Building a transport system that works: Five insights from our 25-city report

Elements of success: Urban transportation systems of 25 global cities

A city’s transportation network is its cardiovascular system—a multifaceted structure that enables the continuous flow of people and goods through its arteries. Municipal authorities, city councils, urban planners, and transport-infrastructure owners and operators around the world are well aware that its quality and efficiency are crucial for the economy and for the well-being of citizens.

The research methodology

Our analysis of the performance and efficiency of transport systems uses a methodology similar to the one we used for our 2018 report , but we should not draw direct comparisons between the two. We tweaked our metrics and drew from different sources of information to derive this year’s results.

Instead of providing one general ranking for all the cities, we found it more useful to rank the cities according to specific indicators, such as public-transport efficiency and affordability (exhibit). We ranked the cities and grouped them into three categories: leading (first to tenth place), contending (11th through 18th), and emerging (19th through 25th). We assessed the transportation network of each city for availability, affordability, efficiency, convenience, and safety and sustainable development, with separate ratings for public and personal transport use.

Cities at the bottom of the ratings table need to improve the availability of their transport infrastructure and expand electronic services, which have already become part and parcel of living in most of the examined cities (highlighted chart areas marked “a”). These aspects should be a top-priority task for any city that is improving its transport system.

To rise from the middle to the top of the ratings table, cities need to improve their efficiency and safety and sustainable-development performance. These aspects differentiate the leading cities from all others (highlighted chart areas marked “b”).

The ratings table used 50 different metrics for comparison, including road and rail networks, ticketing, airport flight routes, bicycle lanes, public transport, electronic-service availability, and environmental safety. The geospatial data collected are supplemented by opinions gathered from interviews with more than 30 transport-system-development experts, plus survey responses from 10,000 residents across 25 cities to gauge current satisfaction with existing transport systems and any changes that have been implemented. We have presented the findings in a series of easy-to-digest graphics alongside summaries of the individual transportation projects and the impact of the COVID-19 pandemic in all 25 cities. The report covers Buenos Aires, Chicago, Los Angeles, Mexico City, New York, São Paulo, and Toronto in the Americas; Berlin, Istanbul, London, Madrid, Milan, Moscow, Paris, and Saint Petersburg in Europe; Bangkok, Beijing, Hong Kong, Seoul, Shanghai, Shenzhen, Singapore, and Sydney in the Asia –Pacific (APAC) region, and Johannesburg in Africa.

To help stakeholders make informed decisions, we benchmarked the transport systems in 25 cities around the world in our latest report, Key elements of success in urban transportation systems (see sidebar “The research methodology”). We ranked the cities and grouped them into three categories: leading (first through tenth place), contending (11th through 18th), and emerging (19th through 25th).

All 25 cities have expanded projects to enhance their transport systems since 2018 (Exhibit 1). Leading cities invested more in improving the availability of their public-transport infrastructure, while emerging cities invested relatively less in safety and sustainability than in the other categories. As this article explains, such factors could have implications on residents’ willingness to use public transport.

While decision makers should delve into the full report for the complete rankings and details (see sidebar “Rankings at a glance: Top five cities by category”), this article distills the report’s findings into five key insights that stakeholders should pay attention to and highlights best-in-class practices in cities around the world.

Here are the top-performing cities in each of the five categories:.

Availability—the variety of travel-mode options for residents

Affordability—the relative weight of costs associated with various transport modes

Efficiency—the speed and predictability of getting around the city

1. Keeping service and safety standards high assuages pandemic-related fears of using public transport

COVID-19 lockdown restrictions clearly had an impact on lifestyles and commuting patterns in 2020. Many people stopped traveling to work completely. People who relied on private cars, as well as those who used public transport, actually increased their use of private cars, even as the overall number of trips dipped (Exhibit 2). And in some cities, staff shortages and declining revenue from lower passenger usage led to reductions in service frequencies to avoid fare increases.

If these trends persist postpandemic, they are likely to exacerbate traffic congestion, pollution, and the number of traffic accidents. As such, public-transport operators and authorities will need to find ways to restore confidence in shared modes of getting around and reduce reliance on private cars. Our research found that the safer people feel about using public transport, the more they’ll use it (Exhibit 3), which suggests that the visibility of pandemic-related safety measures has a significant influence on perceived risks.

