5 Key Issues in Agriculture in 2021

As 2021 ends, we take a retrospective look at five topics that were covered in our analytical work this year. These issues represent just a fragment of the Bank's work, but they are key to reducing poverty and hunger while slowing climate change.

Food Security

Like the previous year, news in agriculture and food in 2021 was dominated by deteriorating food security. Approximately 30 percent of the world’s population lacked access to adequate food in 2020 and into 2021.

The World Bank took action to fight food insecurity around the world, providing immediate aid to vulnerable households and more long-term support to farmers in the form of seeds, fertilizer, and other agricultural inputs.

COVID-19 also pushed more people into poverty and made the poor poorer around the world. This, along with supply chain interruptions and rising prices had a major impact on hunger. To learn more about these impacts, read this brief compiled by the Bank and updated at least once a month.

Our new podcast series, Table for 10 Billion , launched in March examined the causes of growing hunger and offered some surprising answers.

Farming Insects for Food and Feed

This December, the Bank released a ground-breaking report looking at the valuable role farming insects can play in both food security and climate-smart agriculture, Insect and Hydroponic Farming in Africa: The New Circular Food Economy .

While two billion people regularly eat insects harvested in the wild, farming them for food at scale is new. The report found that African insect farming could generate crude protein worth up to US$2.6 billion and biofertilizers worth up to US$19.4 billion. That is enough protein meal to meet up to 14% of the crude protein needed to rear all the pigs, goats, fish, and chickens in Africa.

Key benefits of insect farming include:

  • Insects can be farmed without arable land.
  • Insects can be grown within a couple of weeks.
  • The food they need to grow comes from food waste.
  • Insect waste can be used as fertilizer.
  • Insects can be used as animal feed, cutting farmer expenses, and reducing greenhouse gases generated from farming and transporting other feed such as soybeans.
  • People can eat insects or sell them for income, increasing food security.

Fixing Food Finance to Build a Greener Future

While agriculture currently accounts for about 25% of greenhouse gas emissions, it also offers opportunities to both fight climate change and feed more people as the world’s population grows to 10 billion people by 2050. One of the keys will be changing the way agriculture is financed and incentivized .

A report from the Bank, published in September, explains the US$12 trillion in annual hidden social, economic, and environmental costs generated by our current food system and offers recommendations to break the cycle by implementing five food finance imperatives that will help implement climate-smart agriculture .

The report, Food Finance Architecture: Financing a Healthy, Equitable and Sustainable Food System , was written in conjunction with the Food and Land Use Coalition, and the International Food Policy Research Institute, and released to coincide with the UN Food Systems Summit.

Digital Agriculture and the Path to the Future

Agriculture continued its march to the digital future in 2021, both with new techniques being developed for growing food and technology that better links the world’s 570 million farmers and 8 billion consumers.

In March, the Bank released the report What’s Cooking: Digital Transformation of the Agrifood System , which explores how digital technologies are improving the food system and provides a roadmap for countries to scale up their own digital agriculture. The report also provides a framework to evaluate policy proposals that can make the food system more efficient, equitable, and environmentally sustainable.

A live event was held in conjunction with the report’s release and the Table for 10 Billion podcast also looked forward to the digital future of food.

Feeding Growing Cities

In March, the Bank looked at the fast-growing cities of Asia and how they have integrated food systems into their planning. The resulting report, RICH Food, Smart City , demonstrated that more needs to be done at the planning stages to ensure a plentiful and safe supply of food to residents now and in the future.

Only 8% of the 170 emerging Asian cities surveyed by the Bank and FAO were deemed to be “food-smart”–working proactively to ensure strong food systems.

As was made clear by the disruptions caused by the COVID-19 pandemic, it is key for cities to pursue “smarter” food policy in order to foster reliable, inclusive, competitive, and healthy (“RICH”) food systems better aligned with their challenges and aspirations.

The authors of the book sat down to answer questions on what needs to be done and how to do it.

Achieving food security is possible, if we better understand the complexity of the agricultural system and re-design practices accordingly.

