The basic difference between essay and report is that while an essay is argumentative and idea-based, reports are informative and fact-based. Now, let us move further to understand some more points of differences.

An essay can be understood as a comprehensive literary composition, written in a narrative style and presents a particular topic, supports an argument and highlights the writer’s view or ideology. An essay is used to check a person’s outlook and understanding on specific matters and also his/her ability to describe and argue in a way which convinces the reader or informs him/her about a specific topic.

One can make use of learned materials, along with his/her own research, to write an essay effectively. It includes both narrative and subjective thoughts. Further, an essay supports a single idea at a time, for which several components need to be covered in it so as to appear logical and chronological.

It can be a learned argument, observation of day to day life, literary criticism, political manifestos, recollections, and reflections of the writer. It starts with a question and attempts to answer or give suggestions to the problem, on the basis of the existing theories or the writer’s personal opinion and assessment.

While writing an essay, it must be kept in mind that the approach used by the writer should be positive, even if the topic of argument is negative.

Definition of Report

The report implies a well structured factual document which is created and presented after conducting an independent enquiry, research or investigation on a specific subject. It serves as a basis for problem-solving and decision making.

Reports are prepared for a definite purpose and contain relevant information in a proper format, for a particular audience. It is used to identify, observe and analyse the issues, events, findings, that occurred practically, i.e. in real life.

A report is designed with the aim of informing the reader about the event, situation or issue, in a very simple and objective manner, while enabling them to get the desired information quickly and easily. It provides recommendations for future actions. Information collected from research, or from carrying out a project work is presented in a clear and concise manner, under a set of headings and subheadings, that helps the reader to get the desired information quickly and easily.

Characteristics of an Ideal Report

  • It must be clear and concise.
  • It is written in easy language which the readers can understand easily.
  • It has to be appropriate and accurate.
  • It should be well drafted and organised, with specific sections, headings and sub-headings.

A report summary can be provided orally, however detailed reports are usually in the form of written documents. It contains – Title Page, Acknowledgement, Authorization Letter, Table of Contents, Executive Summary, Introduction, Discussion, Results, Conclusion, Recommendations and References.

Moreover, Cover letter, Copyright notice, Bibliography, Glossary and Appendices may also form part of a report.

  • An essay is a brief literary composition, which is used to describe, present, argue, and analyse the idea or topic. Conversely, a report is a formal and concise document consisting of findings from the practical research. It aims at investigating and exploring the problem under study.
  • An essay is written on the basis of subjective analysis of theories and past research, by other people and own ideas, on the concerned subject. As against, a report is objective and factual, which is based on past research, as well as present data and findings.
  • An essay talks about general facts and events along with the writer’s personal ideas and views, on the topic in a non-fictional manner. On the contrary, a report contains information which the reader can use to identify the facts or support in decision making or solving issues if any.
  • When it comes to sections, a report usually contains different sections, with catchy headings which may attract the attention of the audience. As against, an essay does not have any section, its flow is continuous. However, it is divided into cohesive paragraphs.
  • A report uses tables, charts, graphs, diagrams, statistics and many more for a clear and better presentation of the information. But, in the case of essays, they are not used.
  • The conclusion in an essay is based on the writer’s personal opinion and views on the topic itself which must be optimistic, and it does not provide any recommendations for future actions. On the other hand, a report gives an independent conclusion, but it may contain the opinion of the experts or previous researchers and recommendations are included, about how the research can be improved and extended.

In a nutshell, Essays are descriptive, subjective and evaluative, whereas, a report is descriptive, objective and analytical. Essays are mainly used in an academic context, whereas reports are preferred in the field of research.

The report is used to present the researched information in a written format, to the audience. Conversely, essays are used to identify what the writer knows about the topic and how well the writer understand the question.

Explore the main differences between reports and essays and how to write for your assignments

You'll complete assignments with different requirements throughout your degree, so it's important to understand what you need to do for each of them. Here we explore the key differences between reports and essays. 

This page describes general features of academic reports and essays. Depending on your subject you may use all of these features, a selection of them, or you may have additional requirements. 

There is no single right way to write a report or essay, but they are different assignments. At a glance: 

  • Reports depend heavily on your subject and the type of report.
  • Essays usually have specific content and a planned structure with a focus on sense and flow. You subject might need different types of information in your introduction –  some disciplines include a short background and context here, while others begin their discussion, discuss their resources or briefly signpost the topic.

Differences between reports and essays

This table compares reports and essays and provides an outline of the standard structure for each. Your assignment will also depend on your discipline, the purpose of your work, and your audience – so you should check what you need to do in your course and module handbooks, instructions from your lecturer, and your subject conventions.

The structure of reports

Most reports use an IMRaD structure: Introduction, Methods, Results and Discussion.

Below are some common sections that also appear in reports. Some sections include alternative headings.

1. Table of contents

Your contents shows the number of each report section, its title, page number and any sub-sections. Sub-section numbers and details start under the section title, not the margin or the number.

2. Abstract or Executive summary

This brief summary of the report is usually the last thing you write.

3. Introduction

Your introduction describes the purpose of the report, explains why it necessary or useful, and sets out its precise aims and objectives.

4. Literature review

This describes current research and thinking about the problem or research question, and is often incorporated into the introduction.

5. Methods or Methodology

This describes and justifies the methods or processes used to collect your data.

6. Results or Findings

This section presents the results (or processed data) from the research and may consist of mainly tables, charts and or diagrams.

7. Discussion, or Analysis, or Interpretation

This section analyses the results and evaluates the research carried out.

8. Conclusion

The conclusion summarises the report and usually revisits the aims and objectives.

9. Recommendations

In this section the writer uses the results and conclusions from the report to make practical suggestions about a problem or issue. This may not be required.

10. Appendices

You can include raw data or materials that your report refers to in the appendix, if you need to. The data is often presented as charts, diagrams and tables. Each item should be numbered : for example, write Table 1 and its title; Table 2 and its title, and so on as needed.

Structure of essays

Introduction.

Your essay introduction contextualises and gives background information about the topic or questions being discussed, and sets out what the essay is going to cover.

Your essay body is divided into paragraphs. These paragraphs help make a continuous, flowing text.

The conclusion summarises the main points made in the essay. Avoid introducing new information in your conclusion.

Bibliography or Reference list

This is a list of the resources you've used in your essay. This is usually presented alphabetically by authors’ surname.

Some academic assignments ask for a ‘report’, rather than an essay, and students are often confused about what that really means.

Likewise, in business, confronted with a request for a ‘report’ to a senior manager, many people struggle to know what to write.

Confusion often arises about the writing style, what to include, the language to use, the length of the document and other factors.

This page aims to disentangle some of these elements, and provide you with some advice designed to help you to write a good report.

What is a Report?

In academia there is some overlap between reports and essays, and the two words are sometimes used interchangeably, but reports are more likely to be needed for business, scientific and technical subjects, and in the workplace.

Whereas an essay presents arguments and reasoning, a report concentrates on facts.

Essentially, a report is a short, sharp, concise document which is written for a particular purpose and audience. It generally sets outs and analyses a situation or problem, often making recommendations for future action. It is a factual paper, and needs to be clear and well-structured.

Requirements for the precise form and content of a report will vary between organisation and departments and in study between courses, from tutor to tutor, as well as between subjects, so it’s worth finding out if there are any specific guidelines before you start.

Reports may contain some or all of the following elements:

  • A description of a sequence of events or a situation;
  • Some interpretation of the significance of these events or situation, whether solely your own analysis or informed by the views of others, always carefully referenced of course (see our page on Academic Referencing for more information);
  • An evaluation of the facts or the results of your research;
  • Discussion of the likely outcomes of future courses of action;
  • Your recommendations as to a course of action; and
  • Conclusions.

Not all of these elements will be essential in every report.

If you’re writing a report in the workplace, check whether there are any standard guidelines or structure that you need to use.

For example, in the UK many government departments have outline structures for reports to ministers that must be followed exactly.

Sections and Numbering

A report is designed to lead people through the information in a structured way, but also to enable them to find the information that they want quickly and easily.

Reports usually, therefore, have numbered sections and subsections, and a clear and full contents page listing each heading. It follows that page numbering is important.

Modern word processors have features to add tables of contents (ToC) and page numbers as well as styled headings; you should take advantage of these as they update automatically as you edit your report, moving, adding or deleting sections.

Report Writing

Getting started: prior preparation and planning.

The structure of a report is very important to lead the reader through your thinking to a course of action and/or decision. It’s worth taking a bit of time to plan it out beforehand.

Step 1: Know your brief

You will usually receive a clear brief for a report, including what you are studying and for whom the report should be prepared.

First of all, consider your brief very carefully and make sure that you are clear who the report is for (if you're a student then not just your tutor, but who it is supposed to be written for), and why you are writing it, as well as what you want the reader to do at the end of reading: make a decision or agree a recommendation, perhaps.

