The Impacts of Natural Disasters: A Framework for Loss Estimation (1999)

This report has explained the gaps in our knowledge of natural disaster losses and why these gaps should be filled. Poor knowledge of the resulting economic losses hinders implementation of effective disaster mitigation policies and emergency response programs. Better loss estimates would benefit federal, state, and local governments, insurers, scientists and researchers, and private citizens (both as taxpayers and insurance purchasers).

It is clear that data on economic losses of natural disasters to the nation are incomplete and spread widely across the public and private sectors. Information on both direct and indirect costs is lacking. If data on uninsured direct losses are limited, our understanding of indirect losses is even more incomplete. These indirect losses are clearly difficult to identify and measure. However, in large disasters they may be significant and, within the immediately affected regions, potentially greater than the direct losses due to physical destruction, especially in large disasters.

Losses Versus Costs

In generating a national indicator of disaster damage, the focus should be upon the losses resulting from disasters, rather than costs. Losses encompass a broader set of damages than costs. Losses include direct physical destruction to property, infrastructure, and crops, plus indirect losses that are the consequence of disasters, such as temporary unemployment and lost business. Costs typically refer only to cash payouts from insurers and governments. The term "losses," as defined above, better portrays the true economic impacts of disasters.

Direct Losses: Data Collection, Reporting, and Agency and Organizational Roles

One step toward producing more complete loss estimates would be to assign one agency of the federal government to compile a comprehensive data base identifying the direct costs of natural disasters, as well as the individuals and groups who bear these costs. These data should be collected according to the framework described in Chapter 2 , for each natural disaster exceeding a given dollar loss threshold. The U.S. Department of Commerce's Bureau of Economic Analysis appears to have the capabilities to compile such a data base, with considerable input and assistance from FEMA and other relevant federal agencies. Whatever agency is selected should be given sufficient resources to accomplish this assignment.

The recommended loss estimate data base would be compiled from many sources, including organizations such as Property Claims Services and the Institute for Business and Home Safety (which compile data on paid insurance claims) and other federal, state, and local agencies. The assistance of relevant professional associations, such as the National Association of Insurance Commissioners, should be enlisted to obtain other relevant data. A synthesis report containing data on disaster losses should be published periodically, preferably annually. One way the federal government might make sure it receives at least the state and local data is by amending the Stafford Act, requiring the data to be submitted as a condition for future federal disaster aid.

A related recommendation is for the federal Office of Management and Budget, with advice from FEMA, to develop annual, comprehensive estimates of the payouts for the direct losses (due directly physical damage) made by federal agencies. These data should be divided into at least four categories:

  • compensation payments to individuals and businesses (including subsidies on loans to help cover disaster-related expenses);
  • response costs;
  • losses to government-owned infrastructure (including state and local costs that are reimbursed by the federal government); and,
  • payouts from federal disaster insurance programs (with annual premiums shown separately).

These data should be assembled for some historic period in order to provide information of trends of disaster losses and payouts. Such an effort is critical if the federal government and policymakers are to better plan for future disaster-related expenditures, including mitigation programs and activities.

The largest current gap in direct loss data involves uninsured losses borne by businesses and individuals. These data might be obtained through post-event sampling (in large disasters) and extrapolating these losses from other data

bases. Data from loan applicants to the SBA's disaster relief program or data from insurers like PCS would indicate the deductibles paid by insured businesses and individuals.

Indirect Losses: Modeling the Losses and Constructing a Loss Data Base

Indirect losses in natural disasters stem from the consequences of physical damage (direct losses). Physical damages in disasters typically initiate events that alter economic flows. Businesses may be disrupted after a disaster due to damaged infrastructure (power, water, transportation, communications), and many workers may be temporarily unemployed. These indirect losses have not been studied or measured as closely as direct losses, largely because they are notoriously difficult to identify and accurately measure.

Due to the limited sources of indirect loss data, statistical models are often used to compile indirect loss estimates. Though these models may help address problems due to a lack of available data, they must become more reliable if they are to be used as guides in setting mitigation and other hazard-related policies.

If this is to occur, however, accurate, firsthand (primary) data on indirect losses must be available for model calibration and validation. The recommended data collection and coordination program should thus also include surveys for the collection of detailed primary data on indirect economic losses from recent disasters (again, sufficient resources for this effort must be budgeted). Once a sufficiently reliable data base of these indirect losses has been generated, the agency should continue to collect indirect loss data on large disasters—those with model estimates of greater than $10 billion in losses. While the indirect loss data base is being constructed, efforts toward more effective uses of secondary data (data generated for purposes other than indirect loss estimation, such as unemployment insurance payouts) should be continued. We thus recommend that an assessment of methods for estimating indirect losses with secondary data be conducted.

It is important to understand the timing of economic disruptions that trigger indirect losses in order to plan for efficient emergency responses and to assess the cost-effectiveness of alternate mitigation strategies. The committee recommends that a microsimulation model be developed to create a timeline of regional commercial and industrial closures. Other models that should be devised include a formal restoration model and a comprehensive indirect loss model.

