महिला सशक्तिकरण पर भाषण

हम छात्रों के लिए भारत में महिला सशक्तिकरण पर सबसे अलग भाषण उपलब्ध करा रहे हैं। सभी महिला सशक्तिकरण भाषण सरल और साधारण शब्दों का प्रयोग करके लिखे गए हैं। इसलिए, विद्यार्थियों आगे बढ़ने के लिए आप एकदम सही स्थान पर है।

सभी महानुभावों और मेरे प्यारे दोस्तों को सुप्रभात, जैसा कि आप सभी इस कार्यक्रम को मनाने के लिए यहाँ एकत्र हुए है, तो इस अवसर पर मैं भारत में महिला सशक्तिकरण के विषय पर भाषण देना चाहूँगा/चाहूँगी। लैंगिक समानता लाने के लिए भारत में महिला सशक्तिकरण बहुत आवश्यक है या फिर हम ये कह सकते हैं कि लैंगिक समानता महिला सशक्तिकरण के लिए बहुत आवश्यक है।

हमारा देश अभी भी एक विकासशील राज्य है और देश की आर्थिक स्थिति बहुत ही खराब है क्योंकि ये पुरुष प्रधान राज्य है। पुरुष (अर्थात् देश की आधी शक्ति) अकेले घूमते हैं और वो महिलाओं को केवल घर के कामों को करने के लिए मजबूर करते हैं। वो ये नहीं जानते कि महिलाएं भी इस देश की आधी शक्ति है और पुरुषों के साथ कदम से कदम मिलाकर चलने से देश की पूरी शक्ति बन सकती है। एक दिन जब देश की पूरी शक्ति काम करना शुरु कर देगी, तो कोई भी अन्य देश भारत से अधिक शक्तिशाली नहीं होगा। पुरुष ये नहीं जानते कि भारतीय महिलाएं कितनी शक्तिशाली हैं।

ये सभी भारतीय पुरुषों के लिए बहुत आवश्यक है कि वो महिलाओं की शक्ति को समझे और उन्हें स्वंय को आत्मनिर्भर और देश व परिवार की शक्ति बनाने के लिए आगे बढ़ने दें। भारत में महिला सशक्तिकरण लाने के लिए लैंगिक समानता पहला कदम है। पुरुषों को ये नहीं सोचना चाहिए कि महिलाएं केवल घर व परिवार के कामकाज को करने या लेने के लिए जिम्मेदार है। पुरुषों को भी घर, परिवार और अन्य उन कामों को करने के लिए भी जो महिलाएं करती हैं, अपनी जिम्मेदारियों को समझना चाहिए ताकि महिलाओं को खुद के और अपने कैरियर के बारे में सोचने के लिए कुछ समय मिल सके।

महिलाओं को सशक्त बनाने के लिए बहुत से कानून है हालांकि, कोई भी बहुत अधिक प्रभावशाली नहीं है और न ही लोगों के द्वारा उनका पालन किया जाता है। यहाँ कुछ प्रभावशाली और कड़े नियम होने चाहिए जिनका सभी के द्वारा अनुसरण किया जाये। ये केवल हमारी सरकार की ही जिम्मेदारी नहीं है, ये प्रत्येक और सभी भारतीयों की जिम्मेदारी है। प्रत्येक भारतीय को महिलाओं के प्रति अपनी सोच बदलने और महिला सशक्तिकरण के लिए बनाये गए नियमों का कड़ाई से पालन करने की आवश्यकता है।

केवल नियम कुछ नहीं कर सकते, बल्कि नियमों के विषयों को समझने की भी आवश्यकता है कि, नियम क्यों बनाये गए हैं, हमारे देश के लिए महिला सशक्तिकरण क्यों आवश्यक है और अन्य सवालों को भी समझने की आवश्यकता है। इन पर सकारात्मक रुप से सोचने की जरुरत है, महिलाओं के बारे में अपनी सोच को बदलना जरुरी है। महिलाओं को पूरी स्वतंत्रता देने की आवश्यकता है, ये उनका जन्मसिद्ध अधिकार है। महिलाओं को भी अपनी पूर्वधारणाओं को बदलने की जरुरत है कि वो कमजोर हैं और कोई भी उन्हें धोखा दे सकता है या उनका प्रयोग कर सकता है।

इसके बजाय उन्हें ये सोचने की आवश्यकता है कि उनमें पुरुषों से अधिक शक्ति है और वो पुरुषों से बेहतर कर सकती हैं। वो योग, मानसिक कला, कूगं-फू, कराटे आदि को अपने सुरक्षा मानकों के रुप में सीखकर भी शारीरिक रुप से शक्तिशाली हो सकती हैं। देश में विकास को आगे बढ़ाने के लिए महिला सशक्तिकरण बहुत महत्वपूर्ण यंत्र है। ये परिवारों और समुदायों के स्वास्थ्य और उत्पादकता में सुधार करने के साथ-साथ अगली पीढ़ी को बेहतर मौके प्रदान करके गरीबी को कम करने में मदद कर सकता है। भारत में महिलाओं के पिछड़ेपन के बहुत से कारण है जैसे लिंग आधारित हिंसा, प्रजनन स्वास्थ्य विषमताएं, आर्थिक भेदभाव, हानिकारक पारंपरिक प्रथाएं, असमानता के अन्य व्यापक और नियमित रुप।

भारत में महिलाएं, मानवीय आपदाओं, विशेष रूप से सशस्त्र संघर्ष के दौरान और बाद में प्राचीन समय से ही बहुत सी कठिनाइयों को झेल रही हैं। महिला सशक्तिकरण का समर्थन, नीति निर्माण को बढ़ावा देने, लिंग संवेदनशील डाटा संग्रह को बढ़ावा देने, महिलाओं के स्वास्थ्य के बारे में जागरूकता में सुधार लाने और जीवन में अपनी स्वतंत्रता का विस्तार करने के लिए बहुत से निजी और सरकारी संगठन और संस्थाएं है। इस तरह समर्थन करता और मानव अधिकारों के बावजूद, महिलाएं अभी भी आश्रित, गरीब, अस्वस्थ्य और अशिक्षित हैं। हमें इसके पीछे के कारणों के बारे में सोचकर और तत्काल आधार पर सभी को हल करने की जरूरत है।

सबसे पहले, मेरे अध्यापकों और साथियों को मेरी सुबह की नमस्ते। मैं अपने/अपनी कक्षा अध्यापक/अध्यापिका को धन्यवाद कहना चाहूँगा/चाहूँगी जिन्होंने मुझे इस कार्यक्रम पर आप सभी के सामने बोलने के लिए अवसर प्रदान किया। मैं भारत में महिला सशक्तिकरण पर भाषण देना चाहता/चाहती हूँ। जैसा कि हम सब इस कार्यक्रम को मनाने के लिए यहाँ एकत्र हुए हैं, मैंने ये विषय आप सभी के सामने लिंग असमानता के मुद्दे को उठाने के लिए चुना है। सरकार और अन्य निजी संस्थाएं महिलाओं को सार्वजनिक क्षेत्र में नेतृत्वकारी स्थितियों पर पहुँचने के लिए समर्थन कर रही हैं।

सार्वजनिक क्षेत्र में महिलाओं का नेतृत्व राष्ट्र के विकास के लिए महत्वपूर्ण यंत्रों में से एक है। सार्वजनिक क्षेत्र में महिलाओं का प्रतिनिधित्व करना न्याय की ही बात है हालांकि, महिला सशक्तिकरण को प्रभावी बनाने के लिए सभी दृष्टिकोणों को आगे लाने की आवश्यकता है। महिला और पुरुष दोनों अद्वितीय और अलग दृष्टिकोण रखते हैं इसलिए निर्णय लेने की प्रक्रिया को प्रभावशाली बनाने के लिए दोनों महत्वपूर्ण है। समाज में पुरुषों और महिलाओं दोनों के अधिकारों की समानता कार्य क्षमता को बढ़ायेगी और इस प्रकार देश की आर्थिक स्थिति में सुधार होगा।

महिला सशक्तिकरण निर्णय लेने की प्रक्रिया में अपनी भागीदारी को मजबूत करने की चाबी है जो सामाजिक-आर्थिक विकास के लिए बहुत महत्वपूर्ण है। शोध के आंकड़ों के मुताबिक, ये उल्लेख किया गया है कि महिलाओं का सशक्तिकरण एक सशक्त रुप में आर्थिक वृद्धि को बढ़ाता है और विकास को जारी रखता है। हमें इस बारे में सोचना चाहिए और इस पर चर्चा करनी चाहिए कि कैसे हमारे सांस्कृतिक, पारंपरिक और सामाजिक नियम महिला नेतृत्वीकरण को प्रभावित करते हैं ताकि हम उन्हें तोड़ सकें।

महिलाओं पर सामाजिक, सांस्कृतिक और पारिवारिक दबाव रहता है जो लैंगिक समानता में बाधा के रुप में सबसे बड़े मुख्य मुद्दे के रुप में कार्य करता है। महिलाओं पर अपने परिवार, माता-पिता, समाज के द्वारा बहुत अधिक दबाव होता है और उन्हें अपने परिवार के सभी सदस्यों की देखभाल करने के लिए मजबूर किया जाता है। परिवार और समाज का इस तरह का दबाव महिलाओं में कैरियर बनाने की महत्वाकांक्षा को पुरुषों की अपेक्षा कम कर देता है।

एक शोध के अनुसार, महिलाओं की उच्च स्थिति की चर्चा के दौरान ये पाया गया कि वो अपने कार्य की भूमिका के बारे में अपने परिवार और अपने पति के साथ किसी भी प्रकार की चर्चा नहीं करती। वो अपनी श्रेष्ठ स्थिति के बारे में अपनी भावनाओं को व्यक्त करने में खुद को असहज महसूस करती हैं। पूरे एशिया भर में शीर्ष 50 महिला नेताओं के एक सर्वेक्षण के अनुसार, एशिया में नेतृत्व में महिलाओं के उत्थान के लिए तीन मुख्य चुनौतियों का सामना किया जा रहा है, “पारिवारिक जीवन की बाधाएं”, “संगठन की ऐसी नीतियाँ और व्यवहार जोकि पुरुषों को महिलाओं से अधिक समर्थन करती हैं” और “सांस्कृतिक बाधाएं”।

