The week of May 4 was Public Service Recognition Week (PSRW), when the country honors those who serve as federal, state, county and local government employees and recognize the essential value of government service in American public life. PSRW was established in 1985, 35 years ago, but has not captured the popular imagination owing to persistent levels of distrust in the U.S. government. On May 4, 2020, the Brookings Institution partnered with the bipartisan National Commission on Military, National and Public Service for an event to mark the beginning of PSRW and to address ways of reversing some of the negative popular attitudes. Brookings President John R. Allen and Commission Chairman Joseph J. Heck opened the event, followed by a conversation between Allen, Heck, Commissioner Avril Haines, and Brookings Senior Fellow Isabel Sawhill. I had the pleasure of moderating the discussion.

Two decades ago, the Brookings Institution’s Center for Public Service also initiated a National Commission on the Public Service with former Federal Reserve Chair Paul Volcker and 10 commissioners drawn from both political parties with diverse experiences of public service. The final report from this effort was released in January 2003. In contrast with Brookings’s earlier effort, the National Commission on Military, National and Public Service was set up by Congress, as part of the National Defense Authorization Act for Fiscal Year 2017, with a two-year mandate to engage the public to produce recommendations for increasing American participation in all forms of service. Brookings scholars from the Economic Studies and Governance Studies programs took part in the exercise. Avril Haines , new Foreign Policy Program affiliate, was one of the commissioners. The commission’s interim report was issued in early 2019, in the immediate aftermath of the longest federal government shutdown in U.S. history (from December 22, 2018 to January 25, 2019).

The commission released its final report, titled Inspired to Serve , in March 2020 amid the COVID-19 pandemic, at a time when public servants, military service members, volunteers, and national service members were battling to stem the spread of the virus and to safeguard public health. In an interview with The New York Times at the beginning of April 2020, Dr. Anthony Fauci, a highly-visible member of the White House pandemic task force, and head of the National Institute of Allergy and Infectious Diseases at the National Institutes of Health, was asked how he would like to be remembered when the pandemic was finally over. He replied that, most of all, he wanted to be recognized as a dedicated public servant, who had done the best that he could to mitigate a terrible disease. In the same interview, Dr. Fauci summed up the general ethos of public service as essentially trying to fix and improve things for the greater good.

Dr. Fauci was first in the national spotlight four decades ago during the early years of the HIV/AIDS public health crisis; by 2020, he has become a household name. As a result of the pandemic, Pew polls released in April 2020 indicated an increase in positive impressions of federal agencies such as the Centers for Disease Control and Prevention (CDC) and the Department of Health and Human Services (DHS), with 79% of Americans having a favorable opinion of the former and 73% of the latter. Nonetheless — as panelists discussed during the May 4 event — Dr. Fauci’s prominence, the visibility of other public servants on the frontlines of tackling the COVID-19 pandemic, and these positive polls, may not mark a durable shift in U.S. public understanding of the essential role public servants play in meeting the country’s challenges or in popular views of government service.

Next year, in 2021, the U.S. will commemorate the 60th anniversary of President John F. Kennedy’s call to service . Since then, other U.S. leaders have promoted public and national service in a nonpartisan or bipartisan manner, often building on the work of their predecessors. The year 2019 marked the 25th anniversary of the launch of AmeriCorps by President William J. Clinton, which President George W. Bush expanded with the creation of the USA Freedom Corps in 2002, and the Medical Reserve Corps . President Bush’s initiatives were spurred by the nation’s response to the terrorist attack of 9/11. The panelists for the May 4 event all stressed that COVID-19 will require a similar national response.

The National Commission on Military, National and Public Service’s March 2020 report offers one comprehensive approach to this response. In addition to policy recommendations, and specifically targeted legislation, the commission report proposes significant U.S. government and congressional investment in civic education to increase awareness of opportunities for the public, and to make national service the norm for Americans rather than the exception.

The Public Service Commissions (PSC) in India are constitutionally mandated (Articles 315 – 323) to assist the respective state governments in matters of recruitment, transfers and disciplinary actions.

The Union Public Service Commission (UPSC) conducts the prestigious IAS Exam every year. The IAS Exam is the common entry point for 20-odd Group A and Group B services.

