This piece is part of 19A: The Brookings Gender Equality Series . In this essay series, Brookings scholars, public officials, and other subject-area experts examine the current state of gender equality 100 years after the 19th Amendment was adopted to the U.S. Constitution and propose recommendations to cull the prevalence of gender-based discrimination in the United States and around the world.

The year 2020 will stand out in the history books. It will always be remembered as the year the COVID-19 pandemic gripped the globe and brought death, illness, isolation, and economic hardship. It will also be noted as the year when the death of George Floyd and the words “I can’t breathe” ignited in the United States and many other parts of the world a period of reckoning with racism, inequality, and the unresolved burdens of history.

The history books will also record that 2020 marked 100 years since the ratification of the 19th Amendment in America, intended to guarantee a vote for all women, not denied or abridged on the basis of sex.

This is an important milestone and the continuing movement for gender equality owes much to the history of suffrage and the brave women (and men) who fought for a fairer world. Yet just celebrating what was achieved is not enough when we have so much more to do. Instead, this anniversary should be a galvanizing moment when we better inform ourselves about the past and emerge more determined to achieve a future of gender equality.

Australia’s role in the suffrage movement

In looking back, one thing that should strike us is how international the movement for suffrage was though the era was so much less globalized than our own.

For example, how many Americans know that 25 years before the passing of the 19th Amendment in America, my home of South Australia was one of the first polities in the world to give men and women the same rights to participate in their democracies? South Australia led Australia and became a global leader in legislating universal suffrage and candidate eligibility over 125 years ago.

This extraordinary achievement was not an easy one. There were three unsuccessful attempts to gain equal voting rights for women in South Australia, in the face of relentless opposition. But South Australia’s suffragists—including the Women’s Suffrage League and the Woman’s Christian Temperance Union, as well as remarkable women like Catherine Helen Spence, Mary Lee, and Elizabeth Webb Nicholls—did not get dispirited but instead continued to campaign, persuade, and cajole. They gathered a petition of 11,600 signatures, stuck it together page by page so that it measured around 400 feet in length, and presented it to Parliament.

The Constitutional Amendment (Adult Suffrage) Bill was finally introduced on July 4, 1894, leading to heated debate both within the houses of Parliament, and outside in society and the media. Demonstrating that some things in Parliament never change, campaigner Mary Lee observed as the bill proceeded to committee stage “that those who had the least to say took the longest time to say it.” 1

The Bill finally passed on December 18, 1894, by 31 votes to 14 in front of a large crowd of women.

In 1897, Catherine Helen Spence became the first woman to stand as a political candidate in South Australia.

South Australia’s victory led the way for the rest of the colonies, in the process of coming together to create a federated Australia, to fight for voting rights for women across the entire nation. Women’s suffrage was in effect made a precondition to federation in 1901, with South Australia insisting on retaining the progress that had already been made. 2 South Australian Muriel Matters, and Vida Goldstein—a woman from the Australian state of Victoria—are just two of the many who fought to ensure that when Australia became a nation, the right of women to vote and stand for Parliament was included.

Australia’s remarkable progressiveness was either envied, or feared, by the rest of the world. Sociologists and journalists traveled to Australia to see if the worst fears of the critics of suffrage would be realised.

In 1902, Vida Goldstein was invited to meet President Theodore Roosevelt—the first Australian to ever meet a U.S. president in the White House. With more political rights than any American woman, Goldstein was a fascinating visitor. In fact, President Roosevelt told Goldstein: “I’ve got my eye on you down in Australia.” 3

Goldstein embarked on many other journeys around the world in the name of suffrage, and ran five times for Parliament, emphasising “the necessity of women putting women into Parliament to secure the reforms they required.” 4

Muriel Matters went on to join the suffrage movement in the United Kingdom. In 1908 she became the first woman to speak in the British House of Commons in London—not by invitation, but by chaining herself to the grille that obscured women’s views of proceedings in the Houses of Parliament. After effectively cutting her off the grille, she was dragged out of the gallery by force, still shouting and advocating for votes for women. The U.K. finally adopted women’s suffrage in 1928.

These Australian women, and the many more who tirelessly fought for women’s rights, are still extraordinary by today’s standards, but were all the more remarkable for leading the rest of the world.

A shared history of exclusion

Of course, no history of women’s suffrage is complete without acknowledging those who were excluded. These early movements for gender equality were overwhelmingly the remit of privileged white women. Racially discriminatory exclusivity during the early days of suffrage is a legacy Australia shares with the United States.

South Australian Aboriginal women were given the right to vote under the colonial laws of 1894, but they were often not informed of this right or supported to enroll—and sometimes were actively discouraged from participating.

They were later further discriminated against by direct legal bar by the 1902 Commonwealth Franchise Act, whereby Aboriginal and Torres Strait Islander people were excluded from voting in federal elections—a right not given until 1962.

Any celebration of women’s suffrage must acknowledge such past injustices front and center. Australia is not alone in the world in grappling with a history of discrimination and exclusion.

The best historical celebrations do not present a triumphalist version of the past or convey a sense that the fight for equality is finished. By reflecting on our full history, these celebrations allow us to come together, find new energy, and be inspired to take the cause forward in a more inclusive way.

The way forward

In the century or more since winning women’s franchise around the world, we have made great strides toward gender equality for women in parliamentary politics. Targets and quotas are working. In Australia, we already have evidence that affirmative action targets change the diversity of governments. Since the Australian Labor Party (ALP) passed its first affirmative action resolution in 1994, the party has seen the number of women in its national parliamentary team skyrocket from around 14% to 50% in recent years.

Instead of trying to “fix” women—whether by training or otherwise—the ALP worked on fixing the structures that prevent women getting preselected, elected, and having fair opportunities to be leaders.

There is also clear evidence of the benefits of having more women in leadership roles. A recent report from Westminster Foundation for Democracy and the Global Institute for Women’s Leadership (GIWL) at King’s College London, shows that where women are able to exercise political leadership, it benefits not just women and girls, but the whole of society.

But even though we know how to get more women into parliament and the positive difference they make, progress toward equality is far too slow. The World Economic Forum tells us that if we keep progressing as we are, the global political empowerment gender gap—measuring the presence of women across Parliament, ministries, and heads of states across the world— will only close in another 95 years . This is simply too long to wait and, unfortunately, not all barriers are diminishing. The level of abuse and threatening language leveled at high-profile women in the public domain and on social media is a more recent but now ubiquitous problem, which is both alarming and unacceptable.

Across the world, we must dismantle the continuing legal and social barriers that prevent women fully participating in economic, political, and community life.

Education continues to be one such barrier in many nations. Nearly two-thirds of the world’s illiterate adults are women. With COVID-19-related school closures happening in developing countries, there is a real risk that progress on girls’ education is lost. When Ebola hit, the evidence shows that the most marginalized girls never made it back to school and rates of child marriage, teen pregnancy. and child labor soared. The Global Partnership for Education, which I chair, is currently hard at work trying to ensure that this history does not repeat.

Ensuring educational equality is a necessary but not sufficient condition for gender equality. In order to change the landscape to remove the barriers that prevent women coming through for leadership—and having their leadership fairly evaluated rather than through the prism of gender—we need a radical shift in structures and away from stereotypes. Good intentions will not be enough to achieve the profound wave of change required. We need hard-headed empirical research about what works. In my life and writings post-politics and through my work at the GIWL, sharing and generating this evidence is front and center of the work I do now.

