Commonwealth Scholarships

Commonwealth Scholarships are given to talented individuals with the potential to make a positive impact on the global stage.

As part of the UK’s ongoing commitment to the Commonwealth, each year around 800 students are given the chance to undertake postgraduate degrees with UK universities.

If you are from a Commonwealth country and believe you could make a difference to the world but you can’t afford to fund your UK studies on your own, then you could be the ideal candidate for a Commonwealth Scholarship.

What is the Commonwealth Scholarship?

The Commonwealth Scholarship scheme is aimed at students from across the Commonwealth who would not otherwise be able to afford to study in the UK. By funding postgraduate studies in a range of different study formats, the scheme helps to support future innovators and leaders.

This historic award is the UK’s primary scholarship scheme focused on supporting British international development goals. It is designed to attract outstanding talent to UK universities whilst also supporting sustainable development overseas.

Who can apply?

To apply for a Commonwealth Scholarship, you must be a citizen or permanent resident of a Commonwealth country. You will still be eligible if you are a refugee or British protected person.

You also need to have an undergraduate honours degree of at least upper second class (2:1). If you wish to study a PhD, you will need an appropriate master’s degree too.

Finally, you must be unable to afford to study in the UK without the scholarship.

The eligibility criteria for each type of scholarship and fellowship vary. More information is available on the  CSC website .

What type of awards are available?

The Commonwealth Scholarships Commission offers:

   Commonwealth PhD Scholarships (for least developed countries and fragile states)

   Commonwealth Split-site Scholarships (for low- and middle-income countries)

   Commonwealth Master’s Scholarships

  Commonwealth Shared Scholarships

    Commonwealth Distance Learning Scholarships

    Commonwealth PhD Scholarships (for high income countries

    Commonwealth Medical Fellowships  

    Commonwealth Professional Fellowships

CSC Development Themes

All Commonwealth Scholarships which are funded by the Foreign, Commonwealth and Development Office (FCDO) are offered under six CSC development themes .

1.       Science and technology for development 2.       Strengthening health systems and capacity 3.       Promoting global prosperity 4.       Strengthening global peace, security and governance 5.       Strengthening resilience and response to crises 6.       Access, inclusion and opportunity

There is no restriction on what you can study but the Commonwealth Scholarship Commission gives priority to applicants whose studies are most relevant to their development criteria.

What financial support is available?

 Most scholarships are fully funded which means that, as well as covering your tuition fees, you will also receive your airfare to and from the UK and a living allowance to support you while you are here.

How to apply?

Depending on which scholarship you are applying for, you may need to apply through a National Nominating Agency , a university , or a Non-Governmental Organisation . To find out how to apply for each of the scholarships, please visit the CSC apply page . 

What do I need to apply?

To begin your online application, you’ll need a scanned copy of your passport, your academic transcript, your existing university degree certificate, two references and, if you have one, your admission letter.

What is the deadline for applications?

Annual deadlines for applications are usually in December.  Check the page of the scholarship you are interested in at the Commonwealth Scholarship Commission website to see dates when they are announced for 2021/22.

Starting a higher education programme is a very important turning point in a student’s academic career. However, funding is not a piece of cake. You need to either consider an education loan or any other source of financial aid.

If you have enough time to prepare and get outstanding scores, the Commonwealth Scholarship and Fellowship Plan (CSFP) is a great option to consider. It provides a ray of hope for Malaysian students who wish to study in the UK.  This scholarship is available  for undergraduate, master’s, or doctoral degrees.

What is the Commonwealth Scholarship?

6 types of Commonwealth Scholarships

Following are the types of Commonwealth Scholarships that are available.

1.    Commonwealth Scholarships for Undergraduate Studies

The Commonwealth Scholarships Malaysia for undergraduate studies provide financial assistance to Malaysian students who are seeking to pursue their bachelor’s degrees in the UK.

The Commonwealth scholarships for undergraduates cover numerous academic disciplines. Among them are disciplines like social sciences, humanities, technology, and arts. The duration and coverage vary depending on the specific program and host institution.

2.    Commonwealth Scholarships for Masters Studies

Designed for Malaysian graduates who wish to pursue postgraduate studies, the Commonwealth scholarships for masters cover tuition fees, living expenses, and off-campus accommodations like student accommodation in Glasgow city center .

You will be able to cover these everyday essentials under the Commonwealth scholarships program for master’s studies.  This includes other essential costs associated with obtaining a master’s degree to study in the UK.

3.    Commonwealth Ph.D. Scholarships

The Commonwealth Ph.D. scholarships are divided int o two categories:

a. For least developed countries and fragile states

For this category, the scholarship is intended for applicants from the Commonwealth’s fragile states and least-developed nations administered by the Commonwealth Scholarship Commission (CSC).

The goal of the scholarships is to support international collaboration and sustainable development by providing financial aid to deserving graduates from these countries who can carry out significant research and rise to positions of leadership or influence in their home countries.

b. For high-income countries

This category of the Commonwealth scholarship is for candidates from high-income Commonwealth nations for a full-time doctoral course in the UK.  For this category, it applies to scholars who have overcome barriers to excel in their educational journey but cannot afford to study in the UK.

4.    Commonwealth Split-site Scholarships

The Commonwealth Split-site Scholarships are offered to high-quality graduates from underdeveloped and middle-income countries who cannot afford to study in the UK.

