Old Delhi’s Red Fort, a nearly 400-year-old structure where India’s flag is hoisted every Independence Day, is separated from the Yamuna River by a 55-kilometre ring road that circles the capital. I drive past it on this road, built on an old floodplain, on my way to work at Ashoka University in the neighbouring state of Haryana, a further 30 kilometres or so upstream. The river is hidden from view in places but it can be seen farther along, narrow and darkened by pollution for most of the year.

In July 2023, flood water from heavy monsoon rains entered the Yamuna from Haryana, flooding parts of Delhi. TV images of the river lapping at the walls of the Red Fort recalled nineteenth-century paintings of the old course of the river.

Nature Spotlight: India

The Yamuna forms from the melting glaciers of the lower Himalayas, running for more than 1,370 kilometres until it merges with the Ganga in the city of Prayagraj in Uttar Pradesh. Delhi lies along its banks for just 20 kilometres, less than 2% of the river’s total length. But in that short stretch, the city belches out around 80% of the pollution found in the Yamuna. In some seasons, a foamy mixture of sewage and industrial waste coats the river surface in parts of Delhi. Newspapers carry pictures of Hindu devotees offering morning prayers while standing knee-deep in this toxic foam.

Much of Haryana’s ground water is used to cultivate rice. Farmers pump it up using electricity that the state government heavily subsidizes to encourage agriculture. Without economic incentives to use this electricity sustainably, groundwater levels declined precipitously from the 1990s into the early 2000s. To combat this, legislation was introduced in 2009 to restrict the sowing of rice to mid-June onwards, timed to begin after the start of the monsoon season. Previously, rice planting had started as early as May.

This means that the rice-harvesting season ends even closer to the wheat planting season, which begins in November. Farmers need to get rid of their rice-crop residue as soon after harvesting as possible to clear space for the wheat.

Burning the crop residue is the cheapest solution. But in the early winter months, smoke and dust released from a combination of residue burning and other sources is concentrated by frequent changes in temperature and stagnant winds, and shrouds northern India. Schools are closed, construction work is halted and flights are grounded because of the poor visibility. Hospitals fill with people complaining of breathing difficulties. Each resident of Delhi is thought to lose nearly 12 years of their life to air pollution.

As the world’s climate changes, extreme events such as the rains that led to the Delhi floods in July will become more common. The southern Indian state of Kerala witnessed a devastating flood in 2018, the worst in almost a century of recorded history. More than one million people were evacuated to higher ground. A study that year showed that about 60% of the coast of Kerala was eroding, and areas where good fishing could be found were shifting, affecting the lives of one million fishers and their families.

Two large Indian cities, Chennai, on the Bay of Bengal, and Kolkata, on the banks of the Hooghly River, are expected to be at significant risk from sea-level rise in the next few decades. Along with the resulting intrusion of salt water into groundwater systems, this will increase climate-change-induced migration. The Sundarbans, an ecologically sensitive wetland system on the Bay of Bengal that contains the largest mangrove forest in the world, has already seen substantial climate-change-driven migration into the nearby city of Kolkata.

The Namami Gange Programme is one of many started since the mid-1980s to clean up India’s iconic holy river, the Ganga. Around US$3 billion for this has been set aside or spent since 2014, largely on new sewage-treatment plants.

But pollution levels remain stubbornly high, the result of lax enforcement of control measures and unregulated river-front development. More data are needed, and more transparency on the causes, so citizens can hold civic bodies and elected representatives responsible.

Science can help too. The Ministry of Earth Sciences is funding several initiatives aimed at improving India’s ability to model the monsoon. This will help provide actionable advance warnings of extreme rain events. More research on the geomorphology of coastal India, on near-shore ocean current patterns and on the impact of sea walls could aid the design of interventions to slow coastal erosion.

Fresh water is a finite and vulnerable resource that should be managed in a participatory fashion. Citizen groups in the south-Indian city of Bengaluru are helping to renew urban water bodies, reconfiguring them as centres around which communities can coalesce. In arid areas, such as the deserts of Rajasthan and Gujarat, old methods of rainwater harvesting are being revived, helped by traditional community knowledge.

Guaranteeing a minimum amount of fresh water for each individual, free of charge, will ensure broader societal equity. Beyond that limit, water usage should be priced, creating an economic incentive for its sustainable use. Such a policy was introduced nearly a decade ago by the Delhi government, but continued groundwater extraction using illegal borewells has partly neutralized this positive step.

Ensuring the sustainable use of water intersects climate change, agriculture, politics, pollution, migration and much more. Well-intentioned policy measures, such as subsidizing electricity for agriculture, can have unexpected consequences for water and its sustainable use.

Placing water at the centre of our thinking about sustainability can help avoid such pitfalls. We need more conversations about water.

On Delhi’s Toxic River, Prayers to a Sun Struggling to Shine Through Smog

Every year, a four-day festival to the sun god Surya highlights the Indian city’s extreme air and water pollution, with a river so filled with foam it resembles a blizzard’s aftermath.

NEW DELHI — As the worshipers descended the slope to the riverbank, dressed in their festival best and carrying offerings, a voice on the loudspeaker repeated: “The water is deep, don’t let go of your child’s hand, don’t let them in the water.”

It was a much needed warning for the thousands of families in attendance for the four-day Hindu festival of Chhath that ended on Thursday, a celebration of the sun deity Surya that involves fasting and making offerings while standing in water.

They needed the warning because the river’s water was, in fact, barely visible, blanketed with a toxic foam of industrial waste and sewage. If you didn’t know better, you could mistake it for the morning after a night of heavy snowfall.

Many worshipers in northern India celebrate the festival at the Yamuna River , a religiously significant tributary of the Ganges that runs through the capital city of New Delhi.