Moving Toward Better Knowledge of Disaster Losses

The lack of accurate information on these losses is a barrier to more effective hazard mitigation. As a step toward improving mitigation programs, efforts at centralizing these data and compiling better loss estimates must be strengthened. The federal government and private sector should combine their knowledge and data in providing better estimates of direct losses. The federal government must mount and back a significant data collection and research effort if better estimates of losses due to disasters are to be compiled, especially indirect losses. With a strong commitment, this could be accomplished within the next ten years. Until relatively accurate estimates are available, the true economic losses in natural disasters will remain poorly understood and the benefits of disaster mitigation activities only imprecisely evaluated.

We in the United States have almost come to accept natural disasters as part of our nation's social fabric. News of property damage, economic and social disruption, and injuries follow earthquakes, fires, floods and hurricanes. Surprisingly, however, the total losses that follow these natural disasters are not consistently calculated. We have no formal system in either the public or private sector for compiling this information. The National Academies recommends what types of data should be assembled and tracked.

The economic impact of natural disasters has been increasing in the last decade. Lives are lost and people are disabled, sometimes for life. Even if lives are spared, harvests and livelihoods are lost, marginalizing large sections of the already poor in many countries.

This book has been a step toward bringing together varied expertise in the fi eld of the economics of natural disasters from north and south, and to look at what future research is needed in order to improve our management of disaster risks.

We conclude here with five pointers for research that could contribute most to reducing these risks and providing a clearer picture of the real costs of disasters.

The phenomenon of natural disasters has high moral imperatives linked to the tragedies of households and families. But it also has an important economic development imperative. We would like this book to encourage young economists in the future to look into this field and work on reducing the effects of natural disasters on the poor of the world.

Descriptive Essay: Natural Disasters

With climate change causing increasingly chaotic weather patterns, natural disasters are becoming more common across the world. To properly set up plans to protect against natural disasters, it’s important to understand exactly what effects they have on society by looking at past disasters.

A natural disaster is anything ranging from a volcanic eruption to a tropical storm. This is regardless of whether the natural disaster was indirectly caused by mankind, like those caused as a result of global warming.

The distance is a major factor in the effects of a natural disaster. A major forest fire in the wilds of California, as has happened frequently in the late 2000s, impacts a minimal number of people because there are few people who live here. In this case, it’s an example of the devastation it can have on plants and animals.

During these fires, large swathes of forest were wiped out. It reduces the chance of another natural disaster in future, but it also sends large numbers of animals away from the area. This leaves California less naturally diverse and might deter some nature tourists, which impacts the economy.

The human cost is the main effect of a natural disaster when it occurs closer to densely populated areas. Mount Vesuvius is the most dangerous volcano in Europe and is the only European mainland volcano to erupt in the last 100 years. In 79 AD, it buried the Roman cities of Pompeii and Herculaneum. Today, it’s still active and 3 million people live in the immediate area.

The number of deaths impacts society because it wipes part of the population away. This leaves survivors traumatised and family members impacted emotionally. It’s also an economic problem as it could deprive businesses of valuable employees, or even destroy them completely.

In the context of a nation, a natural disaster in a populated area could easily cause an economic slump. The loss of business and the reduction in tourists to the surrounding areas can shut down companies and cause increasing levels of unemployment. It also encourages emigration, which promotes long-term negative economic effects.

Politically, there are two things which usually happen. The governing party of a country acts to aid the affected victims and it changes the ideologies and views of the citizenry. It also distracts them from any other pressing issues which the government has been dealing with. To some in politics, they take the cynical view of a natural disaster being a welcome relief for a government under fire.

Alternatively, the political effects become damaging. If the government doesn’t evacuate people quickly enough or hasn’t been seen to do enough to stave off a disaster, it could turn people against them.

Overall, a natural disaster goes further than just to change the lives of people directly impacted. It goes on to change the way a country does business, acts, and even the way it thinks.

Earthquake refers to the shaking of the earth surface due to the tectonic movement of plates. An earthquake can occur anytime and cause great destruction to mankind. The intensity of some earthquakes is low and they go unnoticed while there are earthquakes that are so strong and cause adverse consequences. Earthquakes can also cause landslides and tsunamis and are therefore considered quite threatening and disastrous.

Landslides are also caused due to the movement of the earth. In this, huge rocks and mountains move down a slope and cause great damage to natural and man-made property. Avalanches are similar to landslides, however, avalanches are basically the breakdown of snow from the slopes which results in extreme damage to everything that comes in its way. People who live in hilly areas covered with snow always live in fear of avalanches.

Tsunamis are also very threatening and life-consuming natural disasters that take place in seas and oceans. Well, this occurs due to the movement of earth under the sea that results in high waves which further cause floods and greatly harm human life.

There are many other natural disasters that have proven to be fatal so it’s the need of an hour that people and government should understand the disaster management guidelines that help in reducing the impact of disasters on the earth. People must take precautionary measures in case of emergencies that may help them get out of it. Government and NDMA must take responsive actions so as to save various lives on the earth.