The scholarship lets candidates conduct research at their desired university for 12 months (a single 12-month period or divided into two six-month periods).

5.    Commonwealth Gender and Sexuality Scholarship

This scholarship is especially for those who seek equal opportunity in their career path. Women and other ignorant sexualities from underprivileged and least-developed countries can apply for this scholarship and make a fine career in their chosen path.

6.    Commonwealth Medical Fellowship

Commonwealth medical fellowships are offered to medical professionals (like doctors, nurses, etc.) who are committed to making a difference after returning to their home country. It aims to help these professionals add more skills to their practice, which will, in turn, benefit the citizens of their country.

Commonwealth Scholarship eligibility criteria in Malaysia

To qualify for a Commonwealth Scholarship, Malaysian students must meet certain eligibility criteria and requirements.

Eligibility criteria:

  • Must be a citizen of a commonwealth member country
  • For Doctoral, Master, and Professional study, students must be younger than age 40
  • High academic merit
  • English language proficiency
  • Commitment that the candidate will return to Malaysia upon completion of their studies.
  • Candidate is required to demonstrate proof of financial need.
  • Provide letters of recommendation and a compelling personal statement/SOPs outlining their academic and career goals.

How to apply for the Commonwealth Scholarship for Malaysian students

Applications for Commonwealth Scholarships must be submitted through the National Nominating Agency. When is the Commonwealth Scholarship deadline?

The deadline for Commonwealth Scholarship applications may vary depending on the specific scholarship program and the host institution.  The general deadline provided by the British Council for Malaysian students is in December . However, the Malaysian appointed national nominating agency may have a different deadline. Candidates must meet both deadlines in order to qualify.

The Commonwealth Secretary-General Patricia Scotland has launched a new scholarship at the King Henry VIII College in Selangor, Malaysia.

One of the first recipients was 16-year-old Scot Choo, the son of a pilot who died when Malaysian plane MH17 was shot down over Ukraine in 2014. The Secretary-General officially presented Scot with his award.

  • has 10 more places available for the new school year starting in September 2020
  • is open to students from across the Commonwealth
  • covers the school fees, accommodation, school trips, and flights to and from Malaysia over the 2 years of study
  • is for almost 300,000 Ringgit (£56,000) per student

Commonwealth values

The Commonwealth Secretary-General said she was proud to see that the scholarship is open to all Commonwealth students, which is in line with Commonwealth values supporting mobility between member states. She told the audience that the first Commonwealth Conference of Education Ministers in Oxford in 1959 outlined many reasons for supporting student mobility:

  • enabling students to study subjects not available in their own countries
  • extending the choice of subjects for students from small countries
  • strengthening comparative and international studies
  • broadening the outlook of home students

She said: "While we face significant challenges in achieving accessible and quality education for all, these are made less daunting through multilateral cooperation and mutual support.

"I commend King Henry VIII College for providing these Commonwealth Sixth Form Scholarships and opening up new horizons of opportunity for students.”

The first recipient

The first recipient of the scholarship, Scot Choo, wants to be a pilot just like his father.

He could not be happier, saying: “This scholarship means a lot to me. A scholarship like this gives me a massive opportunity to strive for success.

“I believe there are many other kids out there that will strive for the same scholarship, to unlock their potential and show their worth to the world.”

New school theatre

As well as awarding the first scholarship, the school opened a new state-of-the-art theatre and named it in honour of the Commonwealth Secretary-General .

Scholarship details.

The Malaysian Commonwealth Scholarship and Fellowship Plan is awarded by the Malaysian Government to the nominated students from the Commonwealth countries to study at the post-graduate level in Malaysia. This is a Government to Government scheme without any bond imposed by Malaysia. The awards for Master's Degree are between 12 to 24 months depending on the courses. Awards for pursuing PhD degree are for 3 years. The Awards are only applicable for candidates pursuing full-time degree programme in Malaysia. This scholarship is only available for:

General Condition of Award:

  • Scholarship holder must undertake full-time studies for postgraduate studies at a campus of Malaysian Universities.It is the responsibility of the scholarship holders to confirm admission to the university.
  • Scholarship holders must not change their programme during tenure of the scholarship except with written permission from their university and the Ministry of Higher Education Malaysia.
  • Scholarship holders must follow the approved programmes and abide by the university’s rules, regulations and codes of conduct.
  • Any suspension from the university will result in immediate suspension of award. Monthly allowances are not payable during suspension, including suspension due to illness.
  • It is the responsibility of successful candidates to apply for and meet the requirements for the issuing of an appropriate entry visa including medical examination. The offer of the scholarship does not guarantee the granting of a visa.
  • Scholarship holders must maintain satisfactory progress and good standing as stipulated by their host university and degree programme, or the scholarship will be withdrawn.
  • The scholarships are tenable in Malaysian universities and research must be carried out in Malaysia.
  • Scholarship holders are not allowed to take any paid employment during their tenure unless with written approval from the host university.

