Graduate work in economics demands a higher level of mathematical sophistication than most undergraduate economics programs would lead you to believe.  Students entering the doctoral program are required to have completed a three-course sequence in calculus, a course in linear algebra, and a course in mathematical statistics.  These prerequisites are a bare minimum.

Major Stages of the Program

In advancing to the Ph.D. degree, students pass through two major stages sequentially:

Preparation for candidacy:  During the first three years, students complete courses to achieve competence in econometric methods and the fundamentals of microeconomic and macroeconomic theory. At least two courses must be taken from a selection of “core” courses dealing with topics in agriculture and resources. Students study for examination in a field of specialization of their choosing, and prepare a second year empirical paper. Preparation for candidacy culminates in an oral examination. When these steps are completed, students advance to candidacy.

Completion of a dissertation: The dissertation must be based on original research and represent a significant contribution to the body of economic knowledge.

Ag Resources Core and Ag Resources Certification: We’re not just economists, we’re Agricultural & Resource Economists. We expect our students to complete at least two courses from a selection of courses which focus on topics in agriculture & resources, both in low- and high-income countries. We call this set of courses the “Ag Resources Core.” Students who complete at least three courses in these courses will additionally be certified as Agricultural & Resource Economists. Some of these courses may be taken after the student advances to candidacy.

Overview of Program by Year

The entire process takes approximately five years, although some students are able to complete the program in less time. Below is an overview of program requirements by year and other pertinent information.

In the summer prior to starting the first year students complete Math 104, Introduction to Real Analysis. This course prepares students to write the mathematical proofs required in the first year. In the fall of the first year students take econometrics (ARE 210), microeconomic theory (ECON 201A), and production, industrial organization, and regulation in agriculture (ARE 201). In the spring semester of the first year students take econometrics (ARE 212), a second semester of microeconomic theory (ECON 201B), and agricultural economics (ARE 202).  

First year courses provide an overview of mathematical tools, theoretical models, and associated concepts that are most relevant to applications in development, environment, resource, and agricultural economics. Students gain experience working with economic models, solving for the optimum or equilibrium outcomes, deriving comparative statics results, and extending workhorse models to fit problems/applications of interest.  

In the summer before the second year students begin their second year econometrics projects, also known as the second year paper.  Students select an economic question that is of interest to them, and under close faculty supervision craft an empirical paper. A good empirical paper requires three components: a concise, sensible, and relevant research question or hypothesis to test; reasonably good data; and an experiment, event, or set of circumstances that give the data a chance to answer the question asked. Identifying a good question is a non-trivial exercise that takes time and effort. Over the course of the second year students work with a faculty advisor to meet specific deadlines, and the top second year paper wins the Sidney Hoos prize.

Prior to the second year students should select a major and minor field area. Major and minor field areas include the following:

• Agriculture and Resource Policy
• Development Economics
• Environmental and Energy Economics

Additional minor fields  are offered in conjunction with the Economics Department, Public Policy, and Haas School of Business.

The fall semester of the second year students take the second semester of econometrics (ARE 213), the econometrics project workshop (ARE 219A), an ARE field course, and a minor field course of their choosing. During the spring semester of the second year students complete the econometrics project workshop (ARE 219B), an ARE field course, and a minor field course. Since there are only three required courses in the Spring, many students opt to take a fourth course in Economics, Mathematics, Statistics, or another field during this time. The second year culminates in the major field exams.

The third year is devoted to preparing for oral examinations, which must be completed by the end of the third year, and finding a faculty advisor for the dissertation. We encourage students to begin discussing possible dissertation topics with faculty early on in their academic pursuit. After completing the written field examinations, students choose a faculty member to serve as advisor on developing a dissertation topic involving significant and original research.  Students who have completed their orals exams are considered advanced to candidacy.

The student's progress through the program culminates in the writing of a doctoral dissertation which should be completed in the fourth or fifth year . The dissertation must be a novel contribution to economic knowledge, and a student who completes a dissertation is qualified to perform significant, independent economic research.

Law and Economics

The Program in Law and Economics provides an interdisciplinary forum for scholarship in the fields of business law, and law and economics. As one of the preeminent institutions for the study of these fields on both the undergraduate and graduate levels, Berkeley’s program is notable both for the depth of its faculty and the breadth of its interdisciplinary scope. The program draws upon the expertise of faculty from many disciplines, including the Schools of Law, Public Policy, and Business; the College of Natural Resources, the Departments of Economics and of Agricultural and Resource Economics; and the Graduate Program in Jurisprudence and Social Policy (JSP).