Why Taiwan Was So Prepared for a Powerful Earthquake

Decades of learning from disasters, tightening building codes and increasing public awareness may have helped its people better weather strong quakes.

When the largest earthquake in Taiwan in half a century struck off its east coast, the buildings in the closest city, Hualien, swayed and rocked. As more than 300 aftershocks rocked the island over the next 24 hours to Thursday morning, the buildings shook again and again.

But for the most part, they stood.

Even the two buildings that suffered the most damage remained largely intact, allowing residents to climb to safety out the windows of upper stories. One of them, the rounded, red brick Uranus Building, which leaned precariously after its first floors collapsed, was mostly drawing curious onlookers.

The building is a reminder of how much Taiwan has prepared for disasters like the magnitude-7.4 earthquake that jolted the island on Wednesday. Perhaps because of improvements in building codes, greater public awareness and highly trained search-and-rescue operations — and, likely, a dose of good luck — the casualty figures were relatively low. By Thursday, 10 people had died and more than 1,000 others were injured. Several dozen were missing.

“Similar level earthquakes in other societies have killed far more people,” said Daniel Aldrich , a director of the Global Resilience Institute at Northeastern University. Of Taiwan, he added: “And most of these deaths, it seems, have come from rock slides and boulders, rather than building collapses.”

Across the island, rail traffic had resumed by Thursday, including trains to Hualien. Workers who had been stuck in a rock quarry were lifted out by helicopter. Roads were slowly being repaired. Hundreds of people were stranded at a hotel near a national park because of a blocked road, but they were visited by rescuers and medics.

On Thursday in Hualien city, the area around the Uranus Building was sealed off, while construction workers tried to prevent the leaning structure from toppling completely. First they placed three-legged concrete blocks that resembled giant Lego pieces in front of the building, and then they piled dirt and rocks on top of those blocks with excavators.

“We came to see for ourselves how serious it was, why it has tilted,” said Chang Mei-chu, 66, a retiree who rode a scooter with her husband Lai Yung-chi, 72, to the building on Thursday. Mr. Lai said he was a retired builder who used to install power and water pipes in buildings, and so he knew about building standards. The couple’s apartment, near Hualien’s train station, had not been badly damaged, he said.

“I wasn’t worried about our building, because I know they paid attention to earthquake resistance when building it. I watched them pour the cement to make sure,” Mr. Lai said. “There have been improvements. After each earthquake, they raise the standards some more.”

It was possible to walk for city blocks without seeing clear signs of the powerful earthquake. Many buildings remained intact, some of them old and weather-worn; others modern, multistory concrete-and-glass structures. Shops were open, selling coffee, ice cream and betel nuts. Next to the Uranus Building, a popular night market with food stalls offering fried seafood, dumplings and sweets was up and running by Thursday evening.

Earthquakes are unavoidable in Taiwan, which sits on multiple active faults. Decades of work learning from other disasters, implementing strict building codes and increasing public awareness have gone into helping its people weather frequent strong quakes.

Not far from the Uranus Building, for example, officials had inspected a building with cracked pillars and concluded that it was dangerous to stay in. Residents were given 15 minutes to dash inside and retrieve as many belongings as they could. Some ran out with computers, while others threw bags of clothes out of windows onto the street, which was also still littered with broken glass and cement fragments from the quake.

One of its residents, Chen Ching-ming, a preacher at a church next door, said he thought the building might be torn down. He was able to salvage a TV and some bedding, which now sat on the sidewalk, and was preparing to go back in for more. “I’ll lose a lot of valuable things — a fridge, a microwave, a washing machine,” he said. “All gone.”

Requirements for earthquake resistance have been built into Taiwan’s building codes since 1974. In the decades since, the writers of Taiwan’s building code also applied lessons learned from other major earthquakes around the world, including in Mexico and Los Angeles, to strengthen Taiwan’s code.

After more than 2,400 people were killed and at least 10,000 others injured during the Chi-Chi quake of 1999, thousands of buildings built before the quake were reviewed and reinforced. After another strong quake in 2018 in Hualien, the government ordered a new round of building inspections. Since then, multiple updates to the building code have been released.

“We have retrofitted more than 10,000 school buildings in the last 20 years,” said Chung-Che Chou, the director general of the National Center for Research on Earthquake Engineering in Taipei.

The government had also helped reinforce private apartment buildings over the past six years by adding new steel braces and increasing column and beam sizes, Dr. Chou said. Not far from the buildings that partially collapsed in Hualien, some of the older buildings that had been retrofitted in this way survived Wednesday’s quake, he said.

The result of all this is that even Taiwan’s tallest skyscrapers can withstand regular seismic jolts. The capital city’s most iconic building, Taipei 101, once the tallest building in the world, was engineered to stand through typhoon winds and frequent quakes. Still, some experts say that more needs to be done to either strengthen or demolish structures that don’t meet standards, and such calls have grown louder in the wake of the latest earthquake.

