The cluster combines social science training in international security and national defense policy, focused study of specific regions of the world, and exploration of the technical and scientific aspects of proliferation, weapons innovations, terrorist and counterterrorist operations, and insurgency and counterinsurgency warfare. This is an in-residence program, though absences may be taken for approved field research.

Security Studies Ph.D.

The Security Studies PhD program at UCF is a fast-paced, focused program for people who have already completed an MA in a related field. Students complete coursework and write their dissertation in as little as three years, which makes it well-suited for advanced students, people with professional experience, and military officers who want to improve their skills in their field or make a career shift.  Our students have found academic and professional success.  In the past couple of years, despite the small size of our program, our PhD students have published in quality, peer-reviewed publications, both on their own ( Civil Wars ,  Intelligence and National Security,  and others) and with faculty ( Conflict Management and Peace Science, African Affairs, Journal of Conflict Resolution,  etc . )  Our students have been placed in research positions with respected organizations and government bureaucracies, and won a nationally competitive fellowship.

Program Timeline

First year students  develop basic research skills and receive a grounding in the literature. By the end of the year, when they hold their first meeting with the Dissertation Committee, they should be making progress towards developing their dissertation topic.

Second year students  complete their coursework and qualifying exams and start work on their dissertation proposal.  Ideally, students will complete the proposal by the end of the second year.

Third year students  work on their dissertation.  Those who chose to do so also have opportunities to teach undergraduate courses in the department.  Depending on the student and their topic, some students will complete their dissertation by the end of the third year.  Others may need continue working on it beyond the third year.

Applying to the Security Studies PhD program

Fall 2023 applications must be completed by December 1, 2022 for International Applicants and  January 15, 2023 for Domestic Applicants

Applicants to our PhD program must complete an earned Master’s Degree in Political Science, International Politics/Affairs/Relations, or a clearly related discipline before enrolling.

  • Students who expect to complete their degree before beginning the program may also apply.
  • Masters degrees from accredited Professional Military Education institutions (War Colleges, the Naval Post Graduate School, etc.) are usually sufficient to meet this requirement.

Students must apply on line using UCF’s online graduate applications system, and should expect to submit:

  • One official transcript (in a sealed envelope) from each college/university attended.*
  • A 500 word personal statement that describes their preparation for PhD-level study, research interests, and post-degree career goals
  • A 2500-word writing sample that demonstrates their ability to conduct graduate-level research
  • An updated resume
  • Three letters of references, at least one of which must be from a faculty member associated with their MA degree.
  • If a student is not a native English speaker, a TOEFL score of 90 or better on the internet-based test (iBT); or a score of 232 or better on the TOEFL computer-based test; or a score of 575 or better on the TOEFL paper-based test; or a score of 7.0 or better on the IELTS
  • Program statistics and admissions data can be found by visiting the College of Graduate Studies’ website .

*Applicants applying to this program who have attended a college/university outside the United States must provide a course-by-course credential evaluation with GPA calculation. Credential evaluations are accepted from  World Education Services (WES)  or  Josef Silny and Associates, Inc.  only.

The political science department makes funding offers to most students admitted to the program. Usually these are GTA positions that are guaranteed for three years, conditional on academic progress.  Depending on budgetary constraints, students who are making good progress may be funded in their fourth year.  We nominate our best applicants for UCF’s university fellowships.  The Presidential and Trustees Fellowships fund students for four years of study; other fellowships may be shorter but will be combined with department GTA positions to support students for at least 3 years of study.    We encourage applicants to apply for outside fellowships that they may also be eligible for.

Frequently Asked Questions

Does the department fund PhD students in the summer?

Yes, PhD students who are enrolled during the summer are funded through GTA positions. During the summer, students may enroll in our online graduate courses or do independent work with individual faculty.

Do students typically secure funding in their fourth year, if they take more than a year to finish their dissertation?

The department makes every effort to support students in their fourth year. However, the department cannot guarantee 4 th  year funding, and depending on budgetary constraints that vary year by year, may not be able to fund some or all students in their fourth year.

Do I need to be in Orlando during the summers?