Every year, the festival season of November brings unwelcome reminders of how devastatingly polluted the water and air around the city remain. The Yamuna, one of the main sources of water for Delhi, is so overwhelmed by waste in the 13-mile stretch that cuts through the city that it is highly unsafe for bathing or irrigation .

But the Yamuna’s decades-old problem of pollution gained new prominence in embarrassing fashion this week when the local administration in Delhi tried to scrape together a last minute cleanup at the festival site. It sent out boats to try to sweep away the foam, laid down bamboo barricades to stop it from spreading and even deployed workers with hoses to sprinkle the river with clean water.

“What are you doing?” a reporter asked a Delhi government worker in a video.

“I am spraying water to kill the foam,” he said.

Yet, none of these shambolic efforts seemed to dent the spirits of the worshipers as they thronged by the thousands to the riverbank — not the foam below, the smog above or the Delhi government’s warnings that the coronavirus that wreaked havoc in the city earlier this year was still a threat.

Their explanation: What’s a little foam in the face of faith?

The families arrived in taxis, traditional sugar cane offerings jutting out the windows, and they got there packed in the backs of tractor wagons and large trucks. They came in bright saris and in shiny suits. Many walked barefoot, and some carried their own sound systems — with a car battery for power.

“I am not worried,” said Kiran Devi, who had not eaten in three days and would break her fast only when the festival ended with the final prayer. “Once I go in the water, it will be fine.”

Some cleared the foam with their hands, pushing it away to create a little space for their prayers. Others used sticks. The foul odors were inescapable.

Ms. Devi arrived for sunset on Wednesday, and her extended family of 10 would spend the night by the riverbank to wait for the sunrise worship that is the festival’s culminating event. The women, who made up the majority of those fasting, arranged the baskets of offerings with bananas, coconuts and radishes, and filled the diya lights , small clay lamps, with ghee before lighting them. The men mostly lingered and chatted.

Her brother-in-law, Sonu Prasad, 36, who sells buttons, said he knows what contributes to the pollution of the river: “When I shower, it goes into a small canal, then a big canal, then it goes into the river,” he said.

“It’s a sewer,” Ms. Devi’s husband and Sonu’s older brother, Ravi Shankar Gupta, said. “But the sun deity says: ‘Even if you stand in a gutter and make an offering, I will protect you for the rest of the year.’”

“It would be great if they improve it, but even if they don’t, what can we do?” Mr. Gupta added, pointing to the infighting over the pollution between the states that the river flows through. “We will still live, and enjoy life.”

The Yamuna forms the boundary between Delhi and the state of Uttar Pradesh, a circumstance that has complicated the already tortured process of cleaning it up. Hundreds of millions of dollars have been spent in recent decades, to little effect. Less than half of the roughly 16 billion gallons of daily sewage in India’s urban centers is treated, according to government figures, and much of the rest pollutes the country’s rivers.

New Delhi, overwhelmed by a growing population, treats about two-thirds of its sewage. But hundreds of millions of gallons are still dumped into the Yamuna untreated, along with untreated industrial waste, in its slog through the city.

Delhi gets a good portion of its drinking water from the Yamuna, which enters the city limits relatively clean. After that, the river is pummeled with wastes.

“We extract everything and in return we give back the sewage only,” said Sushmita Sengupta, a geologist and senior program manager at the Center for Science and Environment in New Delhi.

One of the reasons the authorities for decades have failed to address the problem of river pollution is bureaucratic red tape and “the multiplicity of agencies” involved, said Avinash Mishra, a top adviser on water and land resources to the government of Prime Minister Narendra Modi.

“It’s become a volleyball,” Mr. Mishra said.

He warned that the country’s water woes, if not tackled with urgency, could have dire ramifications for an already slowing economy .

“The moment the water is contaminated, there is water shortage, which impacts human working days,” he said. “It generates so many waterborne diseases that it will impact your services, your industries, urbanization and the living standards of your population.”

Undeterred by such considerations, the worshipers thronged to the river for the sunset on Wednesday, many of them staying the night on the riverbank to catch the sunrise the next morning.

“In society, when someone falls low, when someone grows poor, they stop respecting that person,” said Premchand Jha, who works as a driver. “Here, we give as much respect to the setting sun as we do to the rising sun.”

The fasting women stood in the water, in meditation. In front of them was foam and more foam, the orange melancholy of the setting sun reflected on the brief slice of water that appeared between the puffy white clouds.

Around them the carnival commotion continued all night, and picked up again as dawn approached.

Children threw ear-piercing firecrackers at one another’s feet. Teenagers streamed the festivities live on their Facebook pages. Others posed for selfies, picking up the foam and posing as if it was a puff of snow. There were tattoo artists and ice cream sellers and balloon sellers. And of course, small chai stands.

“There is no sugar in this, brother, what kind of chai is this?” one young man said, pushing his cup through the crowd to the tea seller. The chai-man pinched some sugar, and dropped it in the cup.

Ms. Devi’s family had come prepared with a rug, a couple sleeping bags and blankets for the children. Her husband, Mr. Gupta, explained that they were staying the night because they wanted to reach the water’s edge to see the sunrise before things got crowded.

“Whoever comes earlier will get a little more from the sun god,” Mr. Gupta said. “A little blessing, and maybe a little property.”

As the sunrise neared, the fasting women entered the water and remained knee deep in their final meditation. But there would be no dramatic climax — the sun simply wasn’t visible through the Delhi smog.

“We can’t shine extra light on the sun, we have ruined that too,” Mr. Jha, the driver, said. “But I checked online. The sunrise is between 6:30 and 6:40. When we see the first glimmer of redness there, then the sun has risen.”