Taiwan has another major reason to protect its infrastructure: It is home to the majority of production for the Taiwan Semiconductor Manufacturing Company, the world’s largest maker of advanced computer chips. The supply chain for electronics from smartphones to cars to fighter jets rests on the output of TSMC’s factories, which make these chips in facilities that cost billions of dollars to build.

The 1999 quake also prompted TSMC to take extra steps to insulate its factories from earthquake damage. The company made major structural adjustments and adopted new technologies like early warning systems. When another large quake struck the southern city of Kaohsiung in February 2016, TSMC’s two nearby factories survived without structural damage.

Taiwan has made strides in its response to disasters, experts say. In the first 24 hours after the quake, rescuers freed hundreds of people who were trapped in cars in between rockfalls on the highway and stranded on mountain ledges in rock quarries.

“After years of hard work on capacity building, the overall performance of the island has improved significantly,” said Bruce Wong, an emergency management consultant in Hong Kong. Taiwan’s rescue teams have come to specialize in complex efforts, he said, and it has also been able to tap the skills of trained volunteers.

Taiwan’s resilience also stems from a strong civil society that is involved in public preparedness for disasters.

Ou Chi-hu, a member of a group of Taiwanese military veterans, was helping distribute water and other supplies at a school that was serving as a shelter for displaced residents in Hualien. He said that people had learned from the 1999 earthquake how to be more prepared.

“They know to shelter in a corner of the room or somewhere else safer,” he said. Many residents also keep a bag of essentials next to their beds, and own fire extinguishers, he added.

Around him, a dozen or so other charities and groups were offering residents food, money, counseling and childcare. The Tzu Chi Foundation, a large Taiwanese Buddhist charity, provided tents for families to use inside the school hall so they could have more privacy. Huang Yu-chi, a disaster relief manager with the foundation, said nonprofits had learned from earlier disasters.

“Now we’re more systematic and have a better idea of disaster prevention,” Mr. Huang said.

The bombshell essay penned by a veteran National Public Radio journalist puts a spotlight on what's been called NPR's "obsession" with the left-wing DEI (Diversity, Equity and Inclusion) ideology.

Uri Berliner, the senior business editor and a 25-year NPR veteran, went viral for exposing how liberal groupthink has captured the NPR newsroom and drew significant attention to diversity becoming the news outlet's so-called "North Star" following the death of George Floyd in 2020.

"It was an anguished time in the newsroom, personally and professionally so, for NPR staffers. Floyd’s murder, captured on video, changed both the conversation and the daily operations at NPR," Berliner described in a piece published in The Free Press.

Berliner repeatedly cited then-NPR CEO John Lansing, who left the organization last fall after a four-year tenure. 

"When it comes to identifying and ending systemic racism, we can be agents of change," Lansing wrote to staff at the time. "Listening and deep reflection are necessary but not enough. They must be followed by constructive and meaningful steps forward. I will hold myself accountable for this."

An article published by NPR in September 2020 declared DEI "is not a project: it is our work" with Lansing stating, "the leaders in public media — starting with me — must be aware of how we ourselves have benefitted from white privilege in our careers. We must understand the unconscious bias we bring to our work and interactions. And we must commit ourselves — body and soul — to profound changes in ourselves and our institutions."

According to Berliner, Lansing "declared" that diversity of NPR's staff and audience was "the overriding mission, the ‘North Star’ of the organization" and that race and identity had "became paramount in nearly every aspect of the workplace." Several affinity groups dedicated to various subsets of NPR staffers were also formed, including "MGIPOC (Marginalized Genders and Intersex People of Color mentorship program); Mi Gente (Latinx employees at NPR); NPR Noir (Black employees at NPR); Southwest Asians and North Africans at NPR; Ummah (for Muslim-identifying employees); Women, Gender-Expansive, and Transgender People in Technology Throughout Public Media; Khevre ( Jewish heritage and culture at NPR); and NPR Pride (LGBTQIA employees at NPR)."

NPR also began requiring its journalists to log the "race, gender, and ethnicity," among other traits, of their interviewees and sources in a "centralized tracking system" that monitored diversity. 

"I wouldn't have a problem with it if we were also looking at trying to figure out people's perspective, their viewpoint. I didn't love it, but I also think it was very limited. If we were going to do it, let's go all the way," Berliner told The Free Press founder Bari Weiss on her "Honestly" podcast.

DePauw University journalism professor Jeffrey McCall told Fox News Digital that tracking sources based on their identity "artificially disrupts the process of sourcing and researching the news."

"A tracking system is certainly designed to chill the reporting process and alter the normal journalism instincts to go where the story can best be told," McCall argued. 

"The obsession at NPR on race and diversity post-George Floyd is a microcosm of the destructive impact of DEI," Cornell Law School professor and media critic William A. Jacobson told Fox News Digital. "Rather than focusing on the accuracy of a source's information, the source's race, ethnicity, and other identities were tracked and used to measure reporting performance. The news and reporting mission were inevitably corrupted."

NPR editor-in-chief Edith Chapin sent a memo to staff Tuesday saying she and her leadership team colleagues "strongly disagree" with Berliner's essay and are "proud to stand behind the exceptional work" of their journalists.

