ENGLISH ABSTRACT The church is an overarching concept that expresses the indivisible unity of God's people, made up of clergy and baptized ordinary individuals. The administration and discipline of this union is governed by laws. Canon law, on the other hand, means a living system that contains these laws that were produced, shaped and changed in various ways in the historical process. The supreme authority of this living system is the Holy See. The Holy See, which has legislative, executive and judicial powers, determines the behavior of the Church and its members in judicial, administrative and religious affairs with these laws. Similar to other legal systems, it deals with issues such as rights, property issues, court procedures, crimes and trials. In addition to these, it also adjudicates matters pertaining to the sacred, such as sacraments, holy places, and religious education. In this study, the historical context of the laws of the Church is discussed and the formation, classification and analysis of the current legal text Codex Iuris Canonici according to its main subjects are included. White Garri If you reside in south west of Nigeria you will know much about this garri as it is mainly produce in that region. As the name imply, white garri is white in color and made up of small particle. Depending on the state where it is been produce it might taste sour, sweet and normal.

1) Peel, wash, grate and ferment cassava by adding large amount of water to it for five to seven days.

2) Using hydraulic press, dewater the soft cassava and grate it again to form slur.

3) Filter the slur to remove undissolved part 4) Then fry it into garri using fryer.

Requirements for starting small-scale gari processing businesses in Nigeria

Nigeria is the largest producer of cassava roots in the world. This implies availability of raw materials to cassava processors. Also, gari, a by-product of cassava, is a popular staple eaten by almost all Nigerians. A population of about 200 million people is definitely a huge market for producers. Head of Agro-Economy Desk, FEMI IBIROGBA, writes on the basic requirements for starting a gari processing business.

The Consultative Group on International Agriculture and Research’s (CGIAR) estimation of gari production per annum in Nigeria is nine million metric tonnes.

Gari is made from cassava, the main food crop across West Africa, and Nigeria is ranked the largest producer of the root crop in the world. This ensures availability of raw materials for production of gari.

One of the factors in production business survivability and success is constant and timely supply of affordable raw materials. Hence, production of gari is enabled with the all-year production and supply of the root crop as obtainable in Nigeria.

Communication and Knowledge Sharing Expert of the International Institute of Tropical Agriculture (IITA), Godwin Atser, told The Guardian that the country produces over 50 million metric tonnes of cassava yearly, making it the largest producer so far.

The word ‘gari’ is believed to have its origin in Hausa language and it is used for granular powder. However, it has metamorphosed into a national, if not regional or international staple.

It is consumed in different forms. Some people, tertiary institution students inclusive, soak gari and eat it with fried meat, chickens, barbecue or groundnuts and sugar. Gari is also sprinkled on cooked beans. The thick, starchy eba is prepared with hot water and is eaten by almost cultures in the country.

Why investing in gari production? Gari implies a big business in Nigeria, not only because of a huge and growing population, but also because it serves the need and budgets of the resourced impaired Nigerians. The World Bank report in the third quarter of 2108 said Nigeria was becoming a home to the largest number of extremely poor people around the world. Hence, millions of Nigerians and thousands of households rely on available cheaper foods. Gari is one of them.

The above is not an indication that gari is poor or nutritionally deficient. In fact, scientists and researchers around the globe have constantly improved on the nutritional quality of cassava through bio-fortification. Cassava has been bio-fortified with vitamin A to improve on sight and tackle vitamin A deficiency among millions of children and women in Africa.

Two major international bodies driving the adoption and consumption of bio-fortied gari, having realised the extent of the disease burden of vitamin A deficiency on Nigeria and Africa, are Harvest-Plus Nigeria and International Potato Centre, all being members of the CGIAR group.

Apart from profit taking, solving a national health challenge by processing vitamin A-fortified cassava into gari and feeding resource poor people with quality food are a worthwhile and rewarding adventure.

Strictly on business, it is assumed that over 100 million Nigerians consume cassava products, gari inclusive. This, to an entrepreneur, is a huge market, and a compelling reason for investments.

How to process cassava into gari Gari is processed by peeling, washing, grating and fermenting the mature cassava roots. After a few days of fermentation, say three to five days depending on preference, the grated mash is bagged, de-watered and grated again. The second grating will make the granule smaller and friable.

The granulated product is then roasted through a fryer, which could be manually or mechanically. Sources of fire for frying gari include charcoal, firewood, diesel or gas burners.

Expert’s advice Professor Kolawole Adebayo, Regional Coordinator of the Cassava: Adding Value for Africa (C:AVA), a value chain development project sponsored by the Bill and Melinda Gates Foundation, explains to The Guardian that to start a standard small-scale gari processing business, there are three broad categories of requirements.

