भ्रष्टाचार एक व्यापक समस्या है जो कई दशकों से चिंता का विषय बनी हुई है। यह एक ऐसा ख़तरा है जो समाज के सभी स्तरों, सबसे ग़रीबों से लेकर सबसे अमीर लोगों तक को परेशान करता है। लालच और असंतुष्टि, देश का लचीला कानून भी भ्रष्टाचार की वजह है। भारत में भ्रष्टाचार विभिन्न रूपों में होता है, जैसे रिश्वतखोरी, गबन, भाई-भतीजावाद और सार्वजनिक संसाधनों का दुरुपयोग। भारत में भ्रष्टाचार का मूल कारण पारदर्शिता, जवाबदेही की कमी और कमजोर कानूनी प्रणाली है। भारत देश में वैसे तो बहुत भ्रष्टाचार हुए हैं हर रोज कहीं न कहीं किसी न किसी रूप में आम जनता का इनसे सामना होता रहता है।

वर्ष 1985 में भारत के सबसे युवा प्रधानमंत्री राजीव गांधी ने सूखा प्रभावित ओडिशा के कालाहांडी क्षेत्र के दौरे में कहा था कि देश में बहुत भ्रष्टाचार है, सरकार द्वारा खर्च किए जाने वाले 1 रुपये में से 15 पैसे ही जनता तक पहुंच पाते हैं। भारत में भ्रष्टाचार की समस्या पर तत्कालीन प्रधानमंत्री के इस कथन से समस्या की गंभीरता का पता चलता है।

आजादी के बाद सबसे पहले जीप खरीदी घोटाला (1948) देश में सामने आया था। आजादी के बाद भारत सरकार ने एक लंदन की कंपनी से 2000 जीपों को सौदा किया। सौदा 80 लाख रुपये का था। लेकिन केवल 155 जीप ही मिल पाई। इस घोटाले में ब्रिटेन में भारत के उच्चायुक्त का हाथ होने की बात सामने आई। लेकिन 1955 में केस बंद हो गया और वसूली 1 रुपए की भी नहीं हो पाई।

बोफोर्स घोटाला- 1987 में एक स्वीडन की कंपनी बोफोर्स एबी से रिश्वत लेने के मामले में राजीव गांधी समेत कई बेड़ नेता फंसे। इसमें आरोप लगा की भारतीय 155 मिमी. के फील्ड हॉवीत्जर के बोली में नेताओं ने करीब 64 करोड़ रुपये का घपला किया।

1996 में बिहार के तत्कालीन मुख्यमंत्री लालू प्रसाद यादव और अन्य नेताओं ने राज्य के पशुपालन विभाग को लेकर धोखाबाजी से लिए गए 950 करोड़ रुपये कथित रूप से निगल लिए।

परिणाम : भारत में भ्रष्टाचार का देश के सामाजिक और आर्थिक विकास पर गंभीर प्रभाव पड़ता है। इसके परिणामस्वरूप संसाधनों का गलत आवंटन, खराब प्रशासन और लोगों को आवश्यक सेवाओं की कमी आती है। भ्रष्टाचार ने लोकतंत्र और कानून के शासन को भी कमजोर कर दिया है, राजनीतिक दल और नेता, सत्ता और नियंत्रण बनाए रखने के साधन के रूप में भ्रष्टाचार का उपयोग कर रहे हैं।

उपाय : भारत सरकार ने भ्रष्टाचार से निपटने के लिए कई उपाय किए हैं, जैसे भ्रष्टाचार विरोधी एजेंसियों की स्थापना करना, कानून और नियम बनाना, सार्वजनिक संस्थानों में पारदर्शिता और जवाबदेही को बढ़ावा देना। हालाँकि, भारत में भ्रष्टाचार एक महत्वपूर्ण चुनौती बनी हुई है, जिससे निपटने के लिए निरंतर प्रयासों और राजनीतिक इच्छाशक्ति की आवश्यकता है।

