MANILA - Philippine National Police (PNP) chief Gen, Dionardo Carlos has named Maj. Gen. Vicente Danao Jr. as the new head of the Directorial Staff, the fourth-highest position in the police force.

Danao's promotion is part of the latest revamp in the PNP which took effect on Tuesday, replacing Lt. Gen. Rhodel Sermonia who rose to the PNP's third-highest position as deputy chief for operations.

Meanwhile, Lt. Gen. Ephraim Israel Dickson was promoted as deputy chief for administration or the PNP's second-highest post, replacing Lt. Gen. Joselito Vera Cruz who is now on non-duty status ahead of his mandatory retirement on March 8.

Dickson is also set to retire from the service on March 27.

Danao, meanwhile, was replaced by Maj. Gen. Felipe Natividad as chief of the National Capital Region Police Office (NCRPO) while Brig. Gen. Patrick Villacorte took over Natividad's post as head of the Special Action Force.

Brig. Gen. Eliseo Cruz, deputy director of the Area Police Command (APC) in the Visayas, was named as the new director of Criminal Investigation and Detection Group (CIDG) replacing Maj. Gen. Albert Ferro, who was transferred to the Office of the Chief of PNP ahead of his retirement on March 5.

Brig. Gen. Westrimundo Obinque was named as the new director of the Police Regional Office 1 (Ilocos), replacing Brig. Gen. Emmanuel Peralta, who was assigned to the Directorate for Human Resource and Doctrine Development (DHRDD).

Brig. Gen. Prexy Tanggawohn was transferred to Communications and Electronics Service from DHRDD.

From being regional director of the PRO-11 (Davao Region), Brig. Gen. Filmore Escobal was moved to the PNP's Area Police Command (APC)- Eastern Mindanao, replacing Maj. Gen. Joseph Ulysses Gohel who was transferred to APC- Southern Luzon.

Escobal will be replaced by Brig. Gen. Benjamin Silo as director of the PRO-11.

From APC Southern Luzon, Brig. Gen. Remus Zacharias Canieso was transferred to APC-Visayas.

Brig. Gen. Harris Fama was named as the head of the Information Technology and Management Service while Col. Jonathan Abella was moved from PRO-7 (Central Visayas) to Police Regional Office-8 (Eastern Visayas).

Col. Jonathan Cabal was named as the new executive officer of the Directorate for Police Community Relations. The post that he vacated in PRO 8 was taken over by Abella. (PNA)

Appointment of Danao as permanent PNP chief up to incoming prexy, says DILG chief

The appointment of Philippine National Police (PNP) officer-in-charge (OIC) Lt. Gen. Vicente Danao Jr. to the permanent position will depend on the decision of the incoming president, Department of the Interior and Local Government (DILG) Secretary Eduardo Año said Friday, May 20.

Año stressed that it will be up to the incoming president whether to appoint Danao to a permanent capacity even as he considers the latter as "qualified’’ for the post.

“Kaya nga siya (Danao) rin 'yung pinili ni PRRD (President Rodrigo Roa Duterte) kaya lang OIC capacity (That is why PRRD chose him but only in an OIC capacity),’’ Año said.

Citing Article 7, Section 15 of the Philippine Constitution, Año pointed out that the president can only order temporary appointments 60 days before the national elections with the recent polls falling on May 9.

He noted that it is a welcome development if Danao is appointed to the permanent PNP post. However, he emphasized that he does not want to "usurp the discretion and authority of the next President.’’

“I’m sure mayroon din silang mga ano dyan, ano tawag dito, mga pinagiisipang mga candidates. Nasa kanya (next President) naman kung gusto niyang magkaroon ng fresh mandate, 'yung permanent chief na iaapoint nya or pwede niyang iappoint na rin si OIC, Gen. Vic Danao para ituloy tuloy niya bilang permanent chief PNP. (I’m sure they have what you call other candidates in mind. It is up to him if wants to have a fresh mandate, the permanent chief he will appoint or he can also appoint OIC, Gen. Vic Danao to be permanent chief PNP),’’ he added.

Año noted that he will have a meeting with incoming DILG chief Ben-Hur Abalos for a smooth and proper transition of power in the department.

“Hindi pa kami naguusap ng personal. Nagtetext kami at through other people din. Naipaparating 'yung mga mensahe so inaayos kasi namin pagpasok nitong June magkakaroon na kami ng formal meetings and greetings for the new DILG secretary (We have not talked personally. We only communicate through text messaging and other people also. We have sent the messages so we are preparing for this coming June where we will have formal meetings and gatherings for the new DILG secretary),’’ Año said.
