The Nunn School International Affair's Ph.D. program provides an unparalleled opportunity for students with backgrounds in either politics or science and technology to deepen their understanding of international affairs through the advanced study of sub-fields such as international relations theory, international security, international political economy, comparative politics, and methods for social scientific research.

The Ph.D. program is a four to six-year program designed to adapt to the interests and needs of students who intend to enter professional careers requiring or who plan to work in academia. The program emphasizes both traditional theoretical knowledge of international relations and strategic planning and analysis. The program includes 21 semester hours of required core seminars in:

  • Empirical research methods
  • International Relations theory
  • International Security policy
  • Comparative Politics
  • International Political Economy
  • Ph.D. Proseminar
  • Science, Technology, and International Affairs I and II

Students are also required to complete the Institute-mandated 9-credit hour minor concentration outside of the field.

As part of the coursework, students are required to demonstrate foreign language familiarity through two years of coursework during undergraduate or graduate studies and passing a translation exercise. Students can either opt to have a third year of language or take a year of advanced methods. Students are required to pass two qualification exams and successfully defend a paper related to a science and technology topic before they can advance to candidacy.

Ph.D. students may also complete elective coursework through cross-registration at any of the nineteen public and private colleges, universities, and other higher learning institutions that comprise the Atlanta Regional Consortium for Higher Education (ARCHE). This opportunity provides considerable flexibility in tailoring individual studies to achieve specific career objectives.

Admission Information

Must meet University Admission and English Proficiency requirements as well as requirements for admission to the major, listed below. Students apply for admission directly into the Ph.D. Those who are interested in first earning a Master’s in Political Science need to apply to that major separately.

  • GRE Required
  • 3 letters of recommendation (from academic sources or from those able to judge the applicant’s academic abilities)
  • a 500 word personal statement expressing reasons for pursuing a Ph.D. in Government at the University of South Florida, and
  • a writing sample

A Master’s degree in Political Science, International Affairs, or a related field will count favorably towards admission, but is not a requirement for admission.

Primary Specialization (6 Credit Hours)

Students complete six (6) credit hours in their primary specialization, in addition to the disciplinary seminar.  The options for primary specialization are International Relations, Comparative Politics, and American Government.  

Secondary Specialization (3 Credit Hours)

Students complete three (3) graduate credit hours in their secondary specialization, in addition to the disciplinary seminar. The options for secondary specialization are International Relations, Comparative Politics, Political Theory, and American Government. 

Electives (6 Credit Hours)

Students will enhance their areas of specialization with elective courses. With graduate committee approval, students will be encouraged to take courses in other disciplines.

Students Teacher Training Requirement (3 Credit Hours)

  • POS 6702 Teaching Political Science Credit Hours: 3

Foreign Language

Students whose dissertation research will involve fieldwork or archival research in a non-English speaking country must be proficient in language(s) native to that region. For these students, competency in at least one foreign language must be demonstrated by passing the competency exam administrated by the Department of World Languages.

Comprehensive Qualifying Exam

Ph.D. students will be required to take in-class examinations in their primary and secondary fields of specialization. 

Dissertation Proposal – Capstone (3 Credit Hours)

  • POS 6939 Capstone Seminar Credit Hours: 3

During the Seminar, students develop their dissertation proposals. Students must present their dissertation proposal to their dissertation committee and obtain consent from all committee members before proceeding to the dissertation work.

Dissertation (27 Credit Hours)

Students must present their dissertation at an oral defense, and their committees will determine whether the student passed. Students must submit written copies of their dissertation with signatures of their committee members. All dissertations must conform to University of South Florida format rules.

The doctoral degree in politics and international affairs is an interdisciplinary program designed to prepare students to teach at the university and college levels and to conduct high-level research in the academic and nonacademic sectors. It combines a broad focus on international relations, comparative politics, American politics, and political theory with a critical understanding of institutions, rights, citizenship/identity, governance, global policy, and justice. Students work closely with faculty to frame their dissertation research and to advance their knowledge of their chosen fields of specialization. The program’s interdisciplinary approach to a variety of global issues provides a rich and open-ended opportunity to research current and past problems, movements, and transformations in politics.