Early in September, the State of Food Security and Nutrition in the World report was released through a joint press conference at the FAO headquarters in Rome. The analysis ( The State of Food Security and Nutrition in the World FAO; 2018) is the outcome of a close collaboration between five United Nations agencies — the Food and Agriculture Organization, the International Fund for Agricultural Development, the United Nations Children’s Fund (UNICEF), the World Food Programme and the World Health Organization — and one of the key messages from the report is, perhaps not surprisingly, alarming: the world is not on track to meet the ‘Zero Hunger’ Sustainable Development Goal, SDG 2.

Drawing attention to the drivers of hunger and malnutrition, the report includes updated estimates of a number of indicators related to food security and its health implications, including the number of hungry people in the world, data on child stunting, adult obesity, and childhood obesity among others.

The report, which uses data from 2017, shows how hunger has increased worldwide for the third consecutive year, and childhood malnutrition has not improved or, even worse, in some cases has declined. Countries must take urgent action to meet SDG 2 by 2030.

This year’s edition of the annual report focuses on the need to build climate resilience for food security and nutrition. Acknowledging the dependency of our nutritional needs on the natural environment should indeed be a critical component of any food-policy strategy.

More specifically, the sustainability of the food system should be at the heart of the international food-security debate. Despite increasing hunger globally, the demand of food has been rising rapidly and has had a significant environmental cost: degradation of agricultural land, pollution of rivers and aquifers due to agro-chemicals, increased freshwater consumption, greenhouse-gas emissions from agriculture and land-use change, loss of agro-biodiversity and other negative consequences. All of these environmental impacts severely undermine our ability to continue to feed a growing population and ultimately will jeopardize the opportunity to meet SDG 2, unless more-sustainable food-production practices are embraced globally.

Enhanced agricultural productivity (intensification) has been a major response to the growing food demand, but intensification could be done better. In an Analysis by Pretty et al. published in our August issue, the authors underline how environmental considerations in agriculture intensification have been traditionally limited to minimizing negative impacts. Instead, with their analyses, they show that, for example, a move away from fertilizers to nitrogen-fixing legumes as part of rotations or intercropping could improve intensification without increasing environmental stress. Their point is that agriculture intensification can be sustainable if the system is adequately re-designed and if all players involved accept that no new designed system will succeed forever.

Increasing food production can impact conservation strategies — another issue likely to have long-term negative consequences for our ability to provide healthy levels of nutrition to all. Keesing and colleagues, in an Article in this issue, show however that a conflict between the two shouldn’t be the case. They analyse the potential trade-offs between management for wildlife and for livestock in an East African savannah, and find potential ecological and economic benefits from integrating the two.

However, even while considering effective strategies, it remains clear that human activities do affect biodiversity around the world, and that applies to agricultural practices as much as to other activities. In a Brief Communication in the August issue, Mehrabi et al. analyse the implications of the conservationists’ proposal to give back half the Earth’s surface to nature (the ‘Half-Earth’ project). Among other results, they find that, depending on the landscape conservation strategy, 23–25% of non-food calories and 3–29% of food calories from crops globally could be lost if the proposal were implemented. They do show that the trade-offs between agriculture and the Half-Earth proposal will be much lower if landscapes remain mosaics of shared land uses.

So, what are we left with? We can certainly improve agricultural practices as discussed earlier in this Editorial, and increase their sustainability. Will it be enough to achieve our societal goals? Perhaps we need to also look at our individual behaviour. We know that we need to manage our dependence on nature sustainably. And sustainable management hinges on deep understanding of human–nature relationships. Behavioural sciences can bring invaluable insights to our ways of mapping the complexity of such relationships. Going back to the sustainability of agricultural practices, the different ways in which individuals’ mindsets represent a system and the causal relationships among its components (mental models) can capture more or less complexity, as discussed in an Article by Levy and colleagues in our August issue. The authors show that, for example, mental models characterized by direct, unidirectional causation allow fast decision-making but might fail to anticipate consequences of actions in the presence of strong interdependences. Understanding these cognitive mechanisms has important implications for individual and collective decision-making about sustainable agriculture. And that is crucial to better orient food-security strategies. With the right set of changes in practices and interventions, informed by academic research and practice, there is still hope to achieve SDG 2 on time.

New Perspectives on Agricultural Economics, 2022-2026

The proposed initiative will involve four distinct research projects on different topics in agricultural economics. The topics will be selected each year on the basis of interests of ERS staff and some bearing on emerging or current policy issues. NBER research does not make policy recommendations, but provides background information and analysis that can inform policy decisions.

