Education Policy, PhD
Students in the Education Policy Ph.D. program pursue an individualized program of study that reflects their specific interests in education policy at the local, state, national, or international levels.
The Education Policy Ph.D. program equips graduates with the knowledge and methodological tools to use, understand, and conduct research on the pressing educational issues of the day. Students pursue an individualized program of study that reflects their specific interests, and are required to write a significant qualifying paper and complete a dissertation on an issue in education. At the heart of the Ph.D. program is the research apprenticeship, where students work on research projects alongside faculty members. Doctoral students are matched with Education Policy faculty members whose research interests align with their own. Our program prepares students for a variety of careers, including faculty positions at institutions of higher education, and policy research positions at research firms, nonprofit organizations, and government agencies.

A total of 16 course units is required for graduation.
Elective courses may be taken at any school at Penn. Courses must be at the 5000 level or above and taken for a letter grade.
Required Milestones
Qualifications evaluation (also known as program candidacy).
A Qualifications Evaluation of each student is conducted after the completion of 6 but not more than 8 course units. The evaluation is designed by the specialization faculty and may be based on an examination or on a review of a student’s overall academic progress.
Preliminary Examination (Also known as Doctoral Candidacy)
A Candidacy Examination on the major subject area is required. The candidacy examination is a test of knowledge in the student's area of specialization, requiring students to demonstrate knowledge and reasoning in the key content areas in their specialization as defined by their academic division. This examination is normally held after the candidate has completed all required courses.
Oral Proposal
All doctoral candidates must present their dissertation proposals orally and in person to the dissertation committee.
Final Defense of the Dissertation
The final dissertation defense is approximately two hours in length and is based upon the candidate’s dissertation.
The degree and major requirements displayed are intended as a guide for students entering in the Fall of 2023 and later. Students should consult with their academic program regarding final certifications and requirements for graduation.

The Doctoral Program (Ph.D.) in Computer and Information Science (CIS) welcomes candidates in disciplines related to computer science, information processing, and computing . Our curriculum is designed to develop the intellectual skills essential for the rapidly changing character of research and to meet the demands of academe and industry. Students develop their own advanced study focus, working with faculty mentors on topics ranging from the core computer science discipline to diverse scholarly interactions within the School of Engineering and the University.
Doctoral studies in the CIS department offer the opportunity for rewarding exploration and research. Research opportunities span a wide range of theoretical and application topics including algorithms, bioinformatics, databases, graphics, machine learning, programming languages, robotics, security, software engineering, systems, vision, as well as interdisciplinary collaborations with fields such as biology, electrical engineering, genetics, linguistics, and mathematics.
Our research laboratories offer myriad possibilities for exploration. Seminars hosting outstanding leaders in their fields at our departmental and laboratories’ colloquia provide rigor, breadth, and relevance to the research and education experience. The University of Pennsylvania’s schools and research centers create an academic environment whose synergy informs research and education in the CIS department.

New Concentration in “Machine Learning + X”
Recognizing the integration of machine learning into all specializations of computer science: starting in Fall 2020, the department is offering applicants the opportunity to specify a new concentration called “Machine Learning + X” as the primary concentration, where X is any of several existing specializations in computer science that intersect with machine learning. Such applicants must identify one or two of these specializations as their 2nd and 3rd concentrations. The department has exciting research projects at the intersection of machine learning and these specializations.
“Machine Learning + X” cannot be used as your 2nd or 3rd concentration. T his concentration is used to facilitate review of your application by the faculty listed in the specializations above, based on your choice(s) of the 2nd and 3rd concentrations.

