In 2011, the UNIPV established the current doctoral program in Public, Criminal and International Law, in close continuity with the faculty and content of the two historic doctorates in Public Law, Italian and Comparative Criminal Law and in Criminal and International Justice. The new doctorate assumes the essential thematic lines of the previous programs, enriching them with a more interdisciplinary approach.
The three-year program in Public, Criminal and International Law is organised by the Department of Law (administrative seat), the Department of Political and Social Sciences and Department of Economics and Business Sciences of the University of Pavia.
The doctorate is open to bachelor’s graduates intending to specialise in the disciplines of public, criminal law or international law. The educational program approaches specialisation in the individual disciplines through a common basis, guaranteeing effective refinement of legal culture in both research and practice.

The institution.
The University of Pavia, founded in 1361, is one of the world’s oldest academic institutions. Today almost 24,000 students, from both Italy and overseas, study at our University. Pavia, as a city-campus, offers students a unique experience in Italy and rare in Europe: to stay at one of 20 University colleges. Pavia is a city in northern Italy with 70,000 inhabitants located 30 km south of Milan, connected by regional and suburban trains every 10 minutes. Life in Pavia is both pleasant and affordable, particularly in comparison with much higher housing and living costs in Milan and other urban centres in Lombardy. Pavia’s campus offers a unique university experience to students who can enjoy countless events, festivals, exhibitions, concerts and sport activities, at all levels.
The program
The PhD in Public Law, Criminal Justice and International is based on the study of public law in the broadest sense of the term, both in its national dimension (constitutional law, administrative law, criminal law, criminal procedure) and in its comparative (comparative public law) and supranational (international and European Union law) dimension. The course aims at training highly qualified research doctors, with a knowledge of the necessary investigation methodologies and the ability to critically process the acquired data.
The PhD course aims at producing high qualified researches able to: 1) access to the highest levels of public administration; 2) start a consultancy activity both in the exercise of the legal professions and in public and private research centers; 3) pursue academic research; 4) access to university careers and the judiciary; 5) access to diplomatic careers and employment in the institutions of the European Union or other international organizations.
The opening to an international dimension (the PhD course has always reserved places for foreign students), has in recent years been consolidated through the conclusion of conventions with European and non-European Universities to promote mobility and exchange of professors and doctoral candidates.

The course brings together various areas of research, corresponding to the majority of the Scientific Disciplines present in the Degree Courses in Law (roman law, history of medieval and modern law, philosophy of law, private law, commercial law, international law, tax law, administrative law, constitutional law, criminal law, civil criminal law, civil procedure and criminal procedure).
The doctorate in Law aims at the scientific and professional preparation of a jurist who know how to be interdisciplinary. The course plans to develop, on the one hand on the one hand, a common programme aimed at opening up scientific and cultural horizons, and, on the other hand, more targeted 'area' programmes, providing doctoral students with the doctoral students with the knowledge and resources to tackle with a rigorous method the research problems in the legal field. Particular attention is paid to the transnational perspective, taking care of the mobility of doctoral students and lecturers and opening up to internationalisation, also through agreements with foreign universities to provide doctoral students with co-supervised courses.

The doctorate in Law aims at the scientific and professional training of an jurist who, by method and knowledge acquired, knows how to be interdisciplinary; at the same time, it aims to deepen the sector themes corresponding to the disciplines in which specific research for the doctoral thesis will be developed. The project envisages developing, on the one hand, a common programme aimed at opening up the scientific and cultural horizons, and, on the other hand, more targeted programmes of 'area', providing doctoral students with the knowledge and resources to tackle with rigorous method of research problems in the legal field. Particular attention is paid to the transnational perspective, taking care of the mobility of doctoral students and lecturers and opening up to internationalisation, also through agreements with foreign universities to provide doctoral students co-supervised courses. Course objectives The course aims to train highly qualified scholars in the field of legal scientific research, prepared for access to academic careers in Italy and abroad, to high-level professions in the field of law (judiciary, advocacy and notariat) and to highly qualified roles in the public administration. Each doctoral student will develop, under the guidance of the supervisor, an autonomous individual research programme referring to a specific disciplinary area among those on which the Course is focused. The individual research programme concludes with the writing of the thesis, which must contribute to the advancement of knowledge or methodologies in the chosen field of investigation. Doctoral students will attend doctoral-level teaching activities complementary to research, which also include training activities aimed at supporting the research activity and providing tools for shaping the professional identity of future PhDs. research doctors. Expected occupational and professional outlets The PhD course in Law aims to train jurists capable of pursue research activities in the academic field or in qualified research institutes, but also to access professional figures linked the traditional legal professions (such as the bar, the the judiciary and the notariat) with a knowledge base open to the international, European and transnational context and the challenges posed innovation in all areas of law. PhDs in the Doctor of Law's programme can also aspire to prestigious roles in the public administration and in international organisations that require highly qualified lawyers. Other professional outlets include access to ministerial legislative offices, to the career of parliamentary official, of officials of the European Union and international bodies. It will be also possible access to careers within the various police forces police, prison management and administration and all those bodies operating in the area. In addition to the civil service, the training that is offered to doctoral students also allows them to enter the world of work private sector, with the possibility of assuming important positions in the management and international relations offices.

How to apply
Admission requirements :.
To be admitted to the Ph.D. Programme, applicants must participate in an open competition based on qualifications and examinations. Admission is by limited positions.
Applications may be submitted, without age or nationality restrictions, by candidates who:
- have studied in Italy and hold a qualification such as laurea magistrale, laurea specialistica or laurea del vecchio ordinamento (pre D.M. 509/1999)
- hold a university degree equivalent to the degrees mentioned above (Master of Science/Art), which grants access to the doctorate in the country where they completed their university studies.
Professional qualifications (e.g., Master of Business Administration - MBA, Bachelor of Medicine and Bachelor of Surgery - MBBS, etc.) do not grant access to PhD studies.
Those who will graduate by the date of enrolment in the Ph.D. program may also apply and participate in the competition.
Evaluation criteria for admission :
The selection procedure aims to ascertain the applicants’ academic background and scientific research aptitude to ensure an appropriate comparative assessment.

Taxes and Contributions :
Ph.D. students holding a scholarship must pay a single instalment at the time of enrolment of € 452.00 (€186.00 regional tax + €250.00 University fees + € 16.00 stamp duty)
Ph.D. students who do not hold a scholarship are exempt from payment of University fees and must pay a single instalment at the time of enrolment of € 202.00 (€186.00 regional tax + € 16.00 stamp duty)

Its aim is to promote innovative and dynamic thinking by blending theory and practice in the fields of criminology, criminal justice, and crime prevention.
The Ph.D. seeks to prepare graduates to meet traditional and emerging standards of excellence in criminology.
