Construction business owners who have made it through the worst economic downturn in nearly seven decades have something in common-they are survivors. Now is the time to move beyond surviving to growing. Taking the time to prepare a strategic plan today will help business owners reap the benefits over the next several years by recognizing and seizing new opportunities ahead of the competition.

With ongoing shifts in the economy and the construction industry, strategic planning can seem like a nice-to-have tool but not a need-to-have one. This mentality can mean the difference between capitalizing on a previously unseen market opening or missing out entirely.

Strategic planning is not a one-size-fits-all model. Strategies that work for one company may not be right for another, but any company that commits to the process should see benefits. Use this six-step framework as a guide to create a strategic plan:

1. Establish an internal baseline.

  • What is your business objective?
  • Identify your core competencies. What are you good at?
  • What is your source of volume?
  • What is your commercial objective?

2. Establish an external baseline.

  • Identify market dynamics and external factors that impact your business.
  • Define your market.
  • Conduct a competitive analysis.

The good news is that the United States is not likely to see a double-dip recession. Revenues are starting to grow in different facets of the economy, but that does not mean runaway profits in 2011. The economy is entering a slow growth phase. Only cyclical to moderate growth is expected over the next three years.

While non-residential building construction continues to drop overall-to $78.3 billion in the third quarter of 2010 from $104.9 billion in 2009-segments such as education and healthcare are experiencing less of a decline, while the manufacturing, commercial and office sectors continue to decline, according to GE Capital's fourth quarter 2010 Construction Industry Research Monitor.

Single-family residential construction continues to grow, while multifamily residential construction continues to decline. The renovation and improvement markets showed surprising growth in the first half of 2010, but with the widening gap between the current and future expectations of the National Association of Home Builders' Remodeling Market Index, it is uncertain how long that growth will continue.

When it comes to non-building construction, growth is steady. The construction equipment market has also rebounded strongly, with new orders and shipments at their highest levels since 2008.

Setting the Stage for Change

A construction business owner's first step in the strategic planning process is to establish an internal baseline. These early decisions will drive the rest of the strategy so it is important that the goals are specific and measurable. For example, a realistic goal might be a 2 percent increase in gross margins over the next three years, assuming that expenses and hiring are under control.

Objectives should be based on hard facts combined with the owner's business instincts. When it comes to non-building construction, for example, it is uncertain whether the federal transportation bill will be renewed in 2011. It might not be addressed by Congress until after the 2012 elections. This information may impact the forecasts of road and highway construction companies.

What’s driving rental home construction .

Rental homes are being built at an unprecedented rate due to developers looking to capitalize on steep home prices and higher mortgage rates that are keeping many families from buying, the Wall Street Journal reports . 

Last year, 93,000 new single-family homes intended as rentals were built, according to estimates from housing consulting firm John Burns Research and Consulting. That was 39% more rental homes than in 2022—and an all-time high. 

Newly-constructed rental homes are especially popular in outer-ring suburbs of Arizona, Texas and Florida cities, and in other places with fast population and job growth. 

In Baton Rouge, Kairos Living, a Chicago-based single-family home rental company, has been developing lots off of Elliott Road into rental properties . Founded in 2019, Kairos owns properties in more than 80 cities including Lafayette and Lake Charles, in addition to Baton Rouge. Over the past year, Kairos has bought more than two dozen lots in Baton Rouge. 

After last year’s record levels, another 99,000 new rental homes are under construction across the nation this year. Plans for new projects have slowed, however, as lending conditions have tightened.

NYC to Take Over Brooklyn Marine Terminal to Give Mixed-Use Facelift

The Brooklyn Marine Terminal and Howland Hook Marine Terminal on Staten Island will both be redeveloped into modern shipping facilities, with the city planning to add housing and retail on the Brooklyn site.

The city will take over control of the Brooklyn Marine Terminal in Red Hook from the Port Authority of New York and New Jersey to renovate the piers and other infrastructure, but also to build housing on 122 acres of land. Gov. Kathy Hochul and Mayor Eric Adams announced Tuesday an initial $95 million investment to partner with the Port Authority and the New York City Economic Development Corporation (EDC) for the work on the Brooklyn site.

“By assuming control of the Brooklyn Marine Terminal in Red Hook, in our city government’s largest real estate transaction in recent memory, our administration is demonstrating that we will continue to deliver big wins for New Yorkers, day after day,” Adams said in a statement. “The potential for this area is limitless, and we’re excited to work with the local community, our fellow elected officials, and key stakeholders to come up with a plan.”