Applicant must meet all the below requirements

To be eligible for COMMONWEALTH SCHOLARSHIP AND FELLOWSHIP PLAN (CSFP), applicants must fit the following criteria:

  • Not be more than 45 years of age during application.
  • Obtained a minimum of Second Class Upper (Honours) or a CGPA of 3.5/4.0 at Bachelor Degree Level for Masters Degree applicants and for PhD candidates must possess CGPA 3.5/4.0 or very good result at Masters degree level in a similar field of intended PhD study. In addition, for post-doctoral programme, the selection will be evaluated based on the number of books produced, refereed/non refereed journals, portfolio and patent copyright. The Post-Doctoral candidate must have excellent reputation in research and possesses knowledge related to the research to be carried out.
  • IELTS Academic Test with a score of at least 6.5 ; or
  • TOEFL paper-based test with a score of at least 580 or computer-based test with a score of at least 230 or internet-based test with a score at least 92 .
  • In excellent health condition and certified by a Certified Doctor/Medical Professional. The cost of medical examination is to be borne by the applicants
  • Wrote a proposal that is relevant to field of studies.
  • Has applied for and gained admission to postgraduate and post-doctoral studies in Malaysia (conditional letters of offer will be accepted at the time of application or has a confirmation of acceptance or affiliation with the universities in Malaysia)

Applications will be considered according to the following selection criteria:-

  • High-level academic achievement
  • The quality of the research proposal and its potential contribution towards advancement of technology and human well-being.
  • Excellent communication, writing and reading skills in English Language

Field of studies is in the following priority areas:

  • Science and Engineering
  • Agriculture and Fisheries
  • Economics and Islamic Finance
  • Information and Communication Technology
  • Biotechnology
  • Biosecurity and Food Safety
  • Infrastructure and Utility
  • Health not including nursing, medicine, clinical pharmacy.

Commonwealth Scholarships for Master’s and PhD study – developing Commonwealth country citizens

Commonwealth Scholarships for Master’s and PhD study in the UK are offered for citizens of  developing Commonwealth countries . These scholarships are funded by the UK Department for International Development (DFID) , with the aim of contributing to the UK’s international development aims and wider overseas interests, supporting excellence in UK higher education, and sustaining the principles of the Commonwealth. For information on other scholarships offered by the CSC, visit our Apply page .

You can apply for a Commonwealth Scholarship for the following levels of study:

  • Master’s (one-year courses only)

All subject areas are eligible, although the CSC’s selection criteria give priority to applications that demonstrate the strongest relevance to development.

You should apply to study at a UK university with which the CSC has a part funding agreement. Click here for a  list of UK universities which have part funding agreements with the CSC .

Eligibility

To apply for these scholarships, you must:

  • Be a Commonwealth citizen, refugee, or British protected person
  • Be permanently resident in a developing Commonwealth country
  • Be available to start your academic studies in the UK by the start of the UK academic year in September/October 2016
  • By October 2016, hold a first degree of at least upper second class (2:1) honours standard, or a second class degree and a relevant postgraduate qualification (usually a Master’s degree)

Selection process

Each year, the CSC invites selected nominating bodies to submit a specific number of nominations. The deadline for nominating bodies to submit nominations to the CSC is 17 December 2015.

The CSC invites around three times more nominations than scholarships available – therefore, nominated candidates are not guaranteed to be awarded a scholarship. There are no quotas for scholarships for any individual country. Candidates nominated by national nominating agencies are in competition with those nominated by other nominating bodies, and the same standards will be applied to applications made through either channel.

Each nominated candidate’s application is first considered by a member of the CSC’s panel of advisers with expertise in the subject area concerned, and then by the CSC’s selection committee in competition with other candidates.

Applications are considered according to the following selection criteria:

  • Academic merit of the candidate
  • Quality of the proposal
  • Potential impact of the work on the development of the candidate’s home country

How to apply

You must apply to one of the following nominating bodies in the first instance – the CSC does not accept direct applications for these scholarships:

  • National nominating agencies – this is the main route of application. Click here for a list of national nominating agencies , with contact details
  • Selected universities/university bodies, which can nominate their own academic staff. Click here for a list of nominating universities/university bodies
  • Selected non-governmental organisations and charitable bodies

All applications must be made through your nominating body in your home country. Each nominating body is responsible for its own selection process. You must check with your nominating body for their specific advice and rules for applying, and for their own closing date for applications. The CSC does not impose any age limit on applicants, but nominating bodies may do so in line with their own priorities.

You must make your application using the CSC’s Electronic Application System (EAS). Click here for full information on how to use the EAS , including detailed guides.

Your application must be submitted to and endorsed by one of the approved nominating bodies listed above. The CSC will not accept any applications that are not submitted via the EAS to a nominating body in your home country.

All applications must be submitted by 23.59 (GMT) on  19 November 2015 at the latest. Please note that this is an earlier deadline than in previous years.

School of Graduate Studies (SGS), Universiti Putra Malaysia (UPM) is pleased to announce that the International Graduate Student Scholarship (IGSS) is now open for application for the Second Semester 2023/2024 starting from 02 - 22 January 2024 .

This scholarship provides a financial incentive for PhD students with excellent academic records from countries within Southeast Asia, South Asia, Central Asia, the Middle East, and Africa. Priority is given to applicants from academic staff members of institutions that have MoUs with UPM and intend to conduct research in priority areas relevant to UPM/Malaysia.

Terms and Conditions

  • Number of scholarships awarded Depending on application quality and funding availability.
  • Category of Applicants This scholarship is open to new students and up to second semester students with “Continue” status starting from Second  Semester 2023/2024 .
  • Duration of the Scholarship The scholarship will cover up to 3 years (6th semester of study) and subject to an annual review of student’s academic progress.
  • Amount of the Scholarship Recipients will be granted a 30-50% tuition fee waiver.