Step 2: Keep your brief in mind at all times

During your planning and writing, make sure that you keep your brief in mind: who are you writing for, and why are you writing?

All your thinking needs to be focused on that, which may require you to be ruthless in your reading and thinking. Anything irrelevant should be discarded.

As you read and research, try to organise your work into sections by theme, a bit like writing a Literature Review .

Make sure that you keep track of your references, especially for academic work. Although referencing is perhaps less important in the workplace, it’s also important that you can substantiate any assertions that you make so it’s helpful to keep track of your sources of information.

The Structure of a Report

Like the precise content, requirements for structure vary, so do check what’s set out in any guidance.

However, as a rough guide, you should plan to include at the very least an executive summary, introduction, the main body of your report, and a section containing your conclusions and any recommendations.

Executive Summary

The executive summary or abstract , for a scientific report, is a brief summary of the contents. It’s worth writing this last, when you know the key points to draw out. It should be no more than half a page to a page in length.

Remember the executive summary is designed to give busy 'executives' a quick summary of the contents of the report.

Introduction

The introduction sets out what you plan to say and provides a brief summary of the problem under discussion. It should also touch briefly on your conclusions.

Report Main Body

The main body of the report should be carefully structured in a way that leads the reader through the issue.

You should split it into sections using numbered sub-headings relating to themes or areas for consideration. For each theme, you should aim to set out clearly and concisely the main issue under discussion and any areas of difficulty or disagreement. It may also include experimental results. All the information that you present should be related back to the brief and the precise subject under discussion.

If it’s not relevant, leave it out.

Conclusions and Recommendations

The conclusion sets out what inferences you draw from the information, including any experimental results. It may include recommendations, or these may be included in a separate section.

Recommendations suggest how you think the situation could be improved, and should be specific, achievable and measurable. If your recommendations have financial implications, you should set these out clearly, with estimated costs if possible.

A Word on Writing Style

When writing a report, your aim should be to be absolutely clear. Above all, it should be easy to read and understand, even to someone with little knowledge of the subject area.

You should therefore aim for crisp, precise text, using plain English, and shorter words rather than longer, with short sentences.

You should also avoid jargon. If you have to use specialist language, you should explain each word as you use it. If you find that you’ve had to explain more than about five words, you’re probably using too much jargon, and need to replace some of it with simpler words.

Consider your audience. If the report is designed to be written for a particular person, check whether you should be writing it to ‘you’ or perhaps in the third person to a job role: ‘The Chief Executive may like to consider…’, or ‘The minister is recommended to agree…’, for example.

A Final Warning

As with any academic assignment or formal piece of writing, your work will benefit from being read over again and edited ruthlessly for sense and style.

Pay particular attention to whether all the information that you have included is relevant. Also remember to check tenses, which person you have written in, grammar and spelling. It’s also worth one last check against any requirements on structure.

For an academic assignment, make sure that you have referenced fully and correctly. As always, check that you have not inadvertently or deliberately plagiarised or copied anything without acknowledging it.

Finally, ask yourself:

“Does my report fulfil its purpose?”

Only if the answer is a resounding ‘yes’ should you send it off to its intended recipient.

Students often ask the question "What is the difference between a report and an essay?" This short video explains what a report is in academic writing, how it is used in different situations, and the structure of a report including executive summary, introduction, findings and conclusion.

What is a report?

A report is a piece of writing that tells you about some experience, event, or situation. This could include just doing research on some topic, a practical experiment, some issue that has arisen in a company/organisation, or a system, or even a piece of equipment, maybe.

Reports are often problem-based, but not always. It describes what you have found out, and it goes deeper - it explains and analyses what you have found out. Reports are very structured and there is an expected format. They always have sections and headings.

Have a look at this report outline:

“The aim of this report was to investigate Unilab staff attitudes to the use of mobile phones in staff and team meetings. A staff survey and policies on mobile phone use from a number of similar companies were analysed. There was significant support for a clear company policy on mobile phone use, including their banning in certain situations. The results of this research reflected the findings from similar studies. The report concluded that personal mobile phones should not be turned on during all staff meeting times.”

Most reports have executive summaries. In some disciplines, we call it an “abstract”. They are not the same as the introduction. An executive summary summarises the whole report. That means that there will be a sentence or two representing each section of the report. You always write it after you have completed the full report. Have a look at how the writer summarises each main section in one sentence (refer to executive summary above). As you can see, it’s got a very definite structure drawn from the larger report. It is very different to the introduction which just talks about the broad context, the purpose of the report, and what is going to be covered in the following sections. It gives the reader an idea of what is ahead – it does not give the overview like the executive summary.

The other important sections are the Findings and Discussion. This is where you would describe and then analyse your findings. Your findings will be reporting what you have discovered during your research, or your experiment, or an observation you have made. In the discussion section, you must delve deeper: you have to analyse and make sense of these findings and not just state what they are.

Finally, in the conclusion, you summarise your findings or use your findings or to come out with a more unified understanding or outcome. In some disciplines like business, you might be asked to give solutions or recommendations to overcome a problem that you have noticed. Recommendations might have their own section or be included in the conclusion, too.

A narrative essay is one that tells a story. This is usually a story about a personal experience you had, but it may also be an imaginative exploration of something you have not experienced.

My instinct was always to think of these subjects as more solid and serious than classes like English. If there was no right answer, I thought, why bother? Before I entered the classroom, I was skeptical. I waited outside with the other students and wondered what exactly philosophy would involve—I really had no idea. I imagined something pretty abstract: long, stilted conversations pondering the meaning of life. But what I got was something quite different.

A young man in jeans, Mr. Jones—“but you can call me Rob”—was far from the white-haired, buttoned-up old man I had half-expected. And rather than pulling us into pedantic arguments about obscure philosophical points, Rob engaged us on our level. To talk free will, we looked at our own choices. To talk ethics, we looked at dilemmas we had faced ourselves. By the end of class, I’d discovered that questions with no right answer can turn out to be the most interesting ones.

The experience has taught me to look at things a little more “philosophically”—and not just because it was a philosophy class! I learned that if I let go of my preconceptions, I can actually get a lot out of subjects I was previously dismissive of. The class taught me—in more ways than one—to look at things with an open mind.

A descriptive essay provides a detailed sensory description of something. Like narrative essays, they allow you to be more creative than most academic writing, but they are more tightly focused than narrative essays. You might describe a specific place or object, rather than telling a whole story.

Descriptive essays test your ability to use language creatively, making striking word choices to convey a memorable picture of what you’re describing.

A descriptive essay can be quite loosely structured, though it should usually begin by introducing the object of your description and end by drawing an overall picture of it. The important thing is to use careful word choices and figurative language to create an original description of your object.

Rhetorical analysis

The introduction of a rhetorical analysis presents the text, some background information, and your thesis statement; the body comprises the analysis itself; and the conclusion wraps up your analysis of the text, emphasizing its relevance to broader concerns.

King’s speech is infused with prophetic language throughout. Even before the famous “dream” part of the speech, King’s language consistently strikes a prophetic tone. He refers to the Lincoln Memorial as a “hallowed spot” and speaks of rising “from the dark and desolate valley of segregation” to “make justice a reality for all of God’s children.” The assumption of this prophetic voice constitutes the text’s strongest ethical appeal; after linking himself with political figures like Lincoln and the Founding Fathers, King’s ethos adopts a distinctly religious tone, recalling Biblical prophets and preachers of change from across history. This adds significant force to his words; standing before an audience of hundreds of thousands, he states not just what the future should be, but what it will be: “The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.” This warning is almost apocalyptic in tone, though it concludes with the positive image of the “bright day of justice.” The power of King’s rhetoric thus stems not only from the pathos of his vision of a brighter future, but from the ethos of the prophetic voice he adopts in expressing this vision.

Literary analysis

A literary analysis essay presents a close reading of a work of literature—e.g. a poem or novel—to explore the choices made by the author and how they help to convey the text’s theme. It is not simply a book report or a review, but an in-depth interpretation of the text.

Literary analysis looks at things like setting, characters, themes, and figurative language. The goal is to closely analyze what the author conveys and how.

The introduction of a literary analysis essay presents the text and background, and provides your thesis statement; the body consists of close readings of the text with quotations and analysis in support of your argument; and the conclusion emphasizes what your approach tells us about the text.

Mary Shelley’s Frankenstein is often read as a crude cautionary tale about the dangers of scientific advancement unrestrained by ethical considerations. In this reading, protagonist Victor Frankenstein is a stable representation of the callous ambition of modern science throughout the novel. This essay, however, argues that far from providing a stable image of the character, Shelley uses shifting narrative perspectives to portray Frankenstein in an increasingly negative light as the novel goes on. While he initially appears to be a naive but sympathetic idealist, after the creature’s narrative Frankenstein begins to resemble—even in his own telling—the thoughtlessly cruel figure the creature represents him as. This essay begins by exploring the positive portrayal of Frankenstein in the first volume, then moves on to the creature’s perception of him, and finally discusses the third volume’s narrative shift toward viewing Frankenstein as the creature views him.