भ्रष्टाचार में भाग लेने से इनकार करने, भ्रष्टाचार की रिपोर्ट करने और अपने नेताओं से जवाबदेही की मांग करके भ्रष्टाचार से लड़ने में नागरिक भी महत्वपूर्ण भूमिका निभा सकते हैं। भारत में भ्रष्टाचार से निपटने के लिए अधिक पारदर्शी, जवाबदेह और निष्पक्ष समाज के निर्माण के लिए सरकार और नागरिकों सहित सभी हितधारकों के सामूहिक प्रयास की आवश्यकता है।

भारत को भ्रष्टाचार मुक्त | Corruption Free India के लिए सबसे पहले हमे ये भ्रस्टाचार क्या है इसे समझना जरुरी है जब कोई भी कुछ अपने निजी फायदों के लिए कानून द्वारा स्थापित नियमो को ताक पर रखकर अनैतिक तरीको से अपना कार्य पूरा करना चाहता है या अपना सिर्फ फायदा चाहता है तो वही भ्रष्टाचार | Corruption कहलाता है.

भ्रष्टाचार का अर्थ है भ्रष्ट आचरण यानि बुरा आचरण यानी की जो कोई कार्य बुरे या गलत तरीके से किया जाय वही भ्रष्टाचार कहलाता है जब भी किसी देश में भ्रष्टाचार बढ़ता है उस देश का विकास रुक जाता है और लोगो के आचरण का नैतिक पतन भी होता है.

और यह मानकर चलते है की चलो पकड़े जायेगे तब देखा जायेगा बस हम सभी यही से भ्रष्टाचार को बढ़ावा देना शुरू करते है और जिस दिन हम पकड़े जाते है फिर अपने गलती को छुपाने के लिए सीधे रूप से पैसो का ऑफर कर देते है और पैसा आज के ज़माने में हर किसी की जरूरत है यह जितना अधिक होता है हमे लगता है उतना अधिक ही हो जाय फिर भला वह अधिकारी भी आपके साथ भ्रष्टाचार को बढ़ावा में साथ देता है यानि एक छोटी सी शुरुआत व्यवसाय बन जाता है.

और कभी ऐसा भी होता है जल्दबाजी में हम ट्रेन छुटने के डर से टिकट नही ले पाते है और हम अपनी गलती भी मानते है और पकड़े जाने पर चालान कटवाने के लिए भी राजी होते है तो पहले से पहले से भ्रष्टाचार में लिफ्त वह अधिकारी चालान काटने के बजाय कुछ पैसे बिना किसी रसीद के लेने को तैयार होता है और वह बिना टिकट के आपको यात्रा की अनुमति भी दे देता है ऐसा करके वह सीधे रूप से आपके पैसो को सही जगह पहुचने के बजाय उसकी जेब में चला जाता है बस यही है भ्रष्टाचार जो कही भी किसी भी रूप में शुरू हो सकता है इसके लिए जितना सरकारी तन्त्र जिम्मेदार है उससे कही अधिक हम सभी भी जिम्मेदार है.

1 – किसी भी देश में समाज का निर्माण में 3 महत्वपूर्ण अंग होते है वे है माता, पिता और शिक्षक, जिस देश में शिक्षा का स्तर जितना अधिक ऊचा होंगा वहा के लोग उतने अत्यधिक शिक्षित होंगे और इस शिक्षा की शुरुआत हमारे घर में माता पिता और शिक्षक से ही शुरू होता है और फिर बच्चे को जैसा शिक्षा मिलेगा वो बच्चा वैसा ही बनेगा यह एक स्वाभाविक प्रक्रिया है.

अक्सर छोटी छोटी बातो में माता पिता द्वारा जाने अनजाने में ही झूट बोला जाता है जो की यही झूट बच्चा भी बोलना सीख जाता है फिर आगे चलकर वही बच्चा अपने सुविधा के अनुसार झूट बोलने लगता है बस यही से शुरू हो जाती है भ्रष्टाचार की शुरुआत, यदि माता पिता और शिक्षक किसी भी परिस्थिति में झूठ न बोलने का सलाह (Advice) दे तो निश्चित ही वह बच्चा हमेसा सत्य बोलेगा जो की भ्रष्टाचार को रोकने में काफी कारगर साबित होता है.