In Chinese cities, there is a lower perceived risk of infection on public-transport systems, thanks to a mandatory mask mandate, physical-distancing mandate, regular disinfection, and other epidemiological safety measures that citizens visibly adhere to. These measures are stepped up as needed (for instance, when sporadic outbreaks occur), and commuters may have to present a green health code and have their temperatures taken before entering public-transport areas. As a result, Chinese cities also experienced higher-than-average levels of public-transport mobility during the pandemic.

2. Expanding transport networks and infrastructure, as well as smart policies, keep travel options available and affordable

The top-scoring cities in transport availability—London, Madrid, and Paris—share some common characteristics: they are major railway hubs and offer good road networks, bike lanes, and pedestrian infrastructure. Beijing, Madrid, and Moscow jumped up in the transport-availability rankings by expanding their metro and rail lines. These cities also improved their road infrastructure, increased the number of bicycle lanes and pedestrian streets, and invested heavily in shared-transport schemes such as rental-bike and ride-sharing services (Exhibit 4).

Madrid’s bike-share system consists of 3,000 bicycles and 250 rental stations, with 50 rental stations added in 2020 alone. Since our last urban-transport report, in 2018, Moscow added 3,000 two-wheelers to its bike-share program. It also opened new underground lines, resulting in 700,000 more people gaining access to the Moscow Metro, while Beijing opened three new underground lines over the past several years.

Public policies play a critical role in keeping transport affordable, whether it’s by regulating low bus and subway fares or by encouraging competition between legacy transport operators and ride-sharing companies. High rates of private-car ownership tend to constrict revenue flows for the public-transport system because fewer people use public transport. Thus, policies that discourage private-car ownership tend to prevent public-transport operators from either raising fares or reducing service standards.

The Asian cities of Seoul, Shenzhen, and Singapore, for example, top the rankings for public-transport affordability, and to offset the environmental and societal costs of personal car use, these cities actively make car ownership a more expensive choice.

Public-transport systems in Buenos Aires, Mexico City, and Shanghai are also becoming much more affordable because of government policies stimulating economic competition and technology. Cars registered outside Shanghai are barred from certain districts, and technologies for self-driving taxis are being piloted, which may lead to lower costs in the future. Commuters enjoy the benefit of lower fares, the result of competition among multiple ride-share providers. The widespread implementation of paid parking systems in Buenos Aires and Mexico City is making private-car ownership more expensive. With more people turning to public transport or ride-sharing over private cars to avoid incurring parking costs, there are fewer vehicles on the road, which eases traffic congestion.

3. Dedicated public-transport lanes and digitalization can make the commuter experience more efficient and convenient

Efficiency refers to how quickly and predictably one can move around the city, while convenience measures how easily commuters can switch from one mode of transport to another. Increasing the number of dedicated public-transport lanes, optimizing bus routes, completing road construction or modernization projects, and implementing digital upgrades all help improve the commuter experience.

Moscow, Shenzhen, and Singapore all scored high on transport efficiency. The Russian capital’s transport system has low underground waiting times, high speeds during rush hour, and a significantly above-average proportion of dedicated bus lanes. Shenzhen, too, has a high share of dedicated bus lanes, which helps with rush-hour predictability. Singapore’s electronic road-pricing system is powered by a digital device that automatically charges the driver the road toll when the car passes through a gantry, enabling frictionless road travel for both private and public vehicles, even during peak times.

Our convenience index assesses the ease of switching from one transport mode to another. High performers have invested in upgrading their ticketing systems, increasing internet access, and increasing the number of wheelchair-accessible buses and underground stations. Some offer convenient mobility-as-a-service applications (MaaS) to plan routes and to verify and pay fines and penalties.

Toronto delivers high levels of travel comfort, courtesy of a $934 million upgrade of its bus fleet, which is now 100 percent wheelchair friendly and located closer to subway stations. Hong Kong has also revamped its public-transport system. Ninety out of 93 metro stations have been outfitted with elevators and wheelchair ramps, making it easier and quicker for wheelchair-bound passengers to board and disembark. Meanwhile, Istanbul has risen in the convenience rankings with a significantly improved ticketing system using QR-code payments. The city has also introduced the Ulasim Asistani app, which helps travelers plan journeys across multiple forms of transport, leading to a considerable improvement in satisfaction ratings among its citizens.

