National Electric Code Article 625

  • EV charging systems can be placed indoors or outdoors as long all their physical infrastructure fits and their charging cables can reach EV charging ports. However, where you place your system will affect your ventilation, waterproofing, and shock protection needs.
  • EV chargers must be stored 18 inches above the ground if indoors or 24 inches above the ground outdoors.
  • EV charging systems must use cables appropriate for their location. Those cables should carry one of the following labels designating NEC approval: EV, EVJ, EVE, EVJE, EVT, or EVJT. Charging cables longer than 25 feet require a cable management system, but the standard practice is to manage shorter lines, too.

National Electric Vehicle Infrastructure (NEVI)

With $5 billion in federal funding available for EV charging systems, the Department of Transportation (DoT) stepped in with guidelines around who could apply for funding. Funding applicants must meet the National Electric Vehicle Infrastructure standard, which went into effect on March 30, 2023. The standard is designed to promote interconnected EV infrastructure along federal highways, but any system that uses Title 23 federal funds must meet it no matter its location. NEVI covers topics such as eligible charger types, payment processing, cybersecurity, data privacy, and labor rules.

Universal EV charging stations are designed to let EV owners charge their cars no matter what hardware standard or software system is in place. This interoperability makes owning (and recharging) an EV simpler and more practical, which drives further adoption.

In the current EV charging station landscape, operators have to deal with several inconsistencies among different chargers. For example, the wide gamut of hardware can make it difficult to scale a charging network efficiently. As the EV industry matures, more and more manufacturers are adhering to standards that maintain high levels of quality and consistency for consumers. Standards now exist that govern operation, installation, and safety.

Operating standards

  • SAE International standards , devised by an industry group of mobility professionals, establish hardware and software guidelines.
  • ISO 15118 sets a standard for digital communications between an EV and the charging station.
  • Open Charge Point Protocol (OCPP) is a universal communications standard that allows the hardware and software of different providers to work together.
  • Open Charge Point Interface (OCPI) is an automated roaming protocol that lets charging stations serve drivers outside their network.
  • The Canadian Electricity and Gas Inspection Act provisions for safety requirements and EV charging outputs.

Installation and permitting standards

  • The Alternative Fuels Data Center maintains a list of installation requirements from the US government, and its permit template provides a solid framework for what to expect.
  • The Americans with Disabilities Act (ADA) will apply to your electric vehicle charging station business, so be sure to review it during planning to ensure disabled customers can charge with ease. The Accessible Canada Act applies many similar requirements.

  • Charge speed : 200 km per hour or 124 mi per hour
  • Average time to full charge : 20 minutes to an hour

Level 3 chargers use direct current (DC), which requires specialized hardware and electrical infrastructure. This gets them unparalleled charging speeds, making them ideal for thoroughfares and along major highways as gas station replacements.

EV connector types

Part of starting an EV charging station business means choosing which connector types to support. Some of the most popular examples include:

  • SAE J1772 : The North American standard, also known as the J Plug, supports Level 1 and 2 charging systems.
  • IEC 62196 Type 2 : The European standard supports Level 2 chargers.

Raising the temperature regularly above 40°C (104°F) and charging to 100% sees this fall to just 65% capacity after the first year, and a 60°C (140°F) battery temperature will hit this marker in as little as three months.

A battery dwelling in a full state of charge exposed to a high temperature is the worst of all worlds and the number one thing to avoid when charging your phone. So, do not leave your phone under your pillow to charge at night or plug it in on your car’s dashboard on a hot day. And if you use it, wireless charging can impact battery health if you don’t keep the phone cool.

Fast charging technologies are a contentious issue, as the higher current and voltages lead to a hotter device. With capabilities exceeding 60W and pushing to 100W even in smartphones, device longevity quickly becomes an issue. Fast charging is fine for a small top-up, but numerous standards we’ve tested regularly exceed 40°C when charging for more than a few minutes, as shown in the graph below.

Leaving your phone to fast charge up for 5 to 15 minutes won’t lead to major overheating problems, but I certainly don’t recommend using them for a full charge. Instead, you’d be better off using a temperature-aware fast charging solution or switching to a slower charger, especially if you plan to plug your phone in overnight.