  • Draft a thesis and create an organizational plan.

You might think that writing comes easily to experienced writers—that they draft stories and college papers all at once, sitting down at the computer and having sentences flow from their fingers like water from a faucet. In reality, most writers engage in a recursive process, pushing forward, stepping back, and repeating steps multiple times as their ideas develop and change. In broad strokes, the steps most writers go through are these:

  • Planning and Organization . You will have an easier time drafting if you devote time at the beginning to consider the rhetorical situation for your report, understand your assignment, gather ideas and information, draft a thesis statement, and create an organizational plan.
  • Drafting . When you have an idea of what you want to say and the order in which you want to say it, you’re ready to draft. As much as possible, keep going until you have a complete first draft of your report, resisting the urge to go back and rewrite. Save that for after you have completed a first draft.
  • Review . Now is the time to get feedback from others, whether from your instructor, your classmates, a tutor in the writing center, your roommate, someone in your family, or someone else you trust to read your writing critically and give you honest feedback.
  • Revising . With feedback on your draft, you are ready to revise. You may need to return to an earlier step and make large-scale revisions that involve planning, organizing, and rewriting, or you may need to work mostly on ensuring that your sentences are clear and correct.

Considering the Rhetorical Situation

Like other kinds of writing projects, a report starts with assessing the rhetorical situation —the circumstance in which a writer communicates with an audience of readers about a subject. As the writer of a report, you make choices based on the purpose of your writing, the audience who will read it, the genre of the report, and the expectations of the community and culture in which you are working. A graphic organizer like Table 8.1 can help you begin.

Summary of Assignment

Write an analytical report on a topic that interests you and that you want to know more about. The topic can be contemporary or historical, but it must be one that you can analyze and support with evidence from sources.

The following questions can help you think about a topic suitable for analysis:

  • Why or how did ________ happen?
  • What are the results or effects of ________?
  • Is ________ a problem? If so, why?
  • What are examples of ________ or reasons for ________?
  • How does ________ compare to or contrast with other issues, concerns, or things?

Consult and cite three to five reliable sources. The sources do not have to be scholarly for this assignment, but they must be credible, trustworthy, and unbiased. Possible sources include academic journals, newspapers, magazines, reputable websites, government publications or agency websites, and visual sources such as TED Talks. You may also use the results of an experiment or survey, and you may want to conduct interviews.

Consider whether visuals and media will enhance your report. Can you present data you collect visually? Would a map, photograph, chart, or other graphic provide interesting and relevant support? Would video or audio allow you to present evidence that you would otherwise need to describe in words?

Another Lens. To gain another analytic view on the topic of your report, consider different people affected by it. Say, for example, that you have decided to report on recent high school graduates and the effect of the COVID-19 pandemic on the final months of their senior year. If you are a recent high school graduate, you might naturally gravitate toward writing about yourself and your peers. But you might also consider the adults in the lives of recent high school graduates—for example, teachers, parents, or grandparents—and how they view the same period. Or you might consider the same topic from the perspective of a college admissions department looking at their incoming freshman class.

Quick Launch: Finding and Focusing a Topic

Coming up with a topic for a report can be daunting because you can report on nearly anything. The topic can easily get too broad, trapping you in the realm of generalizations. The trick is to find a topic that interests you and focus on an angle you can analyze in order to say something significant about it. You can use a graphic organizer to generate ideas, or you can use a concept map similar to the one featured in Writing Process: Thinking Critically About a “Text.”

Asking the Journalist’s Questions

One way to generate ideas about a topic is to ask the five W (and one H) questions, also called the journalist’s questions : Who? What? When? Where? Why? How? Try answering the following questions to explore a topic:

Who was or is involved in ________?

What happened/is happening with ________? What were/are the results of ________?

When did ________ happen? Is ________ happening now?

Where did ________ happen, or where is ________ happening?

Why did ________ happen, or why is ________ happening now?

How did ________ happen?

For example, imagine that you have decided to write your analytical report on the effect of the COVID-19 shutdown on high-school students by interviewing students on your college campus. Your questions and answers might look something like those in Table 8.2 :

Asking Focused Questions

Another way to find a topic is to ask focused questions about it. For example, you might ask the following questions about the effect of the 2020 pandemic shutdown on recent high school graduates:

  • How did the shutdown change students’ feelings about their senior year?
  • How did the shutdown affect their decisions about post-graduation plans, such as work or going to college?
  • How did the shutdown affect their academic performance in high school or in college?
  • How did/do they feel about continuing their education?
  • How did the shutdown affect their social relationships?

Any of these questions might be developed into a thesis for an analytical report. Table 8.3 shows more examples of broad topics and focusing questions.

Gathering Information

Because they are based on information and evidence, most analytical reports require you to do at least some research. Depending on your assignment, you may be able to find reliable information online, or you may need to do primary research by conducting an experiment, a survey, or interviews. For example, if you live among students in their late teens and early twenties, consider what they can tell you about their lives that you might be able to analyze. Returning to or graduating from high school, starting college, or returning to college in the midst of a global pandemic has provided them, for better or worse, with educational and social experiences that are shared widely by people their age and very different from the experiences older adults had at the same age.

Some report assignments will require you to do formal research, an activity that involves finding sources and evaluating them for reliability, reading them carefully, taking notes, and citing all words you quote and ideas you borrow. See Research Process: Accessing and Recording Information and Annotated Bibliography: Gathering, Evaluating, and Documenting Sources for detailed instruction on conducting research.

Whether you conduct in-depth research or not, keep track of the ideas that come to you and the information you learn. You can write or dictate notes using an app on your phone or computer, or you can jot notes in a journal if you prefer pen and paper. Then, when you are ready to begin organizing your report, you will have a record of your thoughts and information. Always track the sources of information you gather, whether from printed or digital material or from a person you interviewed, so that you can return to the sources if you need more information. And always credit the sources in your report.

Kinds of Evidence

Depending on your assignment and the topic of your report, certain kinds of evidence may be more effective than others. Other kinds of evidence may even be required. As a general rule, choose evidence that is rooted in verifiable facts and experience. In addition, select the evidence that best supports the topic and your approach to the topic, be sure the evidence meets your instructor’s requirements, and cite any evidence you use that comes from a source. The following list contains different kinds of frequently used evidence and an example of each.

Definition : An explanation of a key word, idea, or concept.

The U.S. Census Bureau refers to a “young adult” as a person between 18 and 34 years old.

Example : An illustration of an idea or concept.

The college experience in the fall of 2020 was starkly different from that of previous years. Students who lived in residence halls were assigned to small pods. On-campus dining services were limited. Classes were small and physically distanced or conducted online. Parties were banned.

Expert opinion : A statement by a professional in the field whose opinion is respected.

According to Louise Aronson, MD, geriatrician and author of Elderhood , people over the age of 65 are the happiest of any age group, reporting “less stress, depression, worry, and anger, and more enjoyment, happiness, and satisfaction” (255).

Fact : Information that can be proven correct or accurate.

According to data collected by the NCAA, the academic success of Division I college athletes between 2015 and 2019 was consistently high (Hosick).

Interview : An in-person, phone, or remote conversation that involves an interviewer posing questions to another person or people.

During our interview, I asked Betty about living without a cell phone during the pandemic. She said that before the pandemic, she hadn’t needed a cell phone in her daily activities, but she soon realized that she, and people like her, were increasingly at a disadvantage.

Quotation : The exact words of an author or a speaker.

In response to whether she thought she needed a cell phone, Betty said, “I got along just fine without a cell phone when I could go everywhere in person. The shift to needing a phone came suddenly, and I don’t have extra money in my budget to get one.”

Statistics : A numerical fact or item of data.

The Pew Research Center reported that approximately 25 percent of Hispanic Americans and 17 percent of Black Americans relied on smartphones for online access, compared with 12 percent of White people.

Survey : A structured interview in which respondents (the people who answer the survey questions) are all asked the same questions, either in person or through print or electronic means, and their answers tabulated and interpreted. Surveys discover attitudes, beliefs, or habits of the general public or segments of the population.

A survey of 3,000 mobile phone users in October 2020 showed that 54 percent of respondents used their phones for messaging, while 40 percent used their phones for calls (Steele).

  • Visuals : Graphs, figures, tables, photographs and other images, diagrams, charts, maps, videos, and audio recordings, among others.

Thesis and Organization

Drafting a thesis.

When you have a grasp of your topic, move on to the next phase: drafting a thesis. The thesis is the central idea that you will explore and support in your report; all paragraphs in your report should relate to it. In an essay-style analytical report, you will likely express this main idea in a thesis statement of one or two sentences toward the end of the introduction.