Similarly, the State Public Service Commissions conduct recruitment exams which act as an entry point for coveted services in the state administration.

PSC v/s UPSC

The IAS Exam which is conducted by the UPSC is widely considered to be the toughest exam in India. The comprehensive UPSC Syllabus and the sheer volume of aspirants competing for 900-1000 vacancies make it a very tough nut to crack. Adding to the burden of candidates, the three-stage exam process lasts for almost a year.

The PSC Exams are not so different. They are also highly competitive and their syllabus and pattern are quite similar to UPSC. The Public Service Commission in Canada is responsible for maintaining the integrity of the employment system in the public service sector and ensuring political impartiality. This self-regulating body reports to parliament and uses the Public Service Employment Act (PSEA) to carry out its oversight duties.

The commission has transferred recruitment powers to section heads and other government agencies. Due to differing views and objectives between the cabinet and the public service commission, tensions are likely to arise between the two bodies. In order to examine these tensions in Canada's parliamentary system, we must first assess the roles and responsibilities of each organ and determine where the sources of tension lie. The executive power in Canada resides with the prime minister and cabinet, who carry out government policies and decision-making, including budget allocation for financed projects.

On the other hand, the Public Service Commission ha

s various duties and responsibilities that must be fulfilled independently. The Treasury Board collaborates with the commission to advise the cabinet. The commission's tasks include guaranteeing the competence of professionals in the public sector, remaining impartial in handling divergences, and representing public interests. The commission is entitled to certain rights, such as performing employment fairly and equitably. Additionally, the heads of each organization are responsible for overseeing all of the organization's activities.

Regarding promotions within the service commission, the commission possesses explicit authority to recruit from the general public and make a report to the parliament regarding such recruitment and promotions. The commission has the ability to delegate these powers to specific government departments or agencies in situations where they need to fill their staffing requirements. The commission's role would then be to supervise departmenta

recruitment by scrutinizing, analyzing, and reviewing the policy framework along with assessing individual transactions in a precise manner.

The top management adheres to a ranking system, while the commission and treasury board bargain with the government on behalf of public civil servants. Group bargaining is valued and mutual agreements are reached with unions. Additionally, the commission operates a training school aimed at unifying the learning and improvement requirements of public servants.

The Canadian centre for management development controls the management of the school, which is responsible for equipping public service servants with the necessary skills to serve Canadians. In addition to this, the commission also focuses on ethics and corruption in the public sector. The employment act of the service commission dictates the political activities civil servants are permitted to undertake, ensuring impartiality in political issues. This includes refraining from supporting any party, candidate, or nomination during or after an election. Despite these efforts, the commission is currently facing public mistrust and criticism for its perceived failure to carry out its duties effectively.

The cabinet has criticized the workings of the Public Service Commission, suggesting that public servants need to improve their service delivery and be more accountable in their handling of finances. At a public forum in Toronto, the public service pledged to become more sensitive to the public and establish partnerships with other service industries. Tensions between the cabinet and the Public Service Commission arose due to employment issues. The commission oversees the recruitment and promotion of all public servants, but it was noted that 70% of federal executive class public servants were set to retire, potentially leaving a gap in skills and experience among

new recruits.

One major concern about the commission is the lack of awareness among Canadians regarding its activities and operations, which contributes to apprehension towards it. Moreover, the commission's public image has been marred by downsizing issues for several years. The cabinet has echoed the public's perception of the commission as slow in addressing issues. Specifically, Canadians believe that there is excessive government oversight and numerous regulations, requirements, and procedures that cause delays within the public service. Consequently, Canadians hold a low opinion of both the government and its employees.

The commission is being blamed for a decrease in public trust and is seen as an unresponsive bureaucracy with poor performance in monitoring and ensuring ethical conduct. The cabinet also feels unjustly implicated in this issue and urges the commission to take action. The issue of empowerment is also causing division in the Canadian public service, with many unnecessary obstacles hindering service delivery. Public servants recommend giving more authority to address problems at their level instead of delaying resolution and appearing ineffective to the public.

