The essay is based on testimony Yannelis submitted to the U.S. Senate Committee on Banking, Housing, and Urban Affairs’ Subcommittee on Economic Policy in April 2021.

Education is the single highest-return investment most Americans will make, so getting our system of higher-education finance right is fundamentally important for U.S. households and the economy.

A key point in the student-loan debate is that the outcomes of borrowers vary widely. Undeniably, a significant number of borrowers are struggling, and are sympathetic candidates for some kind of relief. Student-loan balances have surged over the past decades. According to the New York Fed, last year student loans had the highest delinquency rate of any form of household debt.

Most student borrowers end up as higher earners who do not have difficulties repaying their loans. A college education is, in the vast majority of cases in America, a ticket to success and a high-paying job. Of those who struggle to repay their loans, a large portion attended a relatively small number of institutions—predominantly for-profit colleges.

The core of the problem in the student-loan market lies in a misalignment of incentives for students, schools, and the government. This misalignment comes from the fact that borrowers use government loans to pay tuition to schools. If borrowers end up getting poor jobs, and they default on their loans, schools are not on the hook—taxpayers pay the costs. How do we address this incentive problem? There are many options, but one of the most commonly proposed solutions is universal loan forgiveness.

Various forms of blanket student-loan cancellation have been suggested, but all are extremely regressive, helping higher-income borrowers more than lower-income ones. This is primarily because people who go to college tend to earn more than those who do not go to college, and people who spend more on their college education—such as those who attend medical and law schools—tend to earn more than those who spend less on their college education, such as dropouts or associate’s degree holders.

My own research with Sylvain Catherine of the University of Pennsylvania demonstrates that most of the benefits of a universal-loan-cancellation policy in the United States would accrue to high-income individuals, those in the top 20 percent of the earnings distribution, who would receive six to eight times as much debt relief as individuals in the bottom 20 percent of the earnings distribution. These basic patterns are true for capped forgiveness policies that limit forgiveness up to $10,000 or $50,000 as well.

Another problem with capped student-loan forgiveness is that many struggling borrowers will still face difficulties. A small number of borrowers have large balances and low incomes. Policies forgiving $10,000 or $50,000 in debt will leave their significant problems unaddressed.

While income phaseouts—policies that limit or cut off relief for people above a certain income threshold—make forgiveness less regressive, they are blunt instruments and lead to many individuals who earn large amounts over their lives, such as medical residents and judicial clerks, receiving substantial loan forgiveness.

A fact that is often missed in the policy debate is that we already have a progressive student-loan forgiveness program, and that is income-driven repayment.

If policy makers want to make sure that funds get into the hands of borrowers at the bottom of the income distribution in a progressive way, blanket student-loan forgiveness does not accomplish this goal. Rather, the policy primarily benefits high earners.

While I am convinced from my own research that student-loan forgiveness is regressive, this is also the consensus of economists. The Initiative on Global Markets at Chicago Booth asked a panel of prominent economists to weigh in on this statement: “Having the government issue additional debt to pay off current outstanding loans would be net regressive.” The panel included economists from leading institutions from both the left and the right. The results of the survey were telling. Not a single economist disagreed with the idea that student-loan forgiveness is regressive. This is because the facts are clear—to borrow a phrase commonly used, “The science is settled”—student-loan forgiveness is a regressive policy that mostly benefits upper-income and upper-middle-class individuals.

Another facet of this policy issue is the effect of student-loan forgiveness on racial inequality. One of the most distressing failures of the federal loan program is the high default rates and significant loan burdens on Black borrowers. And student debt has been implicated as a contributor to the Black-white wealth gap. However, the data show that student debt is not a primary driver of the wealth gap, and student-loan forgiveness would make little progress closing the gap but at great expense. The average wealth of a white family is $171,000, while the average wealth of a Black family is $17,150. The racial wealth gap is thus approximately $153,850. According to our paper, which uses data from the Survey of Consumer Finances, and not taking into account the present value of the loan, the average white family holds $6,157 in student debt, while the average Black family holds $10,630. These numbers are unconditional on holding any student debt.

Thus, if all student loans were forgiven, the racial wealth gap would shrink from $153,850 to $149,377. The loan-cancellation policy would cost about $1.7 trillion and only shrink the racial wealth gap by about 3 percent. Surely there are much more effective ways to invest $1.7 trillion if the goal of policy makers is to close the racial wealth gap. For example, targeted, means-tested social-insurance programs are far more likely to benefit Black Americans relative to student-loan forgiveness. For most American families, their largest asset is their home, so increasing property values and homeownership among Black Americans would also likely do much more to close the racial wealth gap. Still, the racial income gap is the primary driver of the wealth gap; wealth is ultimately driven by earnings and workers’ skills—what economists call human capital. In sum, forgiving student-loan debt is a costly way to close a very small portion of the Black-white wealth gap.

How can we provide relief to borrowers who need it, while avoiding making large payments to well-off individuals? There are a number of policy options for legislators to consider. One is to bring back bankruptcy protection for student-loan borrowers.

Another option is expanding the use of income-driven repayment. A fact that is often missed in the policy debate is that we already have a progressive student-loan forgiveness program, and that is income-driven repayment (IDR). IDR plans link payments to income: borrowers typically pay 10–15 percent of their income above 150 percent of the federal poverty line. Depending on the plan, after 20 or 25 years, remaining balances are forgiven. Thus, if borrowers earn below 150 percent of the poverty line, as low-income individuals, they never pay anything, and the debt is forgiven. If borrowers earn low amounts above 150 percent of the poverty line, they make some payments and receive partial forgiveness. If borrowers earn a high income, they fully repay their loan. Put simply, higher-income people pay more and lower-income people pay less. IDR is thus a progressive policy.

IDR plans provide relief to struggling borrowers who face adverse life events or are otherwise unable to earn high incomes. There have been problems with the implementation of IDR plans in the U.S., but these are fixable, including through recent legislation. Many countries such as the United Kingdom and Australia successfully operate IDR programs that are administered through their respective tax authorities.

Beyond providing relief to borrowers, which is important, we could do more to fix technical problems and incentives. We could give servicers more tools to contact borrowers and inform them of repayment options such as IDR, and we could also incentivize servicers to sign more people up for an IDR plan. But while we may be able to make some technical fixes, servicers are not the root of the problem in the student-loan market: a small number of schools and programs account for a large portion of adverse outcomes.