GIWL work, undertaken in partnership with IPSOS Mori, demonstrates that the public knows more needs to be done. For example, this global polling shows the community thinks it is harder for women to get ahead. Specifically, they say men are less likely than women to need intelligence and hard work to get ahead in their careers.

Other research demonstrates that the myth of the “ideal worker,” one who works excessive hours, is damaging for women’s careers. We also know from research that even in families where each adult works full time, domestic and caring labor is disproportionately done by women. 5

In order to change the landscape to remove the barriers that prevent women coming through for leadership—and having their leadership fairly evaluated rather than through the prism of gender—we need a radical shift in structures and away from stereotypes.

Other more subtle barriers, like unconscious bias and cultural stereotypes, continue to hold women back. We need to start implementing policies that prevent people from being marginalized and stop interpreting overconfidence or charisma as indicative of leadership potential. The evidence shows that it is possible for organizations to adjust their definitions and methods of identifying merit so they can spot, measure, understand, and support different leadership styles.

Taking the lessons learned from our shared history and the lives of the extraordinary women across the world, we know evidence needs to be combined with activism to truly move forward toward a fairer world. We are in a battle for both hearts and minds.

Why this year matters

We are also at an inflection point. Will 2020 will be remembered as the year that a global recession disproportionately destroyed women’s jobs, while women who form the majority of the workforce in health care and social services were at risk of contracting the coronavirus? Will it be remembered as a time of escalating domestic violence and corporations cutting back on their investments in diversity programs?

Or is there a more positive vision of the future that we can seize through concerted advocacy and action? A future where societies re-evaluate which work truly matters and determine to better reward carers. A time when men and women forced into lockdowns re-negotiated how they approach the division of domestic labor. Will the pandemic be viewed as the crisis that, through forcing new ways of virtual working, ultimately led to more balance between employment and family life, and career advancement based on merit and outcomes, not presentism and the old boys’ network?

This history is not yet written. We still have an opportunity to make it happen. Surely the women who led the way 100 years ago can inspire us to seize this moment and create that better, more gender equal future.

Goal 5: Achieve gender equality and empower all women and girls

Gender equality is not only a fundamental human right, but a necessary foundation for a peaceful, prosperous and sustainable world. There has been progress over the last decades, but the world is not on track to achieve gender equality by 2030.

Women and girls represent half of the world’s population and therefore also half of its potential. But gender inequality persists everywhere and stagnates social progress. On average, women in the labor market still earn 23 percent less than men globally and women spend about three times as many hours in unpaid domestic and care work as men.

Sexual violence and exploitation, the unequal division of unpaid care and domestic work, and discrimination in public office, all remain huge barriers. All these areas of inequality have been exacerbated by the COVID-19 pandemic: there has been a surge in reports of sexual violence, women have taken on more care work due to school closures, and 70% of health and social workers globally are women.

At the current rate, it will take an estimated 300 years to end child marriage, 286 years to close gaps in legal protection and remove discriminatory laws, 140 years for women to be represented equally in positions of power and leadership in the workplace, and 47 years to achieve equal representation in national parliaments.

Political leadership, investments and comprehensive policy reforms are needed to dismantle systemic barriers to achieving Goal 5 Gender equality is a cross-cutting objective and must be a key focus of national policies, budgets and institutions.

How much progress have we made?

International commitments to advance gender equality have brought about improvements in some areas: child marriage and female genital mutilation (FGM) have declined in recent years, and women’s representation in the political arena is higher than ever before. But the promise of a world in which every woman and girl enjoys full gender equality, and where all legal, social and economic barriers to their empowerment have been removed, remains unfulfilled. In fact, that goal is probably even more distant than before, since women and girls are being hit hard by the COVID-19 pandemic.

Are they any other gender-related challenges?

Yes. Worldwide, nearly half of married women lack decision-making power over their sexual and reproductive health and rights. 35 per cent of women between 15-49 years of age have experienced physical and/ or sexual intimate partner violence or non-partner sexual violence.1 in 3 girls aged 15-19 have experienced some form of female genital mutilation/cutting in the 30 countries in Africa and the Middle East, where the harmful practice is most common with a high risk of prolonged bleeding, infection (including HIV), childbirth complications, infertility and death.

This type of violence doesn’t just harm individual women and girls; it also undermines their overall quality of life and hinders their active involvement in society.

Why should gender equality matter to me?

Regardless of where you live in, gender equality is a fundamental human right. Advancing gender equality is critical to all areas of a healthy society, from reducing poverty to promoting the health, education, protection and the well-being of girls and boys.

What can we do?

If you are a girl, you can stay in school, help empower your female classmates to do the same and fight for your right to access sexual and reproductive health services. If you are a woman, you can address unconscious biases and implicit associations that form an unintended and often an invisible barrier to equal opportunity.

If you are a man or a boy, you can work alongside women and girls to achieve gender equality and embrace healthy, respectful relationships.

You can fund education campaigns to curb cultural practices like female genital mutilation and change harmful laws that limit the rights of women and girls and prevent them from achieving their full potential.

The Spotlight Initiative is an EU/UN partnership, and a global, multi-year initiative focused on eliminating all forms of violence against women and girls – the world’s largest targeted effort to end all forms of violence against women and girls.

  • With only seven years remaining, a mere 15.4 per cent of Goal 5 indicators with data are “on track”, 61.5 per cent are at a moderate distance and 23.1 per cent are far or very far off track from 2030 targets.

The Initiative is so named as it brings focused attention to this issue, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development.

An initial investment in the order of EUR 500 million will be made, with the EU as the main contributor. Other donors and partners will be invited to join the Initiative to broaden its reach and scope. The modality for the delivery will be a UN multi- stakeholder trust fund, administered by the Multi-Partner Trust Fund Office, with the support of core agencies UNDP, UNFPA and UN Women, and overseen by the Executive Office of the UN Secretary-General.

A bus to get to work. A clinic for health care. A monthly pension for old age. Some people can take these for granted. But many others suffer from the lack of infrastructure, public services and social protection that affect their rights and well-being. Women and girls are often foremost among those who miss out.

Progress and real development will only be possible if all people have equal rights and opportunities to thrive. Meeting that goal requires recognizing that women and girls face particular barriers and have different needs. And then taking deliberate steps so that no woman or girl is left behind, regardless of where she lives or how much she earns, or where she comes from.

Infrastructure can provide a way out of poverty and increase the chance of a better future. When there is a lack of infrastructure, communities around the world depend on women to close the gaps with their time-consuming, back-breaking labour.

“I leave home by 7 a.m. to come here by bike. I work until 1 p.m. If there’s no bike to take me back, I walk back home. It can take 2 – 3 hours and I am usually very tired by then. Because of the distance, I cannot carry anything if I am walking back,” says Mohn Malambi, a member of SOCCOMAD, a newly formed women’s cooperative in Yoko, central Cameroon.

Women in this community have grown food for generations but didn’t have land right or access to markets to sell the food they grew. Three years ago, the Government of Cameroon started to build a 250 Km (155 mile) road that would connect rural communities like Yoko with the capital. The women farmers of Yoko seized their moment to start a cooperative, knowing that the road project would bring more people to the area and create access to larger markets for their produce.