The first one is a building, while the second and the third are machinery and packaging materials respectively.

Adebayo said: “You will need an open sided building that allows you to receive fresh cassava roots directly from vehicles. Then, that building will be divided into two additional parts. There will be a wet section and a dry section.”

The wet section, Adebayo added, is the place where all the wet operations after peeling are done. The wet operations include washing, grating, fermentation and pressing. Then, the fermented and de-watered matter would be sieved or re-grated using the same grater or a separate one. Then the content is moved to the dry section.

The value chain development professor said the dry section starts with roasting, and ends with packaging. After the packaging, it is moved to the store or supermarkets. Well processed and properly packaged gari would last for at least one year.

The second elements are the equipment. Now, at a reasonable level of gari processing factory, where half a tonne of gari could be processed daily, a grater, about 500-1000kg capacity per hour, to grate freshly peeled cassava roots, would be needed.

Other machines and tools include a press, an automated or semi-automated fryer, a sieving machine and some huge special buckets for fermentation, in addition to packaging bags and sealers.

There are different types of the roasters or frying machines and they are semi-automated and fully automated ones. The semi-automated ones are gas fired, with a wide pan, but turning the gari requires manual inputs. However, in the automated frying, once the rotating arm is switched on, no manual input or turning is required until the gari is ready to be collected. The frying machine also comes with a thermometer to monitor and regulate the heat. So, both machines are available with different capacities.

Professor Adebayo said N700,000 to N750,000 is needed to acquire a 500kg-capacity electromechanical fryer. A processor also needs a sieve to separate the bigger gari from the smooth one, depending on how smooth one wants the gari. There are different kinds of vibrators that can help sieve it. And one can also do it manually if the production is micro-scale. A small-scale vibrator costs between N150,000 and N180,000.

“You can get grater from about N250,000 to N480,000, depending on the manufacturers. The press will range from about N150,000 to N200,000, depending on the kind of metal that is used. Another element is the hydraulic system that will go with it, because the hydraulic system is separate from the metal structure,” Adebayo explained to The Guardian.

“At the 5kgs downwards, what I will recommend is just a sealing machine so that you can package 1kg, 2kg and 5kg of gari. If you are going for an automated packaging machine at this level of production, you will be under-utilising the capacity,” Adebayo advised.

“About N3 million will required for the equipment, apart from some funds for the building and running cost. You will need a generator and possibly a borehole or well as a source of reliable water,” he added.

A processor’s comment Speaking as a machine fabricator and gari processor, Mr Adeniji, who cultivates and processes cassava into various products in Oyo State, affirmed that a grater, a fryer, a dewatering machine and a vibrator are the essential machines. These machines, at a small-scale level, would cost about N5 million, Adeniji added. The profit margin, Adeniji said, is at least about 20 per cent of the cost of production per cycle, depending on the cost of cassava roots. If a processor is also the cultivator of the roots, a great margin of profitability is expected, and if the cost of producing the roots is efficient with the use of mechanisation, the margin would be greater.

Economics of gari processing A well-packaged kilo of gari is sold for between N150 and N200. 20 per cent of N150 is N30. Going by the processor’s experience, this implies a profit of between N7,500 and N9,000 on every 250-300kgs of gari.

It is called Manic in French, Tapioca in Latin America, Mandioca in Portuguese and Yucca in Spanish. It has universal applications.

Nigeria is the world largest producer of Cassava. We produce over 41 million metric tones per annum and we are followed by Brazil, Thailand, Zaire (now Democratic Republic of Congo), and Indonesia. Thailand does the largest global business in cassava because it is not part of their food security. They export over $20 billion worth of cassava products annually.

Nigeria has tried to expand the local cassava business through the Composite Flour Initiative and the Cassava Empowerment Fund but so far, they have attained little or no success. Cassava is produced in all the Southern and Middle Belt States of Nigeria.

It is produced from Cassava Tubers and is the commonest stable food in Nigeria consumed by over 130 million people. We consume about 7.7 million tons of gari per year and it comes to about 30.7 million tons of our cassava production.

This shows that about 75 percent of our cassava out put is consumed as staple while only 25 percent is used as raw materials for starch, chips, pellets and flour which are industrial raw materials that can be exported. Our actual annual demand for gari is 12 million tons but to accomplish this, the production facilities must be improved and up graded and Cassava Product must also improve.

Our population grows at the rate of 3.5 percent annually and this means that the food capacity must also grow commensurately. Gari is produced in the rural areas by local women and the process is full of drudgery and stress thus most of them are giving up the trade and the younger ones are not interested because they prefer life in the cities. The modern Gari Processing Plant is designed to fill this void.