Application Eligibility

  • The applicant must have fulfilled the general application requirements for international students;
  • The applicant must be a holder of a Master’s degree with a minimum CGPA of 3.500;
  • The applicant is intending to conduct research in priority areas relevant to UPM/Malaysia;
  • The applicant is not a recipient of any other types of scholarship or financial assistance and should not be engaged in any type of employment at the time of application;
  • Priority will be given to applicants from developing countries in which UPM holds strategic importance and from academic institutions that have MoU/MoAs with UPM;
  • The applicant has published at least one article in an academic journal and/or has received strong recommendations from academic institutions (e.g. Vice Chancellor, Dean, Director);
  • The applicant must have a copy of the research proposal approved by the advisor/supervisor;
  • The applicant must have a support letter from an advisor/supervisor;
  • The applicant must have a letter from the student’s embassy verifying that the applicant is not a recipient of any financial assistance/scholarship/income from any agencies or government;

Commonwealth Split-site Scholarships are for candidates from low and middle income countries, as classified by the OECD Development Assistance Committee (DAC), in the Commonwealth, to conduct research at a university in the UK for 12 months.

The Commonwealth Scholarship Commission in the UK (CSC) provides the UK government scholarship scheme led by international development objectives. Funded by the UK Foreign, Commonwealth and Development Office (FCDO), it operates within the framework of the Commonwealth Scholarship and Fellowship Plan (CSFP) and offers a vivid demonstration of the UK’s enduring commitment to the Commonwealth. By attracting individuals with outstanding talent and identifiable potential from all backgrounds and supporting them to become leaders and innovators on returning to their home countries, the CSC’s work combines sustainable development with the UK national interest and provides opportunities for international partnerships and collaboration.

Purpose: To widen access to UK equipment and expertise for quality doctoral candidates from Commonwealth countries, and to contribute to UK and Commonwealth higher education and research through collaboration and partnerships.

Intended beneficiaries: High-quality graduates from Least Developed and middle- income countries (including fragile and conflict affected states) who could not otherwise afford to study in the UK but who have the potential to become influential leaders, teachers, or researchers in their home countries, and whose proposed research has a developmental and leadership focus.

Award duration: 12 months, which can be taken as a single 12-month period or separated into two six-month periods.

Application process: Applications are accepted directly from candidates.

Commonwealth Split-site Scholarships are offered under six CSC Development themes .

Applications for Commonwealth Split-site Scholarships for the 2024/25 academic year are now closed. 

Applications to the CSC must be made using the CSC’s online application system.

The CSC is unable to accept any applications or documentation not submitted via the online application system .

Applicants are advised to complete and submit applications as early as possible, as the online application system will be very busy in the days leading up to the application deadline.

Applicants must apply to study at a UK university which has a part funding agreement with the CSC. Part funding agreements are at the discretion of individual universities. For a list of universities that have agreed to part fund Commonwealth Scholarships, visit the UK universities with part funding agreements page on the CSC website .

Applicants can expect to hear the outcome by July 2024. We will contact all applicants by email and they should ensure all folders of their email accounts are monitored, including junk mail and spam folders. A scholarship offer may be withdrawn if an applicant is emailed but does not respond within a specified time.

Supporting documentations

Applications must include supporting documentation to be eligible.

Please note that applicants are required to collect references and supporting statements on institution letterhead or an email clearly showing the sender’s details from referees, the home supervisor, and proposed supervisor in the UK, and then upload them in PDF format to the application system with their other supporting documentation.

The references and supporting statements must be uploaded to the application system by the deadline for applications and we are unable to accept references and supporting statements any other way or after this date.

Applicants must upload the following documents with the application:

  • Proof that they are a citizen or have refugee status in an eligible Commonwealth country: a copy of a valid passport (or national ID card) showing a photograph, date of birth, and country of citizenship.
  • Full transcripts detailing all higher education qualifications, including to-date transcripts for any courses currently being studied, with certified translations if not in English. Where any transcripts are missing or do not include all pages, the application will be considered ineligible.
  • References from at least two individuals, in PDF format, signed and on institutional letterhead or an email clearly showing the sender’s details.
  • A supporting statement, in PDF format, signed and on institutional letterhead or an email clearly showing the sender’s details, from a proposed supervisor in the UK from the institution named on the application form.
  • A supporting statement, in PDF format, signed and on institutional letterhead or an email clearly showing the sender’s details, from the current supervisor at the home university.

Applications will be considered ineligible if any of the required documentation is not included by the closing date.

The CSC will not accept supporting documentation submitted outside the online application system.

When completing the references, referees should be asked to comment as fully as possible on the applicant, keeping in mind the following points for inclusion as appropriate:

  • How long, and in what capacity, the referee has known the applicant.
  • The referee’s views on the applicant’s suitability for the proposed scholarship and the need for the particular subject of study in the UK.
  • Information on how, and to what extent, the applicant has shown ability in terms of capability to grasp concepts and reason analytically; capacity for original thought; and motivation and perseverance in achieving objectives.
  • Assessment of the applicant’s particular strengths and weaknesses.
  • The applicant’s potential to impact development in their home country.
  • Any other general qualities which the referee considers would make the applicant a good recipient of a scholarship.

Please note that the CSC does not charge to apply for any of its scholarships or fellowships through its online application system.