Admission Requirements

We welcome your interest in our doctoral program. The department's deadline for fall admission is January 5 . The School of Interdisciplinary Global Studies only admits for the fall semester. Students must apply online through the Office of Graduate Admissions . For a listing of the admission requirements, students should consult the Graduate Catalog .

Focused scholarship combines with the need to meet exacting requirements, all in the interest of satisfying a desire to make the pursuit of knowledge one’s life’s work . At SIS, our interdisciplinary faculty research and write on a variety of geographic and intellectual areas; many have extensive experience in the public and private sectors, both in the United States and internationally. They work to ensure that PhD students at SIS attain training in international relations that is both multi-disciplinary and policy-relevant .

Degree Progression

To pursue a PhD at SIS, you will identify a field concentration, take comprehensive examinations, and write and defend both a dissertation prospectus and a dissertation. You'll emerge ready to take your place among international relations scholars and contribute to the body of knowledge in this exciting field.

During their first year, students take six required courses . In the fall semester students take SIS-801 Schools of Thought in International Relations , SIS-802 Comparative and Regional Studies , and SIS-806 Quantitative Methods in International Relations . During the spring semester, students take SIS-803 Advanced Seminar in International Relations , SIS-804 Social Theory in Comparative and International Perspective , and SIS-807 Qualitative Methods in International Relations . 

Students will also join more advanced PhD students in regularly scheduled research colloquia as well as events to help mentor students in grant writing, conference presentations, publications, and professional skills for the job market.

At the end of their first year, students take a written and oral qualifying comprehensive exam that requires them to demonstrate competency in theoretical, epistemological and methodological literature and issues in international relations, comparative politics, and social theory.

Field Concentrations

During their second year, students will identify a field of concentration from among those offered by SIS, or in consultation with the Director of Doctoral Studies, construct one of their own. Each concentration comprises 3 required courses plus a comprehensive exam. The exam is based upon a reading list for each concentration and has both a written and oral component.

Required Coursework

Also required during the second year, normally during the fall semester, is SIS-808 Politics and Policy Making in International Relations  and SIS-810 Research Design . Students will also select two electives to develop an additional area of concentration, further explore a potential dissertation topic, or for additional methods training. These electives can be chosen from graduate courses at the School of International Service, as well as graduate courses in other programs at American University or at other universities in the National Capital area that are members of the Washington Metropolitan Consortium of Universities.

In the fall semester of the third year, students take SIS-811 Dissertation Development Workshop , plus an additional six credits of either course work or independent study. In consultation with the Director of Doctoral Studies, students will determine the program of study that is best suited to help them complete and successfully defend their dissertation prospectus by the end of their third year.

Dissertation Prospectus

Before advancing to candidacy, all PhD students must write and defend a dissertation prospectus that reviews the relevant literature, identifies relevant theoretical, epistemological, and methodological issues, and provides a detailed research design that includes a timetable for the completion of the work. Students are expected to successfully defend their prospectus no later than the end of their third year. For information about the process leading up to and including the prospectus defense, please see the SIS PhD Handbook .

Doctoral Dissertation

Each student must complete and successfully defend a dissertation (or three scholarly papers) that contributes to knowledge that is relevant to international affairs. This dissertation is defended orally before the student's dissertation committee and members of the academic community. The required processes for assembling a dissertation committee, and writing and defending the dissertation are laid out in specific detail in the  SIS PhD Handbook .

Baruch’s Zicklin School of Business and Marxe School of Public and International Affairs have once again secured top spots in U.S. News’s coveted “ Best Graduate Schools ” list for 2024, underscoring the exceptional quality of graduate education provided at both schools.

Zicklin School of Business: MBA Programs Top the Rankings Again

For the sixth year in a row, both the Evening MBA and Full-Time MBA programs were rated #1 among public institutions in New York City and New York State.

