Nigerian Politics and Government by Hakeem Onapajo LAST REVIEWED: 23 June 2023 LAST MODIFIED: 23 June 2023 DOI: 10.1093/obo/9780199756223-0361

Nigeria’s status as the “Giant of Africa” is not only an expression suggesting it has the largest population size in the region, but also implies the immense influence the Nigerian state has on African politics and society. It is arguable that a proper understanding of politics and government in Nigeria should provide a good understanding of African politics. Nigeria is a product of British colonialism and gained its independence in 1960. Being a plural society with multiple ethnic groups, the Nigerian political system is built on a three-tier federal system (federal, state, and local governments). Modeled after the American model of democracy, Nigeria operates a presidential system that produces a president exercising enormous executive power at the federal level and a governor as head of the executive in the thirty-six (subnational) states in the federation. The legislative system is bicameral at the federal level and unicameral at the state level. With an estimated 300 ethnic groups, Nigeria is often considered the most diverse society in Africa. Despite the multiple ethnic groupings, three major ethnic groups dominate the political space given their population and linguistic spread over other groups. The majority groups are the Hausa-Fulani (northern region), Yoruba (western region) and the Igbo (eastern region). Besides these majority groups, there are hundreds of minority groups spread across the different regions of the country. In addition to ethnicity, religion represents another significant component of Nigerian society and has a major influence on politics. Nigerians mostly identify with Christianity or Islam, while a few associate with the African Traditional Religion. In geographical spread, there are more Muslims in the northern region and more Christians in the southern region. Over the years, ethnicity and religion have been a major factor in Nigerian politics, determining access to power and distribution of values. These factors have become a major driver of politics and therefore feature prominently in any discourse about politics and government in Nigeria. Politics in Nigeria since independence has oscillated between civilian democracy and military rule. Democracy failed at three different periods before the present democratic regime, which began in 1999. The military interventions and abrupt end to democratic rules give room for the periodization of the First, Second, Third, and Fourth Republics that is often employed as a framework of analysis in the study of Nigerian politics and government.

Scholarship on Nigerian politics and government is abundantly available. The topic has been one of the most studied in African politics. Major works that have become more influential on politics and government in Nigeria belong to different generations based on political phenomena at politico-historical phases of the state. The first generation of work, which can be referred to as classical studies of Nigerian political science, are books that offer compelling analysis of politics in the pre-independence and early post-independence eras. These include Sklar 1963 , which is the foundational and most referenced work on political parties and electoral politics in Nigeria. Post 1963 examines the politics of the 1959 federal elections that preceded Nigeria’s independence in 1960. Awa 1964 provides a useful analysis of the institutional framework for the government that emerged after independence. Dudley 1968 is a study of political parties in northern Nigeria. Another major contribution by the same author, Dudley 1973 provides a rich account of the politics that led to the collapse of the First Republic (1960–1966) in Nigeria’s political history. The second generation of works emerged in the 1970s and 1980s and focused more on the politics of military rule, after the first military coup of 1966, and the politics of the second attempt at democratic rule, otherwise known as the Second Republic (1979–1983). Some of the most visible among them include Adamolekun 1985 , Falola and Ihonvbere 1985 and Joseph 1987 . The period that followed saw the consolidation of power by military regimes and controversial democratic transition periods. The politics of this era, particularly from 1983 to 1993, was sufficiently studied in the third-generation studies, including the edited volume Diamond, et al. 1997 and Osaghae 1998 . Nigeria’s politics and government under the recent transition to democracy in 1999 are examined in the fourth generation of works on Nigerian political studies, including Said Adejumobi 2010 and Agbu 2016 .

Adamolekun, Ladipo. The Fall of the Second Republic . Ibadan, Nigeria: Spectrum Books, 1985.

The contribution of Adamolekun remains one of the most visible in the second generation of Nigerian political studies. It gives useful analysis of the factors that accounted for the collapse of democracy after the military coup of 1983.

