Nature-based solutions have significant yet untapped potential in Ghana. Ghana Water Company Limited (GWCL), the main provider of urban water supply in Ghana, recognises an important role for natural infrastructure in the attainment of Sustainable Development Goal 6: to ensure availability and sustainable management of water and sanitation for all. As regulatory frameworks for managing water resources continue to be strengthened, GWCL’s strong motivation to apply nature-based solutions in catchment management is clearly manifested through their active engagement with water resource agencies and users across the country.

“ Regulatory frameworks to support catchment management are in place, but not effectively enforced for compliance, which has led to water quality degradation at most of the utility’s abstraction points. Compliance needs to be ensured to protect public health, water security and reduce production costs for the water utility ”, as narrated by  Mark Ayertey, a Water Quality Officer at Ghana Water Company Limited.

GWCL ‘s raw water supplies are derived from rivers, lakes, reservoirs and groundwater, which need to be sustainably managed to meet the demands of an ever-growing population. The amount of water availability in Ghana can change drastically from season to season. As a region vulnerable to the impacts of climate change, GWCL is aware that their hydrologic systems face the increasing threats of variable rainfall and recurrent droughts. The susceptibility of their water sources is exacerbated by the damages caused from human activity, such as illegal logging and mining, deforestation, pollution from liquid and solid waste disposal and poor agricultural practices.

These harmful activities degrade the vegetative cover along the banks of water sources, leaving them even more exposed to the impacts of climate variability. Poor water quality and insufficient quantity have direct implications for GWCL’s operations. GWCL faces critical water quality challenges caused by pollution from effluent discharges and the poor siting of waste management areas. In the past, the utility was forced to suspend operations at their Nsawam treatment plant (outside of Accra) for several months due to the high costs of treating the turbid raw water.

GWCL’s motivation to tap into ecosystem services as a means of regulating and improving water quality is driven by the potential for high rewards. Integrated approaches to water management have proven successful over the past few years, encouraging GWCL to prioritise collaborative efforts with water agencies and improve awareness on the topic of NBS.

A series of reforms to Ghana’s water sector in the 1990s decentralised responsibilities for water and sanitation provision. The reforms aimed to improve coordination and collaboration throughout the water sector by delegating responsibilities across several agencies: the Environmental Protection Agency (EPA) was tasked with ensuring water operations would not harm the environment, the Water Resource Commission (WRC) would provide regulatory and water resource management oversight, and the Public Utilities Regulatory Commission (PURC) would establish tariffs and quality standards for the operation of public utilities. The Community Water and Sanitation Agency (CWSA) was established to manage rural water systems and GWCL was delegated responsibility for urban water supply (GWCL, 2019).

The establishment of bodies such as the WRC have improved cooperation in Ghana’s water sector, an important element for the future growth of NBS. The WRC acts as the central coordinating body for water resource management at both a national and local level.

At the national level, it is focused on strategic engagement with major water users like GWCL and CWSA and water-related regulatory institutions, data management institutions and NGOs. At the decentralised level, the Commission operates through an administrative framework with coordination bodies known as River Basin Boards . Thus far, WRC has supported the institution of 7 River Basin Boards, which are composed of selected stakeholders with key roles in addressing the water resource challenges of each basin. WRC contributes to the development of targeted action plan interventions for the rehabilitation and preservation of these important water bodies. This is accomplished through capacity building workshops, public meetings and awareness-raising efforts.

Ghana’s River Basin Boards have been effective platforms for stakeholders to identify and propose solutions to the context-specific issues in each region, ultimately working toward the development of an integrated water resource management and investment plan (WRC, 2019). Collaboration with River Basin Boards has provided an entry point for GWCL to participate in catchment protection efforts and contribute to the developing management plans.

As a major water user, GWCL has a representative on the WRC board and each River Basin Board in the country. This affords the utility a level of representation in every WRC project, as well as a voice in the formulation of laws and policies. The close working relationship between utility and regulator is further evidenced by the establishment of an internal department in GWCL, specifically tasked with liaising with WRC to prevent pollution around the utility’s raw water abstraction points. Another example of coordinated efforts toward catchment management is illustrated in the water fee structure.

