About the PhD in Health Systems Program

The PhD program is designed to equip students with the technical skills for carrying out cutting-edge health policy and systems research and preparing them to take leadership positions in global health settings.

Through a combination of coursework and research mentoring, graduates will have a robust understanding of diverse methods (both qualitative and quantitative) for health systems research.

This is a  STEM designated program . Eligible F-1 visa students can receive an additional 24 months of work authorization, beyond the initial 12 months of post-completion Optional Practical Training (OPT).

Krishna D. Rao, PhD '04, MSc, finds ways to improve access to quality health services and financing of health care in low and middle-income countries.

All full-time PhD students will receive the following support for the first four years of the program either through endowments, grants, or research projects: full tuition, individual health insurance, University Health Services clinic fee, vision insurance, and dental insurance.

Need-Based Relocation Grants Students who  are admitted to PhD programs at JHU  starting in Fall 2023 or beyond can apply to receive a $1500 need-based grant to offset the costs of relocating to be able to attend JHU.   These grants provide funding to a portion of incoming students who, without this money, may otherwise not be able to afford to relocate to JHU for their PhD program. This is not a merit-based grant. PhD Program

Wharton’s PhD program in Health Care Management and Economics provides rigorous training in applied economics and management coupled with advanced training in health care systems and health services research.

Faculty members engage in a broad range of research related to health care management, economics, and policy. Major areas of research currently include: the impact of insurance status on medical expenditure and reported health status; potential sources of disparities in cardiovascular care; effects of Medicare Part D; adoption and diffusion of medical innovations; effects of pharmaceutical safety events on stock prices; programs for reducing losses from natural disasters and providing funds for recovery following catastrophic events; and issues of biopharmaceutical product variety and innovation.

Doctoral students have opportunities to work closely with faculty at the Leonard Davis Institute of Health Economics, the Wharton Center for Health Management and Economics, and the world-leading University of Pennsylvania Health Care System.

Health Care Management doctoral students predominantly come from a business, math, or social science background, and also include physicians, future physicians, and clinically trained professionals.

PhD in Health Policy and Management

The doctoral program in Health Policy and Management (HPM) is designed to develop scholars that are able to apply theoretical frameworks from the social sciences (such as economics, political science, organizational theory and management, sociology) to address pressing health policy and management research questions. The program is purposefully interdisciplinary and seeks to prepare students for research careers in academics as well as in public and private sector agencies and organizations. Students complete courses in a broad set of health policy and management areas, biostatistics and econometrics, and a selected area of depth (i.e., economic theory and application, political and policy analysis, and organizational theory and management). Students in the department of HPM take qualifying examinations in:

• health policy and management
• quantitative methods
• their chosen area of depth.

In addition, students work directly with a specific faculty member on an individualized readings course on which they will also take a qualifying examination. The program typically requires 4-5 years to complete, including 2 years of coursework followed by 2-3 years to complete and defend the doctoral dissertation. Individuals applying to this program usually have a master’s degree and/or relevant research experience, however the minimum requirement is a bachelor’s degree.

The PhD in Health Policy and Management is an academic degree emphasizing the in-depth expertise necessary for a research career. It emphasizes the integration of theory and research in a focused substantive area (cognate). This includes classroom instruction; non-credit seminars; independent study; research projects; academic apprenticeships; and interaction with faculty, fellow students, and other professionals within and outside the UCLA campus.

Because each student has unique and specific interests, doctoral training is individualized to the needs and interests of the particular student.

The doctoral program encompasses the following major elements and stages:

Cognate Requirements

Cognate studies give students a depth of knowledge in a field that is complementary to health policy and management. Students are required to take PhD level coursework that satisfies the requirements of at least one cognate. Students choose a cognate from areas such as economics, epidemiology, health care outcomes research, organizational behavior, and public policy studies, or may design their own cognate with a faculty member.

Qualifying Exam

Students generally take the qualifying exam after the completion of all course work, usually in the beginning of their third year of doctoral studies. The purpose of the written qualifying exam is to prepare and evaluate students’ knowledge and application of a number of areas, and to assess students’ readiness to undertake independent research.

