AI systems that operate household apparatus help us at home with cooking or cleaning.

Future Scope of Artificial Intelligence

In the future, intelligent machines will replace or enhance human capabilities in many areas. Artificial intelligence is becoming a popular field in computer science as it has enhanced humans. Application areas of artificial intelligence are having a huge impact on various fields of life to solve complex problems in various areas such as education, engineering, business, medicine, weather forecasting etc. Many labourers’ work can be done by a single machine. But Artificial Intelligence has another aspect: it can be dangerous for us. If we become completely dependent on machines, then it can ruin our life. We will not be able to do any work by ourselves and get lazy. Another disadvantage is that it cannot give a human-like feeling. So machines should be used only where they are actually required.

Essay on Artificial Intelligence

Artificial Intelligence is the intelligence possessed by the machines under which they can perform various functions with human help. With the help of A.I, machines will be able to learn, solve problems, plan things, think, etc. Artificial Intelligence, for example, is the simulation of human intelligence by machines. In the field of technology, Artificial Intelligence is evolving rapidly day by day and it is believed that in the near future, artificial intelligence is going to change human life very drastically and will most probably end all the crises of the world by sorting out the major problems.

Our life in this modern age depends largely on computers. It is almost impossible to think about life without computers. We need computers in everything that we use in our daily lives. So it becomes very important to make computers intelligent so that our lives become easy. Artificial Intelligence is the theory and development of computers, which imitates the human intelligence and senses, such as visual perception, speech recognition, decision-making, and translation between languages. Artificial Intelligence has brought a revolution in the world of technology.

Artificial Intelligence Applications

AI is widely used in the field of healthcare. Companies are attempting to develop technologies that will allow for rapid diagnosis. Artificial Intelligence would be able to operate on patients without the need for human oversight. Surgical procedures based on technology are already being performed.

Artificial Intelligence would save a lot of our time. The use of robots would decrease human labour. For example, in industries robots are used which have saved a lot of human effort and time.

In the field of education, AI has the potential to be very effective. It can bring innovative ways of teaching students with the help of which students will be able to learn the concepts better.

Artificial intelligence is the future of innovative technology as we can use it in many fields. For example, it can be used in the Military sector, Industrial sector, Automobiles, etc. In the coming years, we will be able to see more applications of AI as this technology is evolving day by day.

Marketing: Artificial Intelligence provides a deep knowledge of consumers and potential clients to the marketers by enabling them to deliver information at the right time. Through AI solutions, the marketers can refine their campaigns and strategies.

Agriculture: AI technology can be used to detect diseases in plants, pests, and poor plant nutrition. With the help of AI, farmers can analyze the weather conditions, temperature, water usage, and condition of the soil.

History of Artificial Intelligence

Artificial Intelligence may seem to be a new technology but if we do a bit of research, we will find that it has roots deep in the past. In Greek Mythology, it is said that the concepts of AI were used.

The model of Artificial neurons was first brought forward in 1943 by Warren McCulloch and Walter Pits. After seven years, in 1950, a research paper related to AI was published by Alan Turing which was titled 'Computer Machinery and Intelligence. The term Artificial Intelligence was first coined in 1956 by John McCarthy, who is known as the father of Artificial Intelligence.

To conclude, we can say that Artificial Intelligence will be the future of the world. As per the experts, we won't be able to separate ourselves from this technology as it would become an integral part of our lives shortly. AI would change the way we live in this world. This technology would prove to be revolutionary because it will change our lives for good.

Branches of Artificial Intelligence:

Natural Language Processing

Types of Artificial Intelligence

Artificial Intelligence is categorized in two types based on capabilities and functionalities.

Artificial Intelligence Type-1

Artificial intelligence type-2.

Narrow AI (weak AI): This is designed to perform a specific task with intelligence. It is termed as weak AI because it cannot perform beyond its limitations. It is trained to do a specific task. Some examples of Narrow AI are facial recognition (Siri in Apple phones), speech, and image recognition. IBM’s Watson supercomputer, self-driving cars, playing chess, and solving equations are also some of the examples of weak AI.

General AI (AGI or strong AI): This system can perform nearly every cognitive task as efficiently as humans can do. The main characteristic of general AI is to make a system that can think like a human on its own. This is a long-term goal of many researchers to create such machines.