The first regulation developed and adopted by Parliament under WRC was the Water Use Regulations Legislative Instrument (L.I.) 1692 (2001). It serves to regulate water use permits or water rights for various water and allocates fees toward catchment management activities including reforestation of degraded water sources, public awareness and education, and ecological monitoring.

The WRC can incentivise the use of NBS for water management through existing laws and regulatory frameworks. For example, Section 35 of the Water Resources Commission Act 522 stipulates that regulation can be made for the protection of watersheds or for preserving existing uses of public water (WRC, 1996). In addition to using existing mandates, WRC has also pursued innovative policies.

In 2004, the WRC partnered with the Ministry of Water Resources Works and Housing, along with other stakeholder institutions and interest groups, to devise a consolidated Buffer Zone Policy that would address environmental degradation in the region and outline objectives for more sustainable practices (Ministry of Water Resources Works and Housing, 2013). The Buffer Zone Policy represented an important step toward a national policy on buffer zones for river basins by instituting a set of procedures to control harmful catchment activities.  The policy has not been formally enacted into legislation, which complicates efforts to enforce compliance.

While the frameworks advance sustainable approaches to catchment management, GWCL attests that lack of enforcement means water quality issues often remain unsolved. ‟The key issue is enforcement for compliance. Water quality challenges are prolonged as a result of limited or weak enforcement of regulations on effluent, waste and wastewater management, as well as other harmful catchment activities″ explains Mark Ayertey, Water Quality Officer for GWCL. There are indications that enforcement efforts are taking root at a local level. For example, registration of water users under section 11 of the Water Use Regulations LI 1692 of 2001 is carried out by the local authorities, who additionally monitor encroachment and improper waste disposal. Nevertheless, without formal legislative backing, enforcement is dependent on strong local governance structures.

GWCL recognises a barrier to widespread adoption of NBS in Ghana is the lack of understanding and confidence in these approaches at both a policy level and within the utility. Overcoming this barrier requires working closely with River Basin Boards to increase knowledge about how NBS can improve water management and the associated costs and benefits when compared to grey infrastructure. GWCL has creatively turned to Water Safety Plans (WSP), an approach of managing water supply from catchment to consumer, to illustrate how NBS can support the delivery of safe and secure water supplies. GWCL has developed WSPs for a number of their treatment plants and actively engages with customers through the implementation of these plans to demonstrate impact. A conscious effort to secure the participation of different community stakeholders, local authorities, and non-governmental organisations, and educational institutions will be necessary to accelerate adoption of NBS.

Increasing public awareness of water quality issues, combined with more effective enforcement of existing regulations could have a significant impact on the water quality challenges facing GWCL. To reach this point, GWCL must focus on gathering reliable water quality data to support improved management and protection as well as design targeted public engagement strategies. WRC is also considering ways to improve education and awareness around water issues. They currently engage with the community through durbars, gatherings of community elders and residents for educational, awareness-raising or communication purposes, and additionally rely on stakeholder meetings or workshops and existing advocacy learning platforms. Continuing to collaborate with different community stakeholders, local authorities, NGOs, and educational institutions is critical for the long-term sustainability of NBS in Ghana.