Adejumobi, Said, ed. Governance and Politics in Post-military Nigeria: Changes and Challenges . New York: Palgrave Macmillan, 2010.

Adejumobi’s edited book is a typical example of the current generation of Nigerian political studies that captures politics and government after the transition to democracy in 1999.

Agbu, Osita, ed. Elections and Governance in Nigeria’s Fourth Republic . Dakar, Senegal: CODESRIA, 2016.

Agbu’s edited volume approaches the present Nigerian democratic journey from the lens of elections since 1999.

Awa, Eme. Federal Government in Nigeria . Berkeley: University of California Press, 1964.

DOI: 10.1525/9780520339064

The book is a major foundational study to understand the structure of Nigerian federalism.

Diamond, Larry, Anthony Kirk-Greene, Oyeleye Oyediran. Transition without End: Nigerian Politics and Civil Society under Babangida . Boulder, CO: Lynne Rienner, 1997.

DOI: 10.1515/9781685856199

An edited volume that provides different perspectives of the politics of military rule, with emphasis on the Babangida-led regime.

Dudley, Billy. Parties and Politics in Northern Nigeria . London: Frank Cass, 1968.

The most detailed study on politics and the party system in northern Nigeria in the post-independence era.

Dudley, Billy. Instability and Political Order: Politics and Crisis in Nigeria . Ibadan, Nigeria: Ibadan University Press, 1973.

The book is a well-referenced study on the politics of the First Republic, as it provides a profound analysis of the factors responsible for the fall of the civilian regime in 1966.

Falola, Toyin, and Julius Ihonvbere. The Rise and Fall of Nigeria’s Second Republic, 1979–84 . London: Zed Books, 1985.

This book provides a comprehensive analysis of the politics, government, and economy in the Second Republic.

Joseph, Richard. Democracy and Prebendal Politics in Nigeria: The Rise and Fall of the Second Republic . Cambridge, UK: Cambridge University Press, 1987.

Perhaps the best account of the politics of neo-patrimonialism in the Second Republic. The author’s arguments are used as a framework to understand contemporary politics in Nigeria. Subsequent books have been published to advance the author’s perspective.

Osaghae, Eghosa E. Crippled Giant: Nigeria since Independence . Bloomington: Indiana University Press, 1998.

Belonging to the third generation, the book offers a highly comprehensive account of Nigerian government and politics since independence.

Post, Kenneth W. J. The Nigerian Federal Election of 1959 . Oxford: Oxford University Press, 1963.

The book provides a comprehensive account of the federal election that ushered in Nigeria’s independence in 1960. It belongs to the classical works that introduce Nigerian political system to the international audience.

Sklar, Richard. Nigerian Political Parties: Power in an Emergent African Nation . Princeton, NJ: Princeton University Press, 1963.

Being one of the pioneer studies in Nigerian political studies, the book is one of the most cited contributions produced by the first set of political scientists, mostly foreign scholars, in Nigeria.

Gerald Ezirim , Cyril Chinedu

With the continued manifestation and intensification of poverty, child and maternal mortality, unemployment, HIV/AIDS and other economic problems in Nigeria after the expiration of the deadline set for the realization of the Millennium Development Goals, the preoccupation of the existing scholarships have been channeled in interrogating the fundamental impediments to the actualization of these goals. Factors such as lack of human capacity, inadequate and unreliable data system, lack of finance, poor coordination of the policy framework, and among others, were identified by scholars as the bane of the MDGs framework in Nigeria. As the global community moves into the post-MDG era, the study examined the role and relevance of Political Science in advancing the objectives enshrined in the Sustainable Development Goals in Nigeria. Employing the basic propositions emanating from the Marxist theory of the Post-Colonial State, the study, beyond the conventional positions of scholars, argued that the non-adherence to the dictates of politics was implicated in the failure of Millennium Development Goals in Nigeria. Also, the study utilized the secondary method of data collection largely drawn from official publication, journal articles and books while we analyzed the data using the content analysis. In the light of the foregoing, we suggested for more inclusion of political scientists in the formulation and implementation of policy frameworks relating to SDG initiatives, on one hand, and the application of basic principles of good governance which remains the core of Political Science, on another hand, in order to address the development challenges that confronting the Nigerian state.

