Arshad Sharif was a Pakistani journalist and TV anchor. He was the host of the Programme PowerPlay on ARY News. In August 2022, The ARY Network announced it had “parted ways” with Sharif stating that it expects its employees’ conduct on social media to be in line with the company policy.

The announcement was made in a statement posted by the channel on its social media accounts. “ARY Network’s code of conduct for its employees clearly states that any post by an employee on social media has to be in accordance with the company’s policy,” the statement said.

“Thus, with a heavy heart we would like to announce that after a journey of 8 years together, ARY has parted way with Arshad Sharif. We wish him all the very best for his future endeavours.”

Earlier that month, the police had booked Sharif, ARY Digital Network President and CEO Salman Iqbal, Head of News and Current Affairs Ammad Yousaf, anchorperson Khawar Ghumman and a producer for sedition over a controversial interview by PTI leader Dr Shahbaz Gill broadcast on the channel on Aug 8.

The 49-year-old award-winning journalist was recently featured in the trailer for a documentary titled “Behind Closed Doors”. Behind Closed Doors is a film about corruption in high places and those who enable it. The documentary features contributions by John-Allan Namu of Africa Uncensored, Emin Huseynov, Arshad Sharif, Rachel Davies Teka of Transparency International, Tom Stocks of the OCCRP, Imran Khan the former Pakistani Prime Minister, Fawad Chaudhry, Shahzad Akbar and journalist Irfan Hashmi.

In March 2019, Sharif was awarded the Pride of Performance by President Arif Alvi for his contributions to journalism.

The former reporter and TV anchor of ARY TV had moved to the East African nation after finding it hostile in Pakistan after the ouster of Imran Khan from the government. Prior to arriving in Kenya, Sharif had been spotted in London a few days back after arriving from Dubai.

Following the news of Sharif’s death, condolences started pouring in from across the country.

President Dr Arif Alvi termed Sharif’s death a loss for journalism and Pakistan. He said : “Arshad Sharif’s death Is a great loss to journalism and Pakistan. May his soul rest in peace and may his family, which includes his followers, have the strength to bear this loss.”

Journalist Rauf Klasra wrote on Twitter: “Friends since 1998 when I joined Dawn Islamabad. Father of 5 school-going kids, he was the only male guardian of the family left after his Naval Commander father and Major Dr brother died on the same day in 2011. Words alone can’t explain the grief and pain we all are suffering. A massive blow.”

ARY News anchorperson Kashif Abbasi tweeted: “My brother, my friend my colleague Arshad Sharif was shot dead in Kenya. I still can’t believe it. It’s beyond heartbreaking. this is just wrong.. this is painful.. I love u brother.”

President of Pakistan Tehreek-e-Insaf Sindh chapter Ali Haider Zaidi tweeted: “It is with great difficulty that I’m typing this tweet. Arshad Sharif, a friend & a brother was martyred in Kenya! Some sources say it was a sniper hit on the head but the media saying it’s a car accident! Not being able to digest this devastating news.”

Salman Iqbal, Founder and CEO of ARY DIGITAL Network, said: “I still can’t believe it. I am speechless. May Allah SWT grant him the highest place in Jannah. Aameen.”

Hum News anchorperson Meher Bokhari tweeted: “Arshad Sharif, not just a colleague, a brother, is no more. From Islamabad to Moscow, from Dunya News to ARY, I’ve not known a finer gentleman. Shot dead. Too young. Too brutally. Still can not wrap my head around it.”

The Kenyan police described the shooting as a case of "mistaken identity", and there was speculation on social media that he had been assassinated.

Subsequently, on November 8, 2022, Prime Minister Shehbaz Sharif requested Chief Justice Umar Ata Bandial to set up a judicial committee to investigate into the murder in a fair and reliable manner. Bandial announced on December 6, 2022 that he had taken a suo moto notice of the killing.

News of Sharif's killing was met with shock in Pakistan and abroad. President Arif Alvi described Sharif's death as "a great loss to journalism and Pakistan". Prime Minister Shehbaz Sharif described the killing as "shocking news". Former prime minister Imran Khan wrote on Twitter that he was "shocked at the brutal murder of Arshad Sharif who paid the ultimate price for speaking the truth - his life".

Afzal Butt, president of the Pakistan Federal Union of Journalists (PFUJ), expressed his grief at the news and called for an inquiry into the killing of Sharif. Journalist Kamran Khan questioned the government on Twitter and asked the Prime Minister to take "the nation in confidence". A significant number of people attended Arshad Sharif's funeral prayers. Close friends and colleagues arrived at Sharif's home to express their condolences, including Imran Khan and Sheikh Rashid Ahmad.