To fix this, policy makers can also directly align the incentives for schools and borrowers. For example, Brazil, which has had similar problems with its student-loan program, recently gave schools skin in the game by requiring them to pay a fee based on dropout and default rates. This helped align the incentives of the schools and the student borrowers. Making revenues go directly to schools from IDR plans, or implementing income-share agreements in which individuals pay an uncapped portion of their income, could also help align the incentives of schools, students, and taxpayers.

Federal student loans are an important part of college financing and intergenerational mobility. The root of our student-loan crisis is a misalignment of incentives. Since the problem has been so slow moving and continuous, I like the analogy of a frog slowly boiling in a pot of water over a flame. Policies such as student-debt cancellation are not extinguishing the flame—they aren’t fixing the incentive problem. All they do is move the frog into a slightly cooler pot of water. And if we don’t fix the core of the problem, even if we forgive $50,000 of debt for current borrowers, balances will continue to grow, and we will be facing a similar crisis in 10 or 20 years.

There are two main things to keep in mind when working on your essay structure: making sure to include the right information in each part, and deciding how you’ll organize the information within the body.

The first is that your argument should move from the simplest claim to the most complex . The body of a good argumentative essay often begins with simple and widely accepted claims, and then moves towards more complex and contentious ones.

For example, you might begin by describing a generally accepted philosophical concept, and then apply it to a new topic. The grounding in the general concept will allow the reader to understand your unique application of it.

The second principle is that background information should appear towards the beginning of your essay . General background is presented in the introduction. If you have additional background to present, this information will usually come at the start of the body.

The third principle is that everything in your essay should be relevant to the thesis . Ask yourself whether each piece of information advances your argument or provides necessary background. And make sure that the text clearly expresses each piece of information’s relevance.

The chronological approach (sometimes called the cause-and-effect approach) is probably the simplest way to structure an essay. It just means discussing events in the order in which they occurred, discussing how they are related (i.e. the cause and effect involved) as you go.

A chronological approach can be useful when your essay is about a series of events. Don’t rule out other approaches, though—even when the chronological approach is the obvious one, you might be able to bring out more with a different structure.

Alternating

In the alternating method, each paragraph compares your subjects in terms of a specific point of comparison. These points of comparison are therefore what defines each paragraph.

This is just what it sounds like: You define the problem, characterize a method or theory that may solve it, and finally analyze the problem, using this method or theory to arrive at a solution. If the problem is theoretical, the solution might be the analysis you present in the essay itself; otherwise, you might just present a proposed solution.

An essay isn’t just a loose collection of facts and ideas. Instead, it should be centered on an overarching argument (summarized in your thesis statement ) that every part of the essay relates to.

The way you structure your essay is crucial to presenting your argument coherently. A well-structured essay helps your reader follow the logic of your ideas and understand your overall point.

Comparisons in essays are generally structured in one of two ways:

  • The alternating method, where you compare your subjects side by side according to one specific aspect at a time.
  • The block method, where you cover each subject separately in its entirety.

It’s also possible to combine both methods, for example by writing a full paragraph on each of your topics and then a final paragraph contrasting the two according to a specific metric.

You should try to follow your outline as you write your essay . However, if your ideas change or it becomes clear that your structure could be better, it’s okay to depart from your essay outline . Just make sure you know why you’re doing so.

While many academic problems can be resolved if caught early and tackled with the help of professionals, some difficulties can persist for years, wreaking havoc on the student’s self-esteem and social relationships.

Conversely, academic skills can be protective influences for students, driving them to achieve their goals . Examples include staying organized, using time wisely, prioritizing effectively, concentrating on tasks, and keeping motivated. With all of the responsibilities that students need to manage at school and at home, these abilities are essential to their success.

Teachers and parents are often the first line of defense against academic problems. They should be attuned to any changes in the child’s behavior—such as a drop in grades, a sudden lack of interest in the classroom or at home, skipping classes, or a tendency to act out with teachers or peers or family members. These behaviors may signify an underlying cause that needs to be addressed. It’s important for adults to identify any contributing factors of trouble. A person’s physical health can have a powerful effect on academic performance, and vice versa. If adults see concerning behavior, they should find out if the student is experiencing a lack of sleep, poor nutrition , chronic illness , or a newly developed loss of vision or hearing.

Academic problems can also indicate a possible learning disability, such as  dyslexia  or  ADHD . In such cases, student performance may benefit from school accommodations, such as extra time on tests or additional visual or auditory learning aids for lessons. Parents may also want to consider whether there is a better fit for their child, including  placement in a special education classroom  with fewer students and specially trained staff.

Children and teens are more anxious than ever before. Risk factors like poor sleep and exposure to violence are on the rise. Parents and school personnel  need to know  how to identify the warning signs, deploying intervention immediately to prevent at-risk students from harming themselves and others.

Trouble at school can be both a symptom and a risk factor of mental health conditions. Students today are under extraordinary pressure to excel at academics and extracurriculars, leading to massive stress and worry. When students feel like they cannot measure up to these high and unfair standards, they may develop problems ranging from general anxiety to depression to thoughts of suicide .

Students also have to cope with greater insecurity and a feeling that the world is less safe, given the rise of political instability and violence at schools, particularly mass shootings . This can cause great emotional upset and make it difficult to perform at peak levels.

Ordinary disciplinary measures increase aggression in students. And in turn, this increases everyday violence. Students and teachers are on edge. Plus, anxiety about the possibility of a school shooting is common among students, parents, and school staff, despite the additional safety precautions that many schools are taking.

Students can build up resilience to the stress and anxiety they feel daily in several ways. They can cultivate strong relationships with their peers and teachers and look for opportunities to maximize their strengths as well as engage with the school community. They should also pay attention to their bodies and understand the importance of self-care—getting enough rest, hydrating, eating healthy foods, and exercising. 

Healthy ways to address these fears include making sure students have accurate information, keeping an open line of communication, asking questions rather than making statements, discussing emotions in an age-appropriate manner, and having students describe what would make them feel safer.

Students who are confident and successful in school tend to share particular academic strengths. While some of these skills may come more easily than others, with time and attention, students can build up their proficiency in most of these areas. Not only do colleges and universities look for these qualities when considering applicants, but they also will serve people well as they transition into the workforce and adult life. Attention to Detail: Someone with this strength is able to follow instructions while making fewer mistakes. They find it easier to focus on the task at hand and complete an assignment.

Cognitive Flexibility: The most successful students are cognitively flexible and able to adapt to new challenges and changes. A flexible mind moves from task to task, applying what was previously learned to new contexts and problems.

Communication: Humans are social by nature and communicating well, both orally and in writing, is crucial. The ability to clarify goals and expectations furthers cooperation .