Key Responsibilities

• Assess from social point of view, which of the GWCL project activities will need screening and specific management and action plans to mitigate negative social and environmental impacts of the subproject • Lead the implementation of all involuntary resettlement activities under component 2 • Prepare TORs to guide Consultants to prepare site specific social safeguards instruments required for mitigating social impacts of proposed projects prior to commencement of civil works • Provide intensive on-site support to consultants or agencies involved in preliminary resettlement studies or preparation of resettlement action plans • Ensure the timely and appropriate liaison between MSWR,EPA and Metropolitan/Municipal and District Assemblies (MMDAs) on social issues within the Project components 2. • Supervise, Coordinate and facilitate consultants engaged to carry out social impact assessments and resettlement planning and monitoring of safeguards instruments implementation • Prepare internal social guidelines for preparation, review, implementation, monitoring and reporting on various safeguards instruments • Review ESIAs/RAP/ARAP/s and other social documents prepared by consultants to ensure compliance with relevant safeguards policies of the World Bank and Ghana. • From social point of, review environmental and social impact analaysis (ESIA) reports and environmental and social management plans (ESMP) from consultants in collaboration the environmental specialist and EPA and work with consultants or appropriate agencies in formulating recommendations on alternatives so as to avoid implementing activities that could generate social repercussions and to intervene with actions that minimise/mitigate negative social impacts • Submit all draft resettlement action plans to GAMA, PCU and World Bank for review and clearance • Lead the disclosure of RAPs/ARAPs related to GWCL component of the project • Propose for partner NGOs, approaches to be undertaken for successful community mobilization programs on social issues • Lead the implementation of the grievance redress mechanism developed for the project by the GWCL and keep accurate records of grievances received and addressed • Prepare and implement a comprehensive orientation and training program introducing social safeguard policies, principle and procedures to GWCL and other project implementing agencies, supervising engineering consultant and contractors • In collaboration with environmental specialist and other technical officers, monitor compliance with safeguards requirements and inclusion of safeguards requirement in the revised standard bidding document of the World Bank and civil works contracts and devise a corrective action plan to address significant non-compliance issues where required • Coordinate and facilitate the work consultants engaged to carry out social impact assessments and preparation or implementation of resettlement action plans and monitoring issues where required. • Coordinate and facilitate the work of consultants engaged to carry out social impact assessments and preparation of or implementation of resettlement action plans and monitoring of these instruments • Coordinate gender issues for GWCL component of the GAMA Project and advise on how the project activities can be more sensitive to meet the priorities of both men ad women beneficiaries in GWCL project communities • Ensure zero tolerance for sexual exploitation and abuse by project workers (including the contractors and implementing agency staff, facilitate HIV/AIDs orientation programme at construction sites issues related to labour influx (people coming into the project area for project related work), etc and any other as may be required • Undertake frequent field visits to all project sites to assess the efficiency of the grievance redress mechanism established for the project • Lead periodic social safeguards audit of the implementation of the RAPs. • Facilitate the implementation of the project’s grievance redress mechanism by monitoring the status of grievances, facilitating their resolution, maintaining, documentation and reporting progress. • Coordinate World Bank Specialist visits to field to review safeguards compliance • Develop and maintain the project’s information database on social safeguards aspects, including a system to track the projects relevant documents • Prepare up-to-date and accurate resettlement program statistics, periodic resettlement reports and needs assessments and submit safeguards report to the GAMA PCU on monthly, quarterly and annual basis, in addition, the consultant will be required to prepare or contribute to the preparation of other reports, as and when needed • Perform any other social safeguards duty assigned by the GWCL

Qualification Required & Experience

• Have a minimum of a Masters Degree in Social Sciences or related field • At least 3 years experience as a safeguards specialist on similar projects • Have at least 5 years of post – qualification, practical experience in social safeguards assessment and management, sustainable development, social protection, project implementation and capacity building • Be familiar with World Bank Safeguard policies, procedures and application and conversant with Ghana EPA’s environmental assessment regulations and procedures

Commercial and Marketing

The department is in charge of planning, directing, controlling and monitoring activities in the areas of effective and efficient meter reading, billing and collections, arrears management, non-revenue water management, and customer relationship management.

  • Provide direction and develop strategies and policies for efficient meter reading, billing, bill distribution, and revenue collection.
  • Monitor and review revenue performance and make proposals for improving revenue collection and achievement of targets.
  • Develop, direct and monitor the implementation of strategies for efficient customer relationship management.
  • Develop strategies and policies for credit management including the prosecution of delinquent/recalcitrant customers.
  • Direct, control and monitor billing adjustments to correct mistakes or inconsistencies in customer bills within authorized limits.