For example, if you found that the academic performance of student athletes was higher than that of non-athletes, you might write the following thesis statement:

student sample text Although a common stereotype is that college athletes barely pass their classes, an analysis of athletes’ academic performance indicates that athletes drop fewer classes, earn higher grades, and are more likely to be on track to graduate in four years when compared with their non-athlete peers. end student sample text

The thesis statement often previews the organization of your writing. For example, in his report on the U.S. response to the COVID-19 pandemic in 2020, Trevor Garcia wrote the following thesis statement, which detailed the central idea of his report:

After you draft a thesis statement, ask these questions, and examine your thesis as you answer them. Revise your draft as needed.

  • Is it interesting? A thesis for a report should answer a question that is worth asking and piques curiosity.
  • Is it precise and specific? If you are interested in reducing pollution in a nearby lake, explain how to stop the zebra mussel infestation or reduce the frequent algae blooms.
  • Is it manageable? Try to split the difference between having too much information and not having enough.

Organizing Your Ideas

As a next step, organize the points you want to make in your report and the evidence to support them. Use an outline, a diagram, or another organizational tool, such as Table 8.4 .

Drafting an Analytical Report

With a tentative thesis, an organization plan, and evidence, you are ready to begin drafting. For this assignment, you will report information, analyze it, and draw conclusions about the cause of something, the effect of something, or the similarities and differences between two different things.

Introduction

Some students write the introduction first; others save it for last. Whenever you choose to write the introduction, use it to draw readers into your report. Make the topic of your report clear, and be concise and sincere. End the introduction with your thesis statement. Depending on your topic and the type of report, you can write an effective introduction in several ways. Opening a report with an overview is a tried-and-true strategy, as shown in the following example on the U.S. response to COVID-19 by Trevor Garcia. Notice how he opens the introduction with statistics and a comparison and follows it with a question that leads to the thesis statement (underlined).

student sample text With more than 83 million cases and 1.8 million deaths at the end of 2020, COVID-19 has turned the world upside down. By the end of 2020, the United States led the world in the number of cases, at more than 20 million infections and nearly 350,000 deaths. In comparison, the second-highest number of cases was in India, which at the end of 2020 had less than half the number of COVID-19 cases despite having a population four times greater than the U.S. (“COVID-19 Coronavirus Pandemic,” 2021). How did the United States come to have the world’s worst record in this pandemic? underline An examination of the U.S. response shows that a reduction of experts in key positions and programs, inaction that led to equipment shortages, and inconsistent policies were three major causes of the spread of the virus and the resulting deaths end underline . end student sample text

For a less formal report, you might want to open with a question, quotation, or brief story. The following example opens with an anecdote that leads to the thesis statement (underlined).

student sample text Betty stood outside the salon, wondering how to get in. It was June of 2020, and the door was locked. A sign posted on the door provided a phone number for her to call to be let in, but at 81, Betty had lived her life without a cell phone. Betty’s day-to-day life had been hard during the pandemic, but she had planned for this haircut and was looking forward to it; she had a mask on and hand sanitizer in her car. Now she couldn’t get in the door, and she was discouraged. In that moment, Betty realized how much Americans’ dependence on cell phones had grown in the months since the pandemic began. underline Betty and thousands of other senior citizens who could not afford cell phones or did not have the technological skills and support they needed were being left behind in a society that was increasingly reliant on technology end underline . end student sample text

Body Paragraphs: Point, Evidence, Analysis

Use the body paragraphs of your report to present evidence that supports your thesis. A reliable pattern to keep in mind for developing the body paragraphs of a report is point , evidence , and analysis :

  • The point is the central idea of the paragraph, usually given in a topic sentence stated in your own words at or toward the beginning of the paragraph. Each topic sentence should relate to the thesis.
  • The evidence you provide develops the paragraph and supports the point made in the topic sentence. Include details, examples, quotations, paraphrases, and summaries from sources if you conducted formal research. Synthesize the evidence you include by showing in your sentences the connections between sources.
  • The analysis comes at the end of the paragraph. In your own words, draw a conclusion about the evidence you have provided and how it relates to the topic sentence.

The paragraph below illustrates the point, evidence, and analysis pattern. Drawn from a report about concussions among football players, the paragraph opens with a topic sentence about the NCAA and NFL and their responses to studies about concussions. The paragraph is developed with evidence from three sources. It concludes with a statement about helmets and players’ safety.

student sample text The NCAA and NFL have taken steps forward and backward to respond to studies about the danger of concussions among players. Responding to the deaths of athletes, documented brain damage, lawsuits, and public outcry (Buckley et al., 2017), the NCAA instituted protocols to reduce potentially dangerous hits during football games and to diagnose traumatic head injuries more quickly and effectively. Still, it has allowed players to wear more than one style of helmet during a season, raising the risk of injury because of imperfect fit. At the professional level, the NFL developed a helmet-rating system in 2011 in an effort to reduce concussions, but it continued to allow players to wear helmets with a wide range of safety ratings. The NFL’s decision created an opportunity for researchers to look at the relationship between helmet safety ratings and concussions. Cocello et al. (2016) reported that players who wore helmets with a lower safety rating had more concussions than players who wore helmets with a higher safety rating, and they concluded that safer helmets are a key factor in reducing concussions. end student sample text

Developing Paragraph Content

In the body paragraphs of your report, you will likely use examples, draw comparisons, show contrasts, or analyze causes and effects to develop your topic.

Paragraphs developed with Example are common in reports. The paragraph below, adapted from a report by student John Zwick on the mental health of soldiers deployed during wartime, draws examples from three sources.

student sample text Throughout the Vietnam War, military leaders claimed that the mental health of soldiers was stable and that men who suffered from combat fatigue, now known as PTSD, were getting the help they needed. For example, the New York Times (1966) quoted military leaders who claimed that mental fatigue among enlisted men had “virtually ceased to be a problem,” occurring at a rate far below that of World War II. Ayres (1969) reported that Brigadier General Spurgeon Neel, chief American medical officer in Vietnam, explained that soldiers experiencing combat fatigue were admitted to the psychiatric ward, sedated for up to 36 hours, and given a counseling session with a doctor who reassured them that the rest was well deserved and that they were ready to return to their units. Although experts outside the military saw profound damage to soldiers’ psyches when they returned home (Halloran, 1970), the military stayed the course, treating acute cases expediently and showing little concern for the cumulative effect of combat stress on individual soldiers. end student sample text

When you analyze causes and effects , you explain the reasons that certain things happened and/or their results. The report by Trevor Garcia on the U.S. response to the COVID-19 pandemic in 2020 is an example: his report examines the reasons the United States failed to control the coronavirus. The paragraph below, adapted from another student’s report written for an environmental policy course, explains the effect of white settlers’ views of forest management on New England.

student sample text The early colonists’ European ideas about forest management dramatically changed the New England landscape. White settlers saw the New World as virgin, unused land, even though indigenous people had been drawing on its resources for generations by using fire subtly to improve hunting, employing construction techniques that left ancient trees intact, and farming small, efficient fields that left the surrounding landscape largely unaltered. White settlers’ desire to develop wood-built and wood-burning homesteads surrounded by large farm fields led to forestry practices and techniques that resulted in the removal of old-growth trees. These practices defined the way the forests look today. end student sample text

Compare and contrast paragraphs are useful when you wish to examine similarities and differences. You can use both comparison and contrast in a single paragraph, or you can use one or the other. The paragraph below, adapted from a student report on the rise of populist politicians, compares the rhetorical styles of populist politicians Huey Long and Donald Trump.

student sample text A key similarity among populist politicians is their rejection of carefully crafted sound bites and erudite vocabulary typically associated with candidates for high office. Huey Long and Donald Trump are two examples. When he ran for president, Long captured attention through his wild gesticulations on almost every word, dramatically varying volume, and heavily accented, folksy expressions, such as “The only way to be able to feed the balance of the people is to make that man come back and bring back some of that grub that he ain’t got no business with!” In addition, Long’s down-home persona made him a credible voice to represent the common people against the country’s rich, and his buffoonish style allowed him to express his radical ideas without sounding anti-communist alarm bells. Similarly, Donald Trump chose to speak informally in his campaign appearances, but the persona he projected was that of a fast-talking, domineering salesman. His frequent use of personal anecdotes, rhetorical questions, brief asides, jokes, personal attacks, and false claims made his speeches disjointed, but they gave the feeling of a running conversation between him and his audience. For example, in a 2015 speech, Trump said, “They just built a hotel in Syria. Can you believe this? They built a hotel. When I have to build a hotel, I pay interest. They don’t have to pay interest, because they took the oil that, when we left Iraq, I said we should’ve taken” (“Our Country Needs” 2020). While very different in substance, Long and Trump adopted similar styles that positioned them as the antithesis of typical politicians and their worldviews. end student sample text

The conclusion should draw the threads of your report together and make its significance clear to readers. You may wish to review the introduction, restate the thesis, recommend a course of action, point to the future, or use some combination of these. Whichever way you approach it, the conclusion should not head in a new direction. The following example is the conclusion from a student’s report on the effect of a book about environmental movements in the United States.

student sample text Since its publication in 1949, environmental activists of various movements have found wisdom and inspiration in Aldo Leopold’s A Sand County Almanac . These audiences included Leopold’s conservationist contemporaries, environmentalists of the 1960s and 1970s, and the environmental justice activists who rose in the 1980s and continue to make their voices heard today. These audiences have read the work differently: conservationists looked to the author as a leader, environmentalists applied his wisdom to their movement, and environmental justice advocates have pointed out the flaws in Leopold’s thinking. Even so, like those before them, environmental justice activists recognize the book’s value as a testament to taking the long view and eliminating biases that may cloud an objective assessment of humanity’s interdependent relationship with the environment. end student sample text

Citing Sources

You must cite the sources of information and data included in your report. Citations must appear in both the text and a bibliography at the end of the report.