महिलाओं का नेतृत्व विभिन्न सामाजिक, सांस्कृतिक और राजनीतिक मानदंडों के द्वारा प्रतिबंधित है जिसे समझने और रोकने की आवश्यकता है। सबसे पहले, समाज के साथ ही राष्ट्र में भी महिलाओं की स्थिति को बदलने के लिए हमें उन सभी सामाजिक असमानताओं को रोकने की आवश्यकता है जो महिलाओं की उपलब्धियों के मार्ग में बाधाएं है। मैं यहाँ उपस्थित अपने सभी साथियों और दोस्तों को इस विषय पर अपने परिवार और समुदाय में महिलाओं की भागदारी के रास्ते में आने वाली बाधाओं को रोकने पर चर्चा करने के लिए प्रेरित करना चाहता/चाहती हूँ ताकि, प्रत्येक क्षेत्र में पुरुषों की तरह महिलाओं के नेतृत्व को भी बढ़ाया जा सके। पुरुषों को भी महिलाओं को सभी सामाजिक और सांस्कृतिक मानदंड़ों में संयुक्त भागीदारी में सलंग्न करने के साथ ही घर, कार्यालय और समुदाय में न्याय संगत माहौल बनाने की आवश्यकता है।

यहाँ उपस्थित सभी आदरणीय महानुभावों और मेरे प्यारे दोस्तों को सुबह की नमस्ते। अपने भाषण के माध्यम से आप सबके सामने महिला सशक्तिकरण के विषय को उठाने के साथ ही भारतीय समाज में महिलाओं की वास्तविक स्थिति के बारे में बड़ी भीड़ को संदेश देना चाहता/चाहती हूँ। जैसा कि हम सभी जानते हैं कि, महिलाओं (हमारी दादी, मां, बहन, दोस्त, पत्नी, आदि) के बिना हम अपनी दैनिक दिनचर्या में सही से प्रदर्शन नहीं कर सकते। महिलाएं घर में केवल हमारा भोजन बनाने, हमारे कपड़े धोने और अन्य कार्यों को करने के लिए जिम्मेदार होती हैं।

समाज और परिवार में केवल महिलाओं पर ही सुबह जल्दी उठने, घरेलू कामकाज करने, व्रत रखने और पूरे परिवार की भलाई और समृद्धि के लिए पूजा करने का दबाव क्यों डाला जाता है। ये बहुत हास्यपद है कि उन्हें बचपन से ही घर के कार्यों और जिम्मेदारियों को निभाने के लिए प्रोत्साहित किया जाता है, जबकि, पुरुषों की तरह नेतृत्व करने के लिए हत्तोत्साहित किया जाता हैं क्यों?

हम सभी प्रत्येक सवाल का जवाब जानते हैं हालांकि, इस पर सोचना और चर्चा करना नहीं चाहते क्योंकि पुरुष सभी क्षेत्रों में केवल घर की जिम्मेदरियों को छोड़कर महिलाओं पर हमेशा अपना आधिपत्य रखना चाहते हैं। मेरे प्यारे मित्रों, देश के युवा और भविष्य होने के नाते हम (देश की नयी पीढ़ी) जीवन के प्रत्येक क्षेत्र में महिलाओं के साथ कदम से कदम मिलाकर चलने के द्वारा अपने उज्ज्वल भविष्य को सुनिश्चित करना चाहिए। अब तक क्या हुआ है ये सोचना छोड़कर, बल्कि अभी ये जागने का समय है क्योंकि हम सभी पहले ही बहुत देर कर चुके हैं और अब यदि एक पल भी ज्यादा सोते रहे तो हमेशा के लिए पीछे रह जायेंगे।

मेरे प्यारे मित्रों, जैसा कि हमने अपने इतिहास में पढ़ा है कि महिलाओं ने प्राचीन समय से ही बहुत सी सामाजिक चुनौतियों का सामना किया है और उन्हें केवल परिवार और समाज तक ही सीमित रहने के लिए मजबूर किया जाता था। लोग सोचते थे कि महिलाएं केवल रुपये निवेश और परिवार की आर्थिक स्थिति को कमजोर करने का स्रोत हैं, हालांकि वो ये नहीं सोचते कि महिलाएं भी आधी शक्ति हैं जो पुरुषों के साथ मिलकर पूरी शक्ति बन सकती हैं।

महिलाओं को अपने दिल और दिमाग से मजबूत होने के द्वारा खुद को भी सशक्त करने की आवश्यकता है। जिस तरह से वो दैनिक जीवन की चुनौतियों का सामना करती हैं, तो वो उनके सशक्तिकरण और उन्नति को सीमित करने वाली सामाजिक और पारिवारिक कठिनाईयों का भी सामना कर सकती हैं। उन्हें प्रत्येक दिन जीवन की हरेक चुनौती को गले लगाना सीखना होगा। हमारे देश में महिला सशक्तिकरण के खराब प्रदर्शन का कारण लिंग असमानता है।

आंकड़ों के अनुसार, ये देखा गया हैं कि देश के बहुत से भागों में ये लगातार गिरा है और 1000 पुरुषों की तुलना में 850 स्त्रियाँ है। 2013 की वैश्विक मानव विकास रिपोर्ट के अनुसार, हमारा देश पूरे विश्व के 148 देशों के बीच में लैंगिक असमानता सूचकांक में 132वें स्थान पर है। अनुसूचित जाति, जनजाति और अल्पसंख्यक महिलाओं को उच्च जाति की स्त्रियों की तुलना में उच्च स्तर का शोषण, भेदभाव, सीमित रोजगार अवसर मिलते हैं। लैंगिक समानता और महिला सशक्तिकरण दोनों ही विकास और उच्च आर्थिक स्थिति को प्राप्त करने के लिए बदलाव ही महत्वपूर्ण रणनीति है।

देवियों और सज्जनों आज के इस विशेष अवसर पर आप सबका स्वागत है, आज हम सब यहां ‘महिला सशक्तिकरण’ और विश्व में इसके होने वाले प्रभाव जैसे बहुत ही महत्वपूर्ण मुद्दे पर बात करने के लिए इकठ्ठा हुए है। आप सबका यहां आने के लिए मैं आप सबका धन्यवाद व्यक्त करता हूँ और इस मौके का फायदा उठाते हुए मैं इस विषय पर आप सबके सामने अपने विचारों को व्यक्त करने की अनुमति चाहूँगा।

यहां पर उपस्थित लोगों ने प्रिंट मीडिया, इलेक्ट्रानिक मीडिया, सामान्य चर्चा या फिर किसी अन्य स्त्रोत द्वारा महिला सशक्तिकरण के विषय में तो अवश्य ही सुना होगा क्योंकि यह आज के समय के सबसे अधिक चर्चित विषयों में से एक है।

इससे पहले की हम महिला सशक्तिकरण पर चर्चा करें, आइये उससे पहले इस विषय में विस्तार से जाने। महिला सशक्तिकरण का अर्थ महिलाओं के आर्थिक, सामाजिक और शैक्षिक तरक्की को बढ़ावा देने से है। यह एक विस्तृत विषय है, महिला सशक्तिकरण के द्वारा सरकारी और निजी क्षेत्रों में महिलाओं के रोजगार को बढ़ावा देना, लैंगिग समानता, रोजगार, तरक्की और अवसरों को बढ़ावा दिया जाता है। जिससे उनका सामाजिक स्तर और जीवन स्तर और भी बेहतर हो सके।

अब इन बातों द्वारा यह सवाल उठता है कि, क्या समाज महिलाओं के साथ उचित व्यवहार करता है? तो जवाब है नही। हम संयुक्त राष्ट्र द्वारा तय किये गये 2030 के सतत विकास के लक्ष्य से अभी भी काफी पीछे है।

सदियों से महिलाओं को घरों से निकलने की आजादी नही दी गयी है और सिर्फ उन्हें घर का कार्य करने तक ही सीमित रखा गया। कुछ पिछड़े और प्रगतिशील देशों को छोड़कर हर पिछड़े और प्रगतिशील देश में महिलाओं की हालत ऐसी ही है। ऐसे समाजों में महिलाओं को पुरुषों के तरह आजादी प्राप्त नही होती है, जिसके कारण उनका जीवन कारावास की तरह बन जाता है। उन्हें छोटे स्तर पर भी कोई पारिवारिक फैसला लेने की आजादी नही होती है क्योंकि उन्हें हमेशा ही पुरुषों से कमतर समझा जाता है। वहीं दूसरे तरफ कुछ विकसित देशों में यह चीज बिल्कुल ही अलग है, वहां समाज में महिलाओं को सामाजिक और आर्थिक दृष्टि से पुरुषों के बराबर ही समझा जाता है।

तो आईये अब महिला सशक्तिकरण के फायदों के विषय में बात करते है, कि आखिर हमें ऐसा क्यों करना चाहिए?  आखिर क्यों हम महिलाओं को उनके वर्तमान अवस्था में नही छोड़ सकते, जिससे उनका काफी धीरे-धीरे विकास हो। आज के समय में तरक्की काफी तेजी से तरक्की हो रही है और उम्मीद है कि हम 2030 तक संयुक्त राष्ट्र के सबसे महत्वकांक्षी परियोजना वैश्विक सतत विकास के लक्ष्य को प्राप्त कर लेंगे। लेकिन यह एक काफी बड़ी गलती होगी, यदि हमने महिलाओं के समस्या पर ध्यान नही दिया और महिला सशक्तिकरण का यह कार्य पूरा ना होने पर भविष्य में और भी कई तरह के संकट पैदा करेगा।

जैसा कि कहा जाता है कि कोई भी महत्वपूर्ण कार्य खुद के घर से ही शुरु होता है, ठीक उसी प्रकार से एक देश तब तक तरक्की नही प्राप्त कर सकता है जब तक वह महिलाओं को समाज में समान व्यवस्था और सम्मान ना उपलब्ध करा पाये और यदि महिलाओं के हितों को नजरअंदाज किया गया तो हम स्वास्थ तथा सफाई, महिला शिक्षा, शिशु मृत्यु दर सामाजिक-आर्थिक तरक्की जैसे विषयों में काफी पीछे छूट जायेंगे।

अब इस विषय को लेकर सबस बड़ा सवाल यह है कि इसे रोकने के लिए क्या किया जा सकता है? प्रत्येक व्यक्ति इसमें अपना सहयोग दे सकता है फिर चाहे वह किसी उंचे पद पर आसीन व्यक्ति हो या फिर सामान्य व्यक्ति, जैसे कि जिस महिला से आप प्रेम करते है या फिर जिन महिलाओं को आप जानते हैं, उन्हें भी अपने बराबर का मानें। आप यह बात सुनिश्चित करें उन्हें भी रोजगार, शिक्षा और समाजिकता में आपकी तरह ही बराबर का हिस्सा मिले। इन कार्यों द्वारा चीजें एक दिन अवश्य ही बदलेंगी, लेकिन इस बदलाव की शुरुआत हमें खुद से करनी होगी।

