Guidelines on Floods: ఓ వైపు కరోనా వైరస్ కల్లోలం.. మరో వైపు భారీగా కురుస్తున్న వర్షాలతో ఆంధ్ర ప్రదేశ్ ప్రజలు తీవ్ర ఇబ్బందులను ఎదుర్కొంటున్నారు. ఇక వర్షాలు, వరదలతో సీజనల్ వ్యాధులు కూడా విరజంభించే అవకాశం ఎక్కువగా ఉంది. దీంతో ఏపీ ప్రభుతం చర్యలు చేపట్టింది. తాజాగా ఏపీ రాష్ట్ర విపత్తుల నిర్వహణ శాఖ ప్రభుత్వ కోవిడ్-19 నియమాలు పాటిస్తూ సహాయక చర్యల్లోని అధికారులకు సహకరించండని సూచిస్తూ ప్రజలకు ఓ లేఖను రిలీజ్ చేసింది. అంతేకాదు.. ప్రజలు వరదల సమయంలో ఏమి చేయాలి.. వరదలు తగ్గుముఖం పట్టిన తర్వాత ఏ విధమైన చర్యలు తీసుకోవాలి.. ఒకవేళ వరదలు లోతట్టు ప్రాంతాలకు వస్తే.. అక్కడ ప్రజలు ఏ విధమైన సురక్షిత ప్రాంతాలకు తరలి వెళ్లి అనే అంశాలను వివరిస్తూ రాష్ట్ర విపత్తుల శాఖ కమిషనర్ కె. కన్నబాబు ఓ లేఖను రిలీజ్ చేశారు

వరదల సమయంలో తీసుకోవాల్సిన జాగ్రత్తలు

•వరదనీటిలోకి ప్రవేశించవద్దు. •మురుగునీటి కాలువలు, కల్వర్టులకు దూరంగా ఉండండి. •విద్యుదాఘాతానికి గురికాకుండా విద్యుత్ స్తంభాలతో పాటు, పడిపోయిన విద్యుత్ లైన్ల కు దూరంగా ఉండండి. •ఓపెన్ డ్రెయిన్స్ లేదా మ్యాన్‌హూల్స్ ను గుర్తించి ఆ ప్రదేశం లొ కనిపించే విదంగా చిహ్నాలు, ఎర్ర జెండాలు లేదా బారికేడ్లు ఉంచండి. •వరద నీటిలో నడవకండి లేదా డ్రైవ్ చేయవద్దు, *రెండు అడుగుల మేర ప్రవహించే వరద నీరు పెద్ద కార్లను కూడా తోసుకుపోగలవు •తాజాగా వండిన లేదా పొడి ఆహారాన్ని తినండి. *తినే ఆహార పదార్ధాలపై ఎల్లపుడూ మూతలు వేసి ఉంచండి •వేడిచేసిన లేదా క్లోరినేటెడ్ నీరు త్రాగాలి. •మీ పరిసరాలను శుభ్రంగా ఉంచడానికి క్రిమిసంహారక మందులను వాడండి.

వరదల వచ్చిన తర్వాత చేయాల్సిన / చేయకూడని పనులు

•మీ పిల్లలను వరద నీటిలో ఆడనివ్వకండి •రిపేర్ కు వచ్చిన విద్యుత్ వస్తువులను ఉపయోగించవద్దు •అధికారులు సూచించిన వెంటనే కరెంట్ కు సంబందించిన ప్రధాన స్విచ్లులను, ఎలక్ట్రిక్ ఉపకరణాలను వాడడం మానెయ్యాలి *తడిగా ఉంటే విద్యుత్ పరికరాలను తాకవద్దు. •విరిగిన విద్యుత్ స్తంభాలు , తీగలు, పదునైన వస్తువులను పరిశీలించండి •వరద నీటిలో కలిసిన ఆహారం తినవద్దు. •మలేరియా వంటి వ్యాధులను నివారించడానికి దోమతెరలను వాడండి. •వరద సమయంలో పాము కాటు సాధారణం కాబట్టి పాముల విషయంలో జాగ్రత్తగా ఉండండి. పాముకాటుకు ప్రధమ చికిత్స తెలుసుకోండి. •నీటి మార్గాలు / మురుగునీటి పైపులు దెబ్బతిన్నట్లయితే టాయిలెట్ లేదా కుళాయి నీటిని వాడకండి. •నీరు త్రాగడానికి సురక్షితమని ఆరోగ్య శాఖ సలహా ఇచ్చే వరకు పంపు నీరు తాగవద్దు.

మీ ప్రాంతంలో వరదలు సంభవించి ఖాళీ చేయవలసి వస్తే

•మంచం మరియు టేబుళ్లపై మీ ఫర్నిచర్ మరియు ఇతర ఉపకరణాలను పెట్టండి. •టాయిలెట్ గిన్నెపై ఇసుక సంచులను ఉంచండి మరియు మురుగునీటి తిరిగిరాకుండా నివారించడానికి అన్ని కాలువ రంధ్రాలను మూసివేయండి •మీ కరెంట్ మరియు గ్యాస్ కనెక్షన్ ను ఆపివేయండి •ఎత్తైన భూ ప్రదేశం లేదా సురక్షిత ప్రాంతాలకు తరలి వెళ్ళండి. •మీ వద్ద ఉన్న అత్యవసర వస్తు సామగ్రి, ప్రథమ చికిత్స పెట్టె, విలువైన వస్తువులు, ముఖ్యమైన పత్రాలను తీసుకొని వెళ్ళండి. • నీటి లోతును తెలుసుకొనుటకు కర్రను ఉపయోగించండి. •అధికారులు చెప్పినప్పుడు మాత్రమే ఇంటికి తిరిగి వెళ్ళండి. •కుటుంబ సమాచార ప్రణాళికను రూపొందించుకోండి. •తడిసిన ప్రతిదాన్ని శుభ్రపరచండి మరియు క్రిమిసంహారకం చేయండి.

It is an ongoing continuous process with anticipation of a calamity, which involves training, evaluating and taking corrective action with the highest level of alertness. Some examples of such prevention measures are fire drills, shooter drills and evacuation rehearsals.

The response is the action taken after the disaster has occurred to retrieve some life from it. It includes short-term and long-term responses. In ideal situations, the disaster-management leader will coordinate the use of resources in the restoration process and minimize the risk of further property damage.

During this stage, the area of the calamity is cleared if it poses any further threat to human as well as environmental life. For example, evacuation of the city of Chernobyl, Ukraine, is a responsive action against a disaster.

The fifth and last stage in the process of the disaster management plan is the recovery stage. This can sometimes take years or decades to happen. The larger mass of a city is also sometimes part of the recovery from a disaster. The greatest and the most infamous example of this is the Hiroshima and Nagasaki nuclear attacks on Japan, it took the people of those cities years and decades to recover from that man-made calamity.

It took years of effort to stabilize the area and restore essential community or individual functions. The recovery stage prioritizes the basic essential needs of human survival like food, drinkable water, utilities, transportation and healthcare over less-essential services. Eventually, this stage is all about coordinating with individuals, communities and businesses to help each other to restore a normal or a new normal, as in the case of Covid-19.