The season of lights and happiness left the country capital with an atmosphere which did not allow the eyes to stare at those lights widely neither the heart healthy enough to rejoice the festive. The people of Delhi saw a hazy sunset the next day of Diwali and its people inhaled toxic gases instead of oxygen. According to the daily reports the air quality of Delhi measured 999 while the normal index is 150.

People all over the globe suffers from the problems of poverty, inequality, injustice, financial crisis and the citizen of India’s capital are agonized with the air they take in for survival.  The festival ended weeks ago but left its lingering smog over the capital.

Citizens have to start using CNG in the vehicles. It may cost more than diesel but if health is there then we are there.

For a period you need to hide that beautiful face

The use of masks on the face such as N99 and N95 will save people from breathing toxics to great extent.

To no longer see the hazy view

Citizens need to avoid all kinds of contact near construction sites. These sites release gases which makes the air very harmful for eyes and for the respiratory system.

The above measures are known by many of us yet the level of national capital remains at 11 th in the ranking of WHO for the most polluted cities. The practicing of the above measures is the need for hour and to live happier days with our loved one is we all demand.I whole heartedly appeal to every citizen to take steps to make pollution free capital, a pollution free India.

Water Pollution and How it Harms the Environment

Global pollution is a problem. Pollution can spread to remote areas where no one lives, despite the fact that urban areas are typically more polluted than the countryside. Air pollution, water pollution, and land pollution are the three main categories of pollution. Some contaminated water has a terrible smell, a muddy appearance, and floating trash. Some contaminated water appears clean, but it contains dangerous substances that you can't see or smell.

Together, developed and developing nations must fight to conserve the environment for present and future generations. Today, we dig deep into the subject of Water Pollution. This article can be an introduction to water pollution for kids as we will read many things such as the causes of water pollution further in the article.

What is Water Pollution?

Water contamination occurs when pollutants pollute water sources and make the water unfit for use in drinking, cooking, cleaning, swimming, and other activities. Chemicals, garbage, bacteria, and parasites are examples of pollutants. Water is eventually damaged by all types of pollution. Lakes and oceans become contaminated by air pollution. Land contamination may contaminate an underground stream, a river, and ultimately the ocean. As a result, trash thrown on an empty lot can eventually contaminate a water source.

The water cycle, called  the hydrological cycle, involves the following steps:

Evaporation- Because of the sun's heat, the water bodies such as oceans, lakes, seas etc., get heated up, and water evaporates in the air, forming water vapours.

Transpiration- Like evaporation, the plants and trees also lose water from them which goes to the atmosphere. This process is called transpiration.

Condensation- As the water evaporates, it starts to become cool because of the cold atmosphere in the air and because of this cooling down of water leads to the formation of clouds.

Precipitation- Because of the high movements of the wings, the clouds start to collide and then fall back to the earth’s surface in the form of rain. Sometimes they also fall back in the form of snow, hail, sleet etc., depending upon the temperature.

Runoff or Infiltration- After precipitation, the water either flows to the water bodies called runoff or is absorbed into the soil, called infiltration.

Causes of Water Pollution

There are many reasons for water pollution. Some of the reasons are directly affected by water pollution and some indirectly. Many factories and industries are dumping contaminated water, chemicals, and heavy metals into major waterways as a result of direct water pollution. 

One more reason for water pollution is the use of modern techniques in farms. Farmers apply nutrients such as phosphorus, nitrogen, and potassium in the form of chemical fertilizers, manure, and sludge. It causes farms to discharge large quantities of agrochemicals, organic matter, and saline drainage into water bodies. It indirectly affects water pollution.

Pollutants can be of various types such as organic, inorganic, radioactive etc. Water pollutants are discharged either from one point from pipes, channels etc., which are called point sources or from various other sources. They can be agricultural areas, industries etc., called dispersed sources. 

Some of the major forms of water pollutants are as follows:

Sewage- Domestic sewage from homes contains various forms of pathogens that threaten the human body. Sewage treatment reduces the risk of pathogens, but this risk is not eliminated. 

Domestic sewage majorly contains nitrates and phosphates, and excess of these substances allows the algae to grow on the surface of water bodies. Due to this, the clean water bodies become nutrient-rich water body and then slowly, the oxygen level of water bodies reduces. This is called eutrophication or cultural eutrophication (if this step rapidly takes place by the activities of humans). This leads to the early death of water bodies.

Toxins- The industrial or factory wastes that are not disposed of properly and contain chemicals such as mercury and lead are disposed of in the water bodies making the bodies toxic, radioactive, explosive and cancerous.

Sediments- Sediments are the result of soil erosion that is formed in the water bodies. These sediments imbalances the water bodies ecologically. They also interfere in the reproductive cycle of various aquatic animals living in the water.

Thermal pollution- Water bodies get polluted because of heat, and excess heat reduces the oxygen level of the water bodies. Some of the species of fish cannot live in such water bodies with very low oxygen levels. The disposal of cold waters from the power plants leads to increased thermal pollution in the water bodies.

Petroleum oil pollution- The runoff of oil into the water bodies, either accidentally as happened in 2010 in the Gulf of Mexico, or intentionally, leads to an increase in water pollution.

As water is an important element of human health, polluted water directly affects the human body. Water pollution causes various diseases like typhoid, cholera, hepatitis, cancer, etc. Water pollution damages the plants and aquatic animals present in the river by reducing the oxygen content from the water. Polluted water washes the essential nutrients which plants need out of the soil and also leaves large amounts of aluminium in the soil, which can be harmful to plants. 

Wastewater and sewage are a by-product of daily life and thus produced by each household through various activities like using soap, toilets, and detergents. Such sewage contains chemicals and bacteria which are harmful to human life and environmental health. Water pollution also leads to an imbalance in our ecosystem. Lastly, it also affects the food chain as the toxins in the water bodies are consumed by aquatic animals like fish, crabs etc., and then humans consume those animals forming turmoil. 

