [that] we would have a theatre with a tower above it and try to create a west end of Perth, to activate that end of town,” Mr Mitcheson-Low told  Business News .

“At the end of the day we couldn’t build the theatre unless we had a tenant for the tower … [but] we had to lose the theatre and keep the tower.”

Mr Mitcheson-Low said the firm’s proposal for that site was commercially viable but would rely on securing the right occupants for the building.

“As a commercial tower in that precinct it’s one of the maximum yields you’ll get, he said.

“So ... if someone picks it up there’s a development approval ready to go.

“I think it’s feasible anytime if there’s a tenant, the feasibility comes down to that.”

Mr Mitcheson-Low added that the pandemic resulted in a shift in attitudes among developers, with many hesitant to proceed with projects.

“There’s been a lot of land banking,” he said.

“A lot of these schemes were done before or during COVID with the view that things would get better after COVID.

“But the reality is the supply chain became limited, costs went up and anybody that had done feasibility [analyses] had to redo them.

“Everyone was chasing the same [large government] tenants, but there are more DAs and proposals than there are tenants in town.”

Mr Mitcheson-Low said many businesses scaled back their fit-out requirements following COVID when remote working took hold.

A concept for the redevelopment of Perth railway station, including sinking a section of road on Wellington Street, also featured in Architectus ’ vision.

The aim of this project would be to improve pedestrian access the area and connect Forrest Place with the station entrance, which would effectively link Perth’s cultural facilities with its retail district.

The design charette also featured an idea to redevelop Royal Perth Hospital into a health precinct incorporating commercial and residential uses.

Additionally, it proposed to create a renewable energy centre of excellence in East Perth where industry could collaborate.

The Architectus Perth studio has matured to the point where some of its designs near completion.

These include the $65 million Public Transport Operations Control Centre (PTOCC) in East Perth, which will house Metronet infrastructure.

ADCO Constructions completed the base build of the centre in December last year, with the internal fit-out due for completion in late 2024.

The studio also designed the Ruah Centre for Women and Children in Northbridge, which is expected to open later this year.

ADCO is also building that project.

The Ruah development attracted controversy when first mooted, as the seven-storey structure is replacing Ruah’s homeless outreach centre.

Mr Black said the concerns were around the relocation of Ruah’s drop-in centre rather than the building itself.

“I think it’s fair to say now that the controversy is long gone, that all stakeholders are very supportive of the outcome for Northbridge,” he said.

In April last year, Architectus merged with Brisbane-headquartered Conrad Gargett, making it the largest architecture practice in the country.

The merger, along with its partnership with its New Zealand sister company, brought the firm’s staff to more than 700 across Australia and New Zealand.

Mr Black said the Conrad Gargett deal added significant health and defence portfolios and a depth of expertise to the company.

“A big part of the business supporting our growth in WA, has been the inter studio and across studio sharing of work and expertise,” he said.

“That’s the MO of the business going forward, to … not replicate the same levels of expertise and experience in every studio, because we can … have a strong experienced local presence but have a national pool of expertise that can lean into projects.”

Mr Black added that, over the next two to three years, the company aimed to top out at about 80 employees in its Perth studio.

A planning framework to guide the growth and future prosperity of Perth for the next decade and beyond was approved by City of Perth Council tonight.   The Local Planning Scheme will now be sent to the Western Australian Planning Commission for approval, before being advertised for further input from City of Perth residents, businesses and the broader community.   The Scheme sets a single vision for Perth, giving investors and developers certainty, while removing unnecessary planning layers and red tape.   City of Perth Lord Mayor Basil Zempilas said it was not every day a Council was able to implement a dynamic new planning framework for a capital city, one that sets the city on course to achieve its goal of 55,000 residents by 2036.   “There are some important elements in this Scheme that will appeal to investors and developers, as well as facilitating a vibrant, liveable City for residents, businesses and visitors alike,” Mr Zempilas said.   “That includes a significant increase in the plot ratios available for key areas of Perth.    “At a time when cities are competing for investment, this new planning scheme creates important new opportunities for landowners to look at their properties, see the possibilities, and hopefully motivate them to revitalise and reinvest in existing buildings.   “The significant plot ratio increases along St Georges Terrace, Kings Park Road and Adelaide Terrace - to name a few - will be the catalyst for new investment and redevelopment of our older buildings in key areas of the city.   “New planning incentives will encourage developers to provide more residential development, protect our heritage buildings, deliver environmentally sustainable design and provide opportunities to inject more cultural spaces into our capital city.    “Ultimately this will go a long way to delivering a more sustainable and liveable city.”   Lord Mayor Zempilas said the introduction of a Significant Tree Register into the new planning scheme was also important.   “With the correct checks and balances in place, we can all do our bit in both the public space and on private property to support the planting of new trees and the protection of our urban canopy,” he said.   City of Perth CEO Michelle Reynolds said the Scheme had consolidated a number of local planning schemes and was designed to set a planning framework for development and investment in the City for decades to come.   “I would like to commend our City Planning staff, they are technical experts who live and breathe our City,” she said.