This department is responsible for establishing and maintaining human resources management and supportive logistics systems to facilitate the delivery of the corporate strategic objectives and the expected results under the key result areas of GWCL’s core business.

Corporate Planning department is in charge of building a shared understanding of the corporate plan among all stakeholders and developing guidelines and monitoring system to ensure the timely preparation and effective implementation of the plan.

  • Prepare annually the rolling 5-year business environment forecast to guide senior management in the preparation of annual divisional/departmental business plan.
  • Implement the internal performance assessment by the various divisions/departments and subsequently prepare the corporate evaluation to inform management decision on review of corporate strategy.
  • Negotiate annual performance targets with SEC on behalf of the company in compliance with statutory regulations.
  • Provide guidelines for the annual budgeting process to be in conformity with the corporate strategic plan.
  • Undertake periodic consumer satisfaction surveys to know the level of satisfaction of consumers of the services and products of GWCL and their problems, complaints and needs for redress.
  • Establish linkages and negotiate with relevant MDAs, the utility regulatory agency (PURC) in relation to legal and policy issues to ensure the practicability and relevance of legislations, regulations and policies.

Project Planning and Development 

Project Planning and Development department is responsible for stablishing a water sector development, investment planning, and contract management systems for works to meet the growing demand for improved service.

  • Carry out urban water sector planning and development in consultation with the District/Municipal/Metropolitan Assemblies and Consumer Associations to ensure the development of appropriate systems and engender stakeholder ownership.
  • Prepare investment plans to ensure adequate and up-to-date water systems to meet the demand for water supply.
  • Procure and contract out the design, construction, rehabilitation and expansion of existing as well as new works in a cost-effective and timely manner to ensure adequate production and supply of quality water.
  • Manage new works/projects to ensure that specifications are met and works completed within time and budget.

Special Duties 

The special duties has the responsibility to lead in the development of business opportunities which GWCL can exploit within the context of its mandate and coordinate, support and monitor existing subsidiary business operations to ensure their financial viability and contribution to the financial sustainability of GWCL.

  • Develop the framework of policies, programs and practices for promoting business opportunities in line with the strategic objectives of the Company
  • Identify and establish contact with new business development partners in and outside Ghana in line with the company strategy.
  • Develop performance measures and monitor the performance of subsidiary operations to ensure attainment of set objectives

The Finance and Accounting Department is in charge of managing the company’s financial resources to ensure high returns and financial sustainability.

  • Carry out prudent financial management practices to ensure that the financial sustainability targets are achieved.
  • Develop appropriate financial models and tools to guide financial management and investment planning.
  • Keep and maintain records of financial transactions of the Company ensuring conformity with international standards, thereby  eliminating fraud and malpractices.
  • Lead the preparation of the GWCL budget to guide annual operations.
  • Perform all functions related to treasury management, including investment of funds to ensure prudent use of resources.

Lands and Estates

Internal audit, lands and estates .

Responsible for managing the estates and lands of the Company.

  • Develop the land and estate policies and procedures of the company.
  • Develop and implement planned maintenance schedule to achieve a clean and safe residential and working environment.
  • Undertake negotiations for acquisition and disposal of Company estates.
  • Maintain and update records/inventory/title deeds of all Company estates.
  • Acquisition of landed property and liaising with external agencies to guarantee their security.
  • Prepare and implement assets replacement plan.
  • Negotiate for leases, licenses, tenancies, way leaves, easements, rent reviews etc.

Legal Services 

The Legal Services department has the responsibility to contribute to corporate mission achievement by providing a clear understanding of the laws and regulations related to the water sector specifically and the business environment generally, and advise on compliance so as to avoid infringements, losses and penalties.

  • Vet, advise and monitor all contracts to protect the interest of the company.
  • Ensure that the company is competently represented in law suits to protect the interest of the company and avoid undue losses.
  • Review, maintain and make accessible to stakeholders records of all laws and regulations relevant to the sector and business environment of the company to make the company responsive to its legal obligations.
  • Ensure that all properties are legally acquired and documented to avoid litigation and loss

Internal Audit 

Internal Audit department is responsible for ensuring the effectiveness and efficiency of operations, reliability of financial reporting, and compliance with applicable laws and regulations so as to provide reasonable assurance that the objectives of GWCL are being achieved.