Super AI: Super AI is a type of intelligence of systems in which machines can surpass human intelligence and can perform any cognitive task better than humans. The main features of strong AI would be the ability to think, reason, solve puzzles, make judgments, plan and communicate on its own. The creation of strong AI might be the biggest revolution in human history.

Reactive Machines: These machines are the basic types of AI. Such AI systems focus only on current situations and react as per the best possible action. They do not store memories for future actions. IBM’s deep blue system and Google’s Alpha go are the examples of reactive machines.

Limited Memory: These machines can store data or past memories for a short period of time. Examples are self-driving cars. They can store information to navigate the road, speed, and distance of nearby cars.

Theory of Mind: These systems understand emotions, beliefs, and requirements like humans. These kinds of machines are still not invented and it’s a long-term goal for the researchers to create one.

Self-Awareness: Self-awareness AI is the future of artificial intelligence. These machines can outsmart the humans. If these machines are invented then it can bring a revolution in human society.

Artificial Intelligence will bring a huge revolution in the history of mankind. Human civilization will flourish by amplifying human intelligence with artificial intelligence, as long as we manage to keep the technology beneficial.

We analyzed 16,625 papers to figure out where AI is headed next

essay on artificial intelligence with headings

Almost everything you hear about artificial intelligence today is thanks to deep learning . This category of algorithms works by using statistics to find patterns in data, and it has proved immensely powerful in mimicking human skills such as our ability to see and hear . To a very narrow extent, it can even emulate our ability to reason . These capabilities power Google’s search, Facebook’s news feed, and Netflix’s recommendation engine—and are transforming industries like health care and education.

But though deep learning has singlehandedly thrust AI into the public eye, it represents just a small blip in the history of humanity’s quest to replicate our own intelligence. It’s been at the forefront of that effort for less than 10 years. When you zoom out on the whole history of the field, it’s easy to realize that it could soon be on its way out.

“If somebody had written in 2011 that this was going to be on the front page of newspapers and magazines in a few years, we would’ve been like, ‘Wow, you’re smoking something really strong,’” says Pedro Domingos, a professor of computer science at the University of Washington and author of The Master Algorithm .

The sudden rise and fall of different techniques has characterized AI research for a long time, he says. Every decade has seen a heated competition between different ideas. Then, once in a while, a switch flips, and everyone in the community converges on a specific one.

At MIT Technology Review, we wanted to visualize these fits and starts. So we turned to one of the largest open-source databases of scientific papers, known as the arXiv (pronounced “archive”). We downloaded the abstracts of all 16,625 papers available in the “artificial intelligence” section through November 18, 2018, and tracked the words mentioned through the years to see how the field has evolved.

Through our analysis, we found three major trends: a shift toward machine learning during the late 1990s and early 2000s, a rise in the popularity of neural networks beginning in the early 2010s, and growth in reinforcement learning in the past few years.

There are a couple of caveats. First, the arXiv’s AI section goes back only to 1993, while the term “artificial intelligence” dates to the 1950s, so the database represents just the latest chapters of the field’s history. Second, the papers added to the database each year represent a fraction of the work being done in the field at that moment. Nonetheless, the arXiv offers a great resource for gleaning some of the larger research trends and for seeing the push and pull of different ideas.

A machine-learning paradigm

The biggest shift we found was a transition away from knowledge-based systems by the early 2000s. These computer programs are based on the idea that you can use rules to encode all human knowledge. In their place, researchers turned to machine learning—the parent category of algorithms that includes deep learning.

Among the top 100 words mentioned, those related to knowledge-based systems—like “logic,” “constraint,” and “rule”—saw the greatest decline. Those related to machine learning—like “data,” “network,” and “performance”—saw the highest growth.

essay on artificial intelligence with headings

The reason for this sea change is rather simple. In the ’80s, knowledge-based systems amassed a popular following thanks to the excitement surrounding ambitious projects that were attempting to re-create common sense within machines . But as those projects unfolded, researchers hit a major problem: there were simply too many rules that needed to be encoded for a system to do anything useful. This jacked up costs and significantly slowed ongoing efforts.