The impact of politics can only be felt on the people through their participation in politics either positive or negative, this ascertain the level of legitimacy of such government. However, absence of political education in the society promotes electoral violence, divide the people along political parties, and promotes election malpractice and post-election crises. This paper therefore, aimed at finding out; the role played by political education on sustainable national development in Nigeria, with the view of examining the role of political education through the process of political culture which increases political awareness of the people and enables them to have incessant information about their political system. Furthermore, the concepts of political education and national development which serve as cordial points of discussion is exhaustively treated. Thus, the paper adopts secondary sources for data collection. The paper adopts the theory of political culture as its theoretical framework. The paper argues that, if political education is employed in Nigerian democracy, it will promote national unity, enhance nation building, promote political participation and it will help the citizens to hold those in government accountable for failures and accolade them for successes. The paper recommends that concerted efforts should be made to brings about political education of Nigerians citizen. This could be achieved by making political education compulsory at all levels of the educational system, televised on national media, state and private owned radios, television channels, telecommunication, publishing it on the social media and in the print media.

Over the years Political Thought has been described as a man's endeavour to consciously understand and solve the problems of life around him as an individual, a group, organization, and society in which he lives. It consists that form of discipline inquiry and rigorous investigations into the intellectual tradition or political philosophers like Plato, Aristotle, St. Augustine, Machiavelli, Karl Marx and other seminal political thinkers whose history consists of the evolution of men's thinking about socio-political problems over time. Consequently, this study discursively identified the method of teaching political science education, and then construed from the various perspectives of collections of thoughts and varying theories of the state across Epochs. Significantly, the study unearthed that, there exist remarkable discrepancies between the focus of political thoughts in the classical epoch as represented by the perceptions of Plato and Aristotle on one hand, and the prevalent ideas in the medieval era on the other hand, and then the nature of political thoughts between the Renaissance period and the Eras of Reason and Enlightenment. The study also shows the existence of some sorts of paradigm shift from what obtained in both the classical and medieval ages. The study concludes that, although the Classical Political Thoughts seemed unempirical and utopian; as they sought the emergence of politics and politicking not characterized by inequalities and injustices, yet their thoughts pattern have bearings towards the emergence of the modern day political system, and so recommends that, students and all learners in Nigeria, especially those at the elementary levels, should be adequately exposed to the history of their societal-cum-political development and civilization via political science education, to enable them have a rich knowledge of their societies'/states' historical evolution and, or development.

The study examined the role of political education and Information Communication Technology (ICT) for sustainable democracy in Nigeria. The paper conceptualized political education and IC T for sustainable democracy. The paper adopted observation and secondary methods of data gathering. The paper argued that electoral violence and fraud that marred conducted elections in Nigeria was due to decades of military rule that militarized the psyche of most Nigerians, and lack of continuous political education to redirect the militarized mentality they do display in electoral process, to democratized mentality to sustain democracy in Nigeria. This is because the anti-democratic mentality of most Nigerians has created loopholes for politicians to manipulate the electoral process which portents a threat to democracy in Nigeria. The paper revealed that continuous political education through the use of ICT tools like social network sites will create political awareness that will enlighten Nige...

The aim of Social Studies education is to examine and understand various communities both locally and globally. The teaching and learning of Social Studies in Nigeria has, for sometimes now, been faced by a number of challenges. These challenges have called to question the relevance of Social Studies for development and sustainable democracy in this twenty-first century. For effective teaching of Social Studies and for the subject to be used as a catalyst for national development, in Nigeria suggestions were made.