"We believe that inclusion - among our staff, with our sourcing, and in our overall coverage - is critical to telling the nuanced stories of this country and our world," Chapin wrote. "We track sources… so we can expand the diversity of perspectives in our reporting."

While diversity of skin color took priority at NPR, Berliner told Weiss "diversity of outlook" had ultimately fallen by the wayside, pointing to his own stats that found while 87 of NPR's editors were registered Democrats, zero were Republican. 

Berliner also acknowledged the irony of NPR's diversity push, which resulted in 2023 with only 6% of its audience being Black and 7% being Hispanic, something he stressed "doesn’t come close to reflecting America" since NPR's audience is "overwhelmingly White and progressive, and clustered around coastal cities and college towns." 

NPR did not respond to requests for comment.

Sasha taqʷšəblu LaPointe discusses new essay collection

Sasha taqʷšəblu LaPointe, a Coast Salish author from the Nooksack and Upper Skagit Indian tribes, sees her great-grandmother as the quintessential storyteller. “It was her gift, not mine,” she writes in her new book “Thunder Song” — a collection of intimate, meditative essays woven together with metaphors, unabashed honesty and the echoes of spirit songs sung by generations of Coast Salish women.

“In our longhouse ceremonies, songs hold a spiritual power,” LaPointe says of spirit songs in her book. “There are certain songs for prayer, for healing.”

Outside of her family, the community most important to LaPointe was always the punk scene. LaPointe fell in love with punk as a kid in her trailer on the Swinomish Reservation — making mixtapes on a boombox, listening to haunting melodies and Kathleen Hanna of Bikini Kill screaming the lyrics to “White Boy.” Her book explores how she was drawn into the punk world and how it gave her a haven.

“I really feel like the pull was rooted in chosen family,” she says. “A lot of the folks that gravitate towards the punk scene are looking for that. And I was inspired by it. Punks and artists were fiery and passionate about things.” LaPointe is a member of the punk band Medusa Stare . 

LaPointe wears two silver customized name necklaces, one in English and one in her Indigenous language of Lushootseed. She was given her traditional Skagit name, taqʷšəblu, after her great-grandmother Vi taqʷšəblu Hilbert, a linguist who helped preserve the Lushootseed language. In 2006, Hilbert commissioned an orchestral work performed by the Seattle Symphony at Benaroya Hall. She believed that Indigenous songs had the power to heal the world. She died in 2008 at 90 years old. 

When asked what her traditional name means, LaPointe jokes and laments that elders and anthropologists confirmed it doesn’t mean anything.

“I feel really ripped off in this because I want to say it means something so cool. Like ‘woman who runs with wolves,’” she says. “But no, it doesn’t mean anything.” 

Since entering her 30s, carrying this name proudly means carrying her great-grandmother’s legacy within her, a responsibility but also a gift — one she now embraces. “It was a name that always made me feel like I had a lot to live up to,” LaPointe says. “I’m a very different person than my great-grandmother, but I want to make her proud.”

LaPointe’s “Thunder Song,” despite being an essay collection, is just as much autobiographical as LaPointe’s first book “ Red Paint: The Ancestral Autobiography of a Coast Salish Punk ,” which came out in 2022.

“There’s so much memoir and personal narrative in the essays that I think some of them absolutely do start off right where ‘Red Paint’ left off,” LaPointe says.

“Red Paint” was a true confessional, exploring trauma and how it shaped her with a magnifying glass held up to the most vulnerable parts of her childhood and adult life. “Thunder Song” is LaPointe’s call out to the world, a love letter to the Pacific Northwest, an Indigenous riot grrrl manifesto, a time machine to her great-grandmother and the story of her heart dealing with the collective historical trauma that continues to besiege Indigenous people.

“The world is a truly messed up place right now,” she says. “And I think in those moments — the protests, the pandemic, the forest fires — there was a lot of collective anxiety and trauma, and this collection is part of how I could make sense of it.”

Growing up on the Swinomish Reservation, LaPointe lived in the middle of the woods but was enamored by the city. She imagined moving to Seattle and becoming a music journalist or an artist. A runaway at 13 with a court-approved emancipation at 15, eventually, she spent much of her late teens and early 20s living, working and performing in Seattle. 

At 25, she was at a crossroads. Her grandparents had given her a college brochure and she had also been asked to go on tour with a circus band.

“It felt like an assignment from my great-grandmother coming through from the spirit world,” LaPointe says. “She was like, ‘We know you want to go join the circus — but go pursue an education.’”

She decided against going on tour and moved to Santa Fe, N.M., to enroll at the Institute of American Indian Arts. After graduating in 2014, LaPointe moved back to Seattle. She now splits her time between Washington and Southern California — where her partner, Blaine, lives — but she cannot stay away from her Tacoma home for too long. “I have to come back and recharge,” she says. “Being in my Coast Salish territory, literally my ancestral homelands, feels really powerful and significant to me.”

In “Thunder Song,” LaPointe traverses both trauma and tender joyous moments with fearlessness and grace. She talks about sexual assault, abortion, miscarriage and how love depleted and defeated the women in her ancestry.

