Important: This degree plan is effective for those starting this degree program in fall 2023 through summer 2024. This degree plan will remain in effect for students who do not break enrollment or who do not change degree programs, concentrations, or cognates.
PLCY 815 Advanced Quantitative Methods I (3 c.h.) and PLCY 816 Advanced Quantitative Methods II (3 c.h.) may be substituted for PLCY 810 Quantitative Methods I (3 c.h.) and PLCY 811 Quantitative Methods II (3 c.h.) by permission of the Department Chair
Once the student enters the Dissertation phase, he/she must maintain continuous enrollment (Fall, Spring, and Summer semesters) until all degree requirements are completed
Any student who is not ready for enrollment in PLCY 990 Dissertation IV - Dissertation Defense (0 c.h.) after completing PLCY 989 Dissertation III (5 c.h.) may be required, as determined by the student’s dissertation chair, to repeat PLCY 989 Dissertation III (5 c.h.) until deemed ready for enrollment in PLCY 990 Dissertation IV - Dissertation Defense (0 c.h.)
All applicable prerequisites must be met
Graduation Requirements
- Complete 60 hours
- A maximum of 50% of a post-graduate and doctoral degree may be transferred if approved and allowable, including credit from an earned degree from Liberty University on the same academic level
- No grades lower than a B- may be applied to the degree
- Successful completion of Research Concept
- Successful defense of Dissertation
- Degree must be completed within 7 years
- Submission of Degree Completion Application must be completed within the last semester of a student’s anticipated graduation date
Program Offered in Online Format
PLCY 815 and PLCY 816 may be substituted for PLCY 810 and PLCY 811 by permission of Department Chair.
Once the student enters the Dissertation phase, he/she must maintain continuous enrollment (Fall, Spring, and Summer semesters) until all degree requirements are completed.

The dv410 dissertation is a major component of the msc programme and an important part of the learning and development process involved in postgraduate education., research design and dissertation in international development.
The DV410 dissertation is a major component of the MSc programme and an important part of the learning and development process involved in postgraduate education. The objective of DV410 is to provide students with an overview of the resources available to them to research and write a 10,000 dissertation that is topical, original, scholarly, and substantial. DV410 will provide curated dissertation pathways through LSE LIFE and Methods courses, information sessions, ID-specific disciplinary teaching, topical seminars and dissertation worksops in ST. With this in mind, students will be able to design their own training pathway and set their own learning objectives in relation to their specific needs for their dissertation. From the Autumn Term (AT) through to Summer Term (ST), students will discuss and develop their ideas in consultation with their mentor or other members of the ID department staff and have access to a range of learning resources (via DV410 Moodle page) to support and develop their individual projects from within the department and across the LSE.

This dissertation examined the literature of cutback management in the context of the Great Recession. Specifically, it studied the relationship between cutback management policies used by county governments during the recession and revenue changes.
The purpose of this dissertation was to test whether or not the percent change in revenue had an impact on the probability that cutback management policies were used in the recession. According to the cutback management literature developed in the 1970s and 1980s, there should be a relationship.
The theoretical framework used for this study was the rational-approach framework, which proposes that every expenditure reducing and revenue increasing policy is enacted based on the percent decrease in revenue the government faces. This suggests that the cutback management policies are a proportional response to revenue decline. The framework was operationalized by using a binary logistic regression that used policy enactment as the dependent variable and the percent change in revenue as the independent variable. Eighty-six counties were sampled and 7 years of each county’s budget book were examined for policies and financial data.
The research found that eleven expenditure policies and three revenue policies had a statistically significant relationship with the percent change in revenues. This resulted in the conclusion that the framework and, therefore, the cutback management literature were useful in explaining primarily expenditure policies.