Sometimes our tradition also becomes a cause for water pollution. Some people throw the statues of deities, flowers, pots, and ashes in rivers.

There are various standards to define water quality standards. Water meant for swimming may not be clean enough for drinking, or water meant for bathing may not be good for cooking. Therefore, there are different water standards for defined:

Stream standards- Standards that define streams, lakes, oceans or seas based on their maximum use.

Effluent standards- Define the specific standards for the level of contaminants or effluents allowed during the final discharge of those into the water bodies.

Drinking water standards- Define the level of contamination allowed in water that will be supplied for drinking or cooking in the domestic areas.

Different countries regulate their water quality standards through different acts and amendments.

While many of the solutions for water pollution need to be applied on a broader macro-level for that individual, companies, and communities can have a significant and responsible impact on the water quality. Companies, factories have to dispose of leftover chemicals and containers properly as per the product instructions. Farmers also have to reduce the use of nitrates and phosphates from fertilizers, pesticides, and contamination of groundwater. 

The Swachh Bharat Mission of the government had led to reduced groundwater contamination. Under the Namami Ganga program, the government has initiated several major projects to clean Ganga. Along with all these steps, conservation of water is the very basic and important step towards water conservation and should be followed globally, treatment of sewage before their disposal in the water bodies and using environment-friendly products that do not form toxins when dissolved in water. These are some small steps that have to be taken into consideration by every human being.

As we all know, “Water is life’s matter and matrix, mother and medium. There is no life without water.” We have to save water. We must keep the water clean. “Air pollution in Delhi: Its Magnitude and Effects on Health”

Air pollution is responsible for many health problems in the urban areas. Of late, the air pollution status in Delhi has undergone many changes in terms of the levels of pollutants and the control measures taken to reduce them. This paper provides an evidence-based insight into the status of air pollution in Delhi and its effects on health and control measures instituted. The urban air database released by the World Health Organization in September 2011 reported that Delhi has exceeded the maximum PM10 limit by almost 10-times at 198 μ g/m3. Vehicular emissions and industrial activities were found to be associated with indoor as well as outdoor air pollution in Delhi. Studies on air pollution and mortality from Delhi found that all-natural-cause mortality and morbidity increased with increased air pollution. Delhi has taken several steps to reduce the level of air pollution in the city during the last 10 years. However, more still needs to be done to further reduce the levels of air pollution.

Pollution refers to the contamination of the earth's environment with materials that interfere with human health, quality of life or the natural functioning of the ecosystems. The major forms of pollution include water pollution, air pollution, noise pollution and soil contamination. Other less-recognised forms include thermal pollution and radioactive hazards. It is difficult to hold any one particular form responsible for maximum risk to health; however, air and water pollution appear to be responsible for a large proportion of pollution related health problems.

Of late, the air pollution status in Delhi has undergone many changes in terms of the levels of pollutants and the control measures taken to reduce them. This paper provides an evidence-based insight into the status of air pollution in Delhi and its effects on health and control measures instituted.

Status of Air Pollution in Delhi

Delhi (or the National Capital Territory of Delhi), is jointly administered by the central and state governments. It accommodates nearly 167.5 lakh people (2011 Census of India).( 1 )

Metros across the world bear the major brunt of environmental pollution; likewise, Delhi is at the receiving end in India.

A study funded by the World Bank Development Research Group was carried out in 1991-1994 to study the effects of air pollution.( 2 ) During the study period, the average total suspended particulate (TSP) level in Delhi was approximately five-times the World Health Organization's annual average standard. Furthermore, the total suspended particulate levels in Delhi during this time period exceeded the World Health Organization's 24-h standard on 97% of all days on which readings were taken. The study concluded that the impact of particulate matter on total non-trauma deaths in Delhi was smaller than the effects found in the United States of America, but found that a death associated with air pollution in Delhi caused more life-years to be lost because these deaths were occurring at a younger age.

A report by the Ministry of Environment and Forests, India, in 1997 reviewed the environmental situation in Delhi over concerns of deteriorating conditions.( 3 ) Air pollution was one of the areas of concern identified in this study. It was estimated that about 3000 metric tons of air pollutants were emitted every day in Delhi, with a major contribution from vehicular pollution (67%), followed by coal-based thermal power plants (12%). There was a rising trend from 1989 to 1997 as monitored by the Central Pollution Control Board (CPCB). The concentrations of carbon monoxide from vehicular emissions in 1996 showed an increase of 92% over the values observed in 1989, consequent upon the increase in vehicular population. The particulate lead concentrations appeared to be in control; this was attributable to the de-leading of petrol and restrictions on lead-handling industrial units. Delhi has the highest cluster of small-scale industries in India that contribute to 12% of air pollutants along with other industrial units.

Vehicular pollution is an important contributor to air pollution in Delhi. According to the Department of Transport, Government of National Capital Territory of Delhi, vehicular population is estimated at more than 3.4 million, reaching here at a growth rate of 7% per annum. Although this segment contributes to two-thirds of the air pollution, there has been a palpable decline compared to the 1995-1996 levels.