Creativity : Innovation and the ability to think more abstractly are in high demand both academically and professionally. Creative thinkers generate great works of art as well as smart solutions to modern problems. Technology evolves daily and creativity is a valuable strength.

Critical Thinking and Problem Solving: Over time, students may forget the details of what they formally studied. However, the ability to think critically allows one to learn efficiently, identify problems, find solutions, evaluate progress, and make plans for the future.

Organization: Students must juggle competing demands, including school assignments, exams, extracurricular activities, family obligations, relationships, and more. Planning ahead, stating clear goals, prioritizing tasks, and managing time can help organizational skills.

Passion: Being thoroughly engaged in a subject can be a powerful motivation for students. A person who is curious and enthusiastic shows a commitment to learning, a positive quality that stands out.

Resilience : Even the best students face academic challenges. After a failure, the resilient learn from their failures and bounce back. They persevere and overcome new obstacles readily.

A thesis statement in a problem solution essay can be of two to three lines but irrespective of the length of the thesis statement, your thesis statement needs to clearly include,

Alleviation of poverty will ensure enhanced living standards for the people and will provide them with better growth opportunities.

Following the thesis statement, the last paragraph highlights the outline of the essay.

Introduction element: Outline of a problem-solving essay

The outline of the essay is the last paragraph of the introduction that will deliberately guide your readers toward the main body paragraphs of the essay. In the case of a problem solution essay, it is a kind of roadmap that will further guide your readers on the given problem and solutions they will encounter in the body paragraphs of the essay respectively.

However, it is essential to note that the outline should always summarize the solutions rather than discuss them in detail.

In this essay, firstly different problems that occur from poverty will be discussed in the essay, along with some of the statistics validating the issue. Secondly, the essay will possess some of the main causes of the problem. Lastly, different solutions will be discussed in the essay that can assist in reducing global poverty.

After the meticulous explanation, comes the body paragraphs of the essay.

How to write the body paragraph of a problem solution essay?

Body paragraphs are the cornerstone of the essay that requires the utmost research and attention to detail. There can be multiple paragraphs or even more depending upon the overall length requirement of the essay. You can choose to present the body paragraphs in two ways, block or point-by-point.

The block method in a problem solution essay refers to describing the problem first and then presenting all the required solutions. Whereas the point-by-point method in a problem-solution essay refers to presenting all the problems and solutions simultaneously rather than going through all problems and all solutions separately. In writing the body paragraph of the problem solution essay, you need to keep the 3 Es in mind which stands for explain, expand, and example.

To elaborate, in each paragraph you will start by explaining the topic sentence. This topic sentence will underline the problem or the solution that will be discussed in the paragraph. After explaining the topic sentence, you will elaborate your point by validly expanding the topic sentence and supporting the topic sentence by giving evidence (if possible).

For example, if you are describing the problem, you will use some statistics or research to validate the problem. Other than that, if you are providing a solution, you will use stats or research to validate how your given solution is the most effective remedy. Lastly, you can provide examples in the cases to explain the topic sentence more effectively.

Besides, the last line of the paragraph will be the transition sentence forming cohesion between the current paragraph and the next paragraph describing whether your next paragraph will present another aspect of the problem or will discuss the solution.

Everyone experiences difficulties with studying at one time or another, and overcoming these challenges is all part of the learning process, particularly when you have a large workload. Such issues range from temporary glitches to chronic lack of motivation and low productivity. It can take what feels like extraordinary will-power to overcome these issues, but the important thing to remember is that they can be conquered with the right attitude. In this article, we asked our experts from our Oxford Summer Courses to address some of the most common study problems that can afflict students at any stage in their education, and discuss some strategies for dealing with them.

1. You’re experiencing low motivation

Low motivation is one of the biggest problems you may have to tackle during your education. Without sufficient internal drive to achieve, getting through the sheer volume of work needed to gain your qualifications (whether GCSEs, A-levels or a degree) can feel impossible. Key to understanding low motivation is to figure out the reasons behind it; they’re not necessarily the same reasons for everyone. Low motivation may be experienced either for certain subjects, or across the board; some of the common causes of it include:

  • You are tired and stressed, with too much to do
  • There are other, more interesting things to do
  • You find the subject boring, or don’t enjoy it for some other reason
  • You don’t like your teacher for a certain subject
  • You have other things happening in your life, meaning studying doesn’t feel important right now
  • You’re not in the best of health, or not sleeping
  • You’re worrying about failure

Do you recognise any of the problems above in yourself? We’ll address many of these issues as we discuss specific problems one by one in the rest of this article. As well as taking specific steps towards overcoming these possible causes, putting together an action plan for tackling low motivation also means figuring out what motivates you. For example, is it:

  • The satisfaction of completing a task?
  • Good comments from teachers?
  • Being perceived as successful by your peers or parents?
  • Short-term rewards, such as a chocolate bar after a study session?
  • Long-term success, i.e. top grades and a place at your university of choice?

When you know what’s behind your low motivation, and you’ve worked out what will spur you on to achieve, you’ll be in a better position to tackle your problem head-on. The other tips in this article should be of use with this, as many of the other problems we discuss here have some sort of motivational problem at their root, or are what causes it. Keeping some motivational quotes by your desk may also help inspire you to keep going when you experience low motivation. The right diet helps, too; for example, eating very sugary foods for breakfast will cause a temporary sugar rush that will make you feel active initially, but will soon wear off, leaving you lethargic and unable to motivate yourself.

2. There are too many distractions

There are so many external stimuli these days that it’s little wonder that many students feel distracted. Social media, friends, phone, television, video games and outings all have a part to play in wreaking havoc on students’ ability to focus on studying. If you feel your productivity is suffering from a multitude of distractions, it’s time to change your working environment to one more conducive to studying. Creating the right environment for learning should be a relatively easy solution that will help you overcome the power of all these external distractions. Eliminate the things you know to be your weaknesses from your workspace. This could include your phone, the internet, the television and so on. Limit your socialising to weekends, and consider installing a browser app that stops you going on Facebook or your other favourite sites for certain periods of time (such as LeechBlock). If you need to use your computer for writing essays, try using an app that will fill the screen with whatever you’re working on, so that the internet isn’t a distraction; Dark Room is one such app that will create a distraction-free computer environment for you. If you find it impossible to get work done at home because of the number of distractions, try working somewhere else. The library would be a good place, as you can shut your phone away in your locker, and peace and quiet is guaranteed.