The problem of national development in Nigeria is daunting given the unending spate of socio-political challenges. Among these challenges are high level of corruption, youth unemployment, ethnocentrism, religious fanaticism, political violence and thuggery and insurgency. This paper attempts to look at the role Social studies education, with its multidisciplinary approach, could play in intervening in this downward trend towards anarchy, lawlessness, gross underdevelopment and poverty. It is anticipated that the utilisation and the proper implementation of the civic education component of Social studies would engender salient social and national values of honesty, tolerance, social responsibility, patriotism all of which would translate into economic growth and economic development.

REF 101: THE NITTY-GRITTY OF REFERENCING IN RESEARCH

Dec 13, 2014 By Austine Archibong

I once stumbled upon a sentence that greatly inspired me. The saying goes thus: Every writer is a thief! Certainly you'd be quick to dispute that. The thing is, we were born without the knowledge we have now garnered overtime, it is the work of others that we have digested to become this informed. In research, it is usual that there would  be an in-depth digging of past and similar work. It is required that due credit is given to the author of what-so-ever sentence, experimental work, or excerpt adapted into your work. This is to acknowledge their efforts, sponsor hard-work and discourage theft of any form. This also helps the readers/reviewers of your work  locate the past work and go over. Plagiarism - claiming someone else's work as yours is a terrible offence and a laugh-off of creativity. This is strongly discouraged in all climes. Hence, the need for this guide. >>> Read More Here

HYPOTHESIS FOR BEGINNERS: A STEP BY STEP GUIDE ON APPLYING THE RIGHT HYPOTHESIS FOR A RESEARCH STUDY

Dec 28, 2014 By Japheth A. Yaya

Hypothesis is a testable prediction, a statement of specific results or a suggested answer to a research  problem or a conjectural statement of the relationship between two or more variable being investigated or a deduction from a postulate (Akinade&Owolabi, 2009; Awoniyi, Aderanti&Tayo, 2011; Cherry, 2014).It can be regarded as the suggested answer to a research objective and problem. It is an idea or guess regarding how the researcher thinks the results of a study will look like. Simply put, it is a tentative assumption, supposition, guess, inference, explanation or prediction about some phenomenon that can be tested in a reasonable time frame. It is always put in declarative statement to relate the research variables to each other generally or specifically. While the hypothesis predicts what the researchers expect to see, the goal of research is to determine whether this guess is right or wrong (Cherry, 2014). >>> Read More Here

CHOOSING THE RIGHT MEASUREMENT INSTRUMENT FOR RESEARCH PROJECTS by Japheth A. Yaya

Measurement instrument refers to various methods through which a researcher obtains data from respondents for his research work. The term data refers to all forms of information that researchers obtain from the participant of the study. Adedokun (2003:57) asserts that data refers “to any fact, observation or facts relating to the subject of the study”. There are different types of measurement instruments that can be used by researchers for their studies; it depends on the nature of research that is to be carried out. In this write up, we shall discuss various measurement instruments that can be used alongside with studies that are suitable for them. Read More>>>

4 WAYS TO CONTRIBUTE TO THE BODY OF KNOWLEDGE By Chidi Rafael

  • The essence of research is to find more knowledge and add to the existing body of knowledge. How has your study contributed to the Body of Knowledge? This is one question students especially at the Masters or PhD level must answer one day. The body of knowledge (BOK) encompasses every field of study from medicine to soap making and even our regular sports. You may choose to look at it as a vast library that needs constant updates from brilliant and creative minds to solve newer issues in the society. If you do not contribute, posterity may suffer because they cannot rely on old data and theories to survive and keep up with the pace at which the world is evolving today coupled with rapid growth in technology. Just imagine if we were to be using research studies on Malaria conducted in 1890 to cure Malaria today...imagine how many people that will die as a result of no current work to show that nutrition has improved, life styles have changed, hygiene is getting better, mosquitoes are getting smarter, newer herbs and chemicals exist-now that is the essence of research! So do not feel bad when asked if your work will or has added to existing knowledge. Read More>>>

5 Incredible Sample Size Calculators: Software Every Researcher Must Have

  • By Divine Nwachukwu

In statistics, determination of sample size to be used for research has generated a lot of controversy. Sample size and power estimation is an important concern for researchers undertaking research projects but most often than not they have been misunderstood or ignored completely. What is sample size?

