The best way to prepare for an exam as broad as the FSOT is to practice taking the test.

Studies show that practice tests are the best way to prepare for exams. This is because they implement spaced retrieval practice, with the learner pulling information out of their memory when applying it to the question, which hardens that information in memory (Oakley & Sejnowski, 2018). Plus, they alert the student to topics they need help understanding and need to study before the actual exam.

FSO Compass provides practice tests for the Job Knowledge, English Expression, and Essay sections of the FSOT. The tests simulate the actual test in question type, the number of questions, the user interface, and functionality (e.g., skipping and reviewing questions). Very true. You could ask yourself questions you find on the internet (e.g., question banks), from a study guide, or in your head, but then you are limited. The practice tests on Compass closely replicate the FSOT.

Each multiple-choice tested section includes:

  • Countdown clock,
  • Questions that are asked one at a time,

Improve your writing for the FSOT

Writing is an important part of the Foreign Service exam because it’s an important part of being a diplomat. I would argue that, if you’re serious about being a diplomat, or any related profession, you should invest in polishing your writing skills as soon as possible.

We can all write. It’s a learned skill and everybody has some of it already. Reaching the standard expected by the Board of Examiners (BEX), and later by your supervisor, is also doable as long as you take it seriously. I grew up in the Netherlands and never had formal training in writing in English—yet with practice and the consultation of a few books I got by just fine. So you probably can too.

How to improve writing for the FSOT

To pass the FSOT, you have to write something similar to the five-point essay you learned about in school. The good news is you don’t need to be an expert on this topic—I didn’t even know what it was until a few weeks before taking the test. In case you don’t know what it is either, just head over to Google. Then use the information you find as a basis for future writing practice.

Fundamentals

If you want to improve your writing, first ask yourself how your fundamentals are. What are your weaknesses? One way to figure it out is by writing a few paragraphs and giving it to someone else to correct. If you’re too embarrassed to do that, you could also review it yourself the next day and correct your errors (there are always errors).

When you do this a few times, you’ll figure out exactly where to devote extra attention when you write. You may also notice stylistic issues, like repetitiveness, sentences that are too long, or abrupt endings.

Once you know what you need to improve, you can make a plan. If your knowledge of grammar is already good, perhaps all you need is a quick review. Personally, I found the “Elements of Good Writing” chapter in Cliff TestPrep Foreign Service Officer Exam very useful. It took only a few hours to read and helped me avoid making basic mistakes.

If you need more support, or if you’re just more serious about writing, you might want to (re-)read one of the better books on the topic, such as “ Writing Well” by William Zinsser . Don’t get scared by the very idea of reading a whole book on basic writing skills—this book is fun and easy to read, and truly insightful.

Practice is key. To become a better writer, you need to write as much as possible. It doesn’t really matter what you write about, but considering the most frequently used formats during the test and in the Foreign Service, I’d suggest writing a few (5-8) succinct paragraphs on a variety of topics.

You can start by writing about topics you’re intimately familiar with like your family history, your academic thesis, or the storyline of Titanic . But I’d recommend writing about professional and political topics. I found it very useful to visit the website ProCon.org to find ideas for my next writing exercise, while at the same time learning more about current policy issues.

There’s a website called Path to the Foreign Service (albeit written by someone who isn’t a FSO) that has a “simulator” to help you practice writing the FSOT essay. It offers a few sample topics and provides a space to write in. Other advantages are that it doesn’t have spell check, which makes you focus more on writing correctly and mimics what the test looks like.

Read & copy

Whenever you read an article or a book, pay attention to what you like about the way it’s written. For example, there aren’t fixed rules for certain punctuation marks, such as commas (Oxford comma) or how to use “em dashes.” Reading something that’s particularly well written, such as the book Writing Well I mentioned above, provides a good opportunity to pick the style you like best (and then stick to it!).

Please don’t worry about your “writing style.” As William Zinsser says somewhere in the book, and I’m paraphrasing here, the best writing style you can possibly have is writing in clear and correct English. This means you should focus primarily on learning the basic rules of English grammar and usage and find ways to deal with gray areas and other writing challenges consistently.

Structure is also important. You’ve probably learned in school that all writings should start with an interesting fact, a brief introduction of the topic, followed by context and arguments, and end with a summary and clear conclusion. If you struggle with this format, look at how other writers are implementing it and copy their approaches.

There’s nothing wrong with copying other people’s words and sentences, by the way. In fact, using other people’s nice words and phrases is just going to make you a better writer. I’m pretty sure that’s how all writers started out—studying others and trying to mimic whatever they considered good writing.

Write like you mean it

Writing is a wonderful skill that can be used in hundreds of different ways. Whatever you end up doing in life, writing well is going to help you. So don’t feel like writing about your life, your career, or issues that interest you is a waste of time—it’s great practice. If you’re serious about writing, I encourage you to start a diary or blog.

But even if you don’t, you should still consider yourself a “serious” writer. Don’t write as if what you have to say is not really interesting, or you don’t know anything. If you want to be taken seriously, it’s important to believe you’re a good writer and what you’re saying is meaningful because it represents your unique insight and experience.

Experienced writers typically choose a certain “angle” when they write. They won’t touch a topic unless they have a creative new way to approach it—they have to sell their work, after all. As a beginning writer, however, you should worry less about finding a creative angle and focus instead on presenting your points clearly and concisely, and using a clear structure to make it easy for readers to digest.

Edit and tighten it up

My final advice is: edit your work rigorously. Don’t fall in love with your own words or depend on your “instinct.” First drafts are typically full of mistakes and clutter that make it really hard for others to follow along. No matter how much flair you (think you) have, an unusual word choice may not as cute as you think and jokes often fall flat. So make sure you save enough time to edit your work thoroughly (brutally, if you will).