Dissertation Proposal

The dissertation proposal describes the student’s desired area of research, the methods that will be used to examine relevant data and how it will support the dissertation findings, and explain the dissertation’s contribution to the field.

Dissertation Proposal Defense (Oral Qualifying Examination)

The purpose of the dissertation proposal defense (also known as the oral qualifying examination) is twofold: 1) to evaluate the research being proposed for the dissertation and 2) to assess the student’s ability to conduct this research. The defense focuses on the proposal for the dissertation.

The dissertation reports the results of the research conducted based on the proposal. The dissertation should demonstrate the scientific merit of the work itself and the student’s mastery over its substance and methods. It must demonstrate that the student is qualified to conduct independent research.

Dissertation Defense

The final oral examination is a defense of the dissertation. The purpose of this examination is twofold: 1) to evaluate the research conducted for the dissertation 2) to assess the student’s ability to conduct independent research. The exam focuses on the dissertation.

The PhD is generally obtained in four or five years.

Desired Qualifications

In addition to meeting the University’s minimum requirements , the Department of Health Policy and Management recommends a master’s degree in public health or other appropriate graduate degree in a related field with a grade-point average of at least 3.5 for graduate studies. In addition, although not required for admission, research experience in the field is viewed favorably when competing applications are judged. Students do not need to identify a faculty mentor in order to apply for the program.

Health Policy PhD

Impact population health at a systems level.

Health policy is an interdisciplinary field that examines the organization and financing of health systems and services; the impact of health policies on population health; and the economic, social and behavioral determinants of health. It involves the investigation of all systems that affect population health, not just the medical care system. The purview of health policy is global.

The mission of our program is to prepare students for research careers in health policy and health services research; teaching; and public service in university, governmental and public policy settings. This program is distinguished by its interdisciplinary application of the social and behavioral science disciplines to real world health issues. Graduates are prepared to play lead scientific roles in addressing the many challenges facing health care and public health systems in the United States and countries around the world.

Students must successfully complete a health services research readings and methods seminar (two semesters), five specialty field courses, three quantitative research methods courses, and three additional graduate elective courses.

The program includes three specialty fields:

The Health Economics specialty field draws on economics, epidemiology and statistics to understand the causal relationship between different aspects of health and the health care sector. With an emphasis on quantifying relationships, health economics covers a broad range of study areas including health production, demand and supply of health services, health care financing, behavioral responses to institutional or policy incentives, policy evaluations and other efficiency, and equity issues surrounding health.

The Organizations & Management specialty field trains scholars in organizational behavior and political science in regards to health. Theories and methods in organizational sociology, political science and social psychology are central to the study of health organizations. Specialty field courses in macro-organizational theory, micro-organizational theory and organizational analysis of the health sector are required. This specialty field emphasizes the management of health care and public health organizations and systems, the implementation and dissemination of policies and practices within and across organizations, and the role of policy-making institutions as platforms for the creation and modification of health policies.

The Population Health Sciences specialty field trains students for research careers in the social, behavioral, and economic determinants of health and the study of interventions, policies, and practices that impact the health of populations and vulnerable communities. The specialty field emphasizes addressing the social and behavioral determinants of health through quantitative research informed by theoretical frameworks in economics, psychology, demography, and social epidemiology. Training in innovative methodologies for establishing causal relationships in quasi-experimental research is a cornerstone of the Population Health Sciences specialty field. Students will learn and integrate cutting-edge methods from key areas of strength at Berkeley: biostatistics, social science methods such as econometrics and formal demography, and the rapidly evolving set of data science innovations such as machine learning that are being advanced at Berkeley including in the Division of Computing, Data Science, and Society. The explosion of health sector data availability, along with Berkeley’s innovation hub positioning, make this an excellent track for students looking to become quantitative experts who can lead research across a wide variety of population health science and health policy questions.

Students have access to all of UC Berkeley’s disciplines and professional schools, in addition to UCSF faculty and research programs. This is a full-time program geared for careers in academia and research and students typically complete it in four to five years. Our program is administered by Berkeley Public Health and the doctoral degree is granted by UC Berkeley’s Graduate Division.