On that note, if you’re using a fast charger and your phone is topping up too tardily, you can troubleshoot why your device is charging slowly . This may also be an issue you’ll want to address.

Lithium-ion battery technology is well understood these days, and smartphones are built around our use cases, but bad habits and myths still permeate the public consciousness. While most of these habits won’t massively impact your phone’s battery life in the medium term, the decline in removable phone batteries means we should take extra precautions to maximize battery life and, thus, our smartphone’s longevity.

I hate to be the bearer of bad news, but you might be reducing your phone battery's lifespan with certain charging behaviors.

Specifically, if you often charge your phone overnight or keep it plugged in for hours after it's reached 100%, you're accelerating the aging process of lithium-ion smartphone batteries.

"If you're going to charge your phone to 100% and keep it at 100% — just keep on charging and charging overnight — this will have negative influence on aging," Dominik Schulte, the managing director of the German battery-technology consultancy firm BatterieIngenieure, told Business Insider.

Indeed, as a lithium-ion battery ages, the chemistry within changes and becomes less efficient at storing and delivering power to your device.

To be sure, all lithium-ion batteries age and have a limited lifespan. No matter what you do, your phone's battery capacity — which translates to its lifespan — will degrade as you use it. But you can have a say in how quickly your smartphone battery ages.

Meanwhile, the companies behind the smartphones in your hands and pockets don't seem overly concerned about you letting your phone charge for too long.

I've asked smartphone companies what they think about charging phones overnight and keeping them at 100% for hours on end. Most referred me to informational webpages on their respective smartphone batteries.

In short, the company that made your smartphone doesn't seem to think that charging your phone overnight is cause for much concern.

Apple does mention overnight charging on one of its informational pages but doesn't say it's not a good idea to do so.

Google said that worrying about overcharging your phone is an "outdated" concern.

Ronald Ho, a product manager at Google, told Business Insider that "in general, this mentality that 'overcharging is bad' or 'charging too often is bad' is pretty outdated given the current battery and charging optimizing technologies companies can build into their devices."

Ho said that "when the phone's battery reaches 100%, the phone's internal battery charger will actually stop charging to prevent overcharging." Phone batteries will get a top-up from a charger only when they reach a certain level under 100%.

But Schulte and most smartphone makers agree on one thing: When you store a smartphone you don't plan to use, you should keep the battery charge within a certain range — and that's a hint that smartphone batteries don't like being at 100%.

Schulte said that lithium-ion batteries age slowest at about 30% to 50%. And that's about the range where most smartphone makers suggest you keep your phone's battery charge when you plan on storing it away for a while.

On its battery webpage, Samsung says you should keep its battery charge at "at least 50%." Apple says to keep the iPhone "half-charged when it's stored for the long term" to "help extend battery lifespan."

At the end of the day, lithium-ion batteries don't like being at 100%, at least for long periods.

But no one is suggesting that you only ever keep your smartphone between 30% and 50%.

That's simply unrealistic for a device that most of us keep by our side all day, especially when we often need it to last a long time between charges.

The key is to not store or keep your phone's battery at a 100% charge for extended periods.

Instead, Schulte said that "it would be very good to charge the phone in the morning or whenever, but don't store the phone overnight at 100%."

It could all come down to how often you buy new smartphones.

It's hard to say how quickly overnight charging actually accelerates the aging process of the lithium-ion batteries in our smartphones. It may not produce any noticeable effects if you buy a new phone every year, or maybe even every two years.

But if you typically buy a new phone because yours is dying too quickly — and isn't that old — you might want to reevaluate how you've been charging your phones. An overnight charge might not be considered such a long time, but the damage could build up the longer you keep your smartphone. If you're an overnight charger and plan to keep your phone for several years, it might be time to ditch that behavior.

And also, mobile phone technology evolved at an alarming pace in the last decades, leaving many of us behind in knowledge. These factors led to many myths about phone charging circulating online and even by word of mouth.

If you’re looking to take good care of your phone and keep using it for as long as you can, we have all the instructions you need, together with the reasoning behind them.

Li-ion battery charge/discharge cycles are chemical reactions triggered by electricity. Lithium ions flow from the positive to the negative electrode while charging and then from negative to positive while you use your phone.