The Foreign Service Officer Test (FSOT) is required of anyone who is interested in working as a Foreign Service Officer of any kind. Whether you want to work in the consulate, diplomacy, politics, or any other department, taking this test will be a necessary step on your career path.

FSOT Eligibility

To be eligible to take the FSOT, you must adhere to the following guidelines:

  • You must be no younger than 20 and no older than 59 on the day you register to take the exam
  • You must be no younger than 21 and no older than 60 on the day you are appointed as a Foreign Service Officer
  • You must be a US citizen on the day you submit your registration package
  • You must be available for worldwide assignments

FSOT Exam Outline

The FSOT contains 153 questions and one essay, and you will be given between 3 and 3.5 hours to complete the test.

The test is split into four sections.

Job Knowledge (60 questions)

The questions in this section will cover the following:

Situational Judgment (28 questions)

For each question in this section, there will be four or five possible responses for you to choose from. You will be asked to select the best and the worst possible responses.

These questions will evaluate your abilities regarding the following:

  • Team-building
  • Workplace perceptiveness

English Expression (65 questions)

This section tests whether you can recognize a correctly written English sentence and will give you options to make corrections to the sentence if necessary. You will need to pay attention to details such as structure, grammar, punctuation, and spelling as you tackle this section.

For the FSOT essay, you will need to choose one of three topics to write 400-700 words about. Your essay should explain your position on the topic and explains your rationale for that position.

FSOT Application

The first step to taking the test is to apply. To fill out your application, you will first need to create a Pearson VUE account online. After your account is established, you can complete your eligibility requirements, fill out your application form, and complete your personal narratives.

FSOT Registration

The FSOT is offered three times a year and each testing window comes with its own registration window. These windows are as follows:

  • For tests given between June 2nd and June 9th, registration is open from May 2nd to May 30th.
  • For tests given between September 29th and October 6th, registration is open from August 29th to September 26th.
  • For tests given between February 2nd and February 9th, registration is open from January 2nd to January 30th.

You now have the option to take the FSOT at home using online proctoring. During registration, you will be given an option of where to take your exam. All you have to do is choose the online my-home or office option.

The fee to register is just $5, and that fee will be returned to you three weeks after you take the test. If you don’t show up to your test, however, you have to pay a $72 no-show fee.

In-person Testing

On the day of the test, you need to bring your admissions letter and a valid government-issued photo ID with you. If you are taking the exam at a consulate or embassy, you must use your US passport as your ID. Otherwise, a driver’s license, state ID, or military ID will also be accepted.

Plan to arrive at least 30 minutes early and account for any possible delays like traffic or detours, as there will be no allowances made if you show up late.

Remote Testing

The remote version of the exam is offered through Pearson Vue’s online testing system. You will need to ensure that your equipment meets the requirements before you test at home:

  • You must have a desktop computer or laptop.
  • You are only allowed to use one computer monitor.
  • You must have a webcam and microphone.
  • You must have a reliable wired or wireless internet connection.
  • If you utilize any VPNs, they must be disabled for the entirety of the exam.

There are also certain rules you have to follow during the exam itself:

  • Your eyes must be facing forward.
  • You cannot cover or block the webcam.
  • No other person may be in the room with you during the test.
  • Your mobile phone, PDA, pagers, smartwatches, or other electronic devices must be left in another room while you are testing.
  • You cannot have wallets, purses, backpacks, or bags near you.
  • You cannot wear headphones or headsets.
  • You cannot have paper, pens, notepads, books, or printed material on your desk or nearby.
  • You cannot have an eyeglass case on your desk.
  • Firearms and weapons of any kind cannot be visible.
  • You cannot leave the room during the test.
  • You cannot move your lips or appear to speak out loud while testing.
  • Do not hide your face or cover your mouth during the exam.
  • Eating and smoking, including vaping, will not be allowed.
  • Do not wear a coat or jacket.

How the FSOT is Scored

You’ll be able to view your scores within three weeks of taking the test. The score required to pass the test can shift slightly from year to year due to the way that scores are calculated. However, you usually need a minimum cumulative score for the three multiple-choice sections of 154.

Then, you need at least a 6 out of a possible 12 points on the written essay. If you do achieve a 154 minimum on the first three sections, your essay won’t be graded. If you do not pass the exam, you have to wait a full 12 months before retaking it. Make sure you give yourself plenty of time (at least six months) to study and prepare for this test.

The U.S. Department of State strongly encourages candidates to use a personal email address to which they will have regular, long-term access throughout the hiring process. Please consider this carefully before using a .edu or other email that may be attached to any current student or employee roles. Please also note the Department of State will communicate with candidates via the email address they provide at the time of original application and failure to respond by established deadlines may result in the Department of State discontinuing a candidate’s application. Candidates who are current U.S. government employees may not use their U.S. government email addresses for the Foreign Service application, testing, and assessment process.

FSOT At-Home Online Proctored Testing (OnVUE)

Before the exam

  • Visit the FSOT Online Proctoring page and review information on exam policies and procedures, system requirements, and the System Test.
  • It is very important to complete the required System Test on the same computer, in the same location, and at the same time as your exam appointment so the System Test can accurately read the computer’s connectivity in that location and timeframe.
  • Corporate, university, and military firewalls often cause issues while trying to take your exam. We strongly recommend taking your exam in a setting without an institutional firewall.

On exam day

Showing Up : We ask that you log into your Pearson VUE account 30 minutes before your scheduled appointment time to start the check-in process and to allow for any troubleshooting. If you click on the “Begin Exam” button more than 15 minutes after your scheduled exam time, you will be considered a No Show and are unlikely to receive a refund.

