Hong Kong PhD Fellowship Scheme (HKPFS)
- Established by the Hong Kong Research Grants Council (RGC) in 2009.
- Aims to attract the best students from around the world to pursue PhD studies in Hong Kong.
- Provides a monthly stipend of HK$27,600 (approx. US$3,540) and a conference travel allowance of HK$13,800 (approx. US$1,760) per year for up to three years. Additional support will be provided by the Graduate School for students within the normative period of study.
- University Accommodation: Guaranteed on-campus accommodation during the normative period of study.
Application Procedure
- Applications are invited from 1 September 2023 at 12:00 noon (Hong Kong Time).
- Submit an initial application to the RGC through their online application system and obtain a HKPFS reference number.
- RGC Application deadline: 1 December 2023 at 12:00 noon (Hong Kong Time).
- Submit your full application through EdUHK Admission System and quote the HKPFS reference number
- EdUHK Application deadline: 1 December 2023 at 11:59 pm (Hong Kong Time).

Established in 2009, the Hong Kong PhD Fellowship Scheme (HKPFS) is designed to attract the best and brightest students from all over the world to pursue their PhD studies in Hong Kong.
The Fellowship provides a monthly stipend of HK$26,900 (approximately US$3,450) as well as a conference travel allowance of HK$13,500 (approximately US$1,730) per year to each awardee for a period of up to three years. Awardees in a programme lasting four years may receive an award at the same level for the fourth year or request additional funding from their chosen institutions. In addition to the monthly stipend and annual conference travel allowance, HKPFS awardees may apply for various scholarships offered by The Chinese University of Hong Kong (CUHK).
300 PhD Fellowships will be awarded in the 2022/23 academic year.
Applications for the HKPFS are also regarded as formal applications for PhD admission and therefore must fully comply with CUHK's admission requirements. If applicants are not selected for the Fellowship Scheme, their applications will be regarded as normal applications. Anyone seeking admission as a new full-time PhD student will be considered irrespective of country of origin or ethnic background. While academic excellence is the primary consideration for admission, the Review Panel will also take into account the following criteria:

It is an internationally recognized award to draw the best PhD students around the globe to Hong Kong. HKUST has the largest HKPFS awardee community in Hong Kong, with around 700 HKPFS recipients, coming from 45+ countries and regions.

Hong Kong PhD Fellowship Scheme
Established by the Research Grants Council (RGC) of the Hong Kong Special Administrative Region (HKSAR) Government in 2009, the Hong Kong PhD Fellowship Scheme (HKPFS) aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong's institutions. Lingnan is one of the universities which can nominate brilliant applicants for the Fellowship award. In 2023-24, each Fellowship awardee will be provided with a monthly stipend of HK$27,600 (subject to annual review) and a conference/research-related travel allowance of up to HK$13,800 per year (subject to annual review), for a maximum period of 3 years. (US $1 = HK$7.8) For an awardee with a normative study period of 4 years, the University will offer the same level of fellowship and conference/research-related travel allowance for their fourth year of study. To apply for admission, please log in to the Admission System of the RGC at www.rgc.edu.hk/hkphd during 1 September to 1 December 2023 (HKT 12:00) . Each applicant will be allocated a reference number. The applicant is then required to submit a full application directly to Lingnan's electronic system at https://LN.edu.hk/rpg/admission/application-for-admission/online-application on or before 1 December 2023 (HKT 23:59) by quoting the reference number assigned to them by the RGC for verification and settle the application fee. NO late application will be accepted. Lingnan University will conduct selection of applicants for its PhD programmes and nominate those outstanding and brilliant ones for the Hong Kong PhD Fellowships. The RGC will set up selection panels to evaluate/assess the nominations submitted by institutions. Those who are nominated but are not finally offered the Fellowship, and those not selected for nomination for the Fellowship, will be given consideration for admission as PhD students at Lingnan taking up places assigned to the University with Postgraduate Studentship awards. Applications are invited for the Hong Kong PhD Fellowship Scheme 2024/2025 . Established by the Research Grants Council (RGC) of Hong Kong in 2009, the Hong Kong PhD Fellowship Scheme (HKPFS) aims at attracting the best and brightest students in the world to pursue their PhD studies in Hong Kong’s universities.
The HKPFS supports the awardees to pursue their PhD studies at the following eight University Grants Committee (UGC)-funded universities in Hong Kong:
- City University of Hong Kong
- Hong Kong Baptist University
- Lingnan University
- The Chinese University of Hong Kong
- The Education University of Hong Kong
- The Hong Kong Polytechnic University
- The Hong Kong University of Science and Technology
- The University of Hong Kong
- The Fellowship provides an annual stipend of HK$331,200 (approximately US$42,460) and a conference and research-related travel allowance of HK$13,800 (approximately US$1,760) per year for each awardee for a period up to three years. 300 PhD Fellowships will be awarded in the 2024/25 academic year. For awardees who need more than three years to complete the PhD degree, additional support may be provided by the chosen universities.
Eligibility
- Candidates who are seeking admission as new full time PhD students in the eight universities above, irrespective of their country of origin, prior work experience and ethnic background, should be eligible to apply.
- Applicants should demonstrate outstanding qualities of academic performance, research ability / potential, communication and interpersonal skills, and leadership abilities.
Selection Criteria
While candidates’ academic excellence is of primary consideration, the Selection Panels will take into account factors as follows:

Application
An initial application is the first step in making an application under the HKPFS. The initial application must be submitted through the Hong Kong PhD Fellowship Scheme Electronic System. The system will assign an HKPFS Reference Number which an applicant needs to quote in their application for admission to their selected universities.
Applicants must submit their initial applications before the deadline on 1 December 2023 at 12:00 noon Hong Kong Time.
