Doctoral Students
At Humboldt-Universität zu Berlin there are two different ways to obtain a PhD: Individual doctorates or structured PhD programs.
Individual Doctorate
Individual doctorates are the traditional and most common type of a PhD program in Germany. This way of doing a PhD provides a high degree of flexibility to shape the scientific topic and also the time frame. To pursue an individual doctorate at Humboldt-Universität, you need the individual support of a professor to act as your PhD supervisor (“doctor father” or “doctor mother”).
It will be your initiative and responsibility to look for a suitable supervisor directly. You can send your full application regarding your research interest to a matching professor. It is important that you select a supervisor with a similar research field/topic to your intended PhD study. If the professor is interested he/she will answer your e-mail in due course.
Structured PhD programs
Structured PhD programs have a fixed duration, usually three years. The PhD candidates are supervised individually, and conduct research within a group of colleagues of their scientific field. Also there is a complementary curriculum aside the PhD program. Applications have to be submitted directly to the program.

Structured doctoral programs.
Participating in a doctoral program at Humboldt Graduate School means having the opportunity to earn your doctoral degree in the inspiring interdisciplinary and international atmosphere of our excellent doctoral programs. You conduct your research in a group with colleagues from your area of research, with whom you regularly have the opportunity to share experiences, exchange views and give and receive support. Your thesis work will be intensively monitored and supported by leading faculty, so that you can successfully complete your degree within three years.
You also receive scientific instruction in your area of research. Humboldt Graduate School provides you with trainings in basic competencies relevant to your thesis, such as writing and methods, and supports you in administrative questions.

Humboldt-Universität zu Berlin - Integrative Research Institute Law & Society (LSI)
New doctoral programme law & society.
The LSI and the BGSS have established the joint doctoral programme Law & Society to promote innovative interdisciplinary legal research. The programme is dedicated to investigating the role and function of law for tackling the current and fundamental challenges for a democratic global society (inter alia climate change, digital transformation, the rise of populism and the decline of the rule of law) from a genuinely interdisciplinary perspective.
The programme offers interdisciplinary supervision and support of the doctoral students within the international structured doctoral programme of the BGSS. The LSI is a stimulating interdisciplinary and international research environment in the heart of Berlin at the Humboldt-University.
The courses of the doctoral programme will be taught in English. However, applicants are expected to acquire a working knowledge of German. Fully funded language courses will be available as part of the doctoral scholarship. The doctoral thesis may be written in English or German.

Graduate School Students
Dr. Malcolm Jorgensen is a Senior Research Fellow at the Max Planck Institute for Comparative Public Law and International Law, Heidelberg and a Non-Resident Fellow of the Berlin Potsdam Research Group âInternational Rule of Law â Rise or Decline?â. He holds a PhD in International Law and American Foreign Policy from the Sydney Law School, University of Sydney, where he lectured in Public International Law and remains an associate of the Sydney Centre for International Law. During his doctoral studies, Malcolm was resident at the United States Studies Centre, University of Sydney, where he was a Research Associate and Lecturer in American politics. He holds a Bachelor of Laws (Hons) and a Bachelor of Arts (Hons) with majors in Economics and International Relations, each from the University of Queensland. Following undergraduate studies, Malcolm was a Judgeâs Associate in the Supreme Court of Queensland and subsequently admitted to the legal profession in Australia. He most recently served as an Assistant Director in the Australian Department of Foreign Affairs and Trade, International Legal Branch and Sanctions, Treaties & Transnational Crime Branch. Malcolmâs research focuses on the politics of international law, concentrating on foreign policy ideology and comparative conceptions of law, American international legal policy, and the meaning and value of the âinternational rule of law.â He is an experienced broadcast and print media commentator and the author of âAmerican Foreign Policy Ideology and the International Rule of Lawâ (2020, Cambridge University Press).
Applying and Enrolling for Doctoral Studies
If you are interested in enrolling in doctoral studies, you must first submit proof that your declaration of intent to pursue a doctorate has been accepted by the relevant faculty at Technische Universität Berlin. This means you must first submit the declaration of intent to the faculty service center of the relevant faculty. The faculty board will then inform you whether you have been admitted as a doctoral candidate and of any conditions of your admission. The TU Berlin Doctoral Regulations require all doctoral candidates not employed at TU Berlin to enroll as doctoral students.
When enrolling, please be sure to state the degree program offered by TU Berlin which most closely matches with your field of work.
How to enroll
To enroll you must have received the faculty board decision confirming the faculty’s acceptance of your declaration of intent to pursue a doctorate and stating whether you will be completing your doctorate in English or German.
You must register your declaration of intent to pursue a doctorate at the relevant faculty service center (see contact details below).
You can apply and enroll at any time.
As a doctoral student, you are required to pay a semester fee each semester like all enrolled students. You will not be charged any late fees when enrolling. However, please note a late fee will be charged if you re-register after the required deadline.