अब इस विषय पर बात आती है सरकार के सहयोग की, इसके लिए सरकार को नये नीतियों को बनाने की आवश्यकता है ताकि महिलाओं को भी रोजगार और तरक्की के समान अवसर मिल सके। इसके साथ ही सरकार को महिलाओं सामाजिक-अर्थिक और शैक्षिक विकास पर विशेष ध्यान देना चाहिए और महिलाओं के विरुद्ध होने वाले लैंगिग असमानता को को दूर करना चाहिए ताकि उन्हें भी पुरुषों के बराबर भुगतान और रोजगार के अवसर मिल सके।

जैसा कि इस विषय में महात्मा गाँधी द्वारा कहा गया है कि “विश्व में आप जो बदलाव देखना चाहते हैं, उसकी शुरुआत खुद से कीजिए।” इसका मतलब यह है कि सरकार चाहे जितनी भी योजनाएं बना ले पर वास्तविक बदलाव तभी आयेगा, जब हम खुद में बदलाव लायेंगे। जब हम महिलाओं के प्रति अपने विचारों और कार्यशैली में बदलाव लायेंगे तभी महिला सशक्तिकरण के विषय में सार्थक बदलाव देखने को मिलेगा।

सदियों से महिलाओं की सुरक्षा समाज के लिए एक चिंतित विषय रहा है। भारतीय संस्कृति में महिलाओं का विशिष्ट स्थान है। नारी को देवी लक्ष्मी के समान पूजा जाता है। लेकिन महिलाएं न तो बाहर सुरक्षित हैं और न ही घर में। यह अब एक बड़ा मुद्दा बन गया है।

रात में महिलाएं अपने घरों से बाहर निकलने से पहले दो बार सोचती हैं। यह हमारे देश की दुखद वास्तविकता है, महिलाएं निरंतर भय में रहती है। महिलाओं के खिलाफ कुछ अपराध में बलात्कार, ऑनर किलिंग, बाल शोषण, दहेज हत्या, एसिड अटैक, कन्या भ्रूण हत्या, तस्करी, बाल विवाह और बहुत कुछ शामिल हैं।आंकड़ों के मुताबिक भारत में हर 20 मिनट में एक महिला के साथ रेप होता है। दूसरे देशों से आने वाली महिला भी भारत घूमने आने के लिए सोचने पर मजबूर हो जाती है।

भारत  के संविधान में  महिलाओं को पुरुषों के समान अधिकार दिए गए हैं। अब देश में महिलाओं को काफी सन्मान मिलता है लेकिन पर्दे के पीछे देखें तो उनका शोषण किया जा रहा है। लोग महिलाओं की सुरक्षा के लिए बनाए गए किसी भी नियम का पालन नहीं कर रहे है।

महिलाओं को आत्मरक्षा करना सिखाना चाहिए। महिला पीड़िता को तुरंत न्याय मिले इसके लिए फास्ट ट्रैक कोर्ट की स्थापना की जानी चाहिए। महिलाओं के खिलाफ होने वाले अपराधों के संबंध में कानूनों को और सख्त बनाया जाना चाहिए ताकि महिलाओं को हिंसा से बचाया जा सके। पुरुषों को कम उम्र से ही महिलाओं का सम्मान करना और उनके साथ समान व्यवहार करना सिखाया जाना चाहिए।

महिला सुरक्षा एक सामाजिक मुद्दा है। महिलाएं देश की आबादी का लगभग आधा हिस्सा हैं, जो शारीरिक, मानसिक और सामाजिक रूप से पीड़ित हैं। यह देश के विकास और प्रगति में बाधक बनता जा रहा है। कड़े कानून बनने के बाद भी महिला अपराध में कमी के बजाय आए दिन तेजी से उछाल आ रहा है। हमारे देश में महिलाओं को डर के साए में जीना पड़ रहा है।

समाज में महिलाओं की सुरक्षा लगातार गिरती जा रही है। महिलाएं अपने आप को असुरक्षित महसूस कर रही हैं। भारतीय संस्कृति में महिलाओं को लक्ष्मी माता का दर्जा दिया गया है। लेकिन यह सब सिर्फ किताबों की बातें है । परदे के पीछे की असलियत यह है की देश की महिला ना तो घर में सुरक्षित है न बहार। 21वीं सदी में भारत में ऐसी घटनाओं का होना ही हमारी संस्कृति को शर्मसार करता है।

महिलाओं के खिलाफ होने वाले अत्याचार

महिलाओं के खिलाफ होने वाले अपराध केवल किसी की हत्या करने के बारे में नहीं है बल्कि यह कुछ ऐसा है जो मानसिक रूप से भी प्रभावित करता है। एक महिला को विभिन्न प्रकार की यातनाओं का सामना करना पड़ता है। उनमें से कुछ शारीरिक हैं जबकि उनमें से कुछ मानसिक हैं जैसे यौन शोषण, कार्यस्थल पर या कहीं भी उत्पीड़न, बलात्कार, लिंग पूर्वाग्रह आदि।

भारत में महिलाओं के खिलाफ होने वाले अपराध की सूची काफी लंबी है। तेजाब फेंकना, जबरन वेश्यावृत्ति, यौन हिंसा, दहेज हत्या, अपहरण, ऑनर किलिंग, बलात्कार, भ्रूण हत्या, मानसिक उत्पीड़न जैसे अपराध की वजह से आज किसी भी महिला अपने आप को सुरक्षित महसूस नहीं करती है। सड़कों, सार्वजनिक स्थानों, सार्वजनिक परिवहन, आदि जैसे क्षेत्र महिला शिकारियों के क्षेत्र रहे हैं।

घरेलू हिंसा भी महिलाओं के खिलाफ होने वाले अपराध में शामिल है। महिलाओं के खिलाफ घरेलू हिंसा भी काफी बढ़ गई है। जिसकी वजह से उन्हें मानसिक रोगों का सामना करना पड़ रहा है।  दहेज के लिए जलाना, ससुराल पक्ष की तरफ से किसी सामान्य बात को लेकर पिटाई जैसी घटनाएं रोज की बात हो गई हैं।

आज कल अपराध का एक नया पहलू नजर आया है वो है लव जिहाद, जिसमें महिलाओं को प्यार के चककर में फँसाकर उन के साथ शादी करके उन्हें विदेशों में बेचा जा रहा है।

महिला सुरक्षा के कानून

भारत के संविधान और कानून में महिलाओं की सुरक्षा का काफी ध्यान रखा गया है, जिसके चलते महिलाओं के पक्ष में कई कानून बनाए गए है। भारत में महिला सुरक्षा से जुड़े कानूनों की सूची बहुत लंबी है। इसमें बाल विवाह अधिनियम 1929, विशेष विवाह अधिनियम 1954, हिंदू विवाह अधिनियम 1955, हिंदू विधवा पुनर्विवाह अधिनियम 1856, भारतीय दंड संहिता 1860, मातृत्व लाभ अधिनियम 1861, विदेशी विवाह अधिनियम 1969, भारतीय तलाक अधिनियम 1969, ईसाई विवाह अधिनियम 1872, विवाहित महिलाएं शामिल हैं। संपत्ति अधिनियम 1874, मुस्लिम महिला संरक्षण अधिनियम 1986, राष्ट्रीय महिला आयोग अधिनियम 1990, कार्यस्थल पर उम का यौन उत्पीड़न अधिनियम 2013 आदि। इसके अलावा 7 मई 2015 को लोकसभा और 22 दिसंबर 2015 को राज्यसभा ने भी किशोर न्याय विधेयक में संशोधन किया। इसके तहत अगर 16 से 18 साल का किशोर किसी अपराध में लिप्त पाया जाता है तो कड़ी सजा का भी प्रावधान है।

महिलाओं की सुरक्षा के उपाय

महिलाओं की सुरक्षा में सबसे महत्वपूर्ण चीज है आत्मरक्षा। आत्मरक्षा के बारे में प्रत्येक महिला को जागरूक होना चाहिए और अपनी सुरक्षा के लिए उचित आत्मरक्षा प्रशिक्षण प्राप्त करना चाहिए। किक टू ग्रोइन, ब्लॉकिंग आदि के बारे में महिलाओं को बचपन से ही सीखना चाहिए। महिलाओं को खुद को सचेत रहना होगा। 

उन्हें कभी भी किसी अज्ञात व्यक्ति के साथ किसी अज्ञात स्थान पर अकेले नहीं जाना चाहिए और अगर ऐसा करने पर संकट की घड़ी लगे तो वहां से तुरंत भागने की कोशिश करनी चाहिए।

उनके पास सभी आपातकालीन नंबर होने चाहिए और यदि संभव हो तो व्हाट्सएप भी करें ताकि वे तुरंत अपने परिवार के सदस्यों और पुलिस को बता सकें। महिलाओं को अगर किसी काम से बाहर जाना पड़े तो अपने परिवार से संपर्क जरूर बनाये रखने चाहिए।

सोशल मीडिया पर या किसी अन्य माध्यम से किसी भी तरह के अनजान व्यक्ति से बातचीत करते समय सावधानी रखें और अपनी कोई निजी जानकारी को कभी भी शेयर न करें।

आम तौर पर भगवान के द्वारा ज्यादातर महिलाओं को छठी इंद्रिय का उपहार दिया जाता है, जिसका उपयोग उन्हें किसी समस्या में होने पर अवश्य करना चाहिए। महिलाओं को अपनी शारीरिक शक्ति को समझना और महसूस करना चाहिए और उसी के अनुसार उपयोग करना चाहिए। उन्हें कभी भी पुरुषों की तुलना में खुद को कमजोर महसूस नहीं करना चाहिए। ऐसा करने से उनका मनोबल ऊँचा होगा।

एक बहुत ही प्रसिद्ध कहावत है ‘समाज को बदलने के लिए बदलाव बनें’। हम दुनिया को नहीं बदल सकते हैं लेकिन हम खुद को बदल सकते हैं । महिलाओं के खिलाफ अपराध के पीछे लैंगिक भेदभाव प्रमुख कारण है। हम एक अच्छे नागरिक बनें और इस तरह के गलत विचारों और गतिविधियों को बढ़ावा नहीं देना चाहिए।

वर्तमान में भारत में नारी शिक्षा का काफी प्रचार हुआ है. नारियां डॉक्टर, शिक्षक, अधिकारी उद्यमी आदि अनेक क्षेत्रों में कार्यरत है. राजनितिक और समाज सेवा में भी नारी की पर्याप्त सहभागिता है.