There are already several enhancements in progress that only require leadership initiatives for implementation. The Public Service Commission plays a crucial role in promoting ethical and moral conduct among public servants and guaranteeing that they are non-partisan, thus fulfilling the government's commitments to the people. As the public becomes increasingly aware of the need for a skilled, professional, and neutral civil service to tackle modern challenges, it is essential to allow the commission to do its job and receive support from the cabinet rather than facing criticisms.

The role of Public Service Commission in Canada has experienced considerable change over the years in the process of providing professional services, and at the same time safeguarding merit within its scope of service. Human resource has also experienced modernization through various employment Acts. However, there are various issues and trends influencing the operational and legislative impact of Public Service Commission which cannot be treated in isolation to the whole issue (PSC 2).

The commission should endeavor in fulfilling its mandate on protecting and promoting merit within the government. In addition to these, Canada has had difficult time dealing with issues concerning liberal democracy within its political boundaries. Various policies have always been enacted by the government which acts as potential guidelines towards fulfilling as well as enhancing government mandates (Whitaker 54).

Outline and assess the scope of public sector employment in Canada. What are the main issues facing the federal government with respect to personnel policy and how well do you believe the federal government is organized to manage its personnel responsibilities?

The public sector employment in Canada has undergone significant changes regarding human resources. The public service has been on a hiring trend looking for large numbers of young men, Canadian citizens, with vast skills and interests in various fields of service.

The Canadian government is currently interested in the young generation having management skills and interested in working with federal public service commission. The young professionals are considered to have potential abilities which could be utilized by the government in designing policies suitable for meeting future needs of Canadians (Johnson 619-621).

One of the main issues facing the federal government with respect to personnel policy is the issue on merit, politics and disparity on socio-economic activities. Professionalization of the public service requires the government to provide necessary services which calls for the existence of pro-active skills capable of utilizing the available services. In response, the government tried to establish merit system within the public service in its provinces starting with Saskatchewan (Johnson 619-621).

Several current and impending challenges affect the PSC in the process of implementing their role as policy makers. Public Service Commission is endowed with the responsibility of being both managers and overseers on policies and programs regarding the running of government departments. The shift within the Human Resource landscape was recognized by some commissions as far as 1979, this brought about several discussions within subsequent years on the issues meant to determine necessary regulations amongst employees.

These included flexibility, roles and responsibilities as well as efficiencies. There is growing trend on the issues involving scarcity of talent and leadership as a result of issues such as; the aging workforce, shifting focus on the emotional status of workers and increase in the number of operations worldwide 9(3-6).

Canada is known to have high number of post-secondary graduates; this is because of the country’s strength in formulation of education policies. Despite strength in literacy level, it’s noted that Canada lags behind when it comes to technical and advanced level of education amongst the population.

Despite the positive trend in the economic recovery, there has been little imbalance caused by wholesale migration of the population towards the Western region of the country. Challenge would be experienced on the issues concerning computer and information technology which currently tends to shape-up the level of interactions both at personal and across business networks.

Such adoption has brought dramatic change within various places of work since every department is styling up to catch up with the rest of the world. There is also the issue on stakeholders forming alliances for the purposes of addressing various shortcomings within the employment sector. This has made it difficult for the government to coordinate issues between them and the private sector since there are more bodies involved (PSC 7-8).

The other issue facing the federal government concerns the cultural diversity within Canadian major cities such as Toronto. This has contributed to creation of disharmony within the work places on issues such as religion and languages hence putting the government on task of creating policies meant to reconcile such diversity.

There is also the issue on demographic crisis where the rate of labor entrants is lower than that of departures. Federal public service is currently leading in the number of employers, hence with the current trend, is facing difficulties on the issues concerning recruitment and retention of employees. The level of imbalance within the workplaces is expected to create differential attitudes amongst employees.

The young generation appears so much self-centered concerning their various jobs since they believe in mentorship, training and creation of job opportunities by the government. Such cultural trend has been so much entrenched within the Canadian working population hence calling for the government to review its major policies (PSC 9).

The level of unpreparedness of the government concerning employment issues is clearly revealed on the level of insecurity within companies. According to employer surveys, companies are realigning their pay packages for the purposes of retaining generation Y workers since there is less inflow from the millennial.

However, apart from employing young generation, there is need for revising policies which could help in attracting mid-career professionals (PSC 10). The federal government pushed for every reason to remove the laws granting powers to public sector unions on organizing strikes concerning their employment rights.

