Candidates who have completed their latest degree in a language of instruction other than English must submit scores of one of the specified ELP tests. Additionally students from non-English speaking countries but studied their latest degree exclusively in English medium are exempted from submitting English language test scores when applying for admission.

University of California, Berkeley

University of California Berkeley is among the top universities in the USA. When applying to UCB, IELTS is not mandatory to prove English proficiency. Proof of completing a university level program in a country or region where English is the official language makes candidates exempt from IELTS. Students from England, Canada, South Africa, Singapore, Ireland, Denmark are also exempt from IELTS. Candidates who don’t fulfil any of these requirements can request an English-language interview by selecting “I would like to request an English interview” in an online application.

Princeton University

Princeton university is one of the top choices in USA for international students. Candidates applying to Princeton university are not native English speakers or studied their degree in a language other than English must prove their English proficiency through IELTS/TOEL/PET. However, if such candidates have completed their latest degree in a completely English medium, they may provide the proof of the same instead of IELTS. Admission depends on fulfilling other requirements for academic performance.

California State University

A public university located in Long Beach, California, United States, it is one of the universities to study in USA without IELTS. It has 23 campuses and one of the biggest producers of graduates in USA. Indian students can submit PET scores instead of IELTS for studying graduate courses at CSU. Acceptance rate of California State University is also very high at 90.5% for Los Angeles campus.

University of Pennsylvania

A highly preferred university in the USA for obtaining cutting edge education with global relevance, candidates don’t need IELTS for admission. However, they have to prove their English proficiency in alternate methods. University of Pennsylvania accepts Duolingo English Test from international students as a proof of English proficiency. If they have studied primary education taught entirely in the English language of instruction, producing the proof of the same will also be accepted. However, as admissions are competitive, students with ELP scores tend to have a better edge.

Student visa for USA without IELTS

To study in the USA and pursue their higher studies, candidates must have a student visa for the USA. Students need to provide English language proficiency if they are non-native English speakers. IELTS is among the most popular English language tests. International Students who have not yet taken the IELTS exam or are worried about their IELTS test scores, can easily apply for a Student visa for the USA without IELTS, they just need to provide alternative proof of their English language test.

When applying for F1 USA visa, applicants have to provide proof of English proficiency to immigration authorities. To make it easy for international students, USA immigration authorities are also instructed to accept Duolingo and PET scores for ELP.

Reed College, located in Portland, Oregon is a coeducational independent liberal art and sciences college. Presbyterian College is a private Presbyterian liberal arts college in Clinton, South Carolina. It was founded in 1880 by the Rev. William Plumer Jacobs. Presbyterian College got famous in the fall of 2016 after appearing in a headline on Reddit. 19. Ohio Wesleyan University

28. Lawrence University

Established in 1847, Lawrence University is a coeducational liberal arts university and a conservatory of music located in Appleton, Wisconsin. It has a student population of over 1,500 students. There is a 99% of postgraduate success, and there are degrees in Bachelor of Arts; Bachelor of Music; and a combined 5-year double degree Bachelor of Arts and Bachelor of Music.

Music is very important in this institution since it has the Lawrence Conservatory of Music where its musicians can grow and achieve their full potential.

29. Gustavus Adolphus College

Gustavus Adolphus College is a residential private liberal arts college located in St. Peter, Minnesota, and was founded in 1862 by Swedish Americans. It does not only retain a Swedish heritage but also a Lutheran heritage as it is affiliated with the Evangelical Lutheran Church in America. It has numerous distinctions such as Phi Beta Kappa, The annual Nobel Conference, Three Crowns Curriculum, Writing Across the Curriculum, among others.

There are over 70 programs of study with 75 majors in 25 academic departments; including majors such as Japanese studies, Management, and Latin American, Latinx, and Caribbean studies.

30. University of Dayton

The final candidate in our list of universities with no application fee is the University of Dayton. This is a private Roman Catholic research university located in Dayton, Ohio. It has 5 academic units: College of Arts and Sciences, School of Business Administration, School of Education and Health Sciences, School of Engineering, and School of Law.

There are more than 80 undergraduate programs, 50 master’s degree programs, 12 doctoral programs, and many licensures and certificate programs. Some of the programs include criminal justice studies, middle childhood education, sustainability, and visual arts. You can apply for free using the University of Dayton application, the Common App or the Coalition App.

Application requirements

The application to our doctoral program is open annually from September 15-December 15 for admission the following September. The application for September 2024 admission is now closed.