तथा अनेक क्षेत्रों में स्त्रियों को रोजगार में सरक्षण मिल रहा है. इतना सब कुछ होने पर भी वर्तमान में नारियाँ असुरक्षित है, उनका उत्पीड़न शोषण हो रहा है. तथा दुराचारी लोगों के अमानवीय आचरण से नारियों का जीवन खतरे में पड़ गया है.

नारी समाज का शोषण और उत्पीड़न

समाज में कुछ असभ्य लोग नारियों के साथ दुर्व्यवहार करते है. तथा उनके साथ जोर जबरदस्ती करते है. सरेआम नारियों के पर्स छिनना, गले की चैन झपटना, युवतियों से छेड़खानी करना, गलत नियत से जान-पहचान कर उनका यौन शोषण करना आदि अनेक कुकृत्य अब आम बात हो गई है.

अब तो नाबालिक लड़कियों और स्कुल कॉलेज जाने वाली यवतियो का अपहरण कर उनका सामूहिक बलात्कार करना, साक्ष्य मिटाने के लिए उन्हें जान से मार डालना या मुह बंद रखने के लिए डराना-धमकाना, दुराचार का प्रस्ताव न मानने पर तेज़ाब डालकर हमला करना इत्यादि अपराधी क्रूर प्रवृतियाँ उतरोतर बढ़ती जा रही है.

आए दिन ऐसे पाशविक कृत्यों की घटनाएं देखने सुनने को मिल रही है. इस तरह के शोषण उत्पीडन से नारी समाज में असुरक्षा की भयानक समस्या उभर कर सामने आ रही है.

यौनाचार उत्पीड़न की भयानकता

दिसम्बर 2012 में दिल्ली में एक युवती के साथ पांच युवकों ने दुराचार किया, उनके साथ पशुओ के समान हिंसक व्यवहार किया.

वह युवती निभर्या बनकर यथाशक्ति उनका विरोध करती रही, मरणासन्न अवस्था में उनका उपचार भी किया गया. परन्तु तमाम उपायों के बावजूद उनकी जान बचाई न जा सकी.

इस घटना से आक्रोशित जनमानस ने तीव्र विरोध प्रदर्शन किया. इसके परिणामस्वरूप भारत सरकार ने फरवरी 2013 में निर्भया फौजदारी कानून एक्ट में बलात्कार और यौन शोषण को लेकर कठोर कानून बनाया.

इस कानून को विभिन्न धाराओं में महिलाओं पर एसिड से हमला करना, यौन उत्पीडन और दुर्व्यवहार तथा बलात्कार को जधन्य अपराध घोषित कर कठोर कारावास और मृत्युदंड का प्रावधान किया गया है.

निर्भया नाम से बजट में धनराशि आवंटित कर शासन ने महिलाओं की सुरक्षा और सशक्तिकरण को प्राथमिकता दी है.

नारी सुरक्षा की महती आवश्यकता

निर्भया कानून बन जाने से महिलाओं या युवतियों के साथ यौनाचार के दोषियों को मृत्यु दंड दिया जा रहा है. फिर भी कुछ क्षेत्रों में अबोध नाबालिक लड़कियों के अपहरण, बलात्कार और उनकी हत्या के मामले सामने आ रहे है.

एसिड हमले आज भी जारी है. तथा इलेक्ट्रोनिक उपकरणों के जरिये आज भी उन्हें ब्लैकमेल या बदनाम किया जाना कम नही हुआ है. इस कारण सबसे अधिक असुरक्षा नाबालिक अबोध लड़कियों को लेकर बढ़ रही है.

अतः ऐसे दुराचारी लोगों को कठोर से कठोर दंड दिया जाना जरुरी है. नारी सुरक्षा की महती आवश्यकता को सामजिक द्रष्टिकोण में सुधार लाना नितांत अपेक्षित है.

प्रशासन स्तर पर बालिकाओं की सुरक्षा तथा महिलाओं के सशक्तीकरण को प्राथमिकता दी जा रही है. ‘निर्भया फंड’ से बलात्कार पीड़ित शोषित युवतियों की मदद की जा रही है.

वर्तमान में इस जधन्य अपराध से समाज को मुक्त करने तथा नारियों में असुरक्षा का भाव दूर करने की आवश्यकता है. अतः शासन एवं जनता के सहयोग से नारी समाज को उत्पीड़न से बचाया जा सकता है.

जैसा कि हम सभी जानते हैं कि भारत अपनी महान परंपरा और संस्कृति के लिए दुनिया भर में एक सबसे प्रसिद्ध देश है जहां प्राचीन समय से महिलाओं को समाज में सबसे सम्मानित स्थान दिया जाता है। यह वह देश है जहाँ महिलाओं को अधिक सुरक्षित और सबसे सम्मानित माना जाता है।

भारतीय समाज में महिलाओं को देवी लक्ष्मी का स्थान दिया जाता है। भारतीय महिलाएं सभी क्षेत्रों में काम कर रही हैं, जैसे कि वैमानिकी, अंतरिक्ष, राजनीति, बैंक, स्कूल, खेल, व्यवसाय, सेना, पुलिस, और कई अन्य। हम यह नहीं कह सकते हैं कि इस देश की कोई भी महिला चिंता नहीं है लेकिन हम भारत में महिलाओं के लिए सकारात्मक बिंदुओं को नजरअंदाज नहीं कर सकते हैं।

यदि हमें अपना इतिहास याद है, तो हमने पाया कि पांचाली प्रथा थी जिसमें एक अकेली महिला (द्रौपदी) को पांच पुरुषों (पांडवों) से शादी करने की अनुमति थी। यह सब कुछ था जो हम अपनी खुली आँखों से देखते हैं लेकिन अगर हम पर्दे के पीछे देखते हैं तो हम महिलाओं के खिलाफ घर, दफ्तरों, सड़कों आदि पर होने वाले सभी अपराधों को देखेंगे। भारत में महिलाओं के खिलाफ पिछले कुछ अपराधों जैसे बलात्कार के मामलों, एसिड हमलों, आदि, महिलाओं की सुरक्षा संदेह में रही है।

आज हर क्षेत्र में महिलाएं पुरुषों से कंधा से कंधा मिलाकर चल रही हैं, दुनिया का कोई भी क्षेत्र ऐसा नहीं है जहां महिलाएं, पुरुषों से कम हों।

आज महिलाएं पूरी तरह आत्मनिर्भर और सक्षम हैं। महिलाओं ने आज हर क्षेत्र में खुद को बेहतर साबित किया है और अपनी प्रतिभा का लोहा न सिर्फ देश में बल्कि विदेश में भी मनवाया है, इसलिए महिलाओं के सम्मान और सराहना करने के लिए हर 8 मार्च को हर साल अंतराष्ट्रीय महिला दिवस के रुप में मनाया जाता है।

इस दिवस को मनाने का मुख्य उद्देश्य महिलाओं को उनके अधिकारों और शक्ति का एहसास करवाना, समाज में महिलाओं के प्रति तुच्छ मानसिकता को बदलाना, महिलाओं की शिक्षा और विकास को बढ़ावा देना एवं समाज में उत्कृष्ट काम करने वाले महिलाओं का मनोबल बढ़ाना एवं महिलाओं के प्रति सम्मान की भावना पैदा करना है।

अंतराष्ट्रीय महिला दिवस को पूरे विश्व में धूमधाम से मनाया जाता है। इस मौके पर स्कूल, कॉलेज और संस्थानों में कई तरह के प्रोग्राम्स भी आयोजित करवाए जाते हैं, जिसमें आपको जिसमें महिलाओं की उपलब्धियों की सराहना करने और उनके आत्मविश्वास को बढ़ाने के लिए महिला दिवस पर भाषण देने का मौका मिल सकता है।

मै …। आप सभी को अंतराष्ट्रीय महिला दिवस की हार्दिक शुभकामनाएं देती हूं। सम्मानित मुख्य अतिथि, सभी महामहिम और यहां मौजूद सभी माताएं-बहनों और साथियों सभी को मेरा नमस्कार। जैसा कि हम सभी जानते हैं कि आज अंतराष्ट्रीय महिला दिवस – International Women’s Day है।

इसलिए इस मौके पर हमारी संस्था की तरफ से हर साल की तरह इस बार भी महिलाओं के सम्मान करने और उनका हौसला अफजाई करने के लिए इस कार्यक्रम का आयोजन किया गया है, वहीं मुझे बेहद खुशी हो रही है कि मुझे अंतराष्ट्रीय महिला दिवस के मौके पर बोलने का अवसर प्राप्त हुआ है।

इस मौके पर मै सबसे पहले उन महिलाओं की सराहना करती हूं, जिन्होंने अपनी प्रतिभा और हुनर का प्रदर्शन पूरी दुनिया के सामने किया और दूसरी महिलाओं के अंदर आगे बढ़ने के लिए नया जोश भरा और एक नई ऊर्जा का संचार किया।

समाज में महिलाओं के प्रति फैली असामनता को दूर करने, महिलाओं की शिक्षा और विकास पर जोर देने, उन्हें उनके अधिकार दिलवाने और अपनी शक्ति का एहसास करवाने समेत उनके अंदर आत्मनिर्भर बनने का भाव पैदा करने के मकसद से हर साल 8 मार्च को अंतराष्ट्रीय महिला दिवस मनाया जाता है।

इस मौके पर पूरी दुनिया में महिलाओं की उपलब्धियों के लिए उन्हें सम्मानित किया जाता है और आगे बढ़ने के लिए उनका हौसला बढ़ाया जाता है। साथ ही देश की कई बहादुर और महान महिलाओं के त्याग और समर्पण को भी याद किया जाता है।

इसमें कोई दो-राय नहीं है कि पहले की तुलना में आज महिलाएं ज्यादा शक्तिशाली और सक्षम हैं और उनकी स्थिति में भी पहले की तुलना में काफी हद तक सुधार आया है।

शायद यही वजह है कि आज देश के उच्च पदों पर महिलाएं राज कर रही हैं, वहीं ‘मलाला’ जैसी लड़कियां जहां लड़कियों की शिक्षा के लिए अपनी आवाज बुलंद कर रही हैं तो वहीं मैरीकॉम और प्रियकां चौपड़ी जैसी महिलाएं हॉलीवुड में फिल्में कर अपने देश का सिर गर्व से ऊंचा कर रहीं हैं।

लेकिन शर्मिंदगी इस बात की है कि आज भी कई ऐसी जगह हैं जहां महिलाओं को शारीरिक और मानिसक यातनाएं झेलनी पड़ती हैं, और आज भी उन्हें घर की चार दीवारी में कैद रखा जाता है, यही नहीं कई महिलाओं को तो उन्हें जन्म से पहले कोक में ही मार दिया जाता है।