When completing supporting statements, proposed UK supervisors should be asked to confirm that they are, in principle, prepared to have the applicant working with them and that they have the facilities to undertake the research. They should also be asked how the applicant’s plan of study fits with the expertise of their department and to indicate how much of the applicant’s plan of study, if any, they wrote. Any additional comments they make will be appreciated by the CSC.

The application must be made in the context of an institutional or departmental link between the home university and your proposed UK university already in operation or currently under negotiation. This link must be greater than simply a collaboration between individuals. It is very important that both the home supervisor and the proposed supervisor in the UK provide supporting statements that highlight institutional links. Applications without both statements will be considered ineligible.

To apply for this scholarship, applicants must:

  • Be a citizen of or have been granted refugee status by an eligible Commonwealth country.
  • Be permanently resident in an eligible Commonwealth country.
  • Be registered for a PhD at a university in an eligible Commonwealth country by the time the scholarship starts in September 2024.
  • Ensure that an institutional or departmental link exists between the home university and proposed UK university. This link must be greater than simply a collaboration between individuals – see section on ‘Tenure and placement’ below for further details. Both supervisors must provide a supporting statement with further details of the link to ensure the application is eligible.
  • Be available to start academic study in the UK in September 2024.
  • By September 2024, hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree and a relevant postgraduate qualification (usually a Master’s degree).
  • Be unable to afford to study in the UK without this scholarship.
  • Have provided all supporting documentation in the required format.

The CSC aims to identify talented individuals who have the potential to make change. There is no age limit for CSC applications. Applicants are advised to confirm with their employers any age restrictions on leave entitlement they may have in place.

In the application form, applicants are asked to:

  • List all undergraduate and postgraduate university qualifications obtained.
  • List up to 10 publications and prizes.
  • Provide details of employment history and explain how the experience gained supports and is relevant to the programme to be undertaken in the UK.
  • List names and positions of three referees who are qualified to comment on both their capacity to benefit from the proposed scholarship in the UK and their ability to deliver development impact afterwards. One of the referees must be a current employer (if applicable) and at least two references must be included with the application.
  • Provide a Development Impact statement in four parts.

 In the first part applicants should explain how the proposed scholarship relates to:

  • Development issues at the global, national, and local level.
  • Development issues connected to the chosen CSC development theme and the wider sector.

The second part should explain how they intend to apply their new skills once the scholarship ends.

The third part should outline what they expect will change in development terms following the Scholarship, including:

  • The outcomes that they aim to achieve
  • The timeframe for their implementation
  • Who the beneficiaries will be

In the fourth part applicants should write about how the impact of their work could be best measured and evidenced.

Applicants are also asked to:

  • Confirm what their award objectives are and how each of them will be met by the scholarship programme.
  • Confirm what their career plans are for the 5 years following the scholarship.
  • Confirm their long-term career plans.
  • Provide a detailed plan of study.
  • Provide a personal statement to summarise the ways in which their personal background has encouraged them to want to make an impact in their home country. Applicants may wish to highlight any areas where they have already made significant contributions, including overcoming personal or community barriers in accessing higher education or within their field.
  • Summarise the ways in which they have engaged in voluntary activities and the opportunities they have had to demonstrate leadership.

Selection process and criteria

Applications will be considered according to the following selection criteria:

  • Academic merit of the candidate
  • Quality of the research proposal
  • Potential impact on the development of the applicant’s home country

Applicants should note the criteria carefully and link their answers in the application form to each point listed.

Scholarships are tenable for a 12-month period of study at any approved UK university or higher education institution with which the CSC has a part-funding agreement for a specific programme of research. For the full list, see here: https://cscuk.fcdo.gov.uk/uk-universities

The final qualification will be awarded by the home country university, not the proposed UK university. This scholarship will not support a period of study at the home country university, the funding for which applicants are responsible themselves. Funding will not be extended to enable applicants to complete a qualification in addition to or higher than that for which the selection was made, nor for study towards a PhD at a UK institution.

Scholarships are made in respect of full-time study only and no other course of study may be undertaken at the same time.

The CSC does not provide new direct financial or promotional support for the fossil fuel energy sector overseas, defined as the extraction, production, transportation, refining and marketing of crude oil, natural gas or thermal coal, as well as any fossil-fuel fired power plants.

Applications must be made in the context of an institutional or departmental link between the home university and the proposed UK university already in operation or currently under negotiation.

The 12-month period of study in the UK supported by the scholarship can be divided into a maximum of two periods of study. If divided into two periods, a maximum of 12 months between periods in the UK is permitted. Usually, Scholars would be expected to spend a period of at least 6 months in their home country between visits to the UK. If less than 6 months is required between visits, further justification as to why this would be beneficial will be required in the study plan.

The CSC would not normally fund a Split-site Scholarship during the first 6 months of PhD registration, to ensure the direction of the PhD has already been established in conjunction with the home supervisor. If applying for a scholarship within the first 6 months of the PhD registration, applicants will need to justify why this would be beneficial in the study plan. Otherwise, the 12-month period of study in the UK can be taken at any stage during the PhD study.

Where applicants have not already started the PhD at the time of application, they will only be eligible to spend a maximum of six months in the UK in the first year of study.

Split-site scholarships are intended to provide access to specific expertise and equipment which would not otherwise be available in the applicant’s home country. Applications clearly demonstrating the specific value of studying in the UK to the research will be looked upon favourably, as well as those which demonstrate how the work will support ongoing research links. Applications including a significant proportion of activity such as literature reviews or desk research are unlikely to be supported.