However, for quite some time the numbers of unionized members have been falling drastically. This has been followed by potential shift in the structure guarding the labor market which results in continual erosion on values safeguarding organized labor amongst the employees. Despite these, the federal government is not doing much to bridge the gap on financial security between government and private workers.

The federal government is also facing the crisis on funding pensions due to certain factors such as economic downturn. Other factors include increase in the number of pensioners, stagnation experienced on the long-term interest rates and low return on the countries assets (PSC 12). There is notable decline in ethics within various government sectors which has seen considerable decline of public trust towards the government.

However, the public sector has experienced improvement due to the job losses within the private sector as a result of economic downturn. There is significant corporate greed as well as poor management within the government departments which led to poor drive on interest on professions within the public service professions. Tension exists between the government and the methods of governance which tends to foster for open policy creation processes, contrary to the traditional management practices (PSC 34).

There has not been any clear evidence showing the level of federal government’s engagement in the full transformation on the basic roles within PSC. The government has been so much motivated by their short-term goals on cutting the budget rather than focusing on long-term goals based on transforming the nature of the government (Johnson 561).

Why have successive governments attempted to limit the influence of bureaucrats during the policy-making process? What methods were used to counteract this influence? Were they successful?

Bureaucrats as opposed to politicians are directly involved in the process of policy formulation but are not under any obligation to answer to the public concerning these policies. The responsibility of being answerable to the public concerning policies is instead vested on the politicians (Whitaker 54). The issue is also linked to democracy since bureaucrats were believed to involve themselves in shaping some public policies secretly.

Bureaucrats were also associated with various forms of unethical behaviors such as corruption as well as inefficiency in performance. They are known to have great command on information which forms vital area within policy making process, and this tend to ignore opinions of senior government officials.

This makes bureaucrats have the freedom to impose their own policy preferences without consulting the government. Such process creates confusion on the necessary changes desired by the government concerning a policy during implementation process. They have great influence on shaping policy outcome and implementation since their contributions can never be ignored (Whitaker 59).

To limit such influence the government resorted to the use of middle-class movements which were aimed at reducing the powers and influence of the bureaucrats. The move created freedom within the government administrative circles since it was deprived of any political influence. Creation of various boards and commissions helped in the smooth running of government functions since politicians were no longer involved (Johnson and Molloy 203-223).

The nature of appointments also changed whereby merit system was adopted hence assisted in eliminating favoritism and bias amongst the political class. Another mechanism used was establishing counterweight endowed with the responsibility of giving political policy advice which would neutralize bureaucratic influence (Whitaker 60-61).

The government applied the use of private-sector management which assisted in controlling markets providing better regulation conditions as compared to bureaucratic systems. This intervention launched by conservatives did not work well since it only contributed towards lowering of bureaucrats’ status on influence but never led to total elimination of bureaucracy within government. They discovered that their aim on reducing bureaucracy through this method required more of it to achieve the purpose.

There was also the introduction of the chief of staff around every minister serving in the government, this aimed at assisting ministers in political administration within their various departments. The idea also proved unsuccessful since they did not represent any formal role within the ministries (Whitaker 62-63).

To reduce the high level of command bureaucrats had over information, the government tried to prevent departments from exposing their various policy papers. This was aimed at making it easy for the ruling political party to impose any policy of their interest on individuals. While the bureaucrats had knowledge on policy formulation and identification of various errors within policies, the politicians did not, hence the idea proved ineffective (Whitaker 65).

What were the reactions to the recommendations of the Gomery Report? Why did critics believe the recommendations would have a negative impact on government and the public service? Why did the Harper government reject key recommendations in the Report? What initiatives did the Harper government enact in response to the Report?

In relation towards Commissioner Gomery’s recommendations the Liberals decided to come up with some restrictions and their own regulations concerning the manner in which the government was to conduct business.

Their aim was to corner the government whereby they directed that the bureaucrats were not to be entrusted with any issue before weighing the quality of their characters. This resulted into high level of mistrust within the government lowering the morale of workers hence dwindled the efforts of restructuring the relationship between politicians and bureaucrats (Whitaker 68-69).