No. The department offers online graduate courses in the summer to allow students to continue their studies while travelling. We encourage students to use the summer time to pursue additional training through summer graduate workshops (ICPSR, IQRM, SWAMOS, SIPP, EITM, etc.), do field research work, or engage in professional opportunities with government agencies, research institutes, or the private sector.

How important is quantitative (i.e., statistical) training for your program?

All students in our program receive basic quantitative training and basic qualitative training. Students can pursue further training in our department, through other UCF departments, and other training programs like ICPSR. While some experience with statistical methods is useful, we do not require students to have well developed methodological skills on entry.

Security Studies

About the program.

The Security Studies Program’s mission is to teach a new generation of analysts, policymakers, and scholars to think critically and act responsibly in the face of the 21st century’s most pressing national and international security problems. At SSP we offer a multidisciplinary master’s degree designed to prepare graduates for positions within the defense and security fields, and our curriculum is designed to give students a broad array of course options addressing numerous areas of study. Through their study at SSP, young professionals are able to apply their recent theoretical undergraduate education to practical policy applications. Meanwhile, students with mid- to long-term experience in the military, intelligence, and defense contracting sectors enhance their practical knowledge with critical thinking, analytical writing, and theory-based solutions. Class sizes are kept small, allowing students to learn not only from their professors, but also from their peers. SSP recognizes the benefit of having students who are currently working or interning in the security field. As such, we not only accommodate but encourage part-time students. All but a small number of SSP courses take place in the evening, as do many of our social and academic events.

  • Resume or CV (No page limit)
  • Statement of Purpose: Your statement of purpose is not to exceed 500 words and should address your intellectual interests and professional and academic goals. The statement of purpose is a critical component of the SSP application. Please carefully explain how SSP specifically fits into your future academic and professional plans.
  • Optional Statement: As Georgetown is a diverse, global community, we encourage you to upload a brief statement of up to 500 words to help the Admissions Committee understand the contribution your personal background and individual experiences would make to our community. As appropriate, you may wish to address any educational, familial, cultural, economic, and social experiences that have helped to shape your educational and professional goals; or how your background (e.g., first generation student, resident outside the U.S.) or activities (e.g., community service and leadership) will contribute to the diversity of perspectives and ideas at Georgetown University.
  • Transcripts: Applicants are required to upload to the application system copies of official transcripts from all undergraduate and graduate institutions attended.   • Letters of recommendation from three (3) individuals who can assess the applicant’s qualifications and preparation for graduate study in security studies. Letters of recommendation are to be submitted electronically using the online application system. Personal letters of recommendation, such as those from colleagues, coaches, and family friends, are not accepted.
  • Official GRE scores sent directly from the Educational Testing Service (ETS). See below for additional information on standardized testing.
  • Supplemental Analytical Writing Sample: Please answer the following prompt in no more than 600 words: Discuss a security challenge facing the US or the international system and identify potential solutions.
  • The Test of English as a Foreign Language (TOEFL)
  • The International English Language Testing System (IELTS)

  • Spring Enrollment: October 1
  • Fall Enrollment: January 15

Degree Requirements

Students finish the program when they complete 36 hours of credit while maintaining at least a 3.0 cumulative grade point average. The program does not accept any transfer credits.

To receive an M.A. in Security Studies, students must complete:

  • Theory and Practice of Security in the first semester of the program
  • Strategy/Policy/Military Operations in the first semester of the program
  • The core course in the chosen area of concentration in the first year of the program
  • Three additional courses in the chosen concentration
  • One course from each of the following distribution categories: area studies; economics and security; and technology and security
  • Three electives of the student’s choice, approved by the program
  • Students are also required to pass a three-hour written comprehensive examination given during the student’s final semester in the program.

This is a rigorous, interdisciplinary program intended to prepare its students for careers in research, teaching, and security and international affairs through a broad exploration of social science and historical methodologies as well as topics relating to security issues. Many students will already have a Master of Arts in Security Studies from Kansas State University, but this is not required. Students with other relevant masters degrees may apply to the Ph.D program directly.

Students entering with a masters degree in history, political science, or a closely related field can expect to complete their coursework in 3-4 semesters of full-time study.