It’s unclear how much housing and community amenities will be built on the 122-acre section of land in Red Hook and the Columbia Street Waterfront District, but Piers 7 , 8 and 10 will be repaired and a $15 million electric container crane will be built for the facility, according to the Adams administration.

Under an amended lease between New York City and the Port Authority, the Port Authority now will have full control over 225-acre Howland Hook Marine Terminal on Staten Island. The operator of the facility — CMA CGM — will invest $200 million in new facilities, expanding capacity by 50 percent over the next seven years and make sustainability upgrades, according to the city.

The upgrades will allow up to 750,000 container lifts each year at Howland Hook, on the northwest corner of Staten Island.

Howland Hook and the Brooklyn Marine Terminal aren’t the city’s only ports set for increased financing from the city and state.

While the city recently signed a five-year extension for the Red Hook Container Terminal ’s operating agreement, the EDC will assume control of the facility, which will focus on micro-mobility of containers to keep trucks off city streets, something Red Hook residents have longed complained about .

Hochul’s administration has committed about $15 million to build a cold-storage facility at the terminal that will reduce the need to get perishable goods off site pronto. Instead, by allowing temporary cold storage, goods can be transported during off-peak times and in a way that reduces the traffic impacts on surrounding communities, according to the administration, which referred to these as “blue highways.”

The Adams administration is also applying for up to ​​$350 million from the U.S. Environmental Protection Agency and the U.S. Department of Transportation to cover the additional costs of the cold-storage project, for which the estimated total cost was not made immediately clear.

“This deal represents an exciting opportunity to define what the waterfront of the future looks like in New York — from delivering our ‘blue highways’ and taking truck traffic that snarls our streets and chokes our communities off the road, to a mixed-use waterfront that provides respite for New Yorkers and environmental infrastructure for a changing climate,” Deputy Mayor for Operations Meera Joshi said in a statement.

One natural gas transport plan killed in New Jersey as another forges ahead

KEYPORT, N.J. (AP) — A major pipeline that would have moved natural gas through New Jersey and under two bays to New York has been killed, but another plan to transport liquefied gas from Pennsylvania by tanker truck is moving forward.

Environmentalists who had fought both projects reacted Monday to the mixed bag they were handed on Friday when the two proposals took differing pathways with federal regulators.

That was the day that Tulsa, Oklahoma-based Williams Companies, which owns a nearly 10,000-mile (16,000-kilometer) expanse of pipelines called Transco, allowed its Northeast Supply Enhancement pipeline project to end. Williams told the Federal Energy Regulatory Commission it was allowing a key construction application to expire, saying it would not seek an extension for it.

The decision heartened a wide group of environmental and community groups who had fought the proposal for eight years, saying it would further the burning of fossil fuels and contribute to climate change, while also degrading air and water quality and creating safety concerns in communities along its route.

Cindy Zipf, executive director of Clean Ocean Action, called the development “an extraordinary victory, a David and Goliath moment.”

Using the project’s acronym, she said, “NESE has gasped its last gassy breath. It means the project has died, and we won!”

In a statement to The Associated Press on Monday, Williams confirmed it is no longer pursuing a certificate from the federal agency that would allow it to continue the project.

“While Williams continues to believe in the fundamentals of the Northeast Supply Enhancement project and its ability to provide a cleaner and more affordable alternative to costly heating oil for consumers, at this time, we have decided not to pursue an extension of the certificate,” it said.

It would have included a gas-fired compressor station in Franklin Township, and the installation of more than 23 miles (37 kilometers) of pipeline through the Raritan and Lower New York bays en route to the Rockaway section of Queens in New York City.

Also on Friday, two companies said they remain committed to their proposed project to liquefy natural gas and transport it through Pennsylvania and New Jersey.

Delaware River Partners and Bradford County Real Estate Partners told the same agency that they do not intend to cancel a facility in Wyalusing, Pennsylvania, to liquefy natural gas and transport it to an export facility in Gibbstown, New Jersey, by tanker truck instead of by rail as originally proposed. Last September, federal regulators suspended authorization to transport liquefied natural gas by rail.

“The last thing we need is even more dangerous methane gas extracted from Pennsylvania, shipped through our communities by truck, and exported overseas,” said Patrick Grenter, a campaign director with the Sierra Club. “This decision is unnecessary and reckless, and the Sierra Club is prepared to continue fighting this project until it is officially canceled.”

The companies did not immediately respond to a request for comment Monday.

But in a filing to the agency on Friday, Bradford said its Wyalusing, Pennsylvania, facility is designed to not need rail cars, and is “unimpacted” by the federal moratorium on such transport. For that reason, the company is proceeding with its plans, it wrote.