Reaction of international organizations on Arshad Sharif’s death

The killing of Arshad Sharif was condemned by the Director-General of UNESCO Audrey Azoulay in a press-release published on October 26, 2022. UNESCO’s mandate to “promote the free flow of ideas by word and image” includes the protection of journalists and media workers against any forms of attacks and reprisals related to their duties. The facts and circumstances surrounding this killing are categorized and archived online on UNESCO’s Observatory of Killed Journalists. The Observatory archives publicly accessible information on all the journalists killed in relation to their duties since 1997, where the Director-General has issued a condemnation.

Kenyan police reports on Arshad Sharif death

 According to Kenyan police reports, Sharif was fatally shot by police while driving to Nairobi, Kenya on October 23. After Sharif and his brother allegedly drove through a security roadblock, officers from Kenya Police Service’s paramilitary wing opened fire on the vehicle, shooting a total of nine rounds, with one hitting Sharif through the back of the head. Police had formed a roadblock using small stones following reports of an incident of car theft and child kidnapping. Kenyan authorities claimed the killing was an accident and expressed regret at the incident, with Kenya’s Independent Police Oversight Authority launching an immediate probe.

Arshad Sharif’s mother has requested the Supreme Court to direct the special Joint Investigation Team (JIT) — probing her son’s killing in October last year 2022 — to include PTI Chairman Imran Khan and four other people in the investigation.

In an application, his mother named a total of five persons who “have been found claiming about the persons who are involved in the conspiracy and the execution of the murder”, and asserted they “need to be joined in the investigation to collect evidence against the real perpetrators”. She has named Imran; PTI leaders Faisal Vawda and Murad Saeed; journalist Imran Riaz Khan whose whereabouts are currently unknown; and ARY Chief Executive Officer Salman Iqbal as those who needed to join the probe.

Previous probe developments of Arshad Sharif’s murder

In December last year, a two-member fact-finding team consisting of officers from the Intelligence Bureau (IB) and Federal Investigation Agency (FIA) had concluded that Sharif’s murder was a “planned targeted assassination” which purportedly involved “transnational characters”.

In a January hearing, the apex court had asked investigators to discuss with the foreign ministry the possibility of involving the United Nations in the murder probe.

It had also said that the court would not interfere in the investigation. “The court is giving freedom to the JIT for probe and the matter should be investigated transparently as the court is very serious about transparent investigations,” the bench had said.

PTI Murad Saeed and Arshad Sharif

PTI leader Murad Saeed claimed several times about Arshad Sharif murder and the elements and characters behind this killing. In a press conference in November 2022, Murad Saeed claimed that he had all evidence about what happened with Mr Sharif during the last seven months of his life, who threatened him, registered FIRs against him and forced him to move to Kenya. Earlier, he added if the chief justice formed a commission as requested by the late journalist’s mother, he will present the evidence before it. The five-member SJIT was constituted by the federal government on the orders of the Supreme Court. The team, headed by Islamabad DIG Head-quarters Awais Ahmad, comprises officers from the Inter-Services Intelligence, Military Intelligence, FIA and IB. Earlier, a fact-finding team — formed by the federal government, comprising FIA and IB officers — to probe the murder also called Mr. Saeed for questioning. However, he refused to appear before it.

According to CPNE statistics, four Pakistani journalists had died last year while performing their journalistic responsibilities. Arshad Sharif was among these killings. At least 42 journalists were killed in Pakistan during the last four years, stated documents submitted by the information ministry in the Senate.

Arshad Sharif was a well-known Pakistani journalist, writer, and television news anchor who was known for his commitment to investigative journalism. He covered various political events in Pakistan extensively for both national and foreign news organisations, including those in the United Kingdom. On March 23, 2019, Pakistani President Arif Alvi presented him with the coveted Pride of Performance award in appreciation for his outstanding achievements in the  field of journalism.

Arshad Sharif, a notable Pakistani journalist, was born in Karachi, Pakistan, into a military family. His father, Muhammad Sharif, served in the Pakistan Navy as a Commander and received the Tamgha-e-Imtiaz and Tamgha-e-Khidmat awards for his dedication.

While still a student, he started his freelance journalism career in 1993. He earned a Master of Science in Public Administration from Quaid-i-Azam University in Islamabad later he went to Ulster University, Ireland, and completed his MA in Media Studies.