3. You have difficulty concentrating

Even when you’ve eliminated distractions, concentration can still be a major issue. It’s not just possible but common to lose focus and experience a dramatic drop in productivity. We’re probably all familiar with the feeling of sitting in front of a blank page, staring at it, unable to begin, our mind wandering. Procrastination is a symptom of lack of concentration (among other things); if you find yourself constantly checking Facebook or texting when you know you’re meant to be working, it’s a sure sign that you need to be taking steps to improve your concentration levels. Like low motivation, difficulty concentrating can be caused by a number of problems. If you’re unable to concentrate because you have something on your mind, you need to try to clear your head before you start working, else it will hinder your productivity. It may help to write the problem down on paper, or to talk to someone about it; going for a brisk walk or doing some exercise may also enable you to get it off your chest before you try to start work. If it’s a bigger personal problem, talking to the school counsellor about it may help get it off your chest or help you see the problem from a different, more manageable perspective.

Another possible reason for lack of concentration is that the task in front of you feels so enormous that you don’t know where to begin. A good way of combatting this problem is to break the task down into smaller, more manageable tasks. For example, rather than putting an entire essay on your agenda, divide up the tasks into smaller, more easily achievable goals: read a chapter of a book and make notes, write the essay plan, write the introduction, and so on. You could even break it down into numbers of words to be achieved: 100 words at a time, for example. Finding the right learning style for you may help you focus more easily, as battling on with trying to work in a style that doesn’t suit you is sure to be counterproductive. We all learn in different ways; some of us prefer to work in total isolation, while others prefer to learn in the company of fellow students; some people learn best from making diagrams and drawings, others from writing things out. Try experimenting with some different learning styles and see whether you can find a better approach to studying – one that will allow you to enjoy what you’re doing, retain information better, and focus more easily. Finally, it’s worth noting that difficulty concentrating can also arise from working too hard. If you’ve been working yourself into the ground and not having enough rest, try giving yourself some time off. The chances are that you’ll return to your desk feeling refreshed and much better able to concentrate.

4. You have difficulty remembering facts and figures

A common complaint among students at any stage in their education is that it’s difficult to remember all the information necessary for answering exam questions effectively. This is difficult enough when you’re only studying one subject, as at university, but when you’re studying numerous subjects, as at GCSE and A-level, remembering all the facts and figures from each of your subjects can seem a monumental task. Learning things properly in the first place will help your recollection come exam time, but if you really struggle to retain the necessary information, learning to utilise a few memory aids may help.

5. You don’t enjoy the subject you’re studying

At some stage in your education, it’s inevitable that you’ll encounter a subject that you don’t like. Whether it’s because you simply find it boring, or you feel you’re no good at it, or it seems a pointless subject that you won’t have any use for long-term, or you have an active hatred for it, such a dislike can have a big impact on your success in this subject. Not liking the teacher of this subject, or having an uninspiring teacher, can also lead to a dislike of the subject itself. A change of mindset will be necessary to overcome this problem. You need to be able to see the bigger picture, and how that problem subject fits into it. For a start, you don’t want a bad grade on your UCAS form that you’ll have to explain; you’ll need good marks across the board if you’re to get into the top universities. Keeping this longer-term goal in mind may help, but more immediate inspiration may be found from contemplating why we we study this subject. It’s on the curriculum for a reason, so think about what the skills are that you learn from this subject that can usefully be applied elsewhere, even if the actual knowledge itself may not be relevant to your career aims. Thinking about the importance of studying the subject, and of a good general knowledge , may help spur you on. If you dislike the subject because you feel you’re not very good at it – perhaps a bad grade has put you off? – the answer may lie in becoming more confident in this subject. You could devote a bit more time to getting better at it and you might find that you start enjoying it more. 6. You lack the right resources

This is arguably the easiest problem on this list to fix. Academic success relies on having access to the right resources, whether that’s the necessary books, equipment, a teacher to talk to, or anything else you need to learn effectively. If it’s books you need, ask your teacher to recommend some, so that you don’t inadvertently take your learning in the wrong direction. Equipment – such as a new laptop, stationery and so on – will be a matter to discuss with your parents. If there’s a compelling argument for investing in new equipment (such as a new laptop, or an iPad), speak to your parents about it and present your case. If you can convince them that these things will aid your studying, you’re in with a chance of persuading them. You could also consider the option of a UK summer school.

7. You struggle with time management

Studying at any level requires good time management, and if you find yourself struggling to meet deadlines, or you feel overwhelmed with work, or you frequently end up having to stay up late into the night to finish off a piece of homework, this is a sign that you need to work on your time management skills. This means becoming more organised, keeping a list of what needs to be done and by when, and getting started on homework as soon as you’re set it, rather than putting it off. It also means being more disciplined with your routine: getting up earlier, planning out your day, and making maximum productive use of the time you allocate to each of your subjects. A final note that may be of use: many of the problems we’ve discussed in this article can be overcome by getting into the right mindset. A positive mental attitude will go a long way towards helping you get back on track, whatever study problems you’re experiencing; here are ten ways of thinking to boost your studies for starters. Student achievement is a subject that attracts great concern from parents, teachers, administrators, and even policy makers. Despite the fact that teachers are mostly the victims of blame after poor academic performance, there are many factors that may make students perform poorly in their exams. Some of these factors can be controlled by teachers, while others are well beyond their control.

The main challenge in combating poor student performance in schools has been the identification of the aforementioned factors. School administrators should, therefore, ensure that they do all they can to establish the reason for non-performance of students. This paper is an exploration of some of the main cultural, ethnic, and socioeconomic factors that influence student performance.

There is a close relationship between the backgrounds of students and their performance. Some of the domestic problems that affect student performance include food insecurity, domestic violence and parents who abuse drugs (Andrews, 2005).Students also perform poorly due to health-related problems.

These include sight problems, poor hearing ability, and poor sleeping patterns (Andrews, 2005). The latter makes students unable to concentrate during lessons leading to poor performance. Combining education with work has also contributed to poor student performance. This is normally evident in mid-age students.

The pressure under which such students operate makes them unable to dedicate enough time to studies, and thus they end up performing poorly in their exams (Thomas, 2003). The students may also fail to see the meaning of education because they may give too much value to the money they make. This may make them commit more time to their jobs than the time they commit for studies.

Also among the factors influencing student performance is the fact that students may form ethnic groups in schools (Jacobson, 2003). These groups are usually formed by students who belong to a given ethnic community, and they negatively affect student performance since the activities of the groups tend to be non-academic. Other students may form peer groups which may negatively influence their members leading to poor academic performance (Andrews, 2005).

Given the devastating effect that the aforementioned issues have had on student performance, and the fact that attempts to curb them have been largely unsuccessful, there is need for a nuanced approach in dealing with them. Parents should ensure that they provide an environment conducive for student-growth.