Graduates can achieve and demonstrate expertise in the following major academic outcomes:

• Understand central social science theoretical frameworks and debates shaping health policy.

Qualifications

A master’s degree is not a requirement for this program, however, entering students should have completed introductory coursework in statistics, microeconomics, epidemiology and public health. Students without master’s-level coursework in these areas are required to take relevant courses at UC Berkeley or otherwise demonstrate mastery of these areas.

Graduates are well-prepared to assume academic careers in research and teaching. Many of our graduates move directly to positions in academia, government or research organizations. Other graduates receive postdoctoral fellowships to continue specific training in their area of interest and research.

Submissions of GRE scores are optional but strongly recommended for this program. Especially if you have no other evidence of quantitative, verbal, or analytical abilities in your application. If not submitting a score, competitive applicants will need to provide alternative evidence of strong quantitative capability and should speak to their analytical and quantitative preparation for the PhD program in their application based on past coursework (e.g. statistics, microeconomics, math) and/or professional experience.

This is a quantitatively-oriented health policy program. Prospective applicants primarily interested in qualitative methods are advised to explore related programs such as the UC Berkeley PhD in Social Welfare or Medical Anthropology, or the UCSF Sociology program. Prospective applicants instead primarily focused on computational methods should also consider related UC Berkeley PhD programs in Biostatistics or Computational Precision Health.

Health Policy PhD students have access to a wide range of resources at UC Berkeley and UCSF, including highly regarded research centers. Below are brief descriptions of a selected list of research centers most closely aligned with the Health Policy PhD program. These Centers include faculty from a wide variety of backgrounds and disciplines who bring expertise in health services research and provide settings for intensive training and mentorship opportunities for trainees.

• The  Berkeley Center for Health Technology (BCHT) , co-directed by Dr. James Robinson (Director) and Dr. Tim Brown (Associate Director), promotes the efficiency and effectiveness of healthcare through research and education on the development, insurance coverage, payment, and appropriate use of medical technologies. The focus of BCHT is on biopharmaceuticals, implantable medical devices, insurance benefit design, and payment methods. Research initiatives include leadership roundtables, case studies of leading organizations, and econometric analyses of public and private data sources. BCHT helps stakeholders design a healthcare system that combines innovation and entrepreneurship with economic efficiency and social fairness.
• The UC Berkeley  Nicholas C. Petris Center on Health Care Markets and Consumer Welfare , co-directed by Dr. Richard Scheffler (Director) and Dr. Brent Fulton (Associate Director), focuses on consumer protection, affordability and access to healthcare, especially for low and middle-income individuals. The Petris Center also focuses on and the role of information in consumer choice, and regulation and competition within healthcare markets.  The research center is named after former California State Senator Nicholas Petris, who advocated strongly on behalf of California consumers for affordable, accessible, and quality healthcare.
• The UC Berkeley  Center for Healthcare Organizational and Innovation Research (CHOIR) , co-directed by Dr. Hector Rodriguez (Director) and Dr. Amanda Brewster (Associate Director) aspires to help make the U.S. healthcare system among the most responsive in the world through practice-based research and dissemination of evidence. CHOIR emphasizes innovations in healthcare delivery and assessment of organizational performance to improve the technical quality of care delivered, patient experience and outcomes of care, population health, and cost. CHOIR works to maximize their “voice” and impact through webinars, roundtables, and discussions with private and public sector action and thought leaders.
• The  Laboratory for Systems Medicine , directed by Dr. Ziad Obermeyer, applies methods from machine learning, biostatistics, and econometrics to the complex world of medical diagnoses, interventions, and outcomes. The center translates large observational datasets into new ways to understand and improve the life and death decisions that providers and patients make every day, in the US and across the world.
• The Center on the  Economics and Demography of Aging (CEDA) , directed by Professor William Dow, was founded in 1993 to promote interdisciplinary research on the economic and demographic aspects of aging.  In response to the growing demand from government agencies, Congress, and academic researchers for timely, accessible, and practical information as well as basic research. At the central core of CEDA is a group of outstanding formal and mathematical and statistical demographers who apply their skills to a variety of research areas, including biodemography, demographic modeling and forecasting, and intergenerational transfers including fiscal accounting. This central core is enriched by other themes, notably psychological and behavioral economics with applications to economic and health-related behaviors.
• The  UC-Berkeley Opportunity Lab (O-Lab) , co-directed by Professor Ben Handel and Professor Hilary Hoynes serves as the central research hub for Berkeley scholars conducting rigorous, data-driven research on social and economic inequality in the United States. Our network of faculty and graduate students work across disciplines and study a wide array of topics, from the role of childhood food security on long-term economic security to the disparate impacts of climate change on low-income communities.
• The UCSF  Center for Vulnerable Populations  at Zuckerberg San Francisco General Hospital carries out innovative research to prevent and treat chronic disease in populations for whom social conditions often conspire to both promote various chronic diseases and make their management more challenging. Beyond the local communities it serves, CVP is nationally and internationally known for its research in health communication and health policy to reduce health disparities, with special expertise in the social determinants of health, including literacy, food policy, poverty, and minority status, with a focus on the clinical conditions of pre-diabetes, diabetes, and cardiovascular disease.  CVP is at the frontline of practice-based research on chronic diseases for the diverse and disadvantaged populations of San Francisco and the Bay Area. UCSF faculty mentors Drs. Margot Kushel, Courtney Lyles, and Urmimala Sarkar are core CVP faculty.
• The  Healthforce Center  at UCSF was founded in 1992 to help healthcare leaders and  policymakers better understand the health workforce and develop successful strategies and policies. The Center’s dynamic leadership training programs have touched thousands of people across the entire healthcare ecosystem who continue to make significant and meaningful change in healthcare. About the Fleming Center