Identification : Please be prepared to show one (1) valid form of unexpired, Government-issued personal ID. The Government-issued ID must have your signature and must have your photo. The name on the exam registration in the Pearson VUE system must match the name on the Government issued ID exactly. Please verify that your name listed on your confirmation email matches your identification.  *If your identification is not considered valid, you will not be permitted to complete your exam and are unlikely to receive a refund.*

Examples of acceptable identification:

  • Driver’s license
  • Military ID (including spouse and dependent)
  • Identification card (national or local)
  • Registration card (such as green card, permanent resident, visa)

Please note that we are unable to accept the following ID’s for an online proctored exam:

  • Renewal forms with expired ID’s
  • Government-issued name change documents with Government ID

Personal Belongings : FSOT exams are closed-book exams. No personal items should be in the testing room. This includes all bags, purses, wallets, reference materials of any kind (books, notes or papers, etc.), electronic devices except for your cell phone (no tablets, PDAs, watches, calculators, etc.), writing instruments, food, beverages, etc.

Please note that you are required to have a clean and clutter free workstation. During check in, the Proctor will ask you to perform a room and desk scan using your phone or webcam and will inspect any materials near your workstation.

Logging into your Pearson VUE account:

  • Login to your  Pearson VUE Account
  • Click on the Schedule/Reschedule my FSOT
  • Click “Begin Exam” and follow the on-screen prompts to complete the check-in process
  • Important : the “Begin Exam” button will show up 30 minutes before your exam appointment and will remain available until 15 minutes after your exam appointment. If the “Begin Exam” button is not visible, you are either too early or too late for your exam. Please check your appointment details to make sure you’re trying to start at the proper time.
  • During the check-in process, you will be asked for your phone number so Pearson VUE staff can communicate with you while you are checking in for your exam. You will be asked to take a photo on your phone of yourself, your ID, and 4 photos of your room. The check-in process takes approximately 15 minutes for candidates who have previously completed a system test. After you have completed the check-in process, you will be asked to place your phone out of reach, but close enough to be heard.
  • Once you have completed the check-in process you will be contacted by a Proctor to begin your exam at your appointment time. You may not be contacted by the Proctor before your appointment time to start the exam.

Facial Comparison Policy

You understand and agree that Pearson VUE may use facial comparison technology for the purpose of verifying your identity during the testing process. It will compare your facial image to the one on your identification and to facial images captured during the testing process and help us further develop, upgrade, and improve this application. If you do not agree to the use of facial comparison technology during your testing session, do not accept this term. You will not be able to complete your registration online. Instead, please call the Pearson VUE call center to complete your registration.

Reporting Unusual Circumstances : Significant and unusual circumstances that occur during the testing process should be reported immediately to the Pearson VUE exam proctor so an incident report can be filed. If you are unable to communicate with the proctor you are required to notify Person VUE ASAP. 

Reschedule Policy

Rescheduling an exam appointment can be done in your  Pearson VUE account  24/7 or by calling Pearson VUE at  (888) 572-2276 Mon-Fri, 7-7 Central . You can reschedule your OnVue exam right up to the scheduled appointment time at no cost. If you do not reschedule your appointment before the scheduled appointment time and do not take the exam, it will be considered a No Show and you will forfeit your entire exam fee.

Cancellation Policy

Canceling an exam appointment can be done in your  Pearson VUE account  24/7 or by calling Pearson VUE at  (888) 572-2276 Mon-Fri, 7-7 Central . You can cancel your OnVue exam right up to the scheduled appointment time at no cost. If you do not cancel your appointment before the scheduled appointment time and do not take the exam, it will be considered a No Show and you will forfeit your entire exam fee.

No Shows : Failure to appear for an exam forfeits the entire exam fee, unless documentation of extenuating circumstances is provided within 10 days, such as: death in the family, serious illness, or military duty. In such circumstances, the candidate should email the State Department at  [email protected]  as soon as possible, providing documentation and a full description of the situation.

Exam Canceled by Pearson VUE : In the event of an unforeseen circumstance occurring on the day of a scheduled exam, candidates will be given as much advance notice as possible and will not be penalized if Pearson VUE cancels their exam appointment.

Eligibility Requirements

To be eligible, the U.S. Department of State requires that each candidate be:

  • A U.S. citizen on the date the candidate submits the registration package
  • At least 20 years old and no older than 59 years of age on the day the candidate submits the registration
  • At least 21 years old and not yet 60 on the day the candidate is appointed as a Foreign Service Officer
  • Open to acceptance of assignments based on the needs of the service

Registering for the FSOT

Candidates complete both registration steps - submitting an application and selecting a seat - during the same five-week period immediately prior to a specific testing window. Applications are valid only for that test and will expire when that testing window closes. The registration period closes three days prior to the opening of the testing window.

If you have a documented need for an accommodation, you must  request and receive approval  for your accommodation before scheduling your test.

As a part of the registration process, all candidates will be asked to complete their Personal Narratives (PNs). Candidates will be asked to address the following six areas: Leadership Skills, Interpersonal Skills, Communication Skills, Management Skills, Intellectual Skills, and Substantive Knowledge. Each of the six PNs will consist of no more than 1,300 characters. Beginning with the June 2022 FSOT, all candidates who complete the FSOT will proceed to the qualifications and evaluation panel for review.

The Foreign Service Officer Test is offered at approximately 130 OBTC locations on U.S. military installations in U.S states and territories, Europe, Asia and the Middle East. The Board of Examiners has expanded the number of Pearson VUE testing sites for the FSOT both domestically and overseas. Embassies/Consulates located in other cities may continue to offer the test as their resources permit. Candidates testing in locations outside the U.S. must use their U.S. passports for identification verification.