This will be instrumental in ensuring that domestic problems do not impact student performance. Teachers, on the other hand, should ensure that they understand the special problems of their students, especially problems related to health, and come up with counter-measures for ensuring that students get the best out of class work.

There is also the need for teachers and school administrators to monitor students closely in order to ensure that their activities within the school are focused on academics (Thomas, 2003). Peer groups, and ethnic groups, should be strictly discourages because they have adverse effects on student performance. This will help to reduce influence within the school, and discourage laxity.

Administrators should also ensure that they address the issue of working students. The administration in schools should develop appropriate policies that will ensure working students get their best out of their education. Finally, students should be given periodic and holistic counsel to ensure that they do their best to get good grades.

Student Apathy Is a Big Classroom Challenge, Teachers Say. Cellphones Aren’t Helping

The stakes are high: Students have a lot of academic ground to make up following the pandemic. Yet they’re not fully engaged in the classroom, teachers report in a new national survey .

Nearly half of teachers—and 58 percent of high school teachers—say that their students showing little to no interest in learning is a major problem in their classroom. And 72 percent of high school teachers and a third of middle school teachers say that students being distracted by cellphones is a major problem.

Those results are from a new survey by the Pew Research Center of more than 2,500 public school teachers, which was conducted from Oct. 17 to Nov. 14. (The teachers surveyed are members of the RAND Corp.'s nationally representative American Teacher Panel.) The survey covers a wide breadth of topics, including teachers’ job satisfaction, workload, and challenges in the classroom.

About half of the teachers who responded to the survey gave low marks to both the academic performance and behavior of students at their school. Teachers from high-poverty schools are much more likely to hold these negative views than their peers at low-poverty schools.

When teachers were asked about the problems affecting students at their schools, poverty, chronic absenteeism (generally defined as missing 10 percent or more of school days for any reason), and anxiety and depression topped the list. More than a third of middle school teachers also cited bullying.

And inside the classroom, distractions reign.

Natoria Kennell-Foster, a 7th grade English/language arts teacher in Mississippi, said she’s still seeing the lingering effects of school shutdowns and remote learning in her classroom this year.

Some of her students are “really hungry to learn,” she said. “They want all the things I have to give.”

Others, however, are still not used to the structure of the school day and have been reluctant to engage in class, she said: “Pulling them in can be difficult.”

Kennell-Foster said she’s found some success by pairing her eager students with the disengaged ones. And she’s optimistic that some of these problems will dissipate in the next few years.

“The further we’ve been removed from quarantine, each year has gotten a little closer to being normal,” Kennell-Foster said.

Cellphones are an ‘addiction,’ teachers say

While 71 percent of high school teachers say their school or district has policies regarding students’ use of cellphones in the classroom, 60 percent said those policies were difficult to enforce.

Tamika Kimble, an 8th and 9th grade science teacher at Sylvan Hill Junior High School in Sherwood, Arkansas, has a sign posted in her classroom that cellphones are not allowed. Even so, she frequently has to confiscate phones.

“Sometimes I’ll be teaching, and I notice their heads are down—I know they’re on their phones,” Kimble said. “If I’m paid to teach you to learn something, that’s what I need you to do. I’m not going to allow you to play games on your phone. You are there to learn.”

Yet keeping students engaged in instruction and off their phones is a constant battle for many teachers.

“It’s like an addiction,” said Kelly Chevalier, a science teacher at Crown Point High School in northwest Indiana. “They can’t put them away for any amount of time.”

Her students are constantly messaging their friends, scrolling social media, Googling information, listening to music, watching shows, and playing games on their phones.

And when students were told to turn their phones off and put them away for the duration of a standardized exam, they panicked: “The idea of being without their phone for three hours—it literally causes some of them physiological anxiety,” Chevalier said.

Chevalier said she sees phones akin to cars. Parents would never give their children the car keys and tell them to drive without any preparation, she said. Students need to learn how to use phones—and the unfettered access to a world of both information and mis- and disinformation—responsibly, too.

Yet parents are not always partners in teachers’ efforts to stem the use of phones in class, teachers say.

Sometimes, Chevalier will tell a student to put away their phone—and they’ll respond that they’re texting their mom, who’s asking them what they want from the store.

Kimble said she’s experienced pushback from parents when she or school leaders have taken students’ phones.

“The parents feel like, ‘This is my phone, I bought it. You have no right to take it,’” Kimble said. “But this is my classroom. I have a right to take it, and I have a right to teach.”

The Pew survey found that 79 percent of teachers say parents do too little when it comes to holding their children accountable if they misbehave in school. Sixty-three percent of all teachers—and three-fourths of high school teachers—say parents do too little to ensure their children’s attendance.

“I think one striking finding [from the survey] is that while teachers navigate through all these challenges, they just don’t feel like they’re getting the support or reinforcement they need from parents,” said Luona Lin, a research associate at Pew Research Center.

Most teachers—65 percent—do say that parents show appreciation for their efforts at least sometimes, with about a quarter saying it happens frequently.

Even so, 40 percent of teachers say that parents at least sometimes communicate with them in a disrespectful way.

Teachers are less satisfied with their jobs than other workers

Only a third of teachers say they’re “extremely” or “very” satisfied with their job overall, compared to about half of all U.S. workers. EdWeek’s The State of Teaching survey , released last month, found similar themes of low morale, an ambivalence toward recommending their profession to loved ones, and a heavy workload.

Indeed, the Pew survey found that more than 8 in 10 teachers said there’s not enough time in the day to get all their work done—mostly because they simply have too much work to do, respondents said, but also because they have other responsibilities, like hallway or lunch duty, that cut into their core work .

A strong majority of teachers said their job is often stressful (77 percent) or overwhelming (68 percent). Smaller majorities said their job is often fulfilling (56 percent) or enjoyable (53 percent).

Female teachers are more likely than male teachers to say their job is frequently stressful or overwhelming. Similarly, female teachers are more likely to say that work-life balance is difficult for them to achieve.

Lin pointed to prior Pew research that shows that female workers overall are more likely than male workers to say their job is stressful and overwhelming all or most of the time. That’s perhaps in part because research shows women in opposite-sex marriages typically take on a heavier load at home with household chores and caregiving responsibilities.

The Pew survey also found that 82 percent of teachers say that the overall state of public K-12 education has gotten worse in the last five years, with large shares pointing to the current political climate, the lasting effects of the pandemic, and changes in the availability of funding and resources.

About half of teachers expect the state of education to be worse five years from now.