The George McMillan Fleming Center for Healthcare Management draws on the diverse academic and professional expertise of our accomplished faculty and partnerships with world-class institutions in the Texas Medical Center to advance healthcare management education and research. Preparing professionals to meet the unique challenges and changes confronting the healthcare industry is our central mission.

Welcome from the program director

We are delighted by your interest in our MPH and PhD programs in Healthcare Management. It is an exciting time to work in healthcare management under the public health umbrella. With the healthcare system's increasing emphasis on prevention and population health, the traditional boundaries between healthcare services, community-based programming and policy interventions are dissolving. Graduates from our programs will work in all these areas, forging evidence-based changes that improve health services and community health. We offer part- or full-time hybrid MPH and PhD programs, combining traditional face-to-face learning with online coursework as well as a completely online healthcare management MPH. Our five-course certificate in healthcare administration is ideal for health professionals who want to increase their management expertise. We are also proud to provide the Houston area’s only MPH program in healthcare management. The program is one of only five healthcare management MPH programs accredited by the Commission on Accreditation of Healthcare Management Education (CAHME). Our programs allow working professionals, as well as medical trainees, the opportunity to complete MPH or PhD degrees concurrently with their work or other educational concentration. All students majoring in healthcare management receive a broad grounding in public health and understanding of the full continuum of health care delivery – covering population health, healthcare delivery and effective operational decision-making. Students learn from, work with and are mentored by top-notch faculty members who lead an array of research and practice projects focused on improving health in the Houston area, across Texas, nationally and globally. Mission, Vision, Values

The Healthcare Management Program’s mission is to prepare early and mid-career professionals, in Texas, the nation and the world, for leadership positions in health systems management and policy. Our program promotes the mission of the School of Public Health by delivering the latest training in management and policy theory and practice related to a range of settings including hospitals, health systems, government, public and private payers, and community-based organizations. We provide students with grounding in population health and competencies needed to manage and critically evaluate existing programs and services in these varied settings. This is achieved through an educational process that exposes students to classroom instruction, research projects and practice experience.

Beyond the classroom

Practical experience in healthcare management.

Research, real-world cases, internships (practicums) and fellowships give students hands-on experience integrating healthcare management theory into practice. Our students also benefit from our faculty’s extensive academic and professional experience. Many faculty members serve as consultants to industry and offer valuable insight into the inner workings of healthcare organizations.