The program’s curricular and workshop and/or seminar offerings provide resources and opportunities for graduate students from throughout campus and for visiting scholars from around the world. The program also sponsors a working paper series, which serves as a broad-ranging compendium of the works of both resident scholars and visitors.

The James M. and Cathleen D. Stone Center on Wealth and Income Inequality at UC Berkeley was created to serve as a research hub for campus and beyond, enabling UC Berkeley’s world-leading scholars to deepen our understanding of the inequality in society and formulate new approaches to address the challenge of creating a more equitable society. The Center serves as the primary convening point at UC Berkeley for research, teaching and data development concerning the causes, nature, and consequences of wealth and income inequalities with a special emphasis on the concentration of wealth at the very top.

Emmanuel Saez

Emmanuel Saez is Professor of Economics and Director of the James M. and Cathleen D. Stone Center on Wealth and Income Inequality at UC Berkeley. He received his PhD in Economics from MIT in 1999. His research focuses on inequality and tax policy. Jointly with Thomas Piketty, he created the top income share series that show a dramatic increase in US inequality since 1980. The data have been widely discussed in the public debate. His most recent book "The Triumph of Injustice", joint with his colleague Gabriel Zucman, narrates the demise of US progressive taxation and how to reinvent it in the 21st century. He received numerous academic awards including the John Bates Clark medal of the American Economic Association in 2009, a MacArthur "Genius" Fellowship in 2010, and an Honorary degree from Harvard University in 2019. Hilary Hoynes

Hilary Hoynes, co-director of the  James M. and Cathleen D. Stone Center on Wealth and Income Inequality at UC Berkeley, is a Professor of Economics and Public Policy and holds the Haas Distinguished Chair in Economic Disparities at the University of California Berkeley where she also co-directs the Berkeley Opportunity Lab. Her research focuses on poverty, inequality, food and nutrition programs, and the impacts of government tax and transfer programs on low-income families. She is a member of the American Academy of Arts and Sciences, the National Academy of Social Insurance, and a Fellow of the Society of Labor Economists. She has served as Co-Editor of the American Economic Review and the American Economic Journal: Economic Policy. She currently serves on the National Academy of Sciences Committee on Building an Agenda to Reduce the Number of Children in Poverty by Half in 10 Years. Read more

Gabriel Zucman

Gabriel Zucman is Associate Professor of Economics at the University of California, Berkeley, co-director of the summer school at the James M. and Cathleen D. Stone Center on Wealth and Income Inequality at UC Berkeley, and director of the EU Tax Observatory. He is the author of articles published in peer-reviewed journals such as the Quarterly Journal of Economics, the American Economic Review, the Journal of Public Economics, and of two books. His research focuses on the accumulation, distribution, and taxation of global wealth and has renewed the analysis of the macro-distributional implications of globalization. In a series of papers and in his book The Hidden Wealth of Nations, he has developed methods to measure the wealth held in tax havens. This research finds that 8% of the world’s household financial wealth is held in tax havens, with large variation across countries—from a few percent in Scandinavia to 50% in Russia. Data leaked from offshore financial institutions (such as the “Panama Papers”) suggest that offshore wealth is highly concentrated.  Read more

Mathilde Muñoz

Mathilde Muñoz  is Assistant professor of economics and a faculty affiliate at the James M. and Cathleen D. Stone Center on Wealth and Income Inequality at UC Berkeley. Mathilde works on topics in public economics and international trade, with a particular interest for the distributional effects of globalization and tax competition. Her research has been awarded the Young Economist Award from the International Institute for Public Finance in 2019, the OECD Future of work fellowship in 2020 and the Arthur Sachs prize in 2021. Since 2020, she has been appointed by the European Commission as a national expert for international mobility and trade in services in France and Belgium, as part of the POSTING.STAT consortium. She will receive her PhD in Economics from Paris School of Economics in 2022 after spending the 2021-2022 year as the Arthur Sachs research fellow at Harvard Economics department. Read more

Eva Seto is Associate Director of the Social Science Matrix and administers the Summer Institute for the Stone Center at Berkeley. Her education and many years of experience working in research institutes on the Berkeley campus provide Matrix with knowledge about the social-science landscape on campus, as well as the management skills to help successfully administer the programs, centers, and projects of Matrix. Eva earned her M.A. and B.A in Economics from UC Berkeley.