The sample paragraphs in the previous section include examples of in-text citation using APA documentation style. Trevor Garcia’s report on the U.S. response to COVID-19 in 2020 also uses APA documentation style for citations in the text of the report and the list of references at the end. Your instructor may require another documentation style, such as MLA or Chicago.

Peer Review: Getting Feedback from Readers

You will likely engage in peer review with other students in your class by sharing drafts and providing feedback to help spot strengths and weaknesses in your reports. For peer review within a class, your instructor may provide assignment-specific questions or a form for you to complete as you work together.

If you have a writing center on your campus, it is well worth your time to make an online or in-person appointment with a tutor. You’ll receive valuable feedback and improve your ability to review not only your report but your overall writing.

Another way to receive feedback on your report is to ask a friend or family member to read your draft. Provide a list of questions or a form such as the one in Table 8.5 for them to complete as they read.

Revising: Using Reviewers’ Responses to Revise your Work

When you receive comments from readers, including your instructor, read each comment carefully to understand what is being asked. Try not to get defensive, even though this response is completely natural. Remember that readers are like coaches who want you to succeed. They are looking at your writing from outside your own head, and they can identify strengths and weaknesses that you may not have noticed. Keep track of the strengths and weaknesses your readers point out. Pay special attention to those that more than one reader identifies, and use this information to improve your report and later assignments.

As you analyze each response, be open to suggestions for improvement, and be willing to make significant revisions to improve your writing. Perhaps you need to revise your thesis statement to better reflect the content of your draft. Maybe you need to return to your sources to better understand a point you’re trying to make in order to develop a paragraph more fully. Perhaps you need to rethink the organization, move paragraphs around, and add transition sentences.

Below is an early draft of part of Trevor Garcia’s report with comments from a peer reviewer:

Epidemiologists and public health officials had long known that a global pandemic was possible. Reading these comments and those of others, Trevor decided to combine the three short paragraphs into one paragraph focusing on the fact that the United States knew a pandemic was possible but was unprepared for it. He developed the paragraph, using the short paragraphs as evidence and connecting the sentences and evidence with transitional words and phrases. Finally, he added in-text citations in APA documentation style to credit his sources. The revised paragraph is below:

A final word on working with reviewers’ comments: as you consider your readers’ suggestions, remember, too, that you remain the author. You are free to disregard suggestions that you think will not improve your writing. Different Types of Reports serve various purposes, and understanding their distinctions is crucial for effective communication in academic, professional, and organisational settings. Here, we'll explore four common types of Reports:  

Types of Reports

Routine Reports 

Routine Reports are regular updates on ongoing activities, often within an organisation. These Reports provide concise information about daily or periodic operations, helping stakeholders stay informed and make informed decisions.  

They focus on facts and figures, avoid unnecessary details, and typically follow a standardised format. Examples include daily Sales Reports, Attendance Reports, And Inventory Status Reports. Routine Reports are essential for tracking performance and ensuring smooth operations. 

Special Reports 

Special Reports are more in-depth and are created for specific purposes, such as investigating a particular issue or analysing a unique situation. These Reports require extensive research and a comprehensive presentation of findings. They are often used to address complex problems or make critical decisions.  

For instance, a company might commission a Special Report to evaluate the impact of a new product launch, or a government agency might prepare a Special Report on the environmental impact of a policy change. Special Reports provide a thorough examination of a specific topic and often include detailed recommendations. 

Formal Reports 

Formal Reports are comprehensive and meticulously structured documents characterised by a standardised format. They usually include a title page, table of contents, executive summary, methodology, findings, discussion, recommendations, and conclusion. Formal Reports are common in academic and corporate environments, as well as in government and research institutions.  

They are used to present detailed information and analyses, often for decision-making or academic purposes. A thesis, a business proposal, or an annual Financial Report are examples of Formal Reports. These Reports require a high degree of professionalism and follow strict formatting and citation guidelines. 

Informal Reports 

Informal Reports are less structured and often used for internal communication within an organisation. They are generally shorter and more straightforward than Formal Reports, emphasising brevity and efficiency. Memos, email updates, and short Progress Reports are common examples of informal Reports. 

They serve to share information quickly, often within a department or among team members. Informal Reports are valuable for everyday communication, problem-solving, and decision-making within an organisation, and they do not require the extensive structure and formality of Formal Reports.

What is the Report Writing format?  

Report Writing Format is a way of organising and presenting information in a concise and clear manner. It usually follows a standard structure that can be adapted to different purposes and audiences. A typical Report Writing format consists of the following elements:

a) Title page : This is the first page of the Report that contains the title, the author’s name, the date, and any other relevant information. 

b) Table of contents : This is an optional page that lists the sections and subsections of the Report with their corresponding page numbers. 

c) Executive summary (or abstract) : This serves as a concise summary outlining the key points and discoveries within the Report. It should be written in a clear and concise manner and highlight the purpose, scope, methodology, results, analysis, conclusion, and recommendations of the Report. 

d) Introduction : This is the first section of the Report that introduces the topic, background, objectives, and scope of the Report. It should also provide a clear statement of the problem or research question that the Report aims to address. 

e) Methodology : This is the section that describes how the data or information was collected and analysed. It should explain the methods, tools, techniques, sources, and criteria used in the research or investigation. It should also mention any limitations or challenges encountered in the process. 

f) Findings/results : This is the section that presents the data or information obtained from the research or investigation. It should be organised in a logical and coherent manner, using headings, subheadings, tables, graphs, charts, and other visual aids to illustrate the key points and trends. 

g) Analysis and discussion : This is the section that interprets and evaluates the findings or results of the Report. It should explain what the data or information means, how it relates to the problem or research question, and what implications or conclusions can be drawn from it. It should also compare and contrast the findings or results with other relevant sources or literature. 

h) Conclusion : This is the final section of the Report that summarises the main points and findings of the Report. It should restate the purpose, objectives, and scope of the Report and provide a clear answer to the problem or research question. It should also highlight the main implications or contributions of the Report to the field or topic of interest. 

i) Recommendations : This is an optional section that provides suggestions or actions based on the findings or conclusions of the Report. It should be realistic, feasible, and specific and address any issues or gaps identified in the Report. 

j) References : This is a list of sources that were cited or consulted in the Report. It should follow a consistent citation style, such as APA, MLA, Harvard, etc. 

k) Appendices : These are additional materials that support or supplement the main content of the Report. They may include data tables, calculations, questionnaires, interview transcripts, etc.

a) Purpose : Project Writing is usually done to demonstrate the student’s ability to apply their skills and knowledge to a specific problem or topic. Report Writing is usually done to present the results and findings of a research or investigation on a specific problem or topic. 

b) Format : Project Writing does not have a fixed format, but it may follow the structure of an essay, with an introduction, body, and conclusion. Report Writing has a fixed format, with a title page, table of contents, summary, introduction, methodology, findings/results, analysis/discussion, conclusion, recommendations, references, and appendices. 

c) Features : Project Writing is more creative and flexible than Report Writing. It may include personal opinions, reflections, or recommendations. Report Writing is more formal and objective than project writing. It should be based on reliable sources and data and avoid personal opinions or bias. 

d) Examples : Some examples of Project Writing are a business plan, a marketing campaign, a software development, a case study analysis, etc. Some examples of Report Writing are a Lab Report, a Market Research Report, a Scientific Report, a Feasibility Report, etc.

1. How To Write A Good Report

A report is a form of writing that is systematic, organized, and often tries to define or analyze a problem or an event. The problem or event analyzed can also be within a body of literature belonging to either a single document or several documents. The sole purpose of a report is to objectively present readers with all the relevant information in relation to a particular issue. Writers are expected to shelve their personal feelings or shield themselves from issues that might render the report subjective because the use of reports is at times beyond aiming to impress the author’s readership. A report has three distinct attributes which help to distinguish it from other forms of writing.