Before graduating, each healthcare management MPH student completes a practicum through the Fleming Center: 180 hours of hands-on experience in a community setting. Akin to an internship, the practicum is an essential part of a student’s public health education and should reflect his or her academic goals and professional interests. Check out these recent student projects, which highlight the diversity of our practicum experiences:

Surveying Parental Attitudes on Vaccination

A Fleming Center student worked with the Immunization Project to administer a survey on parental hesitancy towards childhood vaccines. She helped enroll more than 250 pregnant patients and co-parents to gauge their beliefs about childhood vaccines. Data from the study will be used to better understand attitudes and beliefs about vaccines among expectant parents and help determine effective vaccine education. Practicum highlight: “Enrollment was an opportunity to connect with patients on a personal level.”

Improving access to healthcare

Working with a Houston-area multispecialty medical practice, another student helped implement projects under the Medicaid Delivery System Reform Incentive Payment (DSRIP), a statewide program that increases quality and access to healthcare. He analyzed project data, used to report milestones to governmental organizations, and helped implement a project that integrates behavioral health with primary healthcare services. Lessons learned: “A practicum is an invaluable experience that contextualizes your in-class learning.”

Reducing appointment no-shows

Developing and implementing a new policy aimed at reducing appointment no-shows was the focus of one student’s work. The policy focused specifically on hypertensive and diabetic patients who visited a charity care clinic in the Houston area. Our student encouraged patients to maintain their regular follow-up appointments and educated them about their medications and health conditions. Practicum highlight: “A unique chance to see and appreciate the patient-clinic flow from eligibility to follow-up.”

Learning the financial processes of an academic medical center

Yet another Fleming Center student developed skills involved in the financial planning and budgeting process in his practicum at the financial department of a major Houston academic medical center. He created budget templates, learned how medical service revenue is recognized and discovered how start-up funds are provided to newly hired physicians. Advice for students: “If you cannot find a practicum that interests you, don’t be afraid to create your own. After all this is YOUR experience!”

Supporting teens with HIV

After observing HIV-positive teens in the juvenile justice system and a teen clinic, one of our students focused her research on finding support groups for this vulnerable population. She crafted a white paper outlining the need for support groups for teens living with HIV in Houston, and listed funding sources to help fill in the gaps in healthcare services. Practicum highlight: “I had the opportunity to observe physicians provide healthcare to adolescents at the Harris County Juvenile Justice Center and the UT Physicians Adolescent HIV Clinic.”

Rigorous training in healthcare management

Degree programs.

The Fleming Center offers rigorous training in healthcare management paired with a one-of-a-kind focus on population health. We currently offer a master’s degree and doctoral degree in public health with an emphasis in health management and health policy. We also offer a graduate certificate in healthcare management for individuals considering an MPH in healthcare management, but would first like exposure to many of the courses.

Our degree programs are designed to prepare students for the modern healthcare workplace through a challenging curriculum and real-world learning experiences. Students gain in-depth knowledge of the public health industry and graduate from the program confident they can:

• Manage multidisciplinary managerial and public health functions within the health delivery system
• Develop relationships and processes with other members of the health delivery system, including physicians, community partners, and insurers
• Create a vision for the organization and the community and champion that vision internally and externally to stakeholders
• Lead a team and participate with team members to achieve outcomes
• Achieve their professional and personal goals

Master of Public Health

The MPH in Healthcare Management provides students with a solid foundation for managing in a complex healthcare environment. The program provides training for students with interests in administration and the management of a variety of healthcare environments, including hospitals, public health agencies, nursing homes, health systems, pharmaceutical firms, insurers and other organizations in the healthcare sector.

CAHME accreditation

The MPH degree program is accredited by the Commission on Accreditation Healthcare Management Education (CAHME). Considered the benchmark that ensures the integrity of healthcare management education, CAHME accreditation is highly sought after by students and employers. The Fleming Center's healthcare management program is one of just five MPH programs in the country to receive the prestigious accreditation.