4. EQUIPMENT AND PRICE

The heart of this Modern Gari Processing Plant is the Roasting or Frying Pot which is made of Stainless Steel and insulated with fiberglass to absorb heat from the fire. It is powered by 2HP gear motor that rotates the paddles that continuously turn the frying gari mash. The full lists of the equipment are:

1 (NO) Stainless Steel; HAMMER Mill with 15 HP Electric Motor Capacity – 1 ton / hr. 4 (NO) Fermentation Racks 4 (NO) Hydraulic Jack (Mechanical) Press Capacity 1 ton / hr. 1 (no) Stainless CAKE Granulator with 7.5 HP, Motor, 1 ton / hr. 2 (NO) Gari Roasting / frying Pot with 2 HP Gear Motor, Exhaust Pipe and can be fired with Firewood, Charcoal etc. 2 tons / day.

4.1 PRODUCTION CAPACITY

The Hammer Mill or the Cassava Grating Machine and the Granulating Machine have capacities of 1 ton per hour.

This means that within one day of 8 hours, they will process 8 tons of cassava mash. The two frying machines will then roast or fry them into two tons of gari or 40 bags of 50kg per day. Four tons of cassava tubers produce one ton of gari. The capacity of the plant is therefore 2 tons of gari or 40 bags of 50kg per day of 8 hours. Output will increase if production hours increase.

4. 2 THE PRICE OF THE PLANT

The price of the plant is N5 million (Five Million Naira). It is rugged, resilient and made of stainless steel to satisfy both SON and NAFDAC requirements. It reduces drudgery and stress which are the bane of local gari production.

The gari has moisture content of 10 percent, sand of less than 1 percent and hydrocyanic acid of less than 10 percent.

The shelf life is over six months and the gari is hygienic and free of microbial contamination and infestations.

5. TERMS AND CONDITIONS OF PURCHASE

80 percent of the price will be paid at commissioning, 10 percent after delivering, and before installation and 10 percent after installation and test run.

Civil works for the mounting of the machines and electrical connections will be the responsibility of the client.

Delivery Period: Delivery of the machines shall be 8 weeks from the payment of the 80 percent and the clearing of the cheque.

Transportation: The transportation will be born by the client. We envisage that one 911 truck or 20 feet container can carry one plant.

Installation: Our technicians will install and test run the plant. The client will provide the central gear switch of about 100 amps, motor starters and gear switches. We will do the bases for the hammer mill and the granulator but the client will provide the materials. It will take a maximum of 1- 2 weeks if the electrical connections, water, power etc are in place. The client will take care of their accommodation, transportation, feeding etc. The production space should be about 200 squaremeters and frying pots should be located in a well ventilated location.

Test run: About 5 tons of cassava tubers shall be required for the test run and it will be provided by the client.

Training and commissioning: Your operators: Technician (1), welder (1) and electrician (1) will be trained during the installation. They are therefore encouraged to participate in the installation and commissioning.

Warranties: 6 months for any production problem excluding changeable parts affected by aging, misuse and accidents.

Technical support: Supply of spare parts at short notice, maintenance, quality control to ensure standard and consultancy services when needed.

Validity: This quotation is valid for 90 days from the date of submission after which the price may change.

6. PROFITABILITY OF THE PROJECT

6.1 Assumptions

1. The conversion rate of tubers to processed gari is 4 tons of cassava tubers to 1 ton of gari. 2. That 1 ton of cassava tuber delivered to the plants is N 5,000 per ton. 3. That the other costs of production are not more than 50 percent of the cost of cassava tuber .i.e. 50% of N 20, 0000 which is N 10,000. 4. That the selling price of one 50kg bag of gari is N5,000

6.2 Profit forecast

2 Tons per day of 8 hrs N Cassava tubers (8 tons x N5,000) 40,000 Other costs of production (50%) 20,000 Net profit per day 20,000 Profit per year (working 6 days Per week or 313 days in a year (313 x N20,000) N 6,260, 000

The project will retire all debts after the first year of operation and return a profit of about N 1,260,000. This shows that it is viable and feasible. It can also retire the debt within six months if it operates on two shifts per day. 7. OTHER APPLICATIONS OF THE PLANT

The plant can also be used in processing unripe plantain flour which is consumed mostly by diabetic patients. About 15 percent of our populations are diabetic and the number is increasing rapidly because of our eating habits.

Most states that produce cassava also produce plantain. Plantain is manually peeled, grated in the hammer mill and pressed in the hydraulic jack to dewater it. It is then granulated, roasted and finally milled again in the hammer mill to reduce it to the appropriate particle size. The demand for hygienically produced plantain flour is high because doctors often prescribe it for patients. It does not contain carbohydrate. It also has high export potential.