In 1999, Arshad Sharif began his journalism career as a columnist, reporter, and managing editor for the weekly publication Pulse. Later, in 1999 and 2001, he worked for The News and Daily Dawn, respectively, specialising in the defence and foreign policy coverage of conflicts in the Federally Administered Tribal Areas. He travelled abroad for his reporting, visiting cities such as London, Paris, Strasbourg, and Kiel, and as a result, he received awards such as the 2012 Agahi Award and the 2016 Investigative Journalist of the Year Award. Additionally, Sharif served as the “Director News” at AAJ News and Dunya TV and anchored the ARY News programme “Power Play.” He fled Pakistan in August 2022 in order to avoid being arrested because of several accusations, and he ultimately settled in Kenya.

On October 23, 2022, Arshad Sharif lost his life tragically when he was shot and killed by local police in Kajiado, Kenya. When the shooting occurred, the Kenyan authorities first said it was a case of “mistaken identity,” but on social media, rumours started to circulate that he might have been murdered. On October 24, 2022, the Kenyan Independent Police Oversight Authority opened an investigation to look into the circumstances of his death. Then, on November 8, 2022, Prime Minister Shehbaz Sharif asked Chief Justice Umar Ata Bandial to form a judicial commission to conduct an impartial and trustworthy investigation into the murder. On December 6, 2022, Chief Justice Bandial said that he had taken suo moto notice of the murder and was determined to learn the truth about this unfortunate event.

A large crowd gathered for Arshad Sharif’s funeral prayers. Imran Khan and Sheikh Rasheed Ahmad joined other close companions and colleagues in paying their condolences at Sharif’s residence.

Following the unfortunate incident, the mother of the late journalist accused senior Pakistani intelligence officials, including Nadeem Anjum, the chief of the ISI, and former Army Chief General Bajwa, of planning her son’s assassination. She cited a strained relationship stemming from his criticism of a vote-of-no-confidence against Prime Minister Imran Khan, highlighted in his show “Woh Kon Tha.”  Threats from the ISI and the DG ISPR, as well as army spokesman Shafiq Malik, were among the allegations. However, neither the Chief Justice nor the federal government initiated an inquiry. Similar to this, Somiya, Arshad’s wife, said that Arshad left the country as a result of many threats against his life related to his critical journalism.

Investigation committee

An announcement stated that the two-person team, made up of Umar Shahid Hamid, deputy director of the Intelligence Bureau, and Athar Waheed, director of the Federal Investigation Agency’s headquarters, would travel to Kenya and provide its findings to the Interior Ministry.

The team that travelled to Kenya to look into the murder of journalist Arshad returned home on 8 November 2022, after doing their inquiry.

The report found that:

The assassination of Arshad Sharif was planned and deliberate.

Contradictions in the claims of a crucial suspect, Khurram Ahmed, as well as inconsistencies in the murder weaponry, the bullets, and Arshad’s injuries.

A large number of false information reports (FIRs) have been made against Arshad in Pakistan, the majority of which accuse him of spreading untrue information about the Pakistan Armed Forces and General Bajwa.

Arshad’s wife said that government officials compelled him to leave Dubai without explanation, and his mother expressed distrust in government-launched commissions investigating her son’s death.

‘I am dying every day:’ Wife of killed Pakistani journalist Arshad Sharif calls for justice

Justice remains elusive six months after the killing of prominent Pakistani journalist Arshad Sharif in Kenya on October 23, 2022. Kenyan authorities claimed Sharif was shot dead by Kenyan police in an incident that shocked Pakistan’s media community and raised questions about whether his death was connected to his work. “This was a targeted killing,” his wife of 11 years, Javeria Siddique, told CPJ via video call ahead of the half-year mark of Sharif’s death.

Kenyan national police said Sharif, an anchor with Pakistan’s ARY News, was shot by a police officer after the driver of Sharif’s car did not stop at a roadblock set up outside the capital of Nairobi during authorities’ search for a stolen motor vehicle.

Sharif had sought safety in Kenya after fleeing Pakistan in August 2022, following his ARY News interview with Shahbaz Gill, a close aide to former Prime Minister Imran Khan, who was ousted from power in a parliamentary no-confidence vote in April 2022. Gill was arrested on charges of sedition for comments made about the army during the interview and ARY News channel was taken off the air. Earlier in the year, Sharif was named as one of several Pakistani journalists being investigated by authorities because of their journalistic work.