Ph.D Coursework

The Ph.D degree will require 90 hours of course work. Up to 30 hours from a previous masters degree may be counted towards these 90 hours. The Ph.D committee will judge the suitability and applicability of the previous credits. An additional 30 hours of those 90 will be research hours towards the dissertation. The remaining coursework to reach the total of 90 hours will include 15 hours of required courses. The required courses consist of:

  • The Historical Research Sequence. This sequence consists of two courses of three hours each. The first (HIST 911) will study various approaches to the history of security, international relations, and military affairs. The second will be a methodology course in the theory and concrete practice of historical research in Security Studies (HIST 912). HIST 911 will generally be offered in the fall of odd-numbered years; HIST 912 in the fall of even-numbered years.
  • The Political Research Sequence. This sequence also consists of two courses. The first, Research Design and Qualitative Methods (POLSC 900), focuses on the construction of social science research and the various research design issues students must understand to construct qualitative social science studies. The second course, Quantitative Methods (POLSC 901), will introduce students to the statistical tools used by political scientists studying international security issues. POLSC 900 will generally be offered in the fall of even-numbered years, and POLSC 901 in the spring of odd-numbered years.
  • The final Ph.D -level required course must be taken after completing the history and political science two-course research sequences. Each student must complete a directed reading (HIST 985 or POLSC 985) with the chair of the student's Ph.D committee. The course is intended to allow the student to hone his or her dissertation topic in one-on-one consultation with the Ph.D chair.

The other fifteen hours of coursework will be elective courses chosen in consultation with the Ph.D committee to prepare the student for research and teaching in security studies, as well as to help prepare for the Ph.D exams. These electives may be drawn from History, Political Science, or other disciplines. Courses outside history and political science, or below 700-level, require prior approval of the student's supervisory committee.

The intent of the Ph.D coursework is to prepare students for writing the dissertation. Upon completion of the Ph.D coursework students will have the research skills necessary to complete a dissertation-length scholarly study on a well-defined topic developed in consultation with their Ph.D Chair.

Foreign Language Requirement

The foreign language requirement(s) will be set by the student's faculty supervisory committee. Because the nature of the dissertation topic will determine the number of foreign languages in which expertise must be possessed as well as the degree of competency required in those languages, it is not possible to set absolute minimum foreign language requirements for completion of the Ph.D degree. A student’s decision on areas of study should take into account language proficiency likely to be demanded by the supervisory committee.

Dissertation prospectus defense

Following the completion of the Ph.D coursework, the student will submit a written dissertation prospectus to their Ph.D Committee. The Committee will provide written feedback on the prospectus. After the student revises the prospectus, they will present and defend it orally to the Committee for approval.

The student will research and write the dissertation, consulting with the Ph.D Committee as often as necessary. The dissertation should be a substantial and original contribution to knowledge and scholarship.

Research hours

By decision of the Security Studies faculty committee in consultation with the Dean of the Graduate School, Ph.D students who are NOT residents of Manhattan must register for Global Campus (GC) research hours.

Dissertation defense

After completing the dissertation, the student will defend it orally before the Ph.D Committee.

Submission of dissertation

Upon successful completion of the oral defense, the student will make any additional revisions to the dissertation required by the Ph.D Committee and submit the final version of the dissertation to the Graduate School at KSU.

Ph.D committee

Within their first two semesters in the program, students will choose a Ph.D Committee consisting of at least four members of the KSU Security Studies faculty, including at least one member from History and at least one member from Political Science. As in any graduate program, adjunct professors are eligible to serve on committees. This committee will work with the student to craft an appropriate and feasible dissertation topic and advise the student on suitable coursework and preparation. Students will report to their committee at regular intervals. The Ph.D Committee may require the student to master specific research skills appropriate for the dissertation, including foreign languages or quantitative methods.

This distinctive program is designed to educate, train and prepare candidates to advance in national security-based academic, government (including intelligence, military and law enforcement agencies), and private sector communities.