4. Sustainability matters—in both investment and policy

Both commuter safety and the environment cannot be neglected in a city’s efforts to improve its transport system. In both our 2018 and 2021 surveys, respondents cited safety as their number-one priority, so it’s imperative that city planners and authorities constantly look to minimize accidents and fatalities while reducing the city’s carbon footprint. As mentioned earlier, leading cities tend to invest more in sustainable mobility options than contending and emerging cities do, which has resulted in greater use of their public-transport systems (Exhibit 5).

Initiatives to ensure compliance with safety requirements matter, as do the implementation of more stringent restrictions on the use of petrol and diesel engines, measures to reduce pollution, and incentives to switch to electric vehicles.

Tokyo boasts one of the world’s lowest road-fatality levels—9.6 deaths per 1 million people. Over the past several years, the government has deployed the data-driven smart-transport system to monitor and analyze information on people’s commuting patterns and traffic violations to inform decision making. As a result, road fatalities have decreased and more people are complying with traffic rules. The government is also using new toll-management technology to decrease vehicle traffic and improve road safety.

In China, Beijing and Shanghai are aggressively curbing the negative environmental impact of their transport systems. Both cities mandated in 2021 that only vehicles that adhere to the China 6 emissions standards (roughly equivalent to the Euro 6 standard in the European Union) can be sold.

5. In some cases, better communication is needed to bridge gaps between perception and reality

We tracked how satisfied residents were with how their transport system is doing according to specific metrics and based on changes implemented since 2018. Residents appear to appreciate the hard work urban authorities have put into transport projects, but in a few cases, their perceptions may not be aligned with reality. For instance, most citizens feel that public transport is too expensive in their cities (Exhibit 6). So even though Seoul, for example, stands out as a leader in public-transport affordability based on objective metrics, its citizens remain dissatisfied.

This suggests that authorities need to keep the residents informed of all positive changes and continue their efforts to improve public perceptions. It is highly likely that additional restrictions on personal motor vehicles will be introduced in the coming years and that environmental regulations will become more stringent. To improve the public perception of such efforts, city authorities must not only score tangible successes but also clearly articulate them.

Overall, while there’s reason to celebrate the many improvements in the majority of our metrics in cities around the world, there’s still much work to be done. Making informed decisions about the further development of city transport systems will help.

1. Famous Moscow metro stations

Kievskaya (circle line).

Kievskaya Metro Station (Circle line)

The station was opened on March 14, 1954. It was named after the nearby Kievsky Railway Station. Decorating of station is devoted to friendship of Russian and Ukrainian people. Rich mosaic decoration is made from smalt and valuable stones by project of Ukrainian architects, chosen from seventy-three works presented on competition.

It was opened on April 5, 1953. Design of the station is devoted to the Soviet Ukraine and reunion of Ukraine and Russia. The station is decorated with a large number of the picturesque cloths executed in style of socialist realism in fresco technique. The fresco «Holiday in Kiev», made in 1953 was practically destroyed in 2010, due to an accident during nearby constructing works. While the fresco recovery, restorers revived its original appearance that had gone through many changes since its creation.

Ploshad Revolutsii

Famous dog at Ploshchad Revolyutsii Metro Station

The station was opened on March 13, 1938. The most interesting feature of the station is 76 bronze figures, situated in niches of 18 arches. This peculiar gallery of images of Soviet people, aimed to personify force and power of the country, its glorious past and bright future. One of the bronze sculptures — a dog that accompanies a frontier guard — is believed to bring good luck if you touch its nose.

Prospekt Mira

Prospekt Mira Metro Station

Prospect Mira station of the Circle line was opened on January 30, 1952. It used to be called Botanical Garden up to June 20, 1966. The station’s decoration is devoted to development of agriculture in the USSR. Light marble and bas-reliefs by sculptor G. I. Motovilov decorate poles of the station. Famous smalt panel «Mothers of the World» by A. N. Kuznetsov is situated in the lobby.