कोई भी दिन ऐसा नहीं जाता जब अखबार और न्यूजपेपर में कन्या भ्रूण हत्या की खबर नहीं छपी हो, वहीं भारत में तो कई राज्य ऐसे हैं, जहां महिलाओं की संख्या पुरुषों की अपेक्षा बेहद कम है। जिसमें सुधार करने की जरूरत है।

अंतराष्ट्रीय महिला दिवस के मौके पर आयोजनों के माध्मय से लैंगिग समानता पर भी जोर दिया जाता है और महिलाओं का महत्व बताया जाता है ताकि महिलाओं की स्थिति और अधिक अच्छी हो सके।

आज हमारी सरकारें भी बेटियों की शिक्षा और उनके विकास के लिए तमाम योजनाएं चली रही हैं और कन्या भ्रूण हत्या जैसे मुद्दों को उठा रही हैं, लेकिन ऐसे मसले आज भी काफी चर्चित हैं, वहीं महिलाओं की लगातार कम होती संख्या काफी चिंताजनक है।

आप सभी को सबसे पहले अंतराष्ट्रीय महिला दिवस की हार्दिक शुभकामनाएं। सम्मानित मुख्य अतिथि, सभी महामहिम और यहां मौजूद सभी माताएं-बहनों और साथियों आप सभी को मेरा नमस्कार। मैं (नाम एवं पद बताएं) हूं।

जैसा कि हम सभी जानते हैं कि आज अंतराष्ट्रीय महिला दिवस है। इसलिए इस मौके पर हमारी संस्था की तरफ से हर साल की तरह इस बार भी महिलाओं के सम्मान करने और उनका हौसला अफजाई करने के लिए इस कार्यक्रम का आयोजन किया गया है। 

मुझे बेहद खुशी हो रही है कि इस शानदार मौके पर मुझे बोलने का अवसर प्राप्त हुआ है। मैं अपने इस भाषण की शुरुआत महिलाओं के सम्मान में दो पक्तियां बोलकर करना चाहती हूं-

”अर्ध सत्य तुम, अर्ध स्वप्न तुम, अर्ध निराशा आशा, अर्ध अजित जित, अर्ध तृप्ति तुम, अर्ध अतृप्ति पिपासा, आधी काया आग तुम्हारी, आधी काया पानी, अर्धांगिनी नारी ! तुम जीवन की हो परिभाषा !” आज अन्तर्राष्ट्रीय महिला दिवस की तुम्हें ढेर सारी शुभकामनाएं।

अंतराष्ट्रीय महिला दिवस हर किसी के लिए एक गौरवमयी दिन है। यह नारियों के प्रति सम्मान व्यक्त करने एवं उन्हें अपनी शक्ति का एहसास करवाने का दिन है।

इस दिन के महत्व को समझते हुए कई महान साहसी, बहादुर महिलाओं के त्याग समर्पण और बलिदान को भी याद किया जाता है। वहीं सबसे पहले अंतरराष्ट्रीय महिला दिवस 28 फरवरी, 1909 को अमेरिका में मनाया गया था, लेकिन अब यह हर साल 8 मार्च को मनाया जाता है।

इंटरनेशनल वुमेन्स डे किसी एक संस्था, ग्रुफ तक सीमित ही नहीं है, बल्ति यह सरकार, कई प्राइवेट कॉरपॉरेशन और महिला संस्थानों द्वारा भी बड़े स्तर पर मनाया जाता है।

महिलाएं यानि कि आधी आबादी के बिना किसी भी समाज या देश के विकास के बारे में नहीं सोचा जा सकता है, क्योंकि महिलाएं न सिर्फ किसी परिवार का मुख्य आधार होती हैं और परिवार को एक सूत्र में बांधने का काम करती हैं, बल्कि वे देश की उन्नति, प्रगति और विकास में भी अपनी महत्वपूर्ण भूमिका निभाती हैं।

हालांकि, लगातार घट रही महिलाओं की संख्या, कन्या भ्रूण हत्या, दहेज हत्या, घरेलू हिंसा के बढ़ते मामले, एवं महिलाओं का शोषण उत्पीड़न आज समाज में चिंता का विषय है।

21 वीं सदी में भी जहां लोगों पर मॉडर्न सोच हावी हो गईं, तो वहीं आज भी कई महिलाएं गुलामी का दंश झेल रही हैं। आज भी महिलाओं को अपने हक के लिए लड़ाई लड़नी पड़ रही है।

फिलहाल, इस बात में कोई शक नहीं है कि महिलाओं की स्थिति पहले से बेहतर हुई है और आज समाज महिला सशक्तिकरण जैसे मुद्दों पर खुलकर बात करता है एवं महिलाओं के विकास और उन्हें बढ़ावा देने के लिए आगे कदम बढ़ाए जा रहे हैं।

वहीं अंतराष्ट्रीय महिला दिवस का सेलिब्रेशन भी महिला सशक्तिकरण की दिशा में एक बेहतर प्रयास है। इस तरह के अवसरों के माध्यम से महिलाओं को उनकी शक्ति का एहसास होता है एवं आगे बढ़ने का जज्बा पैदा होता है।

महिलाओं ने अपनी योग्यता, बुद्दिमत्ता और साहस के बल पर ही विपरीत परिस्थियों में भी हर जगह अपना डंका बजाया है। दुनिया का कोई भी क्षेत्र आज ऐसा नहीं है, जहां पर महिलाओं का रुतबा और दबदबा कायम न है।

महिलाओं को जहां पहले घर की चार दीवारी में कैद कर रखा जाता था। वहीं आज महिलाएं सर्वोच्च पदों पर बैठकर देश-दुनिया का प्रतिनिधित्व कर रही हैं।

वहीं अगर हम अपने देश की साहसिक एवं निडर महिलाओं की बात करें तो अहिल्याबाई होलकर, र जिया सुल्तान , रानी लक्ष्मी बाई , चांद बीबी , बेगम हजरत महल , ऐनी बेसेंट समेत तमाम वीरांगनाओं ने अपने कर्म, बलिदान और त्याग से विश्व भर में आदर्श प्रस्तुत किया है।

इनके अलावा किरण बेदी , सायना नेहवाल , इंदिरा गांधी , सरोजनी नायडू , प्रियंका चौपड़ा , पीवी सिंधु , पीटी ऊषा जैसी महिलाओं ने पुरुषों के प्रभुत्व वाले समाज में न सिर्फ अपनी प्रतिभा को साबित किया बल्कि तमाम संघर्ष और मेहनत के बल पर बड़े-बड़े कीर्तिमान स्थापित किए हैं।

आज इस दिवस पर इन महिलाओं से हम सभी को प्रेरणा लेकर अपने जिंदगी के लक्ष्यों को पाने के लिए आगे बढ़ने का संकल्प लेना चाहिए, ताकि एक सभ्य समाज एवं विकसित देश का निर्माण हो सकें। मैं महिलाओं के सम्मान में एक कविता बोलकर अपने भाषण को विराम देना चाहूंगी।।

आया समय उठो तुम नारी युग निर्माण तुम्हें करना है आजादी की खुदी नींव में तुम्हें प्रगति पत्थर भरना है अपने को कमजोर न समझो जननी हो सम्पूर्ण जगत की  गौरव हो अपनी संस्कृति की आहट हो स्वर्णिम आगत की तुम्हें नया इतिहास देश का अपने कर्मों से रचना है।।

अंतराष्ट्रीय महिला दिवस के मौके पर आयोजित इस कार्यक्रम में इकट्ठे हुए सभी लोगों को तहे दिल से मेरा शुक्रिया, और अंतराष्ट्रीय महिला दिवस की आप सभी को ढेर सारी शुभकामनाएं।

मुझे बेहद खुशी हो रही है कि, आज अंतराष्ट्रीय महिला दिवस के मौके पर आयोजित इस कार्यक्रम में मुझे आपके सामने अपना भाषण देने का अवसर प्राप्त हुआ है।

अंतराष्ट्रीय महिला दिवस के मौके पर मै सबसे पहले उन सभी महिलाओं का अभिनंदन करती हैं, जिन्होंने अपनी मेहनत, त्याग और समर्पण से न सिर्फ खुद की प्रतिभा का प्रदर्शन कर अपनी एक अलग पहचान बनाई, बल्कि भारत का मान पूरी दुनिया में बढ़ाया। इसके साथ ही अन्य कई महिलाओं के लिए प्रेरणा भी बनी।

संस्कृत में एक श्लोक है-

‘यस्य पूज्यंते नार्यस्तु तत्र रमन्ते देवता:।

यानि की जहां नारी की पूजा होती है, वहां देवता वास करते हैं।इसलिए हर किसी को नारी का सम्मान करना चाहिए, भारतीय संस्कृति में महिलाओं के महत्व को बताया गया है। यहां तक कि महिलाओं को देवी का रूप भी माना गया है।

बड़े-बड़े शास्त्रों और पुराणों में महिलाओं की शक्ति और क्षमता का बखान किया गया है। वास्तव में महिलाओं के बिना इस दुनिया की कल्पना नहीं की जा सकती, एक महिला न सिर्फ वंश को आगे बढ़ाती है बल्कि परिवार, समाज और देश के विकास में भी अपनी अहम भूमिका निभाती है। इसलिए नारी का सम्मान हमारे लिए सर्वोपरि है।

वहीं आज महिलाएं हर क्षेत्र में पुरुषों से कंधा से कंधा मिलाकर चल रही हैं, आज दुनिया का कोई भी क्षेत्र ऐसा नहीं है, जहां महिलाएं पुरुषों से पीछे हों, महिलाओं ने आज खुद को हर क्षेत्र में साबित किया है, वहीं पिछले कुछ सालों में महिलाओं की शिक्षा और उनके विकास पर भी काफी जोर दिया गया है।

समय-समय पर हमारी सरकारें भी बेटियों की सुरक्षा और शिक्षा के लिए बेटी बचाओ, बेटी पढ़ाई, सुकन्या समृद्धि योजना समेत तमाम योजनाएं चलाती रहती हैं, जिससे महिलाओं की शिक्षा और सुरक्षा को लेकर लोग जागरूक हो सके।

वहीं हर साल 8 मार्च को मनाए जाने वाले अंतराष्ट्रीय महिला दिवस के मौके पर आयोजित क्रायक्रमों के माध्यम से न सिर्फ महिलाओं की उपलब्धियों के लिए उन्हें सम्मानित किया जाता है बल्कि समाज के लोगों को महिलाओं के महत्व के बारे में भी समझाया जाता है।