Considering today’s complex global security threats this degree will provide doctoral candidates with a comprehensive, multidisciplinary understanding of the confluence of threats posed by terrorist groups, lone actors, para-military guerrilla groups, rogue states’ regular armies, cyber criminals (including state actors and terrorists), climate change, governance breakdowns, and public health threats such as the naturally-occurring biological-based infectious diseases (such as the COVID-19 pandemic). This multidisciplinary program draws on the university’s robust programs in counterterrorism, cybersecurity, computer science, critical infrastructure, and others.

The Ph.D. in Intelligence and Global Security program will enable the graduating students to apply theoretical, conceptual, and practical ‘real-world’ skills in intelligence and security studies in their doctoral dissertations that are essential to enter and advance in the public and private intelligence and national security sectors.

This degree provides a path for current professionals in the Intelligence and Global Security field to explore new ground in the critical field of Intelligence and Global Security. Degree Details

This program may be completed with a minimum of 60 credit hours, but may require additional credit hours, depending on the time required to complete the dissertation/publication research. Students who are not prepared to defend after completion of the 60 credits will be required to enroll in RSC-899, a one-credit, eight-week continuation course. Students are required to be continuously enrolled/registered in the RSC-899 course until they successfully complete their dissertation defense/exegesis.

The PhD program offers 2 degree completion requirement options.

  • Dissertation Option: the student will produce, present, and defend a doctoral dissertation after receiving the required approvals from the student’s Committee and the PhD Review Boards.
  • Publication Option: the student will produce, present, and defend doctoral research that is published as articles (3 required) in peer reviewed journals identified by the university and the student’s Committee. Students must receive the required approvals from the student’s Committee and the PhD Review Board prior to publication.

Program description

The Doctor of Defense and Strategic Studies (DDSS) program provides knowledge and skills in the field of international security studies with an emphasis on countering the threat posed by Weapons of Mass Destruction to U.S. and allied national security. This program will prepare national and international security professionals to work in various settings, including civilian and military public service, non-governmental “think tanks,” and commercial defense industry. Graduates specialize in various global or regional international security issues and are able to assess specific security challenges, formulate prospective options for addressing those challenges, and identify the prospective policy and other requirements needed to help implement those options to strengthen U.S. and allied security conditions.

Entrance requirements

To be considered for admission to the Doctorate of Defenses and Strategic Studies (DDSS), a student must meet the requirements listed below.

  • Completion of the baccalaureate degree from an accredited college or university.
  • Cumulative GPA of 3.00 over the last 60 hours of academic work taken.
  • A personal philosophy statement that addresses the applicant's professional career goals and how the program will help accomplish these goals.
  • Two letters of recommendation from graduate faculty or professionals acquainted with the student’s academic work or research and analytical skills.
  • A brief C.V.
  • Students for whom English is a second language must earn a minimum score of 79 (internet-based) on the Test of English as a Foreign Language (TOEFL) or a 6.0 on the International English Language Testing System (IELTS).

Retention requirements

Consistent with Graduate College policy, students may not accumulate more than 9 hours of grades below a B- and remain in the program

From Soccer to Criminology – and Back. Meet NCITE's Callie Vitro

Growing up, NCITE graduate student Callie Vitro's plans to pursue Division 1 soccer were derailed by a series of knee surgeries. A beloved TV detective helped chart her path toward security studies, which she hopes will one day bring her back into the soccer sphere.

From the time she first donned a jersey at age three, NCITE graduate assistant Callie Vitro knew exactly what she’d do for the rest of her life: Play soccer.

She was convinced of this at age 10 when she had the first of what would be five surgeries on her right knee. She was convinced of this at age 15 when Division 1 coaches came calling.

Soccer, she said, “was my favorite thing in the world.”

Then, still in high school and right after knee surgery No. 3, her doctor gave a devastating assessment: You can either try to play soccer again. Or walk.

Your choice.

That was a decade ago. In the intervening years, Vitro graduated from her suburban Chicago high school, earned two undergraduate degrees at American University, spent a year as a research fellow at the University of Michigan, and is now about to complete her master’s degree in criminology at the University of Nebraska at Omaha (UNO).

Vitro recently was accepted into UNO’s doctoral program for criminology. This summer, she will celebrate by going to the Summer Olympics in Paris where she’ll be thinking about her chosen field – sporting events and security.