“The cassava crop cannot be left in the ground too long, because it rots,” says 52-year-old Tukuri Marie Chantal. It’s a simple equation—with land ownership and better roads, it takes less time and costs less to transport produce, and that means more income for women farmers.

The city of Jakarta, Indonesia, gleams with new buildings and other amenities. Yet safety in public spaces is a concern for women there. Fears about harassment and assault may keep women from using urban transport and other infrastructure even if they have ready access to it. Measures such as bright lighting and visible passageways help alleviate their concerns. With UN Women’s support, the Safe Jakarta project is aimed at pinpointing and closing safety gaps.

In disaster-prone Fiji, recovery efforts after Tropical Cyclone Winston had to involve women, especially the women vendors of Rakiraki Market. “For most of us women market vendors, we focus only on coming to the market to make money. But what if there is a cyclone or flooding that makes it impossible for us to be in the market?” says Varanisese Maisamoa, President of the Rakiraki Market Vendors Association.

The women vendors’ insights informed the market reconstruction to include Category-5 cyclone resilient infrastructure, a rain water harvesting system, flood resistant drainage, and a gender-responsive design.

“I’m looking forward to a market that is safer, better ventilated, with facilities such as changing areas for babies, improved toilets and a female market attendant. Our vendors also know what to do before, during and after a disaster,” Maisamoa added . Read more ►

Communities without electrical grids are increasingly turning to solar devices to jumpstart access to modern energy. Martha Benavente learned to make simple, low-cost solar lamps through a programme supported by UN Women and the governments of Norway and Sweden in a small community in Guatemala. Selling the lamps provides a source of income. Using them in her own home has ended the days when she would race to finish chores before dark because it was too costly to burn candles. Education is a human right and an essential public service with lifelong consequences. Yet many girls still struggle to get an education. In Khayelitsha, the largest informal township in Cape Town, South Africa, girls at the Yomelela Primary School contend with severe poverty and acute risks of violence. With the backing of the UN Trust Fund to End Violence against Women, sports and peer counselling are among the methods that help them cope, feel safe and stay in school.

As the fourth industrial revolution unfolds, the future of jobs will be defined by innovation. While more girls are attending school than before, girls are significantly under-represented in STEM subjects in many settings. The first Coding Camp in Addis Ababa, Ethiopia, brought together girls from 34 countries in the African continent to nurture their potential as innovators and technology creators. 

What happens when girls get equal access to technology? They build.

Health-care services should reach all women and provide all the services they need. Yet, too many women still die giving birth, especially in poorer countries where services may be limited and poor in quality. With 1,072 maternal deaths for every 100,000 births, Liberia has one of the highest maternal mortality rates in the world. In the remote areas, infrastructure and facilities in clinics are often lacking; midwives and health-care workers have to deliver babies without any electricity at night.

“It’s really challenging to assist with a delivery using my phone’s light, because I can’t see clearly. I have to hold the phone in my mouth while working. Doing [medical] procedures at night is almost impossible,” explains midwife Lorina Karway.

A UN joint programme installed solar lighting systems in 26 health centres and in five maternal waiting rooms in rural Liberia, including the Bodowhea Clinic, where Karway works, to improve maternal and child health-care services. Read more ►

Green, open spaces where everyone can convene, relax and take a break may be taken for granted in some parts of the world. For women and girls in Al-Shoka, a conflict affected neighbourhood in Gaza, Palestine, this was a distant dream, until now. In 2018, the only public garden in Al-Shoka, which was destroyed by the conflict, opened to the public. Limited access to childcare remains a major barrier for women seeking paid jobs, underscoring the importance of providing quality public childcare. Time-use surveys in Uruguay revealed that women spent two-third of their week doing unpaid work, and only one-third on paid work. For men, the reverse applied. The data made Uruguay rethink “care” as an issue that impacts the society and ultimately, led to the adoption of a new law in 2015. Under the Care Act (No. 19,353), all children, persons with disabilities and elderly persons, have the right to get care. The State not only provides care services now, but also guarantees their quality by providing training and regulations.

Longer, healthier lives are now the norm in many countries, an indisputable sign of progress. By 2030, over 16 per cent of people will be over age 60, compared to just over 8 percent in 1970. Pension systems are expanding to support people in old age. Yet women are less likely to be covered and generally receive less than men, even as they live longer on average. In Viet Nam, Phung Thi Vinh spent a lifetime as a primary school teacher but only began contributing to social insurance late in her career. A government programme helped her catch up. “My pensions payments are small,” she says. “But they help keep body and soul together.”

Gender Equality and Women’s Rights

The issue of gender equality in society has gained popularity in the precedent century with the rise of the feminist movement and women’s struggle for rights equal to those of men. The reason for the shift towards recognizing women’s rights in societal interactions is the changing ratio of males and females in the overall population on the globe with the growing number of women (Rothkopf, 2016).

Legal recognition of women’s rights, guaranteeing safety, and equality in employment and social issues are the most significant landmarks in the women’s struggle for gender equality. 2014 has become a historic year for women, as it was the year of the 20 th anniversary of the 1994 International Conference on Population and Development that first proclaimed the need for improving the lives of women. What is more, the participants “examined issues including access to decent reproductive health services, sexual health advice, and support and the elimination [of] harmful practices, such as female genital mutilation (FGM) and forced marriage” (Ford, 2014, par. 2). Together with that, in 2015, it turned 20 years since the 1995 Fourth World Conference on Women during which the participating states stressed the necessity of removing obstacles that kept women from equal participation in public and private life.

The topic of gender equality affects both men and women. Speaking of menfolk, what is mainly impacted by the shift towards gender equality is the masculine ego as historically these were men who ruled the world (Rothkopf, 2016). As of women, the role of sex equality cannot be underestimated as they gain the right to equal involvement in public life, payment for work, and social protection.

Moreover, the issue of gender equality is a representation of social stratification, namely gender stratification. Even though women’s struggle for equal rights has brought positive shifts in social interactions between men and women, gender stratification still exists. In everyday life, it may be seen nearly everywhere as women are almost always occupying lower and less paid working positions than men, for example, such as nurses, secretaries, receptionists, etc. That is why gender stratification leads to class stratification as women occupying lower positions have less income if compared to men. Except for income, females have less access to wealth, power, and occupational prestige than males that are all dimensions of social equality and criteria for class stratification (Macionis, 2012). That means that even though there were more positive shifts in achieving gender equality, women and men are still unequal.

In the end, I should say that I have chosen the topic of gender equality because I do believe that all people are and should be equal in their rights and access to social benefits such as education, social protection, healthcare, and equal remuneration for work. Moreover, anyone regardless of gender should have the right to choosing the way of spending the life and the person with whom to build a family. Before the study, I never realized that there are women somewhere out there who suffer from forced weddings or live with the consequences of female genital mutilation being the form of governmental family planning. Bearing in mind everything said above, I am strongly inclined to believe that the issue of women’s rights and equal social protection should gain further development on national and international levels so that it is guaranteed that women all over the globe have decent living conditions.

The advancement of women’s rights struggles against racism and inequality

Maternal mortality and the rate of teenage pregnancies have improved globally in recent decades. however, these figures have worsened ‘in an alarming number of countries,’ according to the latest report by the united nations population fund.