On the U.S. News list, the Zicklin School’s Part-Time (Evening) MBA program placed #40 nationwide, advancing three positions from last year. The Full-Time MBA, meanwhile, ranked #53 among 124 public and private institutions throughout the country.

Marxe School of Public and International Affairs: All Programs Rise in National Rankings

All graduate degree programs for the Marxe School saw its rankings jump year-over-year, with the MPA up one spot among all public and private institutions. The non-profit management and urban policy programs ranking also rose nationwide, up nine and one position, respectively.

The Marxe School also ranked in the public policy analysis category this year, coming in as the #1 program among public institutions in New York City.

“The Marxe School’s graduate education provides an invaluable educational foundation propelling our students into leadership roles in the public, nonprofit, and private sectors,” said Marxe School Dean and Professor Sherry Ryan. “The Marxe degree programs invite students to think critically about today’s most pressing societal issues and assess alternative policy solutions through an equity and justice lens.”

Methodology

U.S. News & World Report surveyed in fall 2023 and early 2024 all 506 institutions with master’s-level business programs in the United States accredited by the Association to Advance Collegiate Schools of Business International. To calculate an overall score, the ranking indicators used the following factors:  career placement success, student excellence, and quality assessment. The rankings of public affairs programs are based solely on peer assessment survey results sent in fall 2023 and early 2024 to deans, directors and department chairs representing 271 master’s programs in public affairs and administration. SPIA Major Awarded Truman Scholarship for Public Service

Princeton University junior Ella Weber has been awarded a Truman Scholarship, which provides funding for graduate studies in public service, as well as leadership training and internship opportunities within the federal government. Weber, a member of the Class of 2025, is one of 60 recipients nationwide.

Weber is majoring in Princeton’s School of Public and International Affairs (SPIA). She is from Crookston, Minnesota, and is a member of the Mandan, Hidatsa and Arikara (MHA) Nation.

She plans to use the Truman Scholarship to earn a J.D. with a certificate in Indian and Tribal Law from the University of North Dakota School of Law. As part of her scholarship experience, Weber also hopes to pursue a summer internship with ICT News, the nonprofit news platform that covers Indigenous peoples.

Weber said she ultimately wants to become a professional law and policy journalist in order to “provide accessible information to tribal members about laws and policies that will directly impact Tribal Nations.”

Assistant Professor of Anthropology Ryo Morimoto said that Weber is “one of the most determined and self-driven students” he has ever met.

“With her dedication, open-mindedness and interpersonal skills, I am confident that Ella will be a path-breaking researcher, policymaker and leader whose actions and ideas will benefit not only her tribe but also Native American communities at large,” Morimoto said in a letter of recommendation.

Weber is a 2023 Udall Undergraduate Scholar in Tribal Policy, a national fellowship that “identifies future leaders in environmental, Tribal public policy and health care fields,” according to the Udall Foundation. She is also a 2021 Cobell Scholarship recipient, which the program says provides “opportunities for high achieving, community involved Native college students with leadership experience.”

She is currently a youth council member of the National Council of Urban Indian Health, based in Washington, D.C.

On campus, Weber is a head research fellow for SPIA’s Science and Global Security Program and a research fellow for the undergraduate-led Nuclear Princeton project. Her research on the environmental and social impacts of nuclear missile silos located on the Fort Berthold reservation in North Dakota was featured in the Scientific American series “The New Nuclear Age.”

Morimoto said Weber has been an essential member of faculty and student research teams related to nuclear security and impacts.

“The significance of Ella’s participation has been immense,” he said. “Without exaggeration, my collaborators at the Science and Global Security and I could not have imagined our [nuclear] fallout project without her. Ella singlehandedly organized a week-long field trip for March 2023, our follow-up trip in July 2023, and again in January 2024 to help the research group establish connections with local tribal community members and interview them.”

In addition to her academic and research work, Weber is co-president of the student organization Natives at Princeton, an executive board member of the Princeton Indigenous Advocacy Coalition, a member of the Scholars Institute Fellows Program (SIFP), member of the Princeton University Mentoring Program, and a member of Whitman College.