Machine learning became an answer to that problem. Instead of requiring people to manually encode hundreds of thousands of rules, this approach programs machines to extract those rules automatically from a pile of data. Just like that, the field abandoned knowledge-based systems and turned to refining machine learning.

The neural-network boom

Under the new machine-learning paradigm, the shift to deep learning didn’t happen immediately. Instead, as our analysis of key terms shows, researchers tested a variety of methods in addition to neural networks, the core machinery of deep learning. Some of the other popular techniques included Bayesian networks, support vector machines, and evolutionary algorithms, all of which take different approaches to finding patterns in data.

Through the 1990s and 2000s, there was steady competition between all of these methods. Then, in 2012, a pivotal breakthrough led to another sea change. During the annual ImageNet competition, intended to spur progress in computer vision, a researcher named Geoffrey Hinton, along with his colleagues at the University of Toronto, achieved the best accuracy in image recognition by an astonishing margin of more than 10 percentage points .

The technique he used, deep learning, sparked a wave of new research—first within the vision community and then beyond. As more and more researchers began using it to achieve impressive results, its popularity—along with that of neural networks—exploded.

The rise of reinforcement learning

In the few years since the rise of deep learning, our analysis reveals, a third and final shift has taken place in AI research.

As well as the different techniques in machine learning, there are three different types : supervised, unsupervised, and reinforcement learning. Supervised learning, which involves feeding a machine labeled data, is the most commonly used and also has the most practical applications by far. In the last few years, however, reinforcement learning , which mimics the process of training animals through punishments and rewards, has seen a rapid uptick of mentions in paper abstracts.

The idea isn’t new, but for many decades it didn’t really work. “The supervised-learning people would make fun of the reinforcement-learning people,” Domingos says. But, just as with deep learning, one pivotal moment suddenly placed it on the map.

That moment came in October 2015, when DeepMind’s AlphaGo, trained with reinforcement learning, defeated the world champion in the ancient game of Go. The effect on the research community was immediate.

The next decade

Our analysis provides only the most recent snapshot of the competition among ideas that characterizes AI research. But it illustrates the fickleness of the quest to duplicate intelligence. “The key thing to realize is that nobody knows how to solve this problem,” Domingos says.

Many of the techniques used in the last 25 years originated at around the same time, in the 1950s, and have fallen in and out of favor with the challenges and successes of each decade. Neural networks, for example, peaked in the ’60s and briefly in the ’80s but nearly died before regaining their current popularity through deep learning.

Every decade, in other words, has essentially seen the reign of a different technique: neural networks in the late ’50s and ’60s, various symbolic approaches in the ’70s, knowledge-based systems in the ’80s, Bayesian networks in the ’90s, support vector machines in the ’00s, and neural networks again in the ’10s.

The 2020s should be no different, says Domingos, meaning the era of deep learning may soon come to an end. But characteristically, the research community has competing ideas about what will come next—whether an older technique will regain favor or whether the field will create an entirely new paradigm.

AI Research Essay about Artificial Intelligence

Profile image of Ben Hoffiz

1.ABSTRACT | RESEARCH PROBLEM | POTENTIAL BENEFITS & APPARENT RISKS The moment has long since passed to recognize that software-written texts can be logically-made acceptable in academia. Questions | Prompts: 1.How can the trajectory toward which AI is heading be approximated, or prognosticated? 2.In a proactive sense, what should be done to take advantage of this reality? 3.Precedents for AI in cultures and societies in earlier eras up until the recent (late 20th century). These precedents are both western and non-western and encompass an extremely wide range of genres, effects and aspects, including human and non-human examples, natural and synthetic. Characterizing the present situation will require us to visualize the state of affairs realistically. We cannot afford to fight today’s war championing yesterday’s strategies, tactics and materiel. Our mission, albeit noble, is rather gelatinous and amorphous, a supercooled liquid, like a vitreous substance. Artificial intelligence accelerates at a lightning pace, far faster than Moore’s Law regarding the processing speed of computer hardware. I believe that we cannot react passively to the challenges which AI poses to society and academia, in the macro sense, in the scope of this paper. How can we act proactively? However well we do, this will set the stage for our futures. By identifying hallmarks, rendering what appears to be a dilemma and a conundrum into a relatively manageable domain will be achievable.