She expertly crosses between her contemporary influences and Native heritage as she details her obsession with “The Little Mermaid” and the story of the Maiden of Deception Pass, who sacrificed herself for her people, or the story of the Basket Ogress, who could make children disappear, alongside the reality of missing and murdered Indigenous women who are forgotten. 

With special care to the people closest to her, this collection gives LaPointe space to explore past and present relationships including significant moments with her mother, who she, at times, has had a tumultuous relationship with. LaPointe says she was anxious when she showed her mother a draft of the essay detailing their story. 

“We were on one of our walks. She was like, ‘It was so powerful. It was really beautiful. It was right. I’m so proud of you,’” LaPointe says. “That felt like a good ‘mom blessing’ because that [essay] was not easy. I was shaking in my boots.”

Throughout the book, LaPointe narrates how she wades through the various intersections of her identity as a queer, mixed heritage woman, as an artist, as a writer, as a daughter and as a friend.

Amy Ettinger, who inspired readers with her life-affirming essays on dying, succumbs to cancer at 49

( JTA ) — Amy Ettinger,  an author and creative writing instructor who chronicled the last months of her life in articles for the Washington Post , died March 20 from cancer at her home in Santa Cruz, California. She was 49.

Ettinger’s essays focused on the things she was able to do and cherish despite her diagnosis with a rare, incurable cancer called leiomyosarcoma : seeing a live performance of “Mamma Mia!” with her 14-year-old daughter, Julianna; eating her favorite pastry from a San Francisco bakery.

“ I’ve learned that life is all about a series of moments, and I plan to spend as much remaining time as I can savoring each one, surrounded by the beauty of nature and my family and friends,”she wrote.

Ettinger was an occasional contributor to Kveller, the Jewish family website that is a Jewish Telegraphic Agency partner. There she wrote about her mother’s kugel recipe (“light brown on its crispy top, and the color of milky coffee in the middle”) , and how she, as a “non-observant Jew,” marked Yom Kippur — which in 2013 happened to fall on her 10th wedding anniversary .

“Like Yom Kippur, a wedding anniversary is a time to take a step back from your daily life — to weigh the good and bad, to contemplate your triumphs and missteps, to make a vow to do better individually and as a couple,” she wrote.

Ettinger was born in Rochester, New York, and grew up in Cupertino, California. She discovered her calling as a journalist in high school. She majored in American literature at UC Santa Cruz and earned a master’s degree in journalism from Northwestern University in 1999.

Her writing appeared in the New York Times, the Washington Post, New York Magazine, Salon, CNN and Newsweek. In a 2021 article for AARP, she wrote how her mother’s death inspired her to learn Sheila Ettinger’s favorite game: mahjong. She taught writing classes at Stanford Continuing Studies.

In 2017,  Penguin Random House published her memoir-cum-travelogue “Sweet Spot: An Ice Cream Binge Across America.” In it she wrote how she keeps “between fifteen and thirty dollars’ worth of ice cream in my freezer at all times” — not to eat, but as an “emergency backup system” in case one of her favorite shops or stores runs out.

Her follow-up story to her Washington Post article, titled  “I Have Little Time Left. I Hope My Goodbye Inspires You,” appeared on the newspaper’s homepage less than two weeks before she died.

“I am choosing to focus my limited time and energy on doing the things I love with the people I care most about. It’s a formula that works, I think, no matter where you are in your life,” she wrote.

In an article written after she died , her husband, the writer Dan White, wrote that she had dictated her last essay to him from a reading room at UC Santa Cruz with a view of a redwood forest. He said she had gotten hundreds of personal responses: A handful “unwelcome, including missives from ultrareligious people wanting my proudly Jewish wife to get saved to spare herself from hellfire,” but the vast majority saying Ettinger had inspired them to make the most of their lives no matter the cards they’d been dealt.

“Amy had no way of predicting that the lines she composed on the spot would be calls to action for readers from all over the United States, as well as Canada, Poland, France and Greece,” White wrote.

In Memoriam: Ross Anderson, 1956-2024

Ross Anderson unexpectedly passed away in his sleep on March 28th in his home in Cambridge. He was 67.

I can’t remember when I first met Ross. It was well before 2008, when we created the Security and Human Behavior workshop. It was before 2001, when we created the Workshop on Economics and Information Security (okay, he created that one, I just helped). It was before 1998, when we first wrote about the insecurity of key escrow systems. In 1996, I was one of the people he brought to the Newton Institute at Cambridge University, for the six-month cryptography residency program he ran (I made a mistake not staying the whole time)—so it was before then as well.

I know I was at the first Fast Software Encryption workshop in December 1993, the first conference he created. There, I presented the Blowfish encryption algorithm. Pulling an old first edition of Applied Cryptography (the one with the blue cover) down from my shelf, I see his name in the acknowledgments. This means that at either the 1992 Crypto conference in Santa Barbara or the 1993 Eurocrypt in Lofthus, Norway, I, as an unpublished book author who had written a few cryptography articles for Dr. Dobb’s Journal , asked him to read and comment on my book manuscript. And he said yes. Which means I mailed him a paper copy. And he read it, and mailed his handwritten comments back to me. In an envelope with stamps. Because that’s how we did it back then.