2 – नैतिक चरित्र निर्माण के जरिये यदि हम बच्चो की छोटी छोटी गलतियों की अनदेखी करते है तो यही बच्चे की गलतिया उनकी आदत में शुमार हो जाती है कभी कभी ऐसा होता है की बच्चो को कुछ खाने का मन करता है लेकिन माता पिता के डाट के डर से वे खुलकर बता नही पाते है या माता पिता द्वारा देने से मना कर दिया जाता है जिसके बाद बच्चे उस चीज को पाने के लिए चोरी जैसे बुरे रास्तो का सहारा लेना शुरू करते है और जैसे ही कामयाब होते है उन्हें यही रास्ता आसान लगने लगता है.

फिर आगे चलकर पूरे जिन्दगी अपने कार्यो को आसान बनाने के लिए चोरी, छल कपट का सहारा लेते है ऐसे में यदि शुरू से बच्चो को अच्छे चरित्र निर्माण में ध्यान दिया जाय तो निश्चित ही बुरे रास्तो जैसे भ्रष्टाचार पर काबू पाया जा सकता है.

3 – आसान रास्ता जीवन का एक ऐसा मार्ग है जिसपर हर कोई चलना चाहता है हर कोई यही चाहता है उसे ज्यादा मेहनत किये बिना ही सबकुछ मिल जाये ऐसे में हर इन्सान यही चाहता है उसे कुछ पाने के लिए आसान रास्ते मिले जिसके लिए यह प्रयासरत भी रहता है ताकि उसे जीवन में अधिक मेहनत न करना पड़े लेकिन यदि लोग समझ जाए की सफलता का कोई शॉर्टकट नही होता है तो निश्चित ही भ्रष्टाचार पर काबू पाया जा सकता है.

4 – आर्थिक असमानता भी हमारे देश में भ्रष्टाचार को बहुत अधिक बढ़ावा देता है जो व्यक्ति अमीर है वह और अमीर होता जा रहा है और जो गरीब है वह अपनी गरीबी और महगाई के चलते दी प्रतिदिन और भी गरीब होता जा रहा है यदि हमारे देश की सरकारे सबके कल्याण के लिए एक ऐसी योजना लाये जिसमे सबको एक समान आर्थिक आजादी मिले तो निश्चित ही अमीर गरीब के बीच की दुरी कम होंगी तो गरीब और अमीर सभी ईमानदारी से अपने कार्य के प्रति ईमानदार होंगे तो निश्चित ही भ्रष्टाचार पर काबू पाया जा सकता है.

5 – किसी भी देश को चलाने के लिए कानून की आवश्यकता पडती है और जिस देश व्यवस्था जितना अधिक दुरुस्त होगा उतना अधिक ही लोग अपने सरकारों द्वारा बनाये गये व्यवस्था का लाभ ले सकते है और यदि सरकार द्वारा स्थापित व्यवस्था का सही से लोग और पूरी ईमानदारी से हर कोई अपना कार्य करे तो निश्चित ही भ्रष्टाचार की शुरुआत ही नही होंगी तो देश खुशहाल होंगा और सभी लोग अपने राष्ट्रीय कर्तव्यो के प्रति ईमानदार भी बने रहेगे.

भारत, उच्च मूल्यों, नैतिकता और परंपराओं का दावा करने वाला देश, विडंबना का सामना भ्रष्टाचार की समस्या से करता है। यह उन विभिन्न कुप्रथाओं में से एक है जिनसे हमारा देश जूझ रहा है। देश की पूरी प्रणाली विभिन्न स्तरों पर भ्रष्टाचार पर आधारित है।

भारत सरकार को एक उदाहरण सेट करना चाहिए

भारत में सरकार और राजनीतिक दल अपने भ्रष्ट तरीकों के लिए जाने जाते हैं। भ्रष्ट आचरण में लिप्त होने के बजाय, उन्हें भ्रष्टाचार की समस्या पर काबू पाने के लिए काम करना चाहिए। उन्हें नागरिकों के लिए एक उदाहरण स्थापित करना चाहिए और उन्हें भ्रष्ट साधनों का उपयोग करने के बजाय अपने लक्ष्यों तक पहुंचने के लिए ईमानदारी और समर्पण के साथ काम करने के लिए प्रेरित करना चाहिए।