This book engages with the title question: what is artificial intelligence (AI)? Instead of reiterating received definitions or surveying the field from a disciplinary perspective, the question is engaged here by putting two standpoints into conversation. The standpoints are different in their disciplinary groundings — i.e. technology and the humanities — and also in their approaches — i.e. applied and conceptual. Peter is an AI engineer: his approach is in terms of how to make AI work. Suman is a humanities researcher: his approach is in terms of what people and academics mean when they say 'AI'. A coherent argument, if not a consensus, develops by putting the two standpoints into conversation. The conversation is presented in 32 short chapters, in turn by Suman and Peter. There are two parts: Part 1, Questioning AI, and Part 2, AI and Government Policy. The first part covers issues such as the meaning of intelligence, automation, evolution, artificial and language. It outlines some of the processes through which these concepts may be technologically grounded as AI. The second part addresses policy considerations that underpin the development of AI and responds to the consequences. Themes taken up here include: rights and responsibilities; data usage and state-level strategies in the USA, UK and China; unemployment and policy futures. ISBN: 978-1-78634-863-0

Every other aspect of intelligence and every structure of the learning process can be described very precisely in a way that teaches a machine how to simulate it, at which point Artificial Intelligence (AI) was established as a new field of study and research and generated expectations extraordinary. AI is the ability of a machine to imitate human functions such as reasoning, learning, planning and creativity. AI systems are able to adapt their behavior to some extent by analyzing the effects of previous actions and operating autonomously. Some AI technologies have been around for over 50 years, but increased computing power, the availability of enormous amounts of data, and new algorithms have led to major advances in AI in recent years. Artificial intelligence is considered a central element of the digital transformation of society and has become a priority for the EU. Ramón Reichert , Mathias Fuchs

The meaning of AI has undergone drastic changes during the last 60 years of AI discourse(s). What we talk about when saying “AI” is not what it meant in 1958, when John McCarthy, Marvin Minsky and their colleagues started using the term. Take game design as an example: When the Unreal game engine introduced "AI" in 1999, they were mainly talking about pathfinding. For Epic Megagames, the producers of Unreal, an AI was just a bot or monster whose pathfinding capabilities had been programmed in a few lines of code to escape an enemy. This is not "intelligence" in the Minskyan understanding of the word (and even less what Alan Turing had in mind when he designed the Turing test). There are also attempts to differentiate between AI, classical AI and "Computational Intelligence" (Al-Jobouri 2017). The latter is labelled CI and is used to describe processes such as player affective modelling, co-evolution, automatically generated procedural environments, etc. Artificial intelligence research has been commonly conceptualised as an attempt to reduce the complexity of human thinking. (cf. Varela 1988: 359-75) The idea was to map the human brain onto a machine for symbol manipulation – the computer. (Minsky 1952; Simon 1996; Hayles 1999) Already in the early days of what we now call “AI research” McCulloch and Pitts commented on human intelligence and proposed in 1943 that the networking of neurons could be used for pattern recognition purposes (McCulloch/Pitts 1943). Trying to implement cerebral processes on digital computers was the method of choice for the pioneers of artificial intelligence research. The “New AI” is no longer concerned with the needs to observe the congruencies or limitations of being compatible with the biological nature of human intelligence: “Old AI crucially depended on the functionalist assumption that intelligent systems, brains or computers, carry out some Turing-equivalent serial symbol processing, and that the symbols processed are a representation of the field of action of that system.” (Pickering 1993, 126) The ecological approach of the New AI has its greatest impact by showing how it is possible “to learn to recognize objects and events without having any formal representation of them stored within the system.” (ibid, 127) The New Artificial Intelligence movement has abandoned the cognitivist perspective and now instead relies on the premise that intelligent behaviour should be analysed using synthetically produced equipment and control architectures (cf. Munakata 2008). Kate Crawford (Microsoft Research) has recently warned against the impact that current AI research might have, in a noteworthy lecture titled: AI and the Rise of Fascism. Crawford analysed the risks and potential of AI research and asked for a critical approach in regard to new forms of data-driven governmentality: “Just as we are reaching a crucial inflection point in the deployment of AI into everyday life, we are seeing the rise of white nationalism and right-wing authoritarianism in Europe, the US and beyond. How do we protect our communities – and particularly already vulnerable and marginalized groups – from the potential uses of these systems for surveillance, harassment, detainment or deportation?” (Crawford 2017) Following Crawford’s critical assessment, this issue of the Digital Culture & Society journal deals with the impact of AI in knowledge areas such as computational technology, social sciences, philosophy, game studies and the humanities in general. Subdisciplines of traditional computer sciences, in particular Artificial Intelligence, Neuroinformatics, Evolutionary Computation, Robotics and Computer Vision once more gain attention. Biological information processing is firmly embedded in commercial applications like the intelligent personal Google Assistant, Facebook’s facial recognition algorithm, Deep Face, Amazon’s device Alexa or Apple’s software feature Siri (a speech interpretation and recognition interface) to mention just a few. In 2016 Google, Facebook, Amazon, IBM and Microsoft founded what they call a Partnership on AI. (Hern 2016) This indicates a move from academic research institutions to company research clusters. We are in this context interested in receiving contributions on the aspects of the history of institutional and private research in AI. We would like to invite articles that observe the history of the notion of “artificial intelligence” and articles that point out how specific academic and commercial fields (e.g. game design, aviation industry, transport industry etc.) interpret and use the notion of AI. Against this background, the special issue Rethinking AI will explore and reflect the hype of neuroinformatics in AI discourses and the potential and limits of critique in the age of computational intelligence. (Johnston 2008; Hayles 2014, 199-210) We are inviting contributions that deal with the history, theory and the aesthetics of contemporary neuroscience and the recent trends of artificial intelligence. (cf. Halpern 2014, 62ff) Digital societies increasingly depend on smart learning environments that are technologically inscribed. We ask for the role and value of open processes in learning environments and we welcome contributions that acknowledge the regime of production as promoted by recent developments in AI. We particularly welcome contributions that are historical and comparative or critically reflective about the biological impact on social processes, individual behaviour and technical infrastructure in a post-digital and post-human environment? What are the social, cultural and ethical issues, when artificial neuronal networks take hold in digital cultures? What is the impact on digital culture and society, when multi-agent systems are equipped with license to act?

