Tuition fees, rent, cost of living, and even student visa applications don’t come cheap .

  • According to US News & World Report, average tuition at US private colleges grew by about 4% in 2022 to just under US$40,000 per year. For a public in-state school, that cost was $10,500, a 0.8% increase for in-state students and about 1% for out-of-state students.
  • London, the QS Best Student City 2024 (and for the fifth year running), has rent prices that go up to US$2,776 per month for a one-bedroom apartment in the city centre. The monthly cost of living, including groceries, transportation, utilities, and entertainment, is estimated at around US$1,366.
  • In Australia, talks of raising student visa application fees from US$497 to US$1,656 are underway . Applicants must pay this fee regardless of whether or not they secure a visa. Australia already has one of the most expensive visa application fees, second only to the UK, at a whopping US$615.

It’s no wonder that students are — and have been — looking elsewhere. In particular, Canada has always been seen favourably amongst international students for various reasons.

A 2023 report by IDP Connect, a global student recruitment firm, reveals that more than 21,000 students from 100 countries picked Canada as the most popular destination to study abroad.

With top-ranked universities, global hubs, and the opportunity to obtain Post-Graduate Work Permits (PGWP), it’s unsurprising that Canada has seen its international student population triple over the past decade .

Beyond that, the country has over 90 public institutes offering more than 15,000 programmes, with the majority being taught entirely in English. Before diving into the most affordable Canadian universities, it’s worth mentioning that Canada has a great lifestyle for those making a life on their shores. 

While the cost of living may vary depending on location, international students can opt for affordable accommodation options during their stay. For those who stay on as permanent residents, the country has much more to offer.

Public schools are free for children aged five to 18. This includes children of permanent residents, work permit holders and study permit holders.

Most provinces have publicly funded healthcare plans , with some areas covering work permit holders and international students . Many essential health services are either free of charge or greatly subsidised.

The university dates back to 1878, with roots running deep in Montreal, known as one of the least expensive cities to live in Canada’s Québec province.

Research is the core of UdeM – the university receives over US$650 million in research funding annually. UdeM boasts an impressive 465 research units alongside its affiliated schools, HEC Montréal and École Polytechnique de Montréal.

Memorial University of Newfoundland

Canadian Mennonite University

The Canadian Mennonite University (CMU) is a Christian university, well-known for its courses in biblical and theological studies . It was founded in 1999 by the Mennonite Church of Canada and is located in Winnipeg, Manitoba. 

Here, students can choose from internationally accredited programmes across diverse disciplines, catering to undergraduate and postgraduate studies.

The university also offers a short, one-year Pre-Professional Studies programme that helps students complete required courses for professional programmes not offered at CMU, such as agriculture, dentistry, education and more. Upon completion, students can apply for their desired degree in another university. 

CMU’s 3-credit-hour undergraduate course costs around US$570 to US$890, while a graduate course goes up to US$920. An international student taking a full-time course while living on-campus with the in-house meal plan can expect to pay around US$14,000 a year. 

University of Northern British Columbia

The University of Northern British Columbia (UNBC) is a public university in Prince George, British Columbia. It stands out amongst its kind, offering cheap programmes, a small student-to-faculty ratio of 16:1 and excellent support services such as mental health counselling , career guidance , and academic advising. 

The university offers over 50 programmes across three faculties – arts, science, and professional studies – ranging from undergraduate to graduate levels. Despite the small size of the university and its population, it has a research income of over US$11,050,000, reflecting the institute’s reputation as one of Canada’s best small universities .

It’s one of the cheapest universities in the country due to its unique fee structure. Tuition fees are determined by the programme, with undergraduate student tuition fees starting from US$144 to US$610 per credit hour. Tuition fees cost an average of US$9,500 a year.

Brandon University

Brandon University prides itself on being Canada’s finest regional university , committed to being the primary provider of university education to high school graduates in the region. In addition to low tuition rates, they offer comprehensive financial aid packages for students too. 

The university works to provide affordable education and lifelong learning for all in Manitoba. Here, students can explore fields related to art and music, politics and sports, and more from both undergraduate and postgraduate levels.

University of Guelph

The University of Guelph (U of G) is one of Canada’s oldest public universities, with roots dating back to 1964. U of G is known for its excellence in the arts and sciences and its commitment to developing exceptional thinkers and engaged citizens, coupled with a beautiful campus and a welcoming international community. 

With seven academic departments and numerous research centres , the university offers more than 90 undergraduate degrees, 48 master’s programmes, and 23 doctoral programmes.

University of Saskatchewan (USask) aspires to be the university the world needs. Canadian science gets biggest boost to PhD and postdoc pay in 20 years

Researchers in Canada got most of what they were hoping for in the country’s 2024 federal budget, with a big boost in postgraduate pay and more funding for research and scientific infrastructure.

“We are investing over $5 billion in Canadian brainpower,” said finance minister Chrystia Freeland in her budget speech on 16 April. “More funding for research and scholarships will help Canada attract the next generation of game-changing thinkers.”

Canadian PhD students and postgrads plan mass walkout over low pay

Postgraduate students and postdoctoral researchers have been advocating for higher pay for the past two years through a campaign called Support Our Science. They requested an increase in the value, and number, of federal government scholarships, and got more than they asked for. Stipends for master’s students will rise from Can$17,500 (US$12,700) to $27,000 per year, PhDs stipends that ranged from $20,000 to $35,000 will be set to a uniform annual $40,000 and most postdoctoral-fellowship salaries will increase from $45,000 to $70,000 per annum. The number of scholarships and fellowships provided will also rise over time, building to around 1,720 more per year after five years.