Meanwhile, Pew separately surveyed about 5,000 U.S. adults in November and found that about half say the public K-12 education system is going in the wrong direction . Just 16 percent say it’s going in the right direction; the rest aren’t sure.

Large shares of people who held a negative view of the education system pointed to the following reasons: schools are not spending enough time on core academic subjects; teachers are bringing their personal political and social views into the classroom; and schools don’t have the funding and resources they need.

Lin highlighted the fact that while both teachers and the general public hold a largely negative view of education, their reasons for doing so are mostly different.

“All these issues that teachers are facing in the classroom ... they’re not known to the general public,” she said. “We definitely hope that our report sparks some discussion.”

In addition to asking public K-12 teachers about issues they see at their school, we asked how much each of the following is a problem among students in their classroom :

  • Showing little to no interest in learning (47% say this is a major problem)
  • Being distracted by their cellphones (33%)
  • Getting up and walking around when they’re not supposed to (21%)
  • Being disrespectful toward the teacher (21%)

Some challenges are more common among high school teachers, while others are more common among those who teach elementary or middle school.

  • Cellphones: 72% of high school teachers say students being distracted by their cellphones in the classroom is a major problem. A third of middle school teachers and just 6% of elementary school teachers say the same.
  • Little to no interest in learning: A majority of high school teachers (58%) say students showing little to no interest in learning is a major problem. This compares with half of middle school teachers and 40% of elementary school teachers. 
  • Getting up and walking around: 23% of elementary school teachers and 24% of middle school teachers see students getting up and walking around when they’re not supposed to as a major problem. A smaller share of high school teachers (16%) say the same.
  • Being disrespectful: 23% of elementary school teachers and 27% of middle school teachers say students being disrespectful toward them is a major problem. Just 14% of high school teachers say this.

Policies around cellphone use

About eight-in-ten teachers (82%) say their school or district has policies regarding students’ use of cellphones in the classroom. Of those, 56% say these policies are at least somewhat easy to enforce, 30% say they’re difficult to enforce, and 14% say they’re neither easy nor difficult to enforce.

High school teachers are the least likely to say their school or district has policies regarding students’ use of cellphones in the classroom (71% vs. 84% of elementary school teachers and 94% of middle school teachers).

Among those who say there are such policies at their school, high school teachers are the most likely to say these are very or somewhat difficult to enforce. Six-in-ten high school teachers say this, compared with 30% of middle school teachers and 12% of elementary school teachers.

Verbal abuse and physical violence from students

Most teachers (68%) say they have experienced verbal abuse from their students, such as being yelled at or verbally threatened. About one-in-five (21%) say this happens at least a few times a month.

Physical violence is far less common, but about one-in-ten teachers (9%) say a student is physically violent toward them at least a few times a month. Four-in-ten say this has ever happened to them.

Differences by school level

Elementary school teachers (26%) are more likely than middle and high school teachers (18% and 16%) to say they experience verbal abuse from students a few times a month or more often.

And while relatively small shares across school levels say students are physically violent toward them a few times a month or more often, elementary school teachers (55%) are more likely than middle and high school teachers (33% and 23%) to say this has ever happened to them.

Differences by poverty level

Among teachers in high-poverty schools, 27% say they experience verbal abuse from students at least a few times a month. This is larger than the shares of teachers in medium- and low-poverty schools (19% and 18%) who say the same.

Experiences with physical violence don’t differ as much based on school poverty level.

Differences by gender

Teachers who are women are more likely than those who are men to say a student has been physically violent toward them. Some 43% of women teachers say this, compared with 30% of men.

There is also a gender difference in the shares of teachers who say they’ve experienced verbal abuse from students. But this difference is accounted for by the fact that women teachers are more likely than men to work in elementary schools.

Addressing behavioral and mental health challenges

Eight-in-ten teachers say they have to address students’ behavioral issues at least a few times a week, with 58% saying this happens every day .

A majority of teachers (57%) also say they help students with mental health challenges at least a few times a week, with 28% saying this happens daily.

Some teachers are more likely than others to say they have to address students’ behavior and mental health challenges on a daily basis. These include:

  • Women: 62% of women teachers say they have to address behavior issues daily, compared with 43% of those who are men. And while 29% of women teachers say they have to help students with mental health challenges every day, a smaller share of men (19%) say the same.
  • Elementary and middle school teachers: 68% each among elementary and middle school teachers say they have to deal with behavior issues daily, compared with 39% of high school teachers. A third of elementary and 29% of middle school teachers say they have to help students with mental health every day, compared with 19% of high school teachers.
  • Teachers in high-poverty schools: 67% of teachers in schools with high levels of poverty say they have to address behavior issues on a daily basis. Smaller majorities of those in schools with medium or low levels of poverty say the same (56% and 54%). A third of teachers in high-poverty schools say they have to help students with mental health challenges every day, compared with about a quarter of those in medium- or low-poverty schools who say they have this experience (26% and 24%).

Gen Z wants student loan forgiveness without any accountability. It doesn't work that way.

My generation has a political problem. We gravitate toward quick fixes for massive problems that plague our country. The generation raised on instant gratification, to little surprise, is looking for the same in politics and government.

On no other issue is this more apparent than the student loan crisis. Rather than targeting the root of the problem of federally subsidized student loans, President Joe Biden has instead pushed forward the Band-Aid fix of blanket student debt cancellation in order to score a cheap political win with America's youth. 

On the 2020 campaign trail, candidate Biden championed his plan to "immediately cancel a minimum of $10,000 of student debt per person." That empty promise appears to have worked the first time around, as he captured 65% of the Gen Z vote , compared with Trump’s 31%.

So is it any surprise that Biden's promise to eliminate student debt went on to be one of his administration's major policy moves? That might be why 77% of voters ages 18-29 said student debt relief was a motivating factor for their turnout in the midterm elections.

Gen Z's support for Biden's student debt plan is maddening

On the issue of student loans, Gen Z broadly favors blanket debt cancellation similar to Biden’s proposed plan. Almost 60% of those born in 1997 or later support the plan that has since been struck down by the Supreme Court , compared with just 46% of all voters in swing states.

Maddeningly enough, that same Bloomberg News/Morning Consult survey reveals Gen Z is far less literate on the details of the plan than other generations, with 42% reporting they had heard “not much” or “not at all” of the plan, compared with just 30% of all other voters in swing states.

I struggle to come up with a term to describe my generation on this issue besides “entitled.” Not only are we broadly in favor of other people paying off our debts, a majority of whom do not hold a bachelor's degree or higher, we don’t even have the decency to be more aware of the issue than generations that are more likely to have already paid off their loans.