The progress made in women’s sexual and reproductive rights has especially benefited women who are high-income, those who belong to ethnic groups that already had better access to healthcare and those who have received more education. This is the conclusion reached by the latest report published by the United Nations Population Fund (UNFPA), which was made public this past Wednesday. It confirms that millions of women and girls haven’t been able to enjoy these advances “because of who they are or where they were born.”

“In a period of a single generation, we’ve reduced unwanted pregnancies by a fifth, we’ve lowered the maternal mortality rate by a third and we’ve approved laws against sexist violence in more than 160 countries,” said Natalia Kanem — executive director of the UNFPA — during a meeting with journalists on Monday, April 15. However, she noted, “despite this progress, inequities in our societies and in our health systems have widened.”

This is because racism, sexism and other forms of discrimination continue to block the achievement of sexual and reproductive rights for millions of women in the world. Kanem warned that “women’s rights haven’t been prioritized” and, instead, their bodies have been “politicized” as a weapon to “divide” society.

The UNFPA document — Interwoven Lives, Threads of Hope: Ending Inequalities in Sexual and Reproductive Health and Rights — is published in the year that marks the 30th anniversary of the Cairo Conference on Population and Development. This was a historic moment in which 179 governments committed — for the first time — to placing women’s rights at the center of sustainable development. Since then, the figures support many of the milestones achieved: maternal mortality has fallen by 34% since 2000, while the number of girls and young women who become mothers between the ages of 15 and 19-years-old has declined by a third during the same period. And, between 1990 and 2021, the number of women using modern contraceptive methods has doubled. The number of new HIV infections was also one-third lower in 2021 than in 2010.

However, the UNFPA cautions that women and girls who are poor, who belong to racial, ethnic, or Indigenous minorities, who live in countries in conflict, who have a disability, or who don’t identify with heteronormative paradigms are hardly part of the population that has benefited.

The data supports this conclusion. For instance, an African woman with complications during pregnancy or childbirth is 130 times more likely to die than a woman in Europe or North America. But, even if she lives in the United States, if she’s Black, the statistics don’t work in her favor, either. In fact, the possibility of her losing her life is three times higher than the national average .

About 800 women die every day in childbirth around the world. 500 of these tragedies take place in countries that are embroiled in armed conflicts. Most of these deaths could be avoided with access to adequate healthcare. Meanwhile, a woman with a disability is 10 times more likely to suffer sexist violence than a woman without one, while attacks against LGBTQ+ women are also much more frequent.

Climate crisis and conflicts

Maternal mortality is, according to the UNFPA, a reflection of the “disparity” that exists between and within territories. In recent decades, in global terms, far fewer women die during pregnancy or childbirth, although the figure has stagnated since 2016 and is worsening in “an alarming number of countries.”

“Mothers die because we haven’t prioritized their reproductive rights, even though at the Cairo conference 30 years ago, it was [understood] that they didn’t have to die in childbirth,” Kanen added during her press conference. For example, according to the UNFPA, an African-American woman is more likely to suffer obstetric abuse than a white woman. And, in Madagascar, the richest women are five times more likely to be assisted during childbirth than poor women. Among the rights to be achieved, Kanen recalled that one in four women in the world still cannot say “no” to having sex with her partner and one in 10 cannot choose the contraceptive methods she wishes to use.

The situation is even more dire in conflicts and in contexts of climate catastrophes , which are becoming more frequent because of global warming. “These are situations that leave women without healthcare,” Kenan lamented. “Whenever there are hurricanes or floods, for example, women and children are — without exception — the most disadvantaged.” The executive director of UNFPA emphasized that it’s the responsibility of the international community to ensure that, in a crisis, women can give birth safely and be protected from sexual violence. “The vulnerability of women in conflict is enormous: attacks against them are increasing.” And, at the same time, she denounced that “health workers and healthcare centers have become targets of war.”

“Women are being attacked in much of the world,” agreed Tlaleng Mofokeng — one of the authors of the report — during the meeting with journalists. “There are systems that seek to take away their rights or limit their participation in activism,” the researcher added. She advocates for “making the invisible visible” to continue putting the defense of women at the center of development.

According to the UNFPA, greater investment is the solution to bolstering women’s rights. “These investments would also generate significant economic benefits,” Kanen explained. For example, spending $79 billion on family planning and maternal health at the global level would save “one million women” from dying in childbirth by 2050. This, in turn, would mean economic benefits worth about $660 billion.

Ending sexist violence — which the U.N. estimates costs the world economy 5% of overall GDP — “would result in immediate and long-term benefits for individual productivity and earning potential with impacts cascading across generations,” the report adds. Furthermore, Kanen pointed out, “promoting gender equality in the public, private and social sectors” would add about “$12 trillion” to global GDP.

Introduction

What is equality? What is the connection between equality and citizenship? The principle of equality means that all individuals have the same status regarding their claim to natural rights and treatment before the law. Our definition of citizenship has expanded throughout American history, most often through claims to our natural equality. The story of women’s suffrage is an example of the patience, determination, and sacrifice necessary to carry out long term change within a constitutional order. The word, suffrage, meaning “the right to vote,” originated with the Latin suffragium, meaning “a vote cast in an assembly, or influence given in support of a candidate.”

The Declaration of Independence asserts as a self-evident truth that all people were created equal. Something “self-evident” is a plain truth that does not need to be proven through reasoned deduction from other principles. It is apparent immediately (or self-evident) to any reasonable observer that there are no natural differences among people which give one person or group of people (such as kings and queens) the power to rule over others without their consent. All have equal rights and dignity.

In his Second Treatise of Civil Government (1690), as part of an argument against slavery, English philosopher John Locke theorized that all people are born free: “The natural liberty of man [human beings] is to be free from any superior power on earth, and not to be under the will or legislative authority of man [humans], but to have only the law of nature for his rule.”

Almost a century later, Samuel Adams quoted Locke regarding the natural liberty of man, agreeing that all people are created equally free; there are no natural rulers.

Equality and Natural Rights

Further, the Declaration asserts that it was “self-evident” that human beings were “endowed by their Creator” with certain rights. In the Founders’ view, since rights come from God, the creator of our human nature, an individual’s natural rights could be neither given nor taken away. They are, to use the Declaration’s word, unalienable

The term “natural” here refers to human nature. Natural rights are those rights humans have at birth, including life, liberty, freedom of conscience, freedom of speech, and others. No person or government can “give” an individual these rights; they are part of what it means to be human. One can know natural rights are natural because they can all be exercised without requiring anything from others. Natural rights are sometimes called negative rights for this reason. They are also called inherent rights because they inhere in humanity: they are an essential characteristic of human nature.

“Nobody Can Give More Power Than He Has Himself”

The assertion of inherent rights remains the foundation for the principle of equality. In the same argument against slavery, Locke reasoned:

“This freedom from absolute, arbitrary power, is so necessary to, and closely joined with a man’s preservation, that he cannot part with it…for a man, not having the power of his own life, cannot, by compact, or his own consent, enslave himself to any one, nor put himself under the absolute, arbitrary power of another, to take away his life, when he pleases. Nobody can give more power than he has himself; and he that cannot take away his own life, cannot give another power over it.”