At age 25, Vitro's footing is firmly in establishing herself as an early career researcher or ECR. She’s among some three dozen NCITE ECRs whose education is funded in whole or part at UNO and among several hundred who are involved in the consortium’s growing terrorism research portfolio.

I can always count on Callie to be professional in any situation she enters. She is a great role model for students across the consortium.

This is a demographic that NCITE and other like academic groups are focusing on as they seek to develop the next generation of terrorism researchers. At a recent conference of terrorism scholars in London, Vitro was chosen to represent NCITE. She was among a handful of ECRs from other countries getting important exposure to the academic and national security issues at the fore. Issues like emerging threats, radicalization pathways, and artificial intelligence.

“It was incredible,” Vitro said of the International Academic Partnerships for Science and Security (IAPSS) conference, led by NCITE with its U.K. counterpart, the Centre for Research and Evidence on Security Threats (CREST). “‘Refreshing’ is a word I think a lot of people used.”

Vitro explained: Being an early career researcher can be an invisible position to occupy, especially around veteran luminaries. But she and her peers from Canada, Germany, and Norway, were pleased to see themselves included as active contributors and participants. They weren’t just sitting and listening to others’ presentations.

“We were coming together to try and determine what the biggest challenges are and how we are going to work together to solve them,” she said. “We were taken seriously.”

The two-day event allowed Vitro and other ECRs to work with a variety of academic and government attendees. Vitro took it upon herself to help organize her fellow early career researchers and consider next steps in their development.

NCITE Director Gina Ligon, Ph.D., said Vitro “stood out as a force.”

“She was insightful, proactive, and perhaps most importantly – kind in a high-pressure setting,” said Ligon who is the principal investigator of a U.S. Department of Homeland Security grant that created IAPSS. “I can always count on Callie to be professional in any situation she enters. She is a great role model for students across the consortium."

Vitro's journey to the London conference started in middle school – off the soccer field. One might even give a hat tip to actor Peter Falk. Vitro loved him in The Princess Bride , and fell into a longtime TV rerun affair with Columbo . She liked the detective show’s premise of problem-solving, and it gave her an idea for a middle school science project involving nefarious real-life leaders. That science project taught her how to use research to answer nagging, difficult questions.

This became her refuge after the promising soccer future evaporated.

In that difficult period, Vitro couldn’t watch soccer at all – “it made me so sad.”

But her curiosity about the why of terrorism, her desire to solve complicated problems, and her thirst for research offered a different path. She earned bachelor’s degrees in psychology and justice law and criminology. A mentor at American University inspired her to use quantitative analysis and statistics as tools. Despite spending the last half of her undergraduate career in remote learning, Vitro followed her nose to Ann Arbor and then Omaha where she works alongside criminologist Erin Kearns, Ph.D., NCITE head of prevention research initiatives.

“Callie has a clear idea of her research interests while still demonstrating openness and curiosity to new things,” said Kearns, who earned her Ph.D. from American University. “This allows her to make connections and ask questions that span disciplines in a way that is so valuable in terrorism prevention and counterterrorism work.”

Kearns also used this word to describe Vitro: Grit.

“She will gladly tackle a complex stats problem until she figures out the answer,” she said.

Vitro has had to endure more surgeries. But she has taken life events in stride. And she has realized that soccer can still be part of her future. She is focused on how to keep major sporting events safe and is directing her threat assessment and security lens at national and international sports – namely soccer.

As an early career researcher, Vitro has encouraging words for other young people trying to discern what their futures might hold. If it’s research, Vitro said, “try it and see if you like it or not.” And she encourages her peers to just talk to people in the field.

“People love to talk to you,” she said. “That helps me. Putting yourself out there is what it all boils down to.”

Effective immediately (April 1, 2024), the Missouri State University School of Defense and Strategic Studies programs are not eligible for and will NOT be approved for F-1 student applications. Program description

The Doctor of Defense and Strategic Studies (DDSS) program provides knowledge and skills in the field of international security studies with an emphasis on countering the threat posed by Weapons of Mass Destruction to U.S. and allied national security. This program will prepare national and international security professionals to work in various settings, including civilian and military public service, non-governmental “think tanks,” and commercial defense industry. Graduates specialize in various global or regional international security issues and are able to assess specific security challenges, formulate prospective options for addressing those challenges, and identify the prospective policy and other requirements needed to help implement those options to strengthen U.S. and allied security conditions.

