This chapter examines the development of social work education in Pakistan. The chapter is based on a content analysis of the secondary data. The chapter is important to understand the social developments in Pakistan as the education of social work in Pakistan is becoming increasingly renowned and needed due to its exceptional services to the people. In the Pakistani society, professional social workers are expected to perform new and different tasks. Hence, this chapter focuses on the historical analysis of the social work development in Pakistan. The main objective of this paper is to identify the historical educational development in academia and its evolution. And the impact of Western concepts on the courses taught in different educational institutions. Social work education is now systematically taught at higher education institutions and practical internships are an essential part of it, although unfortunately university administrators and higher education commission did not consider it an important subject. Research and training are important part of courses but the reasons for reduced interest in social science education in Pakistan have not been examined satisfactorily.

Social work is an academic discipline and profession that concern itself with individuals, families, groups, and communities in an effort to enhance social functioning and overall well-being. A Social Worker provides psycho-social services and support, counseling to children and adolescence in Social welfare agencies. Social Workers review the government policies and help government develop social welfare policies.

Social workers work in the department of Zakat, Ushr, Social Welfare, Special Education & Women Empowerment, and different national and international NGOs. Social workers in these institutions  address issues related to child abuse, drug abuse, special children education and rehabilitation of physically and mentally impaired persons. These professionals in government organizations mostly work in crisis intervention while in NGOs they work in preventive measures also.

Social Work and Pakistan has long standing history. Just after getting independence, the nascent state found itself in the middle of social problems. To combat them, the government asked United Nations for help. The United Nations after observation of the situation asked the government to establish professional social work training institutes to solve the effectively deal with the problems.

Initially the government was hesitant but with time government thought about it. In 1954 the Punjab University set up Social Work Department, where certificate courses were offered. Similarly in 1956, the Karachi University started social work education. In 1975, the University of Peshawar planned a social work department with the aim to put forward trained professionals for the welfare of the people. Since then, the subject is being taught by 15 universities around the country.

According to renowned French scholar Auguste Comte, the world, societies, minds as well as subjects go through three stages of maturity, Theological, Metaphysical and Positive.

In Theological stage, religious explanation of any topic gets accepted. Men do not question any phenomena because it is spiritual in nature. For example: Quran condemns consuming Alcohol. We accept it as it is and do not question.

In Metaphysical Stage on the other hand, we try to observe facts and figures related to any event and bring them into writings. This is information gathering and composition stage where discussions about different topics take place. For example: The French revolution resulted in the emergence of sociology.

Finally, the Positive Stage  tests the explanation and knowledge of Theological and Metaphysical stages through observation and experimentation. If Islam condemns consuming Alcohol, we try to observe the ill effects of Alcohol. Through observation if we find it bad for the physical and psychological health, we will accept it.  Ans if sociology was the result of French Revolution, then we will find the reasons behind it. The chaos it brought to family system and the works of the philosophers like Auguste Comte will be analyzed.

Comparing the emergence of Social work as a subject and a profession to the thoughts of Auguste Comte we can deduce that, in theological stage of social work, steps like voluntarism, charity and helping others  considered as Social Work. It was the time when the social welfare system was religiously driven.

The Social Work as a profession gained the Metaphysical stage in 19th and 20th century in Europe. Scholars like Jane Adams, Edward Devine wrote the early manuscript of Social Work. Books like Social Work by Edward Thomas Devine, Democracy and Social Ethics and The Newer Ideals of Peace by Jane Adams gave insight to a new subject and profession of Social Work which aimed to solve the social issues professionally.

The western scholars took the professional social work to the Positive stage through research, debates and experimenting with different social policies designed for the wellbeing of the public.

Social work in Pakistan in my view is stuck between the theological, metaphysical, and early positive stage.

Theologically, many people still believe that charity and volunteering are social work and there is no need of any professionals if anyone can do it.

The Social Work Academia has long been trying to write books, conduct research to collect information, have discussion about them through conferences. 1st international conference of social work, 1st National Virtual Conference of Social Work and many others organized by University of Peshawar are examples of it.

Social Work in Pakistan is in early stages of positivism. We have been producing wonderful professionals for the welfare sector but their contribution for the indigenization of Social Work in Pakistan is minimal. The students of Social work are more into volunteerism than professional development.  The course taught in universities are foreign and the field work practice does not help students professionally. The inconsistent policies regarding social welfare also play their role in condemning us from achieving positive stage.

To overcome the challenges, we must work for the indigenization of social work in Pakistan. The course should focus on the social problems of Pakistan. Secondly, the academia should focus more on field work placements. Students placed in relevant field works accompanied by the understanding local social evils will be in better position to understand Social Work. Otherwise, the gap between Social Work theories and practice would widen day by day.

Students of Social Work should study books like, Social Work: a profession of many faces and others to understand the basics of Social Work. Books other than course would let the students know about human psychology, social behavior, and the system of the world.

