KMC starts homework to draft policy and program and annual budget for FY 2024/25

KATHMANDU, May 11: Kathmandu Metropolitan City (KMC) has commenced homework to draft the policy and programs and budget for the upcoming fiscal year 2024/25. 

Deputy Mayor of KMC Sunita Dangol stated that they are prioritizing program selection requirements and preparing to select plans that can be promptly implemented.

"The thematic committee, tasked with assessing the current situation and proposing plans for forthcoming events, will gather and organize information under the coordination of Sumitra Lamichhane Subedi, Head of the Budget and Evaluation Department, and Prabin Pyakurel, Head of Development Planning and Human Resource Development Department. This committee, comprising key figures from various departments, has been assigned this responsibility," she mentioned.

Deputy Mayor Dangol highlighted that the planning process starting with the preparation of the budget typically begins in mid-November each year. The initial step involves updating the position paper by collecting and analyzing relevant information, a task to be completed by the thematic department, division, and branch by mid-December.

"By mid-February, responsibilities for thematic areas are allocated to members through division. As it is a thematic committee within KMC, its mandate has been delegated by the executive," she added.

The 'Resource Estimation and Budget Ceiling Committee' commences work from mid-February. This includes activities such as obtaining grants and revenue distribution from the federal and provincial levels, discussing budget and program priorities, preparing guidance on budget estimation, and formulating budget and program proposals.

"Discussions, prioritization, and signaling, along with the preparation of budget and annual development program proposals, including those from non-governmental organizations and development partners, is carried out in the thematic committee. The bills prepared will then be approved by the executive and submitted to the Municipal Assembly before mid-June," explained Deputy Mayor Dangol.

She further said that the proposal would be passed by the assembly before mid-July, thus completing the planning stages. The 'Resource Estimation and Budget Ceiling Committee' meeting held on April 22, chaired by Mayor Balendra Shah (Balen), has already endorsed the guidelines for the fiscal year 2024/25, according to KMC.

Last summer, the price of gas in Washington topped $5 a gallon, at times dethroning California as the nation’s highest. The spike was part of the stumbling debut of the state’s Climate Commitment Act, likely increasing the price a quarter or two a gallon. Gov. Jay Inslee had assured voters any price change would be negligible.

The costs, which hit those who could least afford it the hardest, led to a public backlash — more than 400,000 people signed on to dismantle the act. Brian Heywood, a Redmond billionaire hedge fund manager, funded the signature-gathering effort; Rep. Jim Walsh, R-Aberdeen, the state’s Republican Party chairman, wrote the repeal initiative to also prevent the Legislature from enacting anything like it in the future.

What happened, and what it means for the future of the climate legislation, is complex. Voters should strive to understand the act’s goals and strategies and the peril facing the climate as they prepare to vote on an initiative to repeal it.

More than just the cost of gas is at stake; so are the myriad benefits of the act. Meanwhile, Earth is warming — 2023 was the hottest year on record , according to the National Oceanic and Atmospheric Administration. The buildup of greenhouse gases in the atmosphere is having profound impacts on the planet, including dwindling snowpack , longer heat waves and worsening drought conditions and wildfires in the Pacific Northwest.

Thanks to the proceeds of the first two years of carbon auctions, here are some of the benefits the Climate Commitment Act has funded, or will soon fund:

The 2021 law intends to drive down the emissions of those greenhouse gases. First, it requires the state’s largest carbon emitters to buy permits at auction to cover their pollution — or, alternatively, find ways to reduce it. Second, the state uses auction proceeds to help residents adapt to climate change and pursue renewable energy sources to further abate carbon emissions.  

The Legislature has appropriated $3.2 billion expected to be raised in the first three years of the auctions.Of that, $363 million is building out a greener energy grid, according to Gov. Jay Inslee’s office . Another $189 million established public transit grants that required local agencies to allow youth free rides in exchange for the money. That move made Washington the first and only state with a coordinated effort where anyone 18 and under can ride transit for free. Youths took about 6.9 million rides in the last quarter of 2022, according to the state Department of Transportation’s latest available data. More of the buses they rode are also being electrified — converted to battery, hybrid or even hydrogen power, thanks to the act. And another $223 million is intended to build new trails, sidewalks and safer routes to school, further easing travel without a vehicle.

The act allotted $115 million to help lower-income Washingtonians install heat pumps for hotter summers and cleaner heating in winters; $130 million is purchasing low- or no-emission commercial vehicles like school buses and drayage trucks in ports, to go with a widening network of charging stations. All these measures mean less carbon is going into the atmosphere.

The act focuses on getting benefits to the places affected most by pollution and climate change, such as including installing air quality monitors and providing $150 million in energy vouchers. An example: More than half of Seattleites live on “ heat islands ,” where reflecting concrete and pavement exacerbate summer temperatures. The act is funding new tree canopy to provide shade.

The act is far from perfect. the Inslee administration and the Legislature set conditions in the carbon market that pushed the costs of emission permits too high at the start of the program. As a result, oil companies passed along those costs, meaning higher prices at the pump.

This year, the Legislature approved linking Washington’s carbon market with those in California and Quebec, a move that is expected to stabilize emission permit costs. Lawmakers could, and should, redress the system to ensure the supply of allowances don’t lead to any more double-digit gas price increases.

The Climate Commitment Act is meant as an incremental mechanism that slowly ramps down emissions over time. It incentivizes emitting companies to come up with ways to decrease pollution, or pay a higher price for contributing to climate change. Washington can use those funds to drive down emissions even further, prioritizing the communities affected most by them — at least 35% of the funds must go to communities and tribes most harmed by climate change.

A long campaign season lies ahead. The No on 2117 campaign announced earlier this month it has raised more than $11 million , including $1 million from Bill Gates. Amazon, BP, and a coalition of tribes, unions and environmentalists count as contributors.

Voters this fall should go beyond the rhetoric and know full well what they’ll sacrifice if they choose to say “yes” to ending this fledgling program in Washington.