Critics believed that the recommendations would bring chaos within the government and the public service since there was little truth in them. They believed the recommendations were baseless since they only covered false relations to the problem they were to address.

According to critics the recommendations would grant politicians an illegal upper hand which would grant them powers to manipulate government systems for the purposes of achieving self ulterior motives (Whitaker 69). At the same time part of the recommendations seem to promote mistrust between ministers and their assistants.

The report brought sharp divide amongst the academicians with the non-partisans arguing that the recommendations would fuel bad relations between the politicians and the bureaucrats. They argued that the report deemed to represent a clear departure from the manner in which Canadian federal government should function, hence could be very detrimental to the public.

They solidly opposed the issue on the report which sought to increase the powers of unelected public officials above that of ministers. This was viewed by the critics as a means of damaging the nature of accountability which existed within various departments concerning management and administrative issues. There was no clear demarcation within the report on issues concerning politics, policies, administration and issues concerning management (Whitaker 71-72).

Harper government rejected key recommendations in the report since they contributed towards diminishing the political power of the bureaucrats and at the same time did not grant recognition towards the chain of accountability within the cabinet. There was no firm line within the report that separated bureaucrats from elected officials and also the report sought to reduce the political control of the prime minister of senior public servants.

Part of the key recommendations contradicted with the stated conservative rules. This could be seen within the part of the report which supported greater autonomy and accountability for the bureaucrats which contradicted governing philosophies of the Harper Conservatives (Whitaker 72).

In response to the Report Stephen Harper’s government established itself with clear focus and control over all its businesses. Harper government revealed its impatience with policies within the report which did not consider Conservative views. The government was strongly committed in imposing conservative policy agendas which acted as source of neutralization to Gomery recommendations. He ensured that all departments within the government operated fully under conservative objectives (Whitaker 72-73).

Federal public service remains to be Canada’s largest employer despite changes which might occur within other government departments. Canada is faced with the threat of shrinking native population giving way to new immigrants within the employment sector. This has given rise to so many issues and trends within the workplaces which ultimately affect the normal operations of the public service.

Tensions experienced within the PSC could well be handled by the Privy Council Office which is a body concerned with crisis management (Johnson and Molloy 203-223). Concerning political administration, there is great importance in delegating roles based on government’s policies, rules and regulations to avoid unnecessary conflicts.

Maintenance and other allowances. For mid-term candidates, allowance will only be paid from the point of award. For those on the Uniformed Service track, full salary including bonuses will be paid.

Sponsorship of PSC development programmes and approved student exchange or summer programmes. The PSC also facilitates internship opportunities for our scholarship holders.

Preparation for a public sector career begins when a PSC scholarship holder is awarded the scholarship. PSC scholarship holders are given opportunities to participate in curated development programmes to acquire critical knowledge, skills and experiences to enable them to better serve Singapore and Singaporeans.

This is the first milestone programme before our scholarship holders embark on their undergraduate studies.

During the two-week long course, scholarship holders are introduced to various aspects of the Public Service and gain insights into the values of the Public Service. They take the opportunity to reflect on and understand the importance of their role as an ambassador to the Service and as a future Public Officer. It is also a platform where they get to know fellow scholarship holders and forge lasting friendships.

The programme comprises:

Sharing by public sector agencies, to expose scholarship holders to their future work and potential challenges;

Personal mastery training to allow scholarship holders to reflect on their commitments to the Public Service and prepare for university life; and

A segment to expose scholarship holders to ground realities, volunteering work and project management and strengthen their understanding of policy issues.

This second milestone programme takes place midway through our scholarship holders’ undergraduate studies, i.e. at the end of their second year of study.

The PSMP builds on the foundations laid in the Preparatory Course to deepen their understanding of the Public Service and to catch up with fellow scholarship holders. The programme helps scholarship holders think more deeply about principles and challenges in the Public Service and take stock of their experiences to date.

The PSMP comprises two components:

A two-week programme consisting of talks, dialogues and seminars, to keep scholarship holders abreast of issues confronting Singapore and provoke discussions around them; and

A six-to-twelve week internship at a ministry/statutory board or with their tied agency to gain work experience and to learn from public officers on the job.