Positive stage can not be achieved without discussion and debates. To have positive debates, students’ societies should be formed in each social work department of Pakistan. These mindful conversations would not only tip shyness in the students but observe and compare social work theories, practices, and social welfare policies.  Steps like these, would definitely take us to positive stage where we could develop our own course material, link it with the indigenous practice and perform various experiments to find the effectiveness of social services and improve them with research.

Field work is viewed as the important pillar of Social Work profession. The aim of this study is to examine the issues and challenges faced by the Social Work Students during their Field Placement in different agency settings. This study articulates the teaching philosophy, conceptual framework, and fieldwork practices followed by Student of Social Work Department at Karachi University. Qualitative research design was employed in this study and purposive sampling strategy was used for data collection. The results of the study drawn that the main constraints stem from a lack of social work agency supervisors, lack of training for agency supervisors, the lack of a fieldwork curriculum and nonexistent or insufficient funding of fieldwork related activities.

Field work plays an important role in forming the professional base of social work. Basically field work is designed to make the students as professional social workers. By field work, a student gets the scope to practice his theoretical knowledge and classroom learning in field which led him to make a professional social worker. To fulfill this objectives "Department of Social Work", "University of Rajshahi" has launched a course in its course curriculum titled "SWP-409 Practical 3: Fieldwork". This 60 working days field work is the realistic phase of this course. And this submitted report is also a part of it.

Social work education is considered as a practice oriented discipline. The students of this discipline are to apply their theory knowledge; concepts of chair shall work while addressing social problems or issues at the individual group and the community level in the field work. Social work education discipline is developing remarkably in the past few years in India. The present paper is the outcome of an empirical study of problems and challenges faced by social work students in the field work and academic course work. This study highlights the opinion of the students about teaching methods adopted, infrastructural facilities and curriculum. The study also highlights the perceptions of the students about social work education. The results of the study show that, majority of the students are facing many problems and challenges related to curriculum and fieldwork practice. There are some negative factors affecting the students such as inability of translating theory into fieldwork practice. Majority of the students are having a positive attitude towards infrastructural facilities provided by the institutes and teaching methods adopted by the institutes.

Scope of Social Work has always been in great demand. Third World countries and developing countries need social workers to help roll out massive social projects. Social work is the activities associated with helping people and communities.

Social work graduates get jobs in the private and public sector. Pakistan boasts numerous social workers that work in rural areas. In fact, the majority of the non-profit organizations hire social work graduates.

The advantage of a social work degree is that it opens opportunity in many fields. You can work in research centers, public offices, government departments and large-scale non government offices.

Another key benefit of pursuing a social work degree is that it is allows you to apply for many exciting opportunities outside of Pakistan. Social work skills are applicable internationally as well. In fact, many international donors work in Pakistan. And if you succeed in their projects, they certainly provide opportunities to locals for foreign opportunities.

Campaigns around education and social issues require social workers and psychologists.

There is a growing need for social work PhD teachers and professors. Since this is a growing field, more colleges and universities are hiring PhD professors. It is highly recommended for social workers to also move forward in education.

Social Work Salaries in Pakistan

Unfortunately, the social work salaries are not at the high end in the public sector. However, with a few years of experience, you can certainly obtain a decent salary. Social work salaries can range from Rs. 30,000 to Rs. 50,000.

MSC Social Work Scope in Pakistan

MSc is a higher degree. Typically, these are professionals that want to get further exposure in a particular field. For example, you want to learn more about gender studies. Or want to focus on human rights of minorities.

Social Work Jobs in government sector

Fortunately, the majority of social work jobs are in the government sector. Government requires social workers in the health care sector and child protection sector. Other agencies also recruit social workers for certain projects.

It is important for students who graduate to continuously check for social work jobs in government sector.

By Asif Shahzad ISLAMABAD (Reuters) -Pakistan’s interior ministry said on Wednesday it blocked access to social media platform X in February on national security concerns, confirming a long-suspected shutdown.

Users have reported problems using X, formerly known as Twitter, in Pakistan since mid-February, but the government has made no official announcements.

The interior ministry mentioned the shutdown in a written court submission on Wednesday.

“It is very pertinent to mention here that the failure of Twitter/X to adhere to the lawful directives of the government of Pakistan and address concerns regarding the misuse of its platform necessitated the imposition of a ban,” said the report, seen by Reuters.

It said Islamabad took up the issues with X, which demonstrated a reluctance to resolve them. X did not immediately respond to a Reuters request for comment on Wednesday.

“The decision to impose a ban on Twitter/X in Pakistan was made in the interest of upholding national security, maintaining public order, and preserving the integrity of our nation”, the report said.

The decision was taken after considering confidential reports from Pakistan’s intelligence and security agencies, it said.

The report said “hostile elements operating on Twitter/X have nefarious intentions to create an environment of chaos and instability, with the ultimate goal of destabilising the country and plunging it into some form of anarchy”.