The recent appearance of widely available Artificial Intelligence (AI) applications such as ChatGPT and Bard has fuelled a flurry of popular and academic discussions about the implications of such AI tools for all aspects of contemporary life and culture. After examining some aspects of recent developments, this article goes on to review some salient critiques of the emerging AI debate with the intention of analyzing some of the key themes in the current discourse. The key objective will be to deflate some of the more overblown and alarming perspectives informed by anthropomorphising AI developments. In particular, there is an attempt to steer a middle course between doom-laden pessimism and futuristic optimism. Drawing on a range of philosophical positions, it is concluded that AI applications are best conceptualised as powerful tools which need to be utilised pragmatically and regulated ethically in partnership with humans in the best interests of all of us.

Artificial Intelligence in Healthcare Essay

Currently, the healthcare industry faces significant challenges; therefore, technology should be applied to deploy more efficient, precise, and impactful interventions during care delivery. Hamet & Tremblay (2017) explain that patients demand more from healthcare professionals with the evolvement of pay structures and increasing data volumes. Therefore, artificial intelligence (AI) acts as the engine that enhances healthcare settings (Yu et al., 2018). Although machine learning and AI collaboration will transform a wide range of areas such as cloud database, decision-making process, medical processes, mental healthcare radiology, and telehealth, there are challenges associated with its adoption.

The documentation of health records has been hectic because of paperwork. However, Lisowski (2019) explains that it is possible to convert them into electronic documents using natural voice processing and computer vision. Hamet & Tremblay (2017) state that AI transformation will affect mHealth apps and enable personalization of data. As a result, patients can access all health information such as bills, insurance plans, and prescriptions. Moreover, individuals will get essential health records quickly through mobile phones. Additionally, patients will be advised on healthier lifestyle changes considering their particular circumstances (Yu et al., 2018). The decision-making process in healthcare is different and more complicated than in other areas. Reddy et al. (2019) explain that AI can help design patient-friendly platforms that combine professional expertise and personal needs to enhance their relationship and participation during treatment. As a result, every individual will become a valuable partner while conversing with healthcare professionals.