  • Establish mechanisms to identify and deal with the risks associated with changes in economic, regulatory and operating conditions, and advise on how risks should be managed so as to achieve the objectives of GWCL.
  • Identify and capture pertinent information generated, both from internal and external sources, and communicate in the form and timeframe that enable people to use such information as input to carry out their responsibilities.
  • Monitor and evaluate management and supervisory activities and other actions personnel take in performing their duties and report any deficiencies upstream for necessary action and correction. 
  • Co-operate with external auditors for efficient and timely execution of annual audit and reporting to fulfil the requirements of statutory regulations.

Public Relations

The Department is responsible for providing value for money purchasing and supply services to help the company to achieve its strategic goals.

  • Plan procurement requirements for the company
  • Procure office requirements and collaborate with the relevant departments on the procurement of operating capital assets and consumables to ensure uninterrupted operations in accordance with the Public Procurement Act.
  • Liaise with the Public Procurement Authority, Ministerial Tender Review Board and the Central Tender Review Board for concurrent approvals of appropriate tenders.

Public Relations 

The Public Relations Department is responsible for preparing and developing stakeholder and Public Relations strategies, plans and programs and implementing them to ensure the building and maintenance of good corporate image for the Company.

  • Disseminate relevant information on policy issues of the Company to ensure consumers and other stakeholders are properly sensitized and made aware of these issues to positively influence their relationship with the Company.  
  • Establish regular communication links with other organizations and individuals, both local and external, and undertake research into the water sector with a view to optimizing the utilization of such research results for the expansion and improvement of the Company’s policies, programmes and activities.
  • Ensure that the media public is reliably and adequately informed about policy initiatives and actions to promote the timely dissemination of accurate information to consumers, communities and the general public.
  • Monitor regularly sector institutional relations and consumer relations and advise on ways to improve them to enhance good corporate image.

Apply In-Person:

  • To Obtain a New Water Connection in Ghana, the applicant has to approach the Ghana Water Company Limited (GWCL) Contact link
  • Applicant must obtain the application form from GWCL office.
  • Applicant then is required to purchase application form at a rate that may be determined by the GWCL branch office within the district where the service is required.
  • Read carefully through the application form as it contains different section, if you encounter any difficult, please ask for assistance from the supporting staff.
  • Pick the control ticket service number and wait for his/her ticket number to be called.
  • Submit the completed form along with the supporting documents to the attending staff for verification and processing.
  • After logging your application, inspectors from the GWCL, will visit the applicant’s (your)premises within 5 working days to survey and determine the feasibility or otherwise of a connection, after which the applicant will be advised on the finding report.
  • Where the connection is not feasible, the Company's Connection Team shall state the reasons there of to the applicant.
  • Where the connection is feasible, the Company's Connection Team shall determine the nearest point of connection to the service mains and provide the applicant with an estimate of the cost of connection.
  • Depending on the quoted costs, the applicant will be required to proceed and make payments at the GWCL office, where the applicant will be issued with a receipt.
  • A fee for this procedure is has to be paid as per as authority request.
  • Upon payment of the required cost, External works, meter installation, and other essential processes will be done to make sure that the applicant can access water in 10 working days.

  • No Objection Certificate from the assessment and collection department.
  • Residence Proof (telephone bill/electricity bill)

  • Property Tax receipt.
  • Proof for the ownership of the premises.
  • Self Declaration that property has been assessed/reassessed
  • In case of tenant applying – Then get authentication letter from proper owner along with the agreement for lease of the said property for which the NOC is required.
  • Site plan showing the layout of house or premises where water connection is intended.
  • NOC from Neighbouring landlord, if the pipe line crosses his property (if required)
  • NOC for cutting the road that comes under jurisdiction of Municipality/PWD or National Highway.(if required)