Plagiarism & AI Policy

  • The Department of State prohibits candidates from plagiarizing any portion of their employment application materials to include responses to questions in which candidates must provide a narrative response.  Candidates must create their own responses originally and not copy or adapt them from other sources. The Department analyzes candidate submissions for plagiarism and will discontinue any individual’s candidacy if found to have violated this plagiarism policy. 
  • While the Department of State encourages candidates to create their narratives with great care, including correct use of grammar and style, candidates are prohibited from using any artificial intelligence (AI) tool, to include but not limited to ChatGPT, to aid in their written responses.  The Department will discontinue any individual’s candidacy if found to have violated this prohibition on use of AI tools in the application process.

The Foreign Service Officer Test is a multiple-choice test with an essay covering four different sections. You will have 3 hours to complete all the sections of the test. Job Knowledge Test

The Job Knowledge test covers several major content areas and is equally important across all five foreign service tracks. You will have 40 minutes to answer 60 questions covering a wide range of subject matter.

  • World History and Geography
  • Math and Statistics

World History and Geography –  includes world-historical events, issues, developments, and their impact on US foreign policy

Economics –  understanding of basic economic principles and the economic system in the U.S.

All questions are multiple-choice, and you will have four options from which to choose. 

Winning Tip

Your score is based on the number of correct answers you submit. If you don’t know an answer, you can always skip the question and come back to it after you’ve finished the questions you know, before you exit the section of the test.

The correct answer is Mikhail Gorbachev.

The Malta Summit comprised a meeting between US President George H. W. Bush and Soviet General Secretary Mikhail Gorbachev, taking place on December 2–3, 1989, just a few weeks after the fall of the Berlin Wall. During the summit, Bush and Gorbachev would declare an end to the Cold War although whether it was truly such is a matter of debate.

Situational Judgment Test

The Situational Judgment section presents you with 28 scenarios and four or five possible responses. You are asked to identify both the best and worst possible responses among the choices given. The scenarios cover adaptability, decision making, judgment, operational effectiveness, professional standards, team building, and workplace perceptiveness. 

You don’t need to know State Department policies or procedures to answer these questions.  

Take your time to read through the scenario and response options carefully. You are being asked to identify two things in these questions, but you also have a minute-and-a-half for each scenario, so use the time fully. 

Try a Situational Judgment Sample Question

A clerk in your unit performs work quickly but carelessly. This clerk is about to transfer to another unit. The head of that unit asks you for your opinion of the employee’s work.

What would be the BEST course of action to handle this situation?

  • Emphasize the employee’s good points and downplay the bad.
  • Allow the employee to begin with a clean record by avoiding any criticism.
  • State that the employee works quickly but carelessly.
  • Warn the unit head that he or she would be making a big mistake by hiring the employee.

The best answer is C.  Stating the truth, is the best answer to this question. People have trouble with some supervisory questions is because they may answer a question based on experiences they have seen or participated in. On your upcoming test, that is not always a good idea, as you might miss a question like this for that reason. Option A is a very common answer, and incorrect. Of course, people do this all the time in real life to be nice, or because they want to unload someone. However, it is not considered good supervisory practice. While it may help your unit, it won’t help the other unit, the organization, or the individual involved. Option B is incorrect for the same reason. Option D is incorrect because it is going to the other extreme, and that would also not be fair to the employee.

  • English Expression

The English Expression portion of the test gives you 65 questions testing you in all manners of English. You will be asked to select correctly written sentences, make corrections in sentences using the options provided, and organize or revise paragraphs. 

All questions are multiple-choice and have 4 options for each question. 

Familiarize yourself with the types of questions you will see on the test, so you don’t waste a lot of time trying to understand what is being asked of you.

Select the one underlined word or phrase that needs to be changed to make the sentence correct, or indicate that none of the underlined parts are in error.

Some people believe that public health  should be improved  by increasing the  amount of sports facilities , while others believe that it  has little effect  and other measures should be taken to solve this problem.

The problem is found in “amount of sports facilities”.

Number  refers to items we can count.  Amount  refers to quantities we can measure but not individually count.

Sports facilities are countable so the correct term to use would the “ number  of sports facilities” rather than the  amount  of them.

Written Essay

You will be presented with 3 topics for the essay, and have 7 minutes to choose the topic you want to write about. Once selected, you will have 25 minutes to write a well-written, concise, 2,800-character essay (roughly 400-700 words) that takes a position on your topic and develops a rationale for that opinion. 

You will be scored on your ability to analyze a topic and the quality of your writing. You are not evaluated based on your opinion. 

Practice writing essays before the test to give yourself a better sense of 2,800 characters. That will enable you to visualize the essay and plan the length of your arguments.

FSOT Preparation Strategies

While there are sections within the foreign service officer exam that are difficult to study for, you can prepare for many of the components within the test. While we normally recommend buying a book to study from, the FSO is different. Most of the available books are out of date and don’t cover the situational judgment test. Look to online sources, including iPrep’s course, which tend to be updated more frequently and should serve you well.

FSOT Preparation Strategies

1. Read the Newspaper

Start by reading major newspapers, like the New York Times, the Wall Street Journal, and The Washington Post. Make sure to read foreign papers as well, such as The Guardian and The Daily Mail. Don’t ignore online publications like The Times of India or China Daily, which give insight into a number of areas.

2. Take the FSOT Practice Test

The official foreign service exam  practice test  will simulate conditions and give you a realistic preview of what to expect, as well as offer you study materials that will help you pass. However, you can only take the practice test once every six months, and the practice FSOT test does not include the essay. 

It behooves you to enroll in online study courses with test simulators, like the one offered by iPrep, which will help you mark progress as you prepare for the test. 

3. Double-Check Your Online Materials

The FSOT has changed over the years, and many online sources will prepare you for a test that has changed. Be sure that the test prep site you are looking at is aware of the changes, and the description of its materials is aligned with the current FSOT exam.

4. Practice Multiple Choice Questions

Multiple-choice questions are a skill, and learning to answer them quickly can make the difference between finishing within the allotted time and reading through question 34 when the time is up. 