Doctor of Philosophy in Management and Policy

The PhD in Health Management and Health Policy offers training for students who wish to practice health management at an advanced level or pursue academic careers in health management. The program develops researchers who can ask relevant questions, identify answers and drive policy and organizational change to improve healthcare access, quality and cost.

Certificate in Healthcare Administration

The Certificate in Healthcare Administration is intended for health practitioners and individuals wishing to increase their knowledge in healthcare management. The five courses in this non-degree program cover the core content of healthcare management. In-person classes are available at the Houston campus and via ITV across other UTHealth School of Public Health Campuses. Most courses are taught in the early evening, allowing working professionals to easily pursue the certificate.

A certificate is awarded to students who pass all five courses. The certificate program is designed to be completed in one year.

Teaching methods and assessments

Students are taught through a combination of lectures, cases and hands-on assignments. In-person classes are available at the Houston campus and via ITV across other UTHealth School of Public Health campuses. Some classes are also available online.

Assessments include case studies, field work, essays, short answer tests, class leadership, and individual and team presentations.

Grading policy

Letter grades (“A,” “B,” “C,” or “F”) are given for all MPH core courses. Elective courses may be letter-graded or graded on the basis of pass/fail (“P” or “F”) at the discretion of the instructor. Letter grades in pass/fail courses (i.e., an “F”) will not be included in the GPA calculated for letter-graded courses. A GPA will be calculated from all letter-graded courses.

Our executive education courses help busy healthcare professionals sharpen their skills and build the sought-after managerial and leadership expertise necessary to excel in today’s evolving healthcare industry. Classes feature engaging instruction with an emphasis on organizational dynamics, planning and implementing change, working in teams and real-world problem solving. Courses are available in the following:

Physician leadership

Target audience: Physicians in mid-level management positions or individuals desiring leadership experience

Course description: In this course, participants learn critical business concepts necessary to support their roles as developing leaders within the organization. They also learn to analyze their organization and prioritize options; plan, communicate and implement change; confidently lead teams within their organization; and identify, plan and operationalize a strategic project.

Format: Available to healthcare organizations. Course is customized to fit the organization that requests it, and the number of class sessions may vary accordingly.

Lean Six Sigma

Target audience: Healthcare managers seeking to lead process improvement

Course description: Through hands-on activities, lab exercises, presentations and lectures, this course provides a strong foundation in Lean Six Sigma methodology. Participants map processes, identify root causes of problems, implement improvements and lead project teams to help organizations achieve performance improvements. They also conduct a real-world quality improvement project and become certified in Lean Six Sigma Green Belt.

Format: Nine-week hybrid course focuses on group training and is available to requesting healthcare organizations. This course meets half of the time in a traditional face-to-face classroom environment, with the remainder of the course delivered electronically.

Opportunities to lead, collaborate and learn

The Fleming Center offers students many activities emphasizing leadership, teamwork, and learning from industry leaders, further enriching their academic experience.

A student organization focused on leadership and management, The Board seeks to enrich students academically, professionally and socially as they transition into their careers. The organization offers course selection help, peer to peer coaching, alumni networking and opportunities for involvement in professional organizations including the American College of Healthcare Executives and Healthcare Financial Management Association. The Board also sponsors career development workshops, and provides activities that encourage students to forge relationships with their peers and successful professionals in their field.

Case Competitions

The Fleming Center’s annual case competition, co-sponsored by The Board, provides students with an exciting way to apply what they have learned in the classroom to a real-world problem. Teams of students compete to develop the best solution to a healthcare management-related case study. In the process, they bridge the academic and practice worlds, collaborate with their peers and take on leadership roles in a competitive setting. Last year, eight teams from seven universities participated--five from schools within Texas. Teams from UTHealth School of Public Health routinely take top honors in the competition. Fleming Center students also participate in case competitions sponsored by the National Association of Health Services Executives and Medical Group Management Association.

Preventing and caring for HIV in homeless youth

 Alexis Sims, a doctoral student in health promotion and behavioral sciences at The University of Texas Health Science Center at Houston (UTHealth) School of Public Health, has been awarded a $100,000 supplemental research grant from the National Institutes of Health to investigate HIV prevention and care in homeless youth.