Enrollment steps for doctoral candidates whose declaration of intent has been approved:
- You need to first complete the online registration . This is also necessary if you are already an employee at the TU Berlin.
- You will then receive an email with login details for your personal TU Berlin portal (tuPORT).
- You will be able to see the app“Enrollment and re-registration requirements”, after initially passing the app "First steps". Click here to see which documents you are required to upload.
- Refer to the following web page to get an idea of which documents these are.
- After you finish enrolling, you will receive an email with further information.
- After enrolment, please have your student account linked to your staff account. Please contact the personnel team responsible for you.

After graduation many former law students wish to obtain a further qualification. A one-year post-graduate LL.M.-program at a foreign law school is an efficient way to achieve that goal.
The LL.M. is an internationally recognized post-graduate law degree that qualifies for an international career. LL.M. students can either explore a range of subject areas and acquire a deep understanding of another legal system, or they can concentrate on a particular field of law they wish to specialize in, i.e. tax law, insurance law, or human rights.
Apart from academic aspects, the added value of a post-graduate Master's program is that LL.M. candidates usually come from many parts of the world and that they can learn about a variety of legal cultures.
A post-graduate Master's degree can be an important asset on the competitive labor market. It shows that a job candidate is fluent in a foreign language and is able to work in a multi-national or multi-cultural environment.

Doctoral Studies at HWR Berlin
Hwr berlin advises interested graduates about the possible ways to conduct doctoral studies and supports them until the end of their dissertations..
Graduates of universities of applied sciences are eligible to begin doctoral studies under certain conditions. The introduction of Master’s degree programmes has made admission to doctoral studies a clearer process: the Berlin Higher Education Act stipulates that the successful completion of a Master's degree at a university or at a specialist university of applied sciences is a prerequisite for doctoral studies admission. Please note : doctoral studies can only be conducted in cooperation with a university. The right to award doctoral degrees remains the exclusive and reserved right of universities and of equivalent institutions of higher education. In joint doctoral studies programmes, professors at HWR Berlin are appointed as secondary examiners.