Komsomolskaya

Komsomolskaya Metro Station

Komsomolskaya station was opened on January 30, 1952. The station has rich decoration devoted to a fight of USSR against overseas aggressors and victory in the Great Patriotic War. Mosaic panels from smalt and valuable stones, created according to sketches of the Lenin Award winner Pavel Corin, represent famous Russian commanders and weapons of different eras.

Novokuznetskaya

The station was opened on November 20, 1943. Its name was originally written through a hyphen: ‘Novo-Kuznetskaya’. The interior of the station is rich with decorating elements. The idea of creative force and power of Soviet people, its remarkable victories in the Great Patriotic War found realization in architectural design of station. The perimeter of the escalator arch is decorated with bronze sculptures by the sculptor N.V.Tomsky.

Novoslobodskaya

Novoslobodskaya Metro Station

Novoslobodskaya station was opened on January 30, 1952. It was called after Novoslobodskaya street, where the station is situated. 32 original stained-glass windows from multi-colored glass, framed with steel and gilded brass and the famous mosaic panel «World peace», situated at the face wall the station, are made by sketches of Pavel Dmitriyevich Corin.

Dostoyevskaya

Dostoevskaya is comparatively new station, opened on June 19, 2010. It is situated at Suvorovskaya Square. Russian writer Fedor Dostoyevsky was born and lived in this district of Moscow. Therefore, the station bears his name and features scenes from his works «Crime and Punishment», «The Idiot», «Demons», «The Brothers Karamazov». Artist Ivan Nikolaev, the author of the decoration, said that depicting scenes of violence shows depth and tragedy of Dostoevsky’s work.

2. General information about Moscow metro

Metro working hours, navigation, wi-fi.

The Moscow Metro is open from about 5:30 am until 1:00 am. The precise opening time varies at different stations according to the arrival of the first train, but all stations simultaneously close their entrances and transitions to other lines at 01:00 am for maintenance. The minimum interval between trains is 90 seconds during the morning and evening rush hours. Each line is identified according to an alphanumeric index (usually consisting of a number), a name and a color. Voice announcements in Russian refer to the lines by name and by numbers in English. A male voice announces the next station when traveling towards the center of the city or the clockwise direction on the circle line, and a female voice – when going away from the center or the counter-clockwise direction at the circle. The lines are also assigned specific colors for maps and signs.

Free Wi-Fi is called MT_FREE and available on all 14 lines (inside the trains).

Using Metro services is frequently the fastest and the most efficient way to get from one part of the city to another. But during daytime Moscow Metro stations are usually overcrowded so if you want to just enjoy the beauty of the underground, it’s better to visit it late in the evening.

MCC and MCD

Since 2016 The Moscow Metro is connected to two new types of rail transport. The first one is MCC – Moscow Central Circle. It has 31 stations around the city with changes to metro stations (most of them require to walk a few minutes via the street). The second one is MCD, Moscow Central Diameters, a system of city train services on existing commuter rail lines in Moscow and Moscow Oblast. MCD has several lines, they’re being marked as D1, D2 etc. Changing to both MCC and MCD from the Metro is free when your journey is within the city. Both MCC and MCD lines exist on all of the Moscow Metro maps.

Interesting facts about Moscow metro

213 people were born in the metro during the World War II, when it was used as a bomb shelter.

There are 76 bronze sculptures of workers, peasants, soldiers, sailors, etc. at Ploshchad Revolyutsii station. There is legend connected with this station. To pass any examination successfully, a student should touch the bronze dog’s nose («the Frontier Guard with a Dog» sculpture). You can easily understand high popularity of this legend by looking at the polished nose of the dog.

It is said that some of the magnificent mosaics at several central stations, for example the «World Peace» mosaic at Novoslobodskaya, were made with the pieces of enamel and smalt, taken from the famous Christ the Savior Cathedral, before it’s destruction.

As any other dungeon the Moscow metro, has its own ghosts. The most famous one is the old lineman. He is not dangerous and usually hides into the wall, when people appear. The ghostly metro train is much more dangerous. It appears after midnight at the Circle Line and consists of old-time carriages. It sometimes stops at the stations and opens its doors, and then goes back into the darkness. It is said that the souls of Stalin’s prisoners, perished during the building of the metro are locked in the train forever.