In other words, Locke maintained, individual lives and the rights that flow from human nature belong to the Creator

Again, Adams echoes Locke in The Rights of the Colonists (1772):

“It is the greatest absurdity to suppose it in the power of one, or any number of men, at the entering into society, to renounce their essential natural rights, or the means of preserving those rights; when the grand end of civil government, from the very nature of its institution, is for the support, protection, and defense of those very rights; the principal of which, as is before observed, are Life, Liberty, and Property. If men, through fear, fraud, or mistake, should in terms renounce or give up any essential natural right, the eternal law of reason and the grand end of society would absolutely vacate [make void] such renunciation. The right to freedom being the gift of God Almighty, it is not in the power of man to alienate this gift and voluntarily become a slave.”

Because humans are born with inherent rights, these rights are the same under any political system. An unjust government— including a tyrannical majority—may abuse or abridge the people’s inherent rights, but can never remove them, since these rights are essential to human nature.

But not all rights are inherent. Political rights, for example, may vary through times and places, because, unlike natural rights, they are given by government. Many political rights, including voting and serving on juries, have been expanded to more groups of people throughout American history through claims to natural and inherent equality. Although people use the term “rights” to refer to them, these rights conferred by civil society could more accurately be considered privileges—abilities that can be justly given or denied by government under certain conditions. For example, a driver’s license will be granted if a person passes a driving test, but can be revoked for drunk driving or too many accidents. A person can lose the ability to serve on a jury and to vote if convicted of a felony. People have inherent rights by nature, but must have permission in order to exercise a privilege.

The U.S. Constitution

The Declaration asserted two more principles that were self-evident: that in order to secure our rights, “governments are instituted among men deriving their just powers from the consent of the governed,” and that when a government repeatedly abuses the peoples’ rights, the people have the power and the duty to “alter or abolish” it and create a new government that will better protect their rights and ensure their safety and happiness.

After a time under the Articles of Confederation, many observers recognized the need for a more powerful central government, giving rise to a convention of the states in 1787. The resulting new Constitution’s opening lines “We the people…ordain and establish this Constitution” outlined a government of limited powers, recognizing the sovereignty of the individual and protecting the natural right of the people to govern themselves.

With this right to self-government come many responsibilities. In fact, it could be argued that citizenship is more about responsibilities than about rights. Individuals are free to make choices about their government and direct their own lives within a system that guarantees the equal right (and responsibility) of others to do the same. The Constitution reflects the sovereignty of the individual, by limiting the national government to certain enumerated powers, leaving everything else to the states and to the people.

Theory vs. Practice

Despite the bold proclamation, the principle of equality was not meaningfully reflected in the lives of all people during the early republic. Enslaved persons and Native Americans were unable to exercise their inherent rights and were not afforded political rights. The Constitution sanctioned slavery both explicitly and implicitly: it gave Congress the power to ban the international slave trade, but mandated a 20-year waiting period before doing so. The Constitution also allowed slave states to count three-fifths of their enslaved population toward the calculation of those states’ representation in Congress. Though this compromise prevented slave states from having even greater power (they had wanted to count their entire slave populations), the policy tolerated the practice of owning and trading in human beings. Though many of the leading Founders were convinced of the evils and injustices of slavery, they did not end it in their lifetimes.

Women also lacked legal equality. Enslaved women and Native American women were denied all of their rights. Among white women, and depending on varying state laws, widows had some political rights and could own property, but married white women had no legal status at all under the traditional doctrine of coverture. The English jurist William Blackstone explained this doctrine in 1765. Through marriage, husband and wife become one person under the law: “the  very being or legal existence of the woman is suspended during the marriage, or at least is incorporated and consolidated into that of the husband; under whose wing, protection, and cover, she performs everything.”

The Constitution left voting requirements to the states, and so states could adopt different policies. Some states did away with property requirements but still required voters to be taxpayers. Some states required a tax to vote, or a poll tax. Vermont became the first state to grant universal male suffrage in 1777. New Jersey allowed property-owning white women and free African Americans to vote for a short time before that right was revoked in 1807.

Extending Equality

The Founding generation did not perfectly live out its ideal of equality. However, it provided a foundation for greater expansion of liberty through time. Through sustained effort and commitment over time, Americans have persistently appealed to Founding documents and their root principles to insist on changes that gradually recognized and protected both natural and civil rights.

The women’s suffrage movement provides a model for implementing social and legal change to better align institutions with principles of liberty, justice, and equality. The pathway for change was long. Seventy-two years passed between the Declaration of Independence assertion of self-evident and equal natural rights and the 1848 Seneca Falls Convention, where women planned to “discuss the social, civil, and religious condition and rights of woman.” In most parts of America in 1848 it was considered improper—even illegal—for women to speak in public meetings. Now they were convening one. It took another seventytwo years of struggle for women to achieve a constitutional amendment—the Nineteenth in 1920—protecting their right to vote, and guaranteeing their opportunity to participate more fully in the political process.

The Constitution contains the means to institute the meaningful changes required to bring it more in line with the governing principles on which it was founded. One of these methods is the amendment process, which is slow but effective. Reformers committed to equality and justice endured hardship and sacrifice to implement the amendment process to end slavery, and to grant the vote to black men, women, and people ages 18-21. Other methods of aligning the law with these principles, particularly equality, result from the system of checks and balances. The Supreme Court in 1954 checked the power of majorities in states when it ruled segregation in public schools was unconstitutional. Congress has also invoked its enumerated powers to protect legal equality with laws such as the Civil Rights Act of 1964 and the Voting Rights Act of 1965. Unpacking 5 truths about equality in sexual and reproductive health and rights today

UNITED NATIONS, New York – Over the past 30 years, global commitments to sexual and reproductive health and rights have made remarkable advances: Maternal death rates have dropped by almost a third, the number of women using modern contraception has doubled and more than 160 countries have passed laws against domestic violence.

A new report by UNFPA, the United Nations sexual and reproductive health agency, traces the path that led to this progress and empowered millions with increased freedom and autonomy. But it also lays bare how little these improvements have affected the world’s poorest and most marginalized, for whom rights and choices remain largely out of reach.

These disparate realities are driven by inequality and discrimination, often hidden within our health systems and economic, social and political institutions. Achieving equity, then, requires exposing inequalities so that inclusive solutions can be imagined and implemented.

Below, read about where and how inequality shows up in our societies, lifting some communities up while pushing others behind – and about what can be done to counteract it and ensure a peaceful, prosperous future for all.

1. Inequalities in sexual and reproductive health and rights are everywhere .

In Ashgabat, Turkmenistan, Alia* and her husband were told that it was “undesirable” for them to have a baby. The reason? They were both blind.

Women and girls with disabilities often face discrimination when it comes to sexual and reproductive health, limited access to services and exclusion from comprehensive sexuality education. Some are even forcibly sterilized.

The particular challenges Alia and other women with disabilities face during pregnancy and childbirth reinforce one of the report’s main themes: That access to health and rights vary greatly from one region, country and person to another.

Disability status represents just one facet of identity that affects the right to health. Geography is another, with women in Africa around 130 times more likely to die from pregnancy complications than women in Europe. And as for women and girls from ethnic minorities, disparities in health-care access were found in all countries surveyed for UNFPA’s report.

2. Progress on sexual and reproductive health for all is stalling, and by many counts, unravelling.

For nearly 20 years, the global annual reduction in maternal deaths has been zero – meaning there has been no progress. Meanwhile, one quarter of women today report not being able to say no to sex with their husband or partner.