Your application is considered complete when you have successfully submitted the following requirements by the December 15 application deadline:

  • Online application
  • $75 application fee
  • Scanned copy of college transcripts
  • Three letters of recommendation
  • TOEFL, IELTS, or Cambridge English Qualification (C1 & C2) test score (any one) for international students whose native language is not English
  • The GRE is required as part of applications for the 2025-2026 cycle (for September 2025 admission)

To request a fee waiver, please complete MIT's application fee waiver form . You should carefully review the eligibility criteria prior to applying. A representative from MIT’s Office of Graduate Education will be in touch about the outcome of your request.

Transcripts

Please upload one copy of each transcript from all universities you have attended. If you're admitted to the program, we'll require you to have an official copy of your transcript(s) sent to us from the university's registrar. Your transcript will be verified upon receipt and any discrepancy between the transcript you uploaded and the official transcript will result in a withdrawal of our offer of admission.

Letters of recommendation

Letters must be submitted/uploaded by the letter writers by December 15. Please send the email request to your letter writers via the 'Letter Status' section in your application.

TOEFL, IELTS, or Cambridge English Qualification scores

International students whose first language is not English are required to submit   English language proficiency test scores unless they are a US citizen or permanent resident. The department will also waive the requirement for international non-native speakers of English who have spent three or more years studying in an accredited school or university where English is the language of instruction.  (Please note: verification of the institution’s language of instruction may be requested.)

We accept the following test scores:

  • Cambridge English C1 Advanced
  • Cambridge English C2 Proficiency

If you meet the criteria for a waiver, you can make a request to waive the English proficiency exam requirement on the online application, under the "test scores" section.

TOEFL, IELTS, and Cambridge English Qualification scores are valid or accepted for two years. Scores that expire while an application is under review will be considered valid.

Submitting your scores

Your online application will prompt you to attach a scanned copy of your test scores. Your scores must also be sent directly to MIT from ETS, IELTS, or Cambridge. MIT's school code for the TOEFL is 3514. The TOEFL code for the Department of Economics is 84. IELTS and Cambridge do not require a code. Please enter "Massachusetts Institute of Technology- Graduate Admissions."

Official scores must be received from ETS, IELTS, or Cambridge by December 15. Please take your proficiency exam of choice by November 30 to allow for proper reporting time. If your score report arrives shortly after the deadline, it will be accepted, but your application may not be reviewed until your scores are received.

Minimum score requirements

The minimum requirement for the TOEFL is PBT: 600, iBT: 100. The minimum requirement for the IELTS is 7.  The minimum requirement for the Cambridge English Qualifications is a CEFR score of 185.

Your online application will give you the option to attach a scanned copy of your test scores or a screenshot of the scores from the ETS website. You can also send a score report directly to MIT from ETS. MIT's school code for the GRE is 3514. The code for the Department of Economics is 1801.

To allow for your scores to arrive by the application deadline, you should take the GRE by November 30 to allow for reporting time.

Personal statement (optional)

We encourage applicants to include a statement of objectives/personal statement with their application, though it is not required. The statement is an opportunity to explain what makes you a good candidate for the program. You should describe why you wish to attend graduate school, what you would like to study, and any research experience. Describe one or more accomplishments you are particularly proud of that suggest that you will succeed in your chosen area of research. You can also share any unique perspective or life experience that would contribute to the program.   Statements are typically two single-spaced pages.

Application Assistance and Mentoring Program

Many students interested in an economics PhD experience disparate degrees of support in the application process. The Application Assistance and Mentoring Program (AAMP) aims to mitigate these gaps by helping students from underrepresented groups connect with a graduate student mentor in MIT or Harvard’s PhD economics programs.

Mentors can provide:

  • Advice on graduate school and fellowship applications, including questions about the application process and feedback on application materials.
  • Information about economics research, life as a PhD student or in an academic career, for students who are deciding whether a PhD in economics is the right choice for them.

The AAMP aims to increase the pipeline of diverse talent in economics PhD programs and welcomes participation from all groups underrepresented in economics, including but not limited to: Black, Hispanic-Latinx, Native American, low-income, and LGBTQ+ students, women, students with disabilities, and students who are the first in their families to go to college. The AAMP welcomes participation among students at various stages of their economics studies, including undergraduates and college graduates. The AAMP is open to students who are curious about the academic economics experience and interested in figuring out if it’s right for them. 

Interested participants should fill out the application linked below. We will accept applications until July 17, 2023. Mentorship will begin over the summer and continue through Fall 2023. Mentees who prefer to meet for a single “coffee chat” may indicate their preference on the form. We will do our best to match all interested applicants with a mentor; however, demand may exceed the availability of mentors.