The University of Pennsylvania’s Predoctoral Training Program in Interdisciplinary Methods for Field-based Research in Education is now accepting applications for the 2024–2025 academic year.
The prestigious multi-year predoctoral training program is a collaborative initiative among the Graduate School of Education, the School of Arts and Sciences, the School of Social Policy and Practice, and the Annenberg School for Communication. Fellows and faculty are drawn from across the university. The program is funded by the Institute of Education Sciences and is designed to strengthen the education research workforce and improve the quality, accessibility, use, and relevance of evaluations to inform policy and practice.
Since 2005, the program has supported more than 70 IES Predoctoral Training Fellows from doctoral programs in Education, Economics, Sociology, Psychology, Communications, Criminology, and Business. From 2020 to 2025, the program will enroll 30 fellows for two to three years each. In addition to financial support, the program provides fellows with education and research opportunities that complement those offered through their disciplinary-based doctoral training program.
During the training, fellows will participate in an interdisciplinary core curriculum consisting of coursework in quantitative methodology, experimental research design, implementation research, and education policy. Fellows will also participate in ongoing research with faculty mentors or research organizations (1 year minimum) and a year-long policy/practice apprenticeship in education agencies or other placements approved by IES. The training program also includes an ongoing interdisciplinary seminar on conducting rigorous, applied education research and methods workshops that complement training available through courses and apprenticeships.
Eligible students must be in their second or third year of a Penn Ph.D. program, U.S. citizens or green card holders, and committed to conducting research on topics relevant for education. Fellows receive financial support toward Penn’s Ph.D. stipend ($34,000) and tuition ($12,000). Fellows also receive up to $2,000 per year for professional development.

FAQs for PhD students thinking about taking a leave of absence
Students wishing to take a Family Leave should fill out this form . Students wishing to take other types of leave – military, medical, or personal — should fill out of PhD Leave of Absence Request form available in each school:

Medical documentation is required to request a medical leave and to return from medical leave. Please ask your healthcare provider to email documentation to Student Health & Counseling with the subject line: Request Leave of Absence or Return from Leave of Absence. Email: [email protected] . Do not provide medical documentation to faculty or staff in your Graduate Group.
Students should fill out the PhD Request to Return from Leave of Absence form available in each school. Requests to return from leave should be made at least 30 days in advance of the term beginning that a student wishes to return.
Students whose University funding package includes coverage of Penn Student Health Insurance can request that coverage be continued at the time they request medical or family leave. Refer to Procedures to request PSIP coverage while on medical or family leave .
Leave is typically for one or two semesters. In order to ensure successful completion of the PhD, a student’s leave(s) should generally not exceed two years over the course of the doctoral program. If, however, it is determined in an individual case that extension of the leave period(s) beyond two years is appropriate, students may need to repeat coursework or other requirements, as determined by the Graduate Group Chair. Original funding limits remain in place for students who must repeat requirements.

Procedures to request PSIP coverage while on leave
The following procedures apply to PSIP coverage for PhD students on medical or family leave as outlined by the PhD Student Leave of Absence Policy effective July 2022. For questions, contact [email protected] .
- Student requests medical leave and indicates if PSIP funding should continue, following the procedures outlined here .
- Student requests healthcare provider to submit medical documentation to Penn Wellness at [email protected].
- Penn Wellness confirms with Associate Vice Provost for Graduate Education at [email protected] that sufficient documentation has been provided.
- Associate Vice Provost for Graduate Education confirms with School and Graduate Group that student is approved for medical leave.
- School confirms in writing with student that leave is approved and provides any conditions for return.
- School notifies Associate Vice Provost for Graduate Education at [email protected] that student is funded and will remain on PSIP, along with the beginning date of leave.
- Penn Wellness charges PSIP to the student’s account and School will pay.
- Students who will be on leave in July-August will need to contact Penn Wellness at [email protected] to sign up for the new plan year before the August 31 deadline.
- Student may continue to pay for their own dependents on PSIP. Student must contact Penn Wellness at [email protected] if they wish to enroll dependents while on leave.
- Student may apply to School for second semester extension of PSIP coverage. If approved, repeat steps 6-8.
- Student requests family leave and indicates if PSIP funding should continue, following the procedures outlined here .
- Director of Family Center confirms with School and Graduate Group that student will take family leave and the dates, and requests that School confirm that student is funded for PSIP.
- Director of Family Center notifies Associate Vice Provost for Graduate Education at [email protected] that student is taking Family Leave, is funded and will remain on PSIP.
- Penn Wellness charges PSIP to the student’s account and School will pay. Provost’s Office will journal transfer the cost to the School.
- Student may apply to School for second semester extension of PSIP coverage. If approved, School must notify Associate Vice Provost for Graduate Education at [email protected] . Repeat steps 4-6.
Leave of Absence Checklist for PhD Students
- Student Bills/Financial Aid: Check your student account; any outstanding balance will result in late fees and your account will be placed on hold. Students who have borrowed from the Federal Loan Program must complete the online exit loan counseling session. Please note that depending on the length of the leave, students may be required to begin repayment of federal loans before returning to Penn.
- Tuition: If the leave is requested before the end of Add/Drop students will receive a full refund of tuition and fees. If the leave occurs after Add/Drop, partial refunds may apply. Leaves processed after the 6th week of classes are not eligible for any tuition refund. Consult your school for tuition refund information.
- Penn Student Insurance Plan: PhD students whose University funding includes coverage of the Penn Student Health Insurance Plan can elect to receive coverage for their individual health insurance while on medical or family leave for one full semester; students may petition for an additional semester. Be sure to request this coverage when you fill out your Leave of Absence form. Refer to Covering PSIP for PhD Students on Medical or Family Leave .
- International students: Immigration status is dependent upon full-time enrollment and students are required to depart from the U.S. within 15 days of a posted leave, except in certain cases requiring medical care in the U.S. International students must communicate their intention to take a leave of absence with their ISSS advisor. See here for details. You may need to obtain new immigration documents for re-entry.
- Student Health & Counseling will alert the Associate Vice Provost for Graduate Education that medical documentation has been received, and the Associate Vice Provost for Graduate Education will alert the appropriate School and Graduate Group.
- Students with an approved leave of absence will receive a letter from their Graduate Group Chair outlining the terms of the approved leave and any conditions for return.