According to inferential and descriptive statistics, sample size of any population is a subset or a smaller unit of the main population on which a research is to be carried out. For the outcome of any research about a population to be generalized, the sample size has to be able to explain the characteristics of the main population under study. Read More >>>

New study highlights significant increases in cannabis use in United States

Long-term trends parallel changes in policy over 43 years.

A new study by a researcher at Carnegie Mellon University assessed cannabis use in the United States between 1979 and 2022, finding that a growing share of cannabis consumers report daily or near-daily use and that their numbers now exceed those of daily and near-daily alcohol drinkers. The study concludes that long-term trends in cannabis use parallel corresponding changes in policy over the same period. The study appears in Addiction .

"The data come from survey self-reports, but the enormous changes in rates of self-reported cannabis use, particularly of daily or near-daily use, suggest that changes in actual use have been considerable," says Jonathan P. Caulkins, professor of operations research and public policy at Carnegie Mellon's Heinz College, who conducted the study. "It is striking that high-frequency cannabis use is now more commonly reported than is high-frequency drinking."

Although prior research has compared cannabis-related and alcohol-related outcomes before and after state-level policy changes to changes over the same period in states without policy change, this study examined long-term trends for the United States as a whole. Caulkins looked at days of use, not just prevalence, and drew comparisons with alcohol, but did not attempt to identify causal effects.

The study used data from the U.S. National Survey on Drug Use and Health (and its predecessor, the National Household Survey on Drug Abuse), examining more than 1.6 million respondents across 27 surveys from 1979 to 2022. Caulkins contrasted rates of use in four milestone years that reflected significant policy change points: 1979 (when the first data became available and the relatively liberal policies of the 1970s ended), 1992 (the end of 12 years of conservative Reagan-Bush-era policies), 2008 (the year before the U.S. Department of Justice signaled explicit federal non-interference with state-level legalizations), and 2022 (the year for the most recent data available). Among the study's findings:

  • Reported cannabis use declined to a low in 1992, with partial increases through 2008 and substantial growth since then, particularly for measures of more intensive use.
  • Between 2008 and 2022, the per capita rate of reporting past-year use increased 120%, and days of use reported per capita increased 218% (in absolute terms, the rise was from 2.3 billion to 8.1 billion days per year).
  • From 1992 to 2022, the per capita rate of reporting daily or near-daily use rose 15-fold. While the 1992 survey recorded 10 times as many daily or near-daily alcohol users as cannabis users (8.9 million versus 0.9 million), the 2022 survey, for the first time, recorded more daily and near-daily users of cannabis than of alcohol (17.7 million versus 14.7 million).
  • While far more people drink than use cannabis, high-frequency drinking is less common. In 2022, the median drinker reported drinking on 4-5 days in the previous month versus using cannabis on 15-16 days in the previous month. In 2022, prior-month cannabis consumers were almost four times as likely to report daily or near-daily use (42% versus 11%) and 7.4 times more likely to report daily use (28% versus 3.8%).

"These trends mirror changes in policy, with declines during periods of greater restriction and growth during periods of policy liberalization," explains Caulkins. He notes that this does not mean that policy drove changes in use; both could have been manifestations of changes in underlying culture and attitudes. "But whichever way causal arrows point, cannabis use now appears to be on a fundamentally different scale than it was before legalization."

Among the study's limitations, Caulkins says that because the study relied on general population surveys, the data are self-reported, lack validation from biological samples, and exclude certain subpopulations that may use at different rates than the rest of the population.