The CSC will make the final decision on institution of study and reserves the right to overrule any preferences indicated by the candidate. The CSC will consider the suitability of the course and its value for money when deciding on any overrule. The CSC will not change the university of a provisionally selected candidate after the point of selection unless exceptional information becomes available that could not have been foreseen at the time of application

Each scholarship provides:

  • Approved airfare from the Scholar’s home country to the UK and return at the end of the award (the CSC will not reimburse the cost of fares for dependants, nor the cost of journeys made before the award is confirmed).
  • Approved tuition fees: full fees are covered by agreement between the CSC and the UK university, and Scholars are not liable to pay for any part of the tuition fee.
  • Stipend (living allowance) at the rate of £1,347 per month, or £1,652 per month for those at universities in the London metropolitan area (rates quoted at current levels).
  • Warm clothing allowance, where applicable.
  • Study travel grant towards the cost of study-related travel within the UK or overseas.
  • If a Scholar is widowed, divorced, or a single parent, child allowance of £576.61 per month for the first child, and £143 per month for the second and third child under the age of 16, if their children are living with them at the same address in the UK.

If a Scholar shares that they have a disability, a full assessment of their needs and eligibility for additional financial support will be offered by the CSC.

The CSC’s family allowances are intended to be only a contribution towards the cost of maintaining a scholar’s family in the UK. The true costs are likely to be considerably higher, and Scholars must be able to supplement these allowances to support any family members who accompany them to the UK.

A Commonwealth Scholarship covers fees, approved fares, and personal maintenance. Other scholarships, awards, or bursaries that cover the same costs may not be held concurrently.

For the CSC to administer the application effectively and efficiently after submission, it will be necessary to create a record in the applicant’s name. If they apply for an award to the CSC, their details will be kept on file. Basic anonymised demographic data for all applicants will be kept for analytical research. The CSC is committed to protecting personal information and to being transparent about the information we are collecting about applicants and what we do with it. Applicant’s personal information will be used to conduct necessary due diligence checks to CSC’s satisfaction, before CSC proceeds with any type of formal agreement or contractual relationship. In most cases, the due diligence checks will be straightforward, however further information may be requested, so we ask for full co-operation to speed up the process. 

If an applicant does not agree to personal data being used for the purpose of conducting due diligence, unfortunately CSC will not be able to proceed further with the application process. 

If an application is successful, the CSC will notify the applicant that they have been provisionally selected (selected for an award subject to the CSC agreeing terms of admission to the university) at which point they will be a provisional scholarship candidate.

The CSC does not require any applicants to take an IELTS (English language) test.

The CSC will not be able to offer a scholarship if it would contravene the terms and conditions of another scholarship previously held.

When terms of admission to the university have been agreed, the CSC will provide a Notification of Award (formal offer of a scholarship).

When all conditions of the Notification of Award have been met, the CSC will provide a formal Confirmation of Award.

Candidates will be required to submit a  Health and Disability Form  before the Confirmation of Award can be issued.

Candidates will be required to sign an undertaking to return to their home country as soon as possible after the end of the award.

Candidates are expected to start the award on the date stated in the Notification of Award.

If a candidate requires a Student visa to come to the UK to study, they must meet all relevant immigration requirements set by UK Visas and Immigration. They should check the GOV.UK website for updated information.

All UK immigration regulations are set by UK Visas and Immigration and are subject to change. The CSC has no control over these regulations.

Candidates will be selected for an award based on the plan of study outlined on the application form, which is not expected to change significantly during the award. Any such changes must be agreed by the CSC.

Throughout their award, Scholars are expected to reside in the UK, and must seek approval from the CSC in advance of any overseas travel.

Scholars must not undertake paid employment during the award without approval from the CSC in advance.

Collaboration is a feature of doctoral research. The CSC expects that participants in collaborative projects will develop a collaborative agreement to clarify the contributions and rights of each partner. The CSC will not get involved in negotiating an exploitation agreement but will need to be assured that an arrangement acceptable to all parties exists. Arrangements should be made to identify, protect, and value any arising intellectual property and to secure a suitable return to the institution and the investigators through exploitation. The CSC considers the intellectual property ownership to lie initially with the student; however, many universities have their own locally applicable policy. In many cases, it is in the best interest of a student for ownership to be vested with the university, which will have greater negotiating powers and will be likely to be able to seek the best returns in any exploitation agreement. Award holders are expected to notify the CSC when CSC-funded intellectual property is exploited.

The CSC will consider a request to extend a Scholar’s leave to remain in the UK after their award only if they wish to move from Master’s to PhD study. Strict conditions will apply.

The CSC cannot provide a letter of support or permission for Scholars to remain in or return to the UK after the award to enable them to work or undertake postdoctoral study.

The following are not eligible to apply for a Commonwealth Scholarship or Fellowship; an employee, a former employee, or relative of an employee of the Government of the United Kingdom; or a staff member of the Association of Commonwealth Universities or the British Council; or a Commonwealth Scholarship Commissioner, former Commonwealth Scholarship Commissioner or a relative of a Commonwealth Scholarship Commissioner. Former employees of the organisations listed above are eligible to apply three years after ceasing their employment with them.

In line with the UK Bribery Act 2010, any applicant convicted of bribery will be banned from reapplying for a Commonwealth Scholarship or Fellowship for a period of up to five years.