How Penn Medicine is going green for good health
The university of pennsylvania health system prioritizes sustainability in its day-to-day practices, while envisioning novel approaches to greening efforts..
The health care sector has an outsized impact on the Earth’s changing climate, responsible for an estimated 8.5% of all greenhouse gas emissions in the United States. At the same time, the mission of health care—to improve an individual’s health—sits at odds with its negative contributions to the environment and public health.
But does providing health care to patients have to contribute to worsening the health of other people and the planet?
Increasingly, health care professionals and organizations are saying no. A green health care system is attainable, and a three-way win: a win for a patient’s health, a win for the health of the planet and public health, and a win in the form of cost savings.
For example, an initiative from Penn Medicine anesthesiologists to reduce the flow rate of anesthesia gases for patients—while still delivering safe care—slashed greenhouse gas emissions by the equivalent of 30 metric tons of carbon in the space of only three months at the Hospital of the University of Pennsylvania last year.
Surgery and anesthesia teams address climate impacts in the OR : From anesthesia gases that have outsized greenhouse effects, to medical waste disposal, operating rooms at Penn Medicine are greening health care.
Health care teams ‘act locally’ to support Penn Medicine sustainability goals : Teams across Penn Medicine are working hard to “think globally, act locally” when making environmentally friendly changes in their day-to-day operations.
Health research on a warming planet : Climate change affects human health, from viral transmission to the effectiveness of medications. Researchers at Penn Medicine are discovering how and seeking solutions.
How the next generation of physicians will combat climate change: Through a new Planetary Health curriculum, Penn medical students are learning about the impact of climate change on human health.
From large-scale efforts, like a commitment to sustainable building design and a massive renewable power purchase agreement in collaboration with the University, to more localized initiatives in hospital operating rooms and offices, the changes are meant to move toward the same goal, articulated in the organization’s recent strategic plan : making Penn Medicine the most environmentally friendly health care organization in the nation.
“Health care is dedicated to healing, but the industry has played a role in the changing climate,” says Kevin B. Mahoney , chief executive officer of the University of Pennsylvania Health System (UPHS). “It’s our responsibility now to balance health care with impact. We can do this by fostering engagement around climate-related initiatives, improving sustainability within our own health systems and beyond, and setting an example for the field. It’s the right thing to do for our patients, the community, and the generations to come.”
Penn Medicine, which encompasses UPHS and the Perelman School of Medicine , currently has a climate footprint that rivals the rest of the University combined. The health system has committed to the University’s Climate and Sustainability Action Plan , which includes adopting the “audacious yet achievable” goal of reaching 100% carbon neutrality by 2042, says Greg Evans, UPHS corporate director of sustainability.