Fighting back against the vaping epidemic among youth

As e-cigarette use by young people reaches epidemic proportions, researchers at The University of Texas Health Science Center at Houston (UTHealth) have received a $3.1 million grant from the National Institutes of Health to conduct the first-ever assessment on the long-term results of a nationwide nicotine vaping prevention program for youth called CATCH My Breath.

Leading data collection effort aimed at reducing teen pregnancy

Nearly $4 Million Awarded for Adolescent Cancer Research

CHPPR and Healthy Futures of Texas Collaborate to Evaluate Impact of Opt-In Sexual Health Education Policy in Texas

CHPPR investigators and Healthy Futures of Texas collaborated to conduct a first-of-its-kind evaluation of a diverse, bipartisan sample of Texas school representatives to determine the impacts of Texas’s new sex education opt-in law, which requires written parental consent for sex education or abuse prevention instruction.

The Buzz on Genome Editing

Diseases transmitted by mosquitoes such as malaria, Zika, and dengue pose significant global public health concerns. Researchers at UTHealth Houston School of Public Health are responding by launching a novel mosquito vivarium to develop genetic strategies for controlling these diseases.  

Study assessing elementary school teachers’ health outcomes and dietary behaviors published

The study found that 32 percent of teachers reported being food insecure, indicating a chronic lack of access to enough food in their household. Teachers consumed less than recommended amounts of fruits and vegetables, whole grains, fiber, dairy, and calcium but consumed more sugar than daily recommendations.

The PhD degree in Health Systems and Policy (HSP) is the highest academic degree for individuals planning to pursue scholarly careers in this discipline. The HSP PhD is designed for those who want to teach and conduct research utilizing evidence-based best practices and rigorous scientific theories and methods to understand and improve the structure, process, and outcomes of health systems, as well as the transformative nature of healthcare data and evidence; and the need to address health systems issues within the context of improving population health. Graduates of the program will be prepared to conduct innovative, interdisciplinary, and translational research and a variety of academic, government, and non-profit health settings.

Program Admission

A master’s degree in a public health, health services administration, health policy or other related health field is required for admission. Applicants for the doctoral program must show potential for further study by having maintained a GPA of at least a 3.0 average in their master’s‐level coursework. An acceptable, competitive score on the Graduate Record Examination (GRE) from the past five years is required. Applicants already holding a doctoral degree or its professional equivalent from a U.S. university may be exempted from the GRE requirement. Other professional school standardized test scores (MCAT, DAT, GMAT, or LSAT,) may be substituted for the GRE by applicants who are working toward, or who have already earned, post‐baccalaureate degrees in medicine, dentistry, management, or law earned in the U.S. Test scores must be sent directly to Graduate Admissions by the testing agency. The University of Memphis institution code number for reporting ETS scores is R-1459.

All applicants who will be attending the University on a visa, are non-native English speakers, and are not University of Memphis graduates must supply a minimum score of 96 (80%) on the computer-based Test of English as a Foreign Language (TOEFL iBT) or an equivalent score on the paper-based test (TOEFL PBT).

Letters of recommendation from three professionals (at least two letters from former professors) familiar with the applicant’s academic background or experience in public health related work, specifying in detail the applicant’s capabilities for graduate study and for future performance as a public health scholar, are required. Applicants must also submit a personal statement of approximately 750 to 1000 words indicating his/her present interests and career goals, including how the PhD in Health Systems and Policy will prepare the candidate to achieve these goals.

Materials submitted will be reviewed by the faculty admissions committee. Admission decisions are based upon the overall quality of the applicant’s scholarship and academic ability (i.e., GPAs, GRE scores, undergraduate and graduate coursework completed, research conducted, and recommendations), as well as the applicant’s “fit” for the program in terms of research interests and career goals.

Students are usually admitted to the HSP PhD program for the fall semester. The priority application deadline is December 1, guaranteed consideration deadline is February 1, and final application deadline is April 1.