The PM 10 standard is generally used to measure air quality. The PM 10 standard includes particles with a diameter of 10 μm or less (0.0004 inches or one-seventh the width of a human hair). These small particles are likely to be responsible for adverse health effects because of their ability to reach the lower regions of the respiratory tract. According to the Air Quality Guideline by the World Health Organization, the annual mean concentration recommended for PM 10 was 20 μg/m 3 , beyond which the risk for cardiopulmonary health effects are seen to increase.( 4 ) Major concerns for human health from exposure to PM 10 include effects on breathing and respiratory systems, damage to lung tissue, cancer and premature death. Elderly persons, children and people with chronic lung disease, influenza or asthma are especially sensitive to the effects of particulate matter. The urban air database released by the World Health Organization in September 2011 reported that Delhi has exceeded the maximum PM 10 limit by almost 10-times at 198 μg/m 3 , trailing in the third position after Ludhiana and Kanpur.( 5 ) Vehicular emissions and industrial activities were found to be associated with indoor as well as outdoor air pollution in Delhi [ Table 1 ].( 6 – 9 )

Effects of Air Pollution on Health

A large number of studies in Delhi have examined the effect of air pollution on respiratory functions and the associated morbidity. The most comprehensive study among them was the one conducted by the Central Pollution Control Board in 2008, which identified significant associations with all relevant adverse health outcomes.( 10 ) The findings were compared with a rural control population in West Bengal. It was found that Delhi had 1.7-times higher prevalence of respiratory symptoms (in the past 3 months) compared with rural controls ( P < 0.001); the odds ratio of upper respiratory symptoms in the past 3 months in Delhi was 1.59 (95% CI 1.32-1.91) and for lower respiratory symptoms (dry cough,wheeze, breathlessness, chest discomfort) was 1.67 (95% CI 1.32-1.93). Prevalence of current asthma (in the last 12 months) and physician-diagnosed asthma among the participants of Delhi was significantly higher than in controls. Lung function was reduced in 40.3% individuals of Delhi compared with 20.1% in the control group. Delhi showed a statistically significant ( P < 0.05) increased prevalence of restrictive (22.5% vs. 11.4% in control), obstructive (10.7% vs. 6.6%) as well as combined (both obstructive and restrictive) type of lung functions deficits (7.1% vs. 2.0%). Metaplasia and dysplasia of airway epithelial cells were more frequent in Delhi, and Delhi had the greater prevalence of several cytological changes in sputum. Besides these, non-respiratory effects were also seen to be more in Delhi than in rural controls. The prevalence of hypertension was 36% in Delhi against 9.5% in the controls, which was found to be positively correlated with respirable suspended particulate matter (PM 10 ) level in ambient air. Delhi had significantly higher levels of chronic headache, eye irritation and skin irritation.

Several other community-based studies have found that air pollution is associated with respiratory morbidity.( 11 – 13 ) Numerous studies have reported an association between indoor air pollution and respiratory morbidity.( 14 – 19 )Some of these studies have concentrated on children's respiratory morbidity.( 15 , 17 , 19 ) Other studies in children have found similar correlations between particulate matter in ambient air and attention-deficit hyperactivity disorder( 20 ) between vehicular air pollution and increased blood levels of lead (a potential risk factor for abnormal mental development in children)( 21 ) and between decreased serum concentration of vitamin D metabolites and lower mean haze score (a proxy measure for ultraviolet-B radiation reaching the ground).( 22 )

Studies that have examined the compounding effect of meteorological conditions on air pollution found that winter worsened the air quality of both indoor air and outdoor air. They also found a positive correlation between the winter weather and rise in the number of patients with chronic obstructive airway disease in hospitals.( 12 , 16 )

There was a relative paucity of studies that measured outdoor air pollutant levels first hand and then tried to objectively correlate them to adverse health effects. However, some studies measured air pollutant levels and found a correlation with health-related events.( 17 , 19 )

A time-series study on air pollution and mortality from Delhi found that all-natural-cause mortality increased with increased air pollution.( 23 ) In another study, gaseous pollutants, in spite of being at a level lower than the permissible level, showed more consistent association with respiratory admissions.( 24 ) In a hospital-based study, an increase in emergency room visits for asthma, chronic obstructive airway disease and acute coronary events was reported with an increase in air pollutant levels.( 25 ) These studies are summarized in Table 2 .

Control Measures Instituted by the Government of Delhi

The nodal ministry for protecting the environment is the Ministry of Environment and Forests at the Centre and the Department of Environment of the Government of National Capital Territory of Delhi. The Central Pollution Control Board set up in 1974 under the Water Act is the principal watchdog for carrying out the functions stated in the environmental acts, implementation of National Air Quality Monitoring Programme and other activities. The Delhi Pollution Control Board is the body responsible at the state level.

From time to time, the judiciary has taken strong note of the deteriorating environmental conditions in Delhi in response to public litigations. One of the earliest such instances was the judgement passed by the Supreme Court of India to deal with the acute problem of vehicular pollution in Delhi in response to a writ petition filed in 1985. Subsequently, it ordered the shutdown of hazardous, noxious industries and hot-mix plants and brick kilns operating in Delhi.

Vehicular Policy

Control measures so far instituted include introduction of unleaded petrol (1998), catalytic converter in passenger cars (1995), reduction of sulfur content in diesel (2000) and reduction of benzene content in fuels (2000). Others include construction of flyovers and subways for smooth traffic flow, introduction of Metro rail and CNG for commercial transport vehicles (buses, taxis, auto rickshaws), phasing out of very old commercial vehicles, introduction of mandatory “Pollution Under Control” certificate with 3-month validity and stringent enforcement of emission norms complying with Bharat Stage II/Euro-II or higher emission norms. Introduction of The Air Ambience Fund levied from diesel sales and setting up of stringent emission norms for industries and thermal power stations are the other measures. Environmental awareness campaigns are also carried out at regular intervals. The Delhi Pollution Control Board conducts monthly Ambient Air Quality Monitoring at 40 locations in Delhi, and takes corrective action wherever necessary.