A sobering truth for young Americans needs to be heard. You do not have the right to demand other people pay off your poor financial decisions. 

Gen Z should push Congress to find a long-term solution

Biden’s plan was not only unwise but also unconstitutional at its core, as highlighted by the Supreme Court when it struck down the plan last June . While I think this course of action is unwise and immoral, Gen Z has a better chance of accomplishing debt relief through Congress, which is responsible for the power of the purse.

Gen Z isn't going away: Don't believe the narrative that Gen Z will vote Biden. My generation is up for grabs.

Blanket cancellation does nothing to combat the problem of the student loan crisis. In fact, it would only serve as a further incentive for students to attend colleges they can’t afford, obtaining degrees that give them little chance of allowing them to pay off the debt they accrued in the process.

Congressional efforts are much better geared toward legislation curtailing the federal student lending programs that have gotten us into this mess in the first place.

The problem is federal involvement in student loans

Our government’s involvement in the student debt crisis is clearly unacceptable. Federal lending programs now offer aid to the vast majority of students.

A 2017 study from the Federal Reserve indicates that for every dollar of federal student loans an institution receives, it's able to raise the cost of attendance by 60 cents. 

In a time when 37% of graduates report being unable to afford their monthly loan repayment , a short-term fix like cancellation will do nothing to prevent future generations from suffering the same fate. Young voters should look to other methods to sway their vote for actual change on the issue, not false promises attempting to bribe them. 

Gen Z should concentrate our efforts on voting for candidates who promise actual change on the issue, or better yet, take personal responsibility for financial decisions. Understanding your financial decision in attending college, rather than blaming politicians for not stealing other people’s money to pay your debt, is a much better use of your time and will lead to better results for your future.

What to know about Biden’s latest attempt at student loan cancellation

WASHINGTON (AP) — President Joe Biden is taking another shot at student loan cancellation, hoping to deliver on a key campaign promise that he has so far failed to fulfill.

In a visit to Wisconsin on Monday, Biden detailed a proposal that would cancel at least some debt for more than 30 million Americans. It’s been in the works for months after the Supreme Court rejected Biden’s first try at mass cancellation.

Biden called the court’s decision a “mistake” but ordered the Education Department to craft a new plan using a different legal authority. The latest proposal is more targeted than his original plan, focusing on those for whom student debt is a major obstacle.

Here’s what to know about the new plan:

HOW IS THIS DIFFERENT FROM BIDEN’S FIRST PLAN?

Biden’s first attempt at widespread student loan cancellation would have erased $10,000 for borrowers with yearly incomes of up to $125,000, plus an additional $10,000 if they received federal Pell grants for low-income students. It was estimated to cost $400 billion and cancel at least some student debt for more than 40 million people.

The Supreme Court rejected that plan last year, saying Biden overstepped his authority.

The new plan uses a different legal justification — the Higher Education Act, which allows the secretary of education to waive student loan debt in certain cases. The Education Department has been going through a federal rulemaking process to clarify how the secretary can invoke that authority.

The new plan targets five categories of borrowers, focusing on those believed to be in the greatest need of help. It would provide relief to an estimated 30 million borrowers. The administration has not said how much the plan would cost.

WHO’S ELIGIBLE?

Biden’s new proposal would offer cancellation to five categories of borrowers.

The widest-reaching provision aims to reset student loan balances for borrowers who have seen their debt grow because of unpaid interest. It would cancel up to $20,000 in interest for Americans who now owe more than they originally borrowed. That cap wouldn’t apply for individuals who make less than $120,000 a year or couples who earn less than $240,000 and also are enrolled in an income-driven repayment plan.

The Education Department says 25 million people would be eligible for that relief, including 23 million who would get their interest erased entirely.

Borrowers who are eligible for other federal forgiveness programs but haven’t applied would also get their loans canceled under the new proposal. It applies to the Public Service Loan Forgiveness program and income-driven repayment plans, among others. It’s meant to help people who missed out on forgiveness because of complex paperwork, bad advice or other obstacles. An estimated 2 million people would be eligible for that help.

All debt would be canceled for borrowers who have been repaying undergraduate loans for 20 years or more, or 25 years for those with graduate school debt. The Biden administration says it would erase loans for more than 2 million people.

Those who attended college programs of “low financial value” would be eligible for forgiveness. The plan would cancel debt for borrowers who went to institutions that lost eligibility for federal education funding because they cheated students. It would also cancel loans for people who went to college programs that left graduates with low incomes compared to their student loans.

A final category would cancel loans for Americans facing hardship that prevents them from repaying their student loans. The rule would allow the Education Department to cancel debt for borrowers who are considered highly likely to default on their loans, and it would create an application system for individuals to detail other forms of hardship.

DO I NEED TO APPLY?

Most of the cancellation would be done automatically with no need to apply. That would be the case for the interest cancellation, borrowers with older loans, those that attended low-value programs, and those eligible for other cancellation programs.

There’s one exception: If borrowers want to make a case that they face some sort of hardship that merits cancellation, they would need to apply individually.

WHEN WILL I GET RELIEF?

The Biden administration says some debt could be canceled as soon as this fall, including interest that has snowballed on top of borrowers’ loans.

That timeline would require some maneuvering. The Education Department said it plans to release a formal proposal in the “coming months.” That would usually be followed by a public comment period of 60 days. Then if the rule is finalized by Nov. 1, it would usually take effect the following July — in this case, July 2025.

But the Higher Education Act authorizes the education secretary to fast-track rules for “early implementation” in some cases. The Biden administration recently used that power to accelerate student loan cancellation offered through a new federal repayment plan. Invoking that authority could allow Biden to start canceling debt later this year.

IS THIS A SURE THING?

Anything but. The Biden administration says it’s confident that the plan is allowed by the Higher Education Act. But loan cancellation of this type is uncharted territory, and conservative opponents are expected to challenge Biden’s plan in court.

Republicans have repeatedly fought Biden’s plan for student loan cancellation, saying it’s an unfair benefit shouldered by taxpayers who repaid their loans or didn’t go to college. Opponents say the Supreme Court was clear that widespread loan cancellation must come from Congress.

If Biden’s plan faces a lawsuit, courts could order the administration to halt cancellation until legal questions are sorted out. That scenario could leave the plan on hold beyond the November presidential election. Even if it survives legal challenges, a Donald Trump victory would spell almost certain doom for Biden’s plan.

CAN CANCELLATION BE REVERSED?

If Biden’s plan is overturned after the administration starts canceling loans, it would present a thorny question: Can forgiven student loans be unforgiven?