Scholarship holders may participate in the Gap Year programme after completing their university studies (including master’s) and National Service obligations (where applicable), and before they join the Public Service.

Through the programme, scholarship holders will be attached to an organisation in the people or private sector, either locally or overseas, for a duration of six months to a year. These attachments allow them to learn about the company’s ethos, business operations, and challenges. Subsequently, they will take this valuable experience and best practices back to the Public Service.

The PSLP is a structured programme focused on developing talent in specialised areas or industries. The PSLP aims to develop officers to their fullest potential for leadership roles in the Public Service. It is not applicable to scholarship holders on the PSC Scholarship (Legal Service), PSC Scholarship (Medicine/Dentistry) or The SAF Scholarship schemes.

Your performance in the various assessments would be taken into consideration when deciding on further shortlisting. Only candidates who complete all assessments will undergo a panel interview with the Public Service Commission (PSC) Scholarships Selection Board (PSSB).

Assessments and interviews run from August each year to June in the following year.

A series of sponsored development programmes, including internship opportunities, to prepare scholarship holders for a career in the Public Service.

Master’s Programme (if applicable)

# For PSC Scholarships (Mid-Term), duration of study includes the duration completed prior to the award of the scholarship, i.e. entire duration of degree.

Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme (subject to meeting requirements) and developed for multi-sectoral or sectoral leadership positions within the Public Service. Scholarship holders will embark on their Public Service career at an appropriate ministry or statutory board depending on the Public Service’s manpower needs and their suitability for the position. Their first posting will be in a sustainability and circularity related role.

Applicants are welcome to apply prior to pursuing their undergraduate degrees (referred to as ‘pre-university applicants’) or up until the penultimate year of their undergraduate degrees (referred to as ‘mid-term applicants’)

What are the academic requirements

Where and what can i study .

PSC Scholarship (Engineering) recipients may study at local or overseas universities; and choose to read from a diverse range of engineering and technical courses relevant to the Public Service (subject to the PSC’s and parent agency’s approval).

Maintenance and other allowances. For mid-term candidates, allowance will only be paid from the point of award.

Scholarship holders will be offered development programmes from both the PSC and their engineering parent agency, including internship opportunities. They will also receive close mentorship, including guidance on their career development

Sponsorship of master’s degree (if requirements are met)

Scholarship holders will be ‘tied’ to an engineering parent agency to allow them to deepen their engineering skills early in their career. Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme (PSLP) (General Phase - Engineering), which is a specialised track within PSLP (General Phase). In their first posting (of up to 4 years), they will focus on deepening deep technical capabilities in their respective engineering clusters. They will get to go for external postings outside of their ministry family for exposure and to strengthen the development of their foundational competencies.

The type of engineering work will depend on the engineering cluster of the scholarship holder:

Defence and Security (D&S)  cluster looks at the design, operation and maintenance of our national security infrastructure. Agencies under this cluster are Centre for Strategic Infocomm Technologies (CSIT), Defence Science and Technology Agency (DSTA) and Home Team Science & Technology Agency (HTX).

Information and Communications Technology & Smart Systems (ICT&SS)  cluster looks at the design, operation and maintenance of IT platforms. It also covers the platforms and applications that will enable us to monitor, communicate with and control networks and infrastructure. Agencies under this cluster are Cyber Security Agency of Singapore (CSA), Government Technology Agency of Singapore (GovTech) and Infocomm Media Development Authority (IMDA).

Infrastructure and Environment (I&E)  cluster looks at the design, building, maintenance and regulation of infrastructure such as transport infrastructure, utilities and other structures. Agencies under this cluster are Energy Market Authority (EMA), Housing & Development Board (HDB), JTC Corporation (JTC), Land Transport Authority (LTA), National Environment Agency (NEA) and Public Utilities Board (PUB).

PSC Scholarship (Foreign Service) recipients may study overseas, in countries that are relevant to the Ministry of Foreign Affairs (MFA). Scholarship holders can pursue a wide range of subjects in non-English-speaking countries such as China, France, Germany, or Japan; including the United Kingdom and United States of America (subject to MFA’s and PSC’s approval).