You can buy tickets in ticket offices or in automatic ticket machines. Passes for 1 or 2 trips are the most expensive. They sold only in ATM and cost 55 and 110 rubles (€0.55 and €1.10) respectively.

More than 2 trips

All the other kinds of tickets are available in the ticket offices. Tickets for bigger amount of trips are more profitable.

«90 Minutes» ticket

A ticket «90 minutes» is valid for one trip on the metro and an unlimited number of trips on surface transport within this time. It costs 65 rub (€0.65).

The «Troyka» card

You can also use «Troyka» – refillable card to pay for travelling on all kinds of public transport – metro, buses, trolley-buses, trams, monorail and blue minibuses. With «Troyka» one trip costs 35 rub (€0.35).

Old dominion freight line reports first quarter 2024 earnings per diluted share of $1.34, related documents.

THOMASVILLE, N.C.--(BUSINESS WIRE)-- Old Dominion Freight Line, Inc. (Nasdaq: ODFL) today announced financial results for the three-month period ended March 31, 2024.

All prior-period share and per share data in this release have been adjusted to reflect the Company's March 2024 two-for-one stock split.

Marty Freeman, President and Chief Executive Officer of Old Dominion, commented, “Old Dominion’s financial results improved during the first quarter despite continued softness in the domestic economy. For the second straight quarter, both our revenue and earnings per diluted share increased on a year-over-year basis. We achieved these results by continuing to execute our long-term strategic plan, which is centered on our ability to provide our customers with superior service at a fair price. The combination of our 99% on-time service and 0.1% claims ratio has created an unmatched value proposition in our industry, which continues to support our yield management initiatives as well as our ongoing ability to win market share.

“Revenue for the first quarter included a 4.1% increase in LTL revenue per hundredweight that was partially offset by a 3.2% decrease in LTL tons per day. The decrease in LTL tons per day reflects a 2.7% decrease in LTL weight per shipment and a 0.5% decrease in LTL shipments per day. Excluding fuel surcharges, LTL revenue per hundredweight increased 6.7% as compared to the first quarter of 2023. This yield improvement reflects our continued focus on revenue quality and our consistent, long-term approach to pricing, which is designed to offset our cost inflation while also supporting further investments in capacity and technology.

“Our first quarter operating ratio increased 10 basis points to 73.5% as compared to the first quarter of 2023. We improved our direct operating costs as a percent of revenue as a result of the increase in yield and our ongoing focus on operating efficiencies. Our overhead costs, however, increased as a percent of revenue in part due to a 50-basis point increase in our depreciation costs. The increase in depreciation reflects our commitment to consistently execute on our long-term capital expenditure strategy to support our customers’ needs and to achieve our long-term market share initiatives.”

Cash Flow and Use of Capital

Old Dominion’s net cash provided by operating activities was $423.9 million for the first quarter of 2024. The Company had $581.0 million in cash and cash equivalents at March 31, 2024.

Capital expenditures were $119.5 million for the first quarter of 2024. The Company expects its aggregate capital expenditures for 2024 to total approximately $750 million, including planned expenditures of $350 million for real estate and service center expansion projects; $325 million for tractors and trailers; and $75 million for information technology and other assets.

Old Dominion continued to return capital to shareholders during the first quarter of 2024 through its share repurchase and dividend programs. For the quarter, the cash utilized for shareholder return programs included $85.3 million of share repurchases and $56.6 million of cash dividends.

Mr. Freeman concluded, “Old Dominion continued to produce solid financial results during the first quarter despite the operating challenges presented by the economy. We believe these results, and our long-term record of financial success, are grounded in our ability to execute on a proven strategic plan that has guided us through many economic cycles. Moscow Metro map 2030

We designed a brand-new map of the Moscow Metro. It shows what the transport system will be like in ten years.

New design of the map

The map has changed as the transit system has evolved.

Starting in the 2010s the construction of new metro stations outside the city center became extensive. Reconstructed railway lines became a part of the metro system. The increasing complexity of the network called for the search of new ways to make a map, since the current version no longer reflected the geography of the city.

The history of the metro map

When there were not so many lines, the Metro map was drawn geographically and even showed the bends of the tunnels. Such an approach made it easy to highlight the connection between the new transport service and the city.