Take a course that shows how to quickly eliminate options, and make educated guesses. 

5. Find a Study Buddy

Work with a friend or someone you find online to study together. Try to find someone who can help fill in general knowledge areas where you may be weaker. You’ll also be able to discuss situational judgment scenarios and talk through the notions that are being assessed.

FSO Selection Process

The selection process for becoming a Foreign Service Officer is quite lengthy. There are 8 steps that you must complete to become an FSO.

FSOT Selection Process

Step 1:  Choose a career path

There are many different careers within the foreign service. They fall into five categories:

  • Public Diplomacy

You must declare your career track before taking the Foreign Service exam.

Step 2:  Register for the FSOT

You may register for the exam at Pearson VUE five weeks before the testing window. You will need to create an account with Pearson VUE, and submit the following materials:

  • Eligibility verification forms
  • Application forms
  • 6 complete personal narratives

You will select a test location and seat for your test date. 

FSOT registration closes three days before the exam or when all available seats are filled.

Step 3:  Take the FSOT

You’ll be sitting in front of a computer for several hours. You will not be in contact with any Foreign Service Officers during the test, so dress comfortably. 

Step 4:  Qualifications Evaluation Panel (QEP)

If you pass the FSOT test, the QEP will review your written essay and read through your personal narratives. Successful candidates will then be invited to the Oral Assessment. 

While test scores figure prominently in this process, you may successfully complete all stages to this point and not be invited to the next stage if there aren’t available positions. If that happens, you will be required to repeat the selection process. 

QEP results are available approximately two months after completing the FSOT.

Step 5:  Foreign Service Oral Assessment (FSOA)

The Foreign Service Officer Assessment (FSOA) is a key step in the Foreign Service Officer selection process. It is offered in Washington, D.C., and will soon be available virtually in the U.S. and overseas. The FSOA evaluates various skills critical to the role of an FSO and includes exercises that simulate real-world diplomatic scenarios. 

The Foreign Service Oral Assessment (FSOA) includes three components:

  • Case Management Exercise : Candidates are given a hypothetical scenario where they must analyze information, prioritize actions, and propose solutions. This exercise tests analytical and decision-making skills.
  • Group Exercise : In this segment, candidates work collaboratively to reach a consensus on a given issue. It assesses teamwork, diplomacy, and negotiation abilities, crucial for a career in the Foreign Service.
  • Structured Interview : This part involves a personal interview focusing on the candidate’s experiences and qualifications, evaluating their suitability for a Foreign Service career.

This comprehensive, full-day evaluation is designed to assess candidates’ proficiency in the key dimensions critical to the role of an FSO. These dimensions are:

  • Cultural adaptability
  • Experience and motivation
  • Initiative and leadership
  • Objectivity and integrity
  • Oral communication
  • Planning and organizing
  • Quantitative analysis
  • Resourcefulness
  • Working with others
  • Written communication

Applicants should approach this as a professional job interview: dressing formally, arriving punctually and being thoroughly prepared.

After passing the oral assessment, you will receive a conditional job offering subject to subsequent clearances as described below.

Step 6:  Medical and Security Clearances

You will receive instructions on how to apply for the clearances that are required. 

Step 7:  Suitability Review Panel

A panel will review your entire file, and determine whether you are suited for a career in the Foreign Service. The panel takes past behaviors into consideration, including criminal conduct and behavior at prior workplaces.

Step 8 : The Register

Once you have passed all steps, your name is placed on the register, listed by successful candidates. Your name will remain on the register for up to 18 months. During that time, if an appropriate opportunity comes up, you may be offered an appointment. 

Results Scale and Interpretations

Your FSOT results are available about 3 weeks after taking the test. Your raw scores are normalized into percentiles that compare your scores to every other candidate within your testing period.

The precise algorithm has not been disclosed by Pearson VUE. However, you must score a 154 or higher on the test. Anything below that score is considered failing and you will not move on in the process. 

  • A score of just over 50 in each section is considered a passing score
  • Scores that are above 60 in each section are considered to be good scores
  • Scores that are above 70 are considered to be an amazing score
  • Scores above 80 are rare, and 99.9% of all test takers score below 80

Higher scores will often enable you to move forward in the process, and get through the QEP phase. 

If you score 154 or higher, the QEP will evaluate your essay. The essay is worth up to 12 points, with 6 being a passing score. Scores are rarely higher than 8. If you score below a 6, your candidacy will be eliminated regardless of how high you scored on the other sections of the test.

  • Your FSOT score is valid only for the time period during which you were tested. If you scored well but did not submit your personal narratives, your candidacy will not be considered and you must wait 12 months to take the test again.
  • There is no penalty for wrong answers in the Job Knowledge and English Expression sessions, so if you are stuck, you are better off guessing. 

Wrong answers will reduce your score in the Situational Judgment section. If you are completely unsure, you will be better off leaving an answer blank.

The Foreign Service Exam is an informal name of the Foreign Service Officer Test (FSOT). It is a screening test used by the Foreign Service to identify candidates for roles within its organization. 

The Foreign Service Officers Test is a multiple-choice test that covers a broad spectrum of topics including the U.S. Government, history, economics, math, and English. It also includes scenarios where you are asked to choose the best and worst reactions from a series of choices.

To prepare, you’ll want to take simulated practice FSOT tests, like those offered by iPrep, to familiarize yourself with the test format and types of questions. You can also study using online test prep courses. 

There isn’t an exact pass/fail score, but generally speaking, a score of 154 or higher will be enough to have your personal narratives and essay evaluated by the QEP.

The FSOT is a challenging test, with questions covering a wide array of content. However, with most of the questions, you either know the answer or you don’t. You won’t need to do many calculations to arrive at an answer.

The FSOT tests your knowledge of America and the world. It examines the judgments you make and tests your English and writing skills.