Industrial Policy

The first Industrial Policy for Delhi was introduced in 1982. Subsequently, a second Industrial policy (2010–2021) was issued by the Department of Industries, Government of Delhi. It is a comprehensive document envisioning higher industrial development in Delhi, with one of its mandates being to develop clean and non-polluting industries and details of steps to be undertaken in this direction have been described.

There are many other organizations that work synergistically with the government efforts to reduce air pollution. These include the Centre for Science and Environment and The Energy and Resources Institute, and the Indian Association for Air Pollution Control. Representatives of the industries include Confederation of Indian Industry and Society of Indian Automobile Manufacturers. Government agencies like Factories Inspectorate are also involved in the control of pollution. Research and academic institutions include National Environmental Engineering Research Institute, Indian Institute of Technology, Council of Scientific and Industrial Research institutions, Indian Agricultural Research Institute and various other academic institutions in and around Delhi. Professional organizations like the Indian National Science Academy, the Indian Institute of Chemical Engineers and the Indian Institute of Engineers are also involved in pollution control.

Benefits Accrued as a Result of Control Measures

Since the first act on pollution was instituted, huge progress has been made in terms of human resource, infrastructure development and research capability. Some studies tried to gather evidence for the effectiveness of control measures by comparing pre- and post-intervention health status. The study conducted by the Central Pollution Control Board demonstrated that spending 8-10 h in clean indoor environment can reduce health effects of exposure to chronic air pollution.( 10 ) A recent study found significant improvement in the respiratory health following large-scale government initiatives to control air pollution.( 26 ) It was reported that use of lower-emission motor vehicles resulted in a significant gain in disability-adjusted life-years in Delhi.( 27 ) Another study found significant evidence for reduction in respiratory illness following introduction of control measures.( 24 )

Most of the studies were ecological correlation studies, which are severely limited in their ability to draw causal inferences. But, considering the context that demanded the research, these were probably the best available designs to produce preliminary and,sometimes, policy-influencing evidences, as any other methodology would be unethical or operationally impossible.

The Government of National Capital Territory of Delhi has taken several steps to reduce the level of air pollution in the city during the last 10 years. The benefits of air pollution control measures are showing in the readings. However, more still needs to be done to further reduce the levels of air pollution. The already existing measures need to be strengthened and magnified to a larger scale. The governmental efforts alone are not enough. Participation of the community is crucial in order to make a palpable effect in the reduction of pollution. The use of public transport needs to be promoted. The use of Metro rail can be encouraged by provision of an adequate number of feeder buses at Metro stations that ply with the desired frequency. More frequent checking of Pollution Under Control Certificates needs to be undertaken by the civic authorities to ensure that vehicles are emitting gases within permissible norms. People need to be educated to switch-off their vehicles when waiting at traffic intersections. Moreover, the “upstream” factors responsible for pollution also need to be addressed. The ever-increasing influx of migrants can be reduced by developing and creating job opportunities in the peripheral and suburban areas, and thus prevent further congestion of the already-choked capital city of Delhi.

Health, as we all know, is an all-pervasive subject, lying not only within the domains of the health department but with all those involved in human development. Many great scholars from Charaka to Hippocrates have stressed the importance of environment in the health of the individual. Therefore, all those who play a role in modifying the environment in any way, for whatever reason, need to contribute to safeguard people's health by controlling all those factors which affect it.

Delhi Air Pollution [UPSC Notes]

India’s national capital New Delhi is known for being one of the world’s most polluted cities, with the problem getting particularly severe in the winter months. What is the reason for Delhi’s air pollution? What are the mitigation measures being taken by the government? Air Pollution in Delhi

India is one of the most polluted countries in the world and among the capital cities, Delhi is probably one of the most polluted cities. Indian cities feature largely in the top 50 polluted cities of the world according to many parameters. 

The problem, however, is particularly severe in the capital Delhi and its adjoining areas, commonly called Delhi – NCR. 

  • The Environment Performance Index 2020 gives India a global ranking of 169.
  • Air pollution (both indoors and outdoors) is the second-most serious risk factor for public health in the country (the first being malnutrition) and it contributes to an estimated 2.5 million deaths annually.

But what makes Delhi’s air pollution so severe compared to the rest of the country, and what specifically makes it more harmful during the winter months? This is discussed in the following sections.

Causes of Air Pollution in Delhi

Air pollution is the introduction into the atmosphere of chemicals, particulates, or biological materials that cause discomfort, disease, or death to humans, damage other living organisms, damage the natural and the built environment.

Air Pollution in Delhi Major Causes

The severe air pollution that affects life is not restricted to Delhi but to a huge airshed around it that includes the NCR. This encompasses Gurgaon, Faridabad, Ghaziabad, Noida, places in Haryana, UP, and even Alwar (Rajasthan).

The most important causes of air pollution in Delhi and adjoining areas are as follows:

  • Increasing population and related developmental activities at the cost of environmental damage.
  • The development of the region has largely been unplanned and often, industrial units that spew harmful chemicals into the atmosphere are located in residential and commercial areas and not designated areas.
  • Increased vehicular traffic (which has not come down despite the Delhi metro) and the consequent rise in air and noise pollution.
  • Almost 8,000 m tonnes of solid waste is being generated in Delhi (National Environmental Engineering Research Institute) every day, however, the authorities manage to clear only about 5000 – 5500 m tonnes of waste daily. This adds to the garbage piling up. This is not counting the hazardous and non-hazardous waste from industries.
  • There is a rather high dependence on fossil fuels, whose burning causes a lot of emission of harmful gases into the atmosphere.
  • Large scale construction activities lead to increased dust pollution, which leads to around 56% of PM10 and the PM2.5 load.
  • The landlocked geography of Delhi also causes more air pollution as compared to other cities. The north-westerly winds coming from Rajasthan, sometimes Pakistan and Afghanistan bring in the dust to the region. The Himalayas obstruct the escape route of the air. This causes the dust and pollutants to settle in the region. This is more prominent during the winters because of low-level inversion (upward movement of air from the layers below is stopped). It is because of this landlocked geography of Delhi that it faces greater pollution when compared to the coastal city of Chennai (where despite high automobile population, has the sea breeze which provides an effective entry and exit for dispersing pollutants).
  • Stubble burning also contributes to the air pollution in the region. During the winter months, the large scale stubble burning practised in Punjab, Haryana and Rajasthan cause a thick blanket of smog to cover Delhi-NCR. According to a study, the burning of crop residue released about 149 million tonnes of carbon dioxide, more than 9 million tonnes of carbon monoxide, 0.25 million tonnes of oxides of sulphur (SOX), 1.28 million tonnes of particulate matter (PM) and 0.07 million tonnes of black carbon. As evident, it contributes to a lot of greenhouse gas emissions.
  • Firecrackers, although not the top reason for air pollution, also contributes to the problem.

Problems Caused by Air Pollution

  • Air pollution severely affects human health. It is found to cause low birth weight in children, tuberculosis, asthma, ischemic heart disease, nasopharyngeal and laryngeal cancers, cataracts, etc.
  • According to some research, air pollution can also impair cognitive development.
  • Air pollution is associated with infections & diseases that kill around 600,000 children under five years of age every year.
  • Several studies reveal a higher prevalence of symptoms of chronic bronchitis in areas with higher particulate air pollution.
  • Nearly 2.5 million people die worldwide each year from the effects of outdoor or indoor air pollution. (National Geographic)
  • Air pollution also affects the environment adversely. Many pollutants are greenhouse gases and this leads to global warming. Burning fossil fuels releases carbon dioxide which has the biggest impact on global warming.

Steps Taken to Control Delhi’s Air Pollution

Various steps have been taken by the government (central and state governments) to tackle the menace of air pollution in Delhi-NCR. Some of the measures are given below.

  • In October 2020, the Supreme Court-appointed a one-man committee, Justice Lokur Committee , to monitor and curb the occurrences of stubble burning in Punjab, Haryana and Uttar Pradesh. Read more about this committee in CNA dated Oct 17, 2020 .
  • These are institutionalised measures to be taken only when the air quality in Delhi NCR deteriorates beyond a certain threshold.
  • It is only to be implemented in emergency situations.
  • The steps would be taken to prevent PM10 and PM2.5 levels to go beyond the ‘moderate’ national Air Quality Index (AQI) category.
  • GRAP enumerates a series of measures to be taken based on the quality of air.
  • In the case of severe+ category, one of the measures also includes shutting down of schools.

  • Construction & demolition (C&D) waste management rules have been notified which mandate the segregation of C&D waste into various categories for safe disposal and further processing.
  • Red Light On, Gaadi Off campaign was an initiative by the Delhi Government that ran in Oct-Nov 2020 under which commuters driving vehicles were urged to switch off their vehicle engines while waiting for the green light at traffic lights.
  • The Odd-even rule was introduced by the Delhi Government according to which vehicles with odd and even registration numbers would ply on the road on alternate days. This was particularly aimed at reducing smog in the region.
  • The state government of Delhi also introduced a policy to preserve and plant trees in a bid to increase the green cover and have carbon sinks.
  • Anti-smog guns and smog towers are installed and used in the city.
  • The subsidy is provided to the farmers for procuring the Turbo Happy Seeder, which is a machine fitted on tractors that can cut and uproot stubble and eliminates the need to burn stubble.
  • The ICAR has also come up with the PUSA Decomposer, which is a capsule that can be used to make a spray which when sprayed on crop residue hastens its decomposition.
  • Mass Rapid Transport System (MRTS) is being built as a means to provide citizens with non-polluting alternative sources of transportation.
  • The adoption of the Bharat Stage VI norms and the big push being given to electric vehicles steps in the right direction in curbing vehicular pollution.

Way Forward

Reducing air pollution in the national capital is a pressing need for which both the governments and the citizens should play their part. The government should enforce all the legislations necessary and see to it, and they are properly implemented. Citizens should comply with the laws and regulations and do their part as well. Afforestation measures should be encouraged. Renewable energy sources should be adopted more and the usage of electric vehicles encouraged, for which the necessary infrastructure should also be built. Farmers should also be provided with viable alternatives to stubble burning.

Water is necessary for our survival and to live a healthy and happy life. Everyone is familiar with the picture of people living in misery in nations without access to water, such as Africa. It's time for everyone to wake up and understand how important water conservation is. Human species couldn't survive in a world without water. All plants and animals fall under this same category. In fact, without water, the entire planet will suffer. Water bodies, including lakes, rivers, seas, oceans, and groundwater, have all been contaminated. Water bodies become contaminated when waste from homes, factories, and other buildings enters them.

As stated, water pollution is a severe issue that can be catastrophic for all living beings, including humans, plants and animals. We must comprehend the value of water in our life and the need to preserve it. There are numerous easy ways to prevent water waste, including taking shorter showers, watering plants with RO waste, cleaning cars with a wet cloth rather than a hose, etc. To gather rainwater, we must also employ the rainwater harvesting technique. In this way, we can conserve water.

On Earth, water is abundant. Both above and below the surface of the Earth, it exists. Rivers, ponds, seas, and oceans are just a few of the water bodies found on the surface of the Earth. Even though our world can replenish its own water, over time, we are destroying and abusing the abundance of water present. Even though 70% of the surface of the Earth is covered by water and 30% by land, the rapidly expanding water contamination impacts marine life and humans. Everyone is beginning to be concerned about the uneven distribution of water on Earth and the rising demand for it due to the growing population.