This is back when "crypto" meant cryptography, and we would laugh when military types said "cyber" or "cybersecurity." We all called it "computer security" and then "Internet security."

I have known Ross for over 30 years, both as a colleague and a friend. He was enthusiastic, brilliant, opinionated, articulate, curmudgeonly, and kind. Pick up any of his academic papers and articles—there are 302 entries on his webpage —and odds are that you will find at least one unexpected insight that will change how you think about security. He was a security engineer, but also very much a generalist. He published on block cipher cryptanalysis in the 1990s, on the security of large-language models last year, and on pretty much everything else in between.

His masterwork book, Security Engineering —1,200 pages in its third edition—illustrates that breadth. It is as comprehensive a tome on computer security and related topics as you could imagine. Twenty-nine chapters cover everything from access control to tamper resistance, from banking security to nuclear command and control, and from psychology to security printing. Every page is infused with his knowledge, expertise, wisdom, and uncanny ability to cut through the nonsense that too often surrounds traditional security disciplines. (Also note his 15-lecture video series on that same webpage. If you have never heard Ross lecture, you’re in for a treat.)

Ross was a pragmatic visionary. His mastery of both the technologies and the underlying policy issues showed a deep command of multiple fields , and a rare capability to both work within them and synthesize around them. He was also able to weave this knowledge into narratives that were both compelling and comprehensible to the layperson. In his 1993 paper " Why Cryptosystems Fail ," he pointed out that both cryptography and computer security got threat modeling all wrong, and that we were solving the wrong problems. It’s not the math, he wrote; it’s the implementation and the people and the procedures. In 2001, he was the first person to recognize that security problems are often actually economic problems , kick-starting the academic discipline of security economics.

He didn’t suffer fools in either government or the corporate world, giving them no quarter by disproving their security claims. As a graduate student, he defended people accused of stealing from ATM machines by banks who maintained that their security was foolproof. It was a pattern that repeated itself throughout his career: analyze a real-world security system from all angles, understand how it fails, and then publish the results—angering the powers in charge of that security system.

Here’s one example of many. In 2014, he was hired as an expert witness to defend people accused of tampering with the curfew tags used for offender monitoring. He studied the physical tags and their security, and also the economic, policy, and security implications of the tagging system. He even went as far as to wear an ankle bracelet himself. It promptly broke, proving his point. You can read the whole story in Chapter 14 of the third edition of his book.

That sense of justice and confronting power infused much of his work. He fought against surveillance and backdoors. He and I were part of the second and third academic take-downs of government attempts to break encryption. His 2022 rebuttal of child protection as a pretense to break encryption is particularly scathing.

Ross also fought for academic freedom, repeatedly publishing his findings in the face of corporate threats. Many things we all use are more secure today because of Ross’s work.

He was a blistering letter writer to those he believed deserved it. Verbally, he could be a hurricane in your face if he disagreed with you, but he would also engage with your points and was always willing to change his mind. And he enthused about, argued with, and listened to everybody: students, colleagues, partners of students and colleagues, random people he crossed paths with. Everyone was a sounding board for whatever ideas he had in is head.

And his head was constantly filled with ideas—mostly good, some not so good—and seemingly inexhaustible energy to implement them. He founded five different conferences, including the Information Hiding Workshop and Decepticon. He co-founded the Cambridge Cybercrime Centre . He founded the U.K.’s Foundation for Information Policy Research , and wrote most of the papers that the organization submitted to Parliamentary Inquiries on dumb legislative ideas. When the legislative center of power moved to Brussels, he helped form the European Digital Rights organization to provide advice there.

All this was part of his gift of fostering community. And it’s nowhere more evident than his legacy of graduate students at Cambridge University. His CV lists thirty-two of them, and seven more that he was currently advising. Many have carried his legacy of pragmatic security analysis of real-world systems.

Ross was elected as a Fellow of the Royal Society and a Fellow of the Royal Academy of Engineering in 2009. In 2016, he was awarded the British Computer Society’s Lovelace Medal, the U.K.’s top prize in computing. From 2021, he split his time as a professor between the University of Cambridge and the University of Edinburgh and was elected a Fellow of the Royal Society of Edinburgh in 2023. He was absolutely rageful against Cambridge University for making him retire at 67—and he was right.

He also play ed the bagpipes throughout his life. I dedicated a 1998 cryptography paper, " The Street Performer Protocol ," to him because he "spent some of his youth busking on the streets of Germany with his bagpipes." Those were good stories.

He is listed in the acknowledgments as a reader of every one of my books from Beyond Fear on. Recently, we’d see each other a couple of times a year, at this or that workshop or event. He hosted me at Security and Human Behavor at Cambridge’s Churchill College in 2022. The last time I saw him was last June at SHB in Pittsburgh. We were having dinner on Alessandro Acquisti ‘s rooftop patio to celebrate another successful workshop. He was going to attend my Workshop on Reimagining Democracy in December 2023, but had to cancel at the last minute. The day before he died, we were discussing how to accommodate everyone who registered for this year’s SHB workshop in December. I learned something from him every single time we talked. And I am not the only one.