Foreign officers must be U.S. citizens aged 21 and up. New employees must be younger than 60. 

The Foreign Service has a clearly designed process to join. You will need to write personal narratives, pass a test, spend a day on oral examinations, and then pass a final review. Once you have successfully completed that process, your opportunities will depend on whether there are available jobs for you. 

If you pass the FSOT, your essay and personal narratives are reviewed by the QEP. If you pass their review, you will be invited to the oral examination. 

You can retake the FSOT once every 12 months for as many years as you want. 

A score of 154 or higher is considered to be a good score on the FSOT.

Your FSOT is one of the criteria used by the Foreign Service in determining whether you will be successful there. If you fail the FSOT, you will not be able to join the Foreign Service.

FSOT Test Tips

Here are some tips to help get you through test day. 

1. Answer the questions you know first

While you can’t jump from one section to the next, you can skip questions within a section and then come back to the questions you skipped. Since all questions are worth the same number of points, and the test doesn’t get progressively more difficult, it makes sense to answer the items you know right away. 

2. When in doubt, eliminate and guess

There   are no penalties for wrong answers in the Job Knowledge and English Expressions sections, so if you are unsure about an answer, do your best to eliminate some of the options. If you can eliminate two obviously wrong answers, the odds of guessing right increases by 50%. Wrong answers in the situational judgment sections can hurt your score, so if you are going to guess, only do so if you have eliminated several of the options. If you are completely unsure, you will be best off leaving the item unanswered.

3. Read the directions carefully

Make sure to understand what is being asked of you before submitting your answer. Skimming over keywords might cost you the right answer.

4. Practice writing 2,800-character essays

Write some essays that meet the length requirement. You may be surprised at how much—or how little—2,800 characters can be.

5. Be aware of the time

Don’t spend too much time on any one question. For many of the sections you have less than a minute to answer so do your best, and either answer the question or skip it for later.

6. Stay calm and be well-rested

Taking care of yourself before the test will help you perform your best on test day. Get a good night’s sleep beforehand, eat a healthy meal, and keep your brain feeling clear and ready.

I tried the two-day trial and enjoyed the course. The questions are similar to the fsot practice test that the state department gives, so you know you are getting quality testing questions. While the huge amount of testing questions is incredibly useful, I found the flashcards to be the most helpful especially when I felt too tired. Are you interested in becoming a Foreign Service Officer (FSO) and pursuing a career in diplomacy and international affairs? If so, one of the first steps you must take in pursuing this career is completing the Foreign Service Officer Test (FSOT), a challenging exam assessing your knowledge and skills in various subjects. 

One of the best ways to increase your chances of scoring highly on the FSOT is to take practice tests. Over the years, several have popped up, but only a couple stand out. This article will briefly review the FSOT, how we evaluated the practice tests, and our recommended practice test.

What is the FSOT?

The FSOT is the Foreign Service Officer Test. It is a multiple-choice test and essay used by the U.S. Department of State to assess the knowledge, skills, and abilities of individuals interested in joining the Foreign Service as diplomats. The test covers various topics, including the U.S. government, economics, management, math, psychology, English expression, situational judgment, and more. Pearson VUE administers the test.

These various topics are broken down into four different sections within the FSOT. These sections, and a brief description of each, follow:

Job Knowledge

Questions will cover a broad range of topics including, but not limited to, the structure and workings of the U.S. Government, U.S. and world history, U.S. culture, psychology, technology, management theory, finance and economics, and world affairs. Learn more on how to prepare .

Situational Judgement

English Expression

As the name implies, you must write an essay on one of three available topics within a time limit.

How did we evaluate FSOT practice tests?

Showcasing our best FSOT practice test award will only make sense if we share how we evaluated the options. We’ve broken down our metrics between the must-haves and nice-to-haves. 

Does it simulate the experience of the actual test?

Determining this question is the most significant factor for our review. Studies show that the best way to prepare for an assessment is to practice as close as possible to the environment of the test and how the test is offered. For the same reason, it is best to voice your responses instead of just saying them in your head when practicing for an interview. 

So what do we mean by the actual experience? We want to see the following for the multiple-choice sections:

  • Opportunity to skip questions and mark for review
  • Dashboard to see the questions you answered, skipped, and marked for review
  • Similar design 
  • Time and questions given align with the FSOT

For the essay:

  • Timer, represented in each section
  • Three prompts to choose from
  • No grammar tool to assist your writing

If the practice test is no better than a page full of questions, then we do not rank it highly. This statement applies to both online and print options.

Are all sections of the FSOT represented?

We want to ensure all of the sections (Job Knowledge, English Expression, Situational Judgment, and Essay) are represented in the practice test.

Are the questions FSOT-specific?

Essentially, are the questions in the practice test closely aligned with what you would find on the actual FSOT? A great example here is the situational judgment section. Practice questions for this section are generally not written in the style of the FSOT or within the theme (i.e., the questions are retail-oriented, not FS).

Are explanations for the correct and incorrect options provided?

Questions you may answer could have similar options with slight differences. As such, you want to know why option A is better than option B, especially if they are similar. 

Does the source provide multiple practice tests?

One solid practice test is beneficial. Multiple practice tests can be a game changer, especially if you – the candidate – space out your practice and learning. The more, the merrier, so long as each practice test is high quality. 

Nice-to-haves 

Are you directed to learning resources to help expand your knowledge on a question you got incorrect?

With online search tools, a need for direction is not mandatory, but it is nice because it can help speed up the learning process.

For our runner-up, we choose the State Department practice test .

What’s great about the DOS practice test is that the questions come from State, providing some weight to your practice. Unfortunately, there are several limitations, which we will note:

  • There is no essay section on State’s practice test.
  • An applicant must wait six months before accessing the second practice test offered.
  • The question review does not explain why an answer is correct or incorrect.
  • The navigation is not similar to the actual test (e.g., skip logic, save, and review).
  • Furthermore, unlike FSO Compass, the practice test does not include comprehensive material to help you study and prepare for the sections.