While abroad, scholarship holders will be assigned a mentor at an Overseas Mission who will support and guide them. Scholarship holders will also undergo internships – one in the Ministry of Foreign Affairs (MFA) Headquarters and another at an Overseas Mission, to gain insights into MFA’s work. Sponsorship will also be provided for foreign language learning to prepare scholarship holders for future postings.

Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme and take up the role of a Foreign Service Officer (FSO) (Political and Economic).

Applicants are welcome to apply prior to pursuing their undergraduate law degree (referred to as ‘pre-university applicants’) or up until the penultimate year of their undergraduate law degree (referred to as ‘mid-term applicants’).

PSC Scholarship (Judicial Service / Legal Service) recipients may read law in Singapore or approved overseas universities, i.e. National University of Singapore, Singapore Management University, Singapore University of Social Sciences and selected universities in Australia, New Zealand, United Kingdom or United States of America (subject to the PSC’s approval). 

For information on the list of selected overseas universities, please refer to the Singapore Institute of Legal Education website under “Qualified Person”. 

A series of sponsored development programmes, including internship opportunities, to prepare scholarship holders for a career in the Singapore Judicial Service or the Singapore Legal Service.

Master’s Programme (if applicable)

Sponsorship of master’s degree (if requirements are met).

Upon graduation, scholarship holders will embark on a career in either the Singapore Judicial Service or the Singapore Legal Service. They will participate in the administration of justice and be in a position to protect the public interest and advance the rule of law in Singapore. The Public Service Leadership Programme (PSLP) is  not  applicable in the Singapore Judicial Service and the Singapore Legal Service as both Services are professional Schemes of Service under the direct jurisdiction of the Judicial Service Commission and the Legal Service Commission. Career development and leadership programmes specific to the Singapore Judicial Service or the Singapore Legal Service will be available for the eligible officers. 

When can I apply? 

Applicants must have completed at least one year of undergraduate studies in Medicine or Dentistry programmes at the National University of Singapore, Nanyang Technological University, or Duke-NUS Medical School and must not be in the final year of studies.

GCE A-levels; or

International Baccalaureate; or

NUS High School Diploma; or

Polytechnic Diploma with merit; or

Other high school diploma or equivalent; and

At least one year of university results.

Application can be made after your first year , but before the final year of your undergraduate studies.

You must be undertaking an undergraduate degree in Medicine or Dentistry.  

PSC Scholarship (Medicine/Dentistry) recipients may only study in Singapore, reading Medicine or Dentistry at local Institutes of Higher Learning (IHLs).

Tuition fees and other compulsory charges incurred before the award will be back paid.

Maintenance allowances will be paid from the point of award.

PSC Scholarship (Medicine/Dentistry) recipients will have opportunities to participate in various development programmes, such as healthcare induction courses, internships at MOH, MOH Holdings and public healthcare institutions, and networking events involving key healthcare professionals. This would also include PSC development programmes.

PSC Scholarship (Medicine/Dentistry) holders are groomed for leadership roles in both MOH HQ and public healthcare clusters/and institutions. They may pursue their careers in Healthcare Administration (i.e. policy roles in MOH, administrative leadership roles in the hospitals) or take on medical professional appointments (specialist or non-specialist track) in the healthcare institutions based on their aspirations, interests and performance. 

Scholarship holders will have opportunities to participate in various developmental programmes organised by MOH Holdings and MOH HQ. They may look forward to meeting and networking with scholarship holders and leaders from other healthcare disciplines during milestone events such as the Healthcare Scholars’ Induction Camp and Induction Programme.  

Additionally, they will also be assigned a scholarship officer from MOHH and mentor from MOH/Public Healthcare Institution who will partner them as they progress in their academic and career journeys. 

The PSC Scholarship (Public Finance) is tenable for local or overseas studies in countries that adopt the International Financial Reporting Standards. Accountancy is the only course of study supported under the scholarship. After graduation, PSC Scholarship (Public Finance) holders will be required to obtain the Singapore Chartered Accountant (CA) Qualification

Scholarship holders will be offered development programmes, including internship opportunities, from both the PSC and their parent agency. They will also receive close mentorship, including guidance on their career development.

Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme (PSLP) (General Phase – Public Finance), which is a specialised track within PSLP (General Phase). In their first 1-2 postings (of about 2 years each), they will focus on deepening deep technical capabilities in Public Finance (e.g. in AGD, AGO, MOF or other finance positions in the Public Service). They will then go for external posting(s) in other public sector agencies for exposure and to strengthen the development of their foundational competencies.

The PSC Scholarship (Sustainability) hones the perspective of outstanding and aspiring future public officers in the sustainability and circularity (S&C) space. Recipients are developed on the Public Administration career path where they will experience a wide spectrum of governance work, from policy formulation to implementation.

Applicants are welcome to apply prior to pursuing their undergraduate degrees or up until the penultimate year of their undergraduate degrees.

A series of sponsored development programmes, including internship opportunities, to prepare scholarship holders for a career in the Public Service. Recipients are encouraged to pursue opportunities in sustainability and circularity (S&C).

Master’s Programme  (if applicable)

Upon graduation, scholarship holders will be emplaced on the Public Service Leadership Programme (subject to meeting requirements) and developed for multi-sectoral or sectoral leadership positions within the Public Service. Scholarship holders will embark on their Public Service career at an appropriate ministry or statutory board depending on the Public Service’s manpower needs and their suitability for the position.

PSC Scholarship (Teaching Service) recipients may study at Singapore or overseas universities, and read courses regarded as teaching subjects by the Ministry of Education (MOE), subject to approval by the PSC.

A series of sponsored development programmes, including internship opportunities, to prepare scholarship holders for a career in the Teaching Service.

Upon graduation, PSC Scholarship (Teaching Service) holders will be emplaced on the Public Service Leadership Programme. They will embark on a career that will include policy formulation and leadership roles in the larger Civil Service, including education.

Applicants are welcome to apply prior to pursuing their undergraduate degrees (referred to as ‘pre-university applicants’). It is not offered as a mid-term scholarship.

Present themselves as well-rounded individuals, possessing good academic and non-academic records

Gain entry and excel in Officer Cadet School

Other high school diploma or equivalent.

You may apply prior to receiving your final examination results. A provisional scholarship offer may be made if you are found suitable, subject to confirmation upon release of final results.

The SAF Scholarship holders may study at local or overseas universities; and choose to read from a diverse range of courses relevant to the Ministry of Defence (MINDEF), subject to the PSC’s approval.

Tuition fees and other approved charges. For overseas degrees, return airfare will be provided.

Maintenance and other allowances, including full salary and bonuses.

A series of sponsored development programmes, including annual vacation attachments to prepare scholarship holders for a career in the SAF.

The SAF Scholarship holders will be put in appointments where they will be constantly challenged to apply their analytical skills and ground experience. Through the various tours in command and staff appointments, you will not only hone your skills as a leader, but also as a manager, planner and strategist. You can expect to contribute to long term planning that determines MINDEF/SAF's future development, and have chance to represent MINDEF/SAF to work with officers from other Ministries to formulate government policies. The Public Service Leadership Programme (PSLP) is not applicable to SAF Scholarship holders as they would be put through the SAF talent programme. 

Applicants are welcome to apply prior to pursuing their undergraduate degrees (referred to as ‘pre-university applicants’).

It is not offered as a mid-term scholarship.

Gain entry and excel in Officer Cadet School in the SAF

The SPF scholarship holders may study at local or overseas universities; and choose to read from a diverse range of courses relevant to the SPF, subject to the PSC’s approval.

A series of sponsored development programmes, including attachment opportunities, to prepare aspiring police officers for a life of service and leadership in the SPF.

The SPF Scholarship holders will be emplaced on the Public Service Leadership Programme (Home Uniform Service) where they will be given opportunities to acquire specialised knowledge and capabilities to take on key leadership positions in the Singapore Police Force.

Scholarship holders will be rotated through regular postings to acquire investigation acumen, policy conceptualisation skills, as well as command and leadership abilities. They will be involved in shaping policies to address issues on public law and order and play an integral role in protecting Singapore. As a Guardian of Law and Order, the determination to make a difference will transform the lives of many.

Punjab Public Service Commission Past Papers 2023-2024

Punjab Public Service Commission is an administrative body of provincial govt. of Punjab which has the authority to conduct competitive exams for employment of officers in grade 17 or above.