सख्त सजा का अभाव

शिक्षित लोगों से भरे समाज में कम भ्रष्टाचार का सामना करने की संभावना है। जब लोग शिक्षित नहीं होते हैं, तो वे अपनी आजीविका कमाने के लिए अनुचित और भ्रष्ट साधनों का उपयोग करते हैं। हमारे देश में निम्न वर्ग शिक्षा के महत्व को कम करते हैं और इससे भ्रष्टाचार बढ़ता है।

लालच और बढ़ती प्रतियोगिता

बाजार में लालच और बढ़ती प्रतिस्पर्धा भी बढ़ते भ्रष्टाचार का कारण है। इन दिनों लोग बेहद लालची हो गए हैं। वे अपने रिश्तेदारों और दोस्तों से अधिक कमाई करना चाहते हैं और इस पागल भीड़ में वे अपने सपनों को साकार करने के लिए भ्रष्ट साधनों को नियोजित करने में संकोच नहीं करते हैं।

पहल की कमी

हर कोई चाहता है कि देश भ्रष्टाचार मुक्त हो और इस दिशा में कुछ न करने के लिए सरकार की आलोचना करे। लेकिन क्या हम अपने स्तर पर इस मुद्दे पर अंकुश लगाने की कोशिश कर रहे हैं? नहीं हम नहीं। जाने या अनजाने में हम सभी भ्रष्टाचार को जन्म दे रहे हैं। कोई भी पहल करने और देश से इस बुराई को दूर करने के लिए एक टीम के रूप में काम करने के लिए तैयार नहीं है।

The Prime Minister, Shri Narendra Modi addressed the programme marking Vigilance Awareness Week of Central Vigilance Commission (CVC) in Vigyan Bhawan, New Delhi today. and launched the new Complaint Management System portal of the CVC.

Addressing the gathering, the Prime Minister said that Vigilance Awareness Week began with the birth anniversary of Sardar Patel. “The entire life of Sardar Patel was dedicated to honesty, transparency and the building of a public service system based on these values”, he said. The Prime Minister remarked that the campaign revolving around awareness and alertness is based on these principles. He observed that the campaign of Vigilance Awareness Week is taking place to realise the dreams and aspirations of a corruption-free India and underlined its importance in the lives of every citizen.

The Prime Minister said for a developed India, trust and credibility are critical. that people’s trust in the government enhances people’s self-confidence. The Prime Minister lamented the fact that earlier governments not only lost people’s confidence but they also failed to trust people. The legacy from the long period of slavery of corruption, exploitation, and control over resources, unfortunately, received more strength after the independence. This severely harmed at least four generations of this country, he said. “We have to change this decades-long way fully in the Azadi ka Amrit Kaal”, the Prime Minister pointed out.

Referring to his clarion call from the ramparts of Red Fort for a decisive battle against corruption the Prime Minister pointed out two key reasons for corruption and hindering people's progress i.e. lack of amenities and unnecessary pressure from the government. He said for a very long time, this absence of amenities and opportunity was deliberately kept alive and a gap was allowed to widen leading to an unhealthy competition of a zero-sum race. This race fed the ecosystem of corruption. Corruption created by this scarcity affects the poor and middle classes the most. “If the poor and middle class spend their energy to arrange for the basic amenities, then how will the country progress?” the Prime Minister asked. “That is why”, the Prime Minister remarked “we are trying to change this system of scarcity and pressure for the last 8 years. The government is trying to fill the gap between supply and demand. The three ways adopted to achieve this are advancement in technology, taking basic services to the saturation level, and finally heading towards atmanirbharta.”

With regard to the use of technology, the Prime Minister mentioned linking PDS to technology and removing crores of fake beneficiaries and saving more than 2 lakh crore rupees from going to the wrong hands by adopting Direct Benefit Transfer (DBT). Similarly, the adoption of transparent digital transactions, and transparent government procurement through GeM is making a huge difference.

Speaking on taking the basic facilities to the saturation level, The Prime Minister pointed out that reaching every eligible beneficiary of any government scheme and achieving the goals of saturation puts an end to discrimination in society while eliminating the scope of corruption. Highlighting the principle of saturation that is adopted by the government for the delivery of every scheme, the Prime Minister gave examples of water connections, pucca houses, electricity connections and gas connections.