V oltaire famously said that “common sense is not so common.” Nowhere is this adage more relevant than in the field of energy policies in the European Union. These policies are most vigorously pursued in Germany—Europe’s industrial powerhouse—since it adopted the Energiewende legislation in 2010. The “green” regulations and mandates adopted are simultaneously hostile to fossil fuels and nuclear energy. Energiewende (German for 'energy turnaround') refers to the ongoing energy transition to an imagined future of low carbon, environmentally sound, reliable, and affordable energy supply.
On Friday, Pierre L. Gosselin published an article that asked in all seriousness, “The ‘greener’ Germany gets, the bloodier its economy becomes. How much can an economy bleed before it dies?” In all the economic gloom afflicting the country for the past year, there are signs that voices of reason might emerge which inject common sense to energy policy in Germany and in Europe more broadly.
Joseph C. Sternberg of the Wall Street Journal suggests that European governments might well learn the commonsense lessons of poor energy policy and the economic misery that inevitably ensues before their counterpart in the U.S.: “You know you’ve stumbled through the looking glass when European politicians start sounding saner on climate policy than the Americans do. Well here we are, Alice: Europeans are admitting the folly of net zero quicker than their American peers.”
The Anatomy Of Deindustrialization
Germany’s industrial production peaked in November of 2017, and by the end of last year had fallen to a level last seen in 2006 outside of the global financial recession and Covid-19 years. Its industrial sector contracted by almost 14% in the 6 years ending December 2023. It is no surprise that a spurt of headlines greeted news of Germany’s experience of official recession last year:

Since the beginning of last year, the German economy contracted for five consecutive quarters on an annualized basis. Germany’s energy policies have made fuel and power prices among the world’s highest . Germany's Federal Statistics Office reported in November that the number of year-on-year insolvency applications continued to rise by double digits since June; the number of bankruptcies rose by more than a third since August.
Energy-intensive trade-oriented industries, involving both among small and medium-sized firms as well as behemoths like BASF , have been worst hit, as high energy prices make vast swathes of Germany’s manufacturing sector uncompetitive. The self-inflicted economic meltdown in the pursuit of “net zero” policy goals goes beyond Germany. Industrial capacity is being decimated across Europe .
Increasing numbers of European manufacturing companies are shutting down or moving out to countries with cheaper energy supplies such as China and the U.S. Europe’s energy crisis was made worse by the final blow resulting from the loss of cheap piped natural gas after the imposition of the West’s sanctions on Russia after the outbreak of the Ukraine war. Germany’s—and by extension, Europe’s—robust economic growth since the 1960s was predicated on the supply of cheap Russian natural gas supply.
The Green Backlash In Europe
The heavy costs of suppressing the use of fossil fuels while promoting intermittent, weather-dependent renewable energy technologies over the past decade has been disguised and diffused by hidden costs and fiscal transfers to powerful constituencies. But over time, “net zero” climate policies have become increasingly unbearable for ordinary people as they reach beyond the power sector to cover agriculture, transport, homes, and buildings.
Since the summer of 2023, Europe’s Green Deal has been on regulatory pause, as EU governments face a “ greenlash ” against environmental policies. In the face of energy and cost of living crises, farmers, consumers and trade groups are starting to resent the burdensome costs of sprawling environmental regulations across the continent. Nowhere is this sense of grievance more apparent than in the great European farmer’s revolt , as farmers’ protests escalated across the continent since they first started in the Netherlands in October 2019.
The latest example of the green backlash comes from Scotland. First Minister Humza Yousaf felt compelled to resign last week when the Green party threatened a no-confidence vote in Yousaf’s coalition government. Scottish Green Party co-leader Patrick Harvie said things had “come to a head” after the Scottish government scrapped its target to cut greenhouse gases by 75% by 2030. The First Minister admitted last month that his government was scrapping the policy promises to cut Scotland’s carbon emissions by 75% by 2030 after experts warned it was unachievable.
According to the European Council on Foreign Relation’s European Parliament election forecast published in January, the 2024 election in June could see a major shift to the right in many countries, with populist parties gaining votes and seats across the EU, and centre-left and green parties losing out. The forecast predicted that “anti-European populists were likely to win the largest number of votes in nine member states (Austria, Belgium, the Czech Republic, France, Hungary, Italy, the Netherlands, Poland, and Slovakia) and come second or third in nine more countries (Bulgaria, Estonia, Finland, Germany, Latvia, Portugal, Romania, Spain, and Sweden).”
As matters come to a head in the run-up to the June European Parliament elections, the co-leader of the Greens group of members in the parliament Mr. Philippe Lamberts recently warned that Europe’s Green Deal “is at high risk of being killed off.” Parties such as the Alternative for Germany (AfD), the Sweden Democrats , the Netherland’s Party for Freedom (PVV Vanguard Large-Cap ETF ) and France’s National Rally party—all of which share little enthusiasm for onerous climate change policies—are expected to constitute a formidable force, though not necessarily cohesive or united, in the emerging political order in Europe.
The Real World Strikes Back: Corporate America
It is now widely apparent that European governments have been either pausing or cycling back the many environmental rules and regulations in response to the populist backlash against radical climate policies adopted over the past two decades.
But, on the other side of the Atlantic, there is no let-up in the U.S. government’s “ whole of government ” push for aggressive net-zero policies as the White House renews “discussions about potentially declaring a national climate emergency . ” In its latest announcement on April 25 th , the Environmental Protection Agency proposed rules that “will effectively force coal plants to shut down while banning new natural-gas plants” by 2032.
In contrast, corporate America seems to have had a turnaround in its views of the Biden administration’s climate policies. In his annual letter to shareholders last month, JPMorgan’s CEO Jamie Dimon said in reference to the recent cancellation of export permits for LNG projects: “The projects were delayed mainly for political reasons — to pacify those who believe that gas is bad and that oil and gas projects should simply be stopped. This is not only wrong but also enormously naïve.”
This is quite a turnaround for Mr. Dimon who, in his previous annual letter to shareholders, suggested that the U.S. government and climate conscious corporations may have to seize citizen’s private property to enact climate initiatives. He had declared that "governments, businesses and non-governmental organizations" may need to invoke "eminent domain" in order to get the "adequate investments fast enough for grid, solar, wind and pipeline initiatives."
Mr. Dimon is not alone in pivoting away from a climate focus in investment strategies. Larry Fink, CEO of BlackRock BlackRock —the world’s largest fund manager with over $10 trillion assets under management—called for “energy pragmatism” in his latest annual letter to investors. The rhetoric from Mr. Fink marked a significant departure from his years of staunch advocacy for “ ESG ” which prioritized climate change and social justice politics. As one indicator, while Mr. Fink mentioned “climate” a total of 29 times in his famous ESG-focused 2020 letter to investors, he mentioned it just four times in his missive last month. Over the past two years, BlackRock has faced criticisms over its support for “ woke capitalism ” and its failure in performing its fiduciary duties to investors.
The outlook for uncommon common sense in energy policy in Europe and the U.S. now depends on the outcomes of elections in both places, in June and November respectively. For a deindustrializing Europe, it might be rather late in the day but for the far more robust U.S. economy, it might just be in time before real damage is done.

Younger generations might not have to worry about recessions as much as their elders. It would be great news for their job security and stock portfolios.