Mental Health Care is among the areas that will significantly benefit from AI. The reason is that artificial intelligence will allow quick tracking of valuable data from sets with massive medical records of the patients (Lisowski, 2019). In addition, the improved AI tools will assist in choosing the best method of treatment and predict the likely results of specific solutions. AI will also help fight depression, the cases of which have rapidly increased over time, by implementing AI into data analysis and considering features such as gender, age, genetics, or the environment. This will encourage doctors to develop the optimal treatment earlier than it is done currently.

The AI application in telehealth can allow patients to video chat or exchange messages to have their conditions diagnosed and receive advice on the best treatment methods and prescriptions. As a result, individuals in areas where specialists are not available and the elderly with commuting challenges will benefit. Machine learning (ML) will play a crucial role in health institutions specialized in radiology (Hamet & Tremblay, 2017). ML will support steps like imaging examination, initial scheduling, or final diagnosis stating. Therefore, ML tools will assist in creating medical reports and treatment plans.

Challenges to the Adoption of AI in Healthcare

Although AI is gaining more popularity in the world, many healthcare organizations are hesitant to implement it. As Shaw et al. (2018) explain, healthcare professionals fear that the innovations will take the jobs previously done by human beings. Additionally, healthcare providers lack sufficient knowledge of implementing AI in their practice. Moreover, the relatively low number of experts with AI technical know-how and good data scientists makes it challenging to adopt it (Shaw et al., 2018). Individuals believe that AI can be biased because it only depends on the available data to decide. Therefore, if the collected information is incorrect, it increases the possibility of making wrong decisions and conclusions.

Cornell Bowers CIS to launch minor in artificial intelligence

By louis dipietro.

Beginning Fall 2024, Cornell undergraduates can minor in artificial intelligence (AI).

Offered by the Cornell Ann S. Bowers College of Computing and Information Science, the AI minor is intended for any undergraduates who anticipate AI playing a critical role in their academic and professional careers. Students will get a solid foundational understanding of the algorithms and techniques that underlie AI capabilities like machine learning, automated reasoning, natural language processing, computer vision and robotics.

“The new minor presents another opportunity for all Big Red undergraduates to tap into Cornell’s leadership in AI and learn from world-class scholars who develop, critique and refine AI systems for the greatest good,” said Claire Cardie , associate dean for education in Cornell Bowers CIS.

AI is poised to have a transformative impact on all disciplines and society more broadly, making education around AI essential, said Kavita Bala , dean of Cornell Bowers CIS and lead dean of the Cornell AI Initiative .

“Our students will graduate and live and work in an AI-enabled world. Education around AI is needed now more than ever, as AI becomes more powerful and ubiquitous in everyday life and as industries shift to hire talent to leverage it,” Bala said. “This minor serves students across campus, and across disciplines, who want to understand AI technology and apply it in other disciplines.”

The Regulatory Review

Regulating Wartime Artificial Intelligence

essay on artificial intelligence with headings

Scholar analyzes potential strategies to regulate wartime use of artificial intelligence.

No longer confined to the realm of science fiction, militarized artificial intelligence (AI) is evolving into warfare. How should international regulators respond?

In a recent paper , Mark Klamberg , a professor at Stockholm University , examines three methods of regulating the use of AI in military operations at the international level. Klamberg suggests that regulators should step up their oversight by using the current international humanitarian law framework, adding AI-specific regulations to existing rules, or developing a new system of regulation altogether.

Militarized AI is not new. Under the Obama Administration, the United States expanded the use of drones. Drones are an example of narrow AI which is AI designed to perform a single task.

The prevalence of sophisticated narrow AI which supports human decision making has increased , as seen in the war in Ukraine. The Ukrainian armed forces developed an Android application to reduce the time spent on targeting artillery. Its algorithm directs human operators to fire at opponents.

But general AI—which performs tasks as well as or better than humans—stands to upend the way war is done. Klamberg argues that the combination of narrow and general AI will increase the speed of warfare and enable quick and efficient decision making in military organizations.

Klamberg explains that current international regulatory efforts have been limited and focus on lethal autonomous weapons systems. The U.S. Department of Defense defines these weapons systems as systems that “select and engage targets” without further human intervention.