Camille Fernandez

Camille is the Executive Director for the James M. and Cathleen D. Stone Center on Wealth and Income Inequality along with The Robert D. Burch and Center for Labor Economics. She has worked in the economics department in several roles, including serving as center manager for various centers. She is a former staff member of the UC Berkeley Police Department where she supported the department for 20 years.

Researchers

Jakob Brounstein

Jakob Brounstein is PhD Candidate in economics at UC Berkeley studying public and labor economics. He specializes in issues related to fiscality, tax avoidance/evasion, and inequality. His current work focuses on the tax externalities of homelessness policy and comprehensively estimating the changes in benefits absorbed and taxes collected in response to changes in individuals’ homelessness status. 

Cristóbal Otero

Cristóbal is a PhD Candidate in Economics at UC Berkeley. He holds a BA and an MA in Economics from Pontificia Universidad Católica de Chile. He also obtained an MSc in Philosophy of the Social Sciences from the London School of Economics. His fields of interest are public and labor economics. His current research focuses on the impact of corporate taxation on investment and wages. His website can be found here

Javier Feinmann is an Argentinian economist pursuing his PhD in Economics at UC Berkeley. He earned his B.A. in Universidad de Buenos Aires and his M.A. in Universidad Torcuato di Tella, both in Buenos Aires. His current research agenda is at the intersection of Public, Labor and Development Economics, with a particular focus on inequality and the government's role in the economy. He works on topics related to tax evasion in developing countries.

Nina Roussille

Nina Roussille will join MIT’s Economics Department as an Assistant Professor in 2023, after spending the 2021-2022 academic year as an Assistant Professorial Research Fellow at LSE and the 2022-2023 academic year as a Postdoctoral Associate at MIT. Nina works on topics in labor, gender and public economics, with a particular interest for the distributional effects of labor market policies. She received her PhD in Economics from UC Berkeley in 2021 and previously worked as a pre-doctoral fellow at Harvard for the Opportunity Insight lab.

Wouter Leenders

Wouter Leenders is a PhD student at the Department of Economics at UC Berkeley. In his research he studies the distribution of wealth, income, and taxes, as well as the effect of government policies on these distributions. He obtained a BA in Economics from the University of Cambridge and an MSc in Economics from the London School of Economics and Political Science.

Will Sandholtz

Will Sandholtz is a PhD student in the Department of Economics at UC Berkeley.  He primarily studies public finance and microeconomic theory.  Recently, he has researched how corporate tax rates affect the location of U.S. multinationals' profits and capital stock. Will also holds undergraduate degrees in economics and statistics from UC Berkeley.

Carmen Durrer

Carmen Durrer de la Sota is a research assistant at the World Inequality Lab and a graduate student at the Paris School of Economics. She holds a degree in social sciences from Sciences Po Paris.

Arthur Vasconcellos Pacheco Weiss

Arthur Vasconcellos Pacheco Weiss is a Pre Doc at Institute for Research on Labor & Employment. He holds a BA in Economics and in Theater and Performance Studies from UC Berkeley. He wrote his senior thesis on the impact of recreational marijuana legalization on the use of hard drugs and is now aiding in researching the impact of school reform in Brazil. His thesis will soon be available here .

Eva Davoine

Eva Davoine is a PhD student at Haas, UC Berkeley. She holds a BA and an MA in Economics from Sciences Po Paris and worked as a pre-doctoral fellow at the World Bank. Her current research is at the intersection of Public, Political and Development Economics. She is particularly interested in tax resistance movements and inequalities, both in developed and developing countries. 

Felipe Lobel

Felipe is a PhD candidate in the Economics Department at the University of California, Berkeley. His research lies on the intersection of Public, Labor and Development Economics. His work focuses on the effects of corporate taxation. He combines theory and data to deepen our understanding about firm dynamics, labor markets, and the design of redistributive policy. Tax Evasion at The Top of the Income Distribution: Theory and Evidence

This paper studies tax evasion at the top of the U.S. income distribution using IRS micro-data from (i) random audits, (ii) targeted enforcement activities, and (iii) operational audits. Drawing on this unique combination of data, we demonstrate empirically that random audits underestimate tax evasion at the top of the income distribution. Specifically, random audits do not capture most tax evasion through offshore accounts and pass-through businesses, both of which are quantitatively important at the top.