At the time of publication, the State Department does not charge for the practice test.

Lagging behind

An online product you may find is Mometrix . After review, the material is similar, if not the same, as the study guide you will find linked below through Amazon (for cheaper). Unfortunately, this service asks for $60/month, which is very high for the product you receive. 

Mometrix includes three sections of the FSOT for you to practice. The functionality is also similar to the actual test. There is no essay section to practice. However, FSO Compass wins out because of the immersive option when practicing. 

An unfortunate but important note to make, during our review, it was clear that the English Expression practice tests only contain one question type, essay review, for you to practice. The actual English Expression test includes five different question types, which you will find represented in Compass and State’s practice test.

For this price, there is no course to help you prepare for the personal narratives, no community, minimal review of the content on the FSOT, no community, and no opportunity to interview members of the Foreign Service. 

Study guides you find on Amazon, book store, or your local library

There are several options out there if you are interested in this approach. Here is a link to Amazon if you would like to review them. Some significant limitations include that the practice tests are in a book, which does not accurately reflect how you take the test; the material may need to be updated; and reviews often note typos and incorrect information. 

Prices range from $25-50.

In conclusion

Hands down, the best Foreign Service Officer Test (FSOT) practice test is through FSO Compass . We were very impressed with the available practice quiz and test options, the representation these tests have with the actual experience, and the growing question library (currently over 1,000). 

Furthermore, the resources available on the site, in addition to the practice tests, knock this site out of the park, especially when considering the price and the comparison with the other available options, which are not even close.

Incredible value for money considering it is the most comprehensive and useful FSOT guide on the market. The author of the guide has been an FSO and graded FSOTs. As a result, the book is absolutely jam packed with valuable information on the FSOT which simply can't be found anywhere else online. Easily the best way to improve your score.

Although your score on this pretest is by no means a guaranteed representation of what you should expect when taking the official FSOT exam, it is, however, a strong indication of where you lie in your FSO study program. Once finished with our pretest, we recommend that you follow the below steps so as to improve your score and help guarantee you a position as a Foreign Service Officer.

How to Improve you FSOT Score

If we were to just take the advice of the State Department, then you would be in line to read of 100,000's of pages from textbooks and spend an extra year or two enrolling in specialized courses that would go above and beyond college level programs. However, no one has that kind of time or money, and must, therefore, perform study "triage." It is for this reason alone that your best bet in maximizing your study efficiency and effectiveness is through an FSOT Study Guide. The below guides will not "teach" you the subject matter, but help to give you tips and test secrets so as to help steer your studies. Each one has been vetted by myself and my colleagues and comes with our highest recommendation:

#1. The Complete FSOT Study Guide

The Complete FSOT Study Guide is by far my #1 choice.  For starters, it is the only I feel was written by an FSO.  You can get great inside information from the author on not only how to prepare but also how to respond.  Also, the practice test is decent and is probably a better representation of the questions you'll see on the real test.  For most of the other FSOT practice tests that other book offer, they seemed too easy and would potentially give a false sense of security.

One caveat I have though is that this one is a bit outdated.  Robert Clark talks about a section that is no longer in the exam.  However, this isn't really a problem since there are still some excellent recommendations that can be used in the

So, this gets my #1 because of its cost, the fact that it is was written by a FSO, I felt provided real concrete recommendations and had a representative FSOT practice test.

#2. FSOT Exam Prep 2020-2021

FSOT Exam Prep 2020-2021: A Study Guide with 400 Test Questions and Answer Explanations for the Foreign Service Officer Test (2 Full Practice Tests)

The FSOT Exam Prep 2020-2021 gets second because of two things.  First, its not offered as an ebook but only a physical book.  Second it's written by a group called Newstone Foreign Service Test Team. I've been in the industry for years and have never heard of them.  Furthermore, doing a Google search, I can't find them anywhere.  This therefore leads me to believe that it is a made up group and that it's probably a self-publisher who isn't a FSO.

Normally I would completely walk away from this sort of book.  However, I still gave it a try and bought it so as to test it.  It gets second and even a mention because I loved that it had two full practice tests in it.  They were a bit too easy and could give false confidence, however, it did serve as a great reminder of the extent of the test's scope.

It's recommendations and test taking prep work was very basic though.  I feel like they used general test taking practices and put it in this book.  There was nothing specific to an FSO's process.

So, in the end, I'd recommend that you get the Complete FSOT (our #1) first, and if you want more FSOT practice test questions, then also get the FSOT Exam Prep.

#3.FSOT Study Guide Review

Just like the the FSOT Exam Prep (#2), the FSOT Study Guide Review seems to be made by a self-publisher, and not an FSO.   The author name (not publisher) is "Test Prep Books."  Looking at their other books it is clear that they make a mass amount of study guides in the industry, and judging by what shoppers have said, they are not a top standard in the industry.

Furthermore, many previous buyers question some of what other shoppers have said.  Now, at first I really didn't want to check it out based on these things.  However, I still picked it up and it has some good points.  It discussed the exam very well, and did have a large amount of practice test questions - however, again, on the easy side.

In the end though, I'd only recommend purchasing the Complete FSOT Study Guide, and perhaps the FSOT Exam Prep if you wanted more questions to practice on.

FSOT Practice Tests that are NOT Worth Your Time

Sadly, there are a lot of practice tests out there that aren't worth your time or your money.   Here is a couple that we have found that you should avoid if possible.