One of the biggest questions of today's economy is when the US will enter a recession . And most Americans are crossing their fingers it won't happen anytime soon.
During recessions, many people lose their jobs — and those who don't are left worrying about whether they'll be next on the chopping block. Recessions often cause businesses to close and stock portfolios to plummet , and they can have a lingering impact on workers' employment and wages, even years after a downturn has officially ended — it took many millennials a long time to recover financially from the Great Recession.
So, over the last few years, when experts predicted that the US would soon enter a recession, many Americans worried about their financial security. While a downturn hasn't come yet — and some economic indicators remain strong — recession fears haven't gone away .
While it's unclear if the US will experience a recession in the near future , data from the National Bureau of Economic Research (NBER) — the private, nonprofit research group that's responsible for tracking the start and end dates of US recessions — shows a promising trend for Americans, in particular young people who are just beginning their careers: Recessions have become less common in the US.
Between 1990 and 2023, the US economy spent 36 months in a recession, with the most recent US recession in 2020 lasting two months . The NBER defines a recession as the period between a peak of economic activity and its lowest point — the period typically must include a "significant decline in economic activity" that lasts more than a few months.
Between 1960 and 1989, the economy spent 59 months in a recession. The further back you go — the NBER data goes to about 1850 — the more common recessions were.
But here's where things get a bit complicated.
The NBER's recession data between roughly 1850 and 1950 is somewhere between flawed and unusable, George Selgin, an economist and a senior fellow at the libertarian think tank the Cato Institute, told Business Insider. He said the NBER's pre-1914 recession data, in particular, is "very poor," and that only economic data collected after World War II is of good quality.
For example, while some efforts were made to track unemployment as early as the 1870s , the Bureau of Labor Statistics didn't officially do so until 1929 .
This raises a series of questions: Are US recessions, in fact, much less common than they used to be? If so, who or what is responsible for this improvement?
And if not, what's gone wrong? After all, economists told BI that the US's diversifying economy and improving economic data should have made the US more resistant to recessions than perhaps ever before.
Recessions might not be less common
It's possible that NBER worked with subpar data but generally was able to identify when the US entered a recession.
However, Selgin said alternative analyses of historical economic data have found that the US hasn't seen much of a decline in recession frequency over time. Selgin pointed to a research paper published in 2005 by Joseph H. Davis, now the global chief economist at Vanguard, as the "most reliable" source of recession data he's seen.
Davis's research put more emphasis on economic output and employment and less on prices, which can tell a misleading story, Selgin said. For example, while prices fell during the late 1800s, this didn't mean there was necessarily a recession.

Ultimately, Davis's research concluded that US recessions might not be as common historically as previously thought — casting doubt on the premise that recessions have become much less common over time.
While Davis's recession data only dates up to around 2000, Selgin said incorporating more recent data points, like the Great Recession , would only reinforce the paper's findings.
The US economy is more resilient because it has diversified
In some ways, the US economy is arguably more stable than it was 100 years ago. Agriculture's declining share of the economy is among the primary reasons. In 1935, there were about 6.8 million farms in the US, per the US Department of Agriculture. In 2023, there were 1.9 million.
"A bad harvest for one or two crops or a drought season, that could give you a big downturn," Selgin said. "That doesn't happen in a diversified manufacturing economy, of course, where much of the GDP has nothing to do with the weather."
The ongoing transition from a manufacturing economy to a services-oriented one could be making the US even more resilient, Satyam Panday, Chief US Economist, S&P Global Ratings, told Business Insider.
"The most volatile is agriculture, then manufacturing, and services is the most stable," he said of economies with a particular industry focus. "So the growing share of services also means you're going to have more stable economic growth."
Additionally, Selgin said that growing US government spending relative to GDP over the past century could also be making the economy more stable. In part, that's because government spending doesn't tend to plummet during difficult economic periods.
Becoming more energy-independent may have helped as well. Before 2018, when the US exported more oil than it imported for the first time in 75 years, a huge spike in oil prices outside the US could seriously impact the economy, Panday said. Today, the US should be more insulated from such a price shock.
But if recessions aren't much less common than they used to be, and the aforementioned developments should be making the economy more stable, where would the instability be coming from?
Selgin isn't sure what the explanation is, but he thinks it's possible that the Federal Reserve, which was founded in 1913, could be partly responsible.
"The Fed tends to overdo things sometimes, and others, it underdoes things, even though, in general, it's getting the directions right," he said of the central bank's interest rate policies. "There's plenty of reason to not be complacent about the Fed's performance, to wonder whether it has really done what it set out to do when it was established."
The Fed is tasked with helping the economy maintain maximum employment and stable prices. Since 2022 , the Fed has raised interest rates in an effort to bring down inflation, and it's pursuing the desired " soft landing " of lower prices and a healthy labor market. Its policies may have helped the US avoid a recession.
Panday said he believes that better economic data and the ability to "learn from the mistakes of the past" have helped the Fed make better decisions.
Avoiding recessions isn't the only indicator of a healthy economy
The longer the US economy grows without a recession, the better it is for employment and Americans' standard of living, Panday said. But when it comes to measuring the stability of the US economy, measuring the frequency of recessions might not be the best approach.
Even when a recession technically comes to an end, and the US economy begins to grow again, that doesn't mean everything is fine and dandy. For example, the US exited a recession in 2009, but employment didn't return to pre-recession levels until 2014 .
It's why economists should focus not only on the frequency of recessions but on the pace of the economic recoveries in the aftermath, Selgin said.
Panday said he thinks policymakers' response to the pandemic recession — which included trillions in federal COVID-19 spending — shows that they may have learned the lesson from the sluggish recovery after the Great Recession.
To be sure, while a stable economy has its benefits, it's not the only indicator of a healthy economy. For example, Americans' standard of living has improved considerably over the past century thanks in part to a growing economy and technological progress , even though they've dealt with the occasional recession.
In the years and decades ahead, any number of factors could plunge the US into a downturn.
A long economic expansion could raise the risk of the economy "running too hot," Panday said — which could ultimately lay the groundwork for a recession if policymakers don't respond correctly. He added that the growth of the financial sector relative to the rest of the economy could pose risks if it's not properly regulated. And of course, unexpected global shocks to supply and demand — the pandemic being the most recent example — could wreak havoc.
To some Americans, the next recession might feel inevitable. But Panday said that isn't necessarily true.
"Economic expansions don't die of old age just because of time," he said. "Even if it's been going on for a long time, it doesn't mean that you're going to get a recession."