The Li-ion batteries found in modern phones today have been around for quite some time, and were constantly developed to be smaller, safer, and last longer.

Modern batteries are much more safe and efficient than their nickel predecessors, which overheated quite rapidly, changed shape over time and required to only be charged when the battery was completely empty due to the “memory effect” .

The life of your phone battery is already determined when it’s manufactured. However, your charging habits can maintain or shorten the life of your phone battery.

Charge/discharge cycles

Phone batteries usually have a specific number of charge/discharge cycles intended that is somewhere in between 300 and 500. A charging cycle means going from full battery to completely empty and then back again.

Realistically, a battery requires a few charges to complete a full cycle, so it’s difficult to calculate how many cycles you used up. Battery life will decline with usage, and the best you can do is slow down that process by being mindful of your phone charging habits.

Temperature

Phone manufacturers recommend you only use your phone in a place where the ambient temperature is between 0º and 35º C (32º to 95º F). Phones are designed to turn off when the temperature is not appropriate for use, which will keep your phone safe from damage, but if you really need to use it for navigation, important calls, or even emergencies, this can be very inconvenient.

Extreme temperatures can permanently damage your phone battery after multiple exposures. Dramatic temperature variations should also be avoided because it can lead to moisture getting trapped inside your phone and damaging components.

Contrary to popular belief, using a different charger than the one your phone came with, or the one your phone manufacturer is offering, is not going to ruin your battery. The issue is with low-quality knock-off chargers.

These chargers are usually much cheaper than the real deal.They’re not manufactured according to industry standards, and lack the physical and technological safeguards you get from a brand charger. Knock-off chargers can not only damage your phone battery, but dangerous explosions have also been documented .

So even if let’s say you’re using a fast charger with a phone that cannot take in that much voltage, your phone will simply charge at the rate its battery was designed for. The fast charging feature will not do anything in this case.

Is wireless charging bad for battery? Heat is also the issue here. Good-quality certified wireless charging pads often have built-in cooling and are designed to keep your phone at the right temperature while charging. They also have the advantage of reducing mechanical damage to your phone’s charging port.

Also, phones at the moment come with various charging protocols and charging speeds that need a compatible charger for fast charging to take place. Without compatibility, a fast charger will simply work as a regular charger.

Tips for preserving the lifespan of your phone battery

As we’ve said earlier, extreme temperatures are the biggest enemies of mobile phone batteries. To keep your battery in tip-top shape for longer, you should avoid exposing it to extreme heat or cold.

The most common situation when a phone gets too heated is when you leave it in the sun for too long in summer, for example, on a beach towel, on the dash of the car, simply anywhere that is directly under the scorching sunlight. If your phone is also charging in any of these situations, it will only be worse. Try your best to keep it in the shade or at least covered with a bright material that will absorb less heat from the sun.

There is a myth circulating on the internet that keeping your phone in the freezer will somehow improve battery health. In truth, charging your phone in freezing temperatures multiple times will cause permanent damage to the battery. Also, the charger must keep up with the accelerated discharging caused by extreme cold, leading to a slow charge. You might have noticed that when using your phone outside on freezing winter days, the battery goes down quickly.

How to keep your battery cool while charging your phone:

  • Remove your phone from the case. Cases can cause heating problems because the phone is less exposed to air, and this will slow down the process of cooling.
  • Avoid charging your phone in an environment with poor ventilation. Be sure to charge your phone in a place that is cool and dry.
  • Avoid using your phone for a long time while charging. The heat generated by the screen and other components will add up to the charging heat and potentially damage your battery. You can also reduce the number of apps running in the background and screen brightness or turn off location services.
  • Turn on Airplane mode. This will prevent battery overheating and also make your phone charge faster. Airplane mode saves battery by automatically turning off cellular data. Also, your phone also charges faster on low power mode.

Tip #2: The phone charging sweet spot is between 20% and 80%

It feels natural to get a full charge every time you get the chance, in order to be able to make the most of your phone before the next charge. Also, we don’t recommended letting your phone die before charging again as we used to do with the acid batteries of the old days. This will actually damage a modern lithium ion battery.

