Assessing the Practices of Public Relations: The Case of Seka District Communication Office at Jimma Zone, Ethiopia

The overall objective of the study was to assess the practices of PR in the communication office of Seka Chekorsa district at Jimma Zone. The research was conducted using both qualitative and quantitative approaches. The data was collected from questionnaire, interview and document analysis. Questionnaire participants were the international and external publics of the Seka district communication office, and they were selected using convenience sampling. The two PR practionnaires were purposefully selected from the communication office of the district. With regard to data collected from questionnaire, it was tabulated and analyzed quantitatively using percentage in numbers. And the information that was gathered from interview and document analysis was analyzed qualitatively by using narration and description. Based on analyzed and interpreted data, the practices of PR in Seka Chekorsa are good especially in establishing and maintaining relationship, and in creating friendly atmosphere of communication between organization and publics (internal and external publics). However, it is not effective because of some problems like lack of professional man power, working material and enough budgets. Therefore, to overcome such problems and to make department functions more, the organization must give much attention to facilitate supportive mechanisms to the department. The researcher recommended that the concerned bodies should employ PR practitioners who are skilled in the field of language, journalism and communication, and the department has to have its own communication sector instead of working depending on other's media for the far betterment of the practice of PR in the office.

The main focus of this study was to assess the perception and practice of public relations by municipality employees in Ethiopia. This study used mixed method of research approach (qualitative and quantitative). Purpose sampling was applied to collect data from 45 employees of the various municipalities from the 11 zones in Ethiopia. Additionally 12 top managers were purposely chosen for interview to ascertain the practice of PR. Observation was also applied in addition to the interview to supplement and triangulate data. The quantitative data was analyzed using descriptive statistics and the qualitative data were analyzed thematically. The results of the quantitative data showed that, the employees had positive perception of public relations. The interview result showed that the practice is limited due to the lack of funds and expertise.

The fields of public relations has dramatically grown to build the relationships between an organization and its key publics through effective communication. The study is conducted to assess the practice and challenge of Public Relations in government universities public relation offices in Ethiopia. The research used mixed approach which enable the researchers to use both qualitative and quantitative data and analysis. The main subject of the study were internal publics and external stakeholders. The researcher used questionnaire as a data gathering tool from the above subjects. The findings of the study depicted that professional Public Relations practice in the given13 government universities are in difficult condition as the office is not professionally and structurally organized despite its key role is well recognized. The PR practitioners have not well understood the concept of Public relations especially its management function to create mutual understanding with the internal and external public rather they are considered to stage the debate other than mediates. Lack of professional skilled human power, having minimal attitudes and lack of empowering the office, absence of adequate capacity building training, lack of infrastructure, inadequate assistance from the concerned leaders took the first line as challenges for the public relations practitioners

An Analysis of the Influence of Public Relations Unit in Achieving Organizational Objectives: A Case Study of Mwanza City Council Public Relations Unit

The study was about analysis of how Public Relations Unit helps the organization to achieve its objectives. The study was done because there was a need to conduct or to re-do the related study concerning an assessment of the contribution of Public Relations in achieving organizational goals in Nyamagana District located at Mwanza City in Tanzania to broaden the knowledge about the previously conducted study in Ghana. It specifically intended to examine PR activities carried out by the PR Unit in achieving MCC objectives, to analyze strategies used by PR Unit in operating its PR activities towards achieving MCC objectives, to find out whether services offered by PR Unit at MCC satisfy its clients, to identify the challenges facing PR Unit in achieving MCC objectives. Moreover the study was guided by the Excellence theory in public relations. In research methodology, the researcher adopted mixed research approach whereby case study research design was used and Mwanza City Council PR Unit was selected as the case. A sample of 51 respondents was purposively selected. Data from Mwanza City Council PRO were collected through structured interview and data from Mwanza City Council clients were collected through questionnaire. The study found that Mwanza City Council PRO and its clients agree that PR Unit is very important in dealing with the publics in achieving the organizational goals. The general findings showed that PR Unit can influence towards organizational objectives if the unit got adequate budget and proper logistics although PR Unit at MCC has many to improve to attain excellence practice of Public Relations, moreover insufficient funds, lack of necessary equipment’s and the access to make decision and proper recognition by the top management are challenges facing most of the PR units. This is necessary to address them in order to improve and make the excellence of PR practice in Mwanza City Council and other organization as the Excellence theory in public relations suggested.

Purpose: The main purpose of the study was to establish the contributions and challenges associated with measurement and evaluation of public relations in selected Kenyan parastatals. Methodology: The study adopted a descriptive cross-sectional survey. The target population for the study comprised of 187 parastatals with 119,689 employees. Purposive sampling was used. The sample size was forty-seven (47) employees of public relations departments and six (6) senior PR officers who are working in the three selected parastatals, totalling to fifty-three (53).The study used both questionnaires and interviews. Quantitative data was interpreted using descriptive statistics including frequencies and percentages. Qualitative data in this study was analyzed, recurrent themes identified, and patterns of relationship that exist among data-groups searched manually and were used to augment the quantitative data. Percentages and tabulations of variables were used to present data analysis in tables, bar graphs and pie charts. The data was analyzed by a data analysis software called Statistical Package for Social Sciences (SPSS) version 22 software. Results: The study found out that PR practitioners are aware of the importance of evaluation research, but are not able to use the function to convince the upper management in the organization. Thus, they find it hard to get sufficient budget and support to carry out the function, which hampers their ability to examine the effectiveness of their PR programs and activities to see if their objectives and goals have been achieved and consequently are unable to assure management of the departments’ effectiveness. The study revealed insufficient time, money and lack of standards as the main reasons hindering measurement and evaluation. Unique Contribution to Theory, Policy and Practice: The study recommended that PR practitioners should use research in planning, implementation and evaluation. They should use verifiable data to back up their funding requirements and flavor their arguments. This will in turn offer major benefits to PR and corporate communication practitioners in their pursuit of professionalism and acceptance as part of senior management, as well as at a practical level in gaining adequate budgets and support.

Public relations practitioners can assume many different roles in public institutions. The common goal of these different roles is to try to influence the attitudes, beliefs and behaviors of the target groups through effective communication strategies. Thus, support from the public is considered. In this study, it is aimed to find out the effective strategies to improve the quality of the relations with the target groups of public institutions. For this purpose, the relationship between the communicative process established by public institutions with their target groups and relational results were examined. The research conducted on 251 people revealed that perceived communicative skills of local public institutions had positive effects on public relations perceptions (trust, commitment, satisfaction). The most important dimension is satisfaction. On the other hand, a weak relationship was found between the communicative process and control mutuality. This finding indicates that public relations department is not effective in the decision making process in public institutions. The results of the research are proposed to improve the relational results between public institutions and target groups.

The study was carried out to assess public relations’ practice of Edo State University Uzairue. The study was predicated on Systems Theory (ST). The objectives were to determine the extent whether or not the Institution has a functional public relations department and to evaluate the extent of its public relations activities’ effectiveness, amongst others. Interview schedule was used to elicit information from the public relations office headed by the public relations officer. Findings indicates, amongst others, that the University has a public relations office, but does not have public relations department, and that the extent of her public relations activities’ effectiveness is average, amongst others.