और महिलाओं के अंदर आत्मनिर्भर बनने का भाव भी पैदा किया जाता है, ताकि ज्यादा से ज्यादा महिलाएं विकास कर सकें और आर्थिक रुप से मजबूत हो सकें।

हालांकि महिलाओं की बुलंदियों और हौसलों का तो इतिहास भी ग्वाह है। भारत की महान स्वतंत्रता सेनानी रानी लक्ष्मी बाई, भारत की प्रथम महिला प्रधानमंत्री इंदिरा गांधी, भारत कोकिला सरोजनी नायडू, मदर टेरेसा, कल्पना चावला, पीटी ऊषा,और किरण बेदी जैसी महिलाओं ने पुरुष प्रधान समाज में ने सिर्फ खुद को साबित किया बल्कि कठोर संघर्ष और कड़ी मेहनत के बल पर बड़े-बड़े कीर्तिमान स्थापित किए हैं।

जिनका आज हर कोई कायल है, इन्होंने न सिर्फ अपने महान कार्यों से महिलाओं के लिए मिसाल कायम की बल्कि कई महापुरुषों ने भी इनकी बहादुरी की सराहना की है।

इस महिला दिवस पर मै उन सभी महिलाओं का अभिनंदन करती हूं, जिनके आत्मविश्वास और समर्पण ने देश का नाम पूरी दुनिया में रोशन किया है और जिनसे बाकी लोगों को आगे बढ़ने की प्रेरणा मिली हैं।

इसके साथ ही इस महिला दिवस के मौके पर हम सभी को मिलकर महिलाओं का सम्मान करने का और उन्हें आगे बढ़ने के लिए प्रेरित करने का संकल्प लेना चाहिए, तभी हमारे देश की बेटियां खुद को सुरक्षित महसूस कर सकेंगी और देश के विकास में अपना योगदान दे सकेंगी।

भारतीय संस्कृति में महिलाओं को देवी का दर्जा दिया गया है. अगर आज के युग की बात की जाए तो महिलाएं हर क्षेत्र में पुरुषों के साथ कंधे से कंधा मिलाकर काम कर रही है. लेकिन फिर भी महिला सुरक्षा देश में एक बड़ा मुद्दा बना हुआ है

महिला सुरक्षा चिंता का एक बड़ा विषय

आजकल दिन प्रतिदिन अखबारों में लड़कियों और महिलाओं के साथ हो रहे अत्याचार के समाचार बढ़ते ही जा रहे हैं. लड़कियों की सुरक्षा के लिए सरकार चाहे जितने मर्जी दावे कर ले लेकिन आज भी भारत में लड़कियां सुरक्षित नहीं है

कहीं बेटियों के साथ दरिंदगी हो रही है तो कहीं ससुराल में बहू पर अत्याचार हो रहा है. देश जितनी मर्जी तरक्की कर ले लेकिन जहां नारी सुरक्षित नहीं वह देश आगे नहीं बढ़ सकता

भारत में महिलाओं के प्रति अपराध

भारत में महिला अपराध की लिस्ट बहुत लंबी है. इसमें तेज़ाब फेंकना, वैश्यावृति, यौन हिंसा, दहेज़ हत्या, अपहरण, भ्रूण हत्या, मानसिक उत्पीड़न आदि बहुत से अपराध शामिल हैं

भारत में महिला सुरक्षा से जुड़े कानून

देश में महिलाओं के प्रति होने वाले अपराधों को देखते हुए बहुत से महिला सुरक्षा से जुड़े कानून बनाए गए हैं

इसमें चाइल्ड मैरिज एक्ट 1929, स्पेशल मैरिज एक्ट 1954, हिन्दू मैरिज एक्ट 1955, हिंदू विडो रीमैरिज एक्ट 1856, इंडियन पीनल कोड 1860, मैटरनिटी बेनिफिट एक्ट 1861, फॉरेन मैरिज एक्ट 1969, इंडियन डाइवोर्स एक्ट 1969, क्रिस्चियन मैरिज एक्ट 1872, मैरिड वीमेन प्रॉपर्टी एक्ट 1874, मुस्लिम वुमन प्रोटेक्शन एक्ट 1986, नेशनल कमीशन फॉर वुमन एक्ट 1990, सेक्सुअल हर्रास्मेंट ऑफ़ वुमन एट वर्किंग प्लेस एक्ट 2013 आदि

इसके अलावा 7 मई 2015 को लोक सभा ने और 22 दिसम्बर 2015 को राज्य सभा ने जुवेनाइल जस्टिस बिल में भी बदलाव किया है. इसके अन्तर्गत यदि कोई 16 से 18 साल का किशोर जघन्य अपराध में लिप्त पाया जाता है तो उसे भी कठोर सज़ा का प्रावधान है

महिला सुरक्षा हेतु सुझाव

महिला सुरक्षा हेतु कुछ महत्वपूर्ण सुझाव इस प्रकार से हैं –

इस सदी में हमारे समाज में कोई भी महिला सुरक्षित नहीं है, महिलाओ के साथ-साथ छोटी बच्चियां भी चाहे उनकी उम्र 4 साल हो या 8 साल कोई सुरक्षित नहीं है | और यह सब हमारे देश के लिए बहुत ही शर्मनाक बात है, मतलब जहा हम महिलाओ को देवी माँ की तरह पूजते है और दूसरी तरफ 4 साल की बच्ची सुरक्षित नहीं है |

जब भी अख़बार को पढ़ते है तो आए दिन उसमे महिलाओ के साथ हो रहे बलात्कार, शोषण आदि यही सब पढ़ने को मिलता है| और इतना सब हो रहे अपराध के लिए कोई एक्शन नहीं लेता है, बस रोज-रोज किसी न किसी नाबालिक लड़की के साथ छेड़खानी होती ही है | चाहे घर हो, कार्यालय हो, पार्क हो, हॉस्पिटल हो आदि कोई भी Women Safety महिलाये कही भी सुरक्षित नहीं होती है |

घर से बहार निकलने से पहले लड़कियों के अंदर डर होता है की अगर में बहार गयी तो कोई मेरे साथ गलत व्यवहार न करे कोई पुरुष छेड़खानी न करे | क्यूंकि हमारे समाज में राह चलते भी किसी भी महिलाओ के साथ छेड़खानी करने लगते है | भारत में रोज लड़कियों के साथ गलत होता है|

अपने आप पर यह सब अपराध होने के कारण Women Safety महिलाये अब खुद को असुरक्षित समझने लगी है | स्कूल और कॉलेज जाने वाली लड़किया घर से बहार निकलने से भी डरती है क्यूंकि आए दिन लड़कियों के मुँह पर तेज़ाब ढाल दिया जाता है, यही सोच कर वह डर जाती है | कुछ साल पहले हुआ निर्भया केस जिसे सुनके भी रूह कांप उठती है, उस केस भी अभी तक कोई उभर नहीं पाया और फिर वैसे ही अपराध हो रहे है|

निर्भया केस के बाद भी समाज को शर्म नहीं आयी, अभी भी वही बलात्कार, शोषण होता आ रहा है | और सबसे ज़्यदा तो इस बात पर आश्चर्य होता है, की कोई कोई माता-पिता पैसो के लालच में आकर अपनी खुद की बेटी को वेश्या बनवा देते है, सिर्फ बलात्कार ही नहीं और भी ऐसे अपराध है जिसके कारण लड़कियों की मृत्यु हो जाती है |

जैसे दहेज प्रथा, अपहरण, तेजाब फेंकना, भ्रूण हत्या और मानसिक उत्पीड़न आदि | इन सब कारणों की वजह से असुरक्षित महसूस करती है | ग्रामीण क्षेत्रों में आज भी बुरे हालात है, कई बार आरोपी घर का ही सदस्य निकलता है | महिलाओ की जनसंख्या देश में कम होने का कारण ही यही है, अभी हाल ही में एक स्कूल की छात्र पर एसिड अटैक हुआ था | आए दिन ऐसे कुछ अपराध हो जाते है और कोई एक्शन नहीं होता| हर रोज 70 रेप की घटनाए सामने आती है |

यह सब अपराध होने के के कारण भारत सरकार ने महिला सुरक्षा के लिए कुछ कानून बनाये, जैसे हिंदू मैरिज एक्ट, चाइल्ड मैरिज एक्ट, स्पेशल मैरिज एक्ट, मुस्लिम वुमन प्रोटेक्शन एक्ट, नेशनल कमीशन ऑफ वूमेन एक्ट आदि ऐसे कई कानून बनाये गए थे |

भारत सरकार ने महिलाओं के हित में ऐसे कई कानून बनाए जिससे अपराधी को कड़ी सजा दी जा सके ताकि आगे ऐसा अपराध करने की कोशिश भी न करे| जिसे कुछ महिलाये सुरक्षित Women Safety होने लगी है, लकिन पूरी तरह से नहीं क्यूंकि वक़्त का कुछ पता नहीं कब किया हो जाये | डर अभी उनके मन में रहता है, की बहार निकले तो कोई छेड़खानी न करे |

2. महिलाएं या लड़किया उनको हमेशा इस बात का भी ध्यान रखना चाहिए की वह कही भी कभी भी किसी अनजान पुरुष के साथ अकेले में न जाए , और ऐसी स्थिति में उन्हें अपने आप को दूर रखना चाहिए |

4. लड़कियों को इस बात का भी ध्यान देना चाहिए की वे सोशल मीडिया के जरिये, अनजान व्यक्तियों से दूर रहे | उनको किसी भी तरह का अपना निजी विवरण न दे |

5. महिला हो या कोई लड़की हमेशा घर से बाहर निकलते वक़्त अपने साथ मिर्च स्प्रे रखना चाहिए। हालाँकि ऐसा नहीं की आप हमेशा इसी पर पूरी तरह निर्भर रहें, वे किसी और तरीके से भी अपना बचाव कर सकती है |

6. जब भी कोई महिला अपने आप को विपरीत परिस्थिति में गिरता देख, अपने फ़ोन से इमरजेंसी नंबर या किसी परिजन को व्हाट्सएप्प भी कर सकती है. साथ ही अपने लोकेशन भी भेज सकती है |

वैसे तो महिलाओ की सुरक्षा करना पुरुषो का कर्तव्य होता है, उन्हें महिलाओ की सुरक्षा के लिए जो कानून बने है उनका पालन करना चाहिए | समाज के लोगो का यह कहना है की लड़कियों के छोटे कपड़े पहने के कारण उनका बलात्कार होता है , ऐसे बोलने वाले लोगो की मानसिकता को बदलना चाहिए |

Prime Minister Narendra Modi's election speech in Rajasthan's Banswara has raised a controversy over his references to Muslims, with leaders of the Opposition bloc INDIA calling the speech an attempt to divert attention from "real issues".