These include:

  • Pre-defined structure.
  • The existence of Independent sections.
  • Reaching impartial and balanced conclusions.

The above makes report writing a different endeavor, but it is still a significant part of academic writing.

A report should always be:

  • Accurate (be filled with reliable information)
  • Concise (direct and to the point)
  • Clear (writers must maintain consistency and avoid being ambiguous)
  • Well-structured (writers must follow the standard structure)

Straying from the above disqualifies an author’s piece or article from being a report.

2. Report vs Essay. What is the difference

A report differs greatly from a conventional essay.

  • First of all, reports have a specific structure, and writers are always asked to adhere to it while essays follow the conventional introduction, body, and conclusion structure.
  • Reports also use different sections and these should always have subheadings. These sections serve a certain purpose within a report and cannot be left out.
  • Essays, on the other hand, do not have sections and while writers may need to have subheadings within their essays, they are not conventional.
  • The purpose of each form of writing also differs. In reports, writers aim at conveying a particular piece of information to their audience while in essays the main goal is to showcase the writer’s comprehension of the teacher’s instructions.

The above exquisitely and explicitly show the differences between essays and reports. Understanding these differences is the first step to learning how to write a report.

3. Topic selection for a report

Topic selection separates bad report writers from good report writers as well as from excellent report writers. In many instances, readers are attracted to certain documents because of their topics. Getting the right report topic is of the essence if writers are to maintain their readership. Many writers forget the issue of scope when selecting a topic. The scope is indeed an important consideration that calls for patience and careful consideration of the general subject suggested before settling on a specific report topic. Exceptional report writers understand the significance of scope and thus focus on specific aspects of a subject or topic before they decide on a topic. Writers are often advised to focus on the vitalities of a subject and only present that to their readers.

It is essential for authors to ask themselves the following questions to help in narrowing the scope of a subject:

  • What are the specific aspects of a topic that appear interesting to the writer?
  • What do you think will interest your audience/readers?
  • What information can you find regarding the selected subject?

The above questions are indeed essential and help a writer to find or settle on a topic they are familiar with and also feel strongly about. Knowing what interests the readers is of course of the essence because it gifts the writer with a sense of direction and purpose. Finally, report writing needs to be factual and well cited. It is thus important to ensure the selected topic is adequately referenced for purposes of building a credible and reliable argument .

4. Typical structure of a report

As already said, a report structure is formal and must be strictly adhered to by all writers. Deviating from this structure only leads to reduced marks or a bored and angry audience.

Below are the elements that form the structure of a report:

Executive Summary/Abstract

An executive summary or an abstract mainly provides a summary of the entire report. While some writers write it immediately after commencing their report, it is always advisable to write it last. This section is of great importance and makes it easier for the readers to quickly understand the main points or the focus of the report.

A table of contents is simply a list of all the sections the writer decided to include in their report. Its sole purpose is to prepare readers for what to expect when reading the report and also to make it easier for them to access some of the sections directly.

Introduction

Like other introductions, a report introduction ushers in the readers by providing them with a brief but accurate summary of the topic or issue under study. From the introduction, readers should be able to understand the writer’s focus or perspective.

The body mainly contains the bulk of information which builds on or supports the thesis statement from the introduction. Unlike the body of essays, the body of a report can be divided into sections depending on the topic being reviewed. Some of the sections include a literature review, a methods section, a findings section, and finally a discussion of the findings section.

Conclusion and Recommendations

A report conclusion must be included, and it contains the inferences or the points the writer withdrew from the report. How to conclude a report is indeed essential because it provides writers with the opportunity of restating and insisting on their main point.

Recommendations are always included, and here the writer is expected to include their suggestions of how, for example, the investigation can be improved in the future or how a problem can be averted in the future. If in case the writer’s recommendations have financial associations, then he/she must provide estimations or the projected costs of whatever issue they were discussing in their report.

Reference list

Exceptional report writers consult journals and articles which are relevant to their topic. Later, these articles and journals need to be included under the reference list section. A reference list, therefore, contains all the materials the writer used to conduct their research.

While this is not a mandatory inclusion, it adds to one’s analysis and should hence be included whenever necessary.

Once the writer has completed the report, it is important first to review it before submitting or printing it. Proofreading the finished report is indeed essential because it helps the writer to identify some of the mistakes they could have made. For example, one could have gotten some statistical facts wrong, and it is only through proofreading that such mistakes can be identified and corrected. Grammatical errors should also be avoided, and while currently there are software varieties that can help with this, the human mind is still miles ahead, and one should identify and correct such mistakes while proofreading. Reading the report to an audience can also help a writer to avoid some mistakes while also maintaining the focus and purpose of the report. Two heads will always be better than one and consulting one’s friends or co-workers could help a writer avoid re-writing the entire report in case it is found defective later.

Reports are formal documents which can include headings, sub-headings, numbered sections, bullet point text, and graphics such as flow charts, diagrams or graphs. All of these devices may be used to help the reader navigate the report and understand its content.

A report is likely to include some or all of these elements, typically ordered as follows:

Title page: clearly identifying the subject of the report and the author Acknowledgements: naming third parties who have helped create the document Executive summary: an abbreviated, stand-alone overview of the report. Similar to the abstract of a journal article Contents page: allowing the reader to find their way quickly to sections of interest. This may or may not also include a table of figures or tables Introduction: outlining the main context, aims and objectives of the report Background information: anything essential to a full understanding of the report Methodology: describing how the report’s objectives were met or how the research was conducted Findings: what the report found Analysis: what these findings mean; their relevance and importance Conclusion: summarising the key things the report learned or established Recommendations: suggestions for action based on the report’s findings Bibliography: a full list of sources used to compile the report Appendices: containing supplementary information referred to in the report Glossary: definitions of technical terms used in the report

Common requirements

Different types of report – from technical reports to business reports - can vary widely in length, format and function. However, with every report:

Objectives: should be clearly defined Structure: should be logical and easy to navigate Writing: should be clear, succinct, and easy to understand Evidence: should support all conclusions made

Report writing tips

  • Often, reports are written about a collaborative project. If this is the case, make sure you know who is doing what and how the report will come together, including timeframes. Make sure to include time to share the report with the rest of the team before it is ‘published’, and that any requirements from external stakeholders or project partners are clearly outlined and factored in
  • Before you start writing, clarify the aims, structure and content of your report
  • Write in the 3rd person (This report will show…) to emphasise your objectivity
  • Use clear, formal language, avoiding slang, jargon and contractions such as don’t or can’t
  • Write sections as and when you are able, not necessarily in order of appearance
  • Have a system of version control (numbered drafts)
  • Write freely, whilst allowing time for editing and proof-reading later
  • Keep the report’s title in mind, and stay focussed on fulfilling its objectives
  • Each finding should have a conclusion; each leading to a recommendation

Track 2 Diplomacy Effort on U.S.-China Scholarly Exchange Publishes Final Report

In early 2023 Professor Scott Rozelle, SCCEI Co-Director, was asked to participate in a track 2 diplomacy effort focusing on the current state of scholarly exchange between the United States and China. Led by CSIS and Peking University, the initiative produced a report consisting of 27 essays by American and Chinese scholars explaining the benefits of U.S.-China scholarly cooperation to the two societies and the world at large, identifying the obstacles to greater exchanges, and outlining practical strategies for overcoming these challenges. Mental health care is hard to find, especially for people with Medicare or Medicaid

With rates of suicide and opioid deaths rising in the past decade and children's mental health declared a national emergency , the United States faces an unprecedented mental health crisis. But access to mental health care for a significant portion of Americans — including some of the most vulnerable populations — is extremely limited, according to a new government report released Wednesday.

The report, from the Department of Health and Human Services' Office of Inspector General, finds that Medicare and Medicaid have a dire shortage of mental health care providers.

The report looked at 20 counties with people on Medicaid, traditional Medicare and Medicare Advantage plans, which together serve more than 130 million enrollees — more than 40% of the U.S. population, says Meridith Seife , the deputy regional inspector general and the lead author of the report.

Medicaid serves people on low incomes, and Medicare is mainly for people 65 years or older and those who are younger with chronic disabilities.

The report found fewer than five active mental health care providers for every 1,000 enrollees. On average, Medicare Advantage has 4.7 providers per 1,000 enrollees, whereas traditional Medicare has 2.9 providers and Medicaid has 3.1 providers for the same number of enrollees. Some counties fare even worse, with not even a single provider for every 1,000 enrollees.

"When you have so few providers available to see this many enrollees, patients start running into significant problems finding care," says Seife.

The findings are especially troubling given the level of need for mental health care in this population, she says.

"On Medicare, you have 1 in 4 Medicare enrollees who are living with a mental illness," she says. "Yet less than half of those people are receiving treatment."