This means that despite investments, advocacy and rafts of legislation, women’s ability to exercise decision-making over their own bodies is diminishing. And while barriers to health have fallen quickly for the most privileged, they are standing firm for the most disadvantaged.

“Even in better-off countries, maternal death rates are higher among communities that continue to confront racial and other prejudices in everyday life,” UNFPA Executive Director Dr. Natalia Kanem said in her World Health Day statement . “We can and must do better.”

3. Sexual and reproductive health and rights are being politicized – and opinions polarized.

As half the world goes to the polls this year, many leaders have decided to base their political strategies on sowing division.

Anxieties over migration as well as low- and high-fertility rates are being weaponized by some policymakers to strike down sexual and reproductive health and rights agreements. Meanwhile others are making their legal systems less equitable by decriminalizing female genital mutilation or restricting the rights of LGBTQIA+ people, for instance.

Harmful stereotypes about women, girls and people with diverse sexual orientations and gender identities are too often peddled to justify gender inequality and homophobia, with dangerous consequences. As Efram*, a refugee from Syria who was struggling to access sexual health care in a new country, explained to UNFPA: “I can’t tell anyone that I’m gay because of the stigma. We are not recognized, and we don’t have any kind of rights”.

4.But there is hope: Where inequalities exist, community leaders are helping to bridge gaps in services.

Gender inequality, racial discrimination and misinformation are deeply embedded in many health systems: UNFPA research has found that in the Americas, Afrodescendent women are more likely to die during childbirth due in part to racist abuse in the health sector.

For these reasons and others – including cost and distance to facilities – Afrodescendent women may avoid going to hospitals for health care. “It wasn’t the environment I wanted,” Shirley Maturana Obregón from Colombia told UNFPA about her birth plan.

Instead, she delivered with a partera, a traditional birth attendant and practitioner of knowledge ancestral to Colombia’s Afrodescendent community.

Parteras provide culturally sensitive care among Colombian communities that remain largely disconnected from the country’s formal health system – and for whom getting to a doctor can require expensive travel across hazardous, conflict-affected terrain.

Ms. Maturana Obregón said her delivery with a partera was beautiful and unforgettable; she later became a traditional birth attendant herself. “We are there, making women’s dreams come true,” she said.

5. Progress is achievable, but we must reject division and embrace collaboration.

UNFPA’s report shows above all that we cannot divide and conquer on our way to ensuring universal health and rights. Rather, we must find political consensus, tailor solutions to communities and mobilize urgent funding to achieve our aims.

Grassroots leaders are essential to this work: Sarah Sy Savané, who advocates against female genital mutilation and child marriage in Côte d’Ivoire, says programmes aimed at eliminating harmful practices are designed by people working in the communities they target. “Safe spaces, husbands’ clubs and other interventions are making a real difference, shining a light where young girls thought they had no rights,” she told UNFPA.

Initiatives like these have tangible impacts, but they need more support. Spending an additional $79 billion in low- and middle-income countries by 2030 would avert 400 million unplanned pregnancies, save 1 million lives and generate $660 billion in economic benefits. Training more midwives could also prevent about 40 per cent of maternal and neonatal deaths and over a quarter of stillbirths. 

Funding saves lives, while a lack of investment endangers them.

The truth is that inequality is everywhere we look – and once its devastating consequences have been revealed, they cannot be unseen. As UNFPA Executive Director Dr. Natalia Kanem said, “We have every reason to act – for human rights, for gender equality, for justice and for the world’s bottom line.

There is only one way to achieve a future of dignity and rights for all: By working together.”

“The Equality Effect” (2017) – Danny Dorling

In this essay, professor Danny Dorling lays out why equality is so beneficial to the world. What is equality? It’s living in a society where everyone gets the same freedoms, dignity, and rights. When equality is realized, a flood of benefits follows. Dorling describes the effect of equality as “magical.” Benefits include happier and healthier citizens, less crime, more productivity, and so on. Dorling believes the benefits of “economically equitable” living are so clear, change around the world is inevitable. Despite the obvious conclusion that equality creates a better world, progress has been slow. We’ve become numb to inequality. Raising awareness of equality’s benefits is essential.

Danny Dorling is the Halford Mackinder Professor of Geography at the University of Oxford. He has co-authored and authored a handful of books, including Slowdown: The End of the Great Acceleration—and Why It’s Good for the Planet, the Economy, and Our Lives . “The Equality Effect” is excerpted from this book. Dorling’s work focuses on issues like health, education, wealth, poverty, and employment.

“The Equality Conundrum” (2020) – Joshua Rothman

Originally published as “Same Difference” in the New Yorker’s print edition, this essay opens with a story. A couple plans on dividing their money equally among their children. However, they realize that to ensure equal success for their children, they might need to start with unequal amounts. This essay digs into the complexity of “equality.” While inequality is a major concern for people, most struggle to truly define it. Citing lectures, studies, philosophy, religion, and more, Rothman sheds light on the fact that equality is not a simple – or easy – concept.

Pew Research Center conducted this analysis to understand the nuances among Black people on issues of racial inequality and social change in the United States. This in-depth survey explores differences among Black Americans in their views on the social status of the Black population in the U.S.; their assessments of racial inequality; their visions for institutional and social change; and their outlook on the chances that these improvements will be made. The analysis is the latest in the Center’s series of in-depth surveys of public opinion among Black Americans (read the first, “ Faith Among Black Americans ” and “ Race Is Central to Identity for Black Americans and Affects How They Connect With Each Other ”).

The online survey of 3,912 Black U.S. adults was conducted Oct. 4-17, 2021. Black U.S. adults include those who are single-race, non-Hispanic Black Americans; multiracial non-Hispanic Black Americans; and adults who indicate they are Black and Hispanic. The survey includes 1,025 Black adults on Pew Research Center’s American Trends Panel (ATP) and 2,887 Black adults on Ipsos’ KnowledgePanel. Respondents on both panels are recruited through national, random sampling of residential addresses.

Recruiting panelists by phone or mail ensures that nearly all U.S. Black adults have a chance of selection. This gives us confidence that any sample can represent the whole population (see our Methods 101 explainer on random sampling). Here are the questions used for the survey of Black adults, along with its responses and methodology .

The terms “Black Americans,” “Black people” and “Black adults” are used interchangeably throughout this report to refer to U.S. adults who self-identify as Black, either alone or in combination with other races or Hispanic identity.

Throughout this report, “Black, non-Hispanic” respondents are those who identify as single-race Black and say they have no Hispanic background. “Black Hispanic” respondents are those who identify as Black and say they have Hispanic background. We use the terms “Black Hispanic” and “Hispanic Black” interchangeably. “Multiracial” respondents are those who indicate two or more racial backgrounds (one of which is Black) and say they are not Hispanic.

Respondents were asked a question about how important being Black was to how they think about themselves. In this report, we use the term “being Black” when referencing responses to this question.

In this report, “immigrant” refers to people who were not U.S. citizens at birth – in other words, those born outside the U.S., Puerto Rico or other U.S. territories to parents who were not U.S. citizens. We use the terms “immigrant,” “born abroad” and “foreign-born” interchangeably.

Throughout this report, “Democrats and Democratic leaners” and just “Democrats” both refer to respondents who identify politically with the Democratic Party or who are independent or some other party but lean toward the Democratic Party. “Republicans and Republican leaners” and just “Republicans” both refer to respondents who identify politically with the Republican Party or are independent or some other party but lean toward the Republican Party.