The Technische Universität Berlin offers the advanced Master of Business Law in European and International Energy Law at the EUREF Campus, located right in the heart of Berlin. The programme offers lawyers, engineers, economists, and other professionals an excellent opportunity to gain expertise in the field of international and European energy law. Students will become acquainted with the technical and economic foundations of energy markets as well as areas of law relevant to the value chains in the electricity and gas sector. The curriculum covers topics such as competition law, regulatory law, and economic fundamentals.
Lecturers hail from around the globe (including countries such as Germany, USA, UK, Russia, Switzerland, and Belgium) and have expertise in all areas of the energy sector. Lecturers work in a variety of fields, such as academia, European and national authorities (European Commission and national regulatory authorities), international and national energy companies, major law firms, and courts.
The course is supported by the Institute for Energy and Regulatory Law Berlin Inc. ( http://enreg.eu ) – an independent non-profit association for legal research under private law (founded as the Centre for Antitrust Law in 1986). The main research areas of the institute relate to the advancement of competition in the energy and telecommunication markets in the European Union and the development of the energy sector in an era of ever greater reliance on renewable energies ("Energiewende"). The research activities focus on German and European regulatory law of network industries, energy efficiency and energy climate law, energy contract law and consumer protection law as well as energy antitrust law as a part of general competition law. Telecommunications and railway regulation has also been addressed since 1999. Since 2008, the institute‘s activities have also included water law. The managing director, Professor Dr Jochen Mohr, and his large network of lawyers, economists, and entrepreneurs in the energy industry work in close coordination with the MBL organising team.
The Academic Director of the MBL programme is Professor Dr iur Dr rer pol Dres hc Franz Jürgen Säcker, editor and author of leading publications in the field of energy law. He is editor and co-author of the large-scale academic work Berlin Commentary on Energy Law ("Berliner Kommentar zum Energierecht"), which encompasses four volumes and more than 12,000 pages. The MBL programme is also supported by our Academic Programme Managers, Dr Susanne Wende and Eadbhard Pernot.
The Master's programme is taught over a period of two semesters. Studies are covered in six modules. The first three modules are dedicated to the fundamentals of energy regulation, including the general legal framework for energy as well as the economic characteristics of electricity and gas regulation. Students will become acquainted with the fundamentals of energy regulation.
The final three modules cover energy regulation in greater depth. Here, legal provisions are examined in tandem with the value chain of energy, from production and transmission/distribution to trade and supply. Each module is dedicated to one stage of the energy value chain: The fourth module is dedicated to the generation stage, the fifth module to the grid operation stage, and the sixth module to the energy trade and supply. Finally, the Master's thesis, due in the second semester, concludes the programme and allows students to showcase their knowledge and skills learned throughout the year.
In addition to the lectures, students will be offered the opportunity to extend their learning experience beyond the classroom during several excursions. Students visit the EEX (the largest electricity stock exchange in Continental Europe) in Leipzig, AURUBIS (an energy intensive undertaking) in Hamburg, ALEO Solar (a photovoltaics manufacturer) in Prenzlau, Vattenfall (a CHP plant) in Berlin, Gasag (a gas company) in Berlin, and Stromnetz Berlin and 50Hertz (network operators).

The semester contribution (enrolment fee) amounts to 307.54 EUR per semester and is not included in the tuition fees. It offers a semester ticket covering public transport in the Berlin metropolitan area (ABC zones).
In order to cover their living expenses (room and board, health insurance, books, personal costs) for the study period in Berlin, we recommend that participants budget approx. 800 EUR per month.
Applicants must have successfully completed a programme of studies preferably in law or economics, and require professional experience of at least one year. All applicants must submit a written application which presents their educational and professional background, as well as their reasons for wanting to pursue the programme of study. Applicants should have professional experience, ideally in the field of energy supply, although experience in other fields is acceptable.
Applicants must provide proof of their English skills: level B2 (or higher) of the Common European Framework of Reference for Languages (CEFR) (not required in the case of high school graduation in English)

Due to the fact that the full-day class lectures take place only two to three days per week, professional activities may be exercised to a limited extent, for example, in firms and companies at the EUREF Campus. The Berlin School of Economics PhD Program provides outstanding doctoral students with a vibrant, intensively networked research community. The program develops the students’ talents in a unique combination of a high-level, academic research environment together with applied, policy-oriented research opportunities. Students receive state-of-the-art coursework training and can select from a wide array of specializations. For each specialization, a professional research environment is provided by Berlin’s universities and economic research institutes.

Program structure and curriculum
All PhD tracks offered in the PhD Program share the same structure and general curriculum. The program’s curriculum is divided into a qualification and a dissertation phase:
Qualification Phase
During the qualification phase (about three semesters), students acquire methodological and research-oriented training in mandatory course work in economic theory, applied economics, business studies, econometrics, and economic policy. Students define their research area and find supervisory support from two supervisors. They write research proposals that are discussed with faculty members individually and in seminars in order to provide early feedback on the scientific potential of research ideas. This is a central part of the PhD Program, in which the students have full flexibility in the choice of their research topics and of the supervisors. During this phase, students are funded through stipends that allow for this flexibility. In total, students have to complete a minimum of 90 ECTS credits in order to finish the qualification phase of the program.
Dissertation Phase
During the subsequent dissertation phase (about three years), students write a doctoral thesis while having the opportunity to apply their knowledge in the professional research environment that is provided at the Berlin universities and research institutes participating in the Berlin School of Economics. In this phase, students are typically employed at their supervisor’s chair or in research groups at research institutes.
The PhD will be awarded by one of the institutions in the Berlin School of Economics with the right to award doctoral degrees. In most cases, the PhD is awarded by the institution the student’s first supervisor is affiliated with.