Among people on Medicaid, 1 in 3 have a mental illness, and 1 in 5 have a substance use disorder. "So the need is tremendous."

The results are "scary" but "not very surprising," says Deborah Steinberg , senior health policy attorney at the nonprofit Legal Action Center. "We know that people in Medicare and Medicaid are often underserved populations, and this is especially true for mental health and substance use disorder care."

Among those individuals able to find and connect with a provider, many see their provider several times a year, according to the report. And many have to drive a long way for their appointments.

"We have roughly 1 in 4 patients that had to travel more than an hour to their appointments, and 1 in 10 had to travel more than an hour and a half each way," notes Seife. Some patients traveled two hours each way for mental health care, she says.

Mental illnesses and substance use disorders are chronic conditions that people need ongoing care for, says Steinberg. "And when they have to travel an hour, more than an hour, for an appointment throughout the year, that becomes unreasonable. It becomes untenable."

"We know that behavioral health workforce shortages are widespread," says Heather Saunders , a senior research manager on the Medicaid team at KFF, the health policy research organization. "This is across all payers, all populations, with about half of the U.S. population living in a workforce shortage."

But as the report found, that's not the whole story for Medicare and Medicaid. Only about a third of mental health care providers in the counties studied see Medicare and Medicaid patients. That means a majority of the workforce doesn't participate in these programs.

This has been well documented in Medicaid, notes Saunders. "Only a fraction" of providers in provider directories see Medicaid patients, she says. "And when they do see Medicaid patients, they often only see a few."

Lower reimbursement rates and a high administrative burden prevent more providers from participating in Medicaid and Medicare, the report notes.

"In the Medicare program, they set a physician fee rate," explains Steinberg. "Then for certain providers, which includes clinical social workers, mental health counselors and marriage and family therapists, they get reimbursed at 75% of that rate."

Medicaid reimbursements for psychiatric services are even lower when compared with Medicare , says Ellen Weber , senior vice president for health initiatives at the Legal Action Center.

"They're baking in those discriminatory standards when they are setting those rates," says Steinberg.

The new report recommends that the Centers for Medicare & Medicaid Services (CMS) take steps to increase payments to providers and lower administrative requirements. In a statement, CMS said it has responded to those recommendations within the report.

According to research by Saunders and her colleagues at KFF, many states have already started to take action on these fronts to improve participation in Medicaid.

Several have upped their payments to mental health providers. "But the scale of those increases ranged widely across states," says Saunders, "with some states limiting the increase to one provider type or one type of service, but other states having rate increases that were more across the board."

Some states have also tried to simplify and streamline paperwork, she adds. "Making it less complex, making it easier to understand," says Saunders.

But it's too soon to know whether those efforts have made a significant impact on improving access to providers.

CMS has also taken steps to address provider shortages, says Steinberg.

"CMS has tried to increase some of the reimbursement rates without actually fixing that structural problem," says Steinberg. "Trying to add a little bit here and there, but it's not enough, especially when they're only adding a percent to the total rate. It's a really small increase."

The agency has also started covering treatments and providers it didn't use to cover before.

"In 2020, Medicare started covering opioid treatment programs, which is where a lot of folks can go to get medications for their substance use disorder," says Steinberg.

And starting this year, Medicare also covers "mental health counselors, which includes addiction counselors, as well as marriage and family therapists," she adds.

While noteworthy and important, a lot more needs to be done, says Steinberg. "For example, in the substance use disorder space, a lot of addiction counselors do not have a master's degree. And that's one of their requirements to be a counselor in the Medicare program right now."

Removing those stringent requirements and adding other kinds of providers, like peer support specialists, is key to improving access. And the cost of not accessing care is high, she adds.

"Over the past two decades, [in] the older adult population, the number of overdose deaths has increased fourfold — quadrupled," says Steinberg. "So this is affecting people. It is causing deaths. It is causing people to go to the hospital. It increases [health care] costs."

AI has moved into its era of deployment; throughout 2022 and the beginning of 2023, new large-scale AI models have been released every month. These models, such as ChatGPT, Stable Diffusion, Whisper, and DALL-E 2, are capable of an increasingly broad range of tasks, from text manipulation and analysis, to image generation, to unprecedentedly good speech recognition. These systems demonstrate capabilities in question answering, and the generation of text, image, and code unimagined a decade ago, and they outperform the state of the art on many benchmarks, old and new. However, they are prone to hallucination, routinely biased, and can be tricked into serving nefarious aims, highlighting the complicated ethical challenges associated with their deployment.

Although 2022 was the first year in a decade where private AI investment decreased, AI is still a topic of great interest to policymakers, industry leaders, researchers, and the public. Policymakers are talking about AI more than ever before. Industry leaders that have integrated AI into their businesses are seeing tangible cost and revenue benefits. The number of AI publications and collaborations continues to increase. And the public is forming sharper opinions about AI and which elements they like or dislike.

AI will continue to improve and, as such, become a greater part of all our lives. Given the increased presence of this technology and its potential for massive disruption, we should all begin thinking more critically about how exactly we want AI to be developed and deployed. We should also ask questions about who is deploying it—as our analysis shows, AI is increasingly defined by the actions of a small set of private sector actors, rather than a broader range of societal actors. This year’s AI Index paints a picture of where we are so far with AI, in order to highlight what might await us in the future.

What public k-12 teachers want americans to know about teaching.

At a time when most teachers are feeling stressed and overwhelmed in their jobs, we asked 2,531 public K-12 teachers this open-ended question:

If there’s one thing you’d want the public to know about teachers, what would it be?

We also asked Americans what they think about teachers to compare with teachers’ perceptions of how the public views them.

Pew Research Center conducted this analysis to better understand what public K-12 teachers would like Americans to know about their profession. We also wanted to learn how the public thinks about teachers.

For the open-end question, we surveyed 2,531 U.S. public K-12 teachers from Oct. 17 to Nov. 14, 2023. The teachers surveyed are members of RAND’s American Teacher Panel, a nationally representative panel of public K-12 school teachers recruited through MDR Education. Survey data is weighted to state and national teacher characteristics to account for differences in sampling and response to ensure they are representative of the target population.

Overall, 96% of surveyed teachers provided an answer to the open-ended question. Center researchers developed a coding scheme categorizing the responses, coded all responses, and then grouped them into the six themes explored in the data essay.

For the questions for the general public, we surveyed 5,029 U.S. adults from Nov. 9 to Nov. 16, 2023. The adults surveyed are members of the Ipsos KnowledgePanel, a nationally representative online survey panel. Panel members are randomly recruited through probability-based sampling, and households are provided with access to the Internet and hardware if needed. To ensure that the results of this survey reflect a balanced cross section of the nation, the data is weighted to match the U.S. adult population by gender, age, education, race and ethnicity and other categories.

Here are the questions used for this analysis , along with responses, the teacher survey methodology and the general public survey methodology .

Most of the responses to the open-ended question fell into one of these six themes:

Teaching is a hard job

About half of teachers (51%) said they want the public to know that teaching is a difficult job and that teachers are hardworking. Within this share, many mentioned that they have roles and responsibilities in the classroom besides teaching, which makes the job stressful. Many also talked about working long hours, beyond those they’re contracted for.

“Teachers serve multiple roles other than being responsible for teaching curriculum. We are counselors, behavioral specialists and parents for students who need us to fill those roles. We sacrifice a lot to give all of ourselves to the role as teacher.”

“The amount of extra hours that teachers have to put in beyond the contractual time is ridiculous. Arriving 30 minutes before and leaving an hour after is just the tip of the iceberg. … And as far as ‘having summers off,’ most of August is taken up with preparing materials for the upcoming school year or attending three, four, seven days’ worth of unpaid development training.”

Teachers care about their students

The next most common theme: 22% of teachers brought up how fulfilling teaching is and how much teachers care about their students. Many gave examples of the hardships of teaching but reaffirmed that they do their job because they love the kids and helping them succeed.

Teachers are undervalued and disrespected

Some 17% of teachers want the public to know that they feel undervalued and disrespected, and that they need more public support. Some mentioned that they are well-educated professionals but are not treated as such. And many teachers in this category responded with a general plea for support from the public, which they don’t feel they’re getting now.

“We feel undervalued. The public and many parents of my students treat me and my peers as if we do not know as much as they do, as if we are uneducated.”

“The public attitudes toward teachers have been degrading, and it is making it impossible for well-qualified teachers to be found. People are simply not wanting to go into the profession because of public sentiments.”

Teachers are underpaid

A similar share of teachers (15%) want the public to know that teachers are underpaid. Many teachers said their salary doesn’t account for the effort and care they put into their students’ education and believe that their pay should reflect this.

Teachers need support and resources from government and administrators

About one-in-ten teachers (9%) said they need more support from the government, their administrators and other key stakeholders. Many mentioned working in understaffed schools, not having enough funding and paying for supplies out of pocket. Some teachers also expressed that they have little control over the curriculum that they teach.