In December 2022, Pakistan’s Supreme Court took notice of the case and ordered a government investigation into Sharif’s death. In a December report , a Pakistan government fact-finding team (FFT) found that the Kenyan police portrayal of the killing as a case of mistaken identity was “full of contradictions” and that the involvement of “characters in Kenya, Dubai, and Pakistan in this assassination cannot be ruled out.” The team also noted that a Pakistan post-mortem report had documented numerous injuries on Sharif’s body, including four missing fingernails, hand wounds, and a broken rib, but that the investigation had found “no concrete evidence” to establish that Sharif was tortured before his death.

Siddique, a freelance journalist and photographer, spoke with CPJ about the lack of justice for her husband and her hopes for how the international community can help. The interview has been edited for length and clarity.

Tell us about your husband’s work as a journalist in Pakistan. What caused him to flee the country?

He covered mainly defense-related stories and then investigative journalism. Even he faced social media harassment in the Imran Khan era. But things completely changed when the government shifted from Imran Khan to [current Prime Minister] Shehbaz [Sharif]. [Arshad] was booked in 16 fake cases of treason and sedition. He was going to courts daily.

He was not willing to leave the country. I have noticed so many plainclothes people outside our house from CCTV cameras who were spying on him and wanted to know about his movement from office to house. I remember on those days, his movement was only confined to the office and the house, and he was not meeting that many people. Powerful [figures] asked his channel to stop his show and sack him from the channel.

He was threatened in Pakistan: “If you are not going to stop exposing [the] corruption of the ruling elite in Pakistan, we will shoot you in the head.” There was some circular by the [Khyber Pakhtunkhwa provincial] government that [said the] Taliban is going to assassinate him.

He left suddenly, and he called me from the airport [en route to Dubai]. He said, “I am leaving; no need to worry, just relocate and save your gadgets. Put your cash and jewelry somewhere safe.”

How did he end up leaving Dubai and arriving in Kenya?

Someone from the Pakistani embassy and someone from Dubai police came into his hotel and said to him, leave the country. Otherwise, they were going to deport him back to Pakistan. We were so scared because he didn’t have any visas on his passport, and as a Pakistani, you do not have many options for on-arrival visas. On 20 August, he landed in Kenya, and he never told his mother or me his location. He was doing a daily vlog [on his YouTube channel ] and exposing [the] corruption of the ruling elite in Pakistan.

Then he told me on the phone, “There is an order to kill me, so I am very careful.” Then I said, “Who is giving you these threats?” He said, “I will tell you, but my life is in danger, so I am hiding.”

He wrote to the Pakistani president and the Supreme Court [about the threats] in 2022. He raised his concern that his life was in danger, but no one gave him help at that time, and later he was killed in Kenya. It was because of his journalistic work.

Do you believe Pakistan’s investigation teams have conducted impartial and thorough probes?

No one has been arrested in Pakistan. No one has been arrested in Kenya. The FFT found out a few things, and I agree on those points. But the new JIT [ joint investigation team formed by Pakistan’s government in December following an order by the country’s Supreme Court] is just an eyewash. Our government is not serious about getting justice for Sharif because he was their worst critic. Investigations are very slow. JIT never shared their report with us.

Kenya affirmed in a March report that the killing was a “case of mistaken identity,” a claim disputed in the Pakistan FFT’s report. What is your response?

They are saying it’s a case of mistaken identity and it was not a targeted assassination. How is this possible? Why have they targeted a journalist who was hiding there?

They are not cooperative with us. I have written a letter to the Kenyan president, but there was no response. I requested phone forensic of [the two Pakistani brothers who hosted Sharif in Kenya, one of whom the FFT found to be in contact with the Islamabad sector commander of Pakistan’s military intelligence agency]. But it has not been done.

I have some questions for Kenya. Did they receive any instructions or payment for the killing? If there was any suspicion [about the car being stolen], why did they not hit the car’s tires? Why did they not hit the other passenger, who was sitting at the next seat? Arshad was not driving the car. The other thing is that he was not given any kind of medical treatment. He was brought straight to the mortuary. Why was he not given a chance to live?

Can you tell us about the online smear campaign you have been subjected to in recent months?

In November I faced this, but I was in extreme trauma, so I was not focused on [social media]. This time in February, there was a planned, designed campaign against me to hurt me and break me emotionally. It was everywhere.

Religiously, we have to follow a four-month [and] 10 days mourning period for the husband. But the trolls accused me that I got married during this time and that I broke Islamic laws, which I never did. I am still a widow. I am still waiting and seeking justice for my husband.  