A minimum of 60 semester hours of graduate credit beyond the master’s degree is required for the PhD in Health Systems and Policy. All work for doctoral credit must be approved by, and must be completed at a level of performance satisfactory to, the graduate faculty of the Division of Health Systems Management and Policy. Students also may take coursework for degree credit outside the School of Public Health with advisor approval.

Transfer Credit:

Graduate School regulations must be followed regarding accepting academic credits from another institution. Courses proposed for transfer credit must meet the following two requirements. (a) The Tennessee Board of Regents requires a minimum of 750 contact minutes for each semester credit (2250 for a 3-hour course). (b) The Tennessee Conference of Graduate Schools requires a minimum of 3 hours of class work per week for 3 hours of credit. Grades earned at another institution will not be computed in the University cumulative grade point average, nor will they be accepted for transfer, unless they are “B” (3.0) or better. No credit will be transferred unless it meets with the approval of the major advisor or program graduate coordinator.

Enrollment:

Full-time students are expected to carry a minimum of 9 credits per semester, and to devote full time during their enrollment to the pursuit of degree-related activities. Full-time students with graduate assistantships are required to enroll for 9 credits each semester. Part-time students are expected to carry a minimum of 6 credits per semester, unless permission is granted from the advisor for a reduced course load.

All doctoral students are expected to be active in research collaboratively with members of the Division faculty each semester they are enrolled. Students may receive credit for research involvement by enrolling in PUBH 8800 - Guided Research in PUBH   .

Comprehensive Examination:

Upon completion of required coursework and prior to enrolling in dissertation hours ( PUBH 9000   ), the student must successfully complete a written and oral comprehensive examination. The examination will assess mastery of areas covered in the student’s program. The content of the examination for each student will consist of core competencies in public health and health systems and policy applied to public health, health services and policy, and dissertation topic. The student’s advisory committee will be responsible for organizing and evaluating the comprehensive examination.

Dissertation:

To fulfill the requirements for the PhD in Health Systems and Policy, the student must write and defend a dissertation. The dissertation must adhere to the format outlined by the Graduate School. The dissertation topic will be determined by the student in consultation with the advisor with input from the advisory committee.

Residency Requirements:

The last thirty semester hours of credit for the doctoral degree must be earned at the University of Memphis. Only the number of dissertation hours accepted by the program toward the degree will be accepted as part of the last 30 hours.

The HSP doctoral program is a 54 semester hour degree program. Students are required to fulfill prerequisite courses PUBH 8150 - Biostatistical Methods I   , PUBH 8170 - Epidemiology in PUBH   , and HADM 8105 - Health Policy and the Organization of Health Services   , or document their equivalent. Credit hours for these prerequisite courses will not count toward the 54 hours required for graduation.

Health Systems research is about improving a health system’s efficiencies, effectiveness and accountability in order to provide quality services to patients. Research encompasses management perspectives including governance, resourcing, financial systems, performance, organizational behaviour, health informatics, decision support, clinical decision-making, expert systems, and systems analysis and development. A key aspect of health systems research is its interdisciplinary nature – it draws upon research methods and approaches from several fields. Its central objective is to train the next generation of researchers in applying innovative methodologies of scientific discovery to better understand health systems and support decision-making for the cost-effective delivery of health services. The Telfer core faculty researchers involved reflect the multidisciplinary character of the study issues, integrating expertise in health services, health administration, health economics, social science, management, operations research, computer science, and medicine.

Overview of developments, issues and challenges in health systems management, emphasizing management from a health systems perspective. Emerging innovations and the applications of innovations in health systems.

MGT8111 RESEARCH DESIGN AND METHODS FOR HEALTH SYSTEMS RESEARCH (3 units)

Study designs used in healthcare informatics and research, such as experimental designs, observational and predictive studies, and qualitative inquiries. Review of appropriate analytical approaches for each study design.

The Faculty of Postgraduate Professional Training of Physicians was founded in 1989. Today it is comprised of 40 chairs.

The Faculty provides postgraduate training (internship and residency) in almost every medical specialty. PhD and other doctoral programs are also available.

A large variety of postgraduate education programs are available, ranging from 72 to over 500 academic hours. Every year, over 7,500 of physicians study at the Faculty.