A Wealth Tax on Corporations’ Stock

We propose to institute a new tax on corporations’ stock shares for all publicly listed companies headquartered in G20 countries. Every year, each company would have to pay 0.2 percent of the value of its stock in taxes. As the G20 stock market capitalization is around $90 trillion, the tax would raise approximately $180 billion each year.

Trends in U.S. Income and Wealth Inequality: Revising After the Revisionists

Recent studies argue that US inequality has increased less than previously thought, in particular,  due to a more modest rise of wealth and capital income at the top (Smith et al., 2019; Smith,  Zidar and Zwick, 2020; Auten and Splinter, 2019). We examine the claims made in these papers point by point, separating genuine improvements from arguments that do not appear to us well-grounded empirically or conceptually. Taking stock of this body of work, and factoring in other improvements, we provide a comprehensive update of our estimates of US income and wealth inequality

The Rise of Income and Wealth Inequality in America: Evidence from Distributional Macroeconomic Accounts

The fraction of national income that is reported in individual income tax data has declined from 70 percent in the late 1970s to about 60 percent in 2018. The gap is larger in survey data, such as the Current Population Survey, which do not capture top incomes well. This gap makes it hard to address questions such as: What fraction of national income is earned by the bottom 50 percent, the middle 40 percent, and the top 10 percent of the distribution? Who has benefited from economic growth since the 1980s?

Ending Corporate Tax Avoidance and Tax Competition: A Plan to Collect the Tax Deficit of Multinationals

Between 1985 and 2019, the global average statutory corporate tax rate has fallen from 49 percent to 23 percent, largely due to the rise of international tax competition. The biggest winners from globalization have received the largest tax cuts. In this paper we propose a solution to replace this race-to-the-bottom with a race-to-the-top. Multinational companies that have low effective tax rates in some foreign countries (what we call a “tax deficit”) would pay an extra tax in their home country. We explain how such a tax should be designed and how it could be collected.

Capital Gains Withholding

How to Get $1 Trillion from 1000 Billionaires: Tax their Gains Now

Billionaires pay low effective tax rates because they can defer taxes on their capital gains for decades or forever as income tax on gains is due only upon sale of assets. US billionaires. now own $4.25 Trillion, out of which $2.7 Trillion are gains that they haven’t paid tax upon yet. During COVID, billionaires' untaxed gains increased by $1.25 Trillion. We propose to end this tax deferral advantage by imposing a one-time tax on the stock of billionaires’ unrealized gains at the ordinary tax rate (39.6%+3.8% under Biden’s plan).

This document describes how to use tax policy to achieve the same economic goal as a minimum wage increase: increasing the net pay of low paid workers using extra taxes on their employers.

Data Science enforces class prerequisites and corequisites for most classes, as approved in the Berkeley Academic Guide, with limited substitutions allowed. We do not consider exceptions (i.e. requests to enroll without completing the requisites or any approved substitute).

Students are expected to complete all prerequisites with passing grades of C- or better before the class begins, including prerequisites that were in-progress or Incomplete at the time of enrollment. We reserve the right to drop students who don't meet these requirements.  

TIMING: Please be sure to submit your request before your Phase 1 enrollment time, or as soon as you want to enroll. Enrollment requests are reviewed as soon as possible, usually within 1-2 business days.

Please note that enrollment permission will only be granted for the specific cases listed below:

*Solely for the purpose of satisfying the course prerequisite, Stat 21, W21, 135, PH 142 or IndEng 165 may be allowed in substitution for Data C8, when combined with CS 61A or 88. Please note that this substitution does not apply to the Data C8 requirement for the Data Science major or minor.

Will the registration system let me enroll in a course for next semester if I am taking the prerequisite now?

Yes, you can enroll in a class for next semester if you have the prerequisite in progress at UC Berkeley and will complete it before next semester begins.

*If you are currently taking a prerequisite class outside of UC Berkeley, the registration system will not automatically recognize this and you will need to submit a request to clear the prerequisite, including your proof of enrollment.

Faculty reserve the right to validate requisites at the start of the semester and drop students who did not complete or did not pass requisites that they were previously enrolled in.

What does it mean if a course has an enforced co-requisite?

An enforced co-requisite may be taken either before or concurrently with the class it is requisite to. If you want to take a course and its co-requisite in the same semester, you must FIRST enroll (not be on the waitlist) in the co-requisite course. For example, if you are taking Math 54 concurrently with Data C100, you must enroll in Math 54 first before you will be able to add Data C100.