Contaminants | City sewage and commercial waste discharge are two of the most harmful factors contributing to water contamination. Contaminants that reach the water supply through soils or groundwater systems, as well as through rain, are examples of indirect sources of water pollution. The chemical contaminants are more dangerous and challenging to remove from a water body than the visible impurities, which can be easily eliminated by physical cleaning or filtering. Water's characteristics are altered when chemicals are added, making it dangerous to use and perhaps lethal.

Solution | To prevent water pollution, there are several steps we, as citizens and the government, can take. Since water efficiency and conservation are essential elements of sustainable water management, enhancing water infrastructure must be prioritised. Intelligent irrigation systems and solar desalination are excellent examples of clean technology for managing and conserving water.

Also, Rainwater harvesting and reusing is an excellent method to prevent water pollution. Groundwater and other natural water sources can be under less stress because of reclaimed wastewater and rainwater gathering. It is common knowledge that one way to avoid water scarcity is through groundwater recharge, which enables water to move from surface water to groundwater.

Although water is essential to every living thing on the planet, Humans still indulge in activities that make water a scarce resource. When a body of water—such as a river, lake, ocean, etc.—becomes polluted due to human activity or a natural source, the term "water pollution" is used. Water contamination is now a significant environmental issue that requires responsible management. Water contamination is caused primarily due to human activities such as urbanisation, industrialisation, deforestation, trash dumping, and landfills.

Causes Of Water Pollution

On the earth, fresh water is extremely limited, and pollution is making it much more so. We lose millions of litres of fresh water each year to industrial pollution and other forms of pollution. Pollutants include both large and small items of obvious trash as well as intangible, dangerous, and deadly compounds.

Many factories are located close to water sources, and they transport their waste there using fresh water. This industrial waste is poisonous by nature and endangers both the flora and fauna's health. People close to polluted water bodies have been seen to have significant skin, respiratory, and occasionally even life-threatening health illnesses.

Urban garbage and sewage are other significant contributors to water contamination. Each household generates tons of waste annually, including plastic, wood, chemicals, and other substances. This trash reaches our aquatic bodies, such as rivers, lakes, and streams, and pollutes them without an effective waste disposal system.

How To Manage Water Pollution

By educating people about the causes and impacts of water pollution on life and the environment, water pollution might be significantly reduced. People need to participate in cleanup initiatives when a community or organisation cleans up the waterways every week or at least once a month. To completely eradicate water contamination, strict legislation must also be created and adequately enforced. Strict oversight will increase accountability and may deter individuals and groups from polluting. We should all be aware of our daily activities and take measures to help the world become a better place for future generations.

Real-Life Experience

I have always loved my town as it has many lakes, rivers, and forests. One day, as I walked along the river that ran through my village, I couldn't help but notice the strange colours swirling in the water. It wasn't the crystal clear blue that I was used to seeing. Instead, the water was a murky brown, and there was a strong, foul smell emitting from it. Curious, I decided to investigate further. I made my way down to the riverbank and peered into the water, trying to get a closer look at what was causing the strange colours and smells. As I looked more closely, I saw that strange foam bubbles were floating on the surface of the water.

Suddenly, I heard a noise behind me and turned to see a group of people rushing towards the river. They were shouting and waving their arms, and I could see the panic on their faces. The water cycle is a natural process that is continuous in nature. It is the pattern in which the water from oceans, seas, lakes, etc gets evaporated and turns to vapor. After which it goes through the process of condensation, and finally precipitation when it falls back to earth as rain or snow.

What is Water Pollution?

Water pollution is the contamination of water bodies (like oceans, seas, lakes, rivers, aquifers, and groundwater) usually caused due to human activities. Use of environment-friendly products: By using soluble products that do not go on to become pollutants, we can reduce the amount of water pollution caused by a household.

To avoid these scenarios,  we can work together to keep the environment clean so the water bodies, plants, animals, and people who depend on it remain healthy. India has emerged as the world’s third most polluted country. In 2023, India’s air quality, with an average annual PM2.5 concentration of 54.4 micrograms per cubic metre, was better than only two countries - Bangladesh and Pakistan, according to the World Air Quality Report 2023 by Swiss organisation IQAir.

Bangladesh had 9.9 micrograms per cubic metre while Pakistan had 73.7 micrograms per cubic metre. These two, among 134 countries, beat India to become the most polluted and the second most polluted country in the world, respectively.

In the previous year, India ranked much lower at the eighth position. In 2022, India had an average PM2.5 concentration of 53.3 micrograms per cubic metre.

Meanwhile, Bihar's Begusarai was termed the world's most polluted metropolitan area. It had an average PM2.5 concentration of 118.9 micrograms per cubic metre. Interestingly, the state's financial capital did not make it to the 2022 list.

Delhi, on the other hand, became the capital city with the poorest air quality, according to the IQAir report. Delhi's PM2.5 levels worsened to 92.7 micrograms per cubic metre in 2023. It was 89.1 micrograms per cubic metre in 2022. This is the fourth consecutive time Delhi has emerged as the world’s most polluted capital city.

Ten out of the top 11 most polluted cities in the world are from India, the other being Lahore in Pakistan.

Veteran Congress MP Shashi Tharoor has called it a “public health emergency requiring the attention of a responsible government".

WHO's recommended levels

Around 136 Indian citizens face PM2.5 concentrations higher than the recommended levels as marked by the World Health Organisation (WHO). The WHO has set the annual guideline level at 5 micrograms per cubic metre, the report added.

About 96% of the Indian population face PM2.5 levels levels that are seven times higher than the recommended levels. Over 66% of Indian cities have reported annual averages higher than 35 micrograms per cubic metre.