The U.S. economy is headed for a hard landing, and Fed rate cuts won’t be enough to rescue it, Citi says
Last year’s consensus was that the U.S. economy was headed for a recession, but that didn’t happen. This year’s consensus is that we’ll have a soft landing, in which the economy slows but won’t tip into a recession. That could be wrong too.
Doubling down on his contrarian view, Citi chief U.S. economist Andrew Hollenhorst told Bloomberg TV on Thursday that he sees a hard landing. In fact, inflation and the labor market will weaken enough that the Federal Reserve will cut benchmark rates four times this year—far more than the one or two cuts Wall Street expects.
His warning proved prescient as the Labor Department’s payroll report the following day showed that the economy added 175,000 jobs in April , down sharply from the blockbuster increase of 315,000 in March and well below the 233,000 gain that economists had predicted.
On Thursday, Hollenhorst said other data have been signaling weakness in the labor market, including surveys of consumers and businesses that say jobs are getting harder to find, companies are less eager to hire, and employees are feeling more worried about keeping their jobs.
To be sure, data in recent weeks have offered mixed signals on the economy. The latest employment cost index rose more than expected, suggesting a strong job market. Meanwhile, the first-quarter GDP report showed growth cooled more sharply than anticipated. But that was due largely to a wider trade deficit and slower inventory restocking, while consumer demand remained robust .
But Hollenhorst is convinced there won’t be a soft landing, and he said financial markets are starting to move away from that hope as well.
“The reason I think the Fed’s going to see enough to cut is because we’re more toward the hard landing end of the spectrum,” he told Bloomberg TV.
Meanwhile, the Fed won’t wait for both inflation and the labor market to weaken before cutting rates, he noted. It needs to see only one or the other.
When asked if his view for four rate cuts this year also means that they wouldn’t provide enough economic stimulus to stave off a hard landing, Hollenhorst said almost every monetary policy cycle has played out that way.
“We’re in the higher-for-longer stage of the policy cycle,” he explained, noting that stubborn inflation has prevented rates from coming down. “The next stage of the policy cycle is a weakening of the labor market. Once it starts gradually weakening, it then weakens more sharply. I think that’s exactly what’s playing out now.”
In February, even amid blowout jobs reports, Hollenhorst was warning about a hard landing and told CNBC that he expected a recession by the middle of this year.
Looking past the upbeat headline jobs numbers, he said there were signs of softness, such as the number of hours worked and the number of full-time jobs dropping.

His broad research interests are in applied macroeconomics, monetary and fiscal policy, and his doctoral research focuses on the heterogeneous impacts of monetary/fiscal policies over the distribution of heterogeneous firms/households.