Respondents were asked a question about their voter registration status. In this report, respondents are considered registered to vote if they self-report being absolutely certain they are registered at their current address. Respondents are considered not registered to vote if they report not being registered or express uncertainty about their registration.

To create the upper-, middle- and lower-income tiers, respondents’ 2020 family incomes were adjusted for differences in purchasing power by geographic region and household size. Respondents were then placed into income tiers: “Middle income” is defined as two-thirds to double the median annual income for the entire survey sample. “Lower income” falls below that range, and “upper income” lies above it. More than a year after the murder of George Floyd and the national protests, debate and political promises that ensued, 65% of Black Americans say the increased national attention on racial inequality has not led to changes that improved their lives. 1 And 44% say equality for Black people in the United States is not likely to be achieved, according to newly released findings from an October 2021 survey of Black Americans by Pew Research Center.

This is somewhat of a reversal in views from September 2020, when half of Black adults said the increased national focus on issues of race would lead to major policy changes to address racial inequality in the country and 56% expected changes that would make their lives better.

At the same time, many Black Americans are concerned about racial discrimination and its impact. Roughly eight-in-ten say they have personally experienced discrimination because of their race or ethnicity (79%), and most also say discrimination is the main reason many Black people cannot get ahead (68%).  

Even so, Black Americans have a clear vision for how to achieve change when it comes to racial inequality. This includes support for significant reforms to or complete overhauls of several U.S. institutions to ensure fair treatment, particularly the criminal justice system; political engagement, primarily in the form of voting; support for Black businesses to advance Black communities; and reparations in the forms of educational, business and homeownership assistance. Yet alongside their assessments of inequality and ideas about progress exists pessimism about whether U.S. society and its institutions will change in ways that would reduce racism.

These findings emerge from an extensive Pew Research Center survey of 3,912 Black Americans conducted online Oct. 4-17, 2021. The survey explores how Black Americans assess their position in U.S. society and their ideas about social change. Overall, Black Americans are clear on what they think the problems are facing the country and how to remedy them. However, they are skeptical that meaningful changes will take place in their lifetime.

Black Americans see racism in our laws as a big problem and discrimination as a roadblock to progress

Black adults were asked in the survey to assess the current nature of racism in the United States and whether structural or individual sources of this racism are a bigger problem for Black people. About half of Black adults (52%) say racism in our laws is a bigger problem than racism by individual people, while four-in-ten (43%) say acts of racism committed by individual people is the bigger problem. Only 3% of Black adults say that Black people do not experience discrimination in the U.S. today.

In assessing the magnitude of problems that they face, the majority of Black Americans say racism (63%), police brutality (60%) and economic inequality (54%) are extremely or very big problems for Black people living in the U.S. Slightly smaller shares say the same about the affordability of health care (47%), limitations on voting (46%), and the quality of K-12 schools (40%).

Aside from their critiques of U.S. institutions, Black adults also feel the impact of racial inequality personally. Most Black adults say they occasionally or frequently experience unfair treatment because of their race or ethnicity (79%), and two-thirds (68%) cite racial discrimination as the main reason many Black people cannot get ahead today.

Black Americans’ views on reducing racial inequality

Black Americans are clear on the challenges they face because of racism. They are also clear on the solutions. These range from overhauls of policing practices and the criminal justice system to civic engagement and reparations to descendants of people enslaved in the United States.

Changing U.S. institutions such as policing, courts and prison systems

About nine-in-ten Black adults say multiple aspects of the criminal justice system need some kind of change (minor, major or a complete overhaul) to ensure fair treatment, with nearly all saying so about policing (95%), the courts and judicial process (95%), and the prison system (94%).

Roughly half of Black adults say policing (49%), the courts and judicial process (48%), and the prison system (54%) need to be completely rebuilt for Black people to be treated fairly. Smaller shares say the same about the political system (42%), the economic system (37%) and the health care system (34%), according to the October survey.

While Black Americans are in favor of significant changes to policing, most want spending on police departments in their communities to stay the same (39%) or increase (35%). A little more than one-in-five (23%) think spending on police departments in their area should be decreased.

Black adults who favor decreases in police spending are most likely to name medical, mental health and social services (40%) as the top priority for those reappropriated funds. Smaller shares say K-12 schools (25%), roads, water systems and other infrastructure (12%), and reducing taxes (13%) should be the top priority.

Voting and ‘buying Black’ viewed as important strategies for Black community advancement

Black Americans also have clear views on the types of political and civic engagement they believe will move Black communities forward. About six-in-ten Black adults say voting (63%) and supporting Black businesses or “buying Black” (58%) are extremely or very effective strategies for moving Black people toward equality in the U.S. Smaller though still significant shares say the same about volunteering with organizations dedicated to Black equality (48%), protesting (42%) and contacting elected officials (40%).

Black adults were also asked about the effectiveness of Black economic and political independence in moving them toward equality. About four-in-ten (39%) say Black ownership of all businesses in Black neighborhoods would be an extremely or very effective strategy for moving toward racial equality, while roughly three-in-ten (31%) say the same about establishing a national Black political party. And about a quarter of Black adults (27%) say having Black neighborhoods governed entirely by Black elected officials would be extremely or very effective in moving Black people toward equality.

Most Black Americans support repayment for slavery

Discussions about atonement for slavery predate the founding of the United States. As early as 1672 , Quaker abolitionists advocated for enslaved people to be paid for their labor once they were free. And in recent years, some U.S. cities and institutions have implemented reparations policies to do just that.

Most Black Americans say the legacy of slavery affects the position of Black people in the U.S. either a great deal (55%) or a fair amount (30%), according to the survey. And roughly three-quarters (77%) say descendants of people enslaved in the U.S. should be repaid in some way.

Black adults who say descendants of the enslaved should be repaid support doing so in different ways. About eight-in-ten say repayment in the forms of educational scholarships (80%), financial assistance for starting or improving a business (77%), and financial assistance for buying or remodeling a home (76%) would be extremely or very helpful. A slightly smaller share (69%) say cash payments would be extremely or very helpful forms of repayment for the descendants of enslaved people.

Where the responsibility for repayment lies is also clear for Black Americans. Among those who say the descendants of enslaved people should be repaid, 81% say the U.S. federal government should have all or most of the responsibility for repayment. About three-quarters (76%) say businesses and banks that profited from slavery should bear all or most of the responsibility for repayment. And roughly six-in-ten say the same about colleges and universities that benefited from slavery (63%) and descendants of families who engaged in the slave trade (60%).

Black Americans are skeptical change will happen

Even though Black Americans’ visions for social change are clear, very few expect them to be implemented. Overall, 44% of Black adults say equality for Black people in the U.S. is a little or not at all likely. A little over a third (38%) say it is somewhat likely and only 13% say it is extremely or very likely.

They also do not think specific institutions will change. Two-thirds of Black adults say changes to the prison system (67%) and the courts and judicial process (65%) that would ensure fair treatment for Black people are a little or not at all likely in their lifetime. About six-in-ten (58%) say the same about policing. Only about one-in-ten say changes to policing (13%), the courts and judicial process (12%), and the prison system (11%) are extremely or very likely.