But Klamberg suggests that it is misleading to use the term “autonomous” in the context of these weapons systems.

Lethal autonomous weapons systems still incorporate humans either through direct control, supervision, or development of the system, so lethal autonomous weapons systems may still comport with international humanitarian law principles. As the International Committee of the Red Cross explains , the person who had “meaningful human control” over the system is accountable for that weapon.

Because mechanisms to regulate lethal autonomous weapons systems exist, Klamberg instead emphasizes the regulation of AI in military command and control systems. These systems are the organizations of personnel communication and coordination used to accomplish a given military goal.

AI in this context offers many benefits, including improving the accuracy, speed, and scale of decision-making in complex environments in a cost-effective manner.

Klamberg explains that this use of AI may lift the uncertainty of the “fog of war” that results from inefficient communication and information in a military operation. AI technology could connect soldiers and commanders, promoting efficient communication at even the lowest tiers of command.

The use of AI in military command and control systems, however, also poses challenges that regulators should address. Klamberg identifies concerns that the use of AI is more likely to endanger civilians, marks a loss of humanity, and may facilitate biased decision-making. AI may also increase the power asymmetry between nations, creating the potential for riskless warfare where one side is too advanced to fail.

Furthermore, the incorporation of AI into military command and control systems complicates how responsibility is allocated, Klamberg explains . Specifically, who is responsible for AI’s bad decisions? The software programmer, military commander, front-line operator, or even the political leader?

Klamberg identifies a concern that military personnel may be held responsible for the decisions of advanced autonomous systems even though they lack meaningful control over the system. Instead of pinning blame on low-level operators, Klamberg suggests that those overseeing any disciplinary process focus on supervisors and those with more control over the system.

Challengers to militarized AI, also called “abolitionists,” warn against the use of the technology altogether given these risks.

The complexity and rapid development of these technologies makes their regulation at the international level difficult. But the task is a worthwhile endeavor based on Klamberg’s premise that warring nations do not have an unlimited right to injure their enemy.

Klamberg outlines three methods of regulating militarized AI.

Klamberg suggests applying existing rules and principles of international humanitarian law to militarized AI. International humanitarian law is founded on the moral principles of distinction, proportionality, and precaution.

The principle of distinction requires that warring actors distinguish between civilians and combatants. Proportionality entails weighing the cost of harm to civilians against the military advantage of an attack, and the principle of precaution includes taking other measures before an attack to mitigate its adverse effects.

Klamberg claims that these three principles can be programmed into militarized AI and would serve as a regulatory check on the technology. For instance, the principles of distinction and proportionality could be reduced to a formulaic calculation that enables the AI to separate civilians from combatants before executing any action.

To incorporate these principles into AI, Klamberg proposes involving human oversight in AI decisions. Klamberg explains that continuous assessment of the formulas programmed into the AI would serve as reassurance that the AI is acting according to accepted moral principles.

In addition, Klamberg proposes new AI-specific regulation that adds to existing rules, such as the military’s current rules of engagement. These rules are the internal policies that delineate the circumstances under which a military organization will engage in combat.

Klamberg proposes that militarized AI may be constrained through programming which incorporates the rules of engagement. Such programming would either restrict or permit the AI to deploy its weapons consistent with the rules. Klamberg suggests that this ethical programming could become part of the rules of engagement.

Ultimately, Klamberg imagines possible new frameworks for governing militarized AI.

One possibility involves implementing an arms control or trade regime to prevent an AI arms race, such as have been used to control nuclear arms races. As international agreements, arms control and trade regimes disallow the production and sale of certain weapons.

Some of the leading robotics companies have pledged not to weaponize their creations, but Klamberg suggests that these pledges have left companies working with the U.S. Department of Defense noticeable wiggle room. Instead of relying on voluntary pledges, Klamberg calls for the creation of a binding international treaty among countries.

Another possibility includes introducing new regulations governing the methods of AI warfare developed by international bodies in compliance with the Geneva Conventions. But these regulations may be too slow to be effective and may not take into account the development of AI, cautions Klamberg.

Whatever step is taken next, Klamberg suggests it should support an international regulatory framework that adapts to the future challenges of militarized AI.