"This 'urban Naxal' mindset, mothers and sisters, they will not even leave your ' mangalsutra '. They can go to that level... The Congress manifesto says they will calculate the gold with mothers and sisters, get information about it, and then distribute that property. They will distribute it to whom - Manmohan Singh's government had said Muslims have the first right on the country's assets," PM Modi said at the rally on Sunday.

"Earlier, when their (Congress) government was in power, they had said that Muslims have the first right on the country's assets. This means to whom will this property be distributed? It will be distributed among those who have more children. It will be distributed to the infiltrators. Should your hard-earned money go to the infiltrators? Do you approve of this?" he said.

"Is it acceptable to you? Do governments have the right to confiscate your property which you have earned through hard work? The gold with our mothers and sisters is not for showing off; it is related to their self-respect. The value of their mangalsutra is not in gold or its price, but is related to her dreams in life. And you are talking about snatching it?" PM Modi said.

Fortifying PM Modi's claim, the BJP posted a 22-second video of Dr Singh's speech from December 2006. "The Congress doesn't trust their own Prime Minister?" the BJP said.

"We will have to devise innovative plans to ensure that minorities, particularly the Muslim minority, are empowered to share equitably in the fruits of development. PM Modi in the speech was alluding to a comment by former Prime Minister Dr Manmohan Singh in December 2006 at a meeting of the National Development Council on fiscal priorities of the government. Then too, a huge controversy had broken out, after which the office of the then Prime Minister had issued a clarification on what it called a "deliberate and mischievous misinterpretation".

According to the then Prime Minister's Office (PMO), Dr Singh had said, "I believe our collective priorities are clear: agriculture, irrigation and water resources, health, education, critical investment in rural infrastructure, and the essential public investment needs of general infrastructure, along with programmes for the upliftment of SC/STs, Other Backward Classes, minorities, and women and children.

"The component plans for Scheduled Castes and Scheduled Tribes will need to be revitalised. We will have to devise innovative plans to ensure that minorities, particularly the Muslim minority, are empowered to share equitably in the fruits of development. They must have the first claim on resources. The Centre has a myriad other responsibilities whose demands will have to be fitted within the overall resource availability."

The PMO had said it would be seen from the above that the Prime Minister's reference to "first claim on resources" refers to all the "priority" areas listed above, including programmes for the upliftment of SCs, STs, OBCs, women and children and minorities.

Congress leader Rahul Gandhi, reacting to PM Modi's attack on Dr Singh, in a post on the microblogging website X said the Prime Minister now wants to divert the attention of the public from issues.

"After the disappointment in the first phase of voting, the level of Narendra Modi's lies has fallen so much that out of fear, he now wants to divert the attention of the public from the issues. Trends have started coming regarding the immense support that Congress's 'Revolutionary Manifesto' is receiving," Mr Gandhi said in the post.

"The country will now vote on its issues, vote for employment, family, and future. India will not go astray," Mr Gandhi said.

Congress spokesperson Pawan Khera in a video statement on X said PM Modi has been telling "lies after lies" just to win elections.

Samajwadi Party chief Akhilesh Yadav, who is also a part of the Opposition bloc INDIA, criticised PM Modi over the speech. "Not only the country but the whole world also knows Prime Minister Narendra Modi lies, the way how he spread lies about the Congress's 'Nyay Patra' and former Prime Minister Dr Manmohan Singh is an example of dirty politics."

Slamming the Prime Minister for his remarks, AIMIM chief and Hyderabad MP Asaduddin Owaisi posted on X, "Modi today called Muslims infiltrators and people with many children. Since 2002 till this day, the only Modi guarantee has been to abuse Muslims and get votes. If one is talking about the country's wealth, one should know that under Modi's rule the first right to India's wealth has been of his wealthy friends. 1% of Indians own 40% of the country's wealth. Common Hindus are made to fear Muslims while their wealth is being used to enrich others."

The first of the seven-phase Lok Sabha elections was held on Friday. Counting is on June 4.

• Gaza violence continues unabated, claims lives of civilians

Israeli bombardment has continued across Gaza with reports of deadly attacks in Nuseirat refugee camp in the centre of the enclave and in Rafah in the south.

According to the UN sexual and reproductive health agency, UNFPA , a baby was saved in Rafah on Monday after its mother was critically injured in an airstrike.

Here’s Dominic Allen, UNFPA Representative for Palestine, speaking to UN News:

“Heroic doctors in Gaza were able to save the life of the baby from the womb of the mother as she passed away from the head injury she'd sustained. And this emergency Caesarean section which was delivered at a hospital in Rafah ensured that this baby’s life could continue but sadly the mother, Sabrine Sakani, who was 30 weeks pregnant, lost her life. She was killed through her injuries sustained by this airstrike.”

In Geneva, the UN Special Rapporteur on the right to health highlighted the huge toll on mental health that recent months and decades of violence have taken on the enclave’s besieged population and on medical professionals. 

Dr Tlaleng Mofokeng told journalists that it was “not normal…to anticipate that your life could be extinguished in any moment”, nor for children to grow up “with that level of trauma”. But for decades, that has been normalized for the people of Occupied Palestinian Territory, she insisted.

To date, Gazan health authorities report that more than 34,000 Palestinians have been killed and some 77,000 wounded in Israeli attacks on Gaza since 7 October. 

A child dies every 10 minutes in the enclave, according to the UN agency for Palestinian refugees, UNRWA , which issued a fresh call to end the violence and allow desperately needed humanitarian aid into the enclave.

Climate shocks lie behind rise in workplace dangers and deaths: says UN labour agency

Climate change affects a “staggering” number of workers whose health and safety is already suffering, the UN labour agency ILO said on Monday.

Announcing new data, the International Labour Organization said that seven in 10 of the world’s workers are vulnerable to our changing climate.

The health consequences include cancer, cardiovascular disease, respiratory illnesses, kidney disfunction and mental health conditions.

Here’s Manal Azzi, Senior Specialist on Occupational Safety and Health at ILO: 

“15,000 people die due to parasitic and vector-borne diseases or  exposed to in the workplace. Obviously, these include a lot of diseases like dengue, rabies and various diseases that are increasing in regions that we never used to see them before.” 

In a related development, the UN World Meteorological Organization ( WMO ) warned on Monday that climate change shocks caused record levels of disruption and misery for millions in Europe in 2023.

The year was marked by widespread flooding and severe heatwaves and these are the new normal which countries must adapt to as a priority, the UN weather agency said.

The WMO and the Copernicus Climate Change Service confirmed fears that that 2023 was among the warmest years on record in Europe – on land and sea.

WMO said that heat-related deaths have increased by around 30 per cent in the past 20 years and that these  likely increased “in almost all” of the European regions monitored.

Airlines, authorities should not help unlawful removals from UK to Rwanda, insist top rights experts 

Top independent rights experts on Monday expressed deep concern about the role that airlines and aviation authorities could have in enabling the expulsion of migrants from the United Kingdom to Rwanda.

The rights experts’ comment relates to an agreement between both governments which has yet to be approved by lawmakers in the UK and which was due to be debated once again in the House of Commons on Monday.

Even if the proposals are approved, “airlines and aviation regulators could be complicit in violating internationally protected human rights and court orders by facilitating removals to Rwanda,” the experts said.

They stressed that removing asylum-seekers to Rwanda - or any other country where there was a “risk of refoulement” - violated the right to be free from torture or other cruel, inhuman or degrading treatment.

Airlines and aviation authorities “must be held responsible for their conduct”, the experts insisted.

राष्ट्रीय सुरक्षा दिवस हर साल 4 मार्च को मनाया जाता है। इस दिन को मनाने की शुरुआत 1972 में हुई थी जो औद्योगिक सुरक्षा के महत्व के बारे में जागरूकता बढ़ाने के लिए भारत की राष्ट्रीय सुरक्षा परिषद (एनएससी) का स्थापना दिवस भी है। जिसका मुख्य उद्देश्य घटनाओं को रोकने के लिए सुरक्षा के बारे में जागरूकता बढ़ाना है।

Stifling Free Speech Online: Australia’s Misinformation Bill

Every censorship regime in history has claimed to be protecting the public. But no regime can have prior knowledge of what is true or good. It can only know what the approved narratives are.

In our Internet age, public discourse has largely moved onto digital platforms owned and controlled by a handful of private companies. Censorship by those companies has become more vigorous and constrictive than the government version, at least in the West. And now, to make matters worse, governments themselves have become increasingly convinced of the necessity of ensuring “web safety” by making online censorship mandatory.

Some more open digital platforms have emerged recently, especially following Elon Musk’s conversion of Twitter into “X.” Internet chatter has become far freer (if no less inane). But even as society has begun to reopen Internet discourse, governments have been trying to suppress unwanted online speech again with tactics ranging from quiet deep-state puppeteering of digital platforms to explicit legislation restricting online speech in the EU, the UK, and now here in Australia, where Australia’s Minister for Communications, Michelle Rowland, has expressed her intent to hold digital platforms to account for their supposedly inadequate moderation of user-generated content.

Rowland’s own department’s experience attempting to vet online content shows just how unfeasible it is to expect platforms to monitor all their user content. The Department of Communications asked the public for detailed proposals for a possible Misinformation and Disinformation Bill —but the department was quickly overwhelmed by the need to vet every proposal received for compliance with legal standards and the absence of private information and offensive content. It took them a full month to publish the first 150 such proposals and four months altogether to vet the 2,418 proposals published  ( the opposition claims that a total of 23,000 submissions were received).

It is unclear what the purpose of reviewing every submission even was—why can’t people submit their own private information if they choose to do so? And why do we need to protect people from finding a bureaucratic document offensive? If the department itself finds the job policing content so onerous, this surely suggests that websites shouldn’t have to do so.

The overall effect of all this urge to moderate content has been to silence members of the public, in the name of a safetyist ideology that holds that platforms have a duty to protect their users, rather than to respect them. Instead of allowing users to access their desired sources of information, websites are to shield them from sources deemed to be hate speech, mis- or disinformation, or otherwise harmful.

Every censorship regime in history has claimed to be simply protecting the public. But in fact, no regime can have privileged, prior knowledge of what is true or good. It can only know what the approved narratives are and uphold the status quo. As is usual in democratic politics, Western governments are being steered down this path less by a simple lust for power than by the efforts of an activist industry: in this case, a network of individuals and organizations that earn their keep by warning of the dangers of harmful information and taking it upon themselves to determine what information is “harmful” and what is “safe.”