Applicants are expected to adhere to the CSC’s Code of Conduct for award holders and the Disciplinary Policy and Procedure .

An award may be terminated at any time for reasons of unsatisfactory conduct, progress, or attendance, or if registration is suspended or terminated by the university for any reason.

Commonwealth Scholarship and Fellowship Plan (CSFP)

Scholarship details.

  • Scholarship holder must undertake full-time studies for postgraduate studies at a campus of Malaysian Universities.It is the responsibility of the scholarship holders to confirm admission to the university.
  • Scholarship holders must not change their programme during tenure of the scholarship except with written permission from their university and the Ministry of Higher Education Malaysia.
  • Scholarship holders must follow the approved programmes and abide by the university’s rules, regulations and codes of conduct.
  • Any suspension from the university will result in immediate suspension of award. Monthly allowances are not payable during suspension, including suspension due to illness.
  • It is the responsibility of successful candidates to apply for and meet the requirements for the issuing of an appropriate entry visa including medical examination. The offer of the scholarship does not guarantee the granting of a visa.
  • Scholarship holders must maintain satisfactory progress and good standing as stipulated by their host university and degree programme, or the scholarship will be withdrawn.
  • The scholarships are tenable in Malaysian universities and research must be carried out in Malaysia.
  • Scholarship holders are not allowed to take any paid employment during their tenure unless with written approval from the host university.
  • Not be more than 45 years of age during application.
  • Obtained a minimum of Second Class Upper (Honours) or a CGPA of 3.5/4.0 at Bachelor Degree Level for Masters Degree applicants and for PhD candidates must possess CGPA 3.5/4.0 or very good result at Masters degree level in a similar field of intended PhD study. In addition, for post-doctoral programme, the selection will be evaluated based on the number of books produced, refereed/non refereed journals, portfolio and patent copyright. The Post-Doctoral candidate must have excellent reputation in research and possesses knowledge related to the research to be carried out.
  • IELTS Academic Test with a score of at least 6.5 ; or
  • TOEFL paper-based test with a score of at least 580 or computer-based test with a score of at least 230 or internet-based test with a score at least 92 .
  • In excellent health condition and certified by a Certified Doctor/Medical Professional. The cost of medical examination is to be borne by the applicants
  • Wrote a proposal that is relevant to field of studies.
  • Has applied for and gained admission to postgraduate and post-doctoral studies in Malaysia (conditional letters of offer will be accepted at the time of application or has a confirmation of acceptance or affiliation with the universities in Malaysia)
  • High-level academic achievement
  • The quality of the research proposal and its potential contribution towards advancement of technology and human well-being.
  • Excellent communication, writing and reading skills in English Language

When preparing to study abroad, one of the most important things to consider is how you will fund your studies.

Many scholarships or partial scholarships are available to international students , but finding the right one for you can be difficult when faced with so much choice. 

To help you begin your search, here is a list of some of the scholarships available specifically for Malaysian students. Most universities will have some form of bursary or scholarship aimed at helping international students, so this is by no means a complete list. 

It’s always worth doing some more detailed research to see what else you may be eligible for based on your home country, academic ability, subject choice and many more factors.

INTO university international pathway scholarships  – covers some of cost of tuition for talented international students at partner institutions in the UK and US.

Yayasan Khazanah Global Scholarship   – This prestigious award offers bright and high-achieving Malaysians support for undergraduate, master’s and PhD studies at selected leading universities in the UK, US and Australia.

MyBrainSc Scholarship   –   open to all Malaysian citizens pursuing undergraduate or postgraduate studies in physics, chemistry, biology and mathematics at leading universities abroad.

Shell Malaysia Scholarship   –   offers a range of support to Malaysian students studying science and engineering courses around the world.

Fulbright Foreign Student programme   –   a range of opportunities for graduate students and young professionals to study or work in the US for up to a year.

The AU Emerging Global Leader Scholarship   –   covers full tuition, room and board for up to four years at  American University . Open to all international students from under-represented global and socio-economic backgrounds.

Chevening Scholarships   –   Chevening is the UK government’s international awards scheme. It offers a range of scholarships for Malaysian students.

GREAT Scholarships   – these scholarships from the British Council are each worth a minimum of £10,000 towards tuition fees for international students pursuing a one-year postgraduate degree at a partnering UK institution. Partnering universities include  Imperial College London ,  Newcastle University , the  University of Bristol , the  University of Edinburgh  and  many more .

Oxford REACH Scholarships   – this  University of Oxford  initiative covers tuition fees and offers a monthly stipend to talented international students from developing countries who already have an offer from the university for any undergraduate course other than medicine.

UEA International Development Full Fees Scholarships   – a number of scholarships covering tuition fees are available for international students to undertake a master’s in international development at the  University of East Anglia .

Commonwealth Scholarships for Developing Commonwealth Countries   –   a range of scholarships for students from Commonwealth countries at master’s and PhD level. 

Sussex Malaysia Scholarship   – tuition fee reductions of up to £3,000 for Malaysian students undertaking master’s courses at the  University of Sussex  

Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED)   – the SEED programme provides students from ASEAN nations with short-term exchange opportunities for study or research in Canada. 

Ontario Trillium Scholarship   – offers 75 international PhD candidates up to $40,000 annually to support their studies at participating universities in the province of Ontario, renewable for up to four years. Applicants are expected to have a strong academic record.