“We’re very thrilled with this significant new investment, the largest investment in graduate students and postdocs in over 21 years,” says Kaitlin Kharas, a PhD student at the University of Toronto, Canada, and executive director of Support Our Science . “It will directly support the next generation of researchers.”

Although only a small proportion of students and postdoctoral fellows receive these federal scholarships, other funders tend to use them as a guide for their own stipends.

Many postgraduates said that low pay was forcing them to consider leaving Canada to pursue their scientific career, says Kharas, so this funding should help to retain talent in the country.

“This is going to move us from a searing brain drain to a brain gain, and position us to compete on the world stage,” says Chad Gaffield, chief executive of the U15 Group of Canadian Research Universities, based in Ontario, which supported the campaign.

‘Determined to thrive’

The budget also includes marked boosts for basic research. There is an extra $1.8 billion over five years in core funding for the three federal grant-awarding research councils, as well as $400 million for upgrades to the TRIUMF particle accelerator in Vancouver, and more cash for several other large facilities and institutes across the country. There will also be more than $2 billion for the artificial-intelligence sector in Canada.

“[This budget] really emphasizes that Canada is determined to thrive in the twenty-first century based on science and research,” says Gaffield.

Canada announces new innovation agency — and it’s not modelled on DARPA

Others have pointed out that the vast majority of the money in the budget for the research councils is backloaded, with just $228 million coming in the next two years. This means that the gains will be slow, and could be vulnerable to changes in the political climate, says Alex Usher, president of Higher Education Strategy Associates, a consultancy in Toronto. “Do not count on this money being there after an election,” he posted on X (formerly Twitter). Canada’s next federal election is due in October 2025, and the opposition Conservative Party is campaigning on reigning in spending.

The budget also makes some changes to how science funding is organized. Instead of ten different programmes for scholarships and fellowships, with differing levels of support, there will now be a single programme with just three levels — master’s degrees, PhDs and postdoctoral fellowships. Kharas says that this should simplify the system.

The government will also create a new “capstone” research-funding organization to better coordinate the work of the three granting councils and “help to advance internationally collaborative, multi-disciplinary and mission-driven research”, the budget says. It will also create an advisory Council on Science and Innovation, comprised of leaders from academia, industry and the non-profit sector, which will develop a national science-and-innovation strategy to guide priority setting and increase the impact of federal investments. “This should help move us towards a more efficient, well-coordinated and nimble way of supporting research in Canada,” says Gaffield. “I look forward to working with the government to optimize it.”

Canadian budget pledges major investment in research and students

After flat research funding drew complaints last year from universities, new plan warmly welcomed.

The Trudeau administration has outlined a new Canadian budget that promises billion of dollars in additional investment in academic research and student aid, cheering institutions after a disappointing initial outline this winter.

The  new federal budget  for the 2024-25 cycle includes a five-year gain of 30 per cent in spending for the nation’s three research funding agencies, plus a C$1.1 billion (£640 million) hike in interest-free student loans and grants.

It also provides a “substantial increase in the value and number” of graduate scholarships and postdoctoral fellowships, and new funding for student mental healthcare,  according to  Universities Canada, the nation’s chief higher education grouping.

The Trudeau plan is designed to “attract and increase investment, enhance productivity, and encourage the kind of game-changing innovation that will create good-paying and meaningful jobs and keep Canada at the economic forefront”, the government said in  announcing its budget .

Canadian universities, after  bemoaning a lack of attention  to  their interests  in the November budget announcement, showered the Trudeau administration in praise for this version.

“By prioritising research, scholarships and mental health, today’s budget represents progress for students and university research across the country,” the Universities Canada president, Gabriel Miller, said in  summarising the blueprint .

It returns Canada to “the winning strategy that was launched in the late 1990s to prepare Canada for the new economy and society of the 21st century”, said Chad Gaffield, chief executive of U15 Canada, the country’s top-tier grouping of research universities.

The president of the top-ranked Canadian institution, Meric Gertler at the University of Toronto ,  also joined in , calling the Trudeau commitment “a very significant and welcome recognition of the critical role the research ecosystem plays in driving Canada’s productivity and prosperity”.

In terms of research areas, the Trudeau budget put a particular emphasis on its previously identified preference for the pursuit of expertise in artificial intelligence.

It also adds C$825 million to help master’s and doctoral students, and postdoctoral fellows, raising the per-person value of their scholarships and fellowships, and expanding their numbers by more than 1,720 awards.

The action marks the second time since 2018 that the prime minister, Justin Trudeau, has announced a large hike in research spending after  first commissioning an expert report affirming the need . The latest such analysis – by a panel led by Frédéric Bouchard, the dean of arts and sciences at the University of Montreal – called last year for a 10 per cent annual increase over five years for the big three science funding councils.

The administration’s lack of action in its previous budget plan, issued last November as the Bouchard recommendations were being made public, alarmed academic leaders, who questioned the federal government’s understanding of the stakes. Professor Bouchard said at the time, however, that he remained optimistic that Trudeau advisers were working on ways that they could implement his panel’s ideas.