My heart goes out to his wife Shireen, their daughter Bavani, and the rest of their family. We lost him much too soon.

The Problem of Natural Disasters Essay

Introduction.

Natural disasters can have devastating effects on an area and its inhabitants, and unfortunately, the frequency of such events has been increasing in the past few years. One such event is the California flooding of 2022. This event resulted from an extended period of heavy rainfall combined with abnormally high temperatures that caused the Sierra Nevada snowpack to melt rapidly, leading to unprecedented flooding in the state. Therefore, this essay will discuss the causes of the California flooding of 2022, the extent of the damage, how the human race can prepare for such future events, and how the event has affected me personally.

California Flooding of 2022

The natural disaster occurrence.

California Flooding in 2022 occurred due to heavy rain and snow melt in the spring of 2022. That was coupled with a hot winter that caused an early snow melt in the Sierra Nevada mountain range. These conditions created excessive surface runoff that caused flooding in many areas of California. The flooding resulted from increased precipitation and warmer-than-normal temperatures, which caused the snow to melt faster than usual (Kreibich et al., 2022). Additionally, the soil in the foothills of the Sierra Nevada Mountains was saturated with water due to the earlier snowmelt. The extra water had nowhere to go when the heavy rains fell, leading to flooding. This flooding was further exacerbated by the lack of vegetation and soil stripped away by the fire season of 2020.

Flooding was a result of hydrologic processes, which are the study of the movement and distribution of water on Earth. The hydrologic cycle is a continuous process in which water evaporates from the surface of the Earth, condenses and forms clouds, and then falls back to the Earth as rain or snow (Kreibich et al., 2022). When this process is disrupted, it can lead to flooding. Additionally, climate change has caused the average global temperature to increase, which has caused more intense storms, leading to more flooding.

Extent of Damage

The flooding in California was devastating in its scope and severity. According to the Federal Emergency Management Agency (FEMA) (2022), more than 500,000 individuals were affected by the flooding, with over 400,000 homes damaged or destroyed. Additionally, more than 2,000 businesses were affected, and an estimated $25 billion in damages occurred, making it one of the most expensive disasters in US history (FEMA. gov., 2022). In emergency response, there were more than 8,000 calls for help, with more than 80,000 evacuating their homes (FEMA. gov., 2022). Additionally, over 500 medical reports were filed due to the flooding (FEMA. gov., 2022).

Human Race Preparation for Such Future Events

In preparing for future floods, the human race must take action locally and globally. On the local level, governments can improve infrastructure in areas prone to flooding, such as building levees and dams. Additionally, building codes can be updated to ensure that new buildings are constructed with flood-resistant materials (Quesada-Román et al.,). On the global level, reducing carbon emissions is essential to slow the effects of climate change. That can be done by investing in renewable energy sources and encouraging individuals to make lifestyle changes that reduce their carbon footprint.

In addition to those measures, ensuring that the public is prepared to respond to flooding is essential. That includes educating the people on the importance of preparing for floods, such as stocking up on necessary supplies and having an evacuation plan (Quesada-Román et al., 2022). It is also vital to ensure that the required resources are in place to help those affected by the flooding, such as shelters, food, and medical services. Finally, ensuring that the recovery process is well-planned and organized is crucial (Quesada-Román et al.,). That includes establishing a recovery plan that outlines the steps to be taken for rebuilding and restoring affected areas and providing assistance to those affected by the flooding.

Personal Effect of the Disaster

The California flooding in 2022 has had a devastating effect on both my family and me. After living in the Golden State most of my life, I have had a very personal and emotional connection to the area and its people. I remember the beauty of the rolling hills and the vibrant colors of the wildflowers that grew in the spring. Now, all that is gone replaced with a landscape of destruction and devastation. The effects of the flooding were far-reaching, and those of us living in California were hit the hardest. My family and I had to evacuate our home, leaving behind all our possessions and memories. We were lucky that we were able to find shelter with family members in another state, but the loss of our home still weighed heavily on our hearts. Nevertheless, through all of that, I have been able to find a silver lining. I learned the essence of taking care of our environment and the need to prepare for natural disasters. I have also appreciated the support and kindness of those willing to help during the disaster.

The California Flooding of 2022 resulted in significant destruction and hardship. Countless homes and businesses were destroyed, leaving many without a source of income. The economic impact was immense, resulting in billions of dollars in lost revenue. Furthermore, the response from the state government was substantial, providing emergency relief and financial support to those affected by the flooding. Though the damage was extensive, it could have been much worse if not for the prompt and comprehensive response from the state government. Therefore, the human race must be prepared for such events by understanding the risks and damages associated with the occasion and taking steps to mitigate and reduce them. Additionally, it is essential to ensure that the public is prepared to respond to the event and that the necessary resources are in place to support the recovery process.