So at what percentage should you charge your phone? The best practice for preserving phone battery health is to plug it in at around 20% and charge it up to 80-90%. This is especially important if you use fast charging, as charging from 0% will cause a lot of heat, and from 80% up, fast charging becomes less efficient.

However, there’s no risk of overcharging the battery. Phones these days are supposed to have built-in features meant to preserve battery health, such as turning off the phone before it actually drops down to 0%, interrupting charging when the battery is almost full, and more commonly alerting the user when the phone is too hot and subsequently turning it off.

Tip #3: Charge your phone battery halfway before storage

If you plan on not using your phone for a long time, it’s best to charge it halfway. Apple recommends turning on your phone every six months and charging it to 50% to preserve the battery. Also, be sure to store your mobile phone batteries in a cool, dry place to prevent damage.

Tip #4: Avoid cheap chargers, use fast charging in moderation

Knock-off chargers are unsafe, both for the phone and its user. Because components are not properly insulated, there’s a high risk of short circuit and catching fire, especially in humid environments such as bathrooms. Low-quality cables are also not recommended for use.

Also, if you want to hold onto your phone for several years, you should use fast charging in moderation. The convenience of getting your phone to 100% in half an hour does come with a trade-off. As the chemical reaction is sped up, it generates more heat which, over time, will shorten the lifespan of the battery.

However, while slow charging will not cause so much heat, it will take longer to charge your phone, and it still won’t halt the inevitable process of battery degradation. It comes down to convenience versus battery lifespan. Wondering how long does a phone battery last?. It depends on your usage and charging habits, but if you’re planning to upgrade your phone every two years, you don’t need to worry about fast charging damaging your battery.

Tip #5: Unplug your phone after charging

When you charge your phone overnight, what happens is that the battery will fall down to 99% and start charging again. This is called trickle charging, and it will happen pretty often throughout the night. The problem with trickle charging is that it generates heat, and if the room is hot or you have objects placed on top of your phone, that heat can damage the battery.

While we won’t urge you to give up the convenience of charging overnight, we advise you to make sure that your phone is exposed to air, preferably in a well-ventilated room, taken outside its case.

The Ideal Scenario

In an ideal world, your battery would never dip below 50 percent charge or quite reach 100 percent charge. That means you should plug your device in when it reaches 50 percent and unplug it again before it reaches 100 percent. 

That perfect scenario isn’t always possible, but knowing it exists does offer some insight into how you should go about charging your lithium-ion powered devices. While it isn’t dangerous to leave your phone plugged in, it does reduce the lifespan of your battery. 

Exceptions to the Rule

Every once in awhile, perhaps once per month or so, it’s good to run your battery down to about 5 percent. Doing so allows the it to re-calibrate itself, which in turn helps your device give you a more accurate estimate of your battery life. 

Other Factors

Lithium-ion powered devices are best kept at moderate temperatures. Avoid leaving or storing your phone in hot or cold environments. 

Another thing to keep in mind is the charger you use. It’s always best to use the official charger that came with your device. And if you should need a replacement or additional charger, consider purchasing from the manufacturer.

If you won’t be using your device for an extended period of time, turn it off around 50 percent battery life and keep it in a temperate environment.

One final factor to consider is how you use your device while it is plugged in. Ideally, a device would be off while charging, but that isn’t necessary. Allowing your device to idle while chargin is sufficient. However, you shouldn’t use your device for battery-stressing things – such as watching a video – while it is charging.

  • Avoid overnight charging.
  • Store and charge your phone in moderate temperatures.

New York Takes Crucial Step Toward Making Congestion Pricing a Reality

New York City completed a crucial final step on Wednesday in a decades-long effort to become the first American city to roll out a comprehensive congestion pricing program, one that aims to push motorists out of their cars and onto mass transit by charging new tolls to drive into Midtown and Lower Manhattan.

The program could start as early as mid-June after the board of the Metropolitan Transportation Authority, the state agency that will install and manage the program, voted 11-to-1 to approve the final tolling rates, which will charge most passenger cars $15 a day to enter at 60th Street and below in Manhattan. The program is expected to reduce traffic and raise $1 billion annually for public transit improvements.