The Prime Minister said that too much dependence on foreign goods has been a big cause of corruption. He highlighted the government’s push towards atmanirbharta in defence and underlined that the possibility of scams is ending as India would be manufacturing its own defence equipment, from rifles to fighter jets to transport aircrafts.

Terming CVC an institution that encourages everyone's efforts to ensure transparency, the Prime Minister recalled his request last time for ‘preventive vigilance’ and praised the efforts of CVC in that direction. He also asked the vigilance community to think about modernising their audits and inspections. “The will which the government is showing against corruption, the same will is necessary to be seen in all the departments as well. For a developed India, we have to develop such an administrative ecosystem, which has zero tolerance on corruption”, he said.

The Prime Minister asked for a system where corruption-related disciplinary proceedings are completed in time-bound mission mode. He also suggested continuous monitoring of criminal cases and asked to devise a way of ranking departments on the basis of pending corruption cases and publishing the related reports on a monthly or quarterly basis. The Prime Minister also asked for streamlining of the vigilance clearance process with the help of technology. There is a need for auditing the data of public grievances so that we can go to the root causes of corruption in the concerned department, the Prime Minister added.

The Prime Minister stressed the need to bring in common citizens in the work of keeping a vigil over corruption. “No matter how powerful the corrupt may be, they should not be saved under any circumstances, it is the responsibility of organisations like you. No corrupt person should get political-social support, every corrupt person should be put in the dock by the society, it is also necessary to create this environment”, he said. Touching upon a worrying trend, the Prime Minister said “We have seen that many times the corrupt people are glorified in spite of being jailed even after being proven to be corrupt. This situation is not good for Indian society. Even today, some people give arguments in favour of the corrupt who have been found guilty. It is very necessary for such people, such forces to be made aware of their duty by society. In this also concrete action taken by your department has a big role.”

The Prime Minister emphasised that institutions acting against the corrupt and corruption like the CVC, have no need to be defensive in any way. Corrupt means and improper methods are used by the government as well as private sector people to carry out many big and small tasks.

This is because people want to earn big money without working hard, but where are we going by employing such ill practices?

Definitely towards destruction!

Not every one of us should be in any kind of corrupt behaviour; this will be the first step towards building a corruption-free India.

Government’s role in establishing a corruption-free India:

While individual efforts can work towards freeing the country from corruption, government interference is necessary if the problem is to be removed from its roots.

The Government of India should enact strict laws to get rid of this problem & those involved in any kind of corrupt conduct should be punished severely.

Government officials in the country are known for their uncertain attitude towards work.

They take bribes without any hesitation to provide various government services to the people, and there is no restriction on these evil practices.

Taking bribes and doing favours for the people in power is a common practice in government offices.

Some of them perform their duties faithfully, but the satire that those who use good earn moderately and those who use corrupt methods earn good and live a better life.

Given the monetary benefits involved, even those who are reluctant to follow corrupt means are attracted to this path.

The main reason is that no investigate or punish those involved in these practices.

These practices can only end if the government closely monitors and punishes the actions of these employees.

We cannot deny the fact that we have engaged in giving bribes or have seen our parents or relatives giving the same at one point or another.

It is a common practice to give money to the traffic police for crossing the signals when red lights are on or to submit some forms after the due date.

Even though we know that it is morally wrong and we will only add corruption by doing so, we still do it thinking that it will benefit us in the long run and hardly have any significant impact.

However, we will not engage in it if we know that doing so may put us in trouble if we know that we can be fined or our license can be removed or we can be put behind bars for any such thing then we would not dare to indulge in it.

So, the government plays a huge role; it should be taken as the responsibility of freeing the country from corruption.

Role of Media in Establishing Corruption Free India:

The media is powerful in our country to speak and express opinions.

This right should be fully utilized to expose corrupt officials.

The media should conduct sting operations regularly and bring people who are corrupt in conduct to the limelight.

This will not only expose the culprits but also create fear in the general public & they will think twice before using any corrupt means.