  • FSOT Flashcard Study System : Not worth it and not very helpful
  • FSOT Practice Questions : This too is a waste and not worth it
  • CliffsTestPrep Foreign Service Officer Exam : Wasn't a complete cover of all the subjects
  • FSOT Secrets Study Guide :  This is a sham and useless - stay away

How to Use our FSOT Practice Test

While you were taking our FSOT Practice test, you probably noticed certain categories for each question. That is because the most important result you can look for in taking a pretest is the categorical result and not just the final score. By knowing your lowest categorical score, you can discover which area you are weakest on and can hopefully structure your studies so as to improve in that category. Furthermore, you can access our recommendations on top free and paid materials in each section and can hopefully prepare yourself adequately. Once you feel as though you are prepared again and have taken our recommendations for that category, then you should take another one of our practice tests.

When Taking an FSOT Practice Test, Keep This In Mind

When taking the above practice quiz or any of the Study Guide tests, make sure that you keep the following in mind:

  • Remember that during the real test, you'll have time limits
  • Keep pace and don't get bogged down
  • You won't have notes with you so remove them and all distractions
  • Once done, go back and look at the type of questions you made the most mistakes

Although no FSOT practice quiz can ultimately prepare you for the test, no matter how many you take.  However, what does help is learning from your mistakes and using your time wisely as you prepare for the next step in your FSO selection process.

Thanks for building this website and providing this information. It’s been a boon so far. I do have to disagree with your suggestion however that people go out and get a Masters in International Relations or something related, especially if it’s just to become a foreign service officer. Speaking to many who’ve gone down that path, I can tell you it’s fraught with heartache. Those degrees are ripoffs and if you really want one, your best bet is to wait until you’ve passed the test and become an FSO and get the government to pay for the degree.

How to Ace the Foreign Service Officer Test

The glamorous life of a diplomat is a dream enticing to many, but realized by few. It’s easy to take one look at the first step—the foreign service officer test (FSOT)—and run in the opposite direction. But fear not! Here’s an inside look at the FSOT and some tips on how you can ace it.

The FSOT consists of four parts: a written exam, a personal narrative, an oral assessment, and finally, a security clearance.

1. The Written Examination

The written exam is a computer-based test on everything. Literally. From questions about the origin of bee-bop to the specifics of East Asian labor laws, the exam is designed to test general knowledge. You’ll also be asked about your work experience, responding to challenges , and communication styles in a short biographical section.

The test takes about three hours to complete, and is offered at several test centers around the US and abroad. The test is given during eight-day windows, three times a year, and can be re-taken once a year.

Tips for acing the written exam:

  • Know your current events! You can be sure the written exam will ask you about geography, political structures, and modern world conflicts. Make a habit of reading The Economist, The New York Times, Foreign Policy, and other renowned current events periodicals.
  • Take a look at the State Department’s Suggested Course List and Suggested Reading List for an idea of what else you can read to prepare.

2. The Personal Narrative

Once you pass the written exam, you’ll be asked to submit a personal narrative to the Qualifications Evaluations Panel (QEP). Here, you’ll highlight what you’ve done, who you are, and what you’ve learned from your experiences in essay format.

This is your chance to express why you’re qualified to be a foreign service officer. The scoring is not concrete, but is instead reflects whether the QEP feels you would make a promising and qualified candidate.

Tips for acing the personal narrative:

  • Highlight any international relations work and study experience you’ve had. The State Department favors candidates with work experience or master’s degrees in an international relations -related field, so emphasizing your experience here is crucial.
  • Discuss experiences or situations where you’ve demonstrated the qualities the QEP is looking for: leadership, clear communication, consistency, management skills , and interpersonal abilities.
  • Read the QEP guidelines before you begin writing, and read them again when you think your statement is ready.

3. The Oral Assessment

If the QEP is sufficiently impressed by your qualifications, you’ll be invited to participate in an oral assessment, a day-long exam where you’ll be evaluated on the “13 dimensions” essential for work in the foreign service.

The oral consists of three parts:

  • A small group exercise, in which candidates work together as a hypothetical task force charged with solving a complex problem and presenting their findings.
  • A structured, individual interview conducted by two assessors. You’ll be given hypothetical scenarios and asked how you would respond to them, as well as be questioned about your background and experience.
  • A 90-minute case management writing exercise.

Tips for acing the oral assessment:

  • Practice your public speaking , as you’ll be expected to give a presentation during the group exercise. Give a mock presentation to a friend or family member, and focus on speaking clearly and concisely, and looking up from your notes.
  • Understand the foreign service and your motivation for joining it. In your structured interview, your assessors will be looking for your aptitude and potential to be successful as a foreign service officer. Study up on what your role as an FSO would be, and practice talking about why you think you’d make a great FSO.
  • Practice summarizing articles in a concise, timely manner. To prepare for the case management writing exercise, pick any article in the news, read it, and write a short summary, thinking about the “big picture.” Highlight the most important information and keep your writing style sharp (see any style guide, such as Strunk and White’s The Elements of Style .)
  • Prepare for case studies. Consulting firms like Bain, Boston Consulting Group, and McKinsey offer sample case studies on their websites, as it’s part of their interview process. There are also several books on case studies, like Marc Cosentino’s Case In Point , that can help you get more comfortable with case interviews.
  • Sign up for an oral examination prep session , offered by the State Department.
  • Reach out to any international relations professors you may have known in college. They can likely provide you with helpful material and advice, or direct you to someone in the field who can.

4. Security and Medical Clearance & Final Review

Once you’ve come this far, the rest is a piece of cake, relatively speaking. You’ll be investigated for a high-level security and medical clearance—lots of paperwork, but not an exam—and your file will be submitted to the panel for final review.

A last word of advice: Don’t get discouraged if you don’t make it all the way through on your first try. It’s fairly normal to take and re-take the FSOT before actually acing it. As your experience and education becomes more extensive, your chances of passing the exam will improve. With a little persistence, you’ll be embassy-hopping with the best of them!