It was a historic moment for New York’s leaders and transportation advocates after decades of failed attempts to advance congestion pricing even as other gridlocked cities around the world, including London, Stockholm and Singapore, proved that similar programs could reduce traffic and pollution.

While other American cities have introduced related concepts by establishing toll roads or closing streets to traffic, the plan in New York is unmatched in ambition and scale.

Congestion pricing is expected to reduce the number of vehicles that enter Lower Manhattan by about 17 percent, according to a November study by an advisory committee reporting to the M.T.A. The report also said that the total number of miles driven in 28 counties across the region would be reduced.

“This was the right thing to do,” Janno Lieber, the authority’s chairman and chief executive, said after the vote. “New York has more traffic than any place in the United States, and now we’re doing something about it.”

Congestion pricing has long been a hard sell in New York, where many people commute by car from the boroughs outside of Manhattan and the suburbs, in part because some of them do not have access to public transit.

New York State legislators finally approved congestion pricing in 2019 after Gov. Andrew M. Cuomo helped push it through. A series of recent breakdowns in the city’s subway system had underscored the need for billions of dollars to update its aging infrastructure.

It has taken another five years to reach the starting line. Before the tolling program can begin, it must be reviewed by the Federal Highway Administration, which is expected to approve it.

Congestion pricing also faces legal challenges from six lawsuits that have been brought by elected officials and residents from across the New York region. Opponents have increasingly mobilized against the program in recent months, citing the cost of the tolls and the potential environmental effects from shifting traffic and pollution to other areas as drivers avoid the tolls.

A court hearing is scheduled for April 3 and 4 on a lawsuit brought by the State of New Jersey, which is seen as the most serious legal challenge. The mayor of Fort Lee, N.J., Mark J. Sokolich, has filed a related lawsuit.

Four more lawsuits have been brought in New York: by Ed Day, the Rockland County executive; by Vito Fossella, the Staten Island borough president, and the United Federation of Teachers; and by two separate groups of city residents.

Amid the litigation, M.T.A. officials have suspended some capital construction projects that were to be paid for by the program, and they said at a committee meeting on Monday that crucial work to modernize subway signals on the A and C lines had been delayed.

Nearly all the toll readers have been installed, and will automatically charge drivers for entering the designated congestion zone at 60th Street or below. There is no toll for leaving the zone or driving around in it. Through traffic on Franklin D. Roosevelt Drive and the West Side Highway will not be tolled.

Under the final tolling structure, which was based on recommendations by the advisory panel, most passenger vehicles will be charged $15 a day from 5 a.m. to 9 p.m. on weekdays, and from 9 a.m. to 9 p.m. on weekends. The toll will be $24 for small trucks and charter buses, and will rise to $36 for large trucks and tour buses. It will be $7.50 for motorcycles.

Those tolls will be discounted by 75 percent at night, dropping the cost for a passenger vehicle to $3.75.

Fares will go up by $1.25 for taxis and black car services, and by $2.50 for Uber and Lyft. Passengers will be responsible for paying the new fees, and they will be added to every ride that begins, ends or occurs within the congestion zone. There will be no nighttime discounts. (The new fees come on top of an existing congestion surcharge that was imposed on for-hire vehicles in 2019.)

The tolls will mostly be collected using the E-ZPass system. Electronic detection points have been placed at entrances and exits to the tolling zone. Drivers who do not use an E-ZPass will pay significantly higher fees — for instance, $22.50 instead of $15 during peak hours for passenger vehicles.

Emergency vehicles like fire trucks, ambulances and police cars, as well as vehicles carrying people with disabilities, were exempted from the new tolls under the state’s congestion pricing legislation .

As for discounts, low-income drivers who make less than $50,000 annually can apply to receive half off the daytime toll after their first 10 trips in a calendar month. In addition, low-income residents of the congestion zone who make less than $60,000 a year can apply for a state tax credit.

All drivers entering the zone directly from four tolled tunnels — the Lincoln, Holland, Hugh L. Carey and Queens-Midtown — will receive a “crossing credit” that will be applied against the daytime toll. The credit will be $5 round-trip for passenger vehicles, $12 for small trucks and intercity and charter buses, $20 for large trucks and tour buses, and $2.50 for motorcycles. No credits will be offered at night.