Moscow metro map, 1978

New terminal stations were added to the system and they were expanding further and further away from the center. The lines were not bended anymore. As a result, the map became less geographically accurate.

The metro was getting closer to the Moscow Ring Road, and long lists of stations began to form at the end of the lines. Lines were drawn vertically to make lists more compact.

Designers made an attempt to make the map more geographically accurate, however, this map looked "broken" and was used for a short period of time.

To organize the graphics all lines were drawn in a 45° grid. Doing so helped to create a more harmonious composition with parallel sections of lines.

Looking for a balance between empty and packed spaces of the map, the designers made a new layout of it. It now filled the whole space of the sheet.

In 2013 Moscovites voted for a new metro map and chose the one made by the Art. Lebedev Studio. This was the biggest metro map update at the time. New design solutions used in this version were further developed in the transport design of Moscow.

With the opening of the MCC and the MCD, the map again lost its visual balance. As a result of showing the MCC ring and the Circle line as circles, empty and packed spaces started to reappear.

Moscow geography

The metro map 2030 shows the Moscow transportation system geographically.

Lines go beyond the Moscow Ring Road (MKAD) up to the cities near Moscow. The Moscow Ring Road (MKAD) becomes an important element of the map as it is the border of the main part of Moscow. Its contour helps to find your way on the map and plan the time of a trip.

Geography of the city

Lines which show the real geography look like a skein and are difficult to navigate through. We unwound all the complex intersections at the central part of the city and schematically showed the bending of lines outside of downtown. This approach helps one to understand a very complex transport system, allows for easier navigation, and makes it possible to juxtapose metro and city maps.

Shapes of the new map

Rings are not round. Why?

Rings have become a symbol of Moscow. Everything in Moscow obeys the logic of rings: Boulevard and Garden rings, Moscow Ring Road, and the Circle metro line.

A circular line is a closed line with transfers. Its shape doesn’t matter. For example, the circular line on the London Tube map is shaped like a bottle, and this shape is easy to memorize.

We looked for many solutions for new rings while creating this map.

When looking for a shape we wanted it to meet three requirements: visual equability (no empty or packed spaces), ease in finding your way and a recognizable shape of rings.

New 60° grid

The graphic grid is the invisible guides that form the composition.

In 1980s a 45° grid was used to design the official Moscow Metro map. This is the most popular technique in schematic map design in the world. In 1931 Harry Beck designed the first 45° grid for the London tube. Since then it has become the standard for transport map design.

For the new metro map, we have tried a completely new approach to the grid. Instead of the four 45° axes forming the schematic drawing, we only use three 60° axes. This grid allowed us to create elegant and eye-pleasing bends of lines.

Round map

Since 2015 the design of the Moscow city wayfinding system has been changing. All constructions on the streets and stations reserved for metro maps have become round. The round format is the main one for the map, though it easily adapts to rectangular formats used in train cars.

Highlighted transfers

The design of transfers between stations is one of the most important elements of a transport map.

First maps of the Moscow Metro used arrows to show transfers, explaining to passengers that they can get from one line to another.

The graphics are not that complicated now. Since 2013 transfers have been drawn as "dumbbells" — paired rings with gradient transitions between colours. This works well when there are few hubs.

The increasing complexity of the transport system requires a new solution for hubs. We have developed a design called "capsule". Outlines of transfers are rich in contrast and are easy to understand.

The colour choice for transport systems is a complicated process that can only be done taking into account the prospects of future development. A few years ago we did some research on the colour-coding of diameters and developed a set of colours that had not previously been used.

Metro map 2030 is our vision of the future city. By creating this map, we want to launch a discussion about future graphic solutions for the identity of Moscow.

The idea of the new Moscow Metro map came into picture after the successful completion of the Paris Metro map project. Many graphic solutions designed for Paris helped to create this map for Moscow.