“The world-class education we used to be proud of does not exist because of all the red tape we are constantly navigating. If you want to see real change in the classroom, advocate for smaller class sizes for your child, push your district to cap class sizes at a reasonable level and have real, authentic conversations with your child’s teacher about what is going on in the classroom if you’re curious.”

Teachers need more support from parents

Roughly the same share of teachers (8%) want the public to know that teachers need more support from parents, emphasizing that the parent-teacher relationship is strained. Many view parents as partners in their child’s education and believe that a strong relationship improves kids’ overall social and emotional development.

“Teachers help students to reach their potential. However, that job is near impossible if parents/guardians do not take an active part in their student’s education.”

How the U.S. public views teachers

While the top response from teachers in the open-ended question is that they want the public to know that teaching is a hard job, most Americans already see it that way. Two-thirds of U.S. adults say being a public K-12 teacher is harder than most other jobs, with 33% saying it’s a lot harder.

And about three-quarters of Americans (74%) say teachers should be paid more than they are now, including 39% who say teachers should be paid a lot more.

Americans are about evenly divided on whether the public generally looks up to (32%) or down on (30%) public K-12 teachers. Some 37% say Americans neither look up to or down on public K-12 teachers.

In addition to the open-ended question about what they want the public to know about them, we asked teachers how much they think most Americans trust public K-12 teachers to do their job well. We also asked the public how much they trust teachers. Answers differ considerably.

Nearly half of public K-12 teachers (47%) say most Americans don’t trust teachers much or at all. A third say most Americans trust teachers some, and 18% say the public trusts teachers a great deal or a fair amount.

In contrast, a majority of Americans (57%) say they do trust public K-12 teachers to do their job well a great deal or a fair amount. About a quarter (26%) say they trust teachers some, and 17% say they don’t trust teachers much or at all.

How the public’s views differ by party

There are sizable party differences in Americans’ views of teachers. In particular, Democrats and Democratic-leaning independents are more likely than Republicans and Republican leaners to say:

  • They trust teachers to do their job well a great deal or a fair amount (70% vs. 44%)
  • Teaching is a lot or somewhat harder when compared with most other jobs (77% vs. 59%)
  • Teachers should be paid a lot or somewhat more than they are now (86% vs. 63%)

When the largest earthquake in Taiwan in half a century struck off its east coast, the buildings in the closest city, Hualien, swayed and rocked. As more than 300 aftershocks rocked the island over the next 24 hours to Thursday morning, the buildings shook again and again.

But for the most part, they stood.

Even the two buildings that suffered the most damage remained largely intact, allowing residents to climb to safety out the windows of upper stories. One of them, the rounded, red brick Uranus Building, which leaned precariously after its first floors collapsed, was mostly drawing curious onlookers.

The building is a reminder of how much Taiwan has prepared for disasters like the magnitude-7.4 earthquake that jolted the island on Wednesday. Perhaps because of improvements in building codes, greater public awareness and highly trained search-and-rescue operations — and, likely, a dose of good luck — the casualty figures were relatively low. By Thursday, 10 people had died and more than 1,000 others were injured. Several dozen were missing.

“Similar level earthquakes in other societies have killed far more people,” said Daniel Aldrich , a director of the Global Resilience Institute at Northeastern University. Of Taiwan, he added: “And most of these deaths, it seems, have come from rock slides and boulders, rather than building collapses.”

Across the island, rail traffic had resumed by Thursday, including trains to Hualien. Workers who had been stuck in a rock quarry were lifted out by helicopter. Roads were slowly being repaired. Hundreds of people were stranded at a hotel near a national park because of a blocked road, but they were visited by rescuers and medics.

On Thursday in Hualien city, the area around the Uranus Building was sealed off, while construction workers tried to prevent the leaning structure from toppling completely. First they placed three-legged concrete blocks that resembled giant Lego pieces in front of the building, and then they piled dirt and rocks on top of those blocks with excavators.

“We came to see for ourselves how serious it was, why it has tilted,” said Chang Mei-chu, 66, a retiree who rode a scooter with her husband Lai Yung-chi, 72, to the building on Thursday. Mr. Lai said he was a retired builder who used to install power and water pipes in buildings, and so he knew about building standards. The couple’s apartment, near Hualien’s train station, had not been badly damaged, he said.

“I wasn’t worried about our building, because I know they paid attention to earthquake resistance when building it. I watched them pour the cement to make sure,” Mr. Lai said. “There have been improvements. After each earthquake, they raise the standards some more.”

It was possible to walk for city blocks without seeing clear signs of the powerful earthquake. Many buildings remained intact, some of them old and weather-worn; others modern, multistory concrete-and-glass structures. Shops were open, selling coffee, ice cream and betel nuts. Next to the Uranus Building, a popular night market with food stalls offering fried seafood, dumplings and sweets was up and running by Thursday evening.

Earthquakes are unavoidable in Taiwan, which sits on multiple active faults. Decades of work learning from other disasters, implementing strict building codes and increasing public awareness have gone into helping its people weather frequent strong quakes.

Not far from the Uranus Building, for example, officials had inspected a building with cracked pillars and concluded that it was dangerous to stay in. Residents were given 15 minutes to dash inside and retrieve as many belongings as they could. Some ran out with computers, while others threw bags of clothes out of windows onto the street, which was also still littered with broken glass and cement fragments from the quake.

One of its residents, Chen Ching-ming, a preacher at a church next door, said he thought the building might be torn down. He was able to salvage a TV and some bedding, which now sat on the sidewalk, and was preparing to go back in for more. “I’ll lose a lot of valuable things — a fridge, a microwave, a washing machine,” he said. “All gone.”

Requirements for earthquake resistance have been built into Taiwan’s building codes since 1974. In the decades since, the writers of Taiwan’s building code also applied lessons learned from other major earthquakes around the world, including in Mexico and Los Angeles, to strengthen Taiwan’s code.

After more than 2,400 people were killed and at least 10,000 others injured during the Chi-Chi quake of 1999, thousands of buildings built before the quake were reviewed and reinforced. After another strong quake in 2018 in Hualien, the government ordered a new round of building inspections. Since then, multiple updates to the building code have been released.

“We have retrofitted more than 10,000 school buildings in the last 20 years,” said Chung-Che Chou, the director general of the National Center for Research on Earthquake Engineering in Taipei.

The government had also helped reinforce private apartment buildings over the past six years by adding new steel braces and increasing column and beam sizes, Dr. Chou said. Not far from the buildings that partially collapsed in Hualien, some of the older buildings that had been retrofitted in this way survived Wednesday’s quake, he said.

The result of all this is that even Taiwan’s tallest skyscrapers can withstand regular seismic jolts. The capital city’s most iconic building, Taipei 101, once the tallest building in the world, was engineered to stand through typhoon winds and frequent quakes. Still, some experts say that more needs to be done to either strengthen or demolish structures that don’t meet standards, and such calls have grown louder in the wake of the latest earthquake.

Taiwan has another major reason to protect its infrastructure: It is home to the majority of production for the Taiwan Semiconductor Manufacturing Company, the world’s largest maker of advanced computer chips. The supply chain for electronics from smartphones to cars to fighter jets rests on the output of TSMC’s factories, which make these chips in facilities that cost billions of dollars to build.

The 1999 quake also prompted TSMC to take extra steps to insulate its factories from earthquake damage. The company made major structural adjustments and adopted new technologies like early warning systems. When another large quake struck the southern city of Kaohsiung in February 2016, TSMC’s two nearby factories survived without structural damage.

Taiwan has made strides in its response to disasters, experts say. In the first 24 hours after the quake, rescuers freed hundreds of people who were trapped in cars in between rockfalls on the highway and stranded on mountain ledges in rock quarries.

“After years of hard work on capacity building, the overall performance of the island has improved significantly,” said Bruce Wong, an emergency management consultant in Hong Kong. Taiwan’s rescue teams have come to specialize in complex efforts, he said, and it has also been able to tap the skills of trained volunteers.

Taiwan’s resilience also stems from a strong civil society that is involved in public preparedness for disasters.

Ou Chi-hu, a member of a group of Taiwanese military veterans, was helping distribute water and other supplies at a school that was serving as a shelter for displaced residents in Hualien. He said that people had learned from the 1999 earthquake how to be more prepared.

“They know to shelter in a corner of the room or somewhere else safer,” he said. Many residents also keep a bag of essentials next to their beds, and own fire extinguishers, he added.

Around him, a dozen or so other charities and groups were offering residents food, money, counseling and childcare. The Tzu Chi Foundation, a large Taiwanese Buddhist charity, provided tents for families to use inside the school hall so they could have more privacy. Huang Yu-chi, a disaster relief manager with the foundation, said nonprofits had learned from earlier disasters.

“Now we’re more systematic and have a better idea of disaster prevention,” Mr. Huang said.