Australian National University scholarships for South  Asia   – scholarships aimed at students from South Asia include the  College of Business & Economics South East Asia Merit Scholarship  and the  ANU Chancellor’s International Scholarship.

Murdoch University International Welcome Scholarship  – Murdoch University offers a range of scholarships to international undergraduate and postgraduate students, worth up to AUS $12,000. 

RMIT STEM Scholarships for Southeast Asia   – this RMIT scheme offers a one-off payment of AUD $10,000 to five students a year from Southeast Asia studying STEM subjects.

University of Sydney Vice-Chancellor’s International Scholarships Scheme  – up to $40,000 scholarship to support high-achieving international students to pursue coursework studies at the  University of Sydney .

Daad Helmut-Schmidt-Programme (Public Policy and Good Governance)   – this scholarship supports talented international graduate students to study at several partner institutions in Germany. It covers tuition fees and offers a stipend of about €800 to students in disciplines that are relevant to the social, political and economic development of their home country.

This is Malaysia CSFP Scholarships and Fellowships available to students from Developing countries.

Course Level are at Postgraduate level (Masters, PhD) and this scholarship is provided by the Government of Malaysia for students from international countries to study in Malaysia

Scholarship Description The Malaysian Commonwealth Scholarship and Fellowship Plan (CSFP) are awarded by the Malaysian Government to the nominated students from the Commonwealth countries to study at the post-graduate level in Malaysia. This is a Government to Government scheme without any bond imposed by Malaysia.

The awards for Masters degree are between 12 to 24 months depending on the courses. Awards for pursuing PhD degree are for 3 years. The Awards are only applicable for candidates pursuing full-time degree programme in Malaysia.

Eligibility To be eligible for Commonwealth Scholarship and Fellowship Plan (CSFP), applicants must fit the following criteria: Not be more than 45 years of age during application. Method of Application All applications should be made ONLINE through the official Ministry of Higher Education’s website: starting from 15th January 2013 until 31st March 2013 .

1. Please note that application is in 3 broad steps: REGISTER your Passport Number or National Identication Number, password and email address. LOGIN to online application form and fill in all sections completely.

2. Attach printed application form together with all requested documents, which include Recent passport size photograph; Completed Medical Report; A certified copy of current passport showing evidence of citizenship; A certified copy of academic transcript, testimonials and/or references relating to the relevant study, co-curriculum activities, achievements; A clear and precise study or research plan; A certified copy of English Language proficiency certificate (Test of English as a Foreign Language/TOEFL or International English Language Testing Service/IELTS); Curriculum Vitae; Admission letter from Malaysian University; Two letters of recommendation from two (2) people who can act as referees to support your application; AND Endorsement Form.

3. Scan all documents stated above in PDF format and LOGIN to MIS Online Application. You are required to attach the documents and click SUBMIT button to submit the application. For complete information on application procedures and detailed requirements, visit the official web ssite (link to it is below).

DEADLINE: The period for receipt of applications is from 15th January 2013 until 31st March 2013.

Also note: You are required to complete the two Letters of Recommendation from two referees, Endorsement Form and Medical Report. Please bring printed ONLINE application form and required documents to the Ministry of Foreign Affairs or the relevant agency responsible for the MIS scholarship in your country to get the endorsement.

All the application is fully online. No hard copy is required. Bring the hard copy of application form and original certificate during the interview session.

MALAYSIA: Queen Elizabeth Commonwealth Scholarship (Master's)

Undergraduate scholarships.

The Queen Elizabeth Commonwealth Scholarship is offering two scholarships to pursue two-year research Master's programmes at Association of Commonwealth Universities (ACU) affiliated universities in Malaysia. Citizens of Commonwealth countries other than Malaysia are eligible to apply.

Field of Study

The scholarships are only tenable in the listed subjects at the following participating universities:

  • Universiti Malaya

Who can apply?

Applicants will only be considered if they fulfil the following criteria:

  • Citizen of, and reside permanently in a Commonwealth country;
  • Citizens of Commonwealth countries other than Malaysia are eligible to apply;
  • Apply for the identified study programmes at the two participating universities on a full-time basis;
  • Must have completed an undergraduate degree at a 2:1 equivalent level (or that will enable you to gain entry to a postgraduate course);
  • Should have an aggregated average of 65% marks or 2.65 GPA out of 4;
  • Meet the minimum entry criteria of the proposed course of study;
  • An academic background aligned to the proposed field of study;
  • Demonstrate a strong motivation for their application;
  • Understand and promote the values and objectives of the Commonwealth.
  • Must have Bachelor degree with minimum Cumulative Grade Points Average (CGPA) of 3.75
  • Must demonstrate English language proficiency with a minimum score of 6.0 for International English Language Testing System (IELTS) or equivalent.

Application process

Please follow the below steps to complete your application.

Make sure that you have the following documentation to upload to your application:

  • High school certificate
  • Undergraduate transcript (and graduation certificate)
  • Two references – preferably academic
  • Scan of passport or national ID card
  • Proof of English language ability if English is not your first language

Submit an online application at:  QECS in Malaysia .

Incomplete applications, late applications and those submitted without all supporting documents will not be considered.

Submit a separate application for admission to your chosen course at participating universities - this can be completed after you have submitted your QECS application.

The application deadline is 18 January 2021 .