When Finalized, Loan Will Support New Manufacturing of EV Production Technology at Texas Plant—Creating More Than 1,300 Good-Paying Jobs and Supporting President Biden’s Efforts to Build a Clean Transportation Future 

WASHINGTON, D.C. — As part of President Biden’s Investing in America agenda , the U.S. Department of Energy (DOE) through its Loan Programs Office (LPO) today announced the closing of a $362 million loan to CelLink Corporation (CelLink) to help finance the construction of a domestic manufacturing facility that will produce components essential to electric vehicle (EV) assembly. Located in Georgetown, Texas, the facility will develop lighter and more efficient flexible circuit wiring harnesses—sets of wires and related equipment that relay information and carry electricity throughout vehicles. Once fully operational, the facility is expected to produce enough wiring harnesses to support the manufacture of approximately 2.7 million EVs per year and create 165 construction jobs and more than 1,200 permanent jobs. Today’s announcement reinforces the Biden-Harris Administration’s commitment to building a clean energy future and helping ensure the United States can meet the expected future demand for EV adoption, which has seen unprecedented progress under President Biden. 

“EV sales have quadrupled since President Biden took office, reaching historic levels just last year and projected to hit new records for 2024, underscoring why it’s essential for the United States to harness manufacturing of all the key EV components,” said U.S. Secretary of Energy Jennifer M. Granholm. “America will take the lead on building the guts of the vehicle of the future, advancing new technology to improve EV efficiency and build up the next generation auto workforce—all thanks to the President’s Investing in America agenda.” 

CelLink’s domestically produced circuit wiring harnesses, called “flex harnesses,” are lighter, smaller, quicker to produce, and are expected to be less expensive than conventional wiring harnesses. Most wire harness production for the U.S. market currently occurs in countries with low labor costs due to the complex processes associated with traditional wire harness assembly. CelLink’s flex harnesses addresses this shortcoming and help enable domestic manufacturing of these components through new, lower-cost proprietary technology. The flat design of CelLink’s flex harnesses can reduce vehicle weight, provide better heat dissipation for improved propulsion system efficiency, and lower vehicle manufacturing costs. 

Currently operating a manufacturing facility in San Carlos, California, CelLink has produced wiring harnesses for over a million vehicles already on the road. To keep up with rising demand, the company is now building a new facility in Texas to increase its production capacity. Once completed, the new Texas facility will be able to operate up to 25 manufacturing lines. 

As part of President Biden’s efforts to build an equitable and inclusive clean energy future, LPO borrowers are also expected to develop and ultimately implement a comprehensive Community Benefits Plan that ensures meaningful community and labor engagement. This effort also advances President Biden’s Justice40 Initiative , which set the goal that 40% of overall benefits of certain federal climate, clean energy, and other investment areas also flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. Georgetown, Texas, is identified as disadvantaged communities using the Climate and Economic Justice Screening Tool.  

LPO works with all borrowers to create good-paying jobs with strong labor standards during construction, operations, and throughout the life of the loan. To recruit for operations jobs, CelLink is developing partnerships with nearby Fort Cavazos, Austin Regional Manufacturing Association, Georgetown Independent School District, Texas State Technical College, Austin Community College, and Workforce Solutions Rural Capital Area. CelLink plans to provide competitive wages and health benefits to full-time hires. 

CelLink’s technology, now in demand in the EV and general automotive markets, has applications across numerous other industries, including aviation, aerospace, consumer electronics, and appliances. CelLink originally developed the flex harness for use in solar panels. Nearly a decade ago, DOE’s Solar Energy Technologies Office provided early support for CelLink’s applied research and development for the manufacture of its innovative high-conductance flexible circuits. 

This loan supports President Biden’s Investing in America agenda to onshore and re-shore domestic manufacturing of technologies that are critical to reaching a clean energy-powered transportation future. LPO, leveraging additional loan authority provided by President Biden’s Inflation Reduction Act, is spurring billions in critical investments that will boost the nation’s competitiveness, strengthen supply chains, and create good-paying jobs to power the clean energy economy. 

This announcement is the latest Advanced Technology Vehicles Manufacturing (ATVM) loan, demonstrating DOE’s commitment to building a strong domestic supply chain for EV manufacturing. With several recent ATVM projects securing loans or conditional commitments in the last year, DOE is helping to achieve the Biden-Harris Administration’s goal that half of all new vehicles sold in 2030 are zero-emissions vehicles. 

Across all of LPO’s programs, DOE has attracted 203 active applications for projects across the country totaling over $262.2 billion in requested loans and loan guarantees, as of March 2024 .