Do I need to submit a form to clear the prerequisite if I took a transfer course that meets it?

If you completed a requisite course outside of UC Berkeley and have equivalent credit listed on your Transfer Credit Report in CalCentral (for example, if your Transfer Credit Report lists transfer credit equivalent to Math 54), the registration system will automatically recognize that this course is completed when you enroll. You do not need to submit any form.

If you completed a requisite course outside of UC Berkeley but haven't yet submitted your transcript, or your transcript hasn't yet been processed on your Transfer Credit Report, submit the form above to clear the prerequisite , including an unofficial copy of your transcript.

If you completed a requisite course outside of UC Berkeley that isn't listed as equivalent on your Transfer Credit Report but you have already received approval for it as equivalent to a UC Berkeley course, submit the form above to clear the prerequisite , including your documentation of equivalency approval.

A Discrimination Report Card

We develop an empirical Bayes ranking procedure that assigns ordinal grades to noisy measurements, balancing the information content of the assigned grades against the expected frequency of ranking errors. Applying the method to a massive correspondence experiment, we grade the race and gender contact gaps of 97 U.S. employers, the identities of which we disclose for the first time. The grades are presented alongside measures of uncertainty about each firm’s contact gap in an accessible report card that is easily adaptable to other settings where ranks and levels are of simultaneous interest.

U.S. News ranks Berkeley Haas FTMBA Program #7 in 2024

The Berkeley Haas Full-Time MBA Program claimed the #7 spot among full-time programs in the 2024 U.S. News & World Report Best Business Schools ranking.

The FTMBA program moved up four slots to tie for #7 with the Yale School of Management and NYU’s Stern School of Business. Except for 2021 and 2023, the FTMBA has ranked #7 since 2019.

Meanwhile, the Evening & Weekend Berkeley MBA Program ranked #2 this year among part-time MBA programs. The Berkeley Haas MBA for Executives Program placed #7 among EMBA programs and is now the top executive MBA program at a public university in the nation. This ranking is based solely on ratings by business school deans and directors. 

The 2024 FTMBA ranking, released today, reflects positive changes that U.S. News made to its rankings methodology, said Haas Dean Ann Harrison. 

The ranking reflects all of the work Haas is doing to strengthen its programs and reputation, she said. “There are many different ways of evaluating a school, and rankings go up and down for all of us,” she said. “The change in the U.S. News methodology, with less emphasis on starting salary upon graduation, is a positive step.”

A few details on the rankings methodology used this year:

• Employment rates at graduation – 7% weighted  (previously 10%)
• Employment rates three months after graduation – 13% (previously 20%)
• Mean starting salary and bonus – 20%
• Ranking salaries by profession – 10%
• Peer assessment score – 12.5%

Haas ranked #5 in salaries, which were ranked this year by profession (tied with Chicago Booth). Harrison noted that alumni accept jobs in a variety of industries, which logically means a variety of pay scales. 

“This is true for Haas, as well, where graduates prioritize where they can make the biggest impact, whether that is in consulting, product management, fintech, or by founding a new company,” she said. “I applaud U.S. News for taking into account the reality of the wealth of opportunities for a b-school graduate and comparing apples to apples across all the schools it surveys.”

Assessment by the school’s FTMBA peers was strong this year, at #7 (tied with Columbia) and the school ranked #9 for its recruiter assessment. Haas also had the highest GMAT score, tied at #1 with Stanford, Harvard, Wharton, Kellogg, and Columbia.

In specialty rankings, based solely on peer assessments, U.S. News ranked the full-time MBA program:

At a time when network platforms shape perceptions and drive public discourse, influence maximization strategies are capable of contributing to information asymmetry and echo chambers, leaving certain demographics out of important discussions and protecting individuals from points of view that challenge their own. Our project builds upon previous work to develop an influence maximization algorithm that acts with fairness as a constraint. Our method ensures that messaging, whether marketing, political, or public health and safety related, is spread by influencers to individuals with demographic attributes that match the original population. While fairness constraints would typically be computationally prohibitive to apply pervasively, our approach is scalable and easy to implement. With the United States’ 2024 election looming and the issue of polarization at the forefront of discussion, we present in our project an example of the potential impact of our work on political messaging and the dangers of discounting fairness.