Technically, there are ways that canceled student debt can be reinstated. But doing it on such a large scale could be difficult and costly, requiring heavy work from loan servicers contracted to work for the Education Department.

It could also be politically fraught to reinstate debt after it’s been forgiven. Ultimately it could be up to the courts to decide how to handle debt that’s already been canceled.

And again, it’s for the good of our economy that’s growing stronger and stronger, and it is, by freeing millions of Americans from this crushing debt of student debt. President Biden on Monday announced a large-scale effort to help pay off federal student loans for tens of millions of American borrowers, seeking an election-year boost by returning to a 2020 campaign promise that was blocked by the Supreme Court last year.

Mr. Biden’s new plan would reduce the amount that 25 million borrowers still owe on their undergraduate and graduate loans. It would wipe away the entire amount for more than four million Americans. Altogether, White House officials said, 10 million borrowers would see debt relief of $5,000 or more.

“While a college degree still is a ticket to the middle class, that ticket is becoming much too expensive,” Mr. Biden said during a speech to a small but enthusiastic audience filled with supporters. “Today, too many Americans, especially young people, are saddled with too much debt.”

Mr. Biden announced the plan in Madison, Wis., the capital of a critical swing state and a college town that symbolizes the president’s promise to make higher-education affordability a cornerstone of his economic agenda.

But it is a promise he has so far failed to achieve, largely because of legal challenges from Republicans and other critics. They accuse Mr. Biden of unlawfully using his executive authority to enact a costly transfer of wealth from taxpayers who have not taken out federal student loans to those who have.

Officials did not say how much the new plan would cost in coming years, but critics have said it could increase inflation and add to the federal debt by billions of dollars.

Mr. Biden said his new effort would help the economy by removing the drag of enormous debt from people who would otherwise not be able to buy a home or pursue a more economically sound future.

“We’re giving people a chance to make it,” Mr. Biden said. “Not a guarantee. Just a chance to make it.”

Mr. Biden’s announcement was a presidential do-over. In the summer of 2022, he put in motion a plan to wipe out $400 billion in student debt for about 43 million borrowers. That was blocked by the Supreme Court , which said he exceeded his authority. In the months since, Mr. Biden has waived small amounts of debt using existing programs. But now he is attempting a larger effort closer to the scale of his first try.

The original plan relied on a law called the HEROES Act, which the administration argued allowed the government to waive student debt during a national emergency like the Covid pandemic. The justices disagreed after Republican attorneys general and others challenged the debt waiver plan.

The new approach is different.

For months, Mr. Biden’s Education Department has been developing regulations using a long process authorized by the Higher Education Act. Instead of an across-the-board waiver of debt, the new approach targets five groups of borrowers: those whose loans have ballooned because of interest; borrowers who have been paying for decades; those who have economic hardship; people who qualify for existing debt relief programs but have not applied; and people whose loans come from schools that have since been denied certification or have lost eligibility for federal student aid programs.

Administration officials said because the new approach is based on a different law, it is more likely to survive the expected challenges. They said lawyers for the White House and the Education Department have studied the Supreme Court ruling and have designed the new program to make sure it does not violate the principles laid out by the justices.

But lawyers for those who oppose the approach are likely to argue that waiving the debt is unfair to those who already paid back their loans or never took out college loans in the first place. That argument helped sway the justices in the last case.

Neal McCluskey, the director of the Center for Educational Freedom at the Cato Institute, called the new plan “dangerous policy” that is unfair to taxpayers and would cause colleges and universities to raise their prices.

“The Constitution gives Congress, not the president, the authority to enact law, and the Supreme Court has already struck down a unilateral, mass student debt cancellation scheme by the Biden administration,” he said. “It would stick taxpayers with bills for debts other people chose for their own financial advancement.”

The legal challenges will likely take months to resolve, and that could leave the debt relief plan in limbo as voters go to the polls in November to choose between Mr. Biden and former President Donald J. Trump.

Members of Mr. Biden’s administration fanned out across the country on Monday to talk about the new plan, betting that it will rally support among voters who were disappointed that the court blocked the first one, which would have eliminated up to $20,000 in debt for tens of millions of borrowers. Vice President Kamala Harris held a round-table discussion with a teacher, a nurse and a social worker in Philadelphia. Miguel A. Cardona, the education secretary, spoke in New York City.

“We need you to stay in these jobs doing this work,” Ms. Harris said in the library of an elementary school. “And you shouldn’t have to make a decision about whether you serve or are able to pay your bills.”

But beyond the threat of legal action, the president faces steep obstacles just because of the calendar. The new plan has not yet been published in the Federal Register, which will kick off a required, monthslong public comment period before it can take effect. Officials said on Sunday only that they hoped some of the provisions would begin going into effect in “early fall” of this year.

Administration officials hope that the president’s supporters will give him credit for trying, even if many of the borrowers do not end up seeing any relief before they go to the ballot box. Andrew O’Neill, the legislative director for Indivisible, a liberal advocacy organization, praised Mr. Biden’s announcement.

“Progressives have led the fight for student debt cancellation, and Joe Biden has responded,” he said in a statement. “More than 30 million folks will now get relief from Biden’s programs. That’s a huge deal.”

White House officials have been scrambling for months to respond to the anger about student loans among the president’s base. In one poll released last month, more than 70 percent of young people said the issue of student loan forgiveness was “important” or “very important” to them as they make their decision in the 2024 election campaign.

Officials said the five groups of people targeted in the new plan will address most of the egregious issues that some borrowers have with their student loans.

People whose loans have grown beyond the amount they originally borrowed because of interest would have up to $20,000 of that interest wiped away, leaving them to repay only the amount they originally borrowed. People making less than $120,000 a year, or couples making less than $240,000, would qualify to have all of their interest forgiven.

Officials said that 23 million people would most likely have all of their interest-related balances waived from that provision.

About two million borrowers who already qualify to have their student loans waived under existing programs have not applied for relief. Under the new rules, the Education Department would be authorized to cancel the debt for those people without their having to apply.

People who took out federal student loans for undergraduate degrees and began repaying them more than 20 years ago would automatically have the debt canceled under the new plan. Graduate students who borrowed money and began repaying 25 years ago would have their debt canceled.

Officials said that about 2.5 million people would qualify under that rule.

People who borrowed money to attend colleges that have since lost their certification or their eligibility to participate in the federal student aid program would have their debt canceled. Officials did not say how many people that would affect. And people who are especially burdened with other expenses — such as high medical debt or child care — could apply to have their student loans forgiven.

Officials did not estimate how many people might qualify for what they called the “hardship” programs.