Microbiology, Virology and Parasitology program within the Cell and Molecular Biology graduate group has announced awards to three talented graduate students. We are excited to see where your research leads you!
Priyanka Chatterjee is a 4th year PhD student in the Microbiology, Virology and Parasitology subtrack of the Cell and Molecular Biology graduate group. She received the NIH F31 Ruth L. Kirschstein National Research Service Award to fund her dissertation research in the Pohlschröder Lab.
Yirui Hong is a 4th year PhD student in the Biology graduate group. She received the Teece Dissertation Research Award to fund her dissertation research in the Pohlschröder Lab.
Jacob Cote is a 2nd year Ph.D. student in the Microbiology, Virology and Parasitology subtrack of the Cell and Molecular Biology graduate group. He received an NSF Graduate Research Fellowship (GRFP) to fund his dissertation research in the Pohlschröder Lab.
RIT and UR partner to create accelerated graduate degree pathways for education and counseling students

Eligible students can begin their journey in these new accelerated degree pathways starting fall 2024.
Rochester Institute of Technology’s College of Liberal Arts and University of Rochester’s Warner School of Education have established new 3+2 and 4+1 admissions agreements , providing RIT undergraduate students with expedited pathways to launch their careers in teaching, higher education, or counseling. These agreements streamline the process for eligible students to earn both their bachelor’s and master’s degrees within a five-year timeframe.
In the 3+2 program, RIT students admitted and enrolled through this pathway will complete all required coursework for undergraduate majors in three years. This paves the way for a smooth transition to the Warner School’s mental health counseling and school counseling master’s programs. The first year at the Warner School concurrently fulfills the final year of their bachelor’s degree.
Similarly, the 4+1 program offers RIT undergraduate students the opportunity to finish all coursework for their undergraduate major within four years as planned. However, students in qualifying bachelor’s degree programs at RIT can also begin graduate-level coursework in their fourth year, earning six credits toward their master’s degree in either higher education or a teacher preparation program at the Warner School.
“This partnership represents an exciting opportunity to enrich the student experience at RIT,” said John Smithgall , assistant dean of the College of Liberal Arts. “These programs play a crucial role in expanding students’ perspectives about what they can achieve in terms of their educational and career aspirations. This is particularly significant in dismantling barriers and stereotypes about certain professions, empowering students to pursue their passions and make significant contributions to their chosen fields.”
Under the terms of the agreement, RIT students who meet the Warner School’s admissions requirements and maintain a cumulative GPA of 3.25 in their third year for the 3+2 program and fourth year for the 4+1 program can obtain both degrees in five years. Moreover, students will benefit from tuition scholarships toward their qualifying graduate degree programs at the Warner School.
“We are thrilled to partner with RIT in offering these innovative admissions pathways,” says Sarah Peyre, dean of the Warner School. “This collaboration underscores our commitment to providing students with accessible and accelerated pathways to pursue their passions for teaching, higher education, and counseling. By combining our expertise and resources, we aim to empower students to excel in their academic journey and make meaningful contributions to their communities.”
RIT’s College of Liberal Arts Interim Dean Kelly Norris Martin adds, “We have an incredibly diverse community of students in the College of Liberal Arts who all have unique visions for their futures. Through this new partnership, we’re able to expand the opportunities available to our students so they can follow their passions. Additionally, these new educational pathways can better prepare our students to fill the increased need for teachers and counselors in our communities.”
According to the Bureau of Labor Statistics, job opportunities for counselors and teachers are expected to increase through 2031. Whether individuals aspire to work in a K-12 school or clinical setting, or at the higher education level, RIT can provide students with a head start in becoming specialized educators or counselors. RIT’s culture of innovation and forward-thinking use of technology equips students to be adept at navigating and applying technological learning resources and tools to help their future students and clients excel.
From regional K-12 schools to top higher education and healthcare institutions, the Warner School’s graduate programs further prepare students to apply their comprehensive insights in classrooms, clinics, postsecondary institutions and communities worldwide to lead change for all. For more than 65 years, the Warner School has advanced the fields of education and counseling through innovative theories, experiences and leadership.