Take, for example, the RMIT FactLab, a university research lab based at the Royal Melbourne Institute of Technology, initially funded by Meta (Facebook) to factcheck social media posts, and recently suspended after an investigation by Sky News found that its fact checks had overwhelmingly favoured the “Yes” campaign in Australia’s recent Voice to Parliament referendum. The head of the FactLab, Russell Skelton, is a well-known left-wing partisan. RMIT’s ABC Fact Check (a different organ) has been collaborating with the Australian Broadcasting Corporation. The organisation attained some notoriety after being forced to apologise to pro-nuclear Australian businessman Dick Smith for wrongly fact-checking his claim that “No country has ever been able to run entirely on renewables.” The fact-checkers responded with a list of countries (Albania, Bhutan, Paraguay, and Nepal) with 100% renewable-powered electricity grids. But as the ABC has been forced to acknowledge, no country runs on electricity alone, and all these countries rely on non-renewable sources for a large fraction of their energy needs.

Another example, from the US, is the Hamilton 68 dashboard created by an NGO called the Alliance for Securing Democracy . The dashboard has been reportedly tracking Russian trolls and bots, or, as the Alliance puts it, has conducted an “analysis” that “linked 600 Twitter accounts to Russian influence.” As journalist Matt Taibbi has documented, this dashboard was used as a reliable source by journalists charting Russian influence on American politics. However, the (pre-Musk) Twitter moderation team discovered that the 600-odd accounts were “neither strongly Russian nor strongly bots”—they were mostly simply conservatives who tweeted right-wing or pro-Russia talking points.

US security agencies have considerable influence over the big tech platforms, as the Twitter Files released in the wake of Elon Musk’s takeover revealed. Security agencies had regular meetings with high-level Twitter executives; the FBI would tag tweets en masse for moderation; and at least one former high-level FBI official who moved to Twitter was caught running interference against the Twitter Files reporters.

Of course, those who are in the business of providing factchecking services are keen to stress how important it is to protect people from unfiltered information—after all, they are paid to provide this service.

But they are wrong.

In the US, the First Amendment protects citizens from censorship by government. But the First Amendment does not apply to interactions between private entities, where it potentially conflicts with other foundational freedoms. In private life, in their own homes and workplaces, people don’t have to tolerate speech they dislike. The tricky questions arise when this principle is applied to digital platforms that are privately owned but used by a large proportion of the general public. 

Digital platforms are not telephone lines: we expect them to filter the information they provide by, for example, removing spam or ranking search results. But we don’t expect them to make political or moral judgements. Searches in a web browser should rank results by how relevant they are to the user’s query and not by how much the moderators like them—just as, if an email message is sent straight to a spam folder, that should be because the user is likely consider it to be spam, not because the email provider doesn’t like the sender.

Instead, the major platforms—the places where most modern public discourse takes place—have begun to filter based on what they think their users ought to want. This has given rise to calls for regulation in the name of free speech. In the US, however, such regulation is fraught, because there is a decent argument that, under the Constitution, the platforms themselves should be treated as if they were private individuals, with the freedom to choose whom they associate with. Lawyers in the US will have to settle that argument themselves. But other countries unconstrained by the US Constitution should use that freedom to tackle this threat to democracy and freedom of expression. Instead, they have done just the opposite.

Such laws as Britain’s Online Safety Bill and the EU’s Digital Services Act require platforms to speedily block illegal content. Australia’s proposed new law goes one step further: it requires platforms to suppress some legal content. The draft bill binds digital platforms to mandatory codes and standards that require them to block content considered to be misinformation. It defines “misinformation” in the following way:

For the purposes of this Schedule, dissemination of content using a digital service is misinformation on the digital service if: (a) the content contains information that is false, misleading or deceptive; and (b) the content is not excluded content for misinformation purposes; and (c) the content is provided on the digital service to one or more end-users in Australia; and (d) the provision of the content on the digital service is reasonably likely to cause or contribute to serious harm.

This definition is both vague and broad and does not limit itself to content that is prohibited in Australia. It also tilts the playing field because it defines “excluded content” as content produced by the Australian government and by officially recognized media and educational institutions, including those owned by foreign governments.

Like all such laws, Australia’s new bill pays lip service to free speech. Authorities are asked politely to consider the importance of freedom of expression when making their judgements—but no actionable limits are set on their censorship, nor are there any penalties for silencing people. The bill delegates decision-making power to platforms that can already block content at their discretion, without having to show that it violates any law. That discretion will be exercised in the context of laws that punish them for permitting speech of which people disapprove, and do not punish them for censoring truthful, legal speech. Decisions to censor any individual are left up to risk-averse corporations, who will be anxious not to attract the ire of a regulator.

These laws are not simply an expression of countries’ own constitutional norms. They are a dodge around those norms. Free speech traditionally flourishes in democracies because their citizens can’t be muzzled at the mere say-so of some censor appointed by a theocrat, strongman, or authoritarian. Even in democracies with nothing like America’s First Amendment, speech can traditionally only be limited by specific laws. But on the Internet, none of this applies. Posts can be quietly downranked or deleted at will. The platforms are not accountable to anyone and the censored have no legal recourse. Civil servants, government officials, security forces, and other agencies of the state can exploit this by pressuring platforms to mute their critics.

Luckily, people are beginning to challenge this ability to censor by proxy. As usual, Americans are taking the lead. In Missouri v. Biden , various plaintiffs, including the US states of Missouri and Louisiana, alleged that “numerous federal officials coerced social-media platforms into censoring certain social-media content, in violation of the First Amendment.” The US  Fifth Circuit Court of Appeals agreed , finding:

that the White House, acting in concert with the Surgeon General’s office, likely (1) coerced the platforms to make their moderation decisions by way of intimidating messages and threats of adverse consequences, and (2) significantly encouraged the platforms’ decisions by commandeering their decision-making processes, both in violation of the First Amendment.

The Fifth Circuit Court issued a temporary injunction forbidding relevant officials from coercing or significantly encouraging social media companies to censor protected speech—even by indirect or informal means. The Supreme Court has stayed that injunction but is now hearing the case for itself .

Meanwhile, Texas and Florida have passed anti-discrimination statutes, outlawing censorship by digital platforms. The Texas law makes it an offense for a platform to “block, ban, remove, deplatform, demonetize, de-boost, restrict, deny equal access or visibility to, or otherwise discriminate against expression .” The Florida law also requires platforms to “publish the standards including detailed definitions, it uses or has used for determining how to censor” and to apply those standards consistently.

These state-level statutes have little power to change the behaviour of global platforms, but they are forcing judges to articulate whether platforms have a constitutional right to moderate content in a capricious, inconsistent, or discriminatory manner. Legal challenges to both statutes have been issued and the US Supreme court has agreed to hear these challenges. The Court’s ruling may pave the way for future federal-level reforms.

But in the end, all that statutes or constitutional lawfare can do is hold open a space for our most potent tool against private-sector censorship: societal responses, including by the free market. In response to the increase in censorship, free-thinking journals like the one you are currently reading have surged in popularity, while Substack has supercharged this phenomenon by providing a blogging platform for the orthodox and heterodox alike. Twitter/X has become a more open place since Elon Musk’s quixotic takeover. Rumble provides a viable choice for those who need an alternative to YouTube.

The official consensus as to which narratives should be supported and which should be  suppressed is cracking. Yet even as voluntary private-sector censorship begins to falter, governments are shoring it up with innovatively illiberal measures. In the US, the First Amendment will provide some protection against such measures, but elsewhere the battle will be more political than legal. In their writings, proponents of the new laws never seem to consider whether the old norms already meet the challenges of the new digital age. They might argue that in a world in which posts can go viral within hours, it would simply be too expensive and time-consuming to have to prosecute every bad actor or otherwise be bound by the rule of law. Yet, far from being a novel response to new circumstances, this censorship method is a throwback to the dawn of the age of the printing press. Renaissance princes found it much easier to regulate printers than authors and much more effective to quietly strangle publication than to risk high-profile libel, blasphemy, or obscenity trials.

That approach failed. Today, the printing presses of the advanced world are remarkably free. Whatever laws might regulate the electronic media, the literati are free to put almost any kind of smut or nonsense into print. This right is the outcome of a Darwinian process. Those societies that rejected prepublication censorship developed into the most prosperous, powerful, and humane societies in the world. Hopefully, we will not have to relearn this lesson the hard way. People must push back against the language of online “safety” and “harm” and recommit to traditional liberal approaches. America’s dynamic entrepreneurs, stroppy governors, and hair-splitting constitutional lawyers are making a good start. But the rest of the world should not wait to follow America’s lead.

Liberalism in Australia is also showing a few belated signs of fighting spirit. New civil society organisations, such as the Free Speech Union of Australia , are cropping up. Also, the government’s new misinformation law has not yet passed and is looking increasingly friendless. It has been denounced by Australia’s Human Rights Commissioner , by the Victorian Bar Association , and by prominent scholars and publications .

The left also needs to wise up. Today, critics of Big Pharma, Russia-friendly peaceniks , and even radical feminists are becoming associated with the political right because the mainstream left wants their views censored. Some on the progressive left are pleased at the suppression of opposing viewpoints because they imagine that they are winning today’s culture war. But they should observe that—far from taking over the centres of power, such as national governments, the intelligence agencies, and big business—they and their ideas are losing ground.

With luck, liberal forces from both left and right can hold back Australia’s Misinformation and Disinformation Bill. But there’s no need to just stay on the defensive. If there is a political will to hold Big Tech to account, it should be harnessed to entrench free speech and open discourse and to introduce legislation that guarantees neutrality, transparency, and procedural fairness in content moderation.

The legislation in Texas and Florida points in the right direction. (It’s no coincidence that these regulations were proposed in the country with the most robust tradition of legally protected free speech.) But even the censorious legislation of other countries contains some seeds of wisdom. The EU’s Digital Services Act requires tech companies to provide a transparent dispute resolution process . This is a good start. If such requirements are backed up by substantive rights to free expression and real penalties for violating those rights, we may be able to ensure that the digital world protects the free speech rights on which liberal democracies depend.

Today’s power-grabs in the name of web safety might violate the basic principles of liberal constitutionalism, but they enjoy some popular support because people have real concerns. Nobody likes their social media feed to be full of scams and vitriol, nor do parents want their children subjected to bullying and indoctrination via their phones. People want both industry and government to protect them from these evils. To remain free, we must fight spam, bullying and fake news—but without handing the powers over speech and silence to censorious bullies who treat us like children. Our existing traditions of liberal law already provide plenty of lessons in how to do this. We just have to learn how to apply those lessons to the 21st century.