This pessimism is not only about the criminal justice system. The majority of Black adults say the political (63%), economic (62%) and health care (51%) systems are also unlikely to change in their lifetime.

Black Americans’ vision for social change includes reparations. However, much like their pessimism about institutional change, very few think they will see reparations in their lifetime. Among Black adults who say the descendants of people enslaved in the U.S. should be repaid, 82% say reparations for slavery are unlikely to occur in their lifetime. About one-in-ten (11%) say repayment is somewhat likely, while only 7% say repayment is extremely or very likely to happen in their lifetime.

Black Democrats, Republicans differ on assessments of inequality and visions for social change

Party affiliation is one key point of difference among Black Americans in their assessments of racial inequality and their visions for social change. Black Republicans and Republican leaners are more likely than Black Democrats and Democratic leaners to focus on the acts of individuals. For example, when summarizing the nature of racism against Black people in the U.S., the majority of Black Republicans (59%) say racist acts committed by individual people is a bigger problem for Black people than racism in our laws. Black Democrats (41%) are less likely to hold this view.

Black Republicans (45%) are also more likely than Black Democrats (21%) to say that Black people who cannot get ahead in the U.S. are mostly responsible for their own condition. And while similar shares of Black Republicans (79%) and Democrats (80%) say they experience racial discrimination on a regular basis, Republicans (64%) are more likely than Democrats (36%) to say that most Black people who want to get ahead can make it if they are willing to work hard.

On the other hand, Black Democrats are more likely than Black Republicans to focus on the impact that racial inequality has on Black Americans. Seven-in-ten Black Democrats (73%) say racial discrimination is the main reason many Black people cannot get ahead in the U.S, while about four-in-ten Black Republicans (44%) say the same. And Black Democrats are more likely than Black Republicans to say racism (67% vs. 46%) and police brutality (65% vs. 44%) are extremely big problems for Black people today.

Black Democrats are also more critical of U.S. institutions than Black Republicans are. For example, Black Democrats are more likely than Black Republicans to say the prison system (57% vs. 35%), policing (52% vs. 29%) and the courts and judicial process (50% vs. 35%) should be completely rebuilt for Black people to be treated fairly.

While the share of Black Democrats who want to see large-scale changes to the criminal justice system exceeds that of Black Republicans, they share similar views on police funding. Four-in-ten each of Black Democrats and Black Republicans say funding for police departments in their communities should remain the same, while around a third of each partisan coalition (36% and 37%, respectively) says funding should increase. Only about one-in-four Black Democrats (24%) and one-in-five Black Republicans (21%) say funding for police departments in their communities should decrease.

Among the survey’s other findings:

Black adults differ by age in their views on political strategies. Black adults ages 65 and older (77%) are most likely to say voting is an extremely or very effective strategy for moving Black people toward equality. They are significantly more likely than Black adults ages 18 to 29 (48%) and 30 to 49 (60%) to say this. Black adults 65 and older (48%) are also more likely than those ages 30 to 49 (38%) and 50 to 64 (42%) to say protesting is an extremely or very effective strategy. Roughly four-in-ten Black adults ages 18 to 29 say this (44%).

Gender plays a role in how Black adults view policing. Though majorities of Black women (65%) and men (56%) say police brutality is an extremely big problem for Black people living in the U.S. today, Black women are more likely than Black men to hold this view. When it comes to criminal justice, Black women (56%) and men (51%) are about equally likely to share the view that the prison system should be completely rebuilt to ensure fair treatment of Black people. However, Black women (52%) are slightly more likely than Black men (45%) to say this about policing. On the matter of police funding, Black women (39%) are slightly more likely than Black men (31%) to say police funding in their communities should be increased. On the other hand, Black men are more likely than Black women to prefer that funding stay the same (44% vs. 36%). Smaller shares of both Black men (23%) and women (22%) would like to see police funding decreased.

Income impacts Black adults’ views on reparations. Roughly eight-in-ten Black adults with lower (78%), middle (77%) and upper incomes (79%) say the descendants of people enslaved in the U.S. should receive reparations. Among those who support reparations, Black adults with upper and middle incomes (both 84%) are more likely than those with lower incomes (75%) to say educational scholarships would be an extremely or very helpful form of repayment. However, of those who support reparations, Black adults with lower (72%) and middle incomes (68%) are more likely than those with higher incomes (57%) to say cash payments would be an extremely or very helpful form of repayment for slavery.

  • Black adults in the September 2020 survey only include those who say their race is Black alone and are non-Hispanic. The same is true only for the questions of improvements to Black people’s lives and equality in the United States in the October 2021 survey. Throughout the rest of this report, Black adults include those who say their race is Black alone and non-Hispanic; those who say their race is Black and at least one other race and non-Hispanic; or Black and Hispanic, unless otherwise noted. ↩

Supreme Court Delivers Big Win for Workplace Equality in Muldrow v. City of St. Louis Ruling

WASHINGTON — Today, the Supreme Court delivered a huge victory for workers and workplace equality. The court issued a ruling in Muldrow v. City of St. Louis holding that Title VII of the Civil Rights Act bars employers from discriminating in decisions like lateral transfers, without requiring employees to show that the discriminatory decision caused “significant” disadvantage.

The American Civil Liberties Union, the ACLU of Missouri, and the Constitutional Accountability Center filed an amicus brief in support of plaintiff Jatonya Clayborn Muldrow, who claimed that her employer, the city of St. Louis, violated Title VII by transferring her to a new position and subsequently denying a transfer request because of her sex. The U.S. Court of Appeals for the Eighth Circuit ruled that it was not sufficient that the transfer decisions affected the “conditions” of her employment. Instead, Muldrow had to also establish that either her reassignment or her denied transfer request imposed “a material employment disadvantage.”

“Today’s Supreme Court decision is an enormous win for workers. Courts have too often dismissed cases under the ‘materially’ or ‘significantly’ adverse standard when employees have meritorious discrimination claims,” said Ming-Qi Chu, deputy director of ACLU’s Women’s Rights Project. “This heightened standard contradicts the statute’s text and undermines Congress’s plan of eliminating discrimination in employment in passing Title VII.”

“Today’s ruling strengthens the protections from discrimination intended by Title VII by solidifying workers’ right to have and experience consistent expectations on the privileges and conditions of their employment,” said Gillian Wilcox, deputy director for litigation at the ACLU of Missouri .

“Today’s decision rightly rejected the position that a Title VII plaintiff challenging a transfer must satisfy a heightened threshold of harm to bring her claim. As the Court recognized, ‘the text of Title VII imposes no such requirement.’ It’s an important reminder to lower courts that they should not add atextual requirements to the statute that constricts its scope,” said Brianne Gorod, chief counsel at the Constitutional Accountability Center . “Today’s decision is a win not only for Ms. Muldrow, but also for workers more broadly.”

The court’s decision comes in midst of a coordinated attempt by conservative advocacy groups trying to cast this ruling as a danger to workplace DEI trainings and initiatives.

“The fearmongering of DEI opponents has no basis in law and fundamentally misunderstands how most DEI programs work. The purpose of DEI and other remedial workplace programs is to improve the process by which employment decisions are made and close the gap in opportunities among workers. They do not disadvantage any particular worker. This is why they have long been held lawful. These scare-tactics are trying to chill employers’ commitment and investment in expanding workplace opportunity. We won’t let them,” added Ming-Qi Chu.