The proposed topic for the 2023 project is “Assessing the Distributional Impacts of Climate Change in the Agricultural Sector.” Climate change affects all aspects of the agricultural sector, from the production of food and fiber, through the choice of technology by producers, to the set of products that are available to consumers and the prices of those products. USDA is committed to understanding the consequences of climate change, as well as the impact of potential policy responses. Economic research on climate-related issues can advance this mission.

The 2023 project will focus on distributional impacts, because USDA is also committed to promoting equitable outcomes both in the impact of climate-related changes and in the design of policy responses. Doing so requires analysis and measurement of the effects of climate change in the agricultural sector on different groups in the population. These include producers and consumers, households in different income groups, racial and ethnic groups, those who live in different areas, and groups defined along other dimensions.

A new study has highlighted how bats can be valuable allies for farmers, by feeding on important agricultural pests. The findings demonstrate that encouraging bat species can be a win-win for both conservation efforts and local farmers.

Thanks to their ability to fly, bats have successfully colonized many different oceanic islands. The study in the Journal of Mammalogy has finally revealed what is on the menu of these secretive mammals living on the sub-tropical island of Madeira (Portugal), and it is good news for local farmers.

Bats account for about one-fifth of all mammal species and are particularly important in island ecosystems, which typically have far fewer mammals than mainland areas. But up to now, the specific diets of island-dwelling bat species have been poorly studied.

The new study investigated the three bat species that live on Madeira: the Madeira pipistrelle (Pipistrellus maderensis), the Madeira lesser noctule (Nyctalus leisleri verrucosus), and the grey long-eared bat (Plecotus austriacus). The research team captured then collected droppings from over 100 individual bats, before extracting DNA from the feces to figure out which species the bats were eating. This revealed that all three bat species had highly diverse diets—eating over 50 different species among them, including beetles, butterflies, flies, moths, and spiders. Overall, 40% (23) of the identified species were likely or confirmed agricultural or forestry pests.

Island bats are valuable allies for farmers

Lead author of the study Angelina Gonçalves (University of Porto, Portugal) said, "We anticipated that all three species would primarily feed on nocturnal butterflies; however, we did not expect that over 40% of the species detected in the bats' diet are likely or confirmed agricultural or forestry pests."

The pest species found to be eaten by the bats included banana moths (Opogona sacchari), well-known agricultural pests that—as the name indicates—impact banana trees, an important crop for the local economy. Other pests eaten by the bats included turnip moths (one of the most damaging insects to vegetables and cereals) and the golden twin-spot moth (Chrysodeixis chalcites), which is one of the four most important pests of European greenhouse crops.

In addition, the bats were also found to feed on a parasite of humans: Psychoda albipennis, which can cause urogenital myiasis, resulting in abdominal pain, diarrhea, and burning sensations.

Island bats are valuable allies for farmers

Collecting the bats for the study initially proved highly challenging for the research team. The process involved using mist nets (which resemble volleyball nets) to temporarily capture individuals until their fecal samples could be collected. However, with finely tuned echolocation abilities, the bats were easily able to evade the nets.

Angelina Gonçalves added, "Fortunately, we discovered that the bats lowered their guard when they came to drink so we changed tactics slightly and waited at strategic water points. In this way, we were then able to capture enough individuals to conduct our research."

Agricultural expansion is one of the main causes of biodiversity decline worldwide, however, some species can exploit resources in agricultural areas . As this study demonstrates, encouraging bats can be mutually beneficial for both conservation aims and supporting island agricultural communities.

Island bats are valuable allies for farmers

Study co-author Associate Professor Ricardo Rocha (Department of Biology, University of Oxford) said, "An increasing number of farmers are using bat boxes to attract insectivorous bats to their fields. During our study, we experimented by placing some in the protected area where we were working, and to our excitement, some of these are now inhabited by the vulnerable Madeiran pipistrelles. This suggests that deploying simple artificial bat roosts might lead to win-win outcomes for both conservation and local farmers."

Associate Professor Ricardo Rocha added, "Bats often get a bad rap. Our study highlights their significance, revealing that while their nocturnal habits and secretive lifestyle make them elusive to many, insectivorous bats play a crucial role in the ecosystems they inhabit, and through the ecosystem services they provide, they can help humans in multiple ways."