8th Annual Berkeley/Stanford Symposium: “The fog comes ... and then moves on”: On Transience and Translucence

The Berkeley/Stanford Symposium is an annual gathering of emerging voices in the arts organized by graduate students at Stanford and UC Berkeley.

For the eighth annual Berkeley/Stanford Symposium, graduate students working across disciplines and time periods will take fog, San Francisco’s friendly ghost, as a common point of departure. Between water and air, earth and sky, fog presents an opportunity, or demand, for pause. Things transform when cloaked in mist, sometimes forcing a reversal of common sense; in foggy conditions, high-beam light creates even more haze.

In such states of low visibility, what other senses displace sight in experiencing the world? What forms could art history take if, rather than stretching towards clarity, the field savored obscurity and hiddenness as spaces for discovery? What are works of art that embody the ephemeral ethos of fog in their making, material, or possibility? And what are works of art that push against fog, clearing historical forces of obscurity to allow what has been hidden to come into vision — into being?

The symposium will interpret fog widely, whether as guiding visual motif, conceptual or methodological underpinning, meteorological intervention, or poetic engagement.

CERES International Graduate Student Conference 2024

The Organizing Committee of the CERES International Graduate Student Conference was proud to host the annual event, March 7-9, 2024. This year’s conference was entitled “Security, Culture, & Technology in Times of Global Uncertainty: From Germany & Wider Europe to Central Asia”.  

Three days of exciting events brought together fifteen scholars from around the world including across Ontario, Quebec, Alberta, and the United Kingdom. Student presenters from the master's and PhD levels represented a variety of disciplines, from European and Russia Affairs to Political Science, History, and Media & Cultural Studies. Moreover, the topics presented were wide-ranging and reflected the goals at the core of this conference: interdisciplinarity. Presentations focused on economics, arts and culture, defense and military strategy, and human rights and legislation, to name a few. The geographic regions featured were also diverse and reached all corners of our program’s region of study. Presentations touched on matters relating to Central Asia and the Caucasus to Hungary, Ukraine, Germany, France, the UK, Poland, Belarus with even a nod to Newfoundland.  

A highlight of the conference was its initial event, the keynote address on March 7, delivered by Dr. Alexander Cooley. Cooley, Vice Provost for Research, Libraries and Academic Centers and Claire Tow Professor of Political Science, Barnard College, Columbia University presented the talk, “Entangled Decolonization: Navigating Eurasia's Authoritarianism, Media, and Governance in a Connected World”. A pre-eminent scholar of Central Asia who focuses on subjects including kleptocracy and corruption, Cooley spoke about Eurasian entanglements regarding exiled free media, transnational repression mechanisms and global grand corruption networks. The keynote was followed by a question period where the audience directly engaged with the speaker who answered a range of questions.

Over the following two days, emerging scholars presented their research to fellow students, moderators, and academics. Each of the central themes, security, culture, and technology were represented in the research but also through the conference’s additional programming. Participants were invited to a special exhibit at the Thomas Fisher Rare Books Library, where they learned about the history of, and had the opportunity to handle, rare German books. An information session led by David Fernández highlighted such unique items as an astrological manuscript from 1459, an early example of lithographs depicting monsters, and a hand-coloured cookbook.  

The conference aimed to hone students’ practical skills through the workshop, “Artificial Intelligence and Information Manipulation: Key Concepts for Graduate Researchers” led by Faculty of Information PhD students Kelly McConvey and Ruty Korotaev, also an alumna of CERES. The workshop provided background on how AI tools such as Large Language Models (LLMs) like ChatGPT are developed and trained, as well as their purpose. The workshop also provided insight into the use and misuse of such technologies for graduate research and writing. Finally, they included information on how AI is being used for information manipulation, and how to spot disinformation, tools especially relevant to CERES’ field of study. This year’s CERES International Graduate Student Conference was an exciting forum for up-and-coming scholars to present and refine their research, engage in international collaboration, and share innovative interpretations of security, culture, and technology in times of global uncertainty.
