The leading instructional change concentration focuses on theories, practices and policies supporting curriculum and instruction that foster equitable educational opportunities for students from historically marginalized groups in urban PK-12 and higher education settings. This concentration is designed for individuals interested in leading and teaching teachers (pre- and in-service) and faculty (higher ed) so that they are prepared to provide their students with high-quality instruction that is anti-racist, culturally relevant and LGBTQ+ inclusive.

Recommended career background for this concentration: Teacher or administrator in PK-12 or higher education, instructional leader or designer, curriculum developer or professional in non-traditional educational settings.

Founded by a prominent Baptist minister named Jerry Falwell, Liberty University was created with the goal of providing premier Christian education in more than 280 different fields. One of these fields is education. In fact, Liberty is home to a Ph.D. in higher education administration that consistently makes it to the top of national rankings. 

This program requires 60 credit hours of study and takes most learners just three years to complete. Courses are flexible and offered in convenient eight-week chunks. It requires 60 credit hours of coursework, including 48 hours of coursework and 12 hours of dissertation research. The curriculum of this program is delivered in a blended format, with distance courses offered in the fall and spring and one weekly intensive each summer. To apply, you must have a master’s degree along with a resume, statement of interest, recommendations, and GRE scores.

With more than 600 student organizations and 18 NCAA Division I sports teams, there are plenty of ways to get involved at Florida State University. However, some of the best opportunities to immerse yourself in your education are through your studies. At Florida State, there are numerous online programs that are not only high-quality but interactive. 

The online Ed.D in educational leadership and policy at Florida State was actually the university’s first online doctoral program. It prepares mid-career leaders and practitioners in education who are knowledgeable about research and organizational systems while being attuned and dedicated to ensuring equity. 

The degree consists of 69 credit hours and is housed in the College of Education. It is ranked as one of the Best Online Programs for Graduate Education by U.S. News & World Report . To be eligible for admission, you will need a graduate degree with a minimum of a 3.5 GPA along with GRE test scores.

The University of Utah is perhaps best known for its location. From world-class skiing to five national parks in Salt Lake City alone, this campus sits among a huge natural playground. However, you don’t have to study on-campus to benefit from the university’s many offerings. There are countless online programs here as well. 

One of these is the Doctor of Philosophy in educational leadership and policy. It includes two unique concentrations in either K12 or higher education. All students will take coursework in topics like organizations, critical studies in education, and educational policy. Each candidate is also required to complete a two-semester research apprenticeship as well as independent research. 

This program is unique in that assistantships are available to all qualified full-time students. Through these assistantships, learners will work 20 hours per week and receive a stipend in addition to a full tuition waiver.

They should, as they’re all testament to the high quality of education you can receive at East Carolina University. However, there’s more that this university has to offer learners, too, both inside and outside of the classroom.

The Ed.D. in educational leadership comes with two distinct concentrations: K12 administration and higher education administration. Both can be completed in just three years with the completion of 60 credit hours. Courses are delivered in a hybrid model, with classes offered both online as well as on-campus. 

Class sizes are kept small in this program. Most students will take two classes per semester and courses are capped with cohorts between 15 and 18 students. Tuition is affordable, starting at just $250 per credit hour. 

At the University of North Texas, more than half of all full-time undergraduate students receive some kind of need-based financial aid. Students can complete their coursework while remaining in full-time employment. Just four hours from the actual Grand Canyon itself, Grand Canyon University also has a larger-than-life reputation. With dozens of programs in numerous colleges and schools (as well as online), this proprietary institution is one of the best. The Doctorate of Education in educational leadership is offered entirely online and features numerous specializations—including a popular concentration in K-12 Leadership. 

This program allows learners to complete their studies online or in a mixture of evening courses. Founded as the Storrs Agricultural School, the University of Connecticut first opened its doors in sleepy Storrs, CT with the goal of providing agricultural programs. Today, however, the university offers many other graduate and doctoral programs, including the Ed.D in educational leadership.

This program has a unique cohort model through which students will take classes with 7 to 14 of their peers. They will work together, collaborating as professional and academic communities, through every aspect of the curriculum, from coursework to capstones. A part-time 41-credit program, the degree is divided into three distinct phases. In the first phase, students build their competencies in research and writing. In the second, they advance their knowledge of theory, and in the third, they begin and complete their capstone research projects.

Admission requirements.

  • A non-refundable, non-transferable $50 application fee will be posted on the current application upon enrollment (waived for qualifying service members, veterans, and military spouses – documentation verifying military status is required) .
  • Send official college transcripts (mailed as sealed, unopened copies or sent via a direct electronic transcript system). A regionally or nationally accredited master’s degree with at least a 3.0 GPA is required for admission in good standing.
  • Applicants must submit a copy of their current initial state teaching or school counseling license to  [email protected] .
  • Applicants whose native language is other than English must submit official scores for the Test of English as a Foreign Language (TOEFL) or an approved alternative assessment. For information on alternative assessments or TOEFL waivers, please call Admissions or view the official International Admissions policy .

Preliminary Acceptance

If you are sending in a preliminary transcript for acceptance, you must:

  • Be in your final term and planning to start your doctoral degree after the last day of class for your master’s degree.
  • Complete a Master’s Self-Certification Form confirming your completion date. You may download the form from the Forms and Downloads page or contact an admissions counselor to submit the form on your behalf.
  • Submit an official transcript to confirm that you are in your final term. The preliminary transcript must show that you are within 6 credit hours of completion for a 30-48 credit hour master’s degree or within 9 credit hours of completion for a 49+ credit hour master’s degree.
  • Send in an additional, final official transcript with a conferral date on it by the end of your first semester of enrollment in the new doctoral degree.