This program is not considered part of the admissions process for the Economics PhD at MIT or Harvard, nor will any student's participation in the AAMP be considered by the Graduate Admissions Committee at either school.

For many students, IELTS becomes a hindrance as it can be difficult to crack for non-native English speakers. Attempting IELTS several times is not an option many are keen on as it can get quite costly to take it again and again. If you are planning to study in USA without IELTS, here are the basic requirements that you need to keep in mind:

  • While applying for post-graduation courses, you will need a letter from your previous university stating that the graduate course you pursued was in English.
  • For undergraduate courses, you need to have English as one of your core subjects in your high school education.
  • If you have graduated from a country where English is the official language, IELTS might not be required.
  • If you are not able to provide IELTS scores, the university may need you to undertake their own preparatory program for English Language known as the Intensive English Language Program (IELP) through which you will be trained with the essential knowledge of this language.

To study in USA without IELTS at the University of New Orleans, you can only apply for graduate programs and admissions by completing the UNO Intensive English Language Program (IELP) with 63+ in LGVR and 70+ in Writing.

About the University of New Orleans It is a public university referred to as UNO and it has many active organizations and clubs along with more than 15 fraternities. The students of the university are incredibly active in athletics and it has more than 15 sports varsity teams.

There are no specified English language proficiency requirements to study in USA without IELTS at Rice University but the admissions committee will assess your proficiency and communication skills to come to the final decision. You can be admitted to study in USA without IELTS at Drexel University by choosing between two conditional requirements either, the University Preparation Summer Program (UPREP) or the Bridge Program designed for foreign students.

There are no requisites to submit IELTS scores for programs at California State University if you can provide proof that you have completed your secondary education or bachelor’s degree with English as the medium of instruction.

About California State University It comes under the California State University System which comprises 23 campuses. The university offers more than 225 programs in undergraduate, postgraduate and doctoral programs. It has a campus which spans over 175 acres. 🏫 University of North Alabama

The University of North Alabama offers English as a Second Language or ESL programs for those wanting to study in USA without IELTS as these language courses are designed for students from non-English speaking countries.

About the University of North Alabama With a campus occupying 140 acres of land, the University of North Alabama was founded as LaGrange College in 1830. Around 80% of the students in the university are enrolled in full-time 4-year undergraduate programs. It has around 5% of international students whereas 75% of students are from Alabama itself. To apply for a program at Northwood University, you can complete the admission process without IELTS needed if you can provide proof that English is your medium of instruction during your senior secondary education or bachelor’s degree (not as an elective foreign language or second language).

About Northwood University It was established as Northwood Institute in 1959. Candice Miller (U.S. House of Representatives) is a notable alumnus of the university. The Master of Business Administration degree provided by the university has a prominent reputation, as a case study methodology is utilized to practice and learn the intricacies of management.

🏫 National Louis University

National Louis University grants admission to those wanting to study in USA without IELTS given that they have completed their senior secondary education or bachelor’s degree with English as the medium of instruction for which the applicants need to get a certificate from their previous school or university.

About National Louis University National Louis University is a private university founded in 1886. The university has played an important role in the field of education and contributed its part in founding the National Parent Teacher Foundation. It has also contributed to the promotion of the importance of academic and professional training in early childhood education. 

Apart from these major universities to study in USA without IELTS, here are some more universities and colleges and their exemptions for English language proficiency scores.

To study at the University of Colorado without IELTS, the candidate should have completed two years of full-time academic study at a high school in the USA or any other English-speaking country like the UK, or Australia . If you have studied for a year at a college in the USA or any other English-speaking country, within the two years of the time you start your academic course at CU Boulder, you will be exempted from the English language proficiency requirements. The university also grants conditional admission to international students given that the applicant has met all the academic requirements for admission.

Note: From July 15, 2021 admissions, the university is also accepting Duolingo English Test scores on a case-to-case basis.

The university assesses applications without IELTS/ TOEFL on a case-to-case basis to evaluate their English skills and conditional admission is offered on the terms that the student takes up 1-6 credit hours of English and cultural studies courses along with their study program. The University of Arkansas also offers an Intensive English Language Program (IELP) for those who can’t meet English language proficiency scores.

The State University of New York offers both Intensive English Language Programs (IELP) and English as a Second Language program (ESL) to exempt international students from meeting English language proficiency requirements such as IELTS or TOEFL.

International students can apply for conditional admission to study in USA without IELTS/TOEFL at the University of Delaware. To opt for the option of conditional admission, you need to select Academic Transition (AT) at UD’s English Language Institute. You can choose from 150+ majors except nursing under this option and after completing the terms of the admission, you can successfully transition to full-time study.