Entrance requirements

To be considered for admission to the Doctorate of Defenses and Strategic Studies (DDSS), a student must meet the requirements listed below.

  • Completion of the baccalaureate degree from an accredited college or university.
  • Cumulative GPA of 3.00 over the last 60 hours of academic work taken.
  • A personal philosophy statement that addresses the applicant's professional career goals and how the program will help accomplish these goals.
  • Two letters of recommendation from graduate faculty or professionals acquainted with the student’s academic work or research and analytical skills.
  • A brief C.V.
  • Students for whom English is a second language must earn a minimum score of 79 (internet-based) on the Test of English as a Foreign Language (TOEFL) or a 6.0 on the International English Language Testing System (IELTS).

Retention requirements

Consistent with Graduate College policy, students may not accumulate more than 9 hours of grades below a B- and remain in the program

Guidance to doctoral program applicants

Applicants to MSU’s doctoral program in Defense and Strategic Studies should adhere to the following guidance:

  • Letters of Recommendation : Letters of Recommendation should be submitted on the letterhead of the organization of the person writing the letter if possible. At a minimum, letters must contain their writers’ contact information and be signed. Recommenders should be advised that they may be contacted by DSS as part of the evaluation process. Ideally, letters should be written by the applicant’s former professors and/or by individuals who supervise the applicant professionally or once did. 
  • Personal Statements : Personal Statements of no more than 500 words should summarize the applicant’s academic and professional background and explain how the applicant intends to apply a professional doctorate in Defense and Strategic Studies in their professional pursuits. Personal statements should be carefully composed and consistent with accepted manuals of style.
  • The Graduate Record Examination (GRE) is not required, but applicants are encouraged to take the GRE to demonstrate their readiness for top-level graduate education.
  • Applicants can expect to receive a call from a member of the faculty admissions board to discuss their background, goals, and expectations of the doctoral program.
  • A minimum GPA of 3.0 in previous college-level work is required for admission to the doctoral program. Historically, the average GPA of admitted students has been closer to 3.5.

Thabiso Faith Mutumhe, Bachelor of Science in International Studies, and Diplomacy and Military Studies.

Valedictory speakers at Hawaiʻi Pacific University are selected on the basis of grade point average and service to the community.

Thabiso Faith Mutumhe  was born in Harare and raised in Chinhoyi, Zimbabwe. In elementary school, she and her family immigrated to Maryland. Mutumhe chose to attend HPU, seeking a university with a smaller student body where students are seen and supported. She says she found exactly that through her community at HPU.  

Through HPU’s concurrent graduate enrollment program, Mutumhe is completing the Graduate Certificate in National Security and Strategic Studies, adding to her majors in International Studies and Diplomacy and Military Studies. Mutumhe enhanced her educational journey through a research fellowship at the Daniel K. Inouye Asia-Pacific Center for Security Studies. During her 10-month internship, she wrote a paper analyzing how the removal of cultural and linguistic barriers feeds into the globalization of transnational crime and a paper on Sino-African educational partnerships. She also received the honor of being a seminar leader and teaching the Indo-Pacific Orientation Course to senior-level security practitioners. Additionally, Mutumhe participated in the Hawaiʻi Asia-Pacific Affairs Leadership (APAL) Program. As an APAL scholar, she published an article through the Pacific Forum on Strengthening Indo-Pacific Partnerships Through Jones Act Reform. She also had the opportunity to be a notetaker at the 2022 US-Japan-Philippines Trilateral Maritime Security Dialogue: “Strengthening Deterrence and Defense in the South China Sea” in Manila, Philippines.

In addition to her academic pursuits, Mutumhe works as a sign-in assistant and French tutor at the HPU Center for Academic Success. Upon graduation, she will return to the East Coast to attend law school. She has been accepted into a dual JD/MBA in International Business program.