For six months, I have never gone to the market. Every time a motorbike approaches my car, I always think, “Is he going to assassinate me? Is he going to harm me?” I’m facing lots of health issues not just because of the worst kind of harassment, but [because] to live without my husband is the worst kind of punishment.

I have started my work again. I feel that I have to earn and remain independent.

He is gone, but I am dying every day because of the delay in justice, the hate campaigns, the harassment.

What do you want to see next in your fight for justice for Sharif?

From day one, we have been requesting the United Nations to appoint an investigation team in this case because [Pakistan and Kenya] are not serious in giving us justice. The U.N. should ask both countries to expedite these investigations and appoint a rapporteur on this case. They helped the family of [Saudi journalist] Jamal Khashoggi , even [Palestinian American journalist] Shireen [Abu Akleh] .

There are three countries [involved] in this murder. How can I, as a widow, travel to each country to seek justice? I want the international community, especially our journalistic bodies, to be my voice in this case and remind them that we never got justice.

CPJ called and messaged Marriyum Aurangzeb, Pakistan’s information minister; Malik Ahmad Khan, spokesperson for Pakistan Prime Minister Shehbaz Sharif; and Major General Ahmed Sharif Chaudhry, director general of the Pakistan military media wing, but did not receive any replies. The press wing of Pakistan President Arif Alvi’s office and the Pakistan embassy in the United Arab Emirates did not respond to CPJ’s emailed requests for comment.

CPJ also called and messaged Japheth Koome, inspector general of the Kenyan police and Resila Onyango, the national police spokesperson, but did not receive any replies. CPJ’s calls to Noordin Haji, director of public prosecutions, did not connect and message did not receive a response.

Hussein Mohamed, spokesperson for the office of Kenyan President William Ruto, and Francis Gachuri, spokesperson for the Kenyan Ministry of Interior, said the case was still under investigation and referred CPJ to the Kenyan police, the Independent Policing Oversight Authority (IPOA), which investigates police violations; and the Office of the Director of Public Prosecutions for comment. 

A representative who answered CPJ’s call to Anne Makori, chairperson of Kenya’s IPOA, said Makori would review CPJ’s written questions, however, CPJ did not receive a response. IPOA spokesperson Dennis Oketch also requested CPJ email questions but did not respond.

The Dubai police did not respond to CPJ’s emailed request for comment.

Pakistan’s Prime Minister Shehbaz Sharif has announced the formation of an inquiry committee that will travel to Kenya to investigate the circumstances behind the murder of investigative journalist Arshad Sharif , who was shot dead in Nairobi on Sunday night.

The two-member committee – consisting of senior officials from Pakistan’s federal investigating agency as well as a member from a civilian intelligence agency – will submit its finding to the Interior Ministry, according to a notification issued on Wednesday.

The announcement of the investigative committee comes after calls were made within Pakistan as well as by the United Nations for a thorough investigation.

Stephane Dujarric, spokesman for the UN secretary-general, said in a press briefing on Monday that the circumstances behind the murder need to be investigated “thoroughly”.

“The results of the investigation must be shared quickly,” he said.

‘Mistaken identity’

The Kenyan police have acknowledged the 49-year-old senior journalist was shot dead in what it called a “mistaken identity”. It has expressed its regret over the incident that has sent shockwaves in Pakistan.

Sharif was one of the country’s top news anchors with his show taking a critical look at the country’s powerful military, which has ruled for about half of Pakistan’s existence as an independent nation since 1947.

He fled the country in August after cases were filed against him for an interview with an opposition politician.

According to Kenyan authorities, the journalist was shot while he was travelling in a vehicle driven by his companion Khurram Ahmed, who was injured in the shooting. The vehicle was targeted by the police when it failed to stop at a checkpoint on the Nairobi-Magadi highway.

Sharif’s remains were brought back to the country in the early hours of Wednesday where it was received by members of his family, former colleagues, and supporters at the Islamabad airport.

Former Prime Minister Imran Khan said the killing of Sharif “highlighted an ongoing targeting of anyone who dares to criticise or question those holding power”.

The director general of the Pakistani military’s media wing Inter-Services Public Relations (ISPR), Major General Babar Iftikhar, said the military has requested the government to investigate the matter so that all the speculations can be put to rest.

“It is very unfortunate that people engage in allegations without any evidence to back them up. I think an exhaustive investigation should be carried out to deal with these things,” he said, referring to social media speculations linking Sharif’s murder to the military.

Pakistan has a history of media suppression and violence against journalists and critics often blame the military.
